Ormond Beach reports loss of revenue

What has been COVID-19’s financial impact on the city of Ormond Beach?

According to a second quarter financial status report, approved by the City Commission via the consent agenda at its meeting on Tuesday, May 26, six sources of general fund revenue reported losses from January to March.

There has been a decrease of 1.03% in utility taxes, of which account of 43.4% of the budget. In the 2018-2019 fiscal year-to-date, the city collected $1.72 million in utility taxes; this year to date (20192020), the city has collected $1.7 million.

Ormond’s communication tax receipts are also down by 4.88%, with $528,805 collected so far, which is about $27,000 less than last year at this point.

Business taxes are the second most impacted revenue source, decreasing by 24.66% to $47,459 from last year-to-date’s figure of $62,992. Fines and forfeitures are also down by 24.08%, a drop of about $12,000 from last year; the current figure stands at $37,364. According to the city staff report on the

The city made the announcement via a press release, where it stated that the decision was made in support with the governor’s lift of restrictions on all youth activities. Residents should continue to follow all CDC guidelines regarding social distancing.

The city also encourages residents use hand sanitizer before and after utilizing the playgrounds and the splash pads. The surfaces at these facilities are not routinely sanitized, the city stated in the press release, and residents should use them at their own discretion.

Charges for services are down 22.28%, going from $494,819 last year at this date, to $384,563. This encompasses the county library lease and leisure services user charges.

The largest drop in revenue has come from “miscellaneous revenue,” which the report states include interest and internal service charges for fleet and engineering. This revenue fell over $200,000 from last year to date. As of March, the city had collected $593,439, a drop of 26.41%.

While intergovernmental revenues (consisting of sales tax and municipal revenue sharing) didn’t report a loss in the second quarter, the city does expect to see a significant loss come next quarter.

As for expenditures, while they have increased about 9% from last year to date, the first six months have utilized 49.8% of the budgeted expenses.

Decreases in expenditures were reported in the following line items: City Commission, planning, engineering, streets, economic development, environmental learning, grants and aids, and transfers.

Summer camps during COVID-19 City summer camps will look different this year, as the city will be offering a “Summer Connections Camp” where children 6-12 years old will be divided into smaller groups at different locations, according to Leisure Services new operating plans during the pandemic. This was approved via the consent agenda.

Children will have their temperatures taken every morning. A COVID-19 related release form will need to be signed by parents.

Staff members will be assigned one group of nine campers for the entirety of the camp. Enviro Camp and Camp T-Rec will not be held.

Ormond Beach’s high school seniors may not be able to walk across the stage this month, but they can walk across the Granada Bridge. And when they do, they’ll be able to see their names listed on the celebratory banner poles.

On Friday, May 22, the city of Ormond Beach installed new decorative banners on the bridge poles congratulating all 510 seniors living within the city limits from all public and private high schools. The poles have all been labeled on a map, available at ormondbeach.org/grad, and numbered with sidewalk chalk to help families find their student’s name.

It’s an initiative Mayor Bill Partington and City Manager Joyce Shanahan came up with when they heard graduations were not going to be held in May. “We wanted to do something positive to show them how proud we are of them at the city for everything they’ve accomplished,” Partington said.

The city spent just under $2,100 to make the banners, similar to its previous Hometown Heroes program in which the city highlighted local veterans and active armed service members during the month of November. These banners will remain on display for the month of June.

The mayor said he knows these seniors have missed out on a lot of experiences — prom, senior breakfast, yearbook signings and trips. But he said everyone at the city wants them to know they care about them.

“We know this gesture can never make up for the loss of their senior year memories, or at least the second half of the senior year memories, but we hope it shows they aren’t being overlooked and that they’re still being celebrated,” he said.

CLASS OF 2020

Seabreeze High School senior Ian Wichlei was looking forward to finally walking across the stage at the Ocean Center in front of his family and friends on May 29.

That’s no longer happening, and Wichlei said for him, that’s been the biggest disappointment during the pandemic.

“I feel like I worked hard for four years just to get to that graduation point and it just got taken away from us,” he said.

There are people he’ll never see again. Wichlei, 18, is heading to Florida State University in the fall, and said that it’s sad he’ll never get to say goodbye to many of his classmates.

