Residents of Tomoka Oaks are banding together to make their voices heard.

The Ormond Beach City Commission chambers were full of Tomoka Oaks residents on Tuesday, May 18, as the neighborhood rallied to plead for the city’s help in preserving as much of the golf course’s greenspace as possible.

The golf course property recently sold for $2.6 million, and the developers wish to build single-family homes on the land. Though no site plans have been submitted to the city yet, residents are worried about the possible addition of 300-350 new homes to the area. The developers are hosting two meetings

to discuss the project, and residents’ concerns, at 4 p.m. and 6 p.m. on May 20, at the Ormond Beach Performing Arts Center. Tomoka Oaks resident Beth King said she and her neighbors expect to take discussions with the developer seriously.

“We want to emphasize to you that we want you to do the same,” King said.

A petition on Change.org to preserve the land of the golf course has been signed by over 1,690 people as Wednesday, May 19.

Some concerns include added traffic impacting

Tomoka Oaks’ single main entrance, the clearing of large oak trees and the loss of wildlife habitat.

Yes, it is early in the process, said resident Mary Greenlees, who has lived in Tomoka Oaks for 20 years. She asked the city take 90 days to explore how to retain greenspace.

“How many cities do we all know that have had good intentions for growth to later find themselves scratching their heads, wondering how the traffic suddenly became a liability and not an asset for our community?” Greenlees said.

“If we get into it, everything changes, and now we can’t protect our citizens — the ones who live in their homes — and it’s a real issue.”

Fuel tax formula shorts Ormond The Ormond Beach City Commission voted to table a request to approve an interlocal agreement for the distribution of the local option fuel tax revenues, as the city will lose $45,000 in revenues this year and $230,000 per year after that due to the new formula.

The current formula, negotiated in the late 1990s, is largely based on population, city documents state. It will expire on Aug. 31. The new formula has been discussed between the city managers and county manager for almost three years, and is proposed to be based on lane miles. The commissioners chose to table their vote to get answers as to what would happen if they voted against the agreement.

MainStreet: ‘Don’t demolish church’ Though the commission voted 3-2 to demolish the church building at 56 N. Beach St., members of Ormond MainStreet and the Ormond Beach Arts District asked the commission to reconsider its vote.

They asked the city hold off on demolition to allow community workshops to be held.

Publix geometric patterns OK’d The commission unanimously approved a request by Publix to allow geometric patterns as part of the renovation of the former Lucky’s Market building at 101 E. Granada Blvd. The project is 60% completed.

aw enforcement officers from Volusia and Flagler counties gathered at Daytona Memorial Park on Friday, May 14, to remember 32 fallen officers during the annual memorial ceremony.

Held during National Police Week, the memorial was attended by members of the Volusia County Sheriff’s Office, Flagler County Sheriff’s Office, and police departments from throughout Volusia County. The 32 officers mentioned in the ceremony, which included two K-9s, died in the line of duty between 1895 and 2018.

“I know I speak for everyone when I say we have great respect for these heroes, and by us keeping their heroic deeds and proud and honorable service in our hearts, we then ensure that they are never, never forgotten,” said DeLand Police Chief Jason Umberger.

The ceremony included the reading of Psalm 23, playing of taps, and the 21 gun salute. When the name of a fallen officer was

In the city of Ormond Beach, Officer Chelsey Palmer stepped up when Officer Robert Grim’s name was called. He died in 2004 after he was struck by a vehicle while investigating a traffic accident on Nova Road.

Flagler County deputies paid tribute to its three fallen officers: Sheriff Perry Hall, who died in 1927 after he was struck by a glass bottle; Deputy Sheriff George Durrance, who died in 1927 when he was shot while searching for Hall’s murderer; and Deputy Sheriff Charles Sease, who died in 2003 after he was struck by a vehicle being pursued by officers in Flagler Beach.

Daytona Beach Police Chief Jakari Young was the guest speaker for the ceremony. He said a law enforcement officer’s job is to put his or her life on the line every day for strangers.

“In law enforcement, we know what the oath of office means,” Young said. “We stand together and take that oath knowing that we are to uphold the constitution of the United States, and the laws of the state of Florida, but also knowing that if we serve with true courage, it means we may not make it home to our families.”

