BRIEF VCS launches custodial pilot program In an effort to test how an inhouse school-based custodial staff can perform, Volusia County School’s custodial pilot program will go live on July 1.

The pilot program was approved by the Volusia County School Board in March. Fifteen schools will be cleaned by their own, inhouse custodial staff rather than by employees of ABM Industries, the district’s current custodial services contractor. The creation of the program was due to cleanliness complaints by school board members and VCS employees, as well as failed core inspections, according to the March 30 agenda.

Three of the schools in the pilot program are local: Tomoka Elementary, Seabreeze High School and Mainland High School.

On June 21, the Flagler County Board of County Commissioners unanimously approved a request from the city of Ormond Beach to establish raw water wells within the Hunter’s Ridge Development of Regional Impact.

According to the agenda item summary, the parcels span almost 2,000 acres in size and are located north of Airport Road. The wellfield will be located within a conservation park area in Flagler County’s section of Hunter’s Ridge, to be

eventually developed into a passive recreation area.

The city will need to obtain permits from the St. Johns River Water Management District and the Florida Department of Environmental Protection.

“The city has planned and designed, and have included in their five-year capital plans, improvements that will further enhance service within Flagler County, including a looped water main and wastewater force mains along Airport Road,” said Joyce Shanahan, Ormond Beach city manager,

to the commissioners.

The city currently provides water service and wastewater collection to the southern portion of Flagler County.

Flagler County Administrator Jerry Cameron, who will retire July 2, said helping Ormond find alternate water sources is critical due to the future expansion of Hunter’s Ridge.

“It’s imperative that we seek to provide quality water in advance, before we end up into a suboptimal situation,” Cameron said.

“While we cannot stop Avalon Park, we can make sure future developments have plenty of green spaces and densities are reduced.”

Tradesworker killed in crash A tradesworker for Volusia County’s Facility Management Division was killed when the vehicle he was driving struck a Votran bus on U.S. 92 near Indian Lake Road on Monday, June 28.

Tim Swiger had been with the county since 2000. He was a skilled carpenter who specialized in cabinetry, framing and special projects, a county press release states.

“He was a great person,” said Facility Management Director Jim Corbett. “He always had a smile on his face and was well-liked throughout the county.”

The press release states county officials are unable to comment on the details of the crash due to the ongoing law enforcement investigation.

Plantation Oaks changes coming?

According to the city’s staff report from June 25, the Site Plan Review Committee met with the property owner of Plantation Oaks regarding a major amendment to the development order.

Some amendments discussed included adding 317 residential lots from a formerly-planned golf course and school site as well as deleting the age restriction for phases 3 and 4, as well as deleting the manufactured home requirement for those phases. The developer, Parker Mynchenberg, had the latter amendments OK’d by the commission for phase 1 in January.

The Ormond Beach resident doesn’t take that for granted.

Having joined the military after 9/11, following in the footsteps of her husband, retired U.S. Army Maj. Jean Rivera, she knew that she wanted to serve.

And serve, she did.

“The main thing that inspired me was that I wanted to serve,” Fany Rivera sad. “I saw that the world was going to change drastically, the way we fought our enemy, and I wanted to serve. I wanted to be a part of that legacy.”

Over her 20-year career, she climbed the Army’s enlisted ranks until she was selected to become an officer, and once she completed schooling for that, worked her way up the officer ranks to become a major. She was deployed to Afghanistan for two tours, and she and her husband were stationed in places all over the world: Germany, South Korea, Kuwait, and finally in June 2019, Ormond Beach, after Fany Rivera was assigned to Embry Riddle Aeronautical University as an ROTC executive officer.

It would be her final assignment, as she made the decision to retire this year, effective Oct. 31, though her last day in uniform took place in June.

etired U.S. Army Maj. Fany Rivera can sum up her feelings about Independence Day with one word: Liberty.

“That’s what it means — that we as military and service members, we fight for liberty for all U.S. citizens,” Rivera said.

Once Fany Rivera had made her decision, her husband wanted to do something nice to commemorate her retirement. He contacted the City Commissioner in his zone, Susan Persis, and all it took was one phone call to have his wife recognized by the city at the commission’s June 1 meeting.