These past couple of months have also been challenging aca-

demically; the transition to all online classes was confusing and done quickly, Wichlei said. He also dual enrolls at Daytona State University, and that’s been hard as well.

He misses being in a classroom and seeing his fellow students and teachers in the hallway. Wichlei said he misses Seabreeze. Still, he remains in good spirits. He surfs when he gets the chance and keeps in mind that the situation created by the coronavirus is temporary.

He’s learned to savor every moment and do the best you can do. When he finally is able to walk across that stage on his school’s back-up graduation date of July 9, he looks forward to feeling of relief and satisfaction.

For now, the banners are nice.

The city hopes students will dress up in their cap and gown and take a photo under the banner with their name. If they choose to do so, they can post it on social media with #OBGrad2020 and email it to the city’s public information officer at PIO@ormondbeach.org, as Ormond Beach will be creating a special tribute ad using these photos.

All city staff members feel terrible for the experiences local seniors are missing, said Leisure Services Director Robert Carolin.

He said he hopes the students will be happy to see their names on the bridge.

“I think it just lets our community celebrate the accomplishment as a whole of these wonderful students that have worked hard to graduate,” he said.

VCS wants to build a beachside K-8 school Programming will be the deciding factor when it comes to choosing a campus in the OsceolaOrtona merger.

Residents will see a K-8 school on the beachside as a result of the impending Osceola and Ortona Elementary merger.

The Volusia County School Board made this unanimous decision at its virtual meeting on May 26. The board was also tasked with picking one of the school sites to house the new school, but after an hour of discussion, the board deferred making a decision until programming was decided, as several members stated that finding out what programs would be able to fit on each campus would be the deciding factor.

“The program that we want should dictate the site,” School Board member Carl Persis.

The School Board has been discussing the merger of both beachside schools since April, though community meetings were held back in March. However, at those meetings, parents were only presented with plans for a new elementary school; the board later pivoted to discussing a K-8 school when district staff and the architecture firm BRPH indicated it could fit on both sites.

But while the desire for a K-8 school was clear across the board, that same clarity was not there when it came to picking the school site. In the beginning of the discussion, board members appeared to be leaning toward the Ortona campus, but Persis spoke at length in favor of Osceola. He said Osceola is a more central location for the majority of the families affected, as the school zone would go up the peninsula to the residences of Ormond-bythe-Sea, and that Osceola would have a better traffic pattern with access from Lucky Drive.

He also said more families would be disrupted should the Ortona campus be selected since 400 students attend Osceola compared to Ortona’s 200. The Osceola campus is also bigger. It spans 13 acres while Ortona measures 11.

However, the Ortona campus does have factors in its favor: One School Board member Ida Wright pointed out was that the soil conditions were better at Ortona compared to Osceola.

School Board member Jamie Haynes expressed frustration at what she called Persis’ “guilt trip,” and said the board keeps drawing the issue out. She later made a motion to go ahead and build the K-8 on the Ortona site, but it failed 4-1.

“This is a very expensive, permanent decision we have to make that affects a large part of our population,” said School Board member Linda Cuthbert, who was in favor of delaying the decision until programming was decided.

“We have to make sure we make the right decision for everyone, or at least the best decision.”

A designer with the architectural firm also expressed to the board that she wasn’t comfortable advising the board on which site was better for a K-8 school without knowing the programs the district and the community wants to include.

The board will discuss the merger again sometime in late June or July once new conceptual plans are generated.

Florida’s housing market in April reflects impact of coronavirus and economic turmoil.

Press release provided by Florida Realtors In April, economic turmoil caused by the coronavirus pandemic, resulting business shutdowns and subsequent rising unemployment rates impacted Florida’s housing market. The latest housing data from Florida Realtors reported lower levels of closed sales, pending sales, new listings and other metrics compared to a year ago – except for median sale price, which rose compared to April 2019.

“The impact of COVID-19 on Florida, the U.S. and throughout the world was fully realized in April,” said 2020 Florida Realtors President Barry Grooms, a Realtor and co-owner of Florida Suncoast Real Estate Inc. in Bradenton. “Job losses rose and unemployment claims overtaxed the state’s system. It’s no surprise that many buyers and sellers put their plans on hold for now, because of the pandemic and the current economy.

