The Palestine Film Institute (PFI) is a public commission that supports film productions from and for Palestine. The PFI is rooted in the tradition of political cinema history independent film practice, and as a tool of social change. The commission works on developing and organising the Palestinians cinema industry which includes production, distribution, Festivals, Capacity building, promoting Palestinian cinema and international cooperations.

The new face of Palestinian cinema Palestine Pavilion at Marché du Film- Festival du Cannes | Final Report Each year, the Cannes Film Festival becomes the center of the international film business: a place to meet industry professionals, make deals, share views, and see projects forge ahead. The Marché du Film is the film industry’s biggest annual get-together and a forum for over 12,000 professionals, including 3,200 producers, 1,200 sellers, 1,750 buyers, and 800 festival programmers. Over the past three decades, Palestinian cinema has emerged as a major creative force both in the Arab world and internationally. During this period, Palestinian films have achieved unprecedented recognition. More than 20 Palestinian films have been screened at the festival over the years, and a number of them have received nominations and won awards. Nevertheless, there has never been a pavilion that bore Palestine’s name. In May 2018, for the very first time, a Palestine pavilion was set up at the Cannes Film Festival. Visitors and industry professionals were able to stop by to learn more about Palestinian cinema, meet with Palestine filmmakers and producers, and share views and propose collaborations on joint projects. The Palestine Pavilion was a very special experience for the many Palestinian film professionals around the world and a milestone in the history of Palestinian cinema. It created a context in which the Palestinian story was told by Palestinian filmmakers themselves, those who believe in “stories that travel slowly,” as renowned film director Jean-Luc Godard says. Hundreds of film professionals visited the pavilion and joined events and discussions, turning the pavilion into a buzzing space throughout the festival. The pavilion was not only a place to show solidarity and support, but also became a hub for translating this solidarity into actions, projects, and co production agreements. The most significant of these to come out of the Pavilion’s first year was the announcement from Palestinian Minister of Culture Dr. Ehab Bseiso which delegated the management of the Palestinian Film Sector to the Palestine Film Institute for the next 3 years. This announcement was the culmination of a week of networking activities and consultation sessions in which more than 50 palestinian filmmakers, producers and festivals programmers considered the Pavilion their home and base of operations at Cannes. In order to provide a deeper connections with the international scene, The Palestine Film Institute (PFI) was honored to partner with the Producers Network to present a line-up of the best upcoming films from and about Palestine. After a call for projects, the wonderful, committed, and professional jury of international, Arab, and Palestinian members, including Mahmoud Abu Hashhash, Lina Boukhary, Rula Nasser, Rasha Salti, and Adriek Van Nieuwenhuyzen, selected 10 feature-length projects at different stages of production – fiction and documentary, of various formats, and all grounded in the cinematic tradition. The selected projects represent a wide range of stories, backgrounds, times, and locations; they are fragments of narratives scattered around the globe. We have films from filmmakers based in Denmark, Germany, Palestine, Tunisia, the United Kingdom, and the United States, with partners from France, Lebanon, Norway, Qatar, and the United Arab Emirates. This breadth of locations and