An assistant manager spotted a 61-year-old man on the property and, knowing the man had been trespassed from the property in the past, called the police. Taxiway Delta at the Ormond Beach Municipal Airport will be rehabbed, a $142,940 project that will be funded entirely by a grant by the Federal Aviation Administration.

The grant dollars are also part of the federal coronavirus relief funds.

The project is part of the capital improvement plan for the airport as included in the airport master plan update that was approved by the City Commission back in 2015,

according to the agenda item at the Sept. 23 commission meeting. The item approved by the commission via consent at the meeting was a work authorization for Hoyle, Tanner and Associates to begin the design phase of the project.

City Commissioner Dwight Selby said that for these types of projects, city participation is usually 5%-10%.

“Honestly, how in the world COVID-19 has anything to do with Taxiway Delta, I’m having

a hard time drawing the nexus, but in the short run, if it saves our local taxpayers money, I’m for it,” Selby said.

A city memo state that the project will result in the design, permitting and bid documents required to mill, overlay and realign the pavement of the taxiway. The rehabilitation and relocation of the taxiway “will restore the pavement and correct any non-standard deviations,” the memo states, adding that the taxiway is utilized often.

“I have absolutely put the boots on the ground people that live, work and play in Volusia County as my number one priority.”

The City Commission approved a 1.54% percent in the rates paid to Waste Pro of Florida, Inc. by the city, as part of the first consumer price index adjustment in the now renewed five-year contract.

The CPI increase is estimated to cost the city $92,500 more dollars, but no rate increase is anticipated, according to a city memo.

The item was approved in the Sept. 23 consent agenda.

Planning for resiliency The City Commission gave staff the green light to apply for a $45,000 grant by the Florida Department of Environmental Protection to aid in making amendments to the coastal element of the city’s comprehensive plan, according to a city memo.

The city also aims to create its own Resiliency Action Plan.

Unless extended for a second time, the governor’s executive order regarding mortgage foreclosure and eviction relief will expire on Oct. 1.

The order allowed property owners to initiate eviction processes in any situation, but halted the final action for evictions of people affected by the COVID-19 crisis.

If the order expires, what could that look like in Volusia County? According to data from the Office of the Clerk of the Circuit Court, a total of 785 new eviction cases were filed from March until Sept. 18, 2020. It’s a sharp decline from 2019 data from the same six-month time period, which saw 1,794 new cases filed, indicating a potential backlog of cases that would normally qualify for evictions. That has left property managers in a difficult situation.

As of Sept. 17, 2020, the clerk had 330 open eviction cases.

Around the same time in 2019, there were 558 evictions pendim, according to clerk’s data.

Additionally, on Sept. 4, the Centers for Disease Control and Prevention issued an order to temporarily halt residential evictions due to failure to pay rent.

Under that order, if affected residents sign a declaration of intent stating they have tried to obtain government assistance for rent, they are unable to make payments and they meet certain financial parameters, landlords cannot evict them until after the order expires on Dec. 31.

A ‘LAST RESORT’

At least one local property manager hopes the governor allows his executive order to expire.

Continental Property Services Inc. manages seven properties in the Ormond Beach and Daytona Beach area, including Oaks of Lakebridge and the Coral Sands

Resort in Ormond Beach. President Russell Bryant said that out of their 1,371 apartment units, they have fewer than 20 from which they want to evict tenants. There are more tenants that have struggled financially due to the pandemic, but Bryant said they’ve been in contact with them to help modify the terms on their lease. The tenants they wish to evict are those that have cut out all communication and have not signed the declaration, he said.

“We’ve got some people that haven’t paid us since March,” Bryant said. “At the same token, we don’t want to put people out on the street that are deserving.”

He said the eviction of residents is a property manager’s “last resort” as well, but that there are some that are taking advantage of the situation.

In 2019, Bryant estimated his company had to evict about six tenants. This year, that figure is likely to double.

COMMUNITY RESOURCES

There are local resources to help tenants struggling with making rent. The Volusia County Council voted to boost the county rent and mortgage grant program by an additional $5 million, to total $22.5 million in program funding, at its meeting on Tuesday, Sept.

