The Volusia County School Board pushed back the discussion regarding a merger between Osceola and Ortona Elementary to May 26.

The board was scheduled to pick one of the school sites for the construction of a new elementary or K-8 school at its May 12 meeting, but Board Chair Ida Wright asked that the item be postponed to give her and seven parents the chance to visit Audubon Park K-8 in Orange County. That school could be a model for what a K-8 could look like on either beachside school site.

Annexation policy clarified

The city’s longstanding annual Fourth of July celebration will now be held during Labor Day weekend.

Ormond Beach will still hold an Independence Day Celebration — just not on July 4.

Because the governor’s state of emergency order was extended for another 60 days and will now expire on July 7 due to COVID-19, the city had to decide whether to cancel the celebration altogether, or move it to a different date.

The Ormond Beach City Commission was reluctant to cancel the event. City Commissioner Troy Kent said

he “hated� the idea. “Our residents deserve the party and show that Ormond Beach puts on every year,� he said.

City staff presented them with two other options: Conduct the fireworks as usual without any live music, children’s activities or vendors; or postpone it.

Mayor Bill Partington favored the latter, agreeing with staff’s recommendation to hold it the Saturday before Labor Day.

“It is one of the greatest things that we do,� he said. “I’d hate to cancel it outright, but I want to have it at a time when people are thoroughly comfortable coming out and we know that we’ll have good, safe participation.�

The commission also approved extending the fireworks grand finale for five more minutes, adding an additional cost of $7,000 to the $58,000 that were already budgeted for the event.

The City Commission unanimously passed three ordinances on second reading that clarify Ormond-by-the-Sea residents who wish to connect to city utilities will not need to annex into the city.

This comes months after residents raised concerns over a forced annexation, should a septic to sewer conversion occur in the future.

COVID-19 testing at the PAC The Department of Health will offer coronavirus testing at the Ormond Beach Performing Arts Center starting Monday, May 18, and running through Saturday, May 23.

The test is of the nasal swab kind. The PAC is located at 399 N. U.S. 1.

efore COVID-19, Ormond Brewing Company owner Justin Robinson used to worry about having to shut down his business for a couple of weeks due to a hurricane.

“Then we have a pandemic that shuts us down for about eight weeks now,” Robinson said. “We didn’t really anticipate that, but we take everything in stride.”

Under the governor’s executive order, breweries like Ormond Brewing were deemed essential and were allowed to continue operations. However, because the order closed bars, Ormond Brewing had to shutter its taproom, which Robinson said bolstered the brewery’s sales and distribution, along with the beer sales from its restaurant partners.

But with restaurants having closed their dining rooms for weeks, and only recently allowed to partially reopen earlier this month, Ormond Brewing had to focus on to-go sales to keep going.

And kept going the local brewery has, though it is operating at 20%-25% of its normal capacity, Robinson said. But, Robinson said they are happy because no one they know, or any of their regular customers or employees, have contracted COVID-19.

“I think it was worth the sacrifice that we had to make,” Robinson said.

SELLING THEIR PRODUCT

The pivot to prioritizing to-go sales has garnered community support. Ormond Brewing cans and bottles its own beers, and for the Cinco de Mayo celebration, it released its annual Donkey Jote tequila-barrel-aged double IPA. The bottles for the Indian Pale Ale sold out that night.

“It just kind of shows that our local customers support us,” Robinson said.

comes in the form of food trucks.

Back in 2018, Robinson applied for a special exception to host food trucks and live music at his business. The City Commission approved the request, and that has allowed Ormond Brewing the ability to give people an opportunity to purchase food from local vendors alongside his beer.

What he has found, Robinson said, is that while he is selling less beer overall, packaged beer sales are up. To continue that trend, Ormond Brewing is ramping up the types of beer it cans. Before the pandemic, Ormond Brewing canned four types.

As of next week, that will increase to 12.

So far, Ormond Brewing also hasn’t had an issue with expired product. Robinson said they typically don’t produce batches for more than 60 days out, as their beers have a shelf-life of 120 days.

