The Volusia County Sheriff’s Office is asking for help identifying three people who scammed three Houligan’s restaurants out of a night’s dinner. The diners, two women and a man, scammed the Ormond Beach and the Port Orange locations in October and the Daytona Beach location on Nov. 23. Only the Houligan’s Daytona location at 1725 W. International Speedway Blvd. filed a police report. After eating $90.52 worth of food at the Daytona restaurant, two of the suspects went outside to smoke and the third went to the restroom before exiting Houligan’s. In each case, all suspects ordered the same food and drinks, according to a press release. Call VCSO at 248-1777.

Storage project hearing delayed

Plaza Drive in Ormond-by-the-Sea would be the first street in a septic-to-sewer conversion.

Though the septic-to-sewer conversion is at a standstill in Ormond Beach and Ormondby-the-Sea, the city has begun the process to amend its comprehensive plan to strike annexation as a requirement for north peninsula homes connecting to city utilities.

The Planning Board will hear the proposed amendments at its next meeting on Thursday, Dec. 12.

The changes are in response to Ormond-by-the-Sea residents fearing they will be automatically annexed into Ormond Beach if a septicto-sewer conversion moves forward. Some suspected annexation was why the city was pursuing the conversion.

At the City Commission meeting on Sept. 18, the commission agreed to begin amending the existing

comprehensive plan.

About 39 north peninsula residents signed an annexation agreement to obtain city water between 2014 and 2019, according to a report by City Attorney Randy Hayes.

The amendments will need to go through two readings at the Planning Board level before they are reviewed by the City Commission.

shopping cart, tinsel, $100 and several aisles of toys: the Ormond Beach Police Department’s third-annual Shop with a Cop program on Friday, Dec. 6, granted 25 children from the five local elementary schools a chance to Christmas shop for themselves and their family members, and to do so with a police officer. OBPD partners with Walmart every December to bring this program to fruition.

The program aims to create a positive relationship between officers and students, a press release states.

The kids arrived at Walmart with a motorcade of police vehicles, complete with flashing lights and sirens.

From dolls and stuffed animals to lightsabers and toy trucks, the kids perused the store aisles and picked anything they wanted, up to their $100 limit.

Volusia County attorney Dan Eckert has resigned, and his last day will be Jan. 31, 2020.

Eckert submitted a letter on Dec. 10 — the council meeting day scheduled for his and the county manager’s evaluations — asking for the County Council to accept his resignation. His decision follows a controversy about the Historic North Turn Legends Beach Parade: Eckert had advised the council that beach driving in the section of the beach in Ponce Inlet violated the incidental take permit by the Fish and Wildlife Service. However, citizens and a congressional staff member argued before council in October that there was no violation, and ultimately, the council decided it will allow the parade in February.

Eckert has worked for the county for 41 years. He had a salary of $227,042.45, interim county Community Information Director Kevin Captain said. As he had over 20 years of service, he is entitled to receive 100% balance of his accrued personal leave, with a maximum of 1,120 hours; Eckert accrued 7,874.

“I deeply appreciate the opportunity to have served,” Eckert wrote in a brief resignation letter.

At the council meeting, Councilwoman Billie Wheeler made a motion to move up Eckert’s last day to Dec. 31, but rescinded it after council members said they wanted to honor Eckert’s original resignation request and have enough time to find an interim.

Wheeler said Eckert had honorably represented the county in many legal battles. “Your loyalty to Volusia County and your knowledge of the law, and your commitment, are to be commended,” Wheeler said.

Councilman Fred Lowry said he felt like the information Eckert provided wasn’t biased, and that Eckert had assembled a good staff and replied promptly to inquiries.

Councilwoman Heather Post submitted a written evaluation for Eckert and listed three instances where she was dissatisfied with Eckert’s performance: her question on why the 911 SAVES Act text was not able to be obtained prior to it appearing online, the Legends Parade issue and the ongoing Amendment 10 legal battle, on which Eckert couldn’t provide council with an approximate cost, including staff time, other than $1,500 in filing fees.

“I do not have the confidence that County Council is being provided unbiased information and direction, with no omissions of information, and no outside influence,” Post wrote about Amendment 10.

Councilwoman Deb Denys said she wanted to go on record about her uncertainty regarding the legal department, saying that if the parade had been an issue in years prior, why didn’t legal tell the council? The issue then was played out publicly, she said.

“That’s not going to happen again, and if it does, we’re going to sell some newspapers,” Denys said.

That sounds ridiculous, but it was all laid out and shown to me that the reasoning behind it is we have to move things around and then we also would have to buy a whole other bus to get the routing right in order to not be pulling greatly needed service from other areas.

Volusia County. What are you working on to remedy that?

