County asks for public to mask up Due to the recent spike in COVID-19 cases, Volusia County Government is asking the public to voluntarily wear masks at all county offices and libraries, as well as the Lyonia Environmental Center and the DeBary Hall Historic Site.

The South Ormond Neighborhood Center’s new gym is one step closer to fruition.

Back in November 2019, the Leisure Services Advisory Board determined the need for an additional gym at SONC to be a priority, and the City Commission gave city staff the OK to move forward with the project.

Though the construction bid came a bit over the initial $800,000 budget, the City Commission unanimously

approved the award of a $1.079 million construction contract to Saboungi Construction, Inc. at its Aug. 4 meeting. The item was approved as part of the meeting’s consent agenda.

“I am extremely pleased that the South Ormond Neighborhood Center will be receiving this fantastic improvement and I thank this commission for their support in this,” City Commissioner Troy Kent said. “This will not only benefit the residents of

Zone 2 and the children in that community, it will benefit the entire city.”

According to a city memo, the project will allow the center to enhance programming for indoor activities like basketball, volleyball and pickleball.

The city received a $235,200 grant for the project by the Daytona Beach Racing and Recreational Facilities District; the remainder of the dollars are coming from the city’s general fund reserves.

“I don’t see how anybody is a loser by improving the environment, by improving the water quality in the Intracoastal Waterway.”

or the past year and half, health care workers have dedicated countless hours to treating COVID-19 patients, often putting their own lives on the line. That hasn’t stopped.

And while several organizations and community members have showed their support by gifting lunches, holding parades and lots of banners expressing their thanks, there is one more thing the public can do: Get vaccinated.

Cherene Sipe, a nurse manager of critical care at Halifax Health Medical Center, has had a front row seat to how the latest wave of COVID-19 infections has impacted the health care system.

“We have seen an uptick in COVID patients, so half of our census in the medical ICU is COVID-related patients,” Sipe said. “We also have a biocontainment unit that we do have COVID patients there that are critically-ill as well.”

On Aug. 6, Halifax Health reported having 148 COVID-19 patients under its care.

This figure is higher than any prior wave of infections, and on Monday, Aug. 9. the Florida Health Department reported a three-day average daily case count of 18,795.

The majority of the patients coming into the hospital are unvaccinated, and some have expressed regret over not taking the vaccine.

“If they could go back in time and get their vaccine, I think that’s one thing that they would have done,” Sipe said.

‘WE NEED THE COMMUNITY TO HELP US’

In the past COVID-19 waves of infections, hospitals generally knew what to expect regarding a patient’s chance of needing critical care. The virus tended to be more dangerous to those 65 years and older, or people with existing illnesses.

The delta variant has changed that.

“It seems that anyone is fair game this time,” said Mary Jo Allen, vice president and chief nursing officer at Halifax Health.

Hospitals are seeing younger patients get admitted, and they are much sicker. The variant is also considered to be much more contagious, according to the the Centers for Disease Control and Prevention.

“This is your 30-year-old coming in, healthy, a parent to a number of people, and there’s nothing wrong with them other than now they have COVID,” Allen said.

strains in people who are unvaccinated.

What transpired after the CDC lifted its mask recommendations for vaccinated people in May, Allen said, is that unvaccinated individuals also stopped wearing masks. Couple that with the lack of social distancing and hand washing, and infections responded in kind.

If people choose not to get vaccinated, Allen said they have to then choose to wear a mask, wash their hands and practice social distancing. Still, getting a vaccine remains the best way to fight the new wave of infections.

“We need the community to help us, because right now, if you were to get into a car accident, our waiting room is full, and a lot of it is COVID, and it’s unvaccinated people in our community,” Allen said. “We’re overloaded — all hospitals are.”

briefing on Aug. 5, Dr. Eduardo Oliveira, executive director of Critical Care Services, said they had about 1,350 COVID patients hospitalized in its central Florida division, which includes Orange, Osceola, Seminole, Lake, Polk, Volusia and Flagler counties.

AdventHealth reported it does not have data available on the number of patients being treated at its Volusia and Flagler County hospital facilities.

AdventHealth is currently in “black status,” meaning nonemergency surgeries are being deferred, a move Oliveira said is making a difference as staff shortages remain an issue. Everyone, he said, is tired of COVID-19, but what is frustrating for health care workers is that this wave could have been staved off.

