Flooding is observed on John Anderson Drive by the Ted Porter park in Ormond Beach on Sept. 21.

Flooding caused by the weekend’s rainfall resulted in the closure of three city parks and county roads in the Ormond Beach area.

Sanchez Park, Cassen Park and Ames Park were closed after being affected by tidal flooding caused by high winds and the storms in the Atlantic, said city Public Works Director Shawn Finley in an email. The city is monitoring and “taking actions where necessary to

not impede natural recovery, and when possible encourage it,” Finley said.

The city expects water levels to drop once winds die down.

Volusia County announced Tuesday, Sept. 22, that it closed three roads because of unsafe driving conditions.

“Extreme tidal conditions have resulted in elevated water levels in the Tomoka and Halifax river basins, causing these roads to

become inundated with water,” the press release stated.

The roads are: Highbridge Road from John Anderson Drive to Walter Boardman Lane; North Beach Street from Inglesa Avenue to Pine Tree Drive; and Walter Boardman Lane from Highbridge Road to Old Dixie Highway.

Roads will be reopened when the water recedes.

OMAM meeting scheduled A neighborhood meeting to discuss the upcoming Ormond Memorial Art Museum expansion will be held at the museum, located at 78 E. Granada Blvd., at 6 p.m. on Sept. 30.

Citizens for Ormond Beach held a virtual forum on Wednesday for commission candidates in the Zone 1, 2 and 4 races.

rotecting the city’s finances, environment, history and small businesses were the main points discussed by the Ormond Beach City Commission candidates for Zones 1, 2 and 4 during a virtual candidate forum on Wednesday, Sept. 16, held by the Citizens for Ormond Beach.

Each of the races have two candidates running — an opponent plus the incumbent. Candidates spoke about their priorities if elected or re-elected, and stated their stance regarding issues like the COVID-19 pandemic, growth and the commission’s recent decision regarding the issuance of Biketoberfest outdoor activity permits.

Here is a rundown of what the candidates said.

ZONE 1

Running to represent Zone 1 in Ormond Beach are incumbent Dwight Selby and Tim Grigsby.

Selby was first elected to the commission in 2016, and is the CEO of Selby Realty. He’s lived in the city for 37 years.

Grigsby has lived in Ormond for over 26 years and is a longtime employee of engineering firm McKim and Creed. He said he feels the city needs to do more to protect the environment.

If elected, Grigsby said he would work to restore citizen trust in elected officials, reinstate the 2009 wetland rules and revive the environmental advisory board.

If Selby is re-elected, he said his greatest priority would be keeping taxes low and bringing in higher paying jobs. He also mentioned the environment, saying no one worked harder on bringing a septic-to-sewer conversion to the north peninsula than him, and that the issue will resurface again.

Grigsby said he would have voted against issuing Biketoberfest permits. He said the current commission has failed to take a stronger stand to protect public health. Selby voted for issuing permits.

The candidates were also at odds with each other when it came to the Hand Avenue extension; Selby supports it, citing the need for a new east-west road.

Grigsby opposes it, saying it will only support the Avalon Park development.

Grisgby criticized rezoning properties in the city and said he

believed in “smart growth,” lowimpact development and redevelopment.

“I think this method of development costs the developer less money because it needs less material and fewer permits, and it’s far better for the environment,” he said.

Selby said the commission g ra n ts va r i a n c e s wh e n appropriate. If he could change the process, he said he would want to review site plans before a development order goes through the commission review process.

“It’s interesting when people talk about ‘we shouldn’t develop every square inch of land,” Selby said. “Well, you know, somebody owns that land. I’ve owned several pieces of vacant land, and I never bought a piece of land to keep it vacant forever.”

ZONE 2

Running to represent Zone 2 are incumbent Troy Kent and Ken Smith.

Kent is an Ormond native that is currently an assistant principal at Ormond Beach Middle School.

He was first elected to the commission in 2003.

Smith is also a lifelong citizen of Ormond Beach, and owns Wall-Y-World Gallery. He said he decided to run for election because he felt it was time for a change on the commission to gain new insight on issues, especially those affecting small businesses.

Additionally, Smith said he was an advocate for local history and the environment.

“We have to preserve our history and our environment,” Smith said. “It’s key to our area.

There’s a lot of growth happening that I don’t think we need to do.”

If re-elected, Kent said his priority will be maintaining fiscal responsibility.

“We’re in the middle of a global pandemic, and large businesses, small businesses, individuals are feeling that financial pinch right now,” he said.

