Subdivision in rural area tabled for now

Neighborhood meeting set

A 25-home subdivision is in the works north of State Road 40 in Flagler County, but access into and out of the development will be through a residential road in rural unincorporated Ormond Beach.

The Flagler County Commission tabled a request to approve a preliminary plat for Relay Ridge west of Rodeo Road at its Sept. 9 meeting to get additional information.

Six days later at the Volusia County Council meeting, District 4 Representative Heather Post brought the issue up to the council. She said that, while every legal procedure was followed to hold the public hearing, there had been a lack of communication between the Flagler County staff and Volusia County staff.

“I think this really speaks to our discussions on smart growth and smart development,” Post said.

In Post’s letter to the Flagler County Commission, she stated her constituents were concerned about the development’s impact, including increased traffic and “the loss of the area’s rural character.”

A neighborhood meeting to discuss the upcoming Ormond Memorial Art Museum expansion will be held at the museum at 6 p.m. on Sept. 30.

OMAM, located at 78 E. Granada Blvd., is planning to construct a three-story building spanning 13,803 square feet in place of its current building.

The gardens will not be impacted, and the museum hopes to break ground in October.

At the County Council meeting, she said that while Flagler County determined no information was needed from Volusia staff, seeing as the development will lie next to the county line, joint discussions should have been had.

County Manager George Recktenwald said Volusia has meeting set up with Flagler to open lines of communication between the two counties.

“While state statute only

requires coordination in the larger scale comp plan changes, I’m sure you can see the value and need for a level of understanding and agreement regarding situations such as these that can only become more frequent as our counties’ populations grow,” Post wrote in her letter. “This would provide the framework for our citizens to be involved with the decisions that guide our collective growth.”

his Biketoberfest, Destination Daytona in Ormond Beach believes it can host itinerant vendors and outdoor events in a way that follows COVID-19 safety measures.

In its permit application to the city, Dean Pepe, general counsel for Destination Daytona, stated that motorcycle rally events “are critical to the survival of our businesses here at Destination Daytona, our hundreds of employees and also to our entire community.” Some of the measures Destination Daytona will implement include one-way lanes inside stores, spacing outdoor tables apart to promote social distancing and requiring all vendors to wear masks. Bikers frequenting businesses inside the 150-acre event venue will also be asked to wear masks indoors.

“We’ve developed our own message, which is ‘Protect and respect our city, mask up and distance,’” Pepe said. “That’s going to be our message to everybody that comes here.”

When the City Commission in mid-August decided to hold off until September on making a decision to allow event permits for the motorcycle rally, Pepe said they were disappointed, but that they understood the reasoning.

“There was an understanding there that these people were trying to make a good decision,” Pepe said. “The thought of not having it with our normal setup would’ve been disappointing, but we would’ve had to roll with it and come up with an alternate plan.”

They also knew that if the commission reached a decision on Sept. 9, they had time to gather vendors and make preparations for Biketoberfest, even if they had to scramble a bit, Pepe said.

“We were very, very excited and pleased to hear that the city staff and representatives helped this decision,” said Shelly Rossmeyer Pepe, general manager at Bruce Rossmeyer’s Harley-Davidson in Destination Daytona.

Preparing for Biketoberfest Destination Daytona is confident in its itinerant vending plans ward, four out of the five commissioners felt comfortable issuing permits allowing for itinerant vending and outdoor activities in the North U.S. 1 corridor.

“Any type of relief that we could do for these businesses and for our community members that are going to work in these businesses, is a positive thing to do,” City Commissioner Troy Kent said.

Staff also asked the commissioners for direction on allowing outdoor concerts, and Mayor Bill Partington clarified in an emailed statement that they are “still up in the air.” Event organizers wishing to hold a concert must present a safety plan to the city showcasing how COVID-19 precautions will be put in place.

Partington stated that the discussion at the meeting was never about whether the city was going to allow Biketoberfest to happen.

The bikers are coming regardless.

Daytona Beach may have nixed special event permitting for Biketoberfest, but Partington said the U.S. 1 corridor in Ormond is “a very different place than what they have in Daytona Beach.”

