FIREFIGHTERS SAVE KITTEN
Hold on tight ... Pathways hosts derby Three Ormond Beach firefighters recently helped free a stray kitten out of the engine compartment of a citizen’s truck. Ormond Beach resident Maria Levrault wrote an email to the city stating that Bill Baronowski, David Randall and Kevin Holt from Fire Station 94 took a brief timeout from their dinner to help save the kitten, which was only weeks old at the time. “The kitten is now fed, safe, and comfy,” Levrault said. “These men showed much compassion for a precious life for which I am grateful. They should be commended.”

A bell tolled for each fallen soldier after the name was announced at the ceremony. Attendees came forward from the audience to name a father, brother, daughter, son, uncle or friend who made the ultimate sacrifice in wars going back to World War II as a breeze fluttered the flags and flowers that decorated the graves across the cemetery. Presented by the city of Ormond Beach, the service paid tribute to those who died while serving in the armed forces. The service featured a musical performance by the Daytona Beach Concert Band; a wreath laying; and ringing of the eight bells, traditionally performed after a sailor’s death. “Our commission, our staff and our residents love veterans, and particularly we love honoring the family and friends of veterans on Memorial Day, Mayor Bill Partington said before issuing the city’s proclamation for the service. This year’s guest speaker was Col. Kimberley Ramos, who retired from the Air Force after 30 years of service. She said the Memorial Day services held across the U.S. demonstrate appreciation for the sacrifice of fallen soldiers. “We attempt to repay that debt by ensuring they did not give their lives in vain — by continuing to stride toward the ideals set forth by our founders,” Ramos said. On this day, she remembered Lt. Col. Kevin Shea, a Marine who was killed by enemy rocket fire in Iraq on his 38th birthday in 2004. Ramos said Shea taught her

Since 1999, Ike Leary has dedicated himself to Cassen Park. He refills the soap at the park’s bathroom, spearheads the city’s fishing tournaments for kids and keeps his Granada Bait and Tackle shop open 364 days a year, closing only on Christmas. As Leary celebrated his shop’s 20th-anniversary at the Park, the Ormond Beach City Commission surprised him by naming the park’s recently repaired fishing pier the “Ike Leary Fishing Pier” — a decision that the commissioners and city staff had kept “secret” from Leary since October. The idea to name the pier after Leary was first suggested by former City Commissioner Rick Boehm in a meeting, and the commission continued discussion of the matter from the dais only when Leary wasn’t present in the City Commission chambers. “I am proud to call this man friend, and you’re pretty darn special when the city of Ormond Beach names something after you,” Commissioner Troy Kent said during the city’s ribbon cutting ceremony for the pier on Monday, May 27. The fishing pier was damaged by Hurricane Irma in 2017. Irma tore approximately 6,600 square feet of decking, leaving only the pilings standing. Repairs cost almost $760,000, according to a city press release, and the work was done by Brothers’ Construction Inc. FEMA funds covered 75% of the project cost, state grants helped with 12.5%, and the city paid for the remaining balance. When Mayor Bill Partington proclaimed that the fishing pier

would be named after Leary, the gathered crowd — made up of city staff, officials, Ormond Strong and Leary’s family — cheered. Kent said Leary called him the Thursday before the ribbon cutting, upset that no city staffer had informed him there would be a ribbon cutting on the day of his 20th-anniversary celebration. Knowing the naming portion was a surprise, Kent placated him and told him he would let the city manager know, hoping that would be enough to keep Leary from asking more questions before the event. Kent called Leary a “true ambassador” for the city. Leary thanked everyone in attendance. He said he hopes to be at Cassen Park for another 20 years. “I love my job,” Leary said. “That’s just all there is to it. I love it — every minute of it.”