While they have rolled back on production, they will soon start making new batches of beer.

“Being that just part of our business model is the freshness of our beer, it really doesn’t affect us that much,” Robinson said.

‘COMMUNITY IS EVERYTHING’

The pandemic hasn’t stopped Ormond Brewing from furthering its community-driven efforts.

In the past, they have supported nonprofits like Provision Packs and veteran-based organizations.

Most recently, Ormond Brewing has partnered with local food truck Southern State of Mind to help provide meals for people through the Giving Beck Fund, a veteran’s organization named after 7th Judicial Circuit Judge David Beck, who spearheaded the creation of a local veteran’s court.

Together, the two businesses provided 25-40 on average, Robinson said.

Helping the community is fundamental to their business model, he added.

“I think community is everything in this industry,” Robinson said. “We’re community-based.

The reason that we’re successful is because our community supports us, so we want to give back to the community as much as possible.”

With COVID-19 impacting breweries across the U.S., the Brewer’s Association issued an update regarding best practices for the responsible disposal of beer on April 2, later updated on May 4.

The update stressed that “wherever feasible, excess beer can be repurposed into the production of hand sanitizer.” However, if the best option is to dump the beer, the Brewer’s Association cautioned against creating undue harm to the municipal wastewater treatment system, asking those affected communicate directly with the facility.

That’s what beer distributor S.R. Perrott did when it needed to dispose of 1,000 gallons of expired beer in April.

A city staff report states S.R. Perrott was given approval to dump the expired beer on April 22. The Water Reclamation Facility plant was observed for adverse effect though none were noticed, so the distributor is now allowed to dispose of their expired product in that quantity intermittently until complete.

In an email, Public Works Director Shawn Finley said the beer was broken down through the standard process.

The plant processes 4 million gallons per day, and the amount of beer S.R. Perrott disposed of is like that of the average flow from about three houses, he explained, adding that it’s “nearly negligible after dilution.”

Two months ago, before the pandemic, Alfie’s Restaurant, at 1666 Ocean Shore Blvd., employed 45-50 people. Last week, it was down to just three: Manager Robert Evans and his parents, Greg and Dina. The others were let go.

While in a sense that felt like “back to basics” for the familyowned restaurant, “they were definitely some rough times,” Evans said. “We didn’t expect it to hit this hard.”

After the state approved 25% capacity for dining areas, another two people were hired back, and that has allowed for eight tables — spaced at least 6 feet apart — to serve customers.

The wait staff and kitchen staff wear masks. Pens, chairs and condiment bottles are sanitized between every customer.

“We are doing everything we can to make people more comfortable,” Evans said.

Adjusting to the demand, the restaurant offers smaller portions to make meals less expensive; it also offers fewer menu items, adjusting on the supply side. For example, instead of five types of fish, Evans only serves two, to limit the risk of having to throw anything away if it’s not sold quickly enough.

Takeout is still available, he said, in addition to the dine-in option.

“We’re slowly ramping back up to normal,” Evans said. “As soon as we can, we’ll bring in more servers.”

DELIVERY CALCULATIONS

Alfie’s does not deliver food, but there are ways to get food to customers. Some delivery services send in staff to pick up food, and they they charge customers a fee.

Alfie’s also has a deal with Bite Squad, which splits the delivery charge with Alfie’s, and customers don’t pay any extra.

FUTURE OF DINING OUT

How long will social distancing be a requirement? No one knows, and that makes it difficult to plan for the future in the restaurant business.

“Everything’s changing day to day, and I hope that people will still feel comfortable going out, because I think it’s something in our culture to go out and eat and relax,” Evans said. “Hopefully we’ll be able to provide that experience for people.”

With Volusia County currently in the first of three phases of its reopening strategy, when will the county begin to enter phase two?

As detailed in the Relaunch Volusia plan, that will occur when the number of new cases has declined for at least 14 days or ceased entirely; there is sufficient rapid diagnostic testing capacity; the health care system remains able to care for all patients and has enough personal protective equipment; and when there is sufficient public health capacity to conduct contact tracing for new cases and their close contacts.