29. A total of 6,377 applications had been received at the county as of that meeting, and 4,113 have been approved so far. The county has expended over $11.1 million of its program funding, and $1.2 million are pending.

Communication is key when trying to help tenants, said Becky Guthrie, of Rent Me Homes, in an email. They manage about 200 properties, 90 of which are in Ormond Beach where only three tenants have requested aid from the county.

“We like to believe our tenants will come to us with their challenges,” she said. “That’s the only way we can help them. I think they do come to us.”

Rent Me Homes has not had

any evictions to process during the pandemic, but Guthrie said filtering through the legal policies in place has been a challenge.

She explained that they have been able to modify tenants’ deposits to help them stay current and pay their landlord.

A MATTER OF STABILITY

The loss of revenue from tenants not paying rent on any given month isn’t cause for alarm on its own, Bryant said, but when added up for the past six months, that figure starts to become significant, even with their high number of units. Smaller property management companies or individual landlords are likely the ones that have been impacted, he said.

In the end, he believes it’s six months’ worth of money they’re not likely to get back, despite the governor’s order and the CDC stating tenants will still owe landlords for the missed rent. Unlike mortgages, Bryant said, apartments lease time.

“So once the time has passed, we can’t go back and get it,” Bryant said.

His rental units are pushing a high occupancy as well, and with nonpaying tenants occupying certain units, Bryant said they are beginning to see availability issues now.

Conversely, Guthrie said that Rent Me Homes’ property manager hasn’t seen a lack of invetory, as investors are still buying and tenants continue to rent. But, they are also experiencing higher occupancies with more people staying put and renewing their leases due to the pandemic.

“Everyone wants stability,” Guthrie said. “When we lose a tenant, it is more than likely due to a home purchase because of the low interest rates or the landlord wanting to sell due to high sales values. We are not seeing, as of yet, fluctuations in inventory, due to evictions.”

LONGTERM EFFECTS

What could be a longterm effect of the evictions moratorium?

Bryant said application processes may get harder for renters in the future, as landlords vet them for reasons they didn’t pay any rent in 2020. On the other side of the coin, some landlords’ losses could cause them to put their investment properties on the market.

“I look at it as a snowball that’s speeding up going downhill,” he said.

Guthrie said she doesn’t foresee a lasting impact to the renter market, but that it may be too early to tell. What they are seeing is more tenants relocating from out of state.

“Our rental market is usually pretty steady,” she said. “Over the years, we have not seen nearly the fluctuations as the sales market.”

County attorney says state order trumps Volusia’s special event COVID-19 requirements The council would have voted on an emergency order regarding Biketoberfest permits on Tuesday, Sept. 29.

Because Gov. Ron DeSantis has moved Florida into the third phase of reopening, Volusia County’s COVID-19 safety plan requirement for issuing itinerant vending permits for Biketoberfest can no longer be enforced, according to the county’s attorney.

An emergency ordinance was to be presented to the County Council at its meeting on Tues-

day, Sept. 29, and it would have made permit applicants follow COVID-19 precautions such as the requirement of masks for employees, increased sanitization for frequently-touched surfaces and requiring vendors space 6 feet apart, or risk losing the ability to be granted another county permit for one year.

County Attorney Mike Dyer said that because the governor’s order prohibits local COVID-19 emergency ordinances from preventing an individual from working or operating a business, and takes away the enforcement of COVID19-related fines or penalties, the county could not mandate applicants to adhere to the safety plan.

“My concern after reading the governor’s order since this agenda item has been published is that from a legal standpoint, I believe

that we would be subject to challenge if we were to enact this,” he said.

County Manager George Recktenwald said he believes it’s in the vendors’ best interests to operate “in a professional manner” regardless of the safety plan requirement because if people stop following the recommendations set by the Centers for Disease Control and Prevention, Florida’s coronavirus numbers could climb again and prevent larger events, such as Bike Week, to occur next year.

“I have optimism that people want to do the right thing and we’ll be able to continue these methods that have made a difference,” Recktenwald said.

of 704,568 cases since March. A total of 14,143 people have died in the state. In Volusia County, 10,828 cases have been reported; 67 new ones were reported on Tuesday, and 244 people have died.

