City fears encroaching Daytona development

No safe zone at First Step?

With the possibility of as many as 10,000 people moving into the recently proposed Avalon Park Daytona development on north State Road 40, Ormond Beach city commissioners expressed concern at the commission meeting on Tuesday, Jan. 8.

Why? Because while the land is technically in Daytona Beach, they fear Ormond will likely see all the impacts with none of the tax benefits. The city will also be the water provider — but not at its adopted rate. Based on a prior settlement, City Attorney Randy Hayes said it will be at Daytona’s water fee rate, which is lower.

City Commissioner Dwight Selby asked for a workshop to discuss the legal documents and agreements involving the development.

“If I’m going to get blamed for something, I sure want to know what it is in advance,” Selby said.

Commissioner Troy Kent said he and Mayor Bill Partington can take “a lot of credit and blame” for the past 16 years.

But they can’t be blamed for that land becoming part of Daytona Beach; that was the prior commission’s decision.

Commissioner Dwight Selby shared at the city meeting that the First Step Homeless Shelter may not get a safe zone.

That will disappoint city partners who have advocated for a safe zone as a way to help the cities be Pottinger-compliant.

This is a “direct result” of the shelter Board of Directors not being involved in the design and construction of the building, as had been originally proposed. He said Port Orange was quoted in a newspaper article to be possibly backing out of the shelter if a safe zone isn’t built.

“I’m not quite that abrupt, but I do believe that was promised to us,” Selby said. Ormond Beach has not yet given the shelter any of its allocated $82,000 of funding, and for now, that money is on hold.

“And what a shame, because when you pull out of Breakaway Trail, you’re looking at Daytona Beach, and you’re right — we’re going to get all of the headaches, all of the problems, and none of the positives,” Kent said.

Partington said he’d rather wait on a workshop, or even conduct the discussion in a shade meeting because he feared the workshop could become a “window into our litigation strategy for dealing with Daytona Beach in the future.”

“I’ve seen too many music men come to town and then seen the projects go away after a lot of fanfare that I don’t want to waste five hours in a workshop only to have the deal never happen.”

He also pointed out that the last two developers backed out of developing the property.

It might be too early to say this one will be the one to follow through.

The Volusia County Growth Commission will be hosting a public hearing on Feb. 26, at the Daytona Beach City Commission Chambers to discuss a comprehensive plan amendment for the Avalon Park Daytona project, as the comp plan isn’t consistent with its request.

Tomoka Marathon sponsorship flops While the city planned to partner with Don Stoner for the seventh-annual Tomoka Marathon, which would have provided free entry into the race for participants of the Mayor’s Health and Fitness Challenge, no one told the mayor. City Commissioner Troy Kent balked at offering a reduced rate for renting Rockefeller Gardens to the marathon, proposing the city should host its own race for the challenge.

The consent agenda item was not approved, and City Manager Joyce Shanahan said she would look into race options for next year.

CELEBRATED SIGHTING An endangered North Atlantic right whale and her calf were recently spotted three times near our shores.

That is how many North Atlantic right whales are left on Earth. In 1970, the species was listed as endangered under the Endangered Species Act, though its population has been at risk since the whaling days. By the early 1890s, the North Atlantic right whale was on the brink of extinction, according to the National Oceanic and Atmospheric Administration.

In the past week, one whale and her calf have been spotted three times near Flagler Beach and Ormond-by-the-Sea. She’s known as whale number 3560, identified by the callosities on her head. She’s a first-time mother at 15 years old.

Marineland Right Whale Project scientists and 200 volunteers monitor the section of coastline between St. Augustine and New Smyrna Beach for sightings, as well as for evidence of new calves.

They also look for human impacts on the whales, as collisions with ships or entanglements with fishing gear are a significant danger to the mammals. While it’s not very often, once in a while the project will spot an entangled whale or one with propeller scars, said Jim Hain, lead scientist and project

founder of the Marineland Right Whale Project.

“We try to provide information of all kinds that will contribute to the conservation effort,” Hain said.

“The Southeast U.S. is the only place we know of where they give birth,” she said. “So if they’re coming here every year, it doesn’t necessarily make it a rare occurrence, but it represents only a very small portion of the population.”