Additionally, Kent said he wished to work to bring a hospital to the beachside.

Smith approved of the commission’s vote to allow outdoor permits for Biketoberfest, which Kent voted in favor of. Having shut down his business for weeks due to the pandemic, Smith said it was critical to allow businesses to keep up operations.

The two did not agree, however, on whether the city needs a Hand Avenue extension. Smith said he didn’t want Ormond Beach to

Smith said the commission tends to favor developers when it comes to construction and that they need to focus more on environmentally sound construction.

Kent said the city has grown slowly since he was elected to the commission. According to the 2019 population estimates by the U.S. Census Bureau, the population has grown by 11% since April 1, 2010, when 38,137 people lived in the city. The 2019 population estimate is 43,759.

Littleton was first elected in 2016, and he owns and operates Go Ormond!, which helps educate high school students in mathematics and accounting.

Romeo has lived in Ormond since 1986, and is a local businessman who graduated from Embry-Riddle Aeronautical University. He is a member of the Water Environment Federation, the U.S. Green Building Council and the Irrigation Association.

Littleton said his priorities if re-elected will be to keep a low tax rate, a fair budget and keep up the city’s quality of life. He also advocated for adequate funding for the police department.

Romeo said the city needs to restart citizen input on issues and think about “smart, responsible, productive growth,” and agreed funding police was important. He also believes new development shouldn’t impact adjacent property owners.

“We need to listen to our people, not the developers,” he said.

Romeo agreed that issuing permits for Biketoberfest, which Littleton voted for, was a good decision, as bikers will come regardless. However, he said he would have taken it a step further mandated masks citywide.

The two disagreed about whether a Hand Avenue extension is needed. Romeo felt it wasn’t, and that the road would only benefit Avalon Park Daytona, and that it would be costly and environmentally damaging to construct.

Littleton said he supports it because he utilizes Hand Avenue frequently and it would make sense to have another east-west corridor. He said the issue is separate from Avalon Park.

They also disagreed about rezonings, as Romeo said they appear “out-of-control” and that they often trample against the property rights of adjacent owners and destroy the city’s character.

Littleton said variances are decided in consideration with all involved stakeholders, and that citizens have asked for businesses like Aldi, Wawa and a drive-thru Starbucks to come to town.

“Now we have those services and they don’t have to drive all the way to Daytona to get them,” he said. “That’s the type of smart growth we’ve had in Ormond Beach.”

RUNNING IN CIRCLES 6:30 a.m. — Intersection of Rocky Ridge Trail and Stonehaven Trail Loitering or prowling. A 40-yearold Port Orange man was arrested after he was seen walking through an off-duty police officer’s backyard.

The officer’s wife had gone outside to let the dogs out when she spotted the man and told her husband. He shined a flashlight on the man, who then took off running, according to the police report.

Due to the street being a culde-sac, the officer went out to the front of the street and intercepted the man. Police found a duffle bag tucked under a nearby tree, close to where the man exited out onto the cul-de-sac. The man it was his, and police found prescription opioid medication. He was taken to jail.

HAMMER TIME 7:12 a.m. — Beach near 100 block of South Street Drugs. Police arrested a 36-yearold Ormond Beach man who was holding a hammer and striking the side of a beach wall with a group of others south of the Harvey approach in Daytona Beach.

When the man saw beach patrol approach, he fled on his bike.

The man was eventually detained. He was still holding a hammer. During a search of his person, police found narcotic paraphernalia and heroin.

BRIEFS Florida regains half the jobs lost due to pandemic With the state gaining back more than half of the jobs lost since the start of the coronavirus pandemic, Florida’s unemployment rate dropped to 7.4% in August.

Volusia’s rate was 10.6% in July and dropped to 7.1% in August.

The statewide number represented a major decrease from an adjusted 11.4% mark in July amid an accelerated push to reopen businesses. The new rate, an estimate from mid-August, projected 753,000 Floridians were jobless from a labor force of 10.138 million people.

The state lost nearly 1.18 million non-agricultural jobs from February to April as the pandemic hit, but it has gained back 631,600, according to the Department of Economic Opportunity.

The new figures provide a snapshot of the state before Gov. Ron DeSantis recently allowed Palm Beach, Miami-Dade and Broward counties to join the second phase of an economic reopening effort that began in early June. Also, the figures do not reflect a move that allowed bars and craft breweries this week to again serve drinks for on-site consumption in most of the state.