Mayor Bill Partington read a proclamation in her honor, and presented her with a key to the city.

“My son gives her the key almost every day and says, ‘Mami, you made it,’” Jean Rivera said.

It’s an action that Fany Rivera says brings tears to her eyes every time he does it.

“It makes me feel proud because it makes me feel that, even though I retired, I’m still being acknowledged by the city, and to a city that we just moved,” she said. “The Army putting us here in Ormond Beach was a blessing to our family.”

‘WE HAVE BEEN BLESSED’

Fany Rivera decided to retire to dedicate herself to her family. Her husband and two small children needed her, she said. While serving his last tour in South Korea, Jean Rivera lost his eyesight due to a parasite, and is considered legally blind.

He couldn’t be prouder of what his wife has been able to accomplish. As an ordained minister, faith has been the glue that holds their family together, and what motivated him during his illness, Jean Rivera said.

“We put God in the center of our relationship, the center of our house and of everything we do, and we have been blessed with every step that we take,” he said.

Come October, the Riveras will celebrate 21 years of marriage.

CELEBRATING FREEDOM

One thing the Riveras say some in the U.S. may take for granted is their freedom. Fany Rivera was born in Honduras and moved to the U.S. at age 12; Jean Rivera was born in Venezuela and moved to the U.S. at 17. Three things they value are democracy, liberty and constitutional rights, Fany Rivera said.

“Regardless of which [political] party is in control, we still have that freedom, and we don’t have it like in those third-world countries like Honduras and right now, Venezuela,” she said.

For Jean Rivera, the upcoming Fourth of July means everything.

During his 23 years in the Army, he spent four years in South Korea, a country that has celebrated several different Independence Days in its lifetime. The U.S. only has one.

“That means we have preserved our independence since inception, and it’s the brave men and women of the armed forces who are keeping it that way going on...

That great community is what I believe our founding fathers tried to establish from the beginning of the country,” Jean Rivera said.

Suspect in Daytona Beach Police officer shooting arrested in Georgia Daytona Beach Police Chief Jakari Young said Othal Wallace was found in a property affiliated with a black nationalist paramilitary organization.

The 29-year-old suspect who shot and injured a Daytona Beach Police officer was arrested at approximately 2:30 a.m. on Saturday, June 26, said Daytona Beach Police Chief Jakari Young in a press conference.

DBPD reports Othal Wallace shot Officer Jason Raynes in the head just before 9 p.m. on Wednesday, June 23, while Raynes was policing 133 Kingston Ave.

Wallace was found hiding in a treehouse in a wooded 3-acre property outside Atlanta, Georgia. Young said that the property is affiliated with the Not F-----Around Coalition, a black nationalist paramilitary organization.

The chief also gave an update on Raynor, saying there were positive signs of improvement, and that doctors had determined he was strong enough for more testing.

“I’m hopeful and I’m keeping the faith that he’s going to pull through, but this is a senseless tragedy,” said Yoing in a press conference on June 24.

When asked if Wallace had made a statement at the time of his arrest, Young relayed what the suspect reportedly said.

“What he said was, ‘You guys know who I am? You know what I’m capable of, and it could have been a lot worse.’ That was his statement,” Young said.

Wallace will be extradited to Daytona Beach, where he has been charged with attempted first degree murder on a law enforcement officer.

Unfortunately, straws are not the only problem. We must increase our use of reusable bags in all stores and use environmentally friendly products in restaurant take out containers. In addition to expanding our water reuse program, the city should begin changing its vehicle fleet to hybrid/electric and provide public charging stations.

Having grown up in the area, the recreational activities offered by the city’s Leisure Services department have both increased in quantity and quality, the commissioner said. The events aren’t far behind either.

“The community events held in our city are the best,” Persis said. “Our July 4th celebration, Home for the Holidays parade, Art in the Park, antique car show, and National Night Out are a few examples.”

What is an issue you are keeping an eye on in your zone?