Policing has always been a “brutally difficult way to make a living,” the chief continued. The officers named in the ceremony may be gone, but Young said they will never be forgotten.

“It takes a special person to do this job,” Young said. “It takes a special person who realizes that this is more than a job, it’s a calling.

It takes a person that realizes that at our core we are nothing more than public servants.”

Volusia County’s short-term rental ordinance to remain unchanged The council vote also officially eliminated the short-term rental advisory committee.

The Volusia County Council voted 5-2 against amending its short-term rental ordinance on Tuesday, May 18, citing concerns about negatively impacting residential neighborhoods and losing the ability to regulate the duration of stays.

Council Chair Jeff Brower and Councilwoman Heather Post were the only members in favor of amending the county ordinance, which has been in effect since 2004 and requires a minimum of 30-day rentals for single-family homes and condos in county residential zones. The county’s ordinance was in place before the state’s current law was signed, which preempts local government from prohibiting vacation rentals or regulating the duration or frequency of short-term rental stays. This was passed in 2011, and according to the county, the state’s attorney general issued an opinion that any new ordinance provisions or changes to the code are preempted by Florida law.

Many of those who opposed changing the ordinance stated short-term rentals affected their

quality of life and changed the character of their neighborhoods.

Others in favor of amending the ordinance — which at the meeting would have started with clarifying that short-term rentals are not hotels or motels — said the county’s ordinance was outdated, and property owners pointed out their contributions to the local economy via tourism taxes.

Councilman Ben Johnson said he was hoping the state would allow them to regulate the rentals without losing the grandfathering of their ordinance. The vacation rental bills in this past legislative session never made it out of committee.

“If we get into it, everything changes, and now we can’t protect our citizens — the ones who live in their homes — and it’s a real issue,” Johnson said.

However, the issue is not likely to go away. Councilwoman Barb Girtman said during her final comments of the meeting that she wasn’t happy with the “all or nothing” approach to the ordinance, and that she would like to make an effort to deal with the state on the issue to allow them more flexibility. Brower had said earlier that if they amended the ordinance, the county could still regulate aspects of short-term rentals like occupancy limits.

“My whole purpose was to increase local control, not to give it up,” Brower said. “We can regulate this, but we have to give staff direction.”

Food trucks could soon be allowed in more areas within Ormond Beach as the Planning Board unanimously recommended approval at its meeting on Thursday, May 13, to allow these businesses to operate in commercial and industrial zoning districts.

The amendment to the city’s land development code was a result of the passing of HB 1193, which preempts the regulation of licenses, registrations, permits, fees and inspections, according to a city staff report. Additionally, local governments can no longer prohibit food trucks as a whole.

Food trucks are currently only allowed during communitywide special events, with a permit, and at local breweries. If given final approval by the City Commission, the land development code will be amended to allow food trucks: on city property in association with a city-sponsored event, a special event at a church or other house of worship (with a permit), within the interlocal service boundary agreement area with itinerant vending, and within the B-8 Commercial and I-1 Light Industrial zoning districts.

The City Commission and Planning Board tabled its joint discussion to allow food trucks to operate more widely in the city during a workshop in 2019, as members could not reach a consensus on the topic and had concerns about food trucks impacting brickand-mortar restaurants.

Planning Board member G.G. Galloway said he had been uneasy about giving breweries the green light to host food trucks in 2018, believing they were being too selective in granting allowances.

COPPING THE COPPER 1:33 a.m. — First block of Southland Road Grand theft. A technology company is pressing charges against a 55-year-old Palm Coast man who was found to have stolen 450 pounds of copper wire, valued at over $2,200, over a two-week period.

According to a police report, a supervisor with the company stated that the man stole the wire while he was working, and that recently, they had found about 556 pounds of missing copper wire from a building in which the man worked. The company performed an internal investigation, during which the man did admit to taking “some copper.” The security footage also corroborated the story.

