Beachside coffee aficionados can rejoice: The new Starbucks is open for business after about a year of construction. Located at 125 E. Granada Blvd., the 2,509-square-foot Starbucks was built on the site of a formerly blighted structure, which was demolished for the project. The coffee chain moved from its storefront in the Granada Plaza Shopping Center down the road. The new building has a drive-thru lane.
A tweet by the city of Ormond Beach announcing the opening stated that the drivethru lane doesn’t have menus up yet. This may not be the only standalone Starbucks with a drive-thru in Ormond Beach, as the Starbucks on West Granada Boulevard could relocate to a new location at Shoppes on Granada, by the upcoming Aldi. Call the store at 673-3930.

City leaders to see master plan in August 1,900 Ormond-by-
the-Sea homes to be rezoned by Volusia
Committee considers changes for downtown.
The change from R-4 to R-5 is meant to help residents with permitting, county staff said.
WAYNE GRANT REAL ESTATE EDITOR
The framework of the update for the Downtown Master Plan was approved by the Downtown Steering Committee on June 26, and it will go to the City Commission in a workshop on August 7. It could be formally approved by the commission in September, according to Planning Director Steven Spraker. The Downtown Master Plan last was revised in 2006. An example of goals in the 2006 plan is the landscaping of the medians of Granada Boulevard, which was completed. The downtown is the Community Redevelopment Area from State Road A1A to Orchard Street along Granada Boulevard, including a couple of blocks north and south. In a CRA, the county allows the city to keep part of the property taxes to make improvements in the area. The five “big ideas” in the framework are: focus on the bridge and four corners parks; leverage the potential of City Hall, the library and the church (the recently purchased church on North Beach Street); continue to work on walkability, traffic calming and mobility; expand the program of coordinated events and district marketing; and explore opportunities to attract key development types. One of the items discussed at the final committee meeting on June 26 was the parking issue, with some saying there is parking available but not utilized. For example, the parking lot at Ormond Beach Elementary School is available for public parking when school is out but remains empty most nights. And the grassy lot behind The Casements could be used by customers for businesses on West Granada Boulevard, but it’s separated by the tennis courts and not

identified as public parking. Also on the beachside, the CVS Pharmacy usually has available spaces, but it’s a private lot. Other prominent topics in the plan are improving the parks at the four corners of the Granada Bridge and utilizing the City Hall and library complex. Peter Sechler, of GAI Consultants of Orlando, the company coordinating the project, talked about how these areas could be improved. He praised Fortunato Park, saying the parking off to the side allows an inviting view of the park and the river. But at Cassen Park and Bailey Riverbridge Gardens, views of the river are blocked by vegetation and parking. Picnic tables and benches are scattered and not located in inviting, shaded areas. He said the parks could be improved without a major effort. To provide more of a unified, public gathering space, he suggested a redesign of the City Hall plaza and parking lot and the transition across South Beach Street to Cassen Park. Currently,
the City Hall area is not a place to bring the community together. “Everything is just so separated,” he said. He mentioned that there was a consensus on the committee to keep the library in its present location. For an example of what businesses can do, Sechler pointed out the landscaping and paths behind Frame of Mind and Cakery Creation, facing New Britain Avenue, saying it invites customers to walk around the area. Other areas that the steering committee looked at were: economic development, a sense of place and appearance, arts and culture, recreation and open space, transportation and circulation, residential neighborhoods, standards and regulations, environmental sustainability and ensuring the vision with ongoing reporting. For information about the plan, visit www.ormondbeach. org/242/Downtown-CRA-District.