County Council Chair Ed Kelley said there’s not much that can be done other than continuing to encourage the county’s Step Up Volusia message to “Wash Up. Back Up. Mask Up.” The city of Ormond Beach continues its plan to issue per-

mits for Biketoberfest with safety plans in place.

“As part of the permit process with the city of Ormond Beach, the special event hosts offered to submit additional information demonstrating how they would plan for guest and staff safety during Biketoberfest,” said Planning Director Steven Spraker in a statement. “The city continues to work closely with all special event hosts and would expect that that they will proceed as planned.”

Running for Volusia County Council Chair is current District 3 Councilwoman Deb Denys, who resigned her seat on the council to run for chair, and her opponent Jeff Brower, who ran unsuccessfully in 2018 to represent District 1 in the council but earned the most votes — 45% — in the August primary for the chair race.

Denys began serving on the council in 2013, and previously served on the Volusia County School Board from 1994 to 1998.

Brower said that while there is a need to help the homeless population, the First Step Shelter wasn’t the answer. He said he would favor the shelter being taken over by private entity.

Running to represent District 4 on the council are Heather Post, the incumbent, and her opponent, Barbara Bonarrigo.

Post’s first term in office began in 2017, and she serves on several local, state and national boards and committees, including chairing the National Association of Counties’ Veterans and Military Services Committee.

Bonarrigo owns CJ Manufacturing in Daytona Beach and is a member of the Volusia Manufacturing Association, as well as a member of the Cultural and Arts Council of Volusia County.

Bonarrigo said she felt there was an “ineffective person” currently representing District 4 and

that if she is elected, she aims to preserve citizens’ quality of life and natural resources while creating high paying jobs.

In response, Post said that she’s proven over the last four years that she “makes policy decisions based on people and not politics,” earning the endorsement of all sectors of public protections, including fire, emergency medical services and sheriff’s office.

“I have absolutely put the boots-on-the-ground people that live, work and play in Volusia County as my No. 1 priority,” Post said.

On Avalon Park, both candidates pointed out that there hasn’t been a formal bond request by the developer. Post however, stated that she wasn’t in favor regardless as the development will impact Ormond Beach and Daytona Beach greatly.

Bonarrigo said the bond request would have to make sense for all the citizens and the county, and that would be something she would have to look at. She stated Avalon Park could build 3,000

homes without any extra approvals from the city of Daytona Beach; currently Avalon Park is seeking a comprehensive plan amendment and rezoning that would allow for 10,000 homes to be built west of I-95 and off State Road 40.

“We have to take that all into consideration and work together, and that’s one of my strengths that I have,” Bonarrigo said.

Both candidates support Volusia Forever and Echo. On COVID-19, Post felt that the county has done a “fairly good job” in its response, and spoke about the $125 million in coronavirus relief dollars, some of which have been utilized for the county’s mortgage and rental assistance program.

Bonarrigo said knows firsthand that it is critical for businesses to be able to operate, and that the county needs to follow science and data with safety in mind when responding to the pandemic. The rest of the decisions, such as attending Biketoberfest, should be up to the residents to decide for themselves, she said.

The Volusia County Council chair and District 4 races each have two candidates on the ballot in November, and during a Citizens for Ormond Beach forum on Wednesday, Sept. 23, the candidates got a chance to address their platforms on growth, finances and quality of life.

The virtual forum, held via Zoom, was moderated by CFOB Chair Liz Myers, who asked the candidates about the county’s response to COVID-19, their stance regarding Avalon Park Daytona and Volusia Forever and ECHO’s renewal. Here’s how they responded.

On Avalon Park Daytona, both candidates agreed that they were not in favor of the $75 million bond the developer proposed.

Deny said that she had concerns regarding the project proposal, and that the council found out about the bond through the news was “not a good way to start a project.”

Later on in the forum, she said that the county doesn’t have the authority to tell cities what to do, an opinion Brower disagreed with.

Brower said that while he’s a “firm believer” in private property rights, every deed of land shouldn’t come with an automatic zoning change for developers. He also opposed the bond proposal to build a Hand Avenue extension due to the wetlands it would impact.