Because this area is a calving habitat, it’s important for people to learn to give these whales space, she said. Boaters, surfers and those on paddle boards are required to be 500 yards away from the whales. That’s the length of five football fields.

“We want these mothers to be able to take care of their calves and rear them and make sure they’re healthy enough to migrate back to New England and Canada in the spring,” Albert said.

CALVING GROUNDS

DOWNWARD TREND

The whales’ habitat extends from the Gulf of St. Lawrence in Canada down to Northeast Florida.

Sometimes, whales can be spotted as far down as Cape Canaveral. Flagler and Volusia counties are within the species’ winter and calving habitat, which starts in Southeast Georgia.

The whales come down due to the warmer water temperatures, said Julie Albert, North Atlantic Right Whale Conservation Program coordinator with the

“It just goes to show you that the numbers are all over the place,” Hain said.

to scientists such as Hain. Entanglements and ship collisions are believed to be part of the reason behind the decline, along with low calving rates.

For Hain and Albert, understanding and documenting the species is part of daily life. Understanding and awareness are the keys to ensure that future generations will be able to see right whales.

But unless you answer a hotline like Albert, or run to the shores to photograph them like Hain, seeing a right whale is about being at the right place at the right time.

“For the average citizen, if they get to see them once, that’s probably a very fortunate occurrence,” Albert said.

A concern shared by all of the commissioners regarding VHB’s design was that the proposed site

plan would eliminate 15 parking spaces, reducing the spaces to a total of 59. The commissioners also didn’t see a need for a new park on the riverfront land, as that would take away from the building’s view of the river and could be better utilized as a parking lot.

“If we build something, I think we need to have a good view for the residents,” Persis said. “Period.”

Some of the proposed plans’ placement of staff offices and a kitchen granted the spaces a view of the river, rather than the ballrooms.

Selby also found the cost estimates to be low.

EXPLORING OTHER OPTIONS

Some of the least favored options discussed included selling the property or moving the library into the church.

Commissioner Troy Kent said that, seeing as Ormond’s library is highly utilized, it would create too much traffic on the nearby residential streets.

“There’s a lot of opportunities — I think is the best way to say it — in the downtown area that involve city facilities, and I could see this building being renovated, and being renovated in a very positive way,” said Selby, who was in favor of further exploring what uses would make sense in that property.

A community center may not be that use.

He suggested keeping the building in its current state until the city decides what it wants to do with it. But Shanahan said that, with needed electrical repairs, questions about the integrity of the roof, and a nonfunctioning air conditioning unit causing concern about possible mold, preventative maintenance would not be cost-effective.

Should the 56 N. Beach St. property be a community center?

Should the city build a parking lot? Should it be resold at a profit? Should they demolish the church and move the library from City Hall to a new building on that property?

These were all questions the Ormond Beach City Commission addressed at a workshop on Tuesday, Jan. 7, to discuss the future of the 1.29-acre church property, which also includes some riverfront land.

The city bought the former Ormond Beach Riverside Church building for $729,000 in June 2018, and the 1974 structure has remained empty since the congregation vacated the property later that year. The commission was presented with four different options by civil engineering consulting and design firm VHB. Three options revolved around constructing a new community center.

The first option was to demolish the church building and construct a brand new building. The second and third options were to renovate it, and a fourth option proposed demolishing the building and building a community parking lot.

After discussion on parking concerns, riverfront views and what to do with the furnishings and items still inside the church, the commission decided to move forward with a building demolition and consider making the land a parking lot until input is sought from residents on what they would like to have. Three of the commissioners — Susan Persis, Rob Littleton and Troy Kent — were in favor of tearing the existing structure down.

“I’m very cost-conscious as we move forward,” Mayor Bill Partington said. “I’m not in a rush at all.”

City Manager Joyce Shanahan said she would come back to the commission with a formal demolition plan, to include the cost of a potential parking lot in the meantime, and that she would look at community outreach.

Volusia nurse program to handle non-emergency 911 calls The team of eight nurses will handle non-emergency calls right from the county’s 911 dispatch.

With the recent implementation of the nurse triage program inside the Volusia County Sheriff’s Office Communication Center, the county is hopeful that its EMS service and ambulance availability will improve as the program tackles non-emergency calls.