CITY HALL: 22 S. Beach St. Ormond Beach, FL
After a slow first quarter of the year, single-family home sales around the greater Daytona Beach area picked up slightly in April, according to an analysis of Multiple Listing Service data by Ron Wysocarski, broker and CEO of Wyse Home Team Realty in Port Orange. For April, the MLS reported that 483 single-family homes were sold in the greater Daytona Beach area with a median home sales price of $230,000. That’s a 4% rise in sales compared to the same month last year and just shy of a 1% increase in median sales prices. Compared to March, sales were up by 11% and median prices remained stable. Those figures show an improvement. Year to date, single-family home sales are down by more than 4% across the Daytona area, while prices are up by just over 2%. “We were happy to see sales pick up a little bit in April after a rocky start to the year,” Wysocarski said. Inventory levels fell in April, leaving buyers with 113 fewer homes on the market to choose from than were available during
March. Despite the drop, inventory levels remained 3% higher in April than they were in 2018. And year to date, inventory levels are up by 5%, according to MLS data. ORMOND BEACH SALES
Compared to other cities in the area, Ormond Beach showed the strongest sales totals in April. There were 121 home sales in Ormond Beach, 90 in Port Orange and 52 in New Smyrna Beach. New Smyrna Beach had the highest median sales price at $389,000. The median sales price in Ormond Beach was $280,000, and the median price in Port Orange was $250,000. The data in Ormond Beach was quite a bit more dramatic than the area-wide figures, according to Michelle Cecchini, of Ormond Beach, broker and owner of Chelle Realty. She said sales of singlefamily homes and townhomes in Ormond Beach were up 14.5% in April, compared to April of last year, while condos and condotels were down 25.9%. “An interesting stat is that sales of condominiums have decreased and single-family homes increased over the last
year. In my opinion this relates to the increase in single-family new home construction opportunities,” she said. Home sales are strong because Ormond Beach is a highly desired area without enough inventory for the current number of potential buyers, she said. CONDOS PRICES FALL
For the entire Daytona Beach market, area condo sales improved in April, but median sales prices fell for the first time in months, Wysocarski said. There were 155 condo units sold around the Daytona Beach area in April. That’s a 6% increase in sales compared to April of 2018. Unfortunately, year-to-date sales were down 3% compared to the number of condo sales during the first four months of last year. There was a 6% median price drop in area’s condo market during April. The median condo sales price in April was $195,000, down $12,500 from median sales prices in April 2018. “We’ve enjoyed several years of constant growth,” Wysocarski said. “These little swings in sales and prices are telling us that the market is neutralizing.”

‘Ormond Beach has a good foundation’: Officials hopeful despite sales tax failure Some projects that would have been accelerated will proceed at a slower pace. JARLEENE ALMENAS NEWS EDITOR
The failed half-cent sales tax initiative, which started back in 2018 and cost the county almost a halfmillion dollars for a mail-in ballot election, has left in its wake long wish lists of projects for local infrastructure and water quality improvements. Ormond Beach is no exception. The city had identified 18 projects that could have used some of the proposed sales tax’s revenue, but, in the aftermath of the 55.3% to 44.7% vote against implementation of the new tax, some city officials said they foresaw its demise. “I am not completely surprised based on what I’d seen and heard leading up to the vote,” Mayor Bill Partington said. “It looked like it was going to have a difficult time, and I think ultimately it failed as a result of kind of being too watered down.” Partington, who supported the sales tax, said that in the beginning, the tax would have just benefitted transportation projects. When other uses were added in, he said, it was “doomed for failure.” Ormond Beach City Commissioner Rob Littleton had opposed the proposed sales tax at commission meetings. He said he believes
the citizens spoke “loudly and clearly” against it. “Fortunately, the city of Ormond Beach has a good foundation,” Littleton said. The city gets $450,000 annually from gas tax revenue for road rehabilitation and repaving needs, as well $400,000 in dedicated millage for transportation needs, Littleton said. Ormond Beach also has a transportation lobbyist. Littleton doesn’t expect the city to raise property taxes this year as a result of the failed tax vote. Neither does Partington, though he said it was an option in case the commission wants to complete a certain project. That will all be discussed at the commission’s budget workshop next Tuesday. The failure of the sales tax proposal leaves the city at the status quo, he said. “It was an opportunity for funding that would have sparked some projects getting done on a much accelerated time schedule, but since it didn’t pass ... then it puts us right back where we were,” Partington said. Priority projects will remain as such, but take longer, he added. Littleton said it’s too early to tell whether the city will adopt the rollback rate for millage, but he believes the city will lower property taxes. “I have the feeling that the City Commission as a whole appreciates what the citizens have told them through the recent vote, and they’re going to act on the wishes of the citizens,” Littleton said.

Dear Editor: Your article “Voters reject sales tax, four-year terms” (May 23, page 3) fails to mention an important aspect of this special election that I believe deserves attention. The total votes counted in the election was reported as being 103,674. The sales tax increase was supported by 46,235 voters and rejected by 57,150. The number of registered voters for this election was 376,531, which means that the tax increase was rejected by only 15.18% of registered voters. I am personally very pleased with the outcome of this election, although I am very unhappy that it was forced upon us. But, isn’t it a real concern that a mere 15.18% of voters determined the outcome? It is my opinion that the officials who arranged this special (and expensive) election had depended upon low voter turnout to provide them a greater chance of success. Happily, they underestimated the objections and could not pull it off. Registered voters who could not find the time to mark and return their ballots were playing a high-risk game. Somewhere along the line, I was taught to believe that voting in our democracy, if it is to survive, is a civic duty. I hope that lesson is still being taught in our schools. And I hope that voters don’t sit on their rears
stances surrounding how the special election came to be, I am much more concerned with the glaring dismissal of the will of the people. It is outrageous that any elected official would have the audacity to announce intent prior to the vote even being counted that if the vote doesn’t go the way they want it to, the issue will be placed on the ballot again in the next election until the desired vote is achieved. And now, after an election where the citizens of Volusia County voted, their voice is being stifled and dismissed by a continued message that the