I’m working with a number of different veterans organizations and trying to get them to understand that we really need to get this recorded. There’s only two ways that our veteran numbers are counted. One is if the use the VA. The other is if you join one of the local organizations, so the VFW. When I initially came into this role, I was told we had about 65,000 veterans in our county.

Since then, I’ve learned how our county determines those numbers. So there are many people in Volusia County that are not counted. I would say we’re closer to probably 95,000.

Talks about the half-cent sales tax have resurfaced. What is your opinion?

I’m infuriated by it. Truly. The message before was that we desperately needed to ask for money for the public to provide for infrastructure that we did not provide for in creating all this development. Then, we have a member of the County Council standing next to Kent Sharples — just like last time where the CEO Business Alliance was pushing the sales tax — and both of them get up and give a huge spiel that we must get money from the public for infrastructure for space. I think the space industry is very important, but I really think we need to be looking at our current needs and providing for those before we go onto other things.

What can you tell me about the Medicaid Inmate Exclusion policy?

When someone is arrested and placed into the county jail — so they’ve been charged with a crime but they haven’t been convicted — a lot of people bail out, but a lot of people don’t.

The problem is, through the Social Security Act, the moment you go into jail, you automatically lose your Medicaid. Our biggest problem in our county jail is the mental health and the opioid addiction issues. Somebody has to pay for all of that health coverage the moment that they’re in, right?

We are hemorrhaging our budget on addressing all of those health-related issues of people coming into the jail. The supplement of Medicaid being covered for those people having health insurance — that money that should be available but is not — is huge.

We just graduated the very first class of the nurse triage in dispatch. That’s going to help when people call in and don’t necessarily need fire or an ambulance to respond to help assess what is going on in the situation to better care for everybody.

The other thing is we’re stationing an ambulance in Ormond-by-the-Sea’s [fire station by Dec. 13]. We don’t normally station ambulances in fire departments. [Ormondby-the-Sea] has needed an ambulance for a long time.

Instead of ‘traffic calming,’ report aggressive drivers

Dear Editor: This past election was about over-development. The voters spoke and they wanted it. And here we are facing the problems so many warned about.

Traffic congestion, nightmares on Granada, Nova and now through what used to be quiet neighborhoods to avoid the traffic nightmares on Granada and Nova.

It just took seven pedestrian fatalities to get the City Commission’s attention focused back on the consequences its clean sweeping away of what so many in Ormond Beach wanted to avoid with overdevelopment in our beautiful city.

It’s called ever-more-dangerous roads.

And now we have a new phrase for fixing that: “traffic calming.”

“In today’s world, like it or not, we’re seeing faster drivers and more aggressive drivers,” Mayor Bill Partington said at a recent commission meeting.

It’s always been that way, Mr. Mayor. It was your leadership that made it far worse.

Rob Littleton, my city commissioner, gets one of the better solutions to addressing this right: immediate remedies, like electronic signs that went up near Wawa and at the intersection of West Granada and Clyde Morris.

The most effective way to address faster and aggressive drivers in Ormond Beach is to report instances of such to city authorities and hold them accountable to immedi-

ately fixing them, not working through committees.

The police can’t help unless they see the violation.

I’ll give you several examples: On two occasions eight years ago, I was nearly thrown off my motorcycle by residents ignoring the stop sign at the big bend in the road coming out of Winding Woods, where I live. I took this up with City Manager Joyce Shanahan.

Problem solved.

Not long afterwards, a WastePro garbage truck forced me off the same road. I called Kevin Gray, public works operation manager. Problem solved.

A couple of years back, the hurricane blew down an existing stop sign near the back exit of Winn Dixie on Lincoln Avenue. I called Joyce Shanahan.

City Commissioner Dwight Selby was on it. Stop sign went back up that afternoon.

I also took on the city for not vigorously enforcing other traffic laws at intersections, ones like illegal window tint.

Shanahan spearheaded the effort, we got data, the data wasn’t good on enforcing the law, but the police started to because it had been called to their attention. Tickets and warnings were issued.

We have responsible city officials who will fix things if we bring it to their attention.

Not one of the program policies outlined in the city’s traffic calming handbook would have addressed any of the instances I reported.

Folks, we’re all in this together. The best way to address the problems more traffic has brought to our city is to obey

the law and show respect for other motor vehicle operators, bicycle riders, people using walkers or in wheelchairs and pedestrians in general, especially those in crosswalks.

And never, ever fail to report instances where you see repeated instances of danger immediately to city officials.

Native plants are a better fit for our roads Dear Editor: As the city of Ormond Beach moves forward with plans to replace native holly trees with exotic, non-native “Medjool” palms in landscaped highway medians, many citizens have been left scratching their heads as to this replacement.

The city alleges that the existing holly trees are dying due to disease, yet there are questions about that.

