Residents come together to save church

New gas tax formula ratified

As time dwindles to save the church at 56 N. Beach St., residents are getting organized to make their voices heard.

Civil Discourse Common Ground hosted a meeting on Tuesday, May 22, at Salty Church in Ormond Beach to discuss reasons why the church’s demolition should be delayed by six months, a plea that has been presented to the City Commission by the public, religious organizations and Ormond MainStreet since April. The groups hope that a delay will allow them to find ways to save the 1960 midcentury modern structure.

In May, commissioners voted 3-2 to demolish the building for a shell parking lot, and residents are operating under a tight timeline to get at least one commissioner to change his or her mind. Many of the meeting’s attendees felt the decision was rushed, since the property hadn’t been mentioned since a 2018 workshop where the city outlined options to turn the church into a civic center.

A press release states the agreement dictates the distribution of revenue from the 11-cents per-gallon in local option gas taxes. receive 57.2% of the revenue.

The agreement does change how the remaining share is divided between the cities: revenues will now be based on the percentage of municipal lane miles that each city maintains.

The county states the top four city shares will go to Deltona, Daytona Beach, Port Orange and Ormond Beach.

However, on May 18, the Ormond Beach City Commission tabled the interlocal agreement for the gas tax distribution, as the city will lose $45,000 in revenue this year and $230,000 per year after that due to the new formula.

commission meetings until July 20, a special meeting would have to be called to change the vote.

“If we do something positive now, it can enjoy a lot more years in history,” said Julia Truilo, executive director for Ormond MainStreet, who gave the meeting’s estimated 30 attendees an overview on the church’s history.

According to Truilo’s presentation, the cost to repair and dehumidify the building to usable standards is between $15,000 and $30,000. Only Commissioner Rob Littleton attended the meeting.

“I contend that if one of the commissioners who voted to demolish would change

their mind and try to save the church for the next six months, that they may be kind of a hero to some of us in the building, and some of us who are voters and that might want to vote them in or out next time comes around,” said Judith Stein, president of the Ormond Beach Arts District.

Dialogue ensued about putting Truilo’s presentation on Facebook to spread the word, as some commissioners told residents not enough people cared about the church to delay its demolition.

Civil Discourse has a petition on the matter and will meet at 5:30 p.m. on Thursday, July 1 at the Ormond Beach Library for a second meeting regarding the church.

Bridge project approved Volusia County has accepted a bid to replace the submarine cable for the L.B. Knox Bridge located on Highbridge Road in Ormond Beach.

The bid was awarded to Midcoast Construction Enterprises LLC for $1.6 million. The project will take 18 months to complete, with three days of road closures planned.

or Ormond Beach resident Rich Cooper, community service runs through his veins.

His father was the president of the Rotary Club of Ormond Beach from 1989 to 1990. Cooper held the same position from 2012 to 2013. And likewise, his father was president of the Ormond Beach Chamber of Commerce from 1993 to 1994, and Cooper took the helm from 2019 to 2020.

Now, Cooper will take his leadership a step further: He will soon assume the role of governor of Rotary International’s District 6970 for 2021 through 2022.

“It’s in the blood,” Cooper said.

“I love community. I love to be a part of what’s going on in the community.”

With Rotary International having over 1.2 million members worldwide, District 6970 spans 12 counties in northeast Florida.

It’s composed of 63 clubs, two satellite clubs, 15 Rotaract clubs and 44 Interact clubs with over 3,300 men and women, according to a press release. Effective July 1, Cooper will succeed past governor Rich Turnbull, who actively supported Rotary’s commitment to eradicate polio worldwide. In addition, under Turnbull’s leadership, District 6970 became one of the most successful fundraising regions in the world.

MISSION TO SERVE

In the last three years since Cooper’s nomination for governor was accepted, he’s been preparing for the role. Cooper, a former firefighter and paramedic, first joined Rotary in 2002. He felt Rotary gave him an opportunity to help people, and as the executive vice president of Halifax Insurance Partners, community service isn’t quite in the forefront of his career as it once had been when he was a firefighter.

However, it wasn’t until he became the president of the club in 2012 that he truly saw how

international Rotary was. He was sent to the international convention, which was held that year in Bangkok, Thailand. There he met Rotarians from 200 countries, he recalled, and he decided he wanted to be more involved with Rotary.

