Ormond Beach plans to increase taxes, utility bills

How to pay for water quality?

The Ormond Beach City Commission reached a consensus at its July 13 workshop to keep the tax rate the same as it was last year — 4.0308 mills — contributing to an overall budget that would be 5.4% higher than it was last year. City Commissioner Dwight Selby was the only one who favored a lower tax rate; Commissioner Rob Littleton said he felt it was appropriate to collect more money this year, considering the high inflation rate in the economy.

In addition to the higher tax rate, which will result in a home worth $250,000 to pay an average of $23.18 more in taxes for the year, the water utility rates are also proposed to increase by $2.45 per month starting on Oct. 1, 2021, and by another $2.70 per month starting Sept. 30, 2022.

There was some debate at the July 13 workshop as to how to fund water quality improvements. Increasing utility rates will help, but city staff proposed funding the rest with $4.9 million of federal money from the American Rescue Plan Act. City Commissioner Dwight Selby preferred using that “windfall” sum for projects that normally are too big to fit into the budget, such as converting Ormond Beach septic tanks to sewer, and increasing capacity for reuse water so that the city could discharge less wastewater into the Halifax River.

However, using the ARPA funds for new projects would necessitate raising water utility bills even more than the staff had recommended.

Commissioner Troy Kent didn’t want to ask residents to pay more. “Keeping it the way it is helps them keep more jingle in their jeans,” he said.

Instead, city staff will prepare plans for how to address those projects in future budgets.

Ormond Beach’s utility rates are currently about $38 less per month than Daytona Beach’s rates and have not kept up with maintenance needs, according to Public Works Director Shawn Finley.

Property values in the city are up 5.53%, according to Finance Director Kelly McGuire.

The tentative budget of $101.7 million includes $15.9 million in capital projects, new vehicles and equipment.

Most of the capital dollars “are funded from our dedicated capital funds, which allows us to pay as we go to repair, replace and innovate without borrowing money,” City Manager Joyce Shanahan reported.

The budget is designed to address three of the City Commission’s strategic goals:

First, public safety. If the budget is approved, a new Public Safety Fund will be created, funded by16 cents for every $1,000 of taxable property value. The fund would be used for equipment for the Ormond Beach Police Department and the Fire Department.

Second, transportation.

The proposed budget contains $750,000 for road rehabilitation, up 150% from last year.

Third, water quality. The proposed budget contains $6,988,500, an increase of $2.91 million from fiscal year 2020-2021, for essential capital infrastructure repair and improvements.

Questions about water taxi project City staff proposed spending $50,000 to design a dock that would provide an opportunity to create a water taxi to bring pedestrians back and forth across the Halifax River. That project will be delayed.

nswayed by 100 emails, 25 public speakers and two impassioned pleas by their colleagues, City Commissioners Troy Kent, Susan Persis and Rob Littleton stood firm in their decision, at a July 13 special meeting, to demolish the former Union Church on North Beach Street.

Of the 25 who signed up to speak July 13, many were leaders of civic organizations, one was a childhood attendee of the former Union Church, and one said he married his wife there. The residents were united in asking for a six-month delay to explore options for saving the building or finding new uses for the property.

Many in the audience saw the 1960 church as a historic asset for the city, comparing it with The Casements and the Anderson-Price Memorial Building next door. “Once it’s gone, it’s gone forever,” said former Plan-

On May 4, the commission voted 3-2 (City Commissioner Dwight Selby and Mayor Bill Partington dissented) to demolish the building and construct a temporary, shell parking lot, but a public outcry inspired Partington to call the July 13 meeting.

The city had purchased the property, which includes a riverside parcel, in 2018 for $729,000.

The parking lot is estimated to cost an additional $125,579, according to city documents.

City Commissioner Dwight Selby and Mayor Bill Partington tried to change Littleton’s mind on July 13, but Littleton said the time for residents to come up with a viable use for the church had passed. No good plan has been proposed since it was purchased in 2018.

“I was looking for a justification to change my vote,” Littleton said. That justification would have been in the form of “a plan, with money attached in some

THE DEBATE

Selby gently pressed Littleton, asking, “What’s the rush” to demolish the building? And, considering the delays in public process due to the pandemic, Selby said, “This is the first opportunity they’ve even had to begin to tell us [a plan].”