Florida is currently experiencing significant palm mortality that is caused by a palm tree disease called “lethal bronzing.” The fatal palm disease has spread across half of Florida, and will no doubt reach Volusia in the near future. The medjools palms are a costly tree to buy, approximately $5,000 each, yet Ormond Beach has adopted these trees. Medjools are also costly to maintain and are susceptible to hard freezes, and now this new disease will require the city to treat the trees with an antibacterial compound, which is expensive.

From an aesthetic perspective, the Medjools give the appearance of an urban setting from the Middle East, not Florida. We should instead seek to showcase our region, with native wildflowers, shrubs, and trees. Native plants require no mowing, little or no irrigation, and no chemicals.

It’s also been recently reported that palm trees do not absorb much carbon gases nor provide the needed shade and cooling off roads, that fuller trees do.

The city also points to FDOT as reasons it’s putting Medjool (imported) palms in the medians, yet FDOT policy stresses “Florida’s natural resources.”

Spruce Creek student club to host toy give-away An environmentally conscious club started by a student has become official.

The Spruce Creek High School student-run club Give To Live is hosting a large toy giveaway event open to the general public on Saturday, Dec. 21, starting at 9:30 a.m. and continuing until supplies last. It will take place at Hope Place, a homeless shelter for families, at 1340 Wright St. in

Daytona Beach.

There will be more than 1,200 toys and games for children of all ages given away at the event, according to Alice Le Roux, of Ormond Beach, founder and president of the club.

The “pre-loved” toys, donated by garage/church sales, families and friends, were sorted and cleaned by the students.

“We’re really excited because we collected so many toys,” Le Roux said. “I hope there will be a big turnout.”

Give To Live is an environmentally conscious club helping the vulnerable since it was founded

by Le Roux in 2015, when she was

in eighth grade.

This year, a teacher agreed to sponsor it, and it has become an official student club at the high school. Le Roux said she’s glad that Give to Live has now expanded into a team of students, which allows the club to reach more people and ensure its permanence.

The club’s motto is “Recycle, Renew, Reuse.” About a dozen students belong to the club, which has also conducted canned food and winter jacket drives for the homeless.

Give To Live also collects clothing that has been cleared out from the lost and found of schools in Ormond Beach and Port Orange.

“We’re really excited because we collected so many toys. I hope there will be a big turnout.”

Last year, more than 800 hoodies were collected.

Items collected are washed and given to local schools that are in the most need: Palm Terrace, Turie T. Small, Westside Elementary, Holly Hill School and Stark Elementary in DeLand.

UNLUCKY FIND? 8:06 a.m. — 1500 block of West Granada Boulevard Narcotics offense. Police found a small clear plastic bag with meth residue while searching a 21-yearold man who was being arrested for stealing over $200 worth of items from a supermarket.

The man told police he “found that bag on the ground,” according to his arrest report. Officers also found a syringe, rubber tourniquet and what they believed to be small pieces of marijuana.

Man sentenced to 15 years in prison in 2008 rape case After more than a decade, a Vero Beach man who raped a woman in Ormond Beach has been convicted and sent to prison, the Volusia County Sheriff’s Office reported on Dec. 6.

Adam Gregory Shuman, 42, was sentenced to 15 years in prison and designated as a sexual predator for the September 2008 rape. Shuman had already been a registered sex offender since 1998.

Shuman, who was 31 at the time of the rape, stalked,

cornered and raped a 47-year-old woman in the dunes next to a beach ramp near the 300 block of South Atlantic Avenue, the VCSO said in a press release.

The woman was able to describe the attack, the attacker and his vehicle in detail to investigators.

Despite DNA swabs and investigative efforts by law enforcement, the case ran cold in November 2008.

The case was reopened in 2015, when the VCSO sent DNA for forensic analysis to try and clear all backlogged sexual assault evidence kits.

Shuman was identified as a DNA match for the rape in October 2017 and arrested n Jan. 30, 2018.

wo-time state wrestling champion Mike Fries began his wrestling coaching career last year at Seabreeze High School.

The Sandcrabs, who historically have not had top wrestling teams, saw moderate success in Fries’ first season at the helm. The Sandcrabs went 16-6 during the dual season.

And despite competing in Region 4, dubbed by many as the “Region of Doom,” Seabreeze qualified six wrestlers for the regional tournament, and the Sandcrabs’ Victor Lipsey advanced to the state tournament.

“The kids worked hard and improved,” Fries said. “They exceeded the expectations that I had for my first year.”

Fries’ goals this season are to finish top three in the district, finish high at regionals and qualify as many as six boys for the state tournament. He said about nine of his wrestlers have statepotential, including Lipsey, Brock Roberts, Kobe Baret, Nick Crossman and Joseph Kent, among others.

Lipsey, a senior, is the clear leader, though.

Last year under Fries was a unique experience for the Sandcrabs’ top grappler.

“Coach Fries just puts all of his effort into being a coach,” Lipsey said. “He’s been kind of our guardian angel. It feels like we have big shoes to fill because you want to be like him. We look up to him.”