Volusia County School Board debates when and how to implement new end-of-course exam formula The board discussed changing the formula for calculating end-of-course exams and grades. TANYA RUSSO STAFF WRITER
Now that Florida has a new formula by which school districts calculate the weight of end-ofcourse grades, Volusia County is figuring out how to implement it. Interim Chief Academic Officer Rachael Hazel gave the School Board a presentation about the issue at the board’s June 25 meeting. In 2011, Florida required all students enrolled in Algebra I, Algebra I Honors, Algebra IB, Geometry, U.S. History, Biology and seventh-grade civics to take an end-of-course exam that constituted 30% of a student’s grade. At the time, Florida did not provide instructions for districts on how to calculate grades. As a result, districts came up with their own formulas. Hazel gave the example of a student who had a D and three F grades for the quarters of the school year. The average of those
grades would become an F for that year, as the student’s grade would be rounded down. With the new formula the state has suggested, and that the board adopted, that same student would have a grade of .5, calculated by the semester. The grade would be rounded up, and the student would have a D for the year. The task ahead for the School Board is to determine when and how the new formula for EOC grades will be implemented. According to attorney Stacey Manning, if the district makes changes using the new formula retroactive, there would be negative consequences for students that could become unconstitutional. Legally, however, there would be no issue with implementing the formula with incoming seventh graders and phasing in the new formula over five to seven years. Interim Superintendent Tim Egnor didn’t want to phase in the formula.
“There is no reason, to my knowledge, why we could not start this school year, applying this new standard to every student in the system,” Egnor said. “We don’t need to phase it in.” Board Attorney Ted Doran was concerned about having students from different levels taking the same class while going through the system with two different formulas. Some students, like the example given by Hazel, would be negatively impacted by the change. Board member Ruben Colon suggested that the district gather information from other districts about how they are handling the implementation. Egnor said there is a huge range of how other districts have handled the previous formulas. Colon suggested a workshop to further discuss the issue. Board members Ida Wright and Jamie Haynes concurred that the board needs to have more information and discussion before holding a vote.
Egnor said the administration can create multiple examples of scenarios for the board to view and pick the most fair impact on students. Egnor also talked about the need for Manning and Doran to address any legal issues that could result from the various implementation options. “I am very proud of a Volusia diploma,” board member Linda Cuthbert said. “We have to make sure that our diplomas reflect the proficiencies of what a student has earned.” Chairman Carl Persis said that the only state recommendation was to go with calculating grades by semester. The discussion was tabled, with a plan for a workshop on the morning on July 22 for board members to further discuss how and when the formula change for the 20192020 school year would happen and to whom it would be applied. The board is slated to take action on the new formula at the regular July 22 meeting later that day.
The first hearing for the rezoning of 1,940 homes in Ormondby-the-Sea reached the Volusia County Council at its meeting on Tuesday, July 2. The action, once approved, is intended to bring the residences into compliance with county requirements. The homes in question are located on 365 acres, north of Sandcastle Drive, south of Michael Crotty Bicentennial Park and bordered on the east and west by John Anderson Drive and State Road A1A. The county is seeking to rezone the homes from urban single-family residential R-4 to urban single-family residential R-5, with the difference between the two being zoning dimensions — specifically lot width, area and setbacks. Clay Ervin, county director of Growth and Resource Management, said that the area was originally part of the North Ormond Peninsula Zoning District created in 1953. Since then, the requirements have changed. “This has created the problem we have here,” Ervin said. The problem is that citizens wishing to make modifications to their homes in that area meet difficulties acquiring permits, he explained. They face having to get a variance, a process that can cost them more than $1,000 and delay them for more than three months. Under the current zoning, citizens also aren’t able to rebuild their homes to their original dimensions if the homes were to be destroyed in a storm or other disaster, he added. Ervin also addressed concerns raised by north peninsula residents at the April 2 neighborhood meeting on the proposal. He promised that the rezoning had nothing to do with forcing a septic-to-sewer conversion on the residents, or getting them to annex into the city of Ormond Beach. Some residents were also worried that the rezoning was a result of a developer eyeing the north peninsula for a project, but Ervin said this also wasn’t true. County Councilwoman Heather Post said the neighborhood meeting was helped clarify these doubts and rebuild relationships with constituents. She said she had received feedback about the meeting from members of the public, who had said they were grateful. No one spoke against the rezoning at the meeting. County Council Chairman Ed Kelley said there were people affected by previous storms who faced problems fixing their homes, as well as insurance and financing issues, because their homes don’t conform with the existing zoning. “To me, this is a slam dunk for the people,” Kelley said. The second public hearing on the issue is scheduled for July 16, the next County Council meeting.