“You have this melting pot of all these people from all around the world, and it was just amazing,” Cooper said.

He was later asked to be an area governor for the Ormond Beach and Flagler County clubs, and he filled that role for three years before moving on to serve in other positions within the district. Through the years, he and fellow members orchestrated hospital improvement programs in underserved areas of the world, raised over $700,000 for projects and Rotary’s End Polio Now campaign and installed safe water access and piping systems for people in third world countries, a press release details.

One of the most memorable projects for Cooper was when he and five other Rotarians traveled to Nicaragua in 2017 to help install water towers and pipes and in three different communities to help the residents receive running water in their homes.

“I like being around other people that want to do that kind of stuff,” Cooper said. “It’s hard work, but being around other people that are philanthropic and shareable and want to help others — it’s the caliber of people that you meet when you volunteer. Some of the best people in the world.”

The club is also one of the few remaining that consist of all men.

Will that change in the future?

Cooper said that about 35-40% of all Rotarians are women, and that there is currently a big push for diversity.

“When you go to a club, you want to see colors and different ages and sexes,” Cooper said.

“You want to see all of it.”

to change the lives of others, and I think that’s the outward meaning of it, but it also changes our lives,” Cooper said.

Being a Rotarian has been a “growing experience,” Cooper said, and as much as he’s been able to touch other people’s lives, meeting them has also made an impact on his life.

But not all projects take Rotarians around the globe to lend a hand. Oftentimes, the work happens in their very community.

The Ormond Beach club doesn’t publicize their community service projects very often, but they are a presence in the community. It’s about the simple things, Cooper said, like putting a fence around the Pace Center for Girls, building a retention wall for the Ormond Beach Chamber of Commerce and hosting a beer fest for the community. The club also awards a scholarship every year to a deserving graduating senior.

As district governor, Cooper said he’s looking forward to meeting all the Rotarians in the district.

“I see amazing things being done all over northeast Florida,” Cooper said. “Little clubs doing big, big work.”

“It’s in the blood. I love community.

I love to be a part of what’s going on in the community.”

On Tuesday, June 22, as the Volusia County Council examined whether to open sections of the beach to dogs, the council voted 5-1 to keep its current dog access to the beach as is: only at Smyrna Dunes Park in New Smyrna Beach and Lighthouse Point Park in Ponce Inlet. County Councilman Fred Lowry was absent during the vote due to a recent knee replacement surgery.

Staff presented four options to the council, one of which was to allow dogs on the beach in a halfmile area between Bicentennial Park and Al Weeks North Shore Park in Ormond-by-the-Sea. In April, the council directed staff to bring them options to consider.

However, after reviewing them, the majority of the council felt none were well suited.

“The way we’ve talked about these options, I don’t find any of them making me feel comfortable to bring my dog,” Volusia County Councilwoman Barb Girtman said.

The other areas suggested were a .3-mile section of beach between the Daytona Beach boardwalk and International Speedway Boulevard, and opening all sections of the beach to dogs. A suggestion was also presented by Daytona Dog Beach Inc. to open up a halfmile area of beach between Zelda and University boulevards. The organization stated in an email that they have continuously reached out to the council and county staff to collaborate with them on viable solutions.

This isn't the first time Volusia County has discussed the issue; in 2014, the council considered allowing dogs on the beach for a trial period, but this was never pursued further.

Initially, some of the council members expressed interest in exploring the option to open the area near Bicentennial Park to dogs but testimony from area residents dissuaded them. The concerns about this option included the dense sea turtle nesting areas and the safety issues that come from crossing A1A from the offbeach parking lot.

Chair Jeff Brower was open to exploring a trial period for dogs on a drivable area of the beach with licenses for dogs. He suggested the trial period take place outside sea turtle nesting season.

“Sometimes you have to try things,” Brower said.

Family hosts fundraiser for special education school in memory of son

The man then threatened the officer and said, “When you open that door I’m going to turn this into a felony. I don’t go to jail for misdemeanors.” He also claimed he had put an officer from a different agency out of work for six months.

The man was taken to jail.