“Because we know that most patients that we care for are unvaccinated, we know that this could have been prevented,” Oliveira said. “It’s difficult for the staff to know that they are treating for an illness that we fought so hard initially to hold on and care for patients so we would have time to have a vaccine so we could protect everyone. We gave that time, we had that time, but still unfortunately, not everyone took the opportunity to get vaccinated.”

The doctor said the more people work to protect themselves, the less COVID-19 will continue to impact their lives. When asked about what health care workers had heard from their patients, O l i v e i ra ’s response was based on the

“It’s not as much what we hear, but what we don’t hear — it’s the silence,” Oliveira said. “Obviously, you are in a very dire situation and you can sense on the patient’s face, on the family’s behavior, that they wish they had gotten vaccinated.”

FIGHTING MISINFORMATION

Halifax Health still has beds available. Nurses still have personal protective equipment. If people need care, Sipe said, she and her fellow nurses are ready.

“We’re open,” she said. “We want them to come and be seen for whatever they need to be seen for, but the biggest message is to please help us help you by getting vaccinated.”

A lot of the misconceptions surrounding the COVID-19 vaccine are political, and Allen said it’s unfortunate people refusing the vaccine are not making that decision based on medicine. As a community, we need to do a better job at fighting misinformation, she added.

“As long as we continue to report those, or allow that to go out, then we’re going to continue to have people that have this opinion,” she said. “Until their loved one, or their neighbor or someone they know personally young dies — I’ve seen that tune change here and we have had people come in who are getting ready to be intubated saying, ‘Can I get the vaccine?’ It’s too late.”

Volusia County to explore budget cuts DOJ settles with VCS 5%? 3%? County staff will look into both options for budget.

It’s a month before the first budget hearing for Volusia County, and the council has directed staff to investigate cuts in the hopes of lessening the tax burden on citizens.

County Manager George Recktenwald recommended the council adopt a $963.9 million operating budget for the 20212022 fiscal year, a budget he felt addressed some of the costs now impacting the county: $13.3 million for the newly-created constitutional offices as a result of Amendment 10, labor shortages, increased costs in construction and the mandatory minimum wage increases.

At the council’s meeting on July 20, Chair Jeff Brower asked staff to explore a 5% budget cut, and after a long discussion at the council’s meeting on Tuesday, Aug. 3, staff was also asked by Councilwoman Barb Girtman to look into a 3% budget cut.

Brower said he believes the county has to start to save funds in small ways when possible.

“We have to show the public that we have their interest at heart and find ways to do it without costing more down the road, or putting reserves in danger,” he said.

Only one council member

expressed reservations about a 5% decrease: Councilwoman Billie Wheeler. Two council members, Ben Johnson and Fred Lowry, were absent from the meeting.

“I just don’t feel comfortable at all with looking at a 5% decrease,” she said. “I would like to see something, but I certainly can’t, with a conscience, say that would be a wise move.”

Councilwoman Heather Post said looking at 5% decrease of every division was the wrong way to look at the issue. Rather, the councilwoman was in favor of looking at the whole budget and seeing where money could be saved.

“We wasted so much money at the airport — band-aiding the security system for years — when we actually had money in the airport funds to handle that,” Post said. “That was an issue where we actually had the money, but that was the status quo. That’s how we were operating and there was no accountability. It’s those kinds of things — not wasting those moneys on that kind of stuff.”

She also said the county should take advantage of being on the receiving end of $250 million of federal relief dollars from the American Rescue Plan Act and other coronavirus relief funds.

“If there were ever a time for us to really try and step outside the status quo role of how we’ve been operating and doing various things, and really work to invest that, this is it,” Post said. “I don’t know how we’re not doing that.”

Recktenwald cautioned that a reduction now could “kick the can down the road” for some needed projects and improvements. He was not advocating for any budget reductions, but said staff would bring back some suggestions as to what that could look like.

“We’re maintaining a huge infrastructure,” he said. “I think that’s a thing to remember. Literally, billions of dollars of assets for the public, and they require maintenance.”

on discrimination claims The school district was accused of discriminating against disabled students by relying on ‘overtly punitive’ disciplinary tactics.

On Tuesday, Aug. 3, the Department of Justice announced a settlement agreement with Volusia County Schools “to address the district’s systemic and discriminatory practices that punish students with disabilities for their disability-related behavior and deny them equal access to VCS’s programs and services,” according to a press release by DOJ. The settlement agreement states that an investigation was opened in April 2018 in response to a complaint involving 11 students with disabilities — nine of whom are autistic — whom the district discriminated against by relying on “overtly punitive” disciplinary tactics and law enforcement to address known behaviors due to their disabilities. These include regularly having parents or guardians pick them up from school, staff telling parents or guardians to keep the student home, formal suspensions, and having the students removed from campus by misusing the Baker Act.