The program began on Dec. 9, and is active from 7 a.m. to 7 p.m. Monday to Friday. A total of eight nurses — one full-time lead nurse and seven part-timers — make up the triage, all of whom went through 280 hours of training over 14 weeks with VCSO Communications Center staff to learn how to handle and dispatch 911 calls. The program was part of the recommendations the Volusia County Council approved back in February to improve EMS. “Ultimately, our goal with this program is to integrate mobile health care to the community,” Volusia County EMS Director Jason Brady said.

The program, which has cost $284,000, has the team of nurses handling calls involving flu symptoms, earaches, localized infections and others. Some of the recent calls handled by nurses include a resident complaining of pink eye and another who got a fish hook stuck on his hand.

“Before we went live, those calls would get an ambulance and even a firetruck dispatched to them

with no pre-screening, or very little pre-screening,” said Pam Cawood, lead EMS triage nurse.

So far, her team is averaging about 13 calls a day. The nurses ask a set of questions and gauge what care is needed, the severity of the injury or health concern, and from there they recommend where the patient should seek care. Options include an urgent care center, a follow-up with a primary care physician, or selfcare instructions.

FINDING THE APPROPRIATE TREATMENT FACILITY

Two things had to fall into place for the program to come to fruition: support from the local hospitals, and a consolidated 911 dispatch. It has achieved both.

The part-time nurses are from AdventHealth, Halifax Health and HCA Healthcare.

VCSO Communications Director Glenn said without a consolidated dispatch, a program like this would have been much harder to incorporate.

Interim County Community Information Director Kevin Captain said an ambulance today is an “emergency department on wheels.” If that unit is busy responding to a non-emergency call, that could hinder the ability to respond to an emergency.

by a low acuity injury, taking a patient to the hospital that could otherwise have gone to an urgent care,” Captain said.

However, if a resident truly wants an ambulance, they’ll still get it. County Medical Director Peter Springer said they’re not discounting anyone’s injury. In a year, ambulances respond to between 60,000 to 80,000 calls.

Out of that number, Springer said around 10,000 to 20,000 don’t necessitate a hospital transfer.

“We want the public to know we’re not abandoning them,” Springer said. “We’re actually just trying to find the appropriate places for them to be treated. It’s not always an emergency department.”

‘A WORK IN PROGRESS’

Volusia County is the first to implement a nurse triage program withs its 911 dispatch in the state, though not the first in the country. Cities including Las Vegas and Washington, D.C., have programs in place.

Springer said the county will continue tweaking the program as they begin to gather data. In the future, the county will introduce in-home patient care.

For now, Michael Vincent, EMS clinical services manager, said they’re looking to train paramedics for critical care. The first class will happen around March.

donations to nine different organizations.

The Breakfast with Santa was held in partnership with the St. Brendan’s Catholic Church Knights of Columbus at its

monthly pancake breakfast, according to a press release.

Children received gifts from Santa —also known as Lion Les Walter — and “Mr. Lion,” who is also known as Lion Melinda

Uebel. Helper elves aided in the effort as well.

The Lions Club held a community holiday party at Alfie’s Restaurant on Dec. 2, which was attended by 75 people.

The club also donated $500 to the Conklin Center, $150 to St. Brendan’s Outreach, $150 to Halifax Urban Ministries, $250 to the Ormond-by-theSea Firefighters Association and $100 to each of the five Ormond-by-the-Sea churches, the press release stated.

On Dec. 7, 12 members took two-hour shifts ringing the Salvation Army bell at the Ormond Beach Mall Publix.

The Lions Club also joined with the Ormond-by-the-Sea Eagles and Riverview United Methodist Church to donate clothes, food and toys for families in need, and Ortona Elementary School students. Call 441-4421 for more information.

Bulow Creek State Park, home of the Fairchild Oak, has grown by 47 acres.

The Florida Department of Environmental Protection announced on Dec. 20 that it had purchased a parcel adjacent to the existing state park lands near Ormond Beach, a move that is part of the Strategic Managed Area Lands List Florida Forever Project, according to a FDEP press release. Florida Forever is a land acquisition program for the purpose of conservation and rec-

“Bulow Creek State Park is a prime example of the real Florida,” said Florida State Parks Director Eric Draper in the release. “This addition allows us to better manage resources and provide memorable visitor experiences.