narratives also means access points to several film funding and support organisations, allowing the PFI to include more talents from these countries. This diversity provided a great chance for talents and professionals to develop and train through several models, to push the limits of their creativity, and to find common ground in order to attract more producers, and hopefully secure wider audiences. Apart from activities arranged in the context of the Producers Network, PFI also collaborated with the Doc Corner, the heart of the documentary industry at Cannes, to present a focus of four documentary projects-in-progress in front of selected international programmers, distributors and TV commissioners. The selected team members took part in intensive one-to-one meetings following their presentations and had the chance to network in the reception and lunch offered by the Doc Corner. Aslo, for the first time, the Pavilion witnessed the gathering of 12 Palestine Film festivals programmers from around the world, who seized the chance to meet with Palestinian filmmakers and to learn about their upcoming projects. The programmers also held several meetings among themselves to coordinate and build the Palestine film festival network in order to become a more active outlet for distribution in their respective countries, strengthening the 2

routes that bring Palestinian cinema to viewers all over the world. The activities and projects of all of our participants were further supported through two complimentary publications produced by PFI (1000 copies each) and distributed through the Pavilion. The Palestine Pavilion Guide collected a comprehensive index of contacts from across the international landscape of Palestinian film, including all of our participating companies, festivals and institutions, as well as many more who could not join us at Cannes this year. Particularly for co-producers and distributors interested in connecting with film professionals in Palestine, this guide Provided a vital and streamlined connection to our network. And for the projects selected by our jury in our inaugural year we also produced a Producer’s Network Catalogue, highlighting these ten projects and their creators, alongside the four projects in focus chosen for the festival. The Pavilion and its activities was not far from the events taking place in Palestine during the festival. On May 15, the Palestine Pavilion at Cannes was transformed into a solidarity site. Palestinian Minister of Culture Dr. Ehab Bseiso and dozens of filmmakers were present for the 70 seconds of silence, in addition to the “Un Certain Regard” Jury that included Palestinian director Annemarie Jacir. The sirens went on and the Palestinian flag was lowered as a sign of respect to the martyrs in Gaza. The atmosphere that was created as a result of these gestures in the middle of Cannes was magical and emotional, described by the ARTE commissioner Rasha Salti as “The most memorable Cannes ever for me. You were amazing and I am in awe with each and every one of you. 50 years after May ‹68, the Palestine Pavilion was the only place in all of France that felt like May ‹68!” The whole experience of the Palestine Pavilion at Festival du Cannes proves that it came at the right time, with many film projects on the horizon alongside exciting opportunities for collaborations. The challenge now is to make this Pavilion the house of Palestinian cinema every year. The goal is always to increase the number of Palestinian films premiering at Cannes. We hope this report will help to shed light on the importance of that continued participation. PFI Team