LAURIE SCHAMMEL, My Adornments owner
The Birthplace of Speed Park is a .7 acre oceanfront park located on the north side of the Granada Blvd. beach approach at A1A. The park provides a lovely pavilion, picnic tables, outdoor grill, shower, and drinking fountain. Paid parking is available nearby on the beach. The park is a wonderful setting for wedding ceremonies and gatherings.

The end of an era is coming for Fountain Square Shoppes, as My Adornments, a fashion boutique, is closing after 20 years. The twostory plaza at the corner of Vining Court and East Granada Boulevard has been the site of several upscale clothing stores, but none will be left with the departure of My Adornments. Most of the boutiques’ owners closed them for the same reason as My Adornments owner Laurie Schammel: retirement. Staying on top of fashion trends is a demanding business, she said recently. “The fashion business never sleeps, and 20 years is a long time to go without a good night’s sleep,” she said. Schammel had planned to keep My Adornments open until the end of July, but thinks she may run out of merchandise before then. She calls My Adornments a

She drew customers from all over Central Florida with high-end merchandise. “I had a big-city shop in a small beach town,” she said. Schammel said she gave the business everything she had and now wants to do other things.

Schammel knows she will miss parts of the business. There was that “girlfriend-to-girlfriend” interaction when she helped customers solve problems, such as finding the right dress for an event that night. “Many of our customers are like family to us. We have dressed them for work, vacations, first dates, weddings, funerals and even divorces,” she said. Her business approach through the years was to offer a high level of service and a unique product mix. These practices became even more important in recent years as people have begun to shop online, especially younger shoppers. Schammel tried branching out into online sales, but found it was too time demanding for her small operation. “By the time I photographed a dress and placed it online, I could have sold it in the shop,” she said. Despite the online competition, she said she could keep the business going. There will always be a need for local shops with personality that offer a high level of service, she said.

Writing could be in her future, as she has a journalism background. Past fashion shops in Fountain Square were Casa Granada, Greiner’s Fine Men’s Clothing and Chez Aline. Businesses now in the plaza include a music school, restaurant and a wellness center. In April 2018, a neighborhood meeting was held to show plans for Fountain Square Shoppes to be demolished and replaced with a five-story mixed-use building, which would be a permitted use for that zone. There was opposition from nearby residents at the meeting, and the project was placed on hold. The owner is Across the Pond Developments LLC.
Even though times have changed with online shopping, the demand for fashion is still there, she said. “Women like to express themselves through fashion,” she said. She started a boutique in 2000 on Seabreeze Boulevard in Daytona Beach and stocked gifts, jewelry and home decor, but decided to expand into fashion after three years. A picture frame or candle had longer shelf life, but also fewer financial rewards, than clothing. “The fashion retail business is a high-stakes game. Styles are constantly changing with seasons, so to make it you’ve got to keep up with fashion and trends,” she said, My Adornments is located at 142 E. Granada Blvd. Call 6764414.

Humane Society completes renovation

After a $3.6 million-dollar capital campaign, the main campus of the Halifax Humane Society has been renovated and is now ready to serve Volusia County, according to a press release from the organization. “Thanks to the diligence of the Capital Campaign committee, and the leadership of Capital Campaign Chair Nancy Lohman, the reimagined facility has come to fruition,” said CEO Miguel Abihassan recently. “Construction commenced October 2018, and the final touches are currently in progress. The renovation will enhance services for the public with the addition of “Meet your Match” rooms, a newly renovated education room and customer areas. The project is the third of two prior phases which included renovated adoption kennels, a dog park and the Culler Boarding/ Grooming Center.” Nancy Lohman, capital campaign chair, said the renovation project speaks to how the community cares for animals and what type of experiences the community wants families and children to have. “It is a statement about us, our city and our quality of life and we have made that statement at