“I’m not against responsible growth, but [Avalon Park Daytona] defies every possible meaning of those words,” he said.

Both candidates also support Volusia Forever and ECHO. They differed when it came to how they viewed the First Step Shelter. Denys felt like the end of the Catholic Charities contract was a positive and that while the shelter is on the right track, it still has some work to do to improve.

Ormond Memorial Art Museum’s upcoming $3 million renovation project continues to move forward as the Ormond Beach City Commission unanimously approved a special exception on Wednesday, Sept. 23, allowing for five wall signs on the new building.

OMAM, located at 78 E. Granada Blvd., is seeking to construct a three-story building in place of the 1998 addition to the south of the museum. The original 1946 building that fronts East Granada Boulevard will be preserved, and the new addition, which will have a rooftop terrace, will not encroach on the existing gardens.

“It is a classy building,” City Commissioner Susan Persis said. “It is going to add to Ormond Beach. It’s going to be just wonderful.”

Persis said she knew a lot of work has been put in by the museum board and its volunteers, and she was thrilled for the project.

City Commissioner Troy Kent expressed similar sentiments, complimenting the dedication of the board and museum staff, as well the preservation of veteran history; OMAM was built by World War II veterans.

tations thus far, and I know it’s just going to continue to do that,” Kent said. “What a great partnership we have with this one-of-akind museum.”

Museum Director Susan Richmond said they were excited and nervous to start the project, which she told the Ormond Beach Observer in late June could break ground sometime in October. Richmond also mentioned the museum’s partnership with the city. In November 2018, the commission approved a 50-year building lease between the city and the museum.

“Since 1946, that’s the end of the World War II, what’s kept [OMAM] going has been volunteers working with the city,” Richmond said. “It’s just an amazing partnership.”

Dear Editor: As the 2020 election approaches, we’d like to remind voters of the last city election in 2019 — including how the commission tried to change the election rules to favor incumbents.

On May 1, 2019, Volusia County government held a special mail-in ballot election for a referendum to add a half-cent to the county sales tax. The Ormond Beach City Commission approved putting the question on the ballot and announced plans to use the money for local road projects including the $40 million Hand Avenue extension. Voters rejected the sales tax increase by a 55% vote. Note that, although two commissioners publicly opposed the sales tax increase, they never offered a plan to pay for the infrastructure for all the new development they’ve approved.

The countywide ballot initiative allowed cities to add their own referendum questions. The five incumbent Ormond Beach city commissioners took advantage, unanimously approving a referendum question asking voters to change two-year terms to four years, even though four year terms were previously rejected

by Ormond voters in 1999 and again in 2005. Our commissioners probably thought a low turnout, April mail-in ballot would be an opportunity to slip through the term extension so they could face fewer elections. Ormond voters rejected the four-year term proposal 65.7% to 34.3%. Reminder: Both Mayor Partington and Commissioner Kent have held office for 17 years and expect voters to extend those tenures to 19 years.

The special election cost $459,167.12, of which $23,547 was paid by Ormond Beach.

The entire commission voted for the special election cost.

The 2020 election is an important opportunity to elect new representatives who will respect citizen mandates for elections, environmental protections, and historic preservation, as well as fiscalresponsibility. We encourage everyone to vote.

I noticed that almost all recently installed Biden-Harris campaign signs in our local

area were stolen after being in place for only two days.

These signs were among other campaign signs in support of local Republicans seeking re-election. The Republican signs remained in place.

Stealing campaign signs is a criminal offense.

While thieves steal campaign signs, they can never steal the passion behind them.

If you see someone removing campaign signs before the November election, report them. As the police say, “See something, say something.”

How disturbing that these thieves don’t respect free speech and justice in our deteriorating culture these days. It all demands change.

We have the opportunity to do so by voting accordingly this November.

Boat dock was a waste of money Dear Editor: I’m not sure why the city thought it was a good idea to build a floating dock at a cost of of over $1.2 million for just 12 boats at Cassen Park.

