A project by the Florida Department of Transportation to improve traffic flow on Granada Boulevard via adjustments in traffic signal timing is currently underway and is estimated to be complete by early 2021.

According to a flyer by FDOT, the $1.7 million project began on Aug. 18. It will install traffic adaptive signal control systems at 17 intersections, beginning at the intersection of West Granada Boulevard

and North Tymber Creek Road and ending at the intersection of East Granada Boulevard and A1A. The technology will allow “real-time adjustments in traffic signal timing in response to changing traffic volumes,” the flyer reads.

FDOT will place sensors along the Granada corridor to collect data on how many vehicles pass each point. That data is then analyzed and can change the timing of the

signals.

The project has been contracted to Chinchor Electric Inc., of Orange City.

FDOT expects there will be single-lane closures on both sides of Granada Boulevard, and that they will occur in both daytime and nighttime hours, according to to the flyer.

The contractor doesn’t plan to close any lanes until later this summer.

Primary vote breakdown Last week’s primary election determined Jeff Brower and Deb Denys will head to a runoff in the November election for the County Council Chair nonpartisan race.

But, who did the majority of Ormond voters choose in the primary?

Precinct results by the county Department of Elections show that Brower received 7,844 votes in precincts with an Ormond address, including Ormond-by-the-Sea and Halifax Plantation. Denys received 6,185 votes, or 1,659 fewer than Brower. The third candidate in the race, Gerard Witman, received 2,052 votes.

Brower won 15 of the 18 precincts. One precinct at the Prince of Peace Church was tied between Brower and Denys.

Notably, Democrats also had a higher voter turnout, at about 41%; the Republican voter turnout was about 35%.

In comparison, the countywide voter turnout for the Democratic Party was 33.93% and the Republican Party’s was 32.52%.

and, in her classroom, she has 24 desks spaced 28 inches apart.

“I would never go into any space that small with 30 people or even 20, masked or not,” she said, adding later in her comments that all students should remain online for now.

Another teacher, Michelle Maclin of DeLand, said she and other educators have spent the last two weeks worried for their health and safety, and that of students, due to insufficient classroom cleanings, lack of adequate personal protective equipment, “fluctuating” social distancing practices and the impasse between the district bargaining team and Volusia United Educators.

“I’m baffled by this school board’s complacency in allowing district personnel to provide subpar training and materials to school-based educators and staff with the expectation that teachers will continue to perform with the same level of proficiency as pre-COVID,” Maclin said.

new school year for Volusia students will begin on Monday, Aug. 31, and as that date approaches, Volusia County School Board members stated district staff continues to work around the clock to distribute personal protective equipment kits for teachers, install plexiglass partitions and address critical technology shortfalls.

School Board member Ruben Colon said at the board’s meeting on Tuesday, Aug. 25, that he’s shifted his focus to “how can schools open safely.” The number of new COVID-19 cases in Volusia is trending downward and the 14-day positivity rate is 5.66%.

With that in mind, Colon said school districts were still given an “impossible task” — implement social distancing in classrooms and school buses (the latter of which can’t be done), as well as come up with health policies without any additional funding from the state.

Parents were given three choices for their children’s education, and the overwhelming majority — 63% — chose to enroll them in a brick-and-mortar school. That’s a voice, Colon said.

“So we hear you,” he said. “I hear you. Teachers, I hear you.

We’re not ready as far as the logistics of what we are being asked to put together, but we are all in this together.”

PPE AND TEACHER VACANCIES

A total of 7,852 personal protective equipment kits were delivered to

teachers and school staff so far, and Interim Superintendent Dr. Carmen Balgobin said during the workshop earlier in the day that more will be delivered as supply orders are filled. The district also expects a delivery of 50,000 student plexiglass dividers by Thursday, Aug. 27.

“We’re feeling pretty good so far with where we are at this point in time, but we’ll continue to work very closely with each division to ensure that for each option, we have what’s needed and that our students are 100% scheduled,” she said.

Colon said his biggest concern were these personal protective equipment kits, as teachers are depending on these supplies. The kits will not last them very long, though.

School Board Chair Ida Wright also asked district staff about emails she’s received from teachers who reported they were told to use their classroom supply funds, or pay out-of-pocket, for personal protective equipment for their classrooms. Chief Operating Officer Greg Akin replied that he didn’t know where that direction came from.

In addition, a human resources update showed that 38 teachers are taking a leave of absence, and 28 of them list “personal reasons” or a “personal leave of absence” as to why. Seventeen teachers are resigning, with eight listing personal reasons. An Aug. 11 district update reported 128 instructional vacancies, and 190 hires. That update also reported that as of June 2, 113 VCS employees had retired and 187 had resigned.