We thank the governor and Legislature for continuing to invest in Florida Forever to protect our state’s special places.”

The square-shaped parcel was the last piece of undeveloped privately owned shoreline on the Tomoka Basin, said Phil Rand, Tomoka Basin State Parks manager. About a year and a half ago,

the state reached out to Rand and asked if there were properties surrounding the park that should be purchased if they came on the market. Rand submitted the 47 acre property; the previous owners had spoken with him in the past about possibly selling the site.

Aside from the property being adjacent to the park’s 5,600 acres of conservation lands, it’s also an important diamondback terrapin nesting habitat.

“That’s one of the reasons the division of state lands sought this piece of property when it became available, because we already

knew that would be one of the pieces that we wanted,” Rand said.

The property is also home to a historic site — the remains of a home. Protruding from the water are posts that used to hold up a dock. Among the scattered brick, Rand pointed out deer tracks.

The road to reach it passes through salt marshes, private properties; it’s lined with palmettos, tall grasses and wildflowers.

There are also a concerning number of Brazilian pepper trees, an invasive non-native plant that has spread along the non-park owned land. Now that the park owns some of the land, Rand and other park employees and volunteers will be able to work to prevent the plant from spreading.

“Usually, we like to restore a property to its natural configuration,” Rand said.

Bulow Creek State Park currently has an average annual attendance of 113,491 with an estimated economic impact of almost $10.5 million.

Residents won’t be able to visit the new property anytime soon.

Though Rand said there is a unit management plan in place they will follow, for now, the state has not announced concrete plans.

Still, the added acreage is a positive outcome.

“We feel that good things will come out of this, for sure,” Rand said.

BRIEFS Ormond man charged with sexual battery of teen A 51-year-old Ormond Beach man was charged with sexual battery after a 16-year-old girl reported that he had sexually abused her for the past several months, Volusia County Sheriff’s Office reported on Thursday, Jan. 2.

George A. Rowe was arrested on Wednesday, Jan. 1, and is being held at the Volusia County Branch Jail on a $175,000 bond.

The victim knew him as a family friend; the family indicated she may have a learning disability.

Rowe was also charged with transmission of material harmful to minors by electronic device.

Woman hit by car in downtown Ormond on New Year’s Eve

A 58-year-old woman was injured on New Year’s Eve after a vehicle struck her while she was crossing West Granada Boulevard across from the Grind Gastropub, Ormond Beach police reported.

Carol Sanogueira, of Connecticut, was transported to the hospital in critical but stable condition after the 8:52 p.m. crash, a press release states. OBPD as well as the Ormond Beach Fire Department and Volusia County EMS responded to the scene.

BITING THE HAND THAT FEEDS YOU 11:46 p.m. — 1500 block of West Granada Boulevard Grand theft. Police arrested a 39-year-old Palm Coast man who was believed to have stolen over $1,600 from a local supermarket while employed as a manager.

The store’s loss prevention officer reported that the manager had made cash withdrawals on five different occasions under the guise of “customer satisfaction” dating back to October, according to a police report. The store’s loss prevention officer discovered the transfers after the manager added $100 to his travel voucher in a cash transfer. He continued to monitor the manager from then on.

On Dec. 10, the manager returned $500 of the previously stolen cash. When police approached him a few days later, he said he had made some “bad judgment decisions” and removed money for his personal gain.

He was arrested and taken to jail.

the man near the police department. An officer reported he saw the man throw a pack of cigarettes near the bushes as they approached him. The man told police a bus driver had dropped him off at the wrong stop and he was trying to get back to Daytona. Because officers noticed the man kept placing his hands in his pockets, they asked if they could search them.

The man allowed this, and police found two lighters. And the cigarette pack he had thrown away? It had cocaine in it.

The man was arrested.

2:03 p.m. —700 block of South Nova Road Larceny. A local store owner asked for a transient woman to be trespassed from his business after she stole his garbage can and a stool.

Police report that security camera footage shows the woman approaching the front of the store while riding a bike. She grabbed the garbage can, valued at $50, and took off. The store owner said she also took a stool that was in the back of the business earlier in the month.

He did not wish to pursue charges for the theft.

Former Mainland football player Marcus Tatum announced that he’s transferring from the University of Tennessee.