The investigation also found that VCS staff often failed to implement necessary behavioral supports and lacked training on how to properly respond to students’ disability-related behavior,” the press release states.

“Students should never be denied their education on the basis of disability, and we will not yield until the full measure of rights guaranteed by the ADA is a reality for all,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division in the press release. “The department is committed to enforcing the law to make sure schools meet the needs and respect the rights of all their students.”

As a result of the settlement, VCS has to review and amend all its written policies and procedures relating to students with disabilities, to be submitted to the DOJ within 150 days for review.

The school district will now be required to implement a system to track all removals of students with disabilities from classroom instruction. All employees who work with autistic students will also be required to go through a mandatory training program, to be developed by VCS. The Ormond Beach Observer reached out to VCS for comment, but did not receive a response in time for publication.

made substantial improvements in recent years to be ahead of the curve with this goal,” Finley said.

“Two significant projects recently completed are the construction of a new 2-million-gallon reclaimed water storage tank at our Breakaway Trails Utility site, and the expansion of our reclaimed water distribution system to the majority of the City’s South Peninsula.”

Ormond Beach is currently permitted to pump 6 million gallons per day of surface water discharge into the river. According to the staff reports from the last two weeks (July 23 and July 30), the city has released 1.32 million gallons of surface water discharge into the river per day.

Should federal funds be used to get started on large water quality improvement projects, or should the city focus on fixing its current utility infrastructure?

With $4.9 million of American Rescue Plan Act funds included in the upcoming fiscal year’s budget, the Ormond Beach City Commissioners were divided at their meeting on Tuesday, Aug. 4, on how to best use those dollars: Two commissioners wanted to put them toward largescale water quality projects, and the rest wished to go along with city’s staffs recommendation to use the funds toward infrastructure improvements to stave off a larger water and sewer rate increase.

The city of Ormond Beach is planning for a 1.7% rate increase, but the ARPA funds would help fund the remainder of utility infrastructure projects that would otherwise call for a 3.5% rate increase. But, Commissioners Dwight Selby and Rob Littleton felt that the ARPA funds would be best used for “extraordinary” water quality projects, such as looking into ways to reduce the amount of reuse water the city pumps into the Halifax River.

“I would like to see us use that money for that and not for what I would call ordinary and customary repairs and improvements to our existing water/wastewater system instead,” said Selby, who along with Commissioner Susan Persis attended the meeting via Zoom for health-related reasons. Persis later revealed in the meeting that she had contracted COVID-19.

NO WINNERS OR LOSERS

SPENDING DOLLARS RESPONSIBLY

Mayor Bill Partington said that, without knowing how they would specifically use the ARPA funds, he felt like their responsibility was to spend them in a way to benefit the majority of residents, rather than pick “winners and losers” on certain projects. While cities want to eliminate all reuse pumped into the river if possible, the mayor said the issue didn’t bother him.

“Honestly, reuse water is probably one of the cleanest things that goes into that river,” Partington sad. “People don’t realize that the reuse water is treated to a level

that’s almost drinkable — frankly, is drinkable, and so putting it into the Halifax improves the quality of the Halifax, as far as I’m concerned based on my tours of the plant and the understanding of the process of how we create reuse water that people use to sprinkle on their lawns and then whatever is left over, when it is left over, goes into the river.”

The city’s reuse water is not potable and is meant for people to use for irrigation purposes only.

Looming on the horizon are also the effects of Senate Bill 64, which was signed by the governor earlier this summer. Utility providers like the city of Ormond Beach who dispose of surface water

discharge will need to submit a plan to the Department of Environmental Protection by Nov. 1 to eliminate all surface water discharges by Jan. 1, 2032. Ormond Beach Public Works Director said in an email that, when the city’s storage is full and they have to discharge water into the river, it treats the effluent to reduce the amount of chlorine present. The water is also treated to reduce nutrient loads from nitrogen and phosphorus.

Discharge mainly occurs during the rainier periods, such as we’ve had recently, he explained.

“The city, aided by St. Johns River Water Management District cooperative funding grants have

Littleton said the city’s current plan to use the ARPA funds is pushing rate increases off into the future.

“I truly want to have a positive impact on the environment with this money, and something generational,” Littleton said. “I think this money and how we spend it here can have that type of impact.”