Balgobin said currently, they are aware of only one elementary school that, based on the number of students returning to brickand-mortar, may need one new teacher.

A day after a Leon County circuit judge rejected an order by Education Commissioner Richard Corcoran that Florida schools reopen for in-person learning, attorneys for the state have quickly taken the case to the 1st District Court of Appeal.

A notice of appeal was filed Tuesday morning, Aug. 25, at the Tallahassee-based appeals court. The filing triggered an automatic stay that puts on hold Monday’s ruling by Circuit Judge Charles Dodson, attorneys for the state wrote, citing legal precedents.

School Board member Carl Persis repeated that he would be comfortable reopening schools when the positivity rate is below 5% for 14 consecutive days. It might not be quite there at the moment, but it’s close.

“If [the positivity rate] continues to drop, we will have reached it,” Persis said.

Despite being one of the last districts to go back, School Board Member Linda Cuthbert said they probably wouldn’t be ready to reopen if they pushed the date back to October or December. The board believes what the teachers are telling them, she said.

“This is not easy,” Cuthbert said. “It’s tearing all of us apart.”

School Board Member Jamie Haynes said she knows some parents are still wondering if they made the right enrollment decision for their children. She addressed teachers, saying she knows some of them are afraid, but that the goal is to get the children in schools and put their education first.

“Take time next week,” Haynes said.“Go through the processes.Go through the procedures. Teachers give yourself grace, give yourself time and be compassionate with each other, because [students are] not going to walk back in on the first day and know what you expect at lunch or what you expect in the classroom.”

Wright said the district is working to address concerns in all teaching modalities, from the partition installations to the internet issues that need to be fixed, all before Monday rolls around.

“If you think we’re doing nothing, I’m sorry to tell you we’re doing as much as we can,” Wright said.

If the order is upheld, Doran said it will set a precedent at the state level to give school boards the automony and power as consitutional officers to make decisions for their district.

HOW TO MINIMIZE DISRUPTION Florida education officials have outlined how local school officials should respond when students or employees test positive for the coronavirus, providing more details on what has been a top concern amid school reopenings.

At the heart of the guidelines is a “coronavirus symptomatic decision tree” that lays out who should be sent home, for how long, and for what symptoms, according to a 12-page report released by the Florida Department of Education on Aug. 18.

While Education Commissioner Richard Corcoran has acknowledged coronavirus cases are likely to occur when schools resume in-person instruction, the report spotlights the steps school officials should take when students and teachers get infected at school.

“Simply being in the same classroom, building, or at the same event as a positive or symptomatic person does not mean someone must be contact-traced and selfisolated,” state officials wrote in the report, which was shared with Florida school superintendents on Aug. 18.

Local school officials are being asked to contact a COVID-19 team within the state education agency to discuss the “coronavirus symptomatic decision tree” before shutting down classrooms or schools.

The “decision tree” advises that people who test positive for the virus and who are symptomatic should not be allowed to return to school unless they meet three criteria. The criteria require 10 days to have passed since symptoms began, or 20 days if the illness is severe; at least 24 hours since resolution of fever without the use of fever-reducing medications; and other symptoms have improved.

As Florida continues to battle the coronavirus pandemic, 24 counties have reopened schools in accordance with Corcoran’s July 6 order mandating that all schools offer in-person instruction five days a week by the end of the month. At least three districts — Martin, Bradford and Seminole — have reported positive coronavirus cases among students and teachers since schools began reopening last week.

that required schools to open this month for in-person learning amid the coronavirus pandemic. The unions argued, in part, that the order violated a state constitutional guarantee of “safe” and “secure” public education.

Schools districts have risked losing funding if they did not comply with Corcoran’s order, and many have already opened.

Dodson issued a temporary injunction against major parts of the order.

School Board chooses Ortona site for new beachside school Osceola Elementary will close once the new elementary is built.

After almost six months of discussion regarding the consolidation of Osceola and Ortona elementary schools, the Volusia County School Board has finally reached a decision: A new elementary will be built on the Ortona site, and Osceola will close.

The decision at the board’s meeting the evening of Tuesday, Aug. 25, was not unanimous. The board voted 4-1, with Board Member Carl Persis voting against.

Persis told the board that he couldn’t support building a new consolidated school on the beachside when schools like Ormond’s Tomoka Elementary, Turie T. Small Elementary in Daytona, and Woodward Elementary in DeLand are in greater need of being rebuilt or renovated. Persis also felt the Osceola and Ortona communities hadn’t had the chance to adequately voice their opinions on the consolidation due to the COVID-19 pandemic, as board meetings have been virtual since the spring.