ALSO AT THE MEETING: Planning Board reccomended approval for: n A preliminary plat for Plantation Oaks consisting of 121 single-family lots. n A land development code amendment requiring water and sewer lines be extended across the site frontage for new development. n A land development code amendment to update the downtown overlay district n A land development code amendment that updates current regulations for floodplain management. n A land development code amendment that modifies requirements for motor vehicle service station canopies n A land development code amendment that requires sidewalks on boths sides of the street in new subdivisions, and, allows payment in lieu of constructing a sidewalk when its construction may not be “practical or desired.” n A land development code that allows nonprofit-related car and motorcycle washes with city approval and during special events.

What the Planning Board recommended that the City Commission deny: n A land development code amendment that would allow an off-road recreational vehicle course as a special exception in the rural estate/agriculture zoning district.

BIKE THIEF 5:43 p.m. — Intersection of Arlington Way and South Atlantic Avenue Larceny. A 15-year-old boy was riding his bicycle on the sidewalk when a driver in a brown Ford truck jumped out of his vehicle and “lunged” toward him, according to the police report.

The driver missed and the boy was able to get away and hide. The boy told police he believed the driver was trying to steal his bike, as he was riding a BMX bike worth over $2,000.

The boy’s father told police he would like to press charges if the driver is identified.

Spraker said that hopefully, this amendment would fix that issue.

If the board or the commission expressed interest to expand the areas in which food trucks are allowed to operate, later amendments could be discussed.

As for the impact on brick-andmortar restaurants, Dorian Burt, a representative of developer Bill Jones, said the downtown restaurants were all okay with the proposed amendments.

“As long as it’s crystal clear that not in the downtown on any private property, only city property for city or nonprofit events, the restaurants are all fine,” Burt said.

I

n 2019, local businesswoman and philanthropist Nancy Lohman decided she would write a book.

Not just any book, but one where she could memorialize the many stories from her decades building Lohman Funeral Homes from the ground up, and one where she could share the best pieces of advice she’d gathered throughout that time. But, she was later filled with selfdoubt and wondered if she truly had something worth imparting on the world. Then, in 2020 after her 60th birthday, Lohman regained her confidence.

“There are so many facets of life that make us wonder how we can truly make a difference and how we can help shape the way our legacy will be defined,” said Lohman in a press release. “I wanted to write a book that inspired the reader, specifically women, and served as motivation to take bold steps and make changes to lead well, live well, and give well.”

And thus, her first book, titled “Blossom: Cultivating More Joy and Success in Life and Business” came to fruition in 2021. Lohman recently shared some of her best practices on running a business, empowering women and giving back to the community with the Ormond Beach Observer.

What inspired you to write “Blossom?”

I have been speaking for many years, particularly in the cemetery and funeral industry, on best practices as we operated our funeral homes and cemeteries. What I discovered over the years was that our best

practices really bled over into all facets of professional and work life.

As I started to think about my life, and how I led my life, I realized that there were a number of life lessons that also applied to living well and giving well, not just leading well.

In what ways can we help empower women in business?

The biggest way is to allow women to feel comfortable and secure and bold to speak up, speak out, lean in as Sheryl Sandberg would say, be a part of the discussion. I think for a lot of us there’s trepidation in being assertive because of that whole yin and yang of women feeling that [they] should be nurturing, caring and compassionate, and that there’s a disconnect between being assertive and bold.

So how do we find that balance? And that’s what I hope women garner from my book — that there is that opportunity to have that balance, but even more importantly, it is so important to feel empowered to be your assertive self.

Being a strong woman is not a bad thing. In fact, it’s a beautiful thing.

Have there been strong women that have been role models in your life?

Certainly. It begins with my mother. My mother was such a strong woman, and she was so resilient, and I think that made a huge difference in my life. To see our family as a teenager sort

Observer of unravel, and then to see my mother say, “You know what, we all have a better life than this.”

And of course as she did that, she encouraged her daughters to do the same. She didn’t need to articulate “this is what you need to do.” She did it, and we watched her do it.

In my world, there’s really no better woman that’s represented resilience, ambition and drive than my mom.

How do you find a balance between running a business and giving back?

That is a very difficult balance, and I understand the stress of professionals who are trying to do both. As a young professional in the funeral service industry, I sensed the need to be proactive in terms of community outreach, to build our brand so to speak, but also the obligations I had within our front doors, within the funeral home itself.

Some of the things that have helped me balance that have been a very focused life, a disciplined life, and the idea that you have to empower others to help you. You have to embrace assistance.