The spring and summer home selling season kicked into high drive in May, pushing both sales and median prices higher across the greater Daytona Beach area. For May, the Daytona Beach Multiple Listing Service reported that 543 single-family homes were sold with a median home sales price of $245,000. That’s a 3% increase in sales compared to the same month last year, and a 12% jump over sales totals in April, according to an analysis of MLS data by Realtor Ron Wysocarski, broker and CEO of Wyse Home Team Realty in Port Orange. The median sales price for homes sold across Daytona was 6.5% higher in both monthly and annual comparisons, Wysocarski reported. Year to date, single-family home sales are down by 2.5% across the Daytona area, while prices are up by just over 3%.
“Sales are still running slightly behind last year’s totals, but the numbers are improving,” Wysocarski said. May 2019: 543 sales, $245,000 median sales price. May 2018: 527 sales, $229,900 median sales price. April 2019: 483 sales, $230,000 median sales price. April 2018: 463 sales, $227,900 median sales price. Year-To-Date 2019: 2052 sales, $235,000 median sales price. Year-To-Date 2018: 2103 sales, $227,900 median sales price. Inventory levels fell slightly lower in May than they were in April. But the totals were better than in May 2018. Wyse Home Team Realty also analyzed data for key areas where homebuyers shop. Ormond Beach again showed the strongest sales totals in May. Ormond Beach had 142 sales at a $263,500 median sales price. Daytona area condo sales were up notably in May. There were 148 condo units sold around the Daytona Beach area in May, a 13.8% increase in sales, compared to sales totals in May of 2018. Median sales prices, however, fell by 2%. Monthly comparisons showed May condo sales were slightly weaker than in April, while median prices were a bit stronger. May 2019: 148 condo/condotels sold with a median sales price of $207,000. May 2018: 130 condo/condotels sold with a median sales price of $211,500. April 2019: 155 condo/condotels sold with a median sales price of $195,000. April 2018: 146 condo/condotels sold with a median sales price of $207,500.

JUNE 20
A TECHNICALITY 12:17 p.m. — 1500 block of West Granada Boulevard Criminal mischief. A 36-year-old South Daytona man detained by police at a local supermarket told police that, while he had entered the store with the intent to steal, he didn’t actually leave the store with stolen merchandise. This was true, as the store’s loss prevention employee saw the man throw the item — a camera — down to the ground when he saw he was being watched, according to the police report. The man had previously used a razor blade to cut the camera’s security packaging. Police arrested him and took him to jail. HE SAID, SHE SAID 12:42 p.m. — 100 block of North Yonge Street Disturbance. Police broke up a fight between roommates at a local mobile home park. It had started after one of the roommates discovered that the other was a convicted felon and should not have been allowed to live at the park, according to management rules. The upset roommate also told police that the woman had moved in with him five weeks ago and hadn’t paid rent yet. While police were on their way to the home, the woman also phoned police and told them her roommate had thrown things at her and cut her leg. She told officers that her roommate had lied about her lack of rent payment, and that he had started the argument because she’d rearranged the living room. She said he then grabbed her inhaler and threw it at her, breaking
it and scratching her leg. The roommate admitted to police that he was upset with the woman because she was a convicted felon. He said that “people come over to do drugs at all hours of the night.” He said the woman scratched her leg herself, and that he wanted to evict her. Because the woman refused to pursue charges, and because of the lack of evidence at the scene, police declared the case closed.
JUNE 21
DECADES-OLD SUSPICIONS 8:22 a.m. — 400 block of Wild Olive Avenue Information. A 97-year-old Ormond Beach woman called police to report that $140 had been taken from her garage. She named a suspect. But the story the woman told an officer caused the officer to suspect that the woman may have been suffering from the onset of dementia. The woman said the female suspect was from the 1950s and 1960s, and that she used to help her with her lawn “before she became educated,” according to the incident report. The female wasn’t the only suspect the woman named. She also accused a man, saying that he drove an 18-wheeler to mow her grass and was driving so fast that dirt was landing on the roof. The woman also told police she hadn’t been to the grocery store for over a week and had no food. When asked what she had been eating, the woman replied with profanity. She declined giving any family information, saying she didn’t want to be placed in a retirement home. Police made sure the woman was assisted with food, and made attempts to contact her family.

