The new design is inspired by the sun rising over the ocean, BRPH said.

The merger between Osceola Elementary and Ortona Elementary continues to move forward, and School Board members were given a look at what the new school could look like at their workshop on Tuesday, April 27.

The new school will be constructed on the Ortona campus, and Ortona teachers will move into Osceola in June.

BRPH gave board members an overview of the project, including details about traffic flow and how the site plan will be laid out. The new two-story school, modeled after Pierson

Elementary, would feature bright colors and a design inspired by the sun rising over the ocean.

Board Chair Linda Cuthbert suggested BRPH place a placard at each school to show parents the design for the new school.

At the board’s regular meeting, the members were also given an update regarding the timeline of the project, including the results of a survey to come up with a new name and mascot for the school. “Beachside Elementary” and sea turtles

as the mascot emerged as a favorite among students in third through fifth grade, parents and school staff.

School Board member Carl Persis said he was happy the new school was going to have a new name and that once Ortona teachers move into Osceola, the campus will be blended. Ortona won’t be a portable campus in the fall.

“Yes, we are one school,” said Osceola Principal Lynn Bruner, who will also lead the new merged school.

“We’re just one school on our temporary campus.”

Reinstating a mask mandate will remain a possibility, in case of COVID-19 outbreaks.

Come next school year, there’s a strong possibility that masks will not be required in Volusia County Schools.

The School Board directed staff to rescind the current face covering mandate to create a new policy that makes them voluntary starting July 1, in time for summer school. The board asked that there be language included that would give the district the option to make face coverings mandatory should COVID-19 cases skyrocket in the future.

Several members of the board were torn on the issue, but board members Jamie Haynes and Ruben Colon were steadfast in their respective viewpoints.

Haynes believed masks should be optional, and Colon said the district should keep the mandate.

Colon cited the new law signed

by Gov. Ron DeSantis, which provides immunity to individuals, businesses, schools and churches from COVID-19 related lawsuits if the institutions show they made an effort to comply with health standards.

Haynes has supported an optional mask policy since the beginning of the policy discus-

sion in 2020, and said children’s masks are often filthy.

“If I’m not going to let them wear dirty pants on their legs; why would I be forcing them to wear a dirty mask on their face, and breathe through that all day?”

Haynes said. “That’s not healthy.”

She called masking a parental choice, but Chair Linda Cuthbert disagreed.

“Politics have made it our decision,” Cuthbert said.

The chair, though reluctant, said she would support making masks voluntary as long as the district outline that masks could be made mandatory if COVID-19 conditions worsen. She said the future with the virus variants is unknown and that the district cannot control how families behave outside of school.

When the Centers for Disease Control instructed the public to wear masks, it was to protect others, she explained.

“I think that is missing in a lot of what’s being said in the country today,” Cuthbert said.

After operating for over three months and providing more than 74,000 vaccines, COVID-19 activities at the Volusia County Fairgrounds are beginning to wind down. The last day for first dose vaccines at the site will be Friday, April 30, and second dose vaccines will be provided as scheduled through Friday, May 28.

“When vaccine efforts started in January, the partnership between the county and Department of Health to provide vaccines at the fairgrounds was a vital step in ensuring our residents had the ability to receive a COVID-19 vaccine as quickly and efficiently as possible,” said Volusia County Public Protection Director Joe Pozzo. “I’m encouraged that vaccine supply is now meeting demand and that vaccines are available at many locations throughout the county.

In discussing with both the state and local Florida Department of Health, we’ve determined it’s the appropriate time to transition efforts from a mass vaccine site to more community-focused operations.”

COVID-19 vaccines are being offered by the Florida Department of Health in Volusia County at all four office locations, as well as at pop-up sites throughout the county. Call 386-274-0500; and hit the # sign.

The state-run COVID-19 testing site in New Smyrna Beach will also close on April 30.

Monoclonal antibodies, available at AdventHealth outpatient clinics across Central Florida, have emerged as a key treatment to prevent many high-risk patients with COVID-19 from developing severe disease that requires hospitalization, said Dr. Michael Cacciatore, chief medical officer for AdventHealth Medical Group, at a briefing April 22.