Last month’s closed sales of single-family homes statewide dropped 20.7% year-over-year, while condo-townhouse sales

declined 36.5%. Closed sales may occur from 30- to 90-plus days after sales contracts are written.

HOME PRICES INCREASE

In April, the statewide median sales prices for both single-family homes and condo-townhouse properties rose year-over-year for the 100th month in a row.

The statewide median sales price for single-family existing homes was $275,000, up 6% from the previous year, according to data from Florida Realtors Research Department in partnership with local Realtor boards/associations.

Last month’s statewide median price for condo-townhouse units was $209,000, up 7.7% over the year-ago figure.

“Looking ahead to May, all indications are that we will continue to see stable prices but will see a further decline in closed sales,” O’Connor said. “New pending sales for April were down over 35.1% in the single-family category year-over-year, and they were down 56.6% in the condo and townhouse category.”

SIGNS OF REBOUND IN SALES?

O’Connor also noted that most of the drop was in the first two weeks of April. He saw a “silver lining” in the last half of the month.

“In each week of the second half of the April, we saw drastic improvement in the number of homes going under contract,” he said. “The trajectory of this improvement has been strong enough, that preliminary data points to the possibility that we could see positive year-overyear growth in new pending sales in several markets across the state in May – particularly for singlefamily homes. What’s more, there’s a lot of current housing market data across the U.S. that points toward this being a national trend.”

For example, over the past four weeks, the Mortgage Bankers Association has been reporting robust increases in the number of loan applications submitted for U.S. home purchases, the chief economist noted.

According to Freddie Mac, the interest rate for a 30-year fixedrate mortgage averaged 3.31% in April 2020, down from the 4.14% averaged during the same month a year earlier.

Ormond Beach Police Officer Gregory Stokes views his role as Ormond Beach Middle School’s resource officer as multipurpose.

When the students need a mentor, he becomes that mentor. When the students need a friendly face, he’s ready to show them kindness. When the students need a police officer, he’s there to resolve the issue.

“He went above and beyond the call of duty because he is a fine human being,” Kent said.

OBMS principal Susan Tuten said in an email that she “deeply appreciates” the efforts of the city and OBPD. She approached Kent about having Stokes deliver the packets.

“I have a great team that does whatever it takes to ensure our students succeed,” Tuten said.

DELIVERING THE PACKETS

During this COVID-19 pandemic, he found himself delivering schoolwork packets to 18 students who had not been in contact with their teachers since the transition to online learning.

City Commissioner and OBMS Assistant Principal Troy Kent said at the May 12 commission meeting that phone calls and emails to these students weren’t being answered. He then spoke with City

For several days, Stokes went around Volusia County to deliver the packets to these students.

“And in those situations, if the school didn’t have their addresses on file, the change of address, then there was no way for me to find them,” Stokes said. “I would do as much as I could and try to track them down.”

He looked for students in other cities and in hotels. He looked up prior addresses, changes of address and spoke to neighbors.

Sometimes, if he was positive the family still lived in the home, he’d leave the packet on the door.

neighbor who was still in contact with the family. There were only a couple of students he couldn’t find.

The parents he was able to speak to directly were thankful and “ecstatic,” Stokes said. Many of them lacked the transportation to retrieve the packets on their own.

Many people may not be aware that there are homeless students and students living in hotels and motels who attend OBMS, Stokes said. He delivered a packet to a family of eight people living in one hotel room. Seeing things like that makes him emotional.

He finds himself worrying about what could happen to them.

That’s the police officer side of him, he said.

NOT JUST AN OFFICER

As a former D.A.R.E. and outreach officer, Stokes said he would do anything to help students.

“Kids are where my heart is,” Stokes said.

Part of his job has always been to build a rapport with them so they don’t grow up fearing law enforcement. He has bought them lunch in the past and works to be approachable. He wants them to feel safe coming to him if they have a problem. Though he is back on patrol as schools remain closed due to the coronavirus, delivering packets was just another hat for him to wear.