Deputy County Manager Suzanne Konchan gave the County Council a brief walkthrough of the plan at its meeting on Tuesday, May 12. She said the Relaunch Volusia plan will be on the county website and will be adjusted as

needed, whether it be a result of COVID-19 circumstances, council directives or decisions made by County Manager George Recktenwald.

Recktenwald said that with this plan in place, the county has the ability to go back and forth with the phases if needed. It provides a roadmap for the county to be able to mitigate spread while ensuring critical services remain in place.

“It’s very fluid,” Recktenwald said. “[COVID-19 is] going to be with us for a while and how we handle these blooms or these outbreaks I think will determine our success going forward.”

In phase two, the document details that the county will start to transition its employees from working remotely to working from their assigned offices, though in-person meetings will still be discouraged. The county will also resume in phase two all of its hosted and organized public events that can be conducted with proper social distancing practices, and such events should be outdoor where possible. The reopening of playgrounds is also part of

CARES ACT RELIEF FUND DOLLARS: WHERE ARE THEY GOING?

Volusia County has received $96.5 million from the U.S. Treasury’s Coronavirus Aid, Relief, and Economic Security Act for expenditures related to the pandemic. On Tuesday, May 12, the council voted so far to allocate:

Konchan said the county has been speaking three days a week with the city managers as they work to reopen administrative buildings.

“It was the general consensus of that group yesterday that June 1 would be a coordinated target for reopening the doors, so to speak,” she said.

This should give enough time to install plexiglass sneeze guards, barriers and floor markings where necessary, Konchan said.

At the time the current Relaunch Volusia plan was completed, the Institute for Health Metrics and Evaluation estimated Florida could see 3,971 COVID-19 deaths

by Aug. 4. That number has since increased to 5,440 deaths.

“So people need to understand that we are still in this, and until we have a vaccine, we’re going to have these bursts,” County Councilwoman Billie Wheeler said.

The councilwoman said she is anxious to see if there will be an increase in local COVID-19 cases in the next 14 days due to the amount of tourists staying in Volusia hotels and the number of people heading to the beach. She also mentioned she frequented two restaurants recently — one was following safety and social distancing protocols, the other was not.

Recktenwald said the county is trying to work with businesses as much as possible. But, staff can’t be everywhere.

“When you see a place that’s being safe and doing the right thing, I think they should be rewarded with our business, and if they are not, then I think people should look at a safe place to go eat,” Recktenwald said.

ALSO AT THE MEETING: The county opened its mortgage assistance program application portal on Monday, May 11. As of the morning of Tuesday, May 12, 115 applications had been submitted.

The program will assist citizens with up to $1,500 a month for their mortgages for up to three months.

BRIEFS Beach restrooms reopened All beach restrooms and shower facilities at inlet parks, coastal parks and parking lots were reopened on Saturday, May 9, in time for Mother’s Day. County Council Chair Ed Kelley said in the May 6 announcement that the reason the county waited to reopen restrooms is because these facilities see a lot of traffic and their surfaces are frequently touched by different people. The county will implement porter services to ensure the facilities are cleaned often.

Volusia reopens 14 beach ramps Volusia County reopened 14 beach ramps to limited vehicular access on Saturday, May 9.

Vehicles are allowed to enter the beach but must park in front of one of the newly-installed blue markers or existing conservation zone poles.

All Volusia County high school graduations will be held in July at the Ocean Center.

Volusia County Schools Superintendent Scott Fritz made the announcement during a virtual School Board meeting on Tuesday, May 12. Graduates will receive two or three tickets for their family to attend the ceremony. It will also be livestreamed.

Fritz said that he and VCS staff met with student government association officers and with principals, and the consensus was that the majority of students wanted a traditional graduation.

Flagler Schools’ ceremonies will be held at the Daytona International Speedway, with students riding across the finish line to receive their diplomas.