There certainty is not much benefit to the citizens of Ormond Beach. The citizens were told that boaters would use the dock and frequent our restaurants downtown.

Maybe, but all I have seen as I ride my bike or walk around Cassen Park are the same boats that are there day and night, or worse, no boats at all.

It seems to me the $1.2 million could have been put to better use. Maybe, fixing the sidewalks around the area which are very narrow and cracked or putting in more dedicated bike trails or any improvements that would better benefit more of our local community could have been done.

Renew Volusia Forever and ECHO Dear Editor: If you, like me, have found the election season exhausting, there are two non-political referenda on the ballot this fall that are, in my view, not only good policy but uplifting to vote for. The referenda seek voter approval to extend the pioneering voter-approved programs Volusia Forever and Volusia ECHO for another 20-year term; they will both sunset in 2021 if not renewed.

Volusia Forever acquires undeveloped green space and agricultural lands from willing sellers to preserve drinking water supplies, provide for aquifer recharge, to protect springs, rivers and lakes, and wildlife habitat, and for public recreation. Some 38,000 acres have been successfully protected; thousands remain to be acquired to complete the Volusia Conservation Corridor and to secure water protection for the future. Putting these lands in conservation has the secondary effect of preventing sprawling development into green areas. Once these areas are gone, they are gone for good.

Volusia ECHO provides assistance to nonprofits to create or restore public spaces for environmental, cultural, historic and outdoor recreational purposes. The list of projects includes environmental projects like Lyonia Environmental Learning Center and Marine Discovery Center; cultural projects like Museum of Arts and Science and African American Museum; historic preservation projects such as Barberville Pioneer Arts Settlement and Ponce de Leon Inlet Lighthouse; and outdoor recreation projects

such as Coraci Sports Complex and Jackie Robinson Ballpark.

Hundreds of thousands of Volusians visit ECHO projects annually.

These are the only two county referenda on your ballot this fall. Restore yourself by voting “Yes” for both.

Vote them out Dear Editor: In 2020, Ormond voters will decide four contested City Commission seats. The mayor and Zone 2 incumbent have been there for 17 years; the other two for four years.

Any examination of the City Commission record should begin with the refusal to mandate masks and the approval of vendor permits for Biketoberfest. With community spread of the COVID-19 virus and Volusia’s positivity rates, these decisions will cost lives. We’ve had scores of COVID-19 deaths in Ormond Beach assisted living facilities.

When the beachside hospital closed, the mayor and commissioners promised to replace it. Three years later, that promise has not been kept. We asked for a hospital, but the City Commission spent $2.5 million buying a church, a floating boat dock, and Medjool palm trees. They will spend another significant sum to move our 20-yearold downtown police station to make way for commercial development.

This commission began losing citizen trust when they weakened development and wetland rules, abolished the environmental advisory board and granted waivers and exceptions to allow the

clear-cutting of 2,061 trees for a gas station and a car wash.

A subsequent citizen request for a Tree Advisory Board was denied. Since 2017, rezonings for commercial development at seven separate residential locations trampled the protests and rights of adjacent property owners.

Out west, the City Commission supports a $50 million Hand Avenue extension to serve the 10,000home Avalon Park Daytona development. Our commission has committed to selling water and sewer services to Daytona Beach, using Ormond’s infrastructure and consumer use water permit.

To the north, our elected officials annexed Plantation Oaks, ultimately 1,576 manufactured homes on the Loop that will pay no property taxes while receiving city services. The commission then approved the current election year property tax rollback ($14 on $200,000) against pandemic revenue shortfalls projected at $300,000 the first year alone.

In 2019, this City Commission attached a ballot question to an April county mail-in referendum, asking Ormond voters to extend commission terms to four years; 65% of voters rejected this for the third time.

Maximum special interest and developer campaign contributions have paid for the large incumbent commercial signs we now see on Granada Boulevard, and for the glossy mailers to every home claiming good city government.

Have doubts? Vote them out.

hough he’s been singing opera for 17 years, Justin Gigliello’s favorite performance ever was an impromptu one.