The crowd erupted in applause, and Selby continued trying to persuade Littleton: “I think we owe it to them to let them come up with a plan and see whether or not it’s good enough.”

Littleton’s rebuttal was that, after three years, delaying further was “a fool’s errand.” He said it’s time to turn the property into something useful for the community.

Partington said that of 100 emails he’d received on the subject, only two or three were in favor of tearing down the church.

“Overwhelmingly, our residents want to do something that saves that property as a public use in some form or fashion,” he said. “It’s dangerous not to listen to our residents. … I would hope that someone [on the commission] would change their mind.”

In his final comments, Partington again told Kent, Persis and Littleton: “Ignoring the voice of the people, not listening to your residents, is a very dangerous, dangerous thing to do. … This is an opportunity to be a hero or not.”

WORTH SAVING?

Many of the residents said they had taken tours of the church and had concluded that renovating it might cost less money than the city’s previous presentations had suggested. But Persis felt the opposite.

Three construction experts had toured the church with her recently, she said, and they pointed out many problems: termites, rodents, asbestos, unsalvageable windows and doors. Moreover, she said, although it may have

been designed by a renowned architect, “The building was built at a cheaper cost.” For example, the colorful glass in the A-frame is not actual stained glass — “it’s just painted.”

Persis wants to put the property to good use for the city, she said, and demolition is unavoidable.

“I feel like it’s my responsibility,” she said. “I don’t want anyone in there. Because it’s a sick building; it needs to be torn down.”

Kent also was unswayed by the residents’ wishes. “After seeing what the consultants shared with us, I don’t believe that property is going to work for a community center,” he said, due in part to a lack of parking.

Like the other commissioners and the rest of the audience, Kent said he doesn’t want the property to become a parking lot in the long term, however. He suggested that the best outcome could be to sell the property at a profit for the city.

He said that although the residents are the “bosses” of the commissioners, the tough decisions ultimately have to be made by the commissioners.

THE PROCESS

Partington’s father, Bill Partington II, was one of the harshest critics. He said: “It’s time to admit that this could have been handled better, and delay the demolition until a study can be conducted.”

Others blamed the city for letting the building fall into disrepair.

Many also praised the city for holding the special meeting July 13 to listen to them, and Selby praised the residents for their civility.

“This is what makes Ormond Beach great,” Selby said. “This is the fabric of Ormond Beach, because people care about our city.”

Some, disappointed and frustrated as they exited City Hall, vowed to keep up the fight.

Cicadas are harmless, but they can be as loud as a jackhammer, and have a unique life cycle.

most Ormond Beach residents are probably familiar with the competing bands of our local cicadas, from the zit-zit-zit-zit of the seaside cicada to the soft buzz of the swamp cicada that crescendos and pulsates and then tapers off in a diminuendo in the early mornings.

Chances are you haven’t seen these cicadas. Even if you have, you may not be able to tell one species from another. And yet each has its own distinct song.

“Of the nearly 200 species of cicadas found in the United States, you can count on one hand the life cycles we know about in any appreciable detail,” said Brian Stucky, a scientist at the University of Florida who earned his PhD studying the relationship between cicadas and parasitic flies. “There’s still so much to uncover.”

his summer, the United States will host one of nature’s wildest concerts filled with sex, drugs, and rock’n roll. The stars of the show? Billions of cicadas that have been hiding underground for up to 17 years.

The life cycle of cicadas is one of the most intriguing sagas in the animal kingdom, filled with mysteries that perplex biologists. Perhaps the most dramatic example is the group of species known as “periodical” cicadas— these insects spend 13–17 years of their life in solitary confinement underground to emerge in the billions for one month of summer.

We won’t see periodical cicadas in north-central Florida, but

One of the species that emerges first is called the hieroglyphic cicada: From early June through July, these insects produce a discordant droning that has been described as sounding like the engine of a model airplane.

Most cicadas hatch from trees and fall to the ground, where they burrow and spend up to 99.7% of their lives as nymphs. Underground, they seem to lead a pretty dull life, sucking up sap from roots.

For some context, the average human lifespan is approximately 79 years. If you lived the cicada life cycle, you would spend about 78 years and 10 months in your eccentric uncle’s underground bunker, then emerge for two months to search for and hopefully find your soul mate before you die.

“The question is how and why do periodical cicadas have such a unique life cycle with such a tight synchrony?” Stucky said.

