Did you spot dead fish on the beach in Ormond and Daytona?

According to an email to the county from the Florida Fish and Wildlife Conservation Commission, the fish were likely a bycatch net dump from an offshore commercial fishing boat. The National Oceanic and Atmospheric Administration Fisheries describes bycatch as animals sometimes caught by fishermen that “they do not want, cannot sell, or are not

allowed to keep.” This sea life often suffers injuries or death, NOAA states.

Volusia County acting Coastal Director Terri Propst said in an email that staff from the county environmental division determined the bycatch most likely came from a shrimp trawler.

Though FWC said it had no recent water samples from Volusia to determine if the fish were killed due to red tide, it did state that water samples from Brevard County are

currently negative for the algal blooms.

The FWC has a free hotline where residents can report sightings of possible fish kills, which can indicate a localized environmental problem, the FWC website states. The Fish and Wildlife Health group and the Fish and Wildlife Research Institute study the disease and mortality in fish populations.

This could be triggered by low dissolved oxygen or algal blooms. Call 800-636-0511 to submit a report.

Nonprofit grant assistance opens Volusia County’s $2.5 million grant program to aid nonprofits opened at 5 p.m. on Tuesday, June 2.

Nonprofits that have up to 25 full-time employees or the part-time equivalent may be eligible for a $3,000 grant, funded as part of the coronavirus federal stimulus package.

To qualify, nonprofits must operate out of a brick-andmortar facility in Volusia, be a 501c3 organization, be licensed to operate in Volusia and the municipality it’s located in, have an active state business registration from the Division of Corporations and have been operational on or before Dec. 1.

ECHO, Volusia Forever update The Volusia County Council voted on June 2, to place the continuation of the ECHO and Volusia Forever programs on the 2020 ballot. The council worked on the referendum items, based on direction from a Feb. 18 meeting between the council, the ECHO advisory committee and members of the Volusia Forever program.

The Casements reopens The city has reopened The Casements at 50% capacity for self-guided mobile tours, according to a press release.

‘We see it time and time again’ JARLEENE ALMENAS ASSOCIATE EDITOR

A

s hundreds of people continue to gather in cities across the U.S. to protest police brutality against African Americans following the death of George Floyd — who died after a Minneapolis police officer knelt on his neck while Floyd was handcuffed face down on the ground pleading that he couldn’t breathe — Volusia County residents are also taking to the streets to demand justice.

Peaceful protests occurred in Port Orange and Daytona Beach the weekend of May 30-31, and a protest was held the evening of Tuesday, June 2, in DeLand.

Another protest is also scheduled for 5:30 p.m. on Thursday, June 4, at City Island in Daytona Beach. In a video of the May 31 Daytona Beach protest, shared by the Volusia County Sheriff’s Office on Facebook, residents are seen marching on the International Speedway Boulevard bridge chanting phrases like, “No justice. No peace.”

People are reacting because the video of Floyd’s death showed the officer “murdered an innocent person,” said Cynthia Slater, president of the Volusia County Branch of the National Association for the Advancement of Colored People.

“It’s a continuation of injustices that black men in particular succumb to as it relates to the death of men at the hands of law enforcement,” she said. “We see it time and time and time and time again. There is no justice for these victims.”

Volusia County Sheriff Mike Chitwood said that Derek Chauvin, the officer who killed George Floyd, had no empathy.

Once handcuffs are placed on a person, the officer or deputy is responsible for their wellbeing, Chitwood explained. When he saw the video, he said he wanted to reach through the screen and get Chauvin off Floyd’s neck.

Chitwood said he doesn’t believe there’s a law enforcement officer in America who can watch the video and say Chauvin’s actions are defensible. As law

“You want to make a positive difference in your community, and what I saw in that video has nothing to do with training,” said Chitwood. “That is something that is inside somebody’s soul.”

He added that the VCSO doesn’t utilize neck restraints.

‘WE MARCH’

While local protests have remained mainly peaceful — barring an instance during the Daytona protest where a protestor’s foot was run over by a woman in a vehicle, which the Daytona Beach Police Department said it is investigating — that has not been the case in some other cities.