He said the hospital system is seeing at least a 50% reduction in admissions among people who receive the infusions of synthetic antibodies, which help stop the coronavirus from reproducing inside the body and causing worse symptoms.

However, physicians are seeing younger unvaccinated patients admitted to the hospital, said Dr. Eduardo Oliveira, medical director of critical care services at AdventHealth Medical Group. About 430 people are hospitalized with COVID-19 across AdventHealth’s Central Florida hospitals, a slight increase from the prior week.

Monoclonal antibody treatments are for those who have tested positive for COVID-19 and had mild-to-moderate symptoms within the last 10 days and are at high risk for progressing to a more severe case. To qualify, patients must be referred by a physician and must also have a high-risk factor such as diabetes, heart disease or obesity.

Q+A JIM CAMERON, DAYTONA REGIONAL CHAMBER OF COMMERCE

J

im Cameron is best known in the community for a couple things: facilitating lobbying activities for Volusia County officials, and his unconditional love for the University of Alabama football team.

Cameron, the senior vice president of government relations for the Daytona Regional Chamber of Commerce, will be retiring from his position at the end of April after spending nearly four decades with the chamber. An Alabama native, Cameron had never lived outside his home state until he moved to Daytona Beach in 1983. Upon his retirement, he will remain active in the community as a government relations consultant.

He said he never expected to spend 38 years with the chamber.

“I think the thing that made the difference was the people that I got to know down here — elected officials and the community in general — were so nice,” Cameron said. “I enjoyed the issues, the work and all back in the day, and still do. I think that’s why I was here all these years: the people.”

The Ormond Beach Observer spoke on Thursday, April 22 ,with Cameron about his work with the chamber and the political issues he’s witnessed over the last four decades.

What has it been like to see Volusia change in the last 38 years? Has anything caught you by surprise?

Some have changed. Some have not. Some of the things we’re still talking about today are things we talked about in the 1980s, like, say, infrastructure issues, tourism issues, things along those lines.

Some new things that are on the horizon now that you’d never heard tell of as it relates to back in the ’80s or ’90s for that matter, are technology type issues.

What are some memorable things that you’re always going to look back on?

1985. We had a maneuver to try to consolidate all the cities here in East Volusia. It didn’t pass, and there were some very strong arguments for and against. I was a staff person in support of that consolidation effort. That was my first big issue when I moved down here.

It failed Oct. 15, 1985, but what it did do was it got the cities to talking more so and had them make more of an effort to work together on some of these issues that affect us as a whole. Some of those things led to the consolidated beach approaches. The next year, 1986, we had Volusia County beaches come under the auspice of the Volusia County Council.

Another one was the Coastal Construction Control Line legislation. That’s going to help more so as far as construction on the east side of A1A. That was

a tough bill to get through the Legislature [around 1999].

Also in 2009, we got school funding. That was a major concern back in the time. That was a rough year as far as just getting the needed education dollars and all, and we took a campaign to Tallahassee for that.

2015 — County Council approved the oceanfront construction beach driving compromise, which led to the Hard Rock Hotel.

If you had to pick one, what accomplishment are you most proud of?

I’d say SunRail because at the time, County Council Chair Frank Bruno and I, we made a lot of trips around here in Central Florida, back and forth to Orlando. Then we went to Tallahassee numerous times and all, and we thought that was it, when it passed the Legislature and all, and then Gov. Rick Scott wanted to review it again and there were some hearings that were held by the transportation secretary first part of 2010. We had a big crowd in support of SunRail. Then Rick Scott went ahead and signed on in support.

It’s a long-range type issue.

Probably after I’m dead and gone, people would look back and think, “Wow, this is something that we’ve been needing.

Thank goodness we’ve got it.”

[Also,] chairing the Volusia Days at the Capitol for 19 years.

This helped connect Volusia’s business community with our state leaders in Tallahassee.