The current hypothesis supposes that periodical cicadas evolved this life cycle as a means to avoid predation: Basically, most predators would die off quickly if they waited for cicada broods to emerge. You’d starve, too, if you had to wait 13 to 17 years between meals.

No one knows how cicadas can tell when it’s time to emerge. One key factor is soil temperature, but this doesn’t account for the years-long timer.

their way to the surface, hook themselves at the base of a tree, and molt one last time, leaving an empty husk of their old selves as they emerge into adulthood and fly off. You may see these husks clinging to the bark of trees.

The next 4–6 weeks of a cicada’s life is spent in a frenzied search for mates, to begin the cycle all over again. The method of attracting potential mates? Making lots of noise.

Construction workers sometimes say that cicadas are drawn to the noise of their equipment. One report says that some species can produce a sound in the 100-decibel range, the same intensity as a jackhammer.

CICADA SONGS

“Cicadas make sounds for two main reasons: to attract a mate and to startle predators,” said Stucky. Males congregate into choral groups, maneuvering special organs on their abdomens that have evolved for making sound. These organs, called tymbals, consist of a ribbed membrane stretched taught like a drum. Muscles on the inside of the membrane will contract, collapsing the ribs.

When the muscles relax, the ribs snap back into place, producing a clicking sound.

“It’s like if you squeezed an empty soda can in your hand and then let go,” explained Stucky.

“Then when the can snaps back into place, it makes a crinkling sound.” In general, only the male cicadas sing.

Females may be mute, but they are acute listeners. They’ll listen to the different musical arrangements—a cacophony of discordant sounds, like trying to pick out the voice of Ed Sheeran while Josh Groban and Louis Armstrong and Billy Joel imitators are all singing different songs. No one really knows what makes one cicada’s song stand out from the rest.

When a female hears something she likes, she’ll find the crooning male herself. In some species, females will flick their wings at the males to catch the attention of their future lovers.

THE PARASITES

As you might imagine, all that ruckus also attracts unwanted attention. Parasitic flies such as Emblemasoma erro listen for the

male cicada’s song.

A pregnant female fly will then stalk the cicada, waiting, biding its time. When the cicada takes flight, the fly will zip out—“Faster than you’re able to see,” Stucky explained—and in mid-flight the fly will dip down its abdomen, depositing its living larvae to burrow into the cicada’s body.

The larvae will eventually eat the cicada from the inside out.

“For the most part these flies parasitize male cicadas,” Stucky said. These parasitic flies have been documented to infest swamp cicadas here central Florida. It’s unclear whether these flies attack periodical cicadas.

Periodical cicadas have an even more specialized parasite, one that has actually managed to synchronize itself to their 13–17-year life cycle, rendering their primary defense useless. This predator is a fungus, Massospora cicadina.

It also prefers male cicadas, creating a yellow plug of fungal spores that replaces the cicadas’ abdomens. The spores hijack the male’s nervous system and cause him to flick his wings. This behavior is often used by female cicadas to attract a male during mating, meaning that the Massospora fungus manipulates its dying victims to lure other males close enough for the spores to spread.

Cicadas themselves are harmless—they don’t bite or sting, nor do they damage property or eat our crops. Early settlers of North America thought of cicadas like plagues of locusts described in the Bible. While their sheer numbers may seem biblical and their sounds may be a persistent reminder of an unseen presence, these insects keep to themselves. They don’t have time for anything else. For insects that only spend a fraction of their lives above ground, they’re focused on one thing only: find their soulmate and make babies.

“The life cycle of these insects is really amazing,” Stucky said.

“They live quite a long time, but so little of their life is actually known by humans.”

So when you walk outside and hear that constant, rattling trill of the lyric cicada in your backyard, think of the short flings happening across the stage of the whole United States. Maybe take a break from thinking about the buzz of your own short life and take a moment to enjoy nature’s summer symphony.

House leader: Find cause of collapse before changing state building codes

As the investigation continues into the deadly condominium collapse in Surfside, a top Republican Florida House leader said Monday, July 12, that lawmakers don’t need to make immediate changes to state building codes.

Rep. Paul Renner, a Palm Coast Republican set to take over as House speaker following the 2022 elections, pointed to the inability of the Champlain Towers South condo association to quickly address safety and structural repairs needed for the once 12-story building.