Back in April 2019, Gigliello was visiting Walt Disney World with his family, a tradition carried on from his parents, who used take him as a child every year. They would visit Disney’s Grand Floridian resort and listen to the pianist in the lobby. So after eating lunch at the resort, Gigliello’s daughter Lyla asked him to take her to listen to the music in the lobby.

They danced to a few songs, and as they were getting ready to leave, then 6-year-old Lyla went over to the pianist. She told him that her father loved to sing opera and asked him to play “Ave Maria.”

Gigliello, clad in a football jersey and khaki shorts, showcased his voice in a lobby of strangers, a moment caught on camera by his wife which later circulated social media and ended up being featured in “Good Morning America.” Gigliello also made an appearance on “The Steve Harvey Show.”

“It was just a family moment that turned into this viral sensation, I guess you could say,” Gigliello said.

And that family moment inspired the Gigliello’s recent move to Ormond Beach from the Boston area.

DISCOVERING HIS VOICE

As a kid, Gigliello loved music.

Father who went viral for singing ‘Ave Maria’ in Disney resort becomes part of Ormond Beach community

He and his dad used to listen to The Beatles and Frank Sinatra.

Classical music wasn’t on the radar; he played hockey and football, and only sang around the house for fun.

But, when his mother took note of his singing, she contacted a voice coach who told them Gigliello, who was 15 at the time, had a great operatic voice.

“At that point, I didn’t really want to sing opera,” Gigliello said. “I wanted to sing more R&B type of music, more Frank Sinatra type of music, but my teacher said, ‘Just try it. See how it goes,’ and I ended up falling in love with it.”

A baritone, he started getting lead roles in performances in high school and later attended the Boston Conservatory, where

he graduated in 2011 with a degree in voice performance.

Growing up, Gigliello said he struggled with bullying in school, even when he played sports. It wasn’t until he started singing opera that he found a place where he felt accepted.

Gigliello, 32, is also a huge Disney fan. It’s always been his “happy place,” and it’s something he shares with his family — Disney songs are played daily in the Gigliello household, and he and Lyla

Now that they’ve moved to Ormond Beach, their happy place is no longer a plane ride away.

Gigliello said he can’t wait to become part of the Ormond community.

“Music is in the house constantly, every day,” he said. “We’re constantly either singing to Disney music or playing around on the piano or just singing.”

Gigliello and his family also relocated in hopes of allowing Gigliello to pursue his dream to work for Disney. He’d love to sing at the Grand Floridian for Disney’s fairytale weddings.

And weddings are how Lyla, now 8, first heard her father sing “Ave Maria.” When he performed in weddings in Boston, she would sit in the back of the church and listen to him.

His favorite part of performing is seeing the reactions from his audience. In the viral video of him singing at the Grand Floridian, Lyla looks up at him and smiles.

“As long as I can portray what I’m presenting in the right way, and they’re enjoying it, that means I did my job well,” Gigliello said. “That’s what I love to see.”

‘Everybody is capable of learning’ OBE teacher recognized as ESE Teacher of the Year

When at work, Lauren Huhta describes herself as a ping-pong ball.

As an exceptional-studenteducation teacher, she works with eight groups a day at Ormond Beach Elementary. Her days move at a fast pace as she helps students in kindergarten through fifth grade with reading and math.

She definitely gets her steps in, but Huhta said she wouldn’t have it any other way.

“My heart is in my role that I do now as ESE support facilitation,” she said. “I love what I do.”

Earlier in the spring, Huhta was recognized as the Volusia County Council for Exceptional Children Chapter 563’s Elementary ESE Teacher of the Year. She was supposed to be celebrated along with the other winners in a banquet in April, but it was canceled due to COVID-19. Those winners included two other Ormond Beach educators, both from Ormond Beach Middle School: Teacher Cassandra Reyes and Assistant Principal Karen Mitchell.

When Huhta got word that she had won the recognition — for which she was nominated by her principal Shannon Hays, Academic Coach Julie Reheiser and teaching partner Jamie Kaminski — Huhta said she was humbled.

She’s been teaching for seven years, the last four of which have been at OBE.

“I don’t really tell the kids I’m an ESE teacher,” Huhta said. “I tell the kids I’m a bonus teacher. My heart is with inclusion and mainstreaming.”