Initially, the item failed 3-2 because Persis agreed with Selby and Littleton, but later changed her mind and vote, flipping it to pass 3-2, with only Littleton and Selby voting against the plan.

Selby had pulled the capital improvement plan item from the consent agenda due to this reason, along with some questions he had regarding a downtown water taxi line item, which was renamed to “downtown transportation alternatives” to further explore other options. The city is budgeting $50,000 toward this effort.

Students from six local high schools have their art on display at the Volusia County Schools’ Art Stars of Volusia County High School Exhibition at The Hub on Canal in New Smyrna Beach.

The display in the Founders Gallery opened on Saturday, Aug. 7, and will continue through Aug. 29. According to a press release by Volusia County Schools, the show consists of 2D and 3D art, as well as photography created by VCS’ Advanced Art Programs students. The annual exhibition showcases top artwork from the VCS Spring 2021 Exhibition and State Art Award recipients, and include winners and standouts from the Scholastic State Art Exhibition, Volusia Students Create, Volusia Select and individual high school exhibitions.

The public is invited to see their art. The free display is open 10 a.m. to 5 p.m. Monday through Saturday, and 10 a.m. to 2 p.m. on Sundays.

One Daytona’s art festival took place in November 2020, and drew over 90 artists and provided Volusia County Schools’ visual art programs with a $15,000 donation, as well as a $5,000 donation to ArtHaus.

The Innovative FOTO Photo booth is located on the main street of One Daytona and the mural displays pink flamingos, connecting it with the destination’s public art program.

This is the first time One Daytona has been recognized at the ICSC Global Awards.

FREE PET MICROCHIPPING EVENT Volusia County Animal Services will be offering free microchipping during a community event scheduled for Aug. 14, at its Anima Services’ headquarters at 1250 Indian Lake Road.

This drive-thru pet microchip event will take place from 8 a.m. to 4 p.m., and the first 300 vehicles will get a free pet disaster kit.

“But in fact, we surpassed our goal,” she said.

The program has provided more than 120,000 backpacks to area schoolchildren in the past 26 years.

Aug. 3, the chief operating officer of the Richmond Ambulance Authority was selected to become Volusia County’s new emergency medical services director.

Michael Colman brings 29 years of EMS and public safety experience to his new job with the county. He replaces former EMS Director Jason Brady, who left the county in June to take a position with the University HospitalRutgers in Newark, New Jersey. In collaboration with area hospitals and municipal fire departments, Volusia County EMS provides pre-hospital 911 medical care and transportation in the county — averaging in excess of 60,000 transports per year. County Manager George Recktenwald selected Colman for the position and on Tuesday, Aug. 3, the County Council unanimously confirmed his appointment.

Recktenwald noted that Colman’s background includes expertise in areas that are directly

relevant to Volusia County, such special event management and a nurse triage program integrated into dispatch operations similar to like what Volusia uses.

“I’m confident that Michael will be a great fit for our organization,” Recktenwald said, After the council’s confirmation vote, Colman got a warm welcome from Councilwoman Heather Post.

“I’m very hopeful and looking forward to your service as our new emergency medical services director,” Post said. “I’m really looking forward to you taking us to a new level.”

Colman has been with the Richmond Ambulance Authority since 2018. Prior to that, he held a number of positions with the Atlanta-based Grady Health System going back to 2009, including director of EMS operations, vice president EMS/mobile advance practice, vice president of EMS operations and director of EMS education and training. He also led Grady Health Systems’ special event team and has served as a paramedic, a flight paramedic

County Council confirms new EMS director Michael Colman brings 29 years of EMS and public safety experience to his new job with the county.

and was the lead instructor for the paramedic program at Gwinnett Technical College. And now, Colman is anxious to put his skills to work for the Volusia County community.

“I’m super excited about the opportunity,” Colman said. “I’m really excited to get started.”

Colman has a bachelor’s degree in applied science from Clayton State University and a master’s degree in public administration from Columbus State University.

He has won several prestigious awards during his career, including the Old Dominion EMS Alliance outstanding EMS leadership award, the EMS pioneer award and the EMS service director of the year award. While at Grady Health System, Colman created an alternate destination program pairing an EMS mobile crisis unit with embedded mental health social workers – a program that was recognized by George Washington University.