“To me, as a school resource officer, you can’t just be a police officer,” Stokes said. “Like a glass of water, water finds its own form, so you’ve got to be fluid and adapt to whatever the situation is. Be what you need to be to get through that situation and reach that kid, or to get that objective done.”

Members of multiple local veteran organizations gathered at the beach at Tom Renick Park in Ormond-by-the-Sea on Monday, May 25, to ensure that fallen soldiers were not forgotten this Memorial Day, despite annual remembrance events having been canceled due to COVID-19.

Scott Sheldon, of Vet Hub Local, featured four minutes of silence to remember and mourn those who died while serving in the armed forces. Groups like Ormond Strong, the Vietnam Veterans Chapter 1048 and the American Legion were in attendance, along with family and friends.

When Sheldon heard Memorial Day events were being canceled due to the pandemic, he knew he had to find a way to still pay tribute to fallen soldiers. He couldn’t let a Memorial Day go by without doing so.

“To me, it just was not right that we should cancel these events,” Sheldon said. “We’re here to celebrate those who gave their life, and I thought, ‘You know, it’d be a really neat experience to do it on the beach with our American flags.’”

And so, people held up flags on the beach on the overcast Monday morning. A veteran performed taps, and names of fallen service members were spoken aloud.

“We kept everything simple,” Sheldon said. “It really is about the fallen.”

This Memorial Day, as people honor the men and women of the armed forces who gave their lives in service, we should also pause to remember those who sacrificed their lives serving others, said Michael Raymond, American Legion Department of Florida third vice commander, during his address in the city’s virtual Memorial Day ceremony on Monday, May 25.

first responders. Currently, the heroes of the coronavirus crisis are health care professionals.

“These heroes have much in common with the people that we honor today: America’s fallen veterans,” Raymond said. “They are men and women who have sacrificed their own lives so that others could live.”

Raymond continued to say that

He told the story of Jack Williams, a 20-year-old Navy pharmacist’s mate who died in Iwo Jima in 1945 by a sniper’s bullet while treating Marine soldiers. Prior to his death, Williams had protected

an injured soldier with his body while treating his wounds; he was shot four times, but he dressed his own wounds and plowed ahead to treat another soldier.

Raymond also told the story of U.S. Army 1st Lt. Sharon Lane, who worked as a nurse during the Vietnam War and treated Vietnamese soldiers. She died at 25 years old after a rocket hit her hospital.

Raymond additionally wanted to commemorate the many service members who succumbed to disease, including the 60 soldiers of the African American 24th Infantry Regiment who, during the Spanish-American War, volunteered to serve as nurses.

A total of 36 would later die from yellow fever or malaria. He mentioned the 16,000 U.S. soldiers killed by the flu in France during World War I and the other 30,000 who lost their lives to the disease while in stateside camps.

“They were all on a mission to serve,” Raymond said. “Even when the enemy is an invisible virus or a microscopic germ, the sacrifices made are just as meaningful.”

Though it was held virtually through Zoom, Mayor Bill Partington said ceremonies like this one were held all over the country in honor of fallen service members. Partington took the opportunity to recognize Paul McCauley, an Ormond Air Force veteran who lost his sight during his time in service. McCauley is a past chairman of the Ormond Beach Memorial Day Remembrance Committee and has served in the city’s quality of life board, the former environmental advisory board and the development review board. He was also the commander of the Cassen Young Memorial Post 267 of the American Legion.

Partington said Memorial Day holds a different meaning to many people, but the “true meaning” of the holiday shouldn’t be forgotten. He thanked those who have served, and family members who lost a loved one in service.

“Your sacrifice has been great, and the city of Ormond Beach honors you and appreciates you more than words can express,” he said.

DUKE ENERGY DONATES $10,000 Recently, Boys & Girls Clubs of Volusia/Flagler Counties received a grant from Duke Energy Foundation for almost $10,000. This grant provides scholarships for 12 youth to attend the Boys & Girls Club (in person or virtually). Due to the COVID-19 pandemic, the eight units of the Boys & Girls Clubs of Volusia/Flagler Counties have been engaging youth and their families in virtual programming and services.