“It will be something, I assure you, that we’re going to look at and address and determine whether the solutions are legislative or whether they’re an issue

of basically a breach of fiduciary duty on the part of the (condo association) board members,” Renner said during a video conference with reporters Monday.

Renner hosted Monday’s press conference to discuss plans by the Florida House Republican Campaign Committee, which he chairs, heading into next year’s elections.

The GOP leader cautioned against seeking legislative remedies before the actual cause of the South Florida disaster is determined.

Renner’s hesitancy to amend Florida building codes echoed sentiments expressed by Gov. Ron DeSantis, who last week said it remains unknown if the disaster will require extensive changes to issues such as building inspections or construction.

MY VIEW Editor’s Note: Bill Partington II, father of Mayor Bill Partington, submitted the following to the Ormond Beach City Commission in May and sent it to the Observer prior to the July 13 meeting.

No reason Beach Street church building should be demolished Dear Editor: The purchase of this property by the city will prove to have been a strategic move. Having control of the riverfront part of this property is of great value to the citizens of our city and represents a significant portion of the total purchase price of the entire property. Given that the parcel west of Beach Street does not appear to satisfy the use that was originally proposed, I have several questions about the future use for this western portion of the property.

Until recently access to the church sanctuary and educational building was prohibited.

I have some knowledge about rehabilitation of construction of the education building and former church office, an “L” shaped building at the rear of the parcel behind the sanctuary. While it appears to be full of mildew and in bad shape, the interior can be easily demolished leaving a perfectly good and extremely strong structure, including clean concrete floors, walls and ceiling, ready to be “built out.”

Upon examination of the sanctuary and social hall building, the main structure was built in 1960. I attended a wedding at the old original church build-

ing that was located closer to the corner of Lincoln and Beach Street in 1959. The social hall, kitchen, bathrooms, library and additional conference rooms were built after the sanctuary, I guess about 10 years after, or approximately 1970. That part of the building seems to be in overall good condition. There are obvious minor leaks in the flat roof sections of sanctuary, both in the entry vestibule and in the pulpit area. There are water stains on the high pitched roof in the eastern most section, indicating some roof problem there.

The air-conditioning duct work on the south aisle of the church appears to have a condensation leak causing some plaster to fall onto the floor.

My purpose in reciting my observations of the building conditions is to indicate that there are no significant structural or environmental problems that cannot be remedied that are readily apparent at this time.

Which leads me to possible uses of the existing structure in lieu of demolition. It also brings up the possibility of dividing the property into two parcels, East of Beach Street and West of Beach Street.

If the city is not interested in using the western portion of the property for the use imagined when it was purchased, might it be possible to solicit requests for proposal for possible community uses? This might even include selling the western parcel to a nonprofit if there was an acceptable proposed use that would be of great benefit to our citizens.

organizations that are interested in responding to the request for proposals, if the city was willing to consider this option.

I have proposed that 10 or more individuals might share in the purchase of the building to fend off demolition pending finding the building’s ultimate use. I understand that an RFP could be written in such a way that the city could consider any proposed use and development plan and decide what proposal would best meet the needs of the citizens of Ormond Beach, not necessarily the proposal that offered the highest dollar amount for the western portion of the property. Some of the uses that have heard are being considered are as “maker space,” entrepreneur start up or incubator space, rental meeting space for large or smaller meetings, a child or adult day care, and part or full-time shared house of worship for religious congregations.

Additionally, both our own Economic Development Director Brian Rademacher and Tom Daily at the Small Business Development Center at Daytona State have indicated an interest in helping to develop a business plan for possible uses.

When I searched the city’s website, here is a “fishbowl” question that was asked at a City community information meeting held at the Calvary Church: “Is there any historic value to the church on Beach St. & Lincoln?”

The city’s answer: “The property at 56 North Beach Street is on the City’s Local Landmark List and within the Lincoln Avenue Historic District. The site was designated based on a house at this location which was

constructed in 1940, but is no longer in existence. According to the Property Appraiser website, the church was constructed in 1976 and is not a historic structure.”

Today I know that this is totally inaccurate. Perhaps because of this inaccuracy, you took the property off the local official list of Historic Buildings in 2018.

So now I ask, would you consider selling or a long-term lease of the western parcel with the buildings? The only meeting I know of where the property was discussed was a City Commission Workshop where official action could not be taken. There was a three to two consensus at that meeting that the city manager be directed to investigate demolition of the building and the disposal of the contents of the building. Has there been any meeting that I may have missed where further discussion has occurred?