Slater said the local chapter of the NAACP doesn’t support any of the riots or looting, and that instead, the aim should be to educate the law enforcement community on the tactics they implement, as well as the need for sensitivity training in their officers, highlighting trust versus distrust in the community.

“We march,” Slater said. “We demonstrate, and there’s a way to do that to get our point across, and our words across, and just to make sure that what we’re saying and what we’re doing reflects on our value system and to make sure that justice prevails. I appreciate the demonstrations, the marches in Daytona and Port Orange, and it just shows collectively that we all have a responsibility in this matter — black, white, yellow, brown, green — it’s an eye opener

for all of us.”

One Ormond Beach resident decided he wanted to help protest in a peaceful manner, away from crowds. Marc Johnson parked his truck across from the Ormond Beach Public Library and City Hall. Across the tailgate, a large banner reads, “I can’t breathe.”

Johnson then walked the bridge, donning a shirt that states “Vote,” with a black outline of a man holding his fist above his head.

Johnson said he wants the community to have this conversation, and that anything he can do to promote that is worth doing.

“I know I have impact,” Johnson said. “It may be on a certain trickle of people that go across the bridge at that time, but [the issue] impacts everybody.”

Chitwood said the nation is seeing two types of protests: peaceful ones by those who want change, and activity by “anarchists” who blend in with the peaceful protestors and take away from protestors’ message of social justice and improving police and community relations.

“What in God’s green earth are you doing to forward the cause of change when you’re stealing flat screen TVs from Target?” Chitwood said. “What does that have to do with Mr. Floyd’s death?”

CALLING IT FOR WHAT IT IS

There is hope for change, Slater said. But, she said, the current climate of hate, racism and discriminatory practices in the U.S. toward people of color has ramped up. She doesn’t understand why.

“I want to have hope, but my question is why do some white people hate us so much?” Slater said. “Where is the hate coming from? Where is the anger coming from? What is it about us that

angers you so much?”

Chitwood acknowledges that there are bad cops. He said it’s a byproduct of hiring humans for the job. In 2017, Chitwood commissioned a use of force study by the Police Executive Research Forum in which training, procedures and the culture of the agency were examined, resulting in a new training manual. The department was retrained using this new manual in 2018, and Chitwood said that in 2019, the agency saw over 50% reduction of the use of force.

“I’m not telling you in any way that law enforcement is perfect,” Chitwood said. “But we’re trying. I really want my deputies to understand that there is a cultural and racial divide in this country and why there is.”

Slater said the conversations about race and overcoming barriers must be had.

“When we see these kinds of injustices, we have to call it what it is,” Slater said. “Once we call murder a murder, or discrimination or the tactics law enforcement — because that’s what we’re focused on now — use on people of color, there has to be immediate and swift action as it relates to seeking justice.”

Coquina Center remains only local facility with COVID-19 outbreak Long-term care facilities remain top concern around the state.

In a stark reminder of the toll of COVID-19 on seniors and their caregivers, slightly more than half of the reported deaths of Floridians from the disease have now been linked to long-term care facilities, state figures show.

Locally, Ormond Beach’s Coquina Center remains the only facility

with an outbreak; 41 have tested positive there, and all have been transferred, the state reports.

Coquina Center has not responded to two requests from the Ormond Beach Observer for more details about conditions at the facility, as family members continue to express concerns.

Meanwhile, Florida topped the 50% threshold in numbers released Saturday, May 30, by the state Department of Health.

A report released May 31 showed 2,451 deaths of Florida residents from COVID-19, with 1,230 involving residents or staff members of long-term care facilities.

The numbers of deaths in nursing homes and assisted living facilities from COVID-19 have increased at a far faster rate in recent weeks than deaths in the broader population. On April 30, for example, the state reported 1,268 overall deaths of Florida residents, with 423 — or 33.4% — involving residents or staff members of long-term care facilities.

The respiratory disease caused by the novel coronavirus is particularly dangerous to seniors and people with underlying health conditions.

affected seniors, 34.6% of the overall reported deaths of Florida residents have involved people 85 or older, numbers released Sunday show. Similarly, 63.8% involve people 75 or older, while 85% involve people 65 or older.

People under 55 account for 5.8% of the overall deaths.