EXCEPTIONAL LEARNING

Huhta, and Ormond Beach resident and Seabreeze High School alumna, always knew she wanted to be a teacher, but it was growing up with her twin cousins that led her heart to ESE. Both cousins are autistic, and Huhta said they taught her so much growing up, including patience and need to be accepting.

She doesn’t like to use the word disability. One of her earliest memories is someone asking her what was “wrong” with her cousins. Huhta didn’t understand what they meant.

“I never looked at disabilities as being something wrong with somebody,” she said. “I was always taught that it’s more of like a difference.”

It’s why she prefers to use the word exceptionality. She works with students that have exceptionalities like dyslexia and dysgraphia who are in general education classrooms. Her goal is to support them to be able to access the same grade level standards as their peers.

“Everyone is capable of learning,” Huhta said. “It just looks different for everybody and everybody has their own pace.”

A RITE OF PASSAGE

Huhta is also known for tie-dye at Ormond Beach Elementary. She even tie-dyed her own mask for this school year.

It all began when she was a student at the University of Central Florida. She loved the colors and enjoyed partaking in the craft.

So, she decided to make them for her students. It’s become a rite of passage for all her fifth graders to receive one at the end of the year, though some students will save OBE Bear Bucks to get one

In preparation for the Epic Ride at Gold’s Gym in Daytona on Saturday, Sept. 26, the Ormond Beach Fire Department to the fundraiser, which benefits Halifax Urban Ministries.

Publix at Latitude Landing donated water and snacks for the participating riders. Six instructors from Gold’s Gym in Ormond and Daytona also donated their time to help motivate participants.

ERAU SCHOLARSHIP RECIPIENT GeQuan Thompson, a Seabreeze High School alumnus, is one of 13 high school graduates that are receiving a scholarship from The Boeing

Company, ranging from $5,000 to $7,500 annually for two years to pursue a degree at EmbryRiddle Aeronautical University, according to a press release.

The initiative is geared toward students interested in pursuing degrees in aeronautical science, aircraft maintenance and other fields at ERAU. This is the second year of the scholarship program. Some criteria for being chosen include exceptional academic achievement, being a member of an underrepresented population and financial need.

This amendment provides that only United States Citizens who are at least eighteen years of age, a permanent resident of Florida, and registered to vote, as provided by law, shall be qualified to vote in a Florida election.

OVERVIEW

Existing language in the Florida Constitution establishes that only US citizens who otherwise meet voter eligibility requirements such as age and residency will be qualified to vote in Florida elections. This amendment changes Article VI, Section 2 of the Florida Constitution by replacing the phrase “every citizen of the United States” with “only a citizen of the United States.”

The reasoning for this initiative is unclear because passage would make no substantive change to Florida’s constitution.

Supporters say they want to ensure that non-citizens are prevented from voting. Critics say there are very few instances where non-citizens are purposefully on the voter rolls.

AMENDMENT 2: Raising Florida’s Minimum Wage OFFICIAL SUMMARY

Raises minimum wage to $10 per hour effective Sept. 30, 2021. Each Sept. 30 thereafter, minimum wage shall increase by $1 per hour until the minimum wage reaches $15 per hour on Sept. 30, 2026.

From that point forward, future minimum wage increases shall revert to being adjusted annually for inflation.

OVERVIEW

This Amendment to Article X, Section 24 of the Florida Constitution provides for incremental minimum-wage increases.

Florida for a Fair Wage, the PAC sponsoring this initiative, is chaired by Orlando attorney John Morgan.

Supporters maintain the current minimum wage of $8.67 per hour ($17,800 per year for a full time worker), is not enough money for a person to live on.

According to the United Way’s Alice report, in 2018, 46% of households still struggled to make ends meet. The Household Survival budget for a single adult in 2018 was $24,600, well above the federal poverty level guideline of $12,760.

Nearly 70% of Americans are in favor of a $15 an hour minimum, according to a 2019 Pew Research Center survey.

Studies say increasing the minimum wage has little or no detrimental effect on job growth.