This year’s Volusia Days took place virtually due to the pandemic. What are some issues highlighted during those meetings that the public should be aware of?

One, business liability protection as it relates to COVID-19 cases. That’s something that businesses were struggling with all last year. Thank goodness that we got the PPE loans, just to try to try to get customers and keep their doors open, but then you have the threat of a lawsuit at the same time on top of that.

We’re just very much glad that legislation was approved.

Now, something we’ve sought since 2007 is online sales tax.

They passed that last week, and that’s going to bring about a billion dollars of new revenue into the state, and it’s not a new tax by any means. It’s a tax that’s already on the books, it’s just now it’s going to be enforced.

In your role, what are some of the challenges that you’ve encountered over the years in advocating for local government?

There were some differences between what the business community wanted and what the residents here wanted.

made a phone call to a residential leader and said, “Look, this animosity, we’ve got to put it aside.”

So we had a meeting downtown in a coffee shop. That was probably around 2016, I think it was.

The residents — they’ve got a legitimate viewpoint. They want a vibrant city, but then they want things where the city is livable.

The business community wants those same things. We just saw them through, I guess, a different pair of glasses. What we did, and a lot of this focused in the core tourist district, and as a result of that coffee shop meeting, we had several [more meetings]. We still disagree on paper with one another on several things, but we’re willing to talk about it. We have to agree to disagree, but there is a willingness to work with both groups, and there’s respect between both sides.

What’s better — seeing a local company expand, or seeing Alabama’s football team go undefeated and win the national championship?

Next question. [Laughs] We want them both. Equally.

Saving and defending the Loop

Dear Editor: An environmental storm has been taking place in the past few years that has caused a lot of people to sit up and take notice.

Called “Save the Loop,” this powerful grassroots movement helped protect one of the most historic pieces of land in Ormond Beach. Joining the fight is an organization called “Defend the Loop.”

Together, these two organizations formed a coalition of environmentalists and other concerned citizens who have worked tirelessly with every tool they had to preserve the Loop and keep whatever land remains intact.

Churning the controversy on this hot topic is and was a local developer whose goal to build a 1,577 residential community that also included a golf course and 76 homes, the latter of which would have been located in a 36-acre section fronting the Loop. This land has remained virtually untouched for hundreds of years. The section in question was owned by the developer himself, who in 2002, secured approval from the Volusia County Council to develop a large swath of this scenic, one-of-a-kind treasure in Ormond Beach.

In an odd twist of fate, the Ormond Beach City Commission opted to defer the final decision to the county, whereupon the developer’s “dream village” — Plantation Oaks — became a reality.

Ostensibly, this in-the-middle-of-nowhere development was approved partly because it would provide additional tax revenue, thereby benefiting both the county and the city of Ormond. Thus a green light to go forward.

In the years following that lame decision, a group of environmentally conscious individuals and concerned citizens began an uphill battle to save the Loop. The effort turned out to be worthwhile.

In January 2021, the ownerdeveloper offered to sell his 36 acres to the county of Volusia, giving the County Council 90 days to respond. The price: $988,000.

On April 20, the Volusia County Council, in a unanimous 6-0 decision, voted to uphold the integrity of the beautiful landscape we call the Loop. Their decisive vote sent a strong message to other would-be developers who may have an eye on this fragile pristine part of old Florida.

Many congratulations are due to the County Council for

honoring their commitment and standing with the people in this critical decision to help preserve an irreplaceable piece of local history.

How to use stimulus dollars Dear Editor: Regarding the $18 million in federal stimulus money that Ormond Beach receives, any joy in celebrating this economic windfall must be tempered with concern about how our city government will proceed in allocating these funds. Will our citizens have opportunities for input in the spending decisions?

Clearly our small businesses could benefit from grant programs to help them survive.

Perhaps a bonus program could be created to boost the hiring of first responders, filling positions that have been vacant for months. And new money could strengthen our city programs for seniors. A significant donation to the local food bank would exponentially benefit struggling families.

Strong citizen mandates still exist, as they have for decades, to preserve city history, environment and trees.