“Duke Energy Florida is proud to be a part of the many programs that make our communities such a vibrant place to live and work,” Catherine Stempien, Duke Energy Florida state president, said in a press release.

OMAM SUMMER CAMPS GO VIRTUAL Summer camps at the Ormond Memorial Art Museum will look a little different, as its art staff have come up with a creative approach to hosting its classes: Summer Camp Curbside.

Campers will be able to pick up supplies via curbside pickup the week before their five-day camp, which will be conducted using daily video conferencing calls.

The weekly sessions begin June

1, and the cost of registration has been lowered to the museum member cost of $65. You must register by May 20.

COA GETS HELP TO DELIVER MEALS The Council on Aging of Volusia County has recently received funding from the state to partner with restaurants in order to deliver meals to 596 more seniors during the ongoing COVID-19 crisis, a press release states.

This was made possible thanks to the Department of Elder Affairs, Department of Business and Professional Regulation and the Florida Restaurant and Lodging Association. Some of the participating restaurants include DB Pickles, Cracker Barrel and Steve’s Famous Diner. The program is currently at capacity and is estimated to run for four weeks.

“This is the seventh year that we’ve had this program in place and it’s the first time we’ve had to find a virtual solution to make sure we had the opportunity to support graduating seniors and support our members’ families,” said Debbie Cotton, Chamber of Commerce CEO. “It wasn’t easy and required a lot of coordination, but every interview was successfully completed and was a true reflection of how we can come together to bring normalcy to our community at a time when there’s been so much uncertainty.”

Pathways fifth graders get parade send-off Celebrating Pathways Pride on May 21.

Pathways Elementary honored its graduating fifth graders with a drive-by parade on Thursday, May 21.

Teachers stood outside with signs while the fifth graders and their families drove by. But, that wasn’t the end. A couple days later on Saturday, May 23, teachers Matt Coleman and Mary Royer put together a Pathways Pride Patrol where they played “Celebration” by Kool and the Gang as they placed a special yard sign in the grass. ON THE LOOKOUT FOR A TRICYCLE 6:03 p.m. — 700 block of Flamingo Drive Larceny. Police responded to a local home regarding a stolen adult tricycle, missing from its normal spot in the home’s front yard.

The tricycle is mint green in color with a black basket on the back, and a white basket in the front, according to the incident report. The victim told police she noticed it missing when she went to use it that afternoon. The responding police officer spoke with neighbors, but no one had cameras nor did they remember seeing anything.

The victim told police she would like to press charges if a suspect is found.

SWINDLED 11:53 p.m. — First block of Cherokee Trail Information. Police recently documented a civil issue involving a man on a ventilator, a missing wallet and a suspicious roommate.

According to an incident re-

port, the man’s niece told police she was taking care of her uncle’s estate as he would soon be removed from life support, and, that her uncle’s brother asked her to check her uncle’s banking accounts because his wallet and credit cards were missing. He also wanted her to confirm her uncle’s stimulus check was deposited. When she went through her uncle’s accounts, the niece discovered he only had $5 in his savings account and $11.30 in his checking account.

She told police she suspected her uncle’s roommate had removed the money illegally. Thus, she made contact with said roommate, who told her that her uncle promised him that money. The roommate then became angry, the niece told police, and threw a set of car keys toward her and exclaimed, in a profane manner, that he was getting swindled once again.

Because her uncle is still alive, and the niece had yet to acquire power of attorney, police advised her that they would document the incident for the time being, until she can legally file a theft report.

THE DOCTOR WILL NOT SEE YOU NOW 1:35 p.m. — 300 block of Clyde Morris Boulevard Disorderly intoxication. A 42-year-old Ormond Beach man was arrested after he punched walls inside a local medical building to the point that his knuckles bled.

According to his arrest report, staff in the building had seen him drink vodka, and the man said it was due to high blood pressure and that he needed the vodka to bring his heart rate down. He was escorted out of the building, and, when police arrived, he was sitting down in the parking lot yelling that the doctor was not willing to see him.

Because he continued to yell and scream in the parking lot, and refused to leave, police placed him under arrest. In the backseat of the patrol car, he began spitting and kicking, the officer noted in the man’s arrest report. He was taken to jail.