Thank you for your consideration. I hope that you will not vote to demolish the church at this evening’s meeting and will instead put it on “hold” until further options can be considered, including issuing a Request for Proposals for possible uses for the building that are beneficial to the citizens of Ormond Beach.

Strong condo sales and prices in June

Year to date, condo sales are up 72% and the median condo sales price rose 22% over the first half of 2020.

“We saw another uptick in sales during June at Daytona’s resort-style condotel buildings,” Wysocarski said. “The area continues to be an attractive spot for affordable vacation investments.”

June 2021 highlights of luxury condo sales in the Daytona Beach area include a $1,050,000 condo sale at Minorca Condos, New Smyrna Beach.

Year to date, condo sales are up 72% and the median condo sales price rose 22% vs. 2020.

Condo sales remained strong in June across the Daytona Beach area.

An analysis of Daytona Beach Multiple Listing Service data by Wyse Home Team Realty showed that 198 condo units were sold around the Daytona Beach area in April with a median sales price of $257,450. It’s a few units less than the number of condos sold in May and up 17% from June 2020.

Sales volume in June was up by more than $15 million from last year. And MLS reports show the median condo sales price in June was 14% higher than the median price in 2020.

“As anticipated, condo sales and prices remained steady during June,” said Ron Wysocarski, Broker and CEO of Wyse Home Team Realty in Port Orange. “And while Daytona Beach condo market conditions have been very strong, it remains to be seen if the recent collapse of a south Florida condo building will impact condo sales locally during July.”

ANATOMY LESSON 11:07 a.m. — 2200 block of Airport Road Criminal mischief. An amenity center employee reported discovering graffiti — including images of male genitalia — spray painted on a playground and other items. The employee said similar graffiti was found in the past, and he believes it is being done by a resident of the neighborhood. The investigation is ongoing.

GOLF CART STOLEN AGAIN 12:59 p.m. — 500 North Nova Road Grand theft. A golf cart was stolen from a shed — the same golf cart that had been previously stolen and recovered. This time, the thief unscrewed the bracket for the lock that had secured the door. Bolt cutters were collected to be processed for prints, but rainy weather made it impossible to find shoe prints that might match prior burglars’ prints.

PUNCH IN THE FACE GUARD 12:18 a.m. — 600 block of South Nova Road Criminal mischief. A customer

of a convenience store paid for some items with an EBT card.

When he was asked to also pay for the alcohol he had with him, the customer claimed he had already paid for it. He became increasingly hostile and punched the face guard partition in front of the register, breaking one of the suspended chains holding the guard in place. He then drove away in a car that had four doughnut wheels on it. The store will pursue charges.

COPS CORNER

CATERPILLAR THEFT 9:10 a.m. — first block of Trailmark Court Grand theft. A Caterpillar skid steer was reported missing from a construction site. The foreman looked all through the neighborhood but couldn’t find it, so he reported it stolen. The manufacturer said it was an older model, so there is no GPS tracking.

WAIT! DON’T TOW ME! 10:15 a.m. — 200 block of Cardinal Drive Abandoned vehicle. A car with a West Virginia tag was left on private property for two weeks, so the owner called the police. After a 24-hour notice, the vehicle was deemed to be abandoned, but, as a tow truck was hooking up the vehicle, the owner ran up and said not to tow the vehicle.

He said he is staying at a resort and checks on his vehicle every few days. The vehicle was moved by the owner.

JULY 9

DON’T VAPE ON ME 10:53 p.m. — first block of West Granada Boulevard Criminal mischief. Several officers were sent to break up a bar fight. It started when one man was irritated by another’s second-hand vape, so the offended party threw the “vape device” over a handrail to a concrete floor below. The “vape device,” a $150 value, was a total loss. The device thrower was handcuffed, but the victim said he wouldn’t press charges if the device was paid for.

AdventHealth reports findings of variants Doctors say vaccines will not only protect the community, but help reduce more mutations of the virus.

The number of COVID-19 patients hospitalized across AdventHealth’s hospitals in Central Florida jumped by about 100 during the past two weeks to about 310 as the hospital system is finding more cases of Delta, Gamma and other variants of the virus.