During an appearance Friday,

May 29, Gov. Ron DeSantis said the state’s “primary focus” in testing is staff members and residents of long-term care facilities.

Miami-Dade, Broward and Palm Beach counties also have the most deaths linked to longterm care facilities, with a total of 591 — 48% of the long-term care deaths.

In all, 18 counties have reported more than 10 deaths linked to long-term care facilities, Sunday’s Department of Health report shows.

hen it was time to transition to online learning, the Pace Center for Girls in Ormond Beach was ready.

form they needed to use to ensure all 52 of their girls in Volusia and Flagler County didn’t miss a counseling session since the transition on March 16. Executive Director Georgia McCurdy said counselors were checking in with their students routinely and ensuring they had enough food as well as offering support if they needed it.

“Our girls are vulnerable when they come to us, and a situation like this in our world makes them even more vulnerable,” McCurdy said. “We just had to give them extra love and support and encouragement and assuredness that we would be there.”

Pace staff deployed over 25 laptops to help the girls with remote learning and have since averaged seven contacts per girl a week. On a state level, 98% of Pace students touched base with their counselors and teachers at least once a week, and 70% averaged seven or more times a week.

Remarkably, the local Pace Center reported a 100% academic improvement indicator for all their girls this quarter, McCurdy said.

To help keep them engaged, the Pace Center’s Girls Leadership Council also created contests for girls to participate in, including cooking challenges and a COVID-19 art contest. While complying with social distancing guidelines, staff delivered art supplies, birthday cakes and prizes for the contests to the girls at their homes.

“We want to do everything we can to give them positive uplifting healthy activities that they can undertake,” McCurdy said.

COVID-19’S FINANCIAL IMPACT

Like many other local nonprofits, the Pace Center had to cancel two major fundraisers due to COVID-19. One of them was a golf tournament, and the other was its annual breakfast — two events that supply Pace with at least $75,000 in unrestricted dollars, McCurdy said.

The Pace Center created a video for the breakfast highlighting some of their good news. One of the girls featured in the video is Si’Dani, who was separated from her siblings and placed into foster care for two years due to her parents being unable to care for them.

Si’Dani, who is part of the Girls Leadership Council and was recently elected to become a Pace representative, said in the video that when she first arrived at Pace in February, she was hesitant.

Now, she said she loves it.

“It’s like a second family,” said Si’Dani, who has since been reunited with her siblings and adopted by her aunt. “I am finding the better version of myself at PACE. I’m surrounded by strong, beautiful, encouraging women and girls.”

About one-fourth of girls come to Pace with a prior arrest, McCurdy said. The rest of the student population is composed of girls who have had a traumatic experience or who were failing one or more classes. Pace follows the girls’ progress for one year after leaving the center, and in Volusia and Flagler, McCurdy said 95% of those girls have no further involvement with the juvenile justice system.

“If 95% of our girls one year after leaving PACE are not involved in the juvenile justice system, we know that we are truly both an intervention and a prevention system,” she said.

Though the Pace Center receives support from United Way of Volusia-Flagler Counties and community grants, McCurdy said about 25% of their budget is reliant on the grants, donations and charitable gifts often raised in events.

A virtual breakfast will be held on June 5, and McCurdy said they are hoping to raise money to make up for some of the funding lost because of the cancellation of events.

Aerospace manufacturing gets a Volusia boost NPAs surge, fundraising struggles, as elections near Volusia County Council BRIAN MCMILLAN EXECUTIVE EDITOR

With just two weeks remaining before the deadline for candidates to qualify to run in the 2020 elections, the Flagler Tiger Bay Club invited Marian Johnson, executive director of the Florida Chamber Political Institute, to discuss political trends. She identified the surge of NPA voters, the struggle to fundraise due to COVID-19, and she discussed four amendments that appear designed to drive turnout.

NPA SURGE

Voters registering as NPA, no party affiliation, have increased dramatically in Florida, to the point that Johnson predicts NPAs could outnumber Republicans after another two election cycles.

The surge began in 1994, coinciding with an influx of people moving to Florida from the Northeast United States, she said.

Millennials tend to register as NPAs also, and Johnson predicts Millennial turnout will surge from around 35% previously to around 45% this year.