Define ‘quality, sustainable growth’ Dear Editor: “Quality sustainable growth,” while maintaining Ormond’s “small town charm,” were the operant words by Mayor Bill Partington, quoted in the Ormond Beach Observer, regarding goals for the strategic planning workshop for OB Life. What does “quality sustainable growth” mean? There were probably as many definitions for that as individuals present, but the term itself does imply a certain type of growth. I agree with Mayor Partington that the statement that best describes what came out of OB life is “quality sustainable growth.” It was the theme that ran through the entire event. But the devil in the details is, how to define quality sustainable growth. I became very curious about this so I went to the Quality of Life Board and asked them if they are responsible for this, and they suggested I talk with Claire Whitley, assistant city manager who attends that meeting. After talking with Ms. Whitley, who was very
issue will simply be placed on the next ballot until the people vote differently. And less than a year ago, this same scenario played out regarding Amendment 10 and is still being played out today! The shocking argument being heard there is that if the citizens understood what they were voting for they would have voted differently. I, for one, as the representative of Volusia County District 4, believe in standing up as the voice of my constituents. I accept the results of a democratic election. The operation of our gov-
helpful, and various Ormond Beach city staff, it appears that the direction for such a defining group on sustainability issues must come from you, our elected officials. Much to my surprise, while researching this, I came across this quote: “Now more than ever, it is important to balance environmental and economic considerations in our daily operations. A sustainable future for Volusia County and our entire region will be based on solutions that include environmental, economic and social considerations.” This came from the Volusia County Council, regarding the Sustainability Action Plan done by AECOM Technical Services in 2012 and adopted by Volusia County in 2014. I was astonished and happy that the work had already been done by Volusia County on this subject. It is a very thorough and wide-ranging study with sustainability goals, what they are based upon, and how to implement and measure them. The goals are very similar to the city of Ormond Beach goals: to provide a healthy economy, environment, and community, efficient transportation and community design, water conservation and efficiency, use of renewable energy, reduction of waste and promotion of recycling. It is all the things we want for our community and most of what citizens were asking for in OB Life. We are very lucky to have such an
ernment greatly affects your daily lives and those of your children. I encourage each of you to fully expect and require representation of the people, by the people, and for the people. President Grover Cleveland said it best: “We proudly call ours a government by the people. It is not such when a class is tolerated which arrogates to itself the management of public affairs, seeking to control the people instead of representing them.” Heather Post represents District 4, including Ormond Beach.
in-depth study at our fingertips, which provides research for such a plan and gives us a working definition or at least a beginning place for defining “quality sustainable growth” for Ormond Beach, if we so choose. An example of what I am suggesting we consider, as a sustainability issue, is a project for neighborhood improvement, to pave a parking lot at Riviera Park. I understand that might be the best thing for that project, and ADA standards need to be considered, but for $55,000 it should be examined with the test of some type of adopted, sustainability standards, to pave or not to pave. I believe this is a core tenet that can be drawn from OB Life. I will send each of you the Volusia County Sustainability Action Plan and I am asking that you read it and consider using it to define what we mean by “quality sustainable growth” as an additional goal when you consider the OB Life strategic plan. The Capt. James Ormond chapter of the Daughters of the American Revolution and the Hillside Cemetery board have not forgotten the soldiers buried at the historic cemetery this Memorial Day. For the second year in a row, both entities have placed flags on the veterans’ graves at Hillside Cemetery to commemorate their sacrifice. The cemetery is home to soldiers who fought in both World Wars, the Vietnam War, and others like the Mexican American War. DAR Membership Chair Sharon Lehto said they’re
still working on identifying all the veterans at Hillside. Placing flags on their graves is a way to honor a person and their family for Memorial Day, which she said has been glossed over in the past as just a day off work to go to the beach. “But in retrospect, the reason that we’re going to the beach is that these men have sacrificed their lives for us to have the freedom of going to the beach and not being disturbed,” Lehto said. “I think it’s tremendously important that we don’t forget what they’ve done and the sacrifices they’ve made.” Her father was a U.S. Navy vet-
eran who fought in World War II. He’s buried in New Jersey, and Lehto hopes someone is honoring his grave this Memorial Day as well. “It’s very important that we don’t forget our family heritage,” Lehto said. The DAR is also preparing for National Wreaths Across America Day, coming up later this year on Dec. 14, where wreaths will be placed on veterans’ graves. Last year, the event was held at Volusia Memorial Cemetery and Pilgrims Rest. Hillside Cemetery is being added to the local celebrations this year. Makin’ waves Ormond Beach kindergartner sets sites on being the next great local surfer RAY BOONE SPORTS EDITOR
A fourth-generation Ormond Beach native, 6-year-old Alyssa Gilreath has been surrounded by the sea for her entire life. Her father, Willey Gilreath, had her in the water as an infant. By the age of 3, she was clinging to the front of his longboard as he paddled out into the surf. Alyssa has since learned to glide across the waves on her own. But she still remembers her first time standing up on her board. The prospect of leaping to her feet while the water violently churned beneath her was a daunting one. “I was a little scared at first,” she said. “But when I popped up, I wasn’t scared anymore.” The Gilreaths are a surfing family. Both Willey and his wife surf. Willey grew up riding waves
in Ormond Beach and even had aspirations of turning professional — until a motorcycle accident shortly after his graduation from Seabreeze High School in 1989 left him with a broken left femur. Still, he recovered from his injury and went on to compete in national competitions, which he still does to this day. He passed his love of surfing on to his three children, with Alyssa being the youngest. It was a way to connect with each other — and with their environment. “We have that connection with the water that not a lot of people have,” he said. “We love the ocean.” A little over a year ago, when Alyssa was 5, she asked her father if she could start competing in surfing competitions. Her first competition was hosted by local pro Shea Lopez in May 2018. They didn’t have Alyssa’s