In addition to the Tomoka Oaks Golf Course, there is a proposal to build 300 apartments on Tymber Creek Road behind Moss Point. There are already so many apartments being constructed close by, so I do not feel we need more. The traffic pattern on Tymber Creek Road is not conducive for entry and exit for the increase in vehicles. Also, I would like to save the green space and continue to preserve and protect wildlife.

I do not feel the development of the golf course is the best option for the residents of Tomoka Oaks or our city. People who live on the golf course have spectacular views and purchased the lots for that very reason. Many of the residents are extremely concerned about the proposed development, the traffic congestion and the roads in the neighborhood.

Should development occur, the developers need to reduce the density, save green space and preserve and protect wildlife.

What are some ways the city can mitigate impacts from new developments?

While we cannot stop Avalon Park, we can make sure future developments have plenty of green spaces and densities are reduced. The closer the services — which people need and desire — are to the residents, the less traffic congestion there will be on our roadways. My goal is to keep new developments in check.

Is the city’s straw ban ordinance still being enforced? Do you have ideas for ways the city could be more eco-friendly?

The odd configuration makes it infeasible to repurpose the structure. Therefore, the city should not spend hundreds of thousands of tax payers dollars to restore an abandoned and woefully neglected facility.

As soon as the asbestos and rodents are safely removed, this unhealthy building will be replaced by a temporary shell parking lot, which will aid surrounding businesses, until something which adds vitality, value and beauty to our city is built.

Dear Editor: The 800 members of Daytona Dog Beach, Inc. are disappointed and angry with the Volusia County Council’s June 22nd vote, based on an inaccurate/incomplete report by their staff, which ignored the voices of residents and taxpayers asking for compromise to allow expansion of leashed dog friendly beach options.

For longtime resident members, it confirmed their longheld cynicism that their county leaders don’t value their voices.

Instead, they listen to those who pull their strings and take away the simple pleasures and freedoms residents once enjoyed growing up along the beaches.

Daytona Dog Beach, Inc. — a nonprofit whose purpose is to work with community partners to promote, support and educate the public in furtherance of safe, environmentally sound, and courteous dog-friendly beaches in the greater Daytona Beach area of Volusia County — attempted to engage with staff and council since April, with limited acknowledgement, cooperation, or success.

Despite not being given access provided other nonprofits, we advanced our mission to: n promote dog beaches within Volusia County where well-behaved canine citizens can exercise in a clean, safe environment without endangering or annoying people, property, or wildlife. n maintain beautiful, clean, dog-friendly beach areas within the county, open to those willing to uphold the dog beaches’ rules and regulations.

community project in partnership with key players throughout the community, including the county, designed to satisfy the needs of dog owners and non-dog owners alike. n promote education, training and recreational activities that facilitate responsible dog ownership using volunteers and professionals in the animal welfare industry.

Mission in mind, we listened respectfully to all expressed concerns regarding dog-friendly beach options, researched those concerns and developed mutually acceptable options based on fact. We shared our 25-page proposal to council and staff in advance of the meeting for their review and consideration. We expressed our desire for a compromise solution, fair to those on both sides of the issue.

We offered financial support, volunteers to provide beach oversight and clean up, and highlighted benefits to residents, tourists, and business.

I finally get it Dear Editor: Why are so few people

interested in finding common ground? On my morning beach walk, I asked a businessman I know if he was coming to the Common Ground meeting, and his immediate response was an emphatic “No” — That Civil Discourse/Common Ground had taken sides on the demolition of the church. I have also had a three-hour conversation with an environmentalist who feels Civil Discourse failed them. A friend told me that some were saying I had gone over to the dark side.

I do still have strong personal opinions, and I don’t mind saying them in public. Common Ground’s mission is to bring out opposing viewpoints and facts.

Common Ground provides the forum for civic topics. In this case, “Should the decision by the commissioners to demolish Union Church at 56 N. Beach St. be delayed to receive citizen input and explore all options for the best use of the property?” No one knows the outcome if a delay is granted because all viewpoints and possibilities are brought to the table.