What are some words you live by?

So many, and that’s what I tried to capture in my book. One of them is “Be the positive person that walks into that room.” I think that’s so important — that when you walk into a room, when you enter a meeting, when you’re a part of a meeting, be the positive influence in that room.

“If we are to build a better world, we must remember that the guiding principle is this — a policy of freedom for the individual is the only truly progressive policy.”

E

very four months, the Environmental Discovery Center gets new art on its walls.

This is a result of a partnership with the Florida Women’s Art Association, whose artists have been displaying a sample of their works in the EDC since August 2019. Located in the Central Park area at 601 Division Ave., the EDC is an educational hub that hosts programs, classes, and provides the community with a glimpse into the local ecosystem.

In keeping with the center’s mission, the art displayed by FLWAA artists is always themed around Florida’s fauna and flora.

From now until July, local artists Marianne Verna and Christine Broussard are displaying their works. Both longtime artists, Verna and Broussard hold the EDC in high regard. There’s art

everywhere, Verna said, and the EDC is no exception. Simply looking at the native fish tank that sits inside could be inspiring.

“If you sit in here and watch the fish, pretty soon you’ll want to paint them,” Verna said.

“The movement, the flow, the contrast,” Broussard said. “All those things that we bring to our paintings to make things appear as a focal point.”

One of the key parts of the partnership between FLWAA and the EDC is exposure for both groups, Verna said. Artists get to show off their work, and hopefully sell pieces or gain new commissions, while the EDC gets more foot traffic.

Additionally, the children that visit the EDC are exposed to art, which Broussard described is a way to promote beauty. She’s been painting for about 20 years, working with watercolors and acrylics, and now, does so every day without looking at the clock.

As COVID-19 conditions improve, and more art shows and receptions are being held, Broussard said artists are ready to come to life.

“A colorful life, like the flowers outside,” she said.

Verna has been painting for about 40 years, and some of her seascapes are up on the EDC’s wall. Art helps to relieve stress and clear one’s mind she said.

“When you’re working on a painting, you don’t care about eating, you don’t care about sleeping,” Verna said. “You’re not in a fever to get the artwork done — it isn’t like that, even if it’s a commission. You do the art because you love the art.”

Riding for the fallen Police Unity Tour passes through Ormond Beach on May 12

A total of 120 law enforcement officers rode through Ormond Beach on Wednesday, May 12, as part of the 2021 Police Unity Tour, which honors officers who have lost their lives in the line of duty.

Among the riders were Ormond Beach Police Chief Jesse Godfrey, OBPD Sgt. Michelle Willis, Volusia County Sheriff Mike Chitwood and VSO Division Chief Tim Morgan. The officers, accompanied by motorcycle officers and support vehicles, rode 88 miles on Wednesday, according to VSO. The Police Unity Tour is a fourday, 350-mile ride that began at the Law Enforcement Memorial in Tallahassee and concluded at the American Police Hall of Fame and Museum in Titusville. The ride has been held for the past 25 years, and usually, officers ride to the National Law Enforcement Officer’s Memorial in Washington D.C., but due to COVID-19, the local chapter decided to remain in Florida this year.

Seabreeze High School recently chose its Mr. and Miss Seabreeze for the next school year, and they will represent the school at functions and community events as its ambassadors.

Mr. Seabreeze 2021 is Tommy Bunch, who has been a member of the varsity football team for the last two years, according to his bio, which was submitted to the Ormond Beach Observer. Bunch is also a member of the varsity weightlifting team, the school’s unified sports, and the Cambridge AICE program.

He hopes to attend the University of Florida and major in biology or biological sciences, with the goal to one day become a doctor and form part of Doctors without Borders to assist in humanitarian emergencies.

Miss Seabreeze 2021 is Lila Massebeau, a member of the American Musical Theater, cross country, AVID and the school’s vocal ensemble where she serves as secretary. She hopes to attend the University of North Florida and major in elementary education and minor

in psychology, her bio states.

One day, she hopes to be an impactful person in children’s lives.

In addition, the school announced students Christopher Beebe and Hannah Blake as its Mr. and Miss Congeniality.

Security First Insurance recently promoted David Lockhart as chief financial officer, effective June 1, according to a press release.