With the first day of school just around the corner, Volusia County Schools is starting the school year with 82 classroom instructional vacancies, a decrease from the 144 vacancies presented to the School Board in May. VCS Superintendent Scott Fritz said at the School Board meeting

on Tuesday, Aug. 10, that numbers are changing continuously.

Overall though, he was pleased with the district’s efforts.

EATING WHILE DRIVING 1:35 p.m. — 100 block of Ocean Shore Boulevard DUI. A 70-year-old Daytona Beach woman was charged with driving under the influence after police report she caused a three-car crash, which she said occurred because she got distracted as she tried to eat a pizza while driving.

The report details there indeed was a large pizza in the front passenger seat area “that was obviously disturbed in relation to the crash.”The woman first struck a parked vehicle in the city roadway, and that vehicle was impacted enough to strike the third vehicle parked in front of it.

The woman had a large bruise on her forehead, but police noted

she seemed unaware of this injury. As she appeared confused, the reporting officer asked her a few questions, to which the woman gave the wrong reply. One of the questions asked was about who the president was, whom the woman replied was “Mr. Bush.”

She was asked to complete a series of field sobriety exercises, which she failed. Police asked her if she had been taking any medications, and the woman provided the reporting officer with a list. Out of concern for her, the report states, the woman was transported to the hospital.

VCS currently has 30 schools with no classroom vacancies, three of which are in Ormond Beach: Ormond Beach Elementary, Pathways Elementary and Tomoka Elementary.

Overall in district four, there are eight classroom vacancies, and four non-classroom instructional vacancies. Teachers began preplanning on Tuesday, Aug. 10, and thus a hiring freeze on all instructional hiring was put in place. Of the 82 classroom vacancies, nine

STREET PERFORMER 10:35 a.m. — 800 block of South Atlantic Avenue Trespassing. Police arrested a 29-year-old transient man who was “acting erratically” in a local park, according to his arrest report.

When the reporting officer arrived on the scene, a city park services employee told him he was concerned the man was under the influence of narcotics.

The officer approached the man, and while speaking with him, the man began singing. He did, however, pay attention to the officer and respond when he was asked questions.

Seeing as the man had a previous trespass warning for the park, he was taken to jail.

Fritz said the school district is developing a plan to make sure all classroom vacancies are addressed for the first day of school. That entails working with the school teams first, as the district wants there to be consistency regarding instructional personnel, but Fritz said the district may also send some of its own employees to lend a hand as well.

“We don’t want our district people to be going out to schools forever, but they can go out for a couple of days to help out to get things ready if needed,” Fritz said.

“We’ll be meeting with our principals between now and Friday, developing those plans so that every child has a teacher in their classroom for Aug. 16.”

ICE CREAM HEIST 3:57 p.m. — 300 block of Nova Road Larceny. Four teenagers were issued a trespass warning from a local fast food restaurant after they stole a box of ice cream from their cake case.

Police found the four teens, plus two others, at a nearby park, and they eventually admitted to taking the ice cream, which they had already consumed by the time officers arrived.

Their parents were contacted.

The fast food restaurant owner did not want to pursue charges, but did want the teens trespassed.

PREPARE Tropical Storm Fred approaches Florida With the rapid approach of the peak of the hurricane season, Tropical Storm Fred serves as a reminder that it is never too early to be prepared. At the very least, the tropical system is likely to put a damper on this weekend’s weather.

Volusia County Emergency Management stated on its Facebook page on Tuesday, Aug. 10, that it is keeping a close eye on the tropics this week.

At this time, Volusia County is not expected to see major impacts from the storm, the post reads, but that rainy weather should be anticipated for this weekend.

According to the National Hurricane Center, south Florida could start seeing impacts from the storm as early as 2 a.m. Saturday.

Masks remain optional for Volusia County students for the upcoming school year, but in light of the rising COVID-19 infections, Volusia County Schools may implement a 30-day mandatory face covering policy for its employees.

After the School Board listened at its meeting on Tuesday, Aug. 10, to impassioned pleas from parents, students and community members on both sides of the mask debate, VCS Superintendent Scott Fritz said the school district found themselves between a “rock and a hard place.”

The governor’s July 30 executive order prohibiting school boards from putting mask mandates in place also threatens “noncompliant school boards” with withholding state funds.

As a superintendent, Fritz said he “strongly recommended” the use of face coverings and that people take the COVID-19 vaccine.

“Those are recommendations I wish people would take to heart,” he said.

Though VCS could have taken a stand similar to Orange County Public Schools and Seminole County Public Schools, districts which have put in place a mandatory face covering policy with an opt-out option for parents, Fritz said the enforcement of such a policy would create a burden on teachers and school staff.