Common Ground’s second meeting on the topic is Thursday, July 1 at 5:30 p.m. at the Ormond Beach Library. We may have a week after that on this topic, as rodent abatement will be complete and the city can request the demolition permit following that. Common Ground welcomes all. Yes, those who want to get rid of this building, as well as those who want to save it.

COPS CORNER JUNE 21

CAUSING A SCENE 3:37 p.m. — 100 block of Pine Cone Trail Disorderly intoxication. A 31-year-old Ormond Beach man was arrested for causing a disturbance in a neighborhood by running, yelling and screaming.

The reporting officer was directed to him by people standing outside and pointing in his direction.

When the officer approached the man, he sat on the curb. He was unaware about his location and what he was doing, and did admit to using some type of narcotic, but was unsure what “exactly was in said narcotics,” according to the police report.

He was taken to jail.

PEPPERED 6:45 p.m. — 600 block of Fleming Avenue Vandalism. A 47-year-old Daytona Beach man told police that, while at a local park, he believed his car had been vandalized. The vandalism act?

The incident report states the man believed the perpetrator to be his girlfriend’s 13-year-old son. The man didn’t want to press charges, but less than an hour later, informed police that his brake lines had been cut.

The officer noted the brake lines appeared frayed. The man wished to pursue charges, but based on witness testimony, the officer did not feel the 13-year-old boy was a suspect.

Cyrus Callum

On Tuesday, June 22, the Volusia County Council unanimously confirmed Orlando Executive Airport Director Cyrus Callum to become director of the county’s Aviation and Economic Resources Department. The department oversees the county-owned and operated Daytona Beach International Airport as well as the economic development division.

Callum was picked by County Manager George Recktenwald to succeed the current director, Rick Karl, who’s retiring on Friday, June 24, after a nearly 17-year career with the county.

Callum has worked for the Greater Orlando Aviation Authority, holding positions at either Orlando International Airport or Orlando Executive Airport, since February 2008.

“He comes to us with a great wealth of experience on both the aviation and economic resources side of the business,” Recktenwald said. “We’re really fortunate to be able to bring him here to Volusia County.”

Callum said he’s already familiar with his team and is eager to roll up his sleeves and get to work.

“I think we’re going to hit the ground running and do some great things for Daytona Beach International Airport and also economic resources,” Callum said. “I’m just excited to get to work.”

Callum has been an adjunct professor of aviation management at the Orlando campus of Everglades University since 2009.

In October 2013, Callum was named to a Top 40 under 40 list in Airport Business Magazine.

Animal Services Director elected to statewide board As if Adam Leath wasn’t busy enough serving as Volusia County animal services director, a courtesy assistant professor at the University of Florida’s College of Veterinary Medicine and a board member and treasurer of the National Animal Care and Control Association.

This week, Leath took on another role as a newly elected member of the Florida Animal Control Association board of directors. A nonprofit organization, FACA is dedicated to improving the methods and standards of the animal control and protection profession.

The board of directors serves as the policy-makers for the association and advises state legislators on statute changes involving animal welfare.

“I’m extraordinarily honored to be serving on the board of directors for both a state and national organization devoted to the welfare of animals,” said Leath, who is a certified national animal cruelty investigator. “This will provide even greater awareness of innovative programs and best animal services practices being employed across the country. Anything that helps support our profession is good for both animals and people.”

Leath began his career in animal welfare in 2006 as an animal control officer for Lee County Domestic Animal Services in Fort Myers. He has been the Volusia County animal services director since January 2019 and also is a past president of the International Veterinary Forensic Sciences Association.

Leath was elected to a threeyear term representing Zone 5 on the FACA board of directors.

KEEPING PETS SAFE THIS HOLIDAY Halifax Humane Society is teaming up with Petco Love, a national nonprofit, and Kat Albrecht, founder of Missing Animal Response Network, ahead of Lost Pet Prevention Month to share Fourth of July safety tips for pet parents and to raise awareness of Petco Love Lost, a new technology that helps missing pets.