Lockhart succeeds Clive Becker-Jones, who is retiring from the company after serving for 10 years. Lockhart joined Security First as controller in November 2016.

In addition, Brad Jones was named controller in the company. He has worked with Security First since 2019 as an assistant controller with over 18 years of accounting experience.

S

tudent athlete Kimberly Collins’ days at Seabreeze High School are coming to an end.

After four years of attending SHS, Collins will be graduating Friday, June 4, at the Ocean Center in Daytona Beach.

She’s wrapping up her senior year with a 4.6 GPA, an AA from Daytona State College, four years of participation in sports every season, and an acceptance into her

first choice college: Vanderbilt University.

“Right now, my major is biomedical engineering,” Collins said. “I feel like it gives me the best of both worlds. I’ve always thought I wanted to be a doctor, but it doesn’t feel like the right fit for me right now. I’m still very interested in having a career in the medical field without being in direct patient care. This way, I will still be able to make an impact by creating new technology for hospitals or designing prosthetic limbs.”

Self-motivation and an instinct toward competitiveness pushed Collins to excel in academics while her athletic ability pushed her toward competing in multiple sports throughout high school.

Originally from Minnesota, her first introduction to sports was cross-country skiing, basketball and golf during her elementary school years. Her mother, Gosia Collins, forced her to take ballet which she credits for a certain grace that she brings to other activities.

In middle school she moved to Citrus County, where they had team sports. Collins participated in tennis, golf, track and basketball. She never wanted to specialize because she enjoyed playing different sports and having different teammates with the change of each season. In her sophomore year, she knew she would not be playing sports in college, so her goal was to excel in as many as possible while having a great time in high school.

For four years, Collins has participated in two sports during the spring season: tennis and track. This year was no different.

She and doubles partner Geraldine Garcia went to the state championship. In track, she qualified to go to regionals in four events: high jump, long jump, pole vault and triple jump.

“I met Kimberly Collins as a quiet and intense freshmen at tennis tryouts,” said former Seabreeze head tennis coach Jacklyn Gion.

“I remember thinking when she told me that she was also going to do track during the spring that it would probably only last one season. Kim completely proved me wrong. For the last four years, she has maintained and excelled as a varsity athlete competing in two sports during one season, a feat that is rare.”

All of Collins’ coaches expressed appreciation in, not only her natural athletic ability and competitiveness, but her kindness and strength of character.

“Kimberly Collins represents all the best parts of Seabreeze High School,” Seabreeze track coach Jenna Meyers-Sinett said. “I am proud to know that she will be joining the ranks of great SHS alumni, alongside her current head tennis coach Angela Hendry. I feel lucky to have been a small piece of her high school experience, and I look forward to hearing of the greatness she will bring to her college campus and beyond.”

Gov. DeSantis signs Florida experiences 17% rise in median home price The statewide median ‘alcohol to go’ bill sales price for single-

Gov. Ron DeSantis visited Ormond Beach on Thursday, May 13, where he signed the “alcohol to go” bill at Houligans.

The law, formerly SB 148 and HB 329, authorizes restaurants and other food service establishments to sell or deliver alcoholic beverages in sealed containers to be consumed outside of the business, when patrons also order food. When restaurants were closed due to the COVID-19 pandemic in 2020, DeSantis passed an executive order that allowed the businesses to sell and deliver alcohol to go.

Seeing that the practice worked, DeSantis said it was something that needed to be made permanent. Restaurants were targeted during the pandemic, the governor said, and did not turn out to be “a big problem” for spreading the virus. In Florida, restaurants have been fully reopened since the summer of 2020.

In the first quarter of 2021, Florida’s housing market reported more closed sales, higher median prices and more new pending sales compared to a year ago, according to the latest housing data released by Florida Realtors.

But to keep inventory from continuing to fall, we need to see a significant increase in the normal rate of new listings, and that’s not happening, either.”

Inventory was at a 1.2-months’ supply in the first quarter for single-family homes and at a 2.8-months’ supply for condotownhouse properties, according to Florida Realtors.

In 1Q 2021, the median time to a contract (the midpoint of the number of days it took for a property to receive a sales contract during that time) was 19 days for single-family homes and 37 days for condo-townhouse properties.