Tatum, a 316-pound rising senior, posted on Twitter that he’s transferring to the University of Central Florida.

n its inaugural season in 201819, Mainland’s boys varsity wrestling team did not have a home match. The mats they had were more than 20 years old — beaten down, damaged, unsuitable for competition.

The Buccaneers averaged about an hour’s journey for every match.

They couldn’t wrestle in front of their friends and much of their family. And they didn’t have a Senior Night.

“The guys kind of missed out,” Buccaneers head coach Matt Lawrence said.

Mainland didn’t have a wrestling program when Lawrence arrived three years ago.

He started an AAU program in his first season, and they became an official FHSAA team last year.

“A lot of schools in Volusia County have wrestling programs,” Lawrence said. “I think it was important that Mainland did, too. It’s important — especially with the football program we have here. They go hand-in-hand.”

The Buccaneers hosted several fundraising efforts and were able to collect $8,500 for new mats.

Mainland had its first home match on Dec. 18 against Flagler Palm Coast.

“It was nice to just have our people here,” said team captain Tommy Short, a senior who wrestles in the 182-pound weight class. “And it was just nice not to have to drive an hour to go wrestle.”

the roster last season. Seventeen of them were wrestling for the first time. The learning curve was steep. Many of the kids were getting pinned in less than a minute.

“We were getting smoked,” Lawrence said. “They didn’t know what wrestling looked like.

But it was important for them to see the level that we wanted to be at.”

Nearly a year later, the Buccaneers field a roster 20-strong. They have fewer holes across the weight classes, and they have much more experience compared to last season.

“The kids are more competitive now,” Lawrence said. “We’re able to stick around in some matches.

We’ve definitely improved.”

Doug Dittmer only started wrestling a year ago. However, he’s cemented himself as one of the Buccaneers’ top grapplers.

He’s currently ranked No. 20 in the state for Class 2A in the 195-pound weight class — the only ranked wrestler on Mainland’s roster.

“We’re starting to show who we are,” he said. “Our work is getting us somewhere.”

“I’m just excited that I got to help start something here.

I’m happy that I’ll be able to have a lasting impact on this school because this school has done so much for me.”

hen Seabreeze’s girls basketball team had its first practice over this past summer, some of the girls couldn’t dribble well, play defense or pass.

Many of them were playing organized basketball for the first time. But John Rogers believed in them. Rogers went to several Seabreeze games over the course of the 2018-19 season, when the Sandcrabs went 1-17.

“I knew they were better than what their record indicated,” he said. “I knew that with a lot of hard work, it could be turned around.”

Fast forward to the second half of the 2019-20 season, the Sandcrabs already have seven wins.

“It’s like riding a roller coaster,” Rogers said. “We’ve had some highs and some lows. We are a work-in-progress. We haven’t arrived yet. But it’s amazing how fast they’ve improved.”

He expects the team to get better throughout this season, but it will take a few years to get the program to become consistent.

“This is just the beginning,” he said. “As a couple seasons go by, we’ll be bringing this program back to relevance. It’s just going to take a little time and some sweat equity.”

Sally golf tournament attracting more talent New schedule draws top competitors WAYNE GRANT REAL ESTATE EDITOR

The annual Sally (Women’s South Atlantic Amateur Golf Championship) is almost 100 years old and boasts an alumnae list with many LPGA players, but this year’s field is the strongest field ever, tournament officials say.

The event is Jan. 8-11 at Oceanside Country Club, 75 N. Halifax Drive, Ormond Beach. There is no admission fee, and tickets are not required.

The Sally is attracting more golfers thanks to a spot on the calendar that is friendlier to college players and a format that awards points in the World Amateur Golf Rankings to more players, according to Joe Eggers, a member of Oceanside who is on the tournament committee.

Previously, the tournament was held on the second week of January but has moved up to the first week, which does not conflict with school and college schedules. Chuck Grant, tournament chairman, said the schedule is locked in for the next 10 years.

Also, the LPGA is supportive of the tournament and the winner gets to play in a Symetra Tour event.

The Sally, which started in 1926, brings national and international attention to Ormond Beach. It’s the longest-running amateur women’s golf event in the United States, Grant said.

Current LPGA superstars like Lexi Thompson, Brooke Henderson, Jessica and Nelly Korda and Ariya Jutanugarn have all come through The Sally.