According to a press release, the tips are: n Protect your pet before and after the holiday: When panicked by fireworks and other loud noises, dogs run, and cats hide. Early fireworks celebrations and leftover fireworks catch many pet parents off guard, so be prepared to protect your pet a week before and after the holiday. n Keep your pet secure: Think about your pet’s behavior as you decide to attend holiday celebrations or leave them safe at home. To keep your pet safe indoors, crate them or place them somewhere comfortable and turn on a TV or stereo to drown out loud noises. If you’re outdoors, properly leash your dog. Loop the leash around your shoulder so that your dog is still attached to you if you trip or fall. n Check your yard and home: Ensure your yard and home are secure and your pet cannot escape when panicked.

If you’ve recently brought a new pet home and have not yet experienced fireworks together, be cautious that they may react negatively. Make sure your yard’s fence is sturdy with no loose boards, nothing

your dog could climb and jump over, or dig and crawl under, and that window screens and exterior doors to your home are securely in place. n Keep your pet’s ID tag and microchip up to date: Microchip your pet and ensure your contact information is registered and up to date. Make sure your pet has a properly fitted collar with a current ID tag. This goes for cats too. If your cat does not wear a collar and tag, try a temporary paper tag. n Register your pet on Petco Love Lost: Upload your pet’s photo to Petco Love Lost, a free national lost and found database. If they go missing, one click will allow you to search thousands of found pets from animal shelters and individuals quickly using patented pet facial recognition technology.

“Halifax Humane Society often sees a rise of lost pets during this holiday, and together with Petco Love, we urge pet parents to keep their pets safe,” said Barry KuKes, community outreach director at Halifax Humane Society. “This helps us preserve critical space and resources for the pets most in need throughout our community.”

I am a solo practitioner but prior to opening my own practice, I was a senior member of a multi-practitioner clinic and that experience really helped me grow as a leader through encouraging me to be comfortable in uncomfortable situations so that I could lead with grace, and encouragement while still being effective. It is these skills which have grown into my desire to also become a certified health and nutrition coach.

What have been the biggest obstacles to opening or running your business? How have you overcome them?

The biggest obstacle is my own limiting beliefs! Am I good enough? Will people trust me with their health — which is arguably their most precious asset? Can I do this? The way I overcome my own limiting beliefs is through action — by helping people rise from what has held them back from living their full lives I am proving that I am good enough, trustworthy, and able to effect the type of positive changes people are seeking when they trust me with their health, and there is no

An analysis of Daytona Beach Multiple Listing Service data

by Wyse Home Team Realty showed that 200 condo units were sold around the Daytona Beach area in April with a median sales price of $239,000. It’s 147% higher than condo sales in May 2020. Sales volume in May was up by more than $36 million from last year, and MLS reports show the median condo sales price in May was 19.5% higher than the median price in 2020.

“It’s typical for condo sales to fall slightly each year between April and May as our snow birds head north for the summer,” said Ron Wysocarski, broker and CEO of Wyse Home Team Realty in Port Orange. “However, this year’s 19% drop in condo sales was deeper than anticipated with the extremely low inventory levels likely playing a role.”

The inventory of available condos took another dive, with just 458 condo units made active at some point in May. That’s down nearly 11% from 513 units active in April and it’s 58% lower than the 1,102 available condo units in the Daytona Beach MLS during May 2020.

sales price rose nearly 27% over the first five months of 2020.

earing a Crimson Tide hat and a Gator wristband, Mac Chiumento joined his trainer and the owner of 4th Down University, Dan Lundy, on the Ormond Beach Sports Complex football field for a kicking session before a much deserved two-week break.

Chiumento has been the Seabreeze High School football team’s starting kicker since he was a freshman in 2018. He’ll soon be entering his senior year, bringing with him offers to kick for three Division 1 college football teams: the University of Alabama, the University of Florida and Duke University.

“Mac’s job now is to eliminate as many variables as possible in his process,” Lundy said. “Consistency is key with specialists.

This is what we work on daily — streamlining and optimizing his process.”

His most recent offer came from UF on June 22. It was a surprise. He had known since eighth grade that they had a freshman kicker at the time and wouldn’t be in need of another starter.