age division, so she competed against girls aged 14-and-under and placed third. She now competes in the Gnarly Charley Surf Series, where she won the 2019 championships for 6-and-under and 10-and-under. Due to her age, Alyssa competes in the “push in” division, which means her father helps push her out into the surf. “It’s really unique that I get to be out on the water with her,” Willey said. “I’m like her personal Jet Ski.” Others in the local surfing community have compared Alyssa to local legends like Freida Zamba, Mimi Munro and Lisa Andersen. “She’s a natural,” Willey said. “It’s hard to find that in a child. One who has the tenacity and the ability and the strength to do what it takes.” Despite having school, soccer practice and tap, jazz and ballet lessons, she finds time to practice surfing every day. And when she’s
not at the beach, she’s in the pool in the backyard of her family’s home, practicing her paddling and duck diving. Her personal hero is pro surfer Bethany Hamilton, who on Oct. 31, 2003, aged 13 at the time, had her left arm ripped off by a 14-foot-long tiger shark while she was surfing along Tunnels Beach in Kauai, Hawaii. Alyssa’s favorite movie is “Soul Surfer,” the 2011 biographical drama that depicts Hamilton’s horrific injury and her triumph over it. She’s seen the film “probably about 200 times.” But when asked if she’s ever scared about seeing a shark while surfing, Alyssa paused for a moment before answering. “If I were to be bitten by a shark, I would still surf like Bethany Hamilton,” she said. “I would never give up.” SEE SURF’S UP PAGE 10

She’s working on her own fashion line, designing a line of bathing suits. She is working with a manufacturer and expects the suits to be available in about a year. “Every woman wants a good bathing suit,” she said. She and her husband chose the location after looking around, including One Daytona and Beach Street in Daytona Beach. “I love this shopping center,” he said. “It has a nice look.”

BOUTIQUE OPENS IN THE TRAILS
Blu Boutique opened May 1 in The Trails Shopping Center at 264 N. Nova Road, featuring trendy, contemporary clothing, as described by owner Jerrie Lee. The shop is attractively located in a square of shops, tucked away behind a fountain. “I want to get the word out that I’m here,” she said recently. Lee said many boutiques are
pricey so she is keeping her prices affordable for the average woman with a low-profit margin. Also, she said many boutiques tend to have only small sizes, and she has the larger sizes. A former operating room nurse, she said she needed a lifestyle change and decided to fulfill her lifelong dream of owning her own business. “I’ve always loved fashion,” she said.

The playrooms are one of several outreach programs of the Tim Tebow Foundation, which serves the needs of children. Jill Simpkins, a member of the AdventHealth Daytona Beach Foundation board of directors and a driving force behind the project, knows how valuable play be for children during an extended hospital stay. “With the premature birth of my son, Alex, I had the opportunity to understand firsthand how a place like this can provide a welcome dis-

Students of all abilities participated in this event and demonstrated the teamwork and friendships at Pathways Elementary that continue to help build our inclusive environment.” Several community members from the Special Athlete’s organization, Ormond Beach Police Department, Volusia County Sheriff’s Office and some Seabreeze High School students lended a hand for the special olympics as well.