“The key to this, though, is that you are still protected from the Delta and Gamma variants if you are vaccinated,” said Dr. Steven R. Smith, AdventHealth’s chief scientific officer, at the July 8 Morning Briefing.

The vaccine not only keeps people safe, but significantly reduces transmission from person to person, which is how the virus mutates into more contagious and deadly strains, he said.

AdventHealth has submitted about 1,000 specimens from COVID-19 patients for testing with partners Helix, a population genomics company, and the Florida Department of Health. About half have turned up as variants of concern such as the Delta and Gamma strains, which are more contagious and potentially more fatal, Smith said.

Smith said it’s important for the hospital’s clinicians to know which variants are present in the community because specific types of early interventional treatments such as monoclonal antibodies are more effective on certain strains. Smith recommended that people who test positive for COVID-19 who have risk factors such as obesity, pul-

monary disease or other immunocompromising conditions see their doctors for those therapeutics, which are effective in keeping COVID-19 patients out of the hospital.

Dr. Khaled Fernainy, associate director of the Intensive Care Unit at AdventHealth Orlando, said it is still difficult, nearly 18 months after the start of the pandemic, to watch COVID-19 patients endure the isolation and physical impacts of the disease.

“The vast majority of folks in the ICU are unvaccinated and they tend to be younger,” he said.

“For a good portion of them these are avoidable hospitalizations that, for some, will change their lives.”

The vaccinated people in the ICU generally have significant comorbidities such as immunecompromising diseases that rendered the vaccine less effective against the disease, he said.

For now, Smith said the guidance from the Centers for Disease Control remains prudent related to masks: People who are vaccinated can go out into their communities without a mask. He cautioned, though, that if the rate of COVID infections continues to increase, some of that guidance may need to be adjusted.

istoric Ormond Beach’s fine art gallery and boutique owners welcomed art enthusiasts as they strolled along its sidewalks Saturday, July 3, during the city’s monthly First Saturday Art Walk. Artists created new works during live demonstrations as attendees watched and perused Granada Boulevard’s privately owned shops and studios.

At Thays Gallery and Art Studio, patrons listened to the chill reggae music of Brothers Within.

Travis Luther, the gallery’s featured artist, revealed to attendees how his three dimensional work evolved into its finished product.

“I barreled through 2020,” Luther said. “I think I did 60 pieces, all commissioned. It was awesome to work, but I wanted to do something a little more creative. I went back to a body of work I did years back and started doing 3-D pieces again. I thought this would be the perfect place to show this art. It’s a great space.”

Artist and gallery owner Thays Franca has owned the space for five years. It began as an art studio which was renovated and

transformed into a gallery in December 2018. Franca exhibits her acrylic paintings along with a variety of local and international artists while also offering painting classes, children’s parties and a space for group events and fundraisers.

Franca is always searching for art and artists whether she is working or enjoying a day trip with friends.

“I was walking in St. Augustine,” she said. “Travis was doing a live painting. I loved his work, so I approached him, and now he is here.”

Just east of Thays is the Neighborhood Shop, which is home to a variety of surf clothing, boards and gear along with local artists’ work and artisans’ wares.

The boutique participates in the art walk by hosting one unique artist’s work per month following a meet-and-greet with the artist on the first Saturday of the month. Acrylic pouring artist and animator Rivé McIntosh reached out to Franca, who put her in touch with the Neighborhood Shop owner Amanda Frick.

“I had just moved here and wanted to put myself out there so I reached out to Thays,” McIntosh said. “She recommended the Neighborhood Shop. All you need is one person to believe in you and other doors will open.”

McIntosh has been an artist since the age of 8. She has always loved to draw but questioned how she could expand her art. Through research on YouTube, she began doing acrylic pouring two months ago and has been developing her style ever since.

The First Saturday Art Walk’s inception was in October 2018 when the arts district gallery owners came up with an idea to promote art and culture while enticing the community to Ormond Beach’s historic downtown. Thays credits the owner of the Gold Leaf Coffee Co., Megan Corbett, with the idea but also said it evolved as a collaborative venture. Even though there have been slight changes to the line-up, the core fine art galleries remain the same: Arts on Granada, Frame of Mind, Ocean Art Gallery and Thays Art Gallery and Studio. In August, that will change when Arts on Granada will participate in their grand finale art walk prior to the gallery’s move to Beach Street in Daytona Beach. Owner Gregory Graham Grant plans on having a members’ show and art market that night.