“We have businesses with acres of outdoors space where attendees can spread out,” said Partington in his statement. “Allowing

outside vendors will keep traffic flowing and free up space indoors so that there can be proper social distancing. More people outside in the open air is a good thing, and we have asked for COVID-19 safety plans from all host sites to assure that proper precautions are being taken.”

‘PEOPLE ARE COMING’

Seven people spoke in favor of special event permitting at the meeting, some who have attended motorcycle rallies in towns where permits were allowed, and in others in which they weren’t.

Jacqueline Jones said she has been to all the bike weeks in the U.S. since the start of the pandemic, including Sturgis, where she said the rally went fine. When vendor permits are pulled, people are pushed indoors, she said.

“People are coming, whether the permits are issued or not,” Jones said. “It’s just a matter of, are they all going to be clustered inside a place?The only people that are being affected is the business owners.”

The only commissioner who said she was uncomfortable with the idea of issuing permits was Zone 3 Commissioner Susan Persis, who felt that citizen safety should be a priority and large gatherings put people at risk for COVID-19.

“I know all the vendors will do everything they can to follow the CDC guidelines and do everything to keep everyone safe, but we have no way to control what people do,” Persis said. “We don’t have any kind of law or ordinance in Ormond Beach. We can’t enforce the safety guidelines.”

While Pepe acknowledged that COVID-19 hasn’t gone away, he also expressed that “livelihoods are important too.” In addition to their own staff, another 30 people or so will be hired to help with the event. In previous years, that number has been higher, but due to the pandemic, Destination Daytona is not expecting the typical large crowds.

What they are anticipating is an increase of vendors due to other cities not issuing permits.

Rossmeyer Pepe said they’ve traditionally been a daytime venue anyway, as most vendors wrap up in the early evening.

“We’re going to do everything to try to maintain a very positive reputation, so they’ll come back,” she said. “We feel good and confident that our customers and our visitors are going to respect the situation we’re all in.”

If the situation was like it was in March, Pepe said perhaps Destination Daytona may not have had enough information to be able to hold events safely, as he is confident they are able to do now.

As a business, they need to be open, he said.

“You have to at some point,” Pepe said. “We can’t not operate our businesses forever hoping that this goes away completely.”

The Volusia County Council will outline a COVID-19 safety plan for Biketoberfest at its next meeting on Tuesday, Sept. 29.

County staff asked the council for direction on how to proceed in regard to special event permitting, an issue several cities in Volusia have tackled in the recent weeks. Ormond Beach and Holly Hill have decided to issue permits with restrictions and safety measures in place; Daytona Beach, Port Orange and New Smyrna Beach will not be issuing permits at all.

Clay Ervin, county director for growth and resource management, said the county is looking to address traffic control, public health and safety as it pertains to Biketoberfest participants. Some of the businesses in unincorporated areas that have obtained a permit for this event in the past include Hanky Panky’s lounge in Ormond-by-the-Sea and the Daytona Flea Market.

“We are facing the fact that we know folks will be coming down to this area for Biketoberfest, and whether we issue permits or not, there still will be people here,” Ervin said.

The county could place a temporary moratorium on special event permits, but several council members expressed that, since people will be arriving for the Oct. 15-18 motorcycle rally anyway, they would feel more comfortable with event guidelines in place. County Councilwoman Barb Girtman said without a safety plan in place, the county won’t be able to prepare for their arrival.

“I just don’t think that’s a responsible approach,” she said.

Councilwoman Billie Wheeler said that with bars open now, there’s not much the county can do to stop people from coming.

She agreed with Girtman and said she’d rather have restrictions on event permitting rather than “just letting things happen.”

“No matter what we do, it’s not going to be popular,” County Councilman Ben Johnson said.

“But we have to do something.”

Bars reopen at 50% capacity

Chamber opposes two amendments

Florida bars reopened the taps again Monday, Sept. 14.

Department of Business and Professional Regulation Secretary Halsey Beshears announced Thursday, Sept. 10, he was rescinding an emergency order that prevented onsite consumption of alcohol at bars amid the coronavirus pandemic.