Adrienne Johnston, the department’s chief of the Bureau of Labor Market Statistics, said “this is just an opening back up of economic activity” as there are gains across almost all industries.

However, she cautioned against giving too much weight to one- or two-month trends.

Volusia Live to be overhauled, schedule changes coming The district aims to have ‘pure’ brick-and-mortar classes and seperate Volusia Live students.

High school and middle school student class schedules could change come November as Volusia County Schools begins an overhaul of the Volusia Live model, following instruction to “fix it” at the Sept. 17 impasse hearing between the district and teacher’s union Volusia United Educators.

At the School Board meeting on Tuesday, Sept. 22, board members were presented with a plan to implement a solution to the remote learning option, which has students currently livestreaming lessons being given simultaneously to students in brick-and-mortar classrooms.

The district aims to reduce the number of classes where teachers are expected to teach both modalities at the same time. In doing so, it is likely students will encounter teacher changes after the first quarter.

Rachel Hazel, director of human resources at Volusia County Schools, said that other fixes to the model include developing a code of conduct for parents and students to both sign, improve the attendance and grade reporting processes for Volusia Live regional teachers and re-evaluate testing options to look at the current testing requirements and remove those that aren’t necessary. In addition, she said the district will like to hold student and parent protocol sessions.

“We dove right into the world of academia with Volusia Live, without real orientation sessions for how to be an online student,” Hazel said.

Department of Education, which is one reason the district is waiting until Nov. 9 to change schedules. Additionally, waiting until Nov. 9 is meant to safeguard first quarter student grades from getting lost. Elementary schedules could also change as a result of eliminating hybrid classes.

The board was appreciative that district staff was able to present fixes to Volusia Live so quickly.

However, there were concerns over class sizes for brick-andmortar as a result of eliminating as many of the “hybrid” classes as possible. School Board Member Ruben Colon said more students will inevitably end up in one classroom, and social distancing might not be followed if not they’re not careful.

While he believes the changes will be good for the students, though some parents are concerned over schedule changes already, he said he was worried some teachers may end up not feeling safe teaching more kids in brick-and-mortar classrooms.

“This is a huge task with huge consequences that we’re going to have to be prepared to face,” Colon said.

YOUR TOWN JUNIOR LEAGUE HELPS PACE A group of 10 Junior League of Daytona Beach members spent Saturday, Sept. 12, preparing an outdoor learning space for the Pace Center for Girls in Ormond Beach, as part of the organization’s Done in a Day project, a press release announced.

This new addition to Pace is the result of planning between the two entities, which began in late 2019 when JLDB leaders learned that Pace needed the space, the release explained. Volunteers planned to implement the project during spring break in March but were delayed due to COVID-19.

Because of the pandemic, the outdoor learning space took on new urgency and the JLDB reached out to partners for donations to develop the space, including Big League Nursery in Ormond Beach which donated plants, shade sails and landscaping expertise. Another donor supplied the privacy fencing.

The JLDB is an organization of women that began in 1934.

“We were thrilled to work together with Pace to provide an outdoor education space at their center. It is great to know we are making a direct contribution to the positive experience provided for girls who attend Pace,” said Amy Vaughan Deahl, President of the JLDBm according to the press release.

COACH BUILDS FITNESS PLATFORM Back in March, when Volusia County Schools closed due to the pandemic, Father Lopez coach Larissa Maloney had to figure out how to teach her physical education students.

She decided to stream workouts every morning Monday-Friday and her YouTube channel, Active Kids 2.0, was born. According to an email to the Observer, Maloney ended up reaching over 50,000 families and decided to make a full online platform for her workouts.

“Active Kids 2.0 is now a thriving online fitness and wellness platform that is now serving not only families, but now over 250 schools all around the world,” Maloney said. “I’ve hired elite certified coaches from across the country and have added in specialty classes. So Active Kids isn’t just me doing cardio and strength exercises, it is now composed of karate, yoga, boxing, toddler time, ballet, hip-hop dance, cheer, gymnastics, jazz and of course cardio and strength.”

ing a nutrition and health section to the program, and it caters to ages 3-18.

“PE teachers have said that this program is a lifesaver due to all of the strict social distancing guidelines,” Maloney said. “The program also fulfills the PE requirement for homeschool families.”

GUITARS ON DISPLAY AT MOAS The Museum of Arts and Sciences is premiering a new exhibition titled, “Medieval to Metal: The Art and Evolution of the GUITAR,” a press release announced.