Fritz said he would be meeting with school principals on Wednesday, Aug. 11 instead, and after that, he may explore a mandatory face covering policy for staff. The first day of school is Aug. 16. One school’s entire administration team is already absent because they have all contracted COVID-19, Fritz later revealed to the board.

School Board member Jamie Haynes said she stood for optional masks, and defended herself against claims she was an “anti-masker” following the July 27 School Board meeting where she challenged Volusia County Health Department Administrator Patricia Boswell on COVID-19 data. Last year when masks were mandated in schools, she said she wore one to every campus she visited, and did so correctly.

However, she observed campuses where people were not following the policy.

VCS had its optional mask policy in place in time for summer school, and Haynes counted it as a success.

“It was hit or miss who had it on, but what I saw was, I saw happy kids,” she said.

School Board member Carl Persis said he supported the optional face covering policy the board put in place on June 14. He feared that an opt-in policy would create a difficult paper trail to keep track of, but was in favor for temporarily mandating masks for employees.

“We just can’t afford to have

“It’s my opinion that the threat of denying board members, superintendents or anyone else their compensation if they engage in enacting a policy that they deem in their district is the appropriate policy for the protection of children would be unconstitutional and illegal,” Doran said. “I also believe that the executive order that a governor enters, when you are not under a state of emergency, to prohibit school districts from passing mask mandates is equally unconstitutional and unenforceable.”

Ultimately, Doran said the executive order’s fate would be for the judicial system to decide. If Volusia County Schools moved forward with a mandatory mask policy, the district would run the risk of going to court over it.

Superintendent Scott Fritz said that wouldn’t be the right approach for them to take.

School Board Chair Linda Cuthbert expressed her frustrations with the executive order, saying it put all the school districts at a disadvantage; no matter what is done, some may object on the grounds their rights are being infringed upon.

“Threatening elected officials who are constitutional officers who are supposed to govern their own district in their own way, is governmental overreach,” Cuthbert said. “We have all been elected by each of our districts.

We’ve been entrusted to do what’s best for all of our constituents, so to bring in the politics is not good.”

“We have to trust our parents to do what is best for their children,” she said. “As much as I would like to protect everyone, I think we’ve been put in a position that we’re unable to, and it tears me apart.”

n Saturday, July 31, the Museum of Arts and Sciences opened the fourth installment of the annual Beaux Arts Group of Central Florida exhibition titled, “A Symphony of Color.”

The Beaux Arts Group of Central Florida was founded in 1962 by the students of the late Lillian “Lu” Belmont of New York City. The group is comprised of 50 professional artists, working in all mediums, who place a strong emphasis on experimental creative approaches brought to quality design conception and techniques. The artists are encouraged to expand their horizons and constantly stretch their abilities.

The following is the curator’s statement by exhibition curator, Peggy Banks of the Beaux Arts Group: “Color is a deep and mysterious language. It is the most expressive element, stronger than line, shape, space, value, texture, or form. It has the power to convey mood or temperament creative evocative or provocative reactions. Color speaks to us. Color is visual poetry felt in the soul.

“Light travels to Earth from the sun in waves. We see the waves as the colors of the rainbow. Each color has a different wavelength.

Charles Schaefer, one of Florida’s award winning oil plein aire artists will open his newest exhibition, “A Cool Breeze and A Brush,” at Ocean Art Gallery, located at 197 E. Granada Blvd. at 5:30 p.m. Thursday, August 12.

At 6 p.m., Schaefer will share with the audience a special presentation entitled “A Plein Aire Artist’s Old Florida,” a personal look at his life and art in direct connection with the gallery’s summerlong artistic theme “Old Florida.”

Schaefer has long lived by a mantra learned years ago: “Do what you love, make it your passion.” His paintings express his love of life and the nature found everywhere in Florida. This intensity was recognized by the Epcot Theme Park when for 12 years he was one of 16 plein aire artists juried into the Art in the Garden event during Epcot’s International Flower & Garden Festival. For several years he served as the Director of this prestigious event.

ancy Baur Dillen will showcase her nature-inspired, realistic-fantasy oil paintings in Ormond Memorial Art Museum’s pop-up window exhibit at 9 W. Granada Blvd., Aug. 3-30. The featured paintings portray her studies of nature that take a detailed and abstracted look inside life within the Smoky Mountains. Mixing her own bright colors using paint medium, dry pigment and burnt plate oil, she creates layers of glazed color that capture light, shadow and unique compositions of nature’s woodland life that we might otherwise fail to notice.