During the board workshop earlier that day, Persis proposed the Osceola/Ortona merger project be put on hold and rebuilding Tomoka Elementary be made a priority, a switch that caught several board members and district staff by surprise. Despite Tomoka being on the district’s

radar to rebuild for several years, the project has not been completed because finding a place to house the 750 students (construction while the campus is occupied is not an option for this site, according to district staff) in the meantime would be difficult.

“But just because something is difficult, it doesn’t mean that we shouldn’t do it,” said Persis during the workshop. “The Tomoka Elementary community, I think,

deserves to be treated just like Deltona, DeLand, New Smyrna. I don’t see how we can just pick and choose and just leapfrog over.”

The rest of the board, however, felt that the Osceola/Ortona project needed to move forward.

school; Ortona as a new elementary school scored the highest.

School Board member Jamie Haynes said that a lot of work has gone into planning for the merger, and that the community and district staff have been waiting on the board to make a decision. Pushing the Osceola/Ortona project along doesn’t mean the district can’t look at Tomoka and make that its next priority, she said.

When initially no one from the public called in to speak at the meeting, Persis said it reinforced his belief that the community wasn’t engaged, as the board was considering the closing of one of their schools.

Shortly afterward, one Osceola Elementary teacher called into the meeting, saying she was upset at Persis’ switch of focus to Tomoka Elementary. Melissa Heller said that, while none of Osceola’s teachers want the new school at Ortona, they have also been waiting for the board to make a decision for a while. That’s why there were no callers for the item, she said.

“We are tired of waiting,” Heller said. “We want a decision. This is ridiculous.”

Board Chair Ida Wright said that the Tomoka Elementary project was delayed because one of the plans was to use the beachside school site not picked in the Osceola-Ortona merger (which we now know will be Osceola Elementary) as a hub to house the students while the school is being rebuilt.

National unemployment rate down, but Florida’s increases by 1 point Florida’s unemployment rate increased to 11.3% in July, with the jobless ranks growing by 122,000 people, as the state continued trying to revitalize the economy during the COVID-19 pandemic.

The rate was up from an adjusted 10.3% unemployment mark for June and reflected 1.125 million jobless Floridians out of a labor force of 9.975 million people, according to the state Department of Economic Opportunity.

The numbers, which represent an estimate of the workforce in mid-July, showed declines in construction and manufacturing.

But the numbers also indicated workers returning, or trying to return, in most other categories, including financial activities, professional and business services, education and health and leisure and hospitality.

While the number of jobless people grew, the overall workforce total was up 223,000, a sign people are interested in working, Adrienne Johnston, chief of the department’s Bureau of Workforce Statistics and Economic Research, said in a video call with reporters.

The state has received about 3.67 million unemployment claims since-mid March.

Volusia’s Amendment 10 legal battle comes to an end The County Council voted unanimously to put the issue to rest.

County Council Chair Ed Kelley said the legal battle wasn’t an appeal “against the vote of the people.” It was because the Supreme Court ruled that the amendment’s effectiveness would be determined post-election, he said. He felt they were protecting the county charter.

“That’s all I was seeking to do,” Kelley said. “It was not to hurt anybody; it was not to not listen to the people. It was following the guidelines set forth by the Supreme Court.”

Dyer said the county spent a total of $1,988.83 in the litigation, including $506.02 for the appeal, a figure County Councilwoman Heather Post questioned.

The county often settles claims because staff finds they will cost more to litigate, Post explained, and said she felt it was “misleading” to tell the public the cost of the Amendment 10 suit was so little.

filing fees, FedEx mailings and mileage.

County Councilman Fred Lowry said the “real cost” will come when they have to open and fund a tax collector’s office as the county didn’t have to hire extra lawyers for the amendment lawsuit. Kelley agreed and said the implementation of the amendment will eventually result in higher taxes.

“The costs are coming and you will see those,” he said.

Volusia County will not seek any more appellate reviews regarding Amendment 10, following the Aug. 17 ruling by the the First District Court of Appeal that the amendment is applicable to the county charter.

In March 2019, Volusia appealed the Leon County Circuit Court judgment stating the same finding, arguing that Amendment 10 — which bundled the requirement for a state Department of Veterans Affairs, a change of the legislative session start day, and elections for the offices of sheriff, tax collector, property appraiser, clerk of court and the supervisor of elections — violated the county’s charter.

According to a memorandum by County Attorney Michael Dyer,

the First District rejected Volusia’s argument and noted that the new amendment language overrides the county’s 1970 charter language stating the charter could only be amended by a vote in a special election for that purpose. If the county chose to take the legal battle further, Dyer said at the County Council meeting on Tuesday, Aug. 25, that the council would have to seek discretionary review with the Florida Supreme Court, but that the court wasn’t guaranteed to review their case.