Funds could be invested in the few historic buildings we have left and to respond to current public petitions to purchase and preserve environmentally sensitive lands. Stormwater and infrastructure projects could be accelerated. And the city employees who serve and protect us would certainly appreciate a bonus check.

The city could purchase and restore the Tomoka Oaks Golf Course to compensate for the lost Riverbend Golf Course.

Such an acquisition would preserve the aesthetic and environmental integrity of our beautiful Tomoka Oaks subdivision. The clubhouse could serve as an adjunct center for seniors or for the Leisure Services Department. Leaseholders are out there to form a public-private partnership to operate the course.

Lastly, we need more beachfront parking. We’re the only city that had to vote to tax ourselves to build Andy Romano Park. The lot at Seminole approach has been vacant 15 years.

Dear Editor: This letter concerns the article in this week’s Ormond Beach Observer entitled, “MainStreet seeks to save church building.” I am both a longtime member of the Ormond Beach MainStreet Board and the president of the Board of Directors of the Ormond Beach Arts District. At its meeting this week, the Arts District Board unanimously voted to support Ormond MainStreet’s request that the city pause any plans for demolition of 56 N. Beach St. for at least the next six months and spend a minimal amount to render the building water-tight and de-humidified, allowing for alternative uses for the property to be explored.

The mission of the Ormond Beach Arts District is to enhance arts and culture in Historic Ormond Beach. This extends to preserving buildings of architectural significance. In addition to occupying an historic property, the church, which dates from 1960 according to the cornerstone, is a fine example of mid-century modern architecture. Mid-century modern is a significant design movement recognized worldwide that is worth preserving for future generations. Due to its age and architectural style, the building is potentially eligible for historic designation and possible funding opportunities for renovation.

Preservation and re-purposing of this building is an important opportunity for our burgeoning downtown.

It would add a new architectural style to the Ormond Beach collection of notable buildings such as the Casements, the Anderson-Price Building, and the MacDonald House — all of which were saved from the wrecking ball by community action. It is the kind of project that makes small cities like ours interesting and attractive to visitors as well as lively for residents.

Anyone who is interested in saving the building from demolition is encouraged to contact the Ormond Beach City Commission and or write to us at ormondbeachartsdistrict@gmail.com. This issue is expected to come before the City Commission at their next meeting on May 4, so time is of the essence.

Dear Editor: It was a shock to learn in the Observer’s March 23 edition that developers have purchased 0.87 acres of submerged land in the Halifax River adjacent to Cassen Park, and that they now want to lease or sell it for a tenfold profit for commercial development. Selling submerged land rights ... It reminds me of an old joke I heard as a kid: “I have an ocean-front lot in Montana to sell you.”

But, to my Ormond Beach citizens, friends and neighbors, I submit that this is no joke. What happened to the city of Ormond Beach’s Land Development Code requiring all land on the Halifax River to be single family homes or public park with access to the river? This code prevailed when a restaurant was proposed for Fortunato Park in 1996, and a dozen years later when the City Commission came close to approving a restaurant and retail-office building for Bailey Riverbridge Gardens, with the historic church moved to make way for the commercial development.

Cassen Park has already been somewhat commercialized with the million-dollar floating boat dock and now plans for a $900,000 bait house.

How much parking will be sacrificed? How could the submerged land ever be approved for development? Have the submerged land buyers already secured approval from the Florida state agencies having jurisdiction over the river? So many questions, but the overriding concern is for our small city’s quality of life.

During an Ormond Beach mayoral campaign, a locally prominent individual shared with me his analysis of what distinguishes Ormond Beach from other local cities. He said: “Ormond Beach has character, has class and has history.”

And so, to my fellow citizens and elected City Commissioners, let’s not forget our history, our city code, and let’s not abdicate our small city character and class by subjecting our Halifax River waterfront submerged lands to commercial development.

CIGARETTE BREAK 8:27 a.m. — 700 block of West Granada Boulevard Drugs. A 40-year-old Palm Coast woman was arrested after police found her unconscious in her pickup truck, which was still running while parked in a local lot.