But with 10 high schools in Volusia, the Speedway is not as feasible an option, said School Board member Ruben Colon.

University High School in Orange City has a graduating class of about 700 students. If each of them took a minute to ride around the track, the ceremony would last over 11 hours.

Colon said he had considered a traditional graduation at the Speedway, but in July, the weather for families could be “miserable.”

School Board member Carl Persis expressed caution moving forward with the in-person graduation ceremonies.

“I’d be real careful about feeling any pressure to do this event inside anywhere,” Persis said.

Colon said he’d asked VCS have a backup plan in case a traditional graduation isn’t possible.

School Board Chair Ida Wright said VCS is working on one, and will know more in two weeks based on COVID-19 case numbers.

Additionally, VCS is planning senior events, beginning with a drive-thru cap and gown and yearbook distribution the week of May 18. Virtual awards ceremonies will be held during the weeks of May 26 and June 1. VCS is also hoping to give seniors a chance to experience another milestone: prom.

During June 12-27, VCS is hoping to host free “senior celebrations” at each high school — if social distancing guidelines are lifted.

“I will tell you that our principals and our staff are really trying to make this as memorable and as special for our children as they can,” Fritz said. “They recognize that our seniors have been through a lot.”

occurred during National Nurses Week and was an added recognition for the clinical teams who served the community during the COVID-19 crisis.

Food Brings Hope aimed to feed at least 500 families during its first drive-thru food bag distribution.

Thanks to a partnership with Sodexo Campus Services, Food Brings Hope was ready to feed 500 families in need during the COVID-19 pandemic, and both organizations hope to soon increase that number to 2,000 families served each week.

On Thursday, May 7, the nonprofit held its first drive-thru food bag distribution at Mainland High School, located at 1255 W. International Speedway Blvd, with volunteers from ICI Homes helping to load the bags in people’s cars. It will be held every Thursday and will be available for anyone who needs food, said Forough Hosseini, CEO and founder of Food Brings Hope. She said that FBH is aware that about 40% of Volusia families live paycheckto-paycheck, and that many have lost their service industry jobs and have been unable to get unemployment assistance.

“We want to make sure that they have at least something to eat,” Hosseini said.

But the COVID-19 crisis has increased the difficulty for FBH to get the quantity of food needed to help local families. While the organization still shops for items at Walmart and Save-ALot, there are purchasing limits for specific items, Hosseini said.

FBH buys a lot of their food from Second Harvest Food Bank, but the pandemic has affected their orders there, too. That’s why partnering with Sodexo is “huge,” Hosseini said.

Through Sodexo’s vendor network, FBH is able to buy in bulk the food items needed to fill the bags, which contain things like cereals, tuna, peanut butter, rice, beans, and fresh fruits and vegetables. Sodexo orders and stores the food, provides the space for

volunteers to fill the food bags and delivers them for distribution by volunteers, a press release stated.

Artie Echavarria, general manager of Sodexo Dining services at Embry-Riddle Aeronautical University, said his company believes in supporting the communities they do business with. It comes from the heart, he said, and added that Sodexo has the power, team and tools to help.

“We think that it’s never going to happen to us, but I could be next,” Echavarria said. “When you see people doing this, they swallow so much pride to come in and ask for these things. It’s so hard, so how can you not?”

About 14 volunteers from ICI Homes helped out with the food bag distribution. When ICI Homes Chief Administrative Officer Charlene Irland arrived at Mainland in the morning, she saw a line of cars waiting on ISB. “It was very leveling, and a reminder for those of us who are more fortunate of how many out there are not,” she said.

Hosseini said next week, FBH aims to increase the food bag distribution to 800 bags, and eventually reach a distribution of 2,000. If the drive-thru initiative grows, the organization will look into alternate locations. This food distribution is an addition to the assistance FBH regularly provides. She also encouraged families in need to reach out to the organization.

“Right now, we know for a fact that [families] are suffering,” Hosseini said. “We obviously hope that everything opens up and they get their jobs back, but we want people to know that we’re always here to support them.”