In all, fully half of the field will be elite amateurs and players from top-ranked college programs including Wake Forest, Kent State, Florida, Arizona and Alabama. Countries represented include Guatemala, Italy, Taiwan, Mexico, England, Spain and more.

There are more than 100 entrants.

GOLD MEDALIST

This year’s player list includes Wake Forest’s Emilia Migliaccio, winner of two gold medals at the 2019 Pan Am Games in Peru. She won the individual gold medal with four rounds under par and another as part of the U.S. mixed team.

Defending Sally champion Amanda Doherty, a senior at Florida State, will also return.

After winning the 2019 Sally by three strokes, she competed in the inaugural Augusta National Women’s Amateur where she finished 21st.

The junior ranks, under 18, include No. 2 ranked junior Alexa Pano, returning to The Sally

after finishing second last year, and California’s Amari Avery, No. 20 ranked junior. The two 15-year-olds were partners in the 2019 U.S. Women’s Amateur Four-Ball competition, losing in the semifinals to the eventual champions from Duke University.

RAISING THE BAR

Grant said that each year, the club tries to raise the bar and create a better experience for the golfers.

Meals and snacks are provided and a goodie bag includes items from sponsors such as Callaway Golf and Body Armour.

This year’s tournament comes just as the club is completing a renovation. There’s a new irrigation system and bathrooms out on the course, and the restaurant, pro shop and locker rooms have been remodeled.

There is work to do on landscaping and upstairs dining, which should be complete by spring.

Many members of the country club volunteer to help at the tournament, such as allowing players to stay at their homes.

Grant said the members love having a connection with the golfers and often keep in touch with them.

“It’s part of the fabric of Oceanside Country Club,” he said.

A dress. A bowtie. A purple ribbon.

Those are three things Seabreeze High School junior Taylor Olsen will be advocating students to wear this month in honor of Human Trafficking Awareness month. They’re more than just clothing or accessories; they’re symbols of freedom and dignity for victims, Olsen said.

Less than a year ago, human trafficking was a foreign concept for Olsen, who like many, was aware of it being a global threat but hadn’t considered it could happen in her community. One night in March, as she worked on an assignment for her Spanish class, Olsen came across a TED Talk on human trafficking. After watching it, she approached her teachers and told them she wanted to do something.

In 2018, the National Human Trafficking Hotline reported 767 cases in Florida.

“The fact that it happens so close to us and people don’t really talk about it that often just kind of surprised me because I feel like as citizens we should be more involved in stuff like this — especially if we have the power to help,” Olsen said.

With the support of the Junior League of Daytona Beach, Olsen decided to raise money for the Dressember Foundation by hosting a tea at Oceanside Country Club on Saturday, Jan. 4.

SPARKING THE CONVERSATION

The tea was a fundraiser that took months of preparation and was attended by about 60.

Back in July 2019, Olsen met with her former elementary school principal, Susan Persis, who now serves on the Ormond Beach City Commission. Olsen mentioned her ideas, and Persis gave her tips on how to organize a fundraiser and whom to contact.

Olsen was always a good student, Persis recalled. Seeing her want to help other people and believe in a cause, Persis continued, is a good indicator that Olsen will be a contributing member of our society.

“I’m just very proud of her.”

Persis said. “I’m just beaming, really, because of the initiative that she’s undertaken.”

People may not want to think about human trafficking happening in their community, Persis added, but it does. No city is immune. She believes sparking the conversation to make sure communities are actively working to prevent it is a good place to start.

beyond the organizations. Persis said it also shows students they can help others.

“Even as an 11th grade student, she has the power to help, and I think that’s crucial,” Persis said.

RAISING AWARENESS AT SEABREEZE

In addition to the tea, Olsen has also started a club at Seabreeze: Students Against Human Trafficking.

The club has grown to around 20 members, Olsen said, and during the month of January after school is back in session, the club will be selling purple ribbons for $1. All proceeds will be donated to the Dressember Foundation.

“Even something as small as that and just being aware of it, means so much, because in the

future when we build this up even more, we can start doing more about it,” said Olsen, who hopes to one day be a policymaker or start an organization that aids with human rights issues.

She hopes the purple ribbons will be a conversation starter for her fellow students at Seabreeze, and that they will want to know more and ask questions.