The Florida Chamber of Commerce says that increasing the minimum wage will lead to price hikes and the loss of more than 500,000 jobs by 2026.

The Florida Division of Elections estimates it would cost state and local governments $16 million in the first year of implementation and $540 million in 2027.

AMENDMENT 3: All Voters Vote in Primary Elections for State Legislature, Governor and Cabinet BALLOT SUMMARY

Allows all registered voters to vote in primaries for state legislature, governor, and cabinet regardless of political party affiliation. All candidates for an office, including party nominated candidates, appear on the same primary ballot.

Two highest vote getters advance to general election. If only two candidates qualify, no primary is held and winner is determined in general election. Candidate’s party affiliation may appear on ballot as provided by law.

OVERVIEW

Currently, Florida has “closed primaries”. A voter must be registered with a party to vote in a party primary election. The winner the partisan primary election advances to the general election.

Beginning in 2024 if Amendment 3 passes, state race primaries would become “top-two” primaries in which the top 2 vote getters would advance to the general election.

This would apply only to state legislative, gubernatorial and state cabinet candidates. The amendment language does not require that a candidate’s party affiliation be shown next to their name on the ballot.

If only two candidates qualify, the primary would be cancelled, and those two candidates would advance to the General Election.

This could result in two candidates of the same political party running against one another.

Over 3.8 million of Florida’s nearly 14 million registered voters are shut out during primary elections because they are not affiliated with the two major parties. Young voters make up a large segment of no-party-affiliation voters.

Florida is one of 9 states with closed partisan primaries. Other states that follow the “top two” election system include California, Washington and Nebraska.

AMENDMENT 4: Voter Approval of Constitutional Amendments OFFICIAL SUMMARY

Requires all proposed amendments or revisions to the state constitution to be approved by the voters in two elections, instead of one, in order to take effect. The proposal applies the current thresholds for passage to each of the two elections.

OVERVIEW

This initiative would amend Sections 5 and 7 of Article IX of the Florida Constitution to state that if any proposed amendment or revision put on the ballot is approved, it must be placed on the ballot a second time during the next general election occurring at least 10 weeks after the amendment is initially approved.

Amendment 4 would force voters to vote not once, but twice on any constitutional amendment.

The Sponsor of No. 4 is Keep Our Constitution Clean PC, a PAC run by Jason H. Haber, a Fort Lauderdale attorney and chairman of the Republicans Against Green Energy PAC. It has not disclosed a single name of any

AMENDMENT 5: Limitation on Homestead Exemption BALLOT SUMMARY

Proposing an amendment to the state Constitution to increase, from two years to three years, the period of time during which accrued Save-Our-Homes benefits may be transferred from a prior homestead to a new one.

OVERVIEW

The difference between a home’s adjusted value and the appraised value is the Save Our Homes benefit.

Currently, when a Florida resident moves, they have two years to transfer their Save Our Homes Benefit to a new primary residence.

The proposed change fixes a potential pitfall for portability because homestead exemptions take effect on Jan. 1, meaning the sale of a home late in the year would effectively reduce the portability from two years to little more than one and a few days.

AMENDMENT 6: Ad Valorem Tax Discount for Spouses of Certain Deceased Veterans Who Had Permanent, CombatRelated Disabilities BALLOT SUMMARY

Provides that the homestead property tax discount for certain veterans with permanent combat-related disabilities carries over to such veteran’s surviving spouse who holds legal or beneficial title to, and who permanently resides on, the homestead property, until he or she remarries or sells or otherwise disposes of the property. The discount may be transferred to a new homestead property of the surviving spouse under certain conditions.

This would amend Section 6 of Article 7 of the Florida Constitution to allow a homestead property tax discount to be transferred to the surviving spouse of a deceased veteran until the spouse remarries, sells or disposes of the property.

Currently, the homestead property tax discount for veterans expires upon their death and is not extended to their spouses.

Extending the discount would help disabled veterans’ spouses keep their property taxes lower.

As with proposed Amendment 5 this statewide constitutional law limits the ability of local governments to manage their budgets.

Homestead exemption benefits have been improved for veterans three times in recent years, reducing tax revenues each time.