Even though Chiumento has pictures of himself dressed in Gators’ outfits at the age of 1 and memories of his teddy bear dressed as a Gator, he is keeping his options open and will not make a commitment until he has considered all aspects. His decision must be made by December 17.

Seabreeze’s head football coach, Pat Brown, has faith in the kicker’s athleticism, so much so that he put him in as quarterback for their last spring game against Westside High School. Chiumento threw a 40-yard pass and followed it up with a pass into the end zone for a touchdown.

“There is no other punter/ kicker like Mac in the country,” Brown said. “He is a football player that is exceptional at kicking — not just a kicker. He has shown in games he can run, tackle and even throw TDs.” Chiumento also helped the Seabreeze boys’ tennis team qualify to compete at the State Championship his junior year, finishing up the season with an 11-1 team record and 10-2 individual record.

Offers to kick in college have led him to focus solely on kicking.

“I have been kicking since I was 4 years old,” Chiumento said. “I’ve always been motivated to kick on my own. I didn’t need anyone to tell me to do it. I like to think I’m pretty good at tennis, but now it will be all about what I love to do — kick.”

Usually, it’s me who hits the snooze button, but after a 9-hour drive from our home in Ormond Beach the day before, I didn’t hear anything. It was the first of two of the David Murry Track Days, to be followed by three days of the Porsche Club of America event at the Virginia International Raceway in Alton that Wednesday, June 16. Tommy did not want to be late for his drivers.

to me. “Driving is obviously the best. Well, the best is coaching and driving which is what I’m doing now with Eurosport.”

Eurosport Racing of Bensenville, Illinois has been owned and operated by Brian Weathered for 40 years. Initially, Brian handled most aspects of running the business, including the cooking duties, but has since relinquished a few of his responsibilities which has allowed him time to race. Over the June 16 weekend, he raced in three historic class sprint races with his Porsche 914 and won all of them.

Once at the raceway, Tommy parked the van and jumped out, shouting good morning to the crew and a few of the drivers that had arrived early. Neil Charles, the team’s cook and one of the semi-truck drivers, was busy at the grill flipping sausage patties and strips of bacon. The smell of breakfast permeated the tents. I watched him as he grabbed some tea and laughed as Neil yelled at him to get out of his kitchen.

The drivers ate breakfast while Tommy reviewed some in-car camera footage and answered

Travis Bedson wanted a professional comparison and asked him to test drive his Porsche. After 10 laps in the Porsche 968, Tommy was only able to do a 2:11 — four seconds off the pace. Crew chief Tony Reyes checked the compression of the engine and found that it was leaking. Travis is now getting his engine rebuilt.

“The goal is really to get drivers the most track time possible,” Tommy said. “The first year I raced, I did 50 races and 60 test sessions. In America, some of these drivers do 10 races and no test sessions a year. It took me three years to not crash. If you get a driver coach, you can get the knowledge and gain experience in a shorter amount of time.”

Eric Rahenkamp, a client of Tommy’s, was grateful for his friendship and for inspiring him not to quit.

“Tommy took me from having no confidence in myself or my car to having total confidence and actually competing, in two months,” Eric said to me. “He keeps things simple but is highly effective at improving his students’ skills and makes it fun. I am a 100% better driver because of Tommy after only three races.”

Irish countryside in any motorized vehicle he could get his hands on. This experience, and a propensity for driving, led him to England, where he won the British Formula Ford Championship of 1980, the British and European Formula Ford 2000 Championships of 1981 and the British Formula Three Championship of 1982. Due to a climate rife with inequities, his foray into Formula 1 was brief, and he moved to the U.S. where he continued racing in various series, including Indy Lights and the American Racing Series, while he lived on both coasts. We met in California at the Long Beach Grand Prix in 1985.

Our mutual friend Legs Pivec, coowner of Pivec Racing Service, had stopped to pick up Tommy before driving the rented station wagon full of crew onto the course the night before the race.

A move to Florida, one marriage, two kids and a divorce later, Tommy retired from racing and began driver coaching at the MidOhio Sports Car Course in 1994.