The reporting officer noted a lighter and an aluminum foil containing a “brownish residue” in the center console once he approached the vehicle. The driver-side door was unlocked, and he opened it to turn off the truck before he knocked on the rear window to wake the woman, who “looked towards the cupholder area of the vehicle before acknowledging

our presence,” the arrest report. states. The woman stayed mostly silent while police asked her questions at first, but did ask multiple times for permission to get a cigarette. During a search of the vehicle, officers found cocaine, fentanyl, heroin, crystal meth and narcotic paraphernalia. She was taken to jail.

APRIL 17

FRAUDULENT LEASE 10:10 a.m. — 500 block of Sandy Oaks Boulevard Burglary. A 34-year-old man from Titusville found squatting in a local residence told police he had permission to stay at the home by a friend who was renting the place.

Police were called to the

house after a witness reported music and an argument coming from inside the home. The home’s “for sale” sign and lockbox had also been removed.

Officers made contact with the man, who said he’d been staying there for two days.

Police called the man’s friend, who said she had signed a lease with a “Jamaican guy and heavy-set woman,” according to the police report. However, a mortgage lender representative informed officers that the house was not purchased, leased and no one had permission to be inside.

The man had a prior failure to appear in court as well as “numerous fraud and forgery charges.” He was taken to jail.

APRIL 19

WATER TOSS 10:21 a.m. — 800 block of Peninsula Drive Battery touch. Police arrested a 42-year-old Ormond Beach woman for throwing water on her boyfriend after he asked her to move out.

According to her arrest report, the woman told police that she had been standing by the kitchen sink when her significant other came to her with his request, at which point she flicked water on him from the inside of a cup she was rinsing, She said her boyfriend then kneed her behind.

The boyfriend, who did not wish to press charges, denied this. She was taken to jail.

T

he Tomoka Outpost was home to the Early Learning Coalition’s eighthannual Duck Race on Saturday, April 24. The day was overcast, but the brightly colored yellow ducks perched on the edge of the dock offset any potential for dreariness.

This is the first year the event was held at Tomoka State Park.

In past years, the Hidden Treasure Tiki Bar was the ELCFV’s go-to destination because it is also located on the water, but the organization has since outgrown the location. Scott and Ashley Cornelius own and operate the Tomoka Outpost, which is located in the park on the Tomoka River, and offered their space to Allison Miller, ELCFV’s director of community partnerships.

Plenty of activities were available for kids in while their parents paddled on duck relay teams.

Story time, an ongoing scavenger hunt, giant Jenga and Connect 4 along with a kid play zone, to name a few, were all a part of the event. At noon, relay teams put their oversized ducks in the water and the starter kicked off the race by paddling to the nearest island and back. Teammates took turns until everyone had a chance to paddle. Pace delivered more than 100 COVID-19 care packages to seniors across Volusia and Flagler counties.

PACE DELIVERS 100 CARE PACKAGES TO LOCAL SENIOR CITIZENS The Pace Center for Girls recently received an $85,000 grant from the State Farm Companies Foundation, which gives funds to nonprofit initiatives that help build up and meet the needs of their communities, according to a press release.

The funding supports Pace’s service-learning program designed to help girls to engage in leadership development and give back to their communities.

As a result, local Pace girls and State Farm agents delivered more than 100 COVID-19 care packages to seniors across Volusia and Flagler counties. All Pace centers participated in the initiative, and in total, delivered 2,100 care packages.

In addition, Pace girls were introduced to new career op-

portunities across a variety of industries including insurance, community service and elder care, the press release states.

“At Pace, our girls’ servicelearning experiences are closely tied to their development and future success,” said Tanya Hollins, vice president of program operations and strategic implementation for Pace. “Acknowledging the power of community and instilling the importance of community involvement supports girls’ healthy development. Generous donations and grants like this one from State Farm make programs like this possible, teaching Pace girls these valuable life lessons.”