The council unanimously voted to let the matter rest.

“We’re wasting our time,” said County Councilman Ben Johnson. “It needs to stop. It’s divisive.”

NEW TEAM ON THE BLOCK Daytona Beach is getting a professional basketball team, as

the Daytona Beach Racers will play its inaugural season in 2021.

A press release announced that the team is owned by entrepreneur Armando Naar and that the Daytona Beach Racers will “become an important part of the revitalization of the city and become an integral staple to the community’s future by bringing the excitement of professional basketball to Daytona Beach.”

The team will be part of the National Basketball League United States, which prepares and develops players and connects them with collegiate and professional playing opportunities both in the states and internationally.

“The Daytona Beach Racers is a great opportunity for players who are looking to advance their basketball careers,” said Naar in the press release.

The team’s season begins on May 1. Tryouts will be held in late November.

Airport after their paper planes won the airport’s first-ever Kids’ Paper Airplane Challenge on Aug. 19.

Kids dropped off their paper airplanes at the airport before the competition, during which ERAU flight instructors judged them on accuracy, distance and creativity. Chief Pilot Jacob Paprcka launched each paper airplane from the airport terminal’s second floor while a team of judges on the first floor took measurements and gave points for creativity, according to a county press release.

“This paper airplane contest was a great opportunity for us to do community outreach,” said Paprcka in the release. “It was a really great way to reach out and touch the minds of the young ones through this competition.”

The winners were Isaac, 7; Andrew, 8; and Jamareon, 10.

CLEANING UP THE STREETS 2:49 a.m. — Intersection of Arroyo Parkway and Orchard Avenue Possession of methamphetamine. A 43-year-old Ormond Beach man on a battery-powered tricycle was stopped by police

after the reporting officer noted the bike had no lights on the front or back.

The man told police the battery on his tricycle was dead, which was why the lights weren’t working. A second officer arrived on the scene after the reporting officer identified him — the man didn’t have an ID on him — and police conducted a search of his bag. They found a used syringe, which tested positive for methamphetamine residue.

The man said he found the syringe in the street and picked it up to clean it up, according to the police report. He also said he found three bags on the street, and police found out two had residues of methamphetamine; the third contained the drug.

The man was taken to jail.

NOISEMAKER 8:21 p.m. — First block of Old Macon Drive Misuse of 911 system. A 62-yearold Ormond Beach man was arrested after he called 911 to inform dispatch that the police officers outside his home were “gangsters,” according to his arrest report.

Officer responded to the man’s home due to a noise complaint.

Several complaints have been made at the same address, attributed to the man repeatedly setting off his car alarm and making the car “beep” by locking it at sporadic times of the day and night, the report states. The reporting officer witnessed this happening on two occasions that same day.

After police arrived, the man continued to set off his car alarm, and refused to come outside.

Police decided to tow the man’s vehicle, and informed him this would occur, and that is when he came out of his home and called 911.

One neighbor told police that the man has repeatedly used racial slurs against them and routinely set off his car alarm to annoy and harass them. Police noted complaints over the car alarm date back to January, and that the man was arrested on March 3 on the same charges.

He was taken to jail.

NO COMMENT 12:16 a.m. — Intersection of Pine Road and South Halifax Drive Resisting an officer without violence. A 39-year-old Ormond Beach man began quoting state statutes and told police he didn’t answer questions when he was approached over a call regarding a verbal disturbance.

While on the way to respond, police noticed the man’s daughter walking on the sidewalk, with the man behind her. The reporting officer stopped to talk to her, and she told them a few of her friends stopped by the house to say hello. Meanwhile, she told police, her father’s girlfriend went inside the house, and shortly afterward, her father came out of the house and yelled at her, his daughter.

The man recorded officers with his cell phone and declined multiple times to identify himself.

The Argosy Motel might be gone, but its history lives on.

The county unveiled a new interpretative panel at the Argosy Beach Park on Wednesday, Aug. 19, to pay tribute to the motel that occupied the space for 61 years.

The 42-space park, located at 1255 Ocean Shore Blvd. in Ormondby-the-Sea, was opened in February 2019 after the county bought the property for $1.25 million in 2014 to expand off-beach parking.

The Argosy motel was built in 1953 and was owned by three generations of the Clark family. The last owners of the motel were Gregory Clark and his wife, Sharon. At the unveiling, Clark thanked both the county for buying the property and his daughter Bethany for championing the idea to name the park after the “momand-pop” motel.

“Seeing as I was the thirdgeneration owner, and now all of us are the fourth generation owner, I welcome you once again, in my opinion, to one of the best and most beautiful beaches you could ever be part of,” he said.