FOUR AMENDMENTS

Four amendments have been approved for the ballot, based on citizen initiatives, and all could drive turnout.

One amendment would require any voter to first be a citizen.

Another would raise the mini-

mum wage to $15 by 2026. Attorney John Morgan is behind the minimum wage amendment, and Johnson said polls indicate that this could pass, but support could be slipping.

“As it phases in, it takes other benefits away,” she said. “The raise that they get in [wages] doesn’t offset losing food stamps and those kinds of things.”

An unknown is how COVID-19’s spike in the unemployment rate could impact voters’ views on a minimum wage.

A third amendment is one that would allow all voters, regardless of party affiliation, to participate in primaries for key state races, including governor and the Legislature (but not local races).

Fourth, there is an amendment that would require future amendments to be passed in two successive elections, not just one.

COVID-19 AND FUNDRAISING

Nobody planned for COVID-19, and that has left some incumbent candidates in the state Legislature short in campaign financing, Johnson said.

“I’ve had some frantic calls from candidates,” she said. “How do you call a person who’s just been laid off, and ask for a contribution? It has affected a lot of the campaigns.”

She added: “The ones who have absolutely fared the best are those who would not let go, and they raised money all the time.”

The Volusia County Council unanimously approved the creation of a Commercial Space Industry Opportunity Overlay at its meeting on Tuesday, June 2, an action meant to attract manufacturers in the aerospace industry to set up shop in the county.

The overlay is an amendment to the future land use element of the county’s comprehensive plan, and will help to expedite requests for development. The amendment was first presented to the council on May 5, but was tabled to allow for more public input and to addreess questions by residents. Clay Ervin, county director of Growth and Resource Management, said this overlay will allow the county to shorten the review period of these requests while maintaining county standards.

“This is the first of one of many tools that we have,” Ervin said.

The council was presented with two options: adopt the original ordinance as presented on May 5, or adopt a revised ordinance with changes recommended by participants from a public outreach meeting held on May 12 by the county planning and development services staff. The council voted for the revised ordinance,

which amended a policy to require new development to connect to central water and sanitary sewer systems as soon as possible, and clarify language regarding a subsector associated with aerospace and aeronautical manufacturers, according to the agenda item documents.

“It’s a great day in Volusia County for air, sea and land with what this council has just done,” Volusia County Councilwoman Deb Denys said.

This has been years in the making, she explained, and asked cities to consider creating their own overlay zones to further expedite the development process for these industries. The amendment doesn’t encourage the paving of wetlands or weakening of environmental protections, Denys said. It’s about economic development and job creation.

“It’s market driven,” Denys said. “It’s not government driven.”

State Sen. Tom Wright, who is also the chair of the Military and Veterans Affairs and Space Committee, attended the meeting, and said that it was important for Volusia to understand the “golden opportunity” that lies ahead. He

recalled the jobs that were lost in 2011 when the space shuttle program shuttered.

“How many times do we have in our lives for another second chance?” he said.

Not everyone who spoke at the meeting was in favor of the overlay. Ormond Beach resident Suzanne Scheiber said the county should focus on working with its existing assets instead of chasing “future costly ventures.”

“We are a coastal community that has not come close to maximizing the value of our natural environment with eco-friendly jobs, economics, local business support and environmental stewardship all combined,” she said.

“This is possible and profitable.”

Volusia County Councilman Ben Johnson said if Volusia doesn’t lead, the county will be the “first place losers.” This is the best opportunity he’s seen in his lifetime to promote economic growth.

“It’s about the jobs — good, clean jobs,” Johnson said. “Keeping our students and our children here in our area.”

Great news! For the first time, the Volusia County School Board voted to build from the ground up a K-8 school.

The new K-8 facility will be built to replace Osceola and Ortona Elementary Schools, which opened in 1955 and 1951 respectively.

The board postponed making a decision on where the school should be built until the BRPH Architecture Firm received input from the community, teachers, principals and district staff on the programs they would like to see offered at the K-8 facility.

The Ormond Memorial Art Museum’s new art exhibit will feature the talents of veterans and members of military families, and will be on display when the museum reopens on June 8.