CUSHION THIEF 200 block of North Nova Road — 3:33 a.m.

Burglary. Police are searching for a suspect who entered the patio of a local wine bar and stole two couch cushions on his way out.

The suspect, appearing on surveillance video to be a tall white man in his late 20s with short hair, entered the patio through the gate and sat down on the couch to eat chips, according to the incident report.

About 30 minutes later, he exited with the couch cushions in tow.

The business owner told police the cushions are worth $85 each. Police put out a “Be on the Lookout” notice.

THIRSTY TRESPASSER First block of China Moon Drive — 2:26 p.m.

Loitering or prowling. Police responded to a neighborhood after receiving a call about a suspicious person walking through people’s backyards and drinking out of someone’s water hose.

The suspect, a 37-year-old Daytona Beach man, was spotted by police walking out from in between two houses. Police asked him to stop, to which the man questioned why they were asking him to do this and stated he was doing nothing wrong, according to the police report. He declined to give police his name and officers eventually secured him in handcuffs.

The man said he was trying to take a shortcut to a local convenience store. He also stated he was thirsty, according to the police report. He initially denied drinking out of anyone’s water hose, but changed his story later on.

He was taken to jail.

JUNE 16

UPPING CHARGES 1300 block of West Granada Boulevard — 2:55 p.m.

Petit theft. A 51-year-old Tampa man was arrested after he was caught attempting to steal tools from a local hardware store.

The man was located in a nearby shopping plaza. Police asked him why he ran, and the man said he got scared when, after returning the merchandise, was asked to come back inside the store.

The police report states the man repeatedly asked if he was getting arrested, and asked to be trespassed instead. After he was handcuffed, the man asked about getting a notice to appear in court. The reporting officer reviewed his criminal history, and due to this not being the man’s first offense, informed him he was not eligible for a notice to appear.

Michael Alberico loved three things with all his heart in his lifetime: his family, good food and the Hawaiian Islands.

The Ormond Beach resident was a “little celebrity” at Mezzaluna Pizzeria at Halifax Plantation, said his sister Jennifer Capri. Despite his degenerative disease, he woke up every day happy and full of joy. That is a part of his legacy that she and her family hope continues to live on in the community.

“He did a lot for not being able to do a lot, if that makes sense,” Capri said.

On Saturday, June 19, eight weeks since the 42 year old’s death in April, his family hosted a fundraiser outside Mezzaluna that combined all of Alberico’s loves. The Morning Star School Ohana Fundraiser in his memory raised almost $700 for Morning Star School, a special education school in Jacksonville that serves children in kindergarten through 12th grade. The donations will help fund a therapeutic sensory room at the school.

The fundraiser was also presented by the Florida Cinderella Scholarship program, and hosted by Florida Cinderella Ambassador Gianna Capri, Sales Rep: Alberico’s niece. Alberico’s Size: nephew Anthony will be entering seventh grade at Morning Star School in the fall.

“It was a good way to honor him,” Jennifer Capri said.

“He did a lot for not being able to do a lot, if that makes sense.”

The International Cinderella Scholarship program was founded in 1976 and has since grown into one of the most prestigious scholarship-oriented pageant system of its kind, according to a press release. It champions the need and value of higher education for women, and has promoted that goal by awarding millions of dollars in cash college scholarships to young women in the U.S. and a host of foreign countries.

The fundraiser featured tropical themed items to pay tribute to the Hawaiian islands, which were special to Alberico. They use to vacation there as a family, Capri recalled. According to his obituary, Alberico swam with dolphins on his last trip to the islands in 2014.

“Michael was our ‘Ohana,” Capri said. “He embraced everything about the Hawaiian islands.”

The police station is currently in your zone. What are your thoughts about exploring its relocation?

Kent, who represents Zone 2 in the city of Ormond Beach, has been advocating for an emergency room since the hospital closed in 2017 after it was damaged by Hurricane Irma. The property was demolished in 2019, and the site remains vacant to this day.

“Our residents deserve an emergency type room facility on the beachside that is nearby, so they do not have to travel 20-plus minutes to the nearest hospital,” Kent said.

The Ormond Beach Observer invited Kent to participate in a Q+A. Kent supplied his answers via email. This is what he had to say about issues currently being talked about in the community.