“Beginning Monday, these vendors may operate at 50% of the facility’s indoor capacity, allow bar service to seated patrons, and permit outdoor seating and service with appropriate social distancing,” the department said in a news release, hours after Beshears and Gov. Ron DeSantis met in Fort Myers with restaurant operators.

News of Beshears’ decision quickly spread on social media, drawing cheers from bar owners.

Jacob Weil, a lawyer who represents bar owners suing the state over the shutdown, said he is glad DeSantis is allowing proprietors to reopen.

“Unfortunately, due to the delayed action he took, and unchecked power he allowed Secretary Beshears to take in this unprecedented time, thousands of establishments will never reopen, and those that do will likely never be able to climb out of this hole the state has put them in,” Weil said in a text message.

Early voting for the November general election begins in Volusia County on Oct. 19, and in addition to candidate races, voters will get to decide on six constitutional amendments.

During a Zoom into Eggs and Issues program hosted by the Daytona Regional Chamber of Commerce on Thursday, Sept. 10, members of the Florida Chamber of Commerce gave a rundown of how the upcoming election could impact businesses with issues at the local, state and federal level, including the state chamber’s stances on the amendments.

Andrew Wiggins, senior director of political affairs and coalitions advocacy, said what the state of Florida is experiencing lately is groups creating constitutional amendments when policies fail during a legislative session.

One of the amendments the Florida Chamber opposes is Amendment 2, which aims to raise the minimum wage to $10 per hour, effective Sept. 30, 2021, and then increases it annually until it reaches $15 in 2026. The chamber feels that the mandate would “negatively impact job growth, limit opportunities for entry-level workers, increase prices and increase financial pressures on Florida seniors,” according its website.

BALLOTS TO BE MAILED IN LATE SEPTEMBER Volusia County Supervisor of Elections Lisa Lewis announced during the Eggs and Issues program that vote-bymail ballots will be mailed by Sept. 24, though the deadline to request one is Oct. 24.

“It is a measure that is extremely concerning to us, and many others in the business community of what it can do to our state and our economy, especially during COVID when things are very tough and tight,” Wiggins said.

The Florida Chamber also opposes Amendment 3, which, if enacted, would allow all registered voters to vote in primary elections for state Legislature, governor and cabinet regardless of political party affiliation. Wiggins said this would “jumble” the primary elections process.

Amendment 4, however, is supported by the Florida Chamber. This one seeks to require constitutional amendments to be approved in two elections before being enacted.

Nicholas Catroppo, vice president of political operations, also spoke about the conversation occurring at the federal level regarding coronavirus liability protections for businesses. It’s a reason this election is important for the business community, he said.

“That is something we hope the federal government is able to accomplish in this next COVID package, but it’s also [something] that is going to need to be addressed at the state level,” Catroppo said.

State officials “failed countless small business owners, their employees, and their patrons, by failing to properly regulate,” Weil added.

“Hopefully this will be a learning experience, and our state will look at how they can compensate these businesses for the losses they have sustained at the hands of poor government policy,” he said.

In late July, the Florida Brewers Guild warned DeSantis that the “vast majority of over 320 small businesses, representing over 10,000 jobs, are existing solely on a ‘to-go’ model for our products — this constitutes less than 10% of our collective sales and is an untenable model for our industry.”

A number of tavern owners were able to keep their doors open by offering low-budget, hasslefree cuisine, such as hot dogs, cold sandwiches and Hot Pockets, as the restrictions didn’t impact restaurants and other establishments that serve food.

Bars and craft breweries were among the businesses ordered to go dark in March by DeSantis in an effort to curb the spread of the coronavirus, which causes the respiratory illness known as COVID-19.

Bars in all but Palm Beach, Broward and Miami-Dade counties were allowed to start serving indoors again in early June. But the situation got out of hand as photos of packed establishments not following safety guidelines went out over social media, spurring Beshears to re-impose the onsite consumption ban June 26.

Biketoberfest is a safety risk Dear Editor: It looks like the city of Ormond government caved in and will jeopardize the safety of its residents by permitting Biketoberfest to invade our city. The Wild West normally happens in Daytona, but even they have come to their senses.

Shame on Ormond city leaders.