Dillen’s “Overlook” painting pulls the viewer in to look at the beauty of the flowers over

the water but leaves the mind to wonder what might be happening elsewhere in the painted scene.

Her painting “Blue Ribbon Trail” also takes one into a daydream state of cascading branches, vines, and roots, while a hidden blue ribbon of light guides the way through the painting, marking the trail.

Dillen combines reality and fantasy in her artwork. She says that she has “created magically realistic oil paintings and drawings based on reality and fantasy flipping from one to the other as the spirit hits.”

“My work expresses these flights of fancy in an enchanting way and reflects my intrigue with color and space within the setting,” she said. “Merging the real, and unreal, the romantic and the dramatic allows me to accept things as they are and to dream and play.”

In the painting “Time Steps,” Dillen’s imagination and tone explores, “life’s pulse as cyclical, moving through seasons, nature’s call, and human steps.”

She uses color to mark foliage in changing seasons and imagery of clocks, steps, and vines to portray time, journey and growth. Hidden symbols of faces and animals represent the soul and spirit world.

Currently, Dillen is a full-time professional artist residing in Melbourne. Her love of art came from her education background and 35 years of teaching. As a graduate of Florida State University with a master’s in Art Education and Constructive Design, her professional career blossomed into instructing at Brevard Community College. She now thrives on creating art for public spaces, exhibiting in art shows, and conducting workshops.

Halifax Humane Society’s summer camp teaches kids to respect animals

T

he Halifax Humane Society held its last Pals of Animal Welfare and Sheltering summer camp of the season Aug. 9-13 for a group of 25 children ranging in age from 8 to 13.

According to HHS Community Outreach Director Barry KuKes, the shelter has been offering summer camps for 20 years and have always sold out. Ths year, HHS was able to increase the spots available from 20 to 25 camp participants per week, and as a result, it was necessary to have four student volunteers from both Calvary Christian Academy and Silver Sands Middle School, to assist with the activities.

Camp curriculum is a combined effort of Kiana Gay, HHS’ volunteer manager; and Camp Coordinator Emily Carnes, who based their decisions on the age range of the kids attending that particular week. The last week consisted of

an older group, which made it easier to execute multiple enrichment treat activities and increase the complexity of the games.

“We are creating a new generation of caring human beings who love animals,” Gay said. “Hopefully they will come back and volunteer or adopt a pet of their own.”

Throughout the week, campers crafted treats for the shelter animals along with cat toys made from bottle caps, streamers and pipe cleaners. Once completed, the kids got to interact with the dogs and cats by offering them a treat or toy. They were instrumental in helping out with the animals in the kennels which has proven to be an essential moral booster for both parties.

Self-professed “cat lady” and the proud owner of five cats, camper Charli Martin summed up her interaction with the animals during camp week.

“The animals like to speak to me,” she said. “I want to adopt all the cats, including the grumpy ones.”

Presentations were also part of the camp agenda, which included a variety of volunteers who spoke to the campers about wildlife and the important roles

The Florida Fish and Wildlife Conservation Commission taught the campers about black bears while the Volusia County Mosquito Control explained the potential dangers of the insect along with steps to take to reduce its presence. Paws of War also shared their emotional support dogs with the kids and taught them about how they rescue shelter dogs for their mission to help veterans and first responders.

LEARNING FROM A PRO Mimi Munro instills love of surfing in her campers MICHELE MEYERS CONTRIBUTING WRITER

M

imi Munro’s five surfers huddled under a tent emblazoned with the motto, “Cultivating a love for surfing and respect for our oceans,” on Sunday, Aug. 8, just north of Ormond Beach’s Andy Romano Beachfront Park.

It was Munro’s last surf camp of the season.

Munro learned how to surf at

the age of 10 and quickly became a local surf legend from the mid to late 1960s. Professional surfers, paid by sponsors to travel and represent products, were not commonplace at the time, but for five years, Munro surfed competitively with the help of her surf team’s coach. He would pick her up at the onset of summer and travel up the east coast to surfing events.

According to surfingwalkoffame.com, Munro was the 1964 Florida State Champion at the age of 12 and followed it up with back-to-back East Coast Surfing Championships in 1965 and 1966, wrapping up the last year with a third place at the World Surfing Championships held in San Diego.