Is there a project that you’re hoping is included in the upcoming budget?

Yes, I would like to see our city invest in another beachfront park like our Andy Romano Beachfront park. The Andy Romano Beachfront park is amazing, and our residents love it. There is another piece of property that is currently vacant and has been for over 10 years.

Our residents deserve another high quality beachfront park.

In 2019, the city updated its downtown master plan. What goal in that plan do you think will make the highest impact on the city's quality of life?

Two areas that will have a major impact are 1) enhanced safety with pedestrian crosswalks within our downtown and 2) more public parking for our residents and visitors in our downtown.

Do you think an emergency room on the beachside is still a possibility? What can the city do to make that happen?

Yes, we need to sit down with the CEOs of our two largest hospitals in the area and see what we can do together to make this plan happen. We also need our residents to speak up to both Halifax Hospital and AdventHealth and let them know that they want an emergen-

cy room on our beachside.

You were a yes vote to demolish the church. Why did you vote in favor of it?

The church on North Beach Street is in terrible condition.

I am not in favor of partnering with citizen groups on this project because I believe the residents of Ormond Beach will be the ones footing the bill, and I believe the bill to make that building safe again will be in the millions of dollars. If we are not going to use the building for a community center then I think we should demolish the building and look at selling the property.

The appraisal of the property

Our police station is in a great location. I have no interest in relocating our police department or City Hall. You hear people talk about them being in prime locations for real estate. I think our residents deserve to have these departments and buildings in prime locations. It seems like a terrible waste of money to tear down a perfectly good police station, especially since it has served our community so well for the past 20 years.

What is something that you’d like to accomplish in the next year?

I would like to do everything in my power to lessen the negative impacts that Avalon Park in Daytona Beach will have on Ormond Beach residents. This is not an Ormond Beach project and we should not have to live with the traffic nightmares and fund the solutions to the problems that this project will have on our beautiful community. I would also like to add more storage for our reuse water systems.

our years have passed since the closing of Florida Hospital Oceanside, the beachside’s only emergency room, but City Commissioner Troy Kent remains hopeful that one day, the beachside will have an emergency room once again.

Dear Editor: Our mother died, but it wasn’t for the lack of trying to keep her alive on the part of the police, EMTs and firemen from the city of Ormond Beach. Nor was it a lack of trying by our mother’s neighbor, who raced up the street to help her, not knowing what circumstance she would find herself in. This is important because we are three cherished daughters of this beautiful woman, our mother, who were living long distance in West Virginia during these tense moments.

Unfortunately, it was simply too late for Mom, and in that moment we were filled with such a profound sense of loss. But those feelings have changed since rushing down to Ormond Beach, and our hearts are now filled with so much comfort and thankfulness.

This story suddenly shifts

and is no longer about our mother. It is about her beautiful neighbor, our angel. It is about the men and women who responded to her home and how they made our angel feel, how they made us feel, and importantly, the dignity and respect they gave our mother.

From the 911 operator guiding mom’s neighbor, to the rescuers who came to help her, we cannot thank you enough.

The jobs these men and women perform each shift as they suit up for work should be revered and looked upon with much gratitude, whether you ever need them or not.

The city of Ormond Beach is very lucky. It is a wonderful community and has always been as long as we have known it. It is filled with great neighbors and first responders to protect them. This is a letter to thank all of them and to remind its residents how lucky they are to live here in the city of Ormond Beach.

Thank you again. Much love and safety as you go forward each day. These men and women are our heroes, and they should be yours.

Don’t demolish; restore the church Dear Editor: Ormond Beach markets our small town as the “Birthplace of Speed.” Its’ downtown, with interconnected sidewalks, open spaces, and restored art deco architecture, transitions from speed to walkability and community spaces. Indeed, architecture plays an important role in the development of that small-town appeal as shown in the photos from around the country.

To the City Commission: Please reconsider the demolition of the midcentury mod-

ern church located at 56 N. Beach St. If restored, this classic building, with its angular structure and clean minimalist lines, is capable of giving back to the city more than a parking lot. That is not the highest and best use for the location.