I was a member of the charter Deltona city government when it incorporated in 1995, so I have first-hand knowledge of inner workings of local government. Many times, governments do not see the impacts their decisions (good or bad) will have on citizens. With this pandemic still not under control, or a vaccine not yet available, large gathering such as Biketoberfest should not be permitted. My two cents.

City is irresponsible on COVID-19 Our incumbent mayor of Ormond Beach has abdicated

his moral responsibility for leadership in this pandemic.

While neighboring Daytona Beach has curtailed permits and is “pulling the plug” on Biketoberfest, our mayor tells the News-Journal, “People will come anyway.”

Instead of prioritizing our fellow citizens’ and neighbors’ health and safety, our mayor and his fellow commissioners are entertaining issuing permits allowing crowds of outof-town folks to party here.

A pandemic is not the time to party. Has our mayor learned nothing from the bike rally experience in Sturgis, South Dakota, that one study estimated to have generated as many as 260,000 new COVID-19 cases? Has our incumbent mayor and commission gone beyond turning a deaf ear to citizens raising concerns about local issues? Is our mayor now ignoring scientists and experts like Dr. Fauci, who is saying “hunker down” through the fall and winter?

On July 9, the Observer published my letter imploring the city to require face masks in public places. My plea fell on deaf ears. Instead, the mayor issued a “proclamation” full of

“whereas” statements but saying nothing.

Daytona Beach requires masks in public places, as do surrounding cities — but not Ormond Beach. Daytona Beach is not issuing Biketoberfest permits — but not Ormond Beach. Daytona Beach would have welcomed negotiating an agreement with Ormond Beach regarding Biketoberfest, but our mayor apparently doesn’t recognize that the virus doesn’t respect city limits.

So, our current mayor is willing to gamble with the health and lives of our Ormond Beach residents for parties for out-of-town folks.

The COVID-19 virus won’t magically go away in November. I fully expect, as your next mayor, to have to make hard decisions. But, let me assure you that having a party will not supercede your need for safety.

I will not be neglectful of our citizens’ public health.

TEDDY BEARS FOR LOCAL HOSPITALS The NASCAR Foundation and its track partners delivered over 1,000 Speedy Bears on National Teddy Bear Day to nearly 40 hospitals in 18 states across the U.S. on Wednesday, Sept. 9.

In Volusia County, 120 Speedy Bears were donated to young patients at Halifax Health’s pediatric units in Daytona and Deltona, according to a press release.

Several local businesses also participated in the initiative, collecting donations for the NASCAR Foundation through Sept.

30 as part of the Speedy Bear Pin Up program. Some of the businesses include Ben and Jerry’s, Jersey Mike’s, 4 Rivers BBQ, The Running Elements and Sunglass World at One Daytona.

The Speedy Bear Brigade began in 2017, the program has delivered almost 4,000 teddy bears.

ne of the first things Kelsi Quicksall did once she had been hired at Osceola Elementary three years ago was transform her entire classroom.

Everywhere you look, there is color — painted triangles on the wall create a rainbow gradient, windows are underlined by LED lights, and pom poms hang from the tiled ceiling. On one wall, Quicksall displays a “wall of tiny germs,” Post-It drawings by her students.

Creating an environment conducive for art was a big deal for Quicksall, of Ormond Beach. It’s why she spent three weeks that first summer making sure her classroom was ready for her students.

“It was important to me to love where I am all day long, and for the kids too,” Quicksall said. “ ...

They feel like it’s their art studio.”

Quicksall was recently named Volusia County’s Schools Art Educator of the Year. A Seabreeze High School alumna, she was nominated for the recognition by her own former art teacher, Lisa Botkin, whom Quicksall felt was the one who deserved to nominated in her stead since Quicksall doesn’t like the spotlight.

thing she did was call her parents.

“It’s just an honor,” Quicksall said. “I’m humbled by it.”

‘IT CAME MORE NATURALLY’

ART EDUCATOR FIRST

Art education hadn’t always been Quicksall’s career plan. In fact, she originally was a journalism major at the University of Florida.

She never thought art could be a career option for her.

But as she got further in her major, she realized journalism didn’t allow for the creativity she craved. It wasn’t until her boyfriend, who is now her fiancé, made an observation that opened her eyes. He told her she reminded him of his own teacher, in the way she dressed and acted.