The “Veterans and Military Families Create” exhibit includes creations in different mediums and subject matters.

According to the museums latest newsletter, each piece is accompanied by a story of someone’s connection to the military. One of them is “The Kiss,” a watercolor painting

by Lisa Argentieri, who is the niece of a Vietnam War veteran.

In light of COVID-19, the museum will only be open from noon to 4 p.m. every day and will be limited to 10 visitors at a time. Masks are required for visitors and staff, and social distancing will be in effect.

The exhibition will be on display through September and its presenting sponsors are Nancy and Lowell Lohman and Cindy Jenkins Graphic Design.

When comparing the pros and cons of the two school sites, the Osceola site is by far the best location to build the new school, which will likely become very popular and serve 950-1,000 students. Here are the reasons why.

1) LOCATION

Students who reside between Seabreeze Boulevard and the Flagler County line would be zoned for the K-8 school. The service area is approximately 11 miles long and currently contains two public and two private schools. The center point of the 11-mile zone is 1.3 miles north of Granada Boulevard.

St. Brendan’s K-8 School is a half-mile north of the center point and Osceola Elementary is 1.5 miles south of center point. Ortona Elementary and Lourdes K-8 Academy are located about 4.5 and 5.0 miles respectively from the center of the school zone.

Clearly, the Osceola site is the most centrally located site and is about two miles south and 3.5 miles north of the private schools. With 71% of the students residing in the Osceola zone, this is another reason the new school should be build at this location and explains why the District’s transportation department would favor the Osceola site.

RACING TO THANK ADVENTHEALTH Chip Ganassi Racing sported a special tribute paint scheme to thank AdventHealth’s team members for being on the frontlines of the coronavirus pandemic during the recent Coca-Cola 600 at the Charlotte Motor Speedway in North Carolina.

The hood of Ross Chasain’s No. 77 AdventHealth Chevy featured a thank you message and its trunk carried the name of all the AdventHealth facilities, including the ones in Volusia and Flagler County, an email by AdventHealth spokesperson Lindsay Cashio stated.

2) LESS TRAFFIC AND MORE PARKING

The parent drop-off area and staff parking would be adjacent to Seminole Avenue, which borders the Osceola property and connects Halifax Drive to AIA. The Ortona site does not have a roadway that runs east to west bordering the property. If the new school was built at the Ortona location, about 85% of the traffic would be arriving from the north on Halifax Avenue. Cars and buses would need to make a left turn on either Golf Boulevard or a bus parking lot area off Halifax Avenue. This would result in the stacking of cars on Halifax Avenue, which is the second busiest roadway on the north peninsula.

The Osceola location would have a parent and a separate visitor parking location totaling 160 spaces and stacking for 55 cars while the Ortona site would not have a separate visitor parking area and have a total of 120 spaces and stacking for 40 cars.

3) LOT SIZE IS LARGER

The Osceola location would be a completely cleared site of 13 acres. The Ortona location is 11 acres and would be further reduced by the necessity of maintaining the existing administration building con-

FPL PLANS ON MAKING IMPROVEMENTS Florida Power and Light is continuing to upgrade its systems in Ormond Beach by strengthening the energy grid and improve reliability.

Some of the company investments include strengthening power lines and poles, trimming trees near power lines and installing smart grid technology, according to a press release. This should aid speed restoration efforts after a major storm, FPL stated.

“We continue to build one of the nation’s strongest, smartest and most storm-resilient energy grids using advanced smart grid technology to continue delivering reliable electricity that our customers can count on,” said Eric Silagy, president and CEO of FPL. Planned improvements for this year include 256 automated switches on main and neighborhood power lines, and inspecting and clearing tree branches and vegetation from 143 miles of power lines. Once all the work is completed, FPL will have strengthened 16 main power lines, reviewed 1,871 miles of power lines and inspected all 12,115 power poles every eight years — all since the 2004-2005 hurricane season.

The additional 2.5 acres on the Osceola site will give the architects more flexibility in designing the school to accommodate the indoor and outdoor programing needs of a 21st century K8 school.

Also, the city of Ormond Beach has informed the school district that the city would absorb any costs associated with moving drainage lines to facilitate the design of the new school. City officials have also stated they would continue to work in partnership with the school district to offer community access to the outdoor recreational facilities located on the school site.