Furthermore, in regards to the “speed” in the decisionmaking process relative to the building’s demolition, delaying it for six months in order to hear the public’s ideas for the building will give you and your constituents the opportunity to share information about the building’s future use.

If the square footage and budget is appropriate, we believe this building would make an extraordinary Ormond Beach Welcome Center. Please find an adaptive reuse for this midcentury modern treasure. It deserves to be restored.

ELKS AWARD SCHOLARSHIPS

The Florida Women’s Art Association presented its 2021 scholarship award on May 29 to Christine L. Colby, the Fine Arts department chairperson of Seabreeze High School.

According to an email, the scholarship includes a $500 Blick Art Supply gift card to be used for student supplies.

The Elks National Foundation released the names of its 2021 Elks National Foundation Most Valuable Student Scholarship recipients. According to a press release, the Ormond Beach Elks Lodge had two of the recognized scholars: Logan Pigliacampi, of Seabreeze High School, and Alice Le Roux, of

According to ThoughtCo.com, “it’s a creative way to teach hurricane awareness, learn about storm intensities, and to create and keep your own hurricane records from season to season.”

MATERIALS NEEDED: Access to the latest tropical storm and hurricane forecasts; A pencil & eraser; Colored pencils GETTING STARTED: 1. Monitor the National Hurricane Center for current tropical cyclone activity. Once an invest develops into a tropical depression, subtropical depression, or stronger, it's time to start tracking it.

2. Plot the storm's first position.

3. To do this, find its geographic coordinates (latitude and longitude). (The positive (+) number, or the one followed by the letter "N," is latitude; the negative (-) number, or the one followed by the letter "W," is longitude.) Once you have the coordinates, move your pencil along the right edge of the chart to locate the latitude. Using a ruler to guide your hand in a straight line, move your pencil across horizontally from this point until you find the longitude.

Draw a very small circle at the point where the latitude and longitude meet.

4. Label the storm by either writing its name next to the first plot point, or drawing a small box and writing the storm number inside.

5. Continue to track the storm by plotting its position twice daily, at 12 UTC and 00 UTC. Dots representing the 00 UTC position should be filled in. Dots representing the 12 UTC position should be left unfilled.

6. Label each 12 UTC plot point with the calendar day (i.e., 7 for the 7th).

7. Use a color coded key and your colored pencils to "connect the dots" with the appropriate colors and/or patterns for the types of storms.

8. When the storm dissipates, write its name or storm number (like in step #3 above) next to its final plot point.

Make evacuation plans

Make a list and also videotape/ photograph items of value.

Insurance policies should be reviewed well in advance of a storm.

Note: Once a hurricane watch has been issued, most insurers will not issue new or additional coverage (this includes flood insurance).

If you live in a storm surge evacuation area, determine where you would go if an evacuation order were given. It is best to seek shelter at a family member’s or friend’s house or hotel outside the evacuation area. If leaving town, leave well in advance of an approaching storm. Shelters should be used as a last resort.

Walk around your home and evaluate the roof, windows, garage doors, patio doors, screen enclosed rooms, landscaping, etc., to see what protective measures you need to take if a storm is approaching.

Consider installing window shutters, purchasing a generator, trimming trees, and double checking tie-down straps and anchors if you live in a mobile/ manufactured home.

Identify special needs

Make arrangements well in advance of a storm to take care of infants, the elderly and those with special needs. Persons with special needs should register with the Florida Department of Health in Volusia County.

Volusia’s tips for staying informed and ready during hurricane season VOLUSIA COUNTY COMMUNITY INFORMATION

A

ll year round, but especially during hurricane season, having a plan and staying informed are your best tools for staying safe. Fortunately, important safety information about any tropical storms or other threats to our area is just a few clicks away.

If a storm is threatening our coast, two of the best sources of real-time information are Volusia County’s CodeRed alert notification system and the Volusia County Emergency Management app. The emergency management app can be downloaded at volusia.org/emergency-app. The app features social media posts, push notifications and news blogs. Its other features contain information like weather radar, emergency shelter information, evacuation zones and evacuation routes for Volusia County.

And for CodeRed, signing up to receive emergency telephone or email notifications is as easy as visiting Volusia.org/emergency

What else do you need in order to be storm ready? Everyone needs to have a family plan or individual plan. And the time to do it is before a storm is coming.