Chloë Perez, of Adams, Cameron and Co. Realtors, won two first place titles at The National Gym Association Gator Classic, held on Saturday, April 10, in Orlando.

This was her first fitness competition, a press release announced. Perez began her fitness journey over two years ago when she hired a personal trainer and began weightlifting three times a week, and as a result, lost 50 pounds in one year.

“This whole journey was such an educational experience for me,” said Perez in the press release. “As a lifelong vegetarian, I always thought I was quite healthy. However, it wasn’t until I started tracking my macros and consistently working out that I started to see dramatic results.”

Perez said that she wanted more than “just a bikini body for the summer,” and decided to enter a bodybuilding competition. She took home first place in the bikini novice category and first place in the open bikini category for her medium height class.

HHS JOINS PETCO LOVE LOST On National Lost Dog and Cat Awareness Day on April 23, the Halifax Humane Society joined forces with Petco Love to help reunite lost pets with their families should they ever go missing, a press release announced.

Petco Love Lost is a new

national database that uses patented facial recognition technology to make finding lost pets quicker and easier. The tool is now easily accessible to participating animal organizations nationwide, as well as any pet parent or person who finds a lost pet. Uploaded photos of a missing dog or cat are used to determine whether the pet is at a participating shelter or with a neighbor in the community.

“We see firsthand how quickly a pet can go missing, whether they were curious, following a scent, wandered through an open gate or became scared during a storm,” said, Pam Clayton, chief financial and development officer of HHS. “We work tirelessly to care for pets, whether they’re awaiting their forever home or lost and need help getting back to their families. There’s nothing more rewarding than reuniting families with their beloved pets and with Petco Love Lost, we’re confident it can lead to many more happy reunions, right here in the greater Daytona Beach area and Volusia County.”

One in three pets goes missing in their lifetime, for an estimated 10 million pets each year, said Susanne Kogut, president of Petco Love.

UCF STUDENTS SHOWCASING ART The graduating seniors in the Museum and Gallery Practices class at the University of Central Florida are hosting an online exhibition, available now through 6 p.m. May 21.

The show, titled “29°N, -81°W,” represents the concepts the students have Photo by Rebekah Collins explored while at these coordinates, according to a press release. Artists included in the show are Sam McUmber, Joe Piaskowski, Julie McKinney, Rebekah Collins and Annie Scull. McKinney, Collins and Scull are Ormond Beach residents. All five artists have worked for four years in the Southeast Center for Photographic Studies to obtain their bachelor’s in photography.

UCF’s School of Visual Art and Design, Daytona State College School of Photography and the Southeast Museum of Photography form the consortium known as the Southeast Center for Photographic Studies, the press release states.

The Ormond Beach Police Athletic League held its annual Donut Dash 5K on Saturday, April 24. A total of 198 runners completed the race, which began at the Trails Shopping Center and looped through the Trails and Tomoka Oaks neighborhoods. Participants received a medal, T-shirt, and of course, donuts at designated stations, courtesy of Krispy Kreme.

The proceeds of the event benefited OBPAL’s youth programs. OBPAL was established in 1996, and helps about 800 children, teens and their families every year through its programs that aim at fostering positive relationships between youth and police officers, according to the city website.

The Lady Buccaneers kicked off the first round of the flag football District 5-1A playoffs Wednesday, April 21, with a 43-0 blowout against the Palatka Panthers at the Ormond Beach Sports Complex. The Lady Buccaneers have dominated the regular season, finishing it off with a 12-1 record and a ranking of 11th in the state. The team had one loss to Spruce Creek midway through their season but they rebounded with five wins prior to heading to districts.

had a strong regular season and compete in the same district as Mainland. Seabreeze stepped onto the field to face the Matanzas Pirates in the second game of the playoffs immediately following the Buccaneers on April 21.

Seabreeze had lost their quarterback Chelsea McQuarrie the night before due to a broken arm she suffered during preparation for a competitive cheerleading competition. Freshman Morgan Long was put in as her replacement where she ran for a touchdown and helped lead her team to a 30-0 victory over the Pirates.