“It doesn’t matter how good of a surfer you are,” Munro said. “I tell the kids, I don’t care how you surf. What I care about is your attitude in the water and your kindness. Don’t take any attitudes in the ocean.”

Mimi Munro Surfing Camps LLC has thrived for 20 years and continues to be a draw for local families. Depending upon their age and experience, Munro and her assistant of 13 years, Michelle Ballve, ordinarily walk the campers through surfing basics by starting with board preparation and progressing to pop up practice on the sand. Emphasis is also put on the importance of sunscreen and its reapplication, consistent hydration and the necessity of wearing a rash guard. Both women believe that surfing can be a lifetime sport if surfers are taught to respect the ocean and understand how to handle a board safely to avoid injuries.

Munro continues to be fully invested in passing on the surfing lifestyle and mindset.

“Mimi’s out here,” Ballve said.

“She’s got her kids surfing. She’s got her grandkids surfing. It’s awesome. It’s like the family that surf’s together, stays together.”

n July 28, I was playing a round of golf at Daytona Beach Golf Club, North Course, in a foursome with friends John Macaluso, Glenn Smith, and Chuck Collins. Playing from the white tees, I started the round with birdie, par bogie, on the fourth hole made an easy 2-putt par. Due to the fact that my drives on the first and fourth holes were long and straight, I approached the par-4 fifth hole feeling cautiously optimistic that today my driver

could carry over the water on my tee shot and land somewhere on or near the green. The safer shot would have been to hit an iron out to the fairway and then hitting my second shot over the pond to the green. I have attempted to hit my driver over the water directly at the green a number of times in the past and many of those attempts unfortunately either sliced into the pond that protects the green or landed in the bunker to the left of the green.

As I looked out from the teeing area, it would be necessary to hit my driver over a few tall trees that are positioned in front of the pond and keep the ball on a straight line

My next thought was, “Maybe the ball did not clear the protecting bunker as it first appeared.” As I walked on the green toward the bunker, I passed the flagstick and looked down. I was frozen for a few seconds as I gazed at the ball at the bottom of the cup, then I raised my arms and yelled, “It’s in the hole.”

As my playing partners rushed to witness the ball in the hole, we began celebrating on the green and took pictures of me smiling as I pulled the ball from the hole.

My friend John called the Club House to report what had just happened on the fifth hole, and I began texting the photo to friends and family. Before playing the next hole, I place the albatross ball into my golf bag pocket for safe keeping and to be mounted in a case with 5 other hole-inone balls dating back to my first in 1989. But this hole in one is different from my other five as it was on a par 4, not on a par 3.

After finishing my special round of golf, we stopped at the club house, where I was provided with a hole-in-one certificate and a well done by the golf course staff. My friends and I celebrated at the golf course restaurant where I found myself buying lunch and beverages for the group.

After some research, according to Golf World writer Bill Fields, the odds of an albatross are estimated 6 million to 1. Apparently, the odds of being struck by lightning are 500,000 to 1 in a given year. I find myself in the grand company of golf legends like Tom Morris Jr., who recorded the first albatross, on Sept. 15, 1870.

It was most certainly a memorable golf day, and to quote Bill Murray who appropriately said in Caddy Shack: “It’s a Cinderella story.”

to the green. Otherwise, the ball would either slice into the water or hook into other trees to the left of the green. Before setting myself into position to make my swing, I was trying to stay calm by being aware of my breathing and to not let negative thoughts dominate my mind.

I teed a ball that I pulled out of my bag, a TaylorMade TP5x, slightly higher than usual to get early loft to carry the trees with my M1 TaylorMade driver. I aligned the logo on the ball to the flagstick and positioned my feet with the ball toward the heel of my left foot.

My dominant thought just before making my swing was to turn my body with even tempo and to follow through to the target. I did not rush my swing and turned my shoulders and hips without stress.

I did not rush my downswing and made solid contact with the ball.

My head followed the ball, which easily carried the tops of the trees and flew straight as an arrow passing over the water and the sand trap protecting the green. I could then see the ball bounce onto the green, but I couldn’t see where it finished.

I was ecstatic that the shot had successfully achieved my objective of hitting the green in one shot. My playing partners were very congratulatory as we highfived each other. Once each of my playing partners hit their next shots across the water to the green, we all drove up to play our next shots. As we drove up, I was looking for my ball and was disappointed not see it anywhere on the green. I got out of the cart and walked around the rough area and far sand trap and still couldn’t locate my ball. My partners were also hunting for my ball as we were all curious as to where it was.