Despite being down five starters, including all three of their attackers, Seabreeze’s boys soccer team defeated crosstown rival Mainland 2-0 the afternoon of Tuesday, Dec. 10, at Mainland High School.

The Sandcrabs’ second-year head coach, Eli Freidus, was not satisfied with the win, however.

The Sandcrabs, who were solid on defense, had trouble on offense. Seabreeze was missing its top three goal scorers in Chance Shamlou, Michel Hanna and Frazer Cross.

game. “We’re just not playing well. We have to figure out where we’re at with things.”

Junior midfielder Gavin Gilman, who usually comes off the bench, scored both of the Sandcrabs’ goals in the first half.

“I feel like we could have played a lot better, but I’m happy with the win,” he said. “The goals I scored, I count it to my teammates.”

The Sandcrabs are still trying to figure out how to navigate the season without last year’s starstudded senior class.

“We knew we were going to have some struggles after we lost all those guys from last year,” Freidus said. “And it’s hard to deal with injuries that we’ve had.

We’ve got some team chemistry things to work out.”

Danny Peralta has been with Mainland’s boys soccer team for the past 3 1/2 years. This season is his first as the Buccaneers’ head coach, and he believes this is the most talented bunch he’s seen yet.

“However, a lot of these guys aren’t used to playing club.

They’re used to street soccer,” he said. “We’ve got a great bunch. It’s just putting the fundamentals together. It just takes practice.”

Rockefeller’s former home was decked out in greens, blues and purples to represent the northern lights, to go along with this year’s theme. The local Girl Scouts troop had a cookie decorating booth as well as concessions for sale. Families could also take photos with Santa and Mrs. Claus, listen to holiday music, tour the Casements home and ride a train around Rockefeller Gardens.

TOP AWARD NAMED FOR HYATT BROWN

The Daytona Regional Chamber has announced that the annual Enterprise Award will now be named the J. Hyatt Brown Enterprise

Award. It’s the most prestigious business award, a press release stated, recognizing a company that has made significant contributions to the quality and growth of the community. Nancy Keefer, president and CEO of the Chamber, said re-naming the award is a long overdue tribute to Brown and a small way to say thank you for choosing to invest in the community. This year’s J. Hyatt Brown Enterprise Award will be presented to Team Volusia, a public/private not-for-profit corporation, that recruits business to Volusia County.

HALIFAX HEALTH, DSU ANNOUNCE SCHOLARSHIPS Halifax Health and Daytona State College announced a new sponsorship agreement in a ceremony Dec. 4 that will provide $500,000 in scholarship funding for DSC students in nursing and health-related fields and guarantee post-graduate employment for all scholarship recipients. Students may begin applying for the scholarship in the spring term.

In recognition of the agreement, the college will rename its softball stadium the Halifax Health Softball Stadium for a term of 25 years and designate Halifax as the “Official Healthcare Provider of Daytona State College Athletics” for five years.

Jeff Feasel, Halifax Health president and CEO, said the program,

Education to Employment, is a great way for the health system to build a sustainable pipeline of care givers and increase the economic vitality of the area.

All scholarship recipients will be selected by Daytona State College and may be either full- or part-time students, according to a press release. They must have a minimum GPA of 3.0 and be a resident of Volusia, Flagler or Brevard counties. Scholarship recipients must enter into a separate agreement with Halifax or a Halifax affiliate regarding future employment.

Pine Trail Elementary School will be conducting its firstever holiday food drive.

All donations will benefit the Bahamas in the wake of Hurricane Dorian’s aftermath.

To participate, students will donate nonperishable foods to their classrooms, a press release states. The students’ goal this year is to have every student from each class participate to receive a complimentary pizza party from Bronx House Pizza in Ormond Beach.

“While watching the news every day, we see the struggles many people have with providing for their basic needs,” Bronx House Pizza owner Bruno DiFabio said in a press release. “We are blessed to be able to contribute to the families and the communities in any way we can. Each time we serve we help so many people who are in need.”

Ormond Beach country singer Kaleb Lee’s new single “I Dream In Southern,” featuring Kelly Clarkson, is now available.

The song was written by songwriters Shane McAnally, Josh Osborne and Brandy Clarke, and is an “ode to all things Southern including blue jeans, back porches, cotton fields, mason jars, fireflies” and more, according to a press release. Clarkson sent the song to Lee after he finished in the Top 6 on her team while competing in Season 14 of “The Voice.” Lee later joined Clarkson at her “Meaning of Life” tour earlier this year in Duluth, Georgia, where he performed the song.

A press release states Clarkson “loved it so much” she added her vocals to the track. “‘I Dream In Southern’ is such a great song written by a powerhouse team,” Lee said in the press release. “It’s just icing on the cake for Kelly to sing on it.”