“The time to start thinking about these things is now,” said Volusia County Emergency Management Director Helene Wetherington. “Be prepared and have a plan.”

Families should discuss their plan as a group so everyone understands what to do and where to go if a disaster occurs.

Also, you should decide ahead of time where you would go and how you would get there if an evacuation order were given. It’s best to seek shelter with a friend

or family or at a hotel outside the evacuation area. Shelters should be used as a last resort. Advance planning should also include checking your home for vulnerable areas. Residents also are encouraged to follow Volusia County Emergency Management on Facebook and Twitter. During emergencies, residents can get information by calling the Citizens Information Hotline at 866-345-0345.

Emergency preparedness should be practiced all year-round.

Remember to be prepared, stay informed and heed any warnings or emergency orders or alerts. The safety of you and your loved ones just might depend on it.

So now that you’re making your family’s disaster plan for hurricane season, what should be included in your disaster supply kit?

Volusia County recommends a three- to seven-day supply of water, non-perishable food, medication, and other necessity items per person. Here are some things to consider: n Water: You should have at least one gallon per person per day, as well as at least a halfgallon per pet per day. n Food: You should have at least enough for three meals per day per person. Food should be nonperishable packaged or canned, and should include canned or shelf milk, cereal and snack foods. n Medication: You should have at least a two-week supply. n Special needs: Have an infant in the household? You should make sure you have enough food, formula, diapers and wipes. Also, don’t forget about the toilet paper!

This fall, Jai heads into his junior year at Seabreeze High School, bringing a 4.3 GPA earned at Father Lopez. He hasn’t decided where he would like to go to college but expressed his appreciation for the University of Notre Dame’s campus and athletic facility, where his friend and fellow hockey player Ethan Straky plays.

“I at least want hockey to take me through college,” Jai said.

“If I could go pro, that would be amazing. If something happens, I would pursue a career in finance.

Investing and finance are interesting to me.”

This summer, Jai continues to hit the weights and do light training on the ice in preparation for a scouting event to be held in South Florida. His parents continue to be his support system.

“When Jai was 22 days old, he was airlifted to the Arnold Palmer Hospital for Children and put on life support,” Kelly Quinn Van Rij said. “They wouldn’t tell us if he was going to live or, if he did, how he would develop. We feel it’s even more amazing what he is doing today.”

“He is just a very special kid,” his father Ryan Van Rij said.

Ormond hockey player is a natural on the ice

hen he was 7, Jai Van Rij was invited to his friend’s birthday party at the Daytona Ice Arena.

He told his mother, Kelly Quinn Van Rij, that he didn’t know how to ice skate. She reassured him that she would help him on the ice.

“I told him to wait while I get my skates on,” she said. “By the time I turned around, he was on the ice, skating with the other kids.”

Later that week, Jai’s parents took him to ice hockey skating lessons. Waiting on the ice was a group of walkers used to help ice skating newbies balance on the ice as they learn the nuances of the sport. Immediately to the right of the walkers was a group of kids getting ready to join in their first practice with the Daytona Ice Arena’s house ice hockey team.

Jai made a beeline toward the team players. His parents noticed he fit right in and made a decision not to correct him. Jai never looked back.

For eight years, Jai has been a power forward for the Florida Alliance competitive ice hockey team. His team plays at the AAA Elite level and this year qualified for the Chipotle-USA Hockey National Championships in the Tier 1, 15 Only division. Games began on April 28 and ran through May 3 in Dallas, Texas.

After playing four games that went into overtime — three resulting in shootouts, including one win against Honeybaked of Michigan — Alliance lost to them in the final 6-3. They went into the championships ranked sixth in the country and walked off the ice as runners-up.

house in Ormond-by-the-Sea was the top real estate transaction in Ormond Beach and Ormond-by-the-Sea for the week of May 9-15 in the Multiple Listing Service. Kelly Lynch, individually and as trustee, sold 1348 John Anderson Drive to Sondra Avant, as trustee, for $1.85 million. Built in 2000, the house is a 5/5 and has a fireplace, swimming pool, boat dock, boat house and 5,678 square feet.