Tucked within Frame of Mind is the Gold Leaf Coffee Co., which hosted its first latte art competition during July’s art walk. Baristas came from Trilogy in DeLand, Copperline in Daytona Beach and as far away as Tampa to make lattes at the 1970s themed Golden Summer Throwdown.

The coffee company will host seasonal competitions in fall or winter and spring, possibly limiting the baristas to those who work in Volusia County so the focus will hone in on local shops.

“The art walk is my favorite event, by far,” Franca said. “I am so very happy for all my partners, all the art galleries and shops. We have created a community that comes out every first Saturday to see the art, to enjoy us and enjoy this town.”

band formed part of the Orlando Opera Company and worked for 10 years in a murder mystery dinner theatre show, once she retired from her paralegal career, Cook said she felt there was a void in Ormond that she could help fill.

“We feel like this town needs a rejuvenation in theatre and in live performances,” she said.

Thus, she got together with Jennifer Gibbens, the business manager of CMT, and the Halifax Repertory Theatre was born. Her husband, Jack, who is a medical malpractice attorney by day and performer by night, serves as the theatre company’s executive director. Both will perform in “Spectacular Spectacular.”

One of the numbers Cook will be performing is “My Strongest Suit” from “Aida”; another number to watch will be “Lilly’s Eyes” from “The Secret Garden.”

Many performances in the past year-and-a-half have taken place virtually, but that doesn’t compare to sitting inside a theatre and watching a live show, Cook said.

Likewise, as a performing, nothing compares to being in front of a live audience, she explained.

“There are a lot of things with the pandemic that won’t really return back to the way they were, and this is one area that we feel should return back to what it was, and it’s needed,” Cook said.

Everyone involved in the show is excited, she added. She is aiming for the audience to leave in good spirits after the show.

“I hope the audience walks away with a smile,” Cook said. “I feel like there’s been so many difficult, challenging things in the last year for so many people, and we just want to bring some fun, and some excitement, and some smiles to people’s faces.”

“We needed to have more than one,” Cook said.

Featuring seven performers, including a former Mickey Mouse Club Mouseketeer, the show also serves as a fundraiser for the Children’s Musical Theatre Workshop’s scholarship program. The Cooks were both involved with the program as children, having grown up in Ormond Beach.

They lived in Orlando for 20 years before returning to their hometown, and now their daughter and son have both been enrolled in the CMT program.

Proceeds from the show will benefit the nonprofit, which hosts performing and theatre courses for children.

Brightly colored kayaks glided effortlessly atop the Tomoka River as their captains pointed them toward the boat ramp at Sanchez Park in Ormond Beach. The Odyssey Adventure Club kayakers launched the fourth week-long summer camp of the season on Monday, July 12.

Odyssey Adventure Club owner Steve Waterman has been an educator for 27 years. In 2007, he started the adventure camps to get children outside and interacting with the environment.

Twelve children attended a one-week camp that inaugural year. Fourteen successful years later, there are six weeks of camps, over 200 campers and a waitlist of approximately 75 kids.

Camps fill up by the end of April every year. Waterman attempted to expand the number of camps he offered to offset the waitlist but discovered that it became too impersonal. Having 30 campers makes it easy for him to remember everyone’s name and get to know their individual personalities. He decided to cap it at 30-35 campers per week with 6-7 camps offered per summer.

“Everything we do is educational,” Waterman said. “All of my counselors are school teachers.

We definitely approach everything we do here with a growth mindset.”

Camp weeks begin with a 10-minute meeting at Fortunato Park to go over the “non-negotiables”: 1. No horseplay, and 2.

No being disrespectful to people, places or things.

of kayaking, paddle board and water games at Sanchez Park which is located just east of U.S. Highway 1. As the week unfolds, kids will have the opportunity to participate in ice skating, rock climbing, disc golf, an extended paddle board session with the 1,200-pound capacity Megaladon, and the final day which usually includes a trip to Alexander Springs.

“I really love this camp,” 12-year-old Lauren Lancing said.

“I participate in four different sports. Track is my favorite. This camp teaches perseverance. It’s hard and tiring, but we still push through which transfers over to my running.”

This summer, Waterman is also offering STEM camps through his new school, Modern Minds Learning. Camps delve into science, physics, engineering and robotics while encouraging children to take initiative, collaborate, and apply solutions to potentially real world situations.