So far, 59% of Volusia County households have responded.

Now, that sounds rather low, but we are above the state and national rates, so that’s good news. But we can do better than that!

So what is the census, and why are we putting so much effort into it?

Every 10 years, the U.S. government conducts a count of the entire population to determine how Congressional representation will be apportioned and how much funding to allocate for more than 130 federal programs. That means that when you respond to the

census, you are helping your community get its fair share of federal funds that go toward our schools, hospitals, clinics, roads, disaster assistance, affordable housing and many other vital programs.

Just last month, Volusia County received $96.5 million from the Coronavirus Aid, Relief and Economic Security Act, and this amount was based on our 2010 census population count. The goal of the $2 trillion CARES Act is to keep businesses and individuals afloat during COVID-19 pandemic, and we were fortunate to receive these funds.

The higher our 2020 census count, the more federal funding we will receive. And the numbers we provide now will stay with us for the next 10 years!

Assault. Police arrested a 19-year-old Ormond Beach woman who threw a small potted plant in her mother’s direction over an argument that started with the woman being unable to enter the home. Her mom had locked the doors, and the teen had to break in.

When the mother arrived at the home, she said her daughter made verbal threats toward her and that she “kicked in my bedroom door and began breaking things.” She threw the plant, and her mother left before things

The woman was taken to jail.

rmond Beach Elementary partnered with its PTA and the Ormond Garage to thank the school’s teachers as part of Teacher Appreciation Week.

The school held a drive-thru event on Friday, May 8, where teachers were given a hot meal and a gift bag. OBE Principal Shannon Hays, School Board Member Carl Persis, and members of the PTA greeted the teachers and faculty with maskcovered smiles and signs.

TRIBUTES Kenneth Eric Jones 1925-2020

Harry Oliver Hasson, 79, passed away, unexpectedly, Saturday, April 25, 2020 in Plainfield, CT. Harry was a strong and hardworking man that did everything for his wife Gertrude.

He was born January 23, 1941 in New London, CT. He then lived in Brooklyn, CT with the Green’s. He worked on local farms, worked for the Jolly’s and he was an avid mechanic.

Ken was born and raised in Buffalo, NY. He joined the U.S. Marines in 1943, reaching the rank of Corporal by the end of WWII. Upon returning to Buffalo, he joined the New York Telephone Company where he met his wife, Jeannine Fromm. They were married in 1948. Ken moved his family to Ft. Lauderdale Florida in 1957 and remained a Florida resident until he and his wife moved in with their daughter in Goldendale Washington in 2018.

He had a passion for collecting coins, Hess trucks and hats.

He then met the love of his life and was married on November 26, 1964 at Sacred Heart Church in Wauregan, CT where they lived. He was a teamster truck driver for NEW PENN., where he retired after 33 years.

He had a passion for collecting coins, Hess trucks and hats. He enjoyed NASCAR races and camping with numerous camping clubs. Harry enjoyed being outdoors and being a part of Alivia’s and Tammy’s world and going out for ice cream.

Harry is survived by his loving wife Gertrude Hasson of Danielson, CT and his Goddaughter Tammy Shippee of Canterbury, CT and loving extended family and friends.

Ken leaves his wife of 70 years, Jeannine Fromm Jones; his daughter, Gail Jones, his sons, Kenneth Jones and Gregg Jones, 9 grandchildren and 9 great grandchildren.

He especially enjoyed his time playing at the Halifax Plantation Golf Club. He also had a passion for building fine furniture, tending his garden, and loving his succession of Labrador retrievers.

GARDEN CLUB WINS AWARD The Tillandsia Garden Club of Ormond Beach was recently awarded the 2019 Florida Federation of Garden Clubs Community Service Award for its “Santas, Succulents and Seniors” project, according to an announcement.

The multi-month project supported the residents at Seaside Health and Rehabilitation Center in Daytona Beach, and was coordinated by Club President Jill Stephens and Project Chair Patty Teeters.