Quicksall went down to her adviser’s office to switch her major.

“It just all clicked,” Quicksall said. “I felt much more at ease with what I was doing. It came more naturally, and it was creative.”

Her experience is why she wants to instill the love of art in her students. She wants them to know art can be applied in many different ways, and has connections to science, math and history. Jobs today are looking for creative people, she said, and that’s why supporting the arts is so important.

“It creates that love for learning — that lifelong love for learning,” she said.

Quicksall has been teaching for four years now, and said she has the best job in the world.

She’s always loved art and is a mixed-media artist today. But even if she had the option to dedicate herself to her own art full time, Quicksall said she wouldn’t.

She loves working with kids. She said she’s a kid at heart herself.

This year, her classes look a little different due COVID-19, but she adapted quickly. Before the pandemic, she had a YouTube channel where she uploaded her own lessons and demos ahead of time for her students. She would play them as she walked around the classroom and distributed supplies, or helped students with their art pieces.

That channel has helped her maintain the same lessons for her Volusia Live students and those attending in-person. And like the rest of her classroom, she made sure to decorate her desk area for her live students.

There is no other subject Quicksall would rather teach.

“I feel like I’m an art educator first — it’s not just educator,” Quicksall said. “That art part is what I’ve got to do. It’s what I’m passionate about.”

FUNDS RAISED FOR VCAN2020 The Clemente Car Project’s annual golf outing “Golf For Kid’s Sake” raised $5,000 for VCAN2020, a Food Brings Hope initiative that provides immediate relief services like food and shelter to youth under 25 and families with children in Volusia County, a press release announced.

Local auto dealer Randy Dye’s event was held at the Plantation Bay Golf and Country Club.

DONATIONS FOR FAMILY RENEW Tomoka United Methodist Church, located at 1000 Old Tomoka Road, is still accepting donations of food, diapers, toilet paper and coloring books for children, to go to Family Renew Community, every Thursday from 9 a.m. until noon. Retired U.S. Navy Capt. William Toti, a 9/11 Pentagon survivor, shared his story during the “We Will Not Forget” event.

Gromling holds the event every year, and though he had to make a few adjustments due to COVID-19, Gromling said the event will always continue as long as he’s alive. It’s about honoring the 3,000 lives that were lost that day in 2001, and the estimated 4,000 others that have died in the subsequent years due to health issues linked to the attacks.

As Americans, Gromling said, we have to remain vigilant to keep the freedoms of this country.

“There are no other people that have the rights and freedoms that we have — none,” he said.

Retired U.S. Navy Capt. William Toti, a 9/11 Pentagon survivor, shared his story during the event as well. Toti was working inside the Pentagon when the plane crashed into the building, and spent hours trying to help the injured in the aftermath.

He called the Pentagon the “forgotten 9/11.”

“When I say I’m a 9/11 survivor, people immediately assume I was in New York,” Toti said. “People

seem to forget there was a 9/11 in the Pentagon, and there was a 9/11, sadly, with no survivors, in Pennsylvania.”

Since 9/11, he said he’s suffered from a lung condition he believes was caused from breathing in the air at the Pentagon during the attack. While there are studies that keep track of the development of health issues for 9/11 survivors of the World Trade Center, Toti said there are none for the Pentagon survivors.

When the Pentagon stopped burning in the days after 9/11, he was put in charge of the Navy’s recovery effort for bodies. The images are seared into his brain, he said.

And it’s what led him to photography. His works are displayed at Ocean Art Gallery, located at 197 E. Granada Blvd.

“Art is therapy,” Toti said.

“When you’re in a place like this gallery, surrounded by such beautiful paintings, it’s hard to remember there’s such ugliness in the world.”

About 150 cyclists participated in the Daytona Beach Police Department’s first 51-mile “Tour De Force 9/11 Memorial Ride” on Saturday, Sept. 12, resulting in over $4,000 raised to benefit local law enforcement charities.

The ride began at 8:30 a.m. from the DBPD headquarters at 129 Valor Blvd, and continued through New Smyrna Beach, Port Orange, South Daytona, beachside Daytona Beach, Holly Hill