The exhibit celebrates the artistic development of the guitar, and was developed by the National GUITAR Museum. It features 40 objects spanning centuries of design and craftsmanship.

“We are so excited to be hosting this exhibit at the Museum of Arts and Sciences and have been looking forward to its arrival for a long time now,” said Andrew Sandall, MOAS executive director in the press release.

The exhibit also includes lifesize photorealistic illustrations of historically-important guitar designs from artist Gerard Huerta and 20 photographs of musicians by concert photographer Neil Zlozower. It will be on display through Jan. 20, 2021.

WREATHS ACROSS AMERICA The Capt. James Ormond Chapter of the Daughters of the American Revolution will be laying over 200 wreaths at Hillside Cemetery for National Wreaths Across America Day on Dec. 19.

Dear Editor: I live in Zone 4; been in Ormond Beach for almost 10 years. I’m writing this letter to compliment City Commissioner Susan Persis for voting no on permits here in Ormond Beach for Biketoberfest. She got it exactly correct when she cited that our law enforcement personnel have no authority to enforce something as simple as wearing masks, never mind complying with physical distancing.

I am a biker. I ride my motorcycles around Ormond Beach every day. I wear a mask, even when I’m riding, to try to set an example and show respect for others. This same courtesy is not likely to be standard operating procedure when our city hosts Biketoberfest.

Thank you Commissioner Persis for being conscientious and not voting with Mayor Partington and City Commisioners Kent, Littleton and Selby on hosting Biketoberfest.

While I appreciate their support for local businesses, I appreciate far more your sensibility in just saying no to the health risks holding Biketoberfest presents to the community-at-large.

Since 2017, citizens have been ignored by their elected officials when they protested the trampling of their adjacent property rights at seven separate locations where the city granted rezonings for commercial interests: four locations on West Granada, 1 on North Halifax, one on north U.S. 1, and one on New Britain Avenue.

Commissioners annexed Plantation Oaks in 2019 and agreed to sell water and sewer services to Avalon Park by 2006 agreement without a public referendum or public input.

The city spent $1.3 million on a concrete floating boat dock, bought a church for $780,000, and made plans to relocate the police station with little or no reason given. We would have helped them with these expensive decisions, but nobody asked.

Regarding each of the above items, maybe the city commission knew that, had they asked, Ormond Beach citizens would likely have said “no.”

Under our system, governments are supposed to ask, and take major actions only with the consent of the governed, and not just for the benefit of the few.

These parcels were only identified by property ID numbers and a vague map on the notice making it difficult to visualize their locations in relation to Plantation Oaks. The commission approved this item on first and second reading with neither comment nor discussion.

Along with this zoning amendment came new landuse designations with greater densities for the parcels from Volusia County zoning to Ormond Beach zoning. The new use designations allow for medium density in the single family homes and some of the properties will permit cluster and townhouses. It should be noted that these parcels, which include three located on Old Dixie Highway, are heavily forested with old growth trees.

There is no apparent reason to have changed the usage which was more restrictive.

It is troubling that the commission would allow for higher density projects in this area. Residential development in the Loop should be low-density consisting only of large lots with single family units. Permits for Biketoberfest Dear Editor: The decision by the Ormond Beach City Commission to effectively relocate the 2020 Biketoberfest from Daytona Beach to Ormond Beach was a dereliction of its duty to protect the citizens of our city.

We are still in the midst of a pandemic that has sickened over 687,000 Floridians and killed 13,416 as of Sept. 22.

The mayor and City Commission need not look as far as the superspreader event in Sturgis to see the potential impact of a party during a pandemic. Twenty-two Ormond Beach COVID-related deaths, dozens of additional resident cases and 14 staff member infections occurred at the Opis Coquina Center. The first resident allegedly contracted the virus after attending Bike Week as reported by The Daytona Beach NewsJournal on May 27.

Mayor Partington justified his vote on the belief that “people will come anyway.”

Compounding irresponsible behavior of potential visitors by hosting a large gathering during a pandemic is not good decision-making. Denying permits and publicizing that no special events will take place during the Biketoberfest weekend would have curtailed “people from coming anyway.”

Mayor Partington also thinks that Ormond Beach’s 37.19 square miles has more room to accommodate the event over Daytona Beach’s 68.17 square miles. I supported Mayor Partington in our last election, but his questionable decisions during the pandemic guarantees I will not be supporting him again.