I envision this new K-8 school to have an elementary gifted program and a Cambridge Secondary 1 curriculum for middle school students.

The school would also prepare students for the academies offered at Seabreeze High School.

My belief is the board will objectively measure the merits of each site. Yes, the wonderful news is a new K-8 school is coming to the beachside, which will be serving students for 50 more years. Let’s make sure we build it in the best location.

Dwight Selby advocates for reopening more of economy

Gov. Ron DeSantis is under increasing pressure to let bar owners again pour spirits and ring the bell for last call.

Local elected officials are telling the governor that bar and nightclub owners whose businesses rely on alcohol for 50% of revenue are getting desperate watching from the sidelines, a month into the first phase of the state’s reopening from the coronavirus pandemic.

Ormond Beach City Commissioner Dwight Selby has been vocal in recent commission meetings about his desire to see businesses be allowed to reopen.

“I’m all for anything that opens the economy up,” he said in a June 2 interview with the Ormond Beach Observer. “This is extremely injurious to the economy and to families and to individuals, and we have got to do everything that we can to get people back to work, safely.”

He added that the local impact of COVID-19 “has really been pretty minimal.” It also doesn’t impact children very much, Selby said, so he’s also in favor of reopening schools “so that work-

ing parents with school-age kids can get back to work.”

Bunnell Mayor Catherine Robinson wrote the governor over the weekend that many of these businesses in the small Flagler County community are struggling to stay afloat.

“Those who have been able to operate, have survived up to this point. The owners who were mandated to close are about to lose their businesses,” Robinson wrote. “The local bars and veterans’ organizations are looking for support to be able to reopen, safely abiding with the rules and guidelines set up through CDC (Centers for Disease Control and Prevention) and your office. They are barely holding on, hoping they can survive to reopen and begin to look (to) rebuild their future.”

Okeechobee County Commissioner Terry Burroughs told The News Service of Florida he’s anxious to reopen social clubs, especially those that serve vets, such as the Veterans of Foreign Wars and AMVETS. He said the clubs serve a critical need in the community.

“That’s the only meal that those veterans a lot of times get.

I can’t get them open because they’re classified as a bar,” Burroughs said in a telephone interview Monday evening.

“Gov. DeSantis is reviewing these requests,” a DeSantis spokeswoman said.

When the reporting officer asked her if she had been drinking, the woman replied, “I’m not going to lie, I have been,” according to her arrest report.

24-year-old Ormond Beach woman discovered she had a flat tire on her way home from her mother’s house. The next morning, she reviewed her security camera footage and found an unknown car parked outside her home for a few seconds, before driving away.

The woman told police she had three drinks. Police asked her to perform some field sobriety exercises, which she failed.

The officer asked if she would be willing to submit to a breath test and the woman agreed, but said the test was going to come back positive, according to her arrest report.

She was taken to jail.

TOO CLOSE FOR COMFORT 6:06 p.m. — 1300 block of West Granada Boulevard Information. An Ormond Beach husband and wife called police after a man and woman harassed them while at a local home improvement store by not following social distancing guidelines and purposely coughing into their elbows to intimidate the couple.

According to the incident report, the couple was looking at tools when the woman kept reaching over them to grab items. The wife told the woman if she could please practice social distancing, and the woman said she had a right to be there, according to the report.

The wife replied that she and her husband were there first and asked that she keep her distance. That’s when the man and woman began coughing into their elbows and laughing as the couple walked away.

Finding the situation very suspicious, she called police to notify the incident. She told the reporting officer that her tire looked slashed, and that the unknown car looked like that of her deceased boyfriend’s “other girlfriend” whom she has had issues with in the past.

The reporting officer noted in the incident report that the tire looked as if she had hit a pot hole or curb, and that there were scratches on the wheel consistent with his theory.

The identity of the driver of the unknown car, who never exited the vehicle, is still unknown.

When they left the store, the man began video recording the couple, telling them he was getting their license plate and the model of their vehicle. The couple told police they didn’t want to press charges, but wanted the incident documented in case they became infected with COVID-19.