Ormond Beach Capt. Chris Roos wears a body camera.
Ormond Beach Police now equipped with body cameras JARLEENE ALMENAS NEWS EDITOR
The Ormond Beach Police Department is now fully equipped with body cameras, a move the department hopes will increase the safety of citizens and officers. The City Commission approved a five-year equipment lease-purchase with Axon Enterprise Inc. at its meeting on April. The agreement requires payments of around $75,000 per year for a total of $377,294.34, according to a city memo. This was under the city’s $450,000 budget for the cameras, set aside in the 2018-2019 Capital Improvement Plan. OBPD Capt. Chris Roos said body camera training began on Sunday, June 30, and that over the next few days all 71 sworn officers will be equipped with the new technology. “At that point, everybody will have
Summer is smile season.
a camera — from the chief on down,” Roos said. The cameras have a 143-degree range, Roos said, and will aid in reviewing incidents. Officers will be able to see and clarify what happened in the event of a complaint, doubts, or training and discipline issues. OBPD will soon implement a signal that will automatically turn on an officer’s body camera if he or she utilize their patrol vehicle’s emergency lights. An additional system that will turn the cameras on if an officer draws his or her weapon is also on its way. Body cameras will also allow OBPD to release video footage if needed. But the cameras aren’t perfect, Roos said. “It’s not the ‘catch-all,’” Roos said. “It’s not the answer to everything. But if it helps to answer some questions, helps us, and helps the public, then it’s well worth it.”

‘We just need to keep competing’ Seabreeze struggles in 7-on-7 tournament. RAY BOONE SPORTS EDITOR

The Sandcrabs struggled at the Spruce Creek Hawks’ 7-on-7 tournament on the morning of Friday, June 28. The Sandcrabs scored just two total touchdowns during pool play and lost 33-6 to Bradford in the opening round of the tournament. However, the Sandcrabs had several of their veteran players unavailable, giving some of the younger players a chance to compete. “It was good that those guys got to get thrown into the fire,” Seabreeze head coach Pat Brown said. “We just need to keep competing.”

The grind continues for Mainland football The Buccaneers want to learn from the mistakes they made at the tournament. RAY BOONE SPORTS EDITOR
Facing the possibility of elimination, the Buccaneers were down 21-14 in the final minute against Sanford Seminole in the Spruce Creek Hawks’ 7-on-7 tournament on the morning of Friday, June 28. Buccaneers quarterback Taron Keith started the offensive possession on the Seminoles’ 40-yard line, quickly and efficiently marching the ball down the field as the seconds ticked off the clock.
Inside the Seminoles’ 10, Keith delivered a strike to receiver Ra’Mello Dotson in the end zone. Still needing the extra point to tie the game, Keith delivered yet another strike to a wide open Sam McKenzie to tie the game with 10 seconds left in regulation. But on the last play of the game, Sanford’s quarterback launched the ball 40 yards into the left corner of the end zone. The receiver, blanketed by Keith, leapt into the air, caught the ball and brought both feet in bounds before collapsing to the dirt. Touchdown. SEE 7V7 PAGE 10

Game over. After going 3-1 in pool play, Mainland was eliminated in the first round of the tournament. “That was an A-plus play,” Mainland offensive coordinator Arin Hankerd said of the lastsecond touchdown by Seminole. “Overall, we’ve got to tighten up in all phases. It’s all on us. We beat ourselves. When we’re clicking, we’re as good as any team out there. But we also can play down to anybody. So we just have to play each game one at a time and play focused.”