مجــال صناعــة الســينام‪ ،‬عقــد الصفقــات‪،‬‬ ‫تبــادل األراء ووجهــات النظــر‪ ،‬و متابعــة املشــاريع يف طــور اإلنتــاج‪ .‬يُعتــر ســوق مهرجــان كان أكــر تجمـ ٌع لصناعــة الســينام ومنتــدى ألكــر مــن ‪ ١٢٠٠٠‬متخصــص‪،‬‬ ‫منهــم ‪ ٣٢٠٠‬منتجـاً‪ ١٢٠٠ ،‬منــدوب مبيعــات‪ ١٧٥٠ ،‬مــوزع‪ ،‬و‪ ٨٠٠‬منســقاً ملهرجانــات ســينامئية دوليــة‪.‬‬ ‫عــى مــدى العقــود الثالثــة املاضيــة‪ ،‬بــرزت الســينام الفلســطينية كقــوة إبداعيــة رائــدة عــى الصعيديــن العــريب والعاملــي‪ .‬خــال هــذه الفــرة‪ ،‬حققــت األفــام‬ ‫الفلســطينية متيـزا غــر مســبوق‪ ،‬فقــد تــم عــرض أكــر مــن ‪ ٢٠‬فيلـاً فلســطنياً يف املهرجــان عــى مــر الســنني‪ ،‬منهــم مــن ترشّ ــح لجوائــز ومنهــم مــن فــاز بهــا‪.‬‬ ‫ومــع ذلــك‪ ،‬مل يســبق أن كان هنــاك جناحـاً يحمــل اســم فلســطني يف ســوق األفــام مــن قبــل‪.‬‬ ‫وألول مــرة يف أيّــار عــام ‪ ،٢٠١٨‬تــم تدشــن جنــاح فلســطيني يف مهرجــان كان الســيناميئ‪ ،‬حيــث مت ّكــن الــزوار واملهنيــن يف مجــال الســينام مــن خاللــه أن يتعرفــوا‬ ‫عــى الســينام الفلســطينية ومقابلــة صنــاع ومنتجــي األفــام الفلســطينيني وتبــادل اآلراء معهــم واقـراح التعــاون يف مشــاريع مشــركة‪ .‬و قــد حــر وفــد مــن وزارة‬ ‫الثقافــة الفلســطينية برئاســة وزيــر الثقافــة د‪ .‬ايهــاب بسيســو برفقــة مديــر مكتبــه الســيد وائــل منــارصة ومستشــاره الســيد صالــح نـزال‪ ،‬باإلضافــة اىل الســكرتري‬ ‫االول يف ســفارة فلســطني يف فرنســا الســيد قيــس كســابرة‪.‬‬ ‫لقــد كان الجنــاح الفلســطيني تجربــة مم ّيــزة جــدا ً للعديــد مــن مهن ّيــي الســينام الفلســطينية حــول العــامل ومبثابــة نقطــة هامــة يف تاريــخ الســينام الفلســطينية‪،‬‬ ‫فقــد خلقــت هــذه التجربــة ســياقاً قُدمــت فيــه الروايــة الفلســطينية مــن ِق َبــل صنــاع الســينام الفلســطينيني أنفســهم‪ ،‬أولئــك الذيــن يؤمنــون “بالقصــص التــي‬ ‫تنتقــل ببطــئ” كــا يقــول املخــرج الســويرسي الشــهري جان‪-‬لــوك غــودار‪ .‬زار املئــات مــن املهنيــن يف مجــال الســينام الجنــاح الفلســطيني‪ ،‬باإلضافــة إىل انضاممهــم‬ ‫للفعاليــات والنقاشــات املختلفــة‪ ،‬مح ّولــن الجنــاح إىل ســاحة تنبــض بالحيويّــة طــوال املهرجــان‪.‬‬ ‫مل يكــن الجنــاح الفلســطيني مكانـاً لإلظهــار الدعــم والتضامــن فحســب‪ ،‬بــل مركـزا ً لرتجمــة هــذا التضامــن إىل أعــال ومشــاريع واتفاقيــات إنتــاج مشــركة‪ .‬وكان‬ ‫أهــم نتائــج الســنة األوىل لهــذا الجنــاح هــو إعــان وزيــر الثقافــة الفلســطيني د‪ .‬إيهــاب بسيســو‪ ،‬بتفويــض إدارة قطــاع الســينام الفلســطينية ملؤسســة الفيلــم‬ ‫الفلســطيني للســنوات الثــاث القادمــة‪ .‬جــاء هــذا اإلعــان مبثابــة تتويـ ٍج ألســبوع مــن أنشــطة التواصــل جلســات التشــاور التــي شــارك فيهــا أكــر مــن ‪ ٥٠‬مــن‬ ‫صنــاع الســينام الفلســطينية‪.‬‬ ‫و مــن أجــل تعميــق التواصــل مــع املشــهد الــدويل‪ ،‬ترشفّــت مؤسســة الفيلــم الفلســطيني (م‪.‬ف‪.‬ف) بعقــد رشاكــة مــع (شــبكة املنتجــن) لتقــوم بتقديــم مجموعــة‬ ‫مــن أفضــل األفــام القادمــة مــن أو عــن فلســطني‪ .‬فبعــد اإلعــان عــن تقديــم طلبــات املشــاريع ومبســاعدة لجنــة تحكيــم رائعــة‪ ،‬ملتزمــة‪ ،‬ومهن ّيــة‪ ،‬أعضائهــا عــرب‬ ‫وفلســطينيني وأجانــب مكونــة مــن محمــود أبــو هشــهش‪ ،‬لينــا بخــاري‪ ،‬روال نــارص‪ ،‬رشــا ســلطي‪ ،‬وأدريــك ڤــان نيوڤنهــوزن‪ -‬قامــت اللجنــة باختيــار ‪ ١٠‬أفــام‬ ‫طويلــة يف مراحــل مختلفــة مــن اإلنتــاج‪ ،‬منهــا الــروايئ والوثائقــي‪ ،‬تــأيت بأشــكال مختلفــة وكلهــا متجــذرة يف التقاليــد الســينامئية‪.‬‬ ‫متثّــل املشــاريع امل ُختــارة نطاقـاً واســعاً مــن القصــص والخلفيــات واألزمنــة واملواقــع‪ ،‬وهــي مبثابــة أجـزاء لروايـ ٍ‬ ‫ـات متناثــرة حــول العــامل‪ .‬حيــث تــم عــرض مشــاريع‬ ‫أفــام مــن صانعــي أفــام مقيمــن مــن الدمنــارك‪ ،‬أملانيــا‪ ،‬فلســطني‪ ،‬تونــس‪ ،‬اململكــة املتحــدة‪ ،‬اإلمــارات العربيــة املتحــدة‪ ،‬والواليــات املتحــدة األمريكيــة‪ ،‬مــع ُشكاء‬ ‫مــن فرنســا‪ ،‬لبنــان‪ ،‬الرنويــج‪ ،‬قطــر‪ ،‬واإلمــارات العربيــة املتحــدة‪ .‬يرتتــب عــى هــذا النطــاق الواســع مــن املواقــع والروايــات تشّ ــكل نقــا ًط ربــط للوصــول إىل عــدد‬ ‫مــن مؤسســات دعــم ومتويــل األفــام‪ ،‬مــا يتيــح تضمــن عــدد أكــر مــن املواهــب مــن هــذه الــدول‪ .‬وفّــرت هــذه التعدديــة فرصــة رائعــة للمواهــب واملهنيــن‬ ‫للتطويــر والتدريــب مــن خــال عــدة منــاذج انتاجيــة‪ ،‬مــن أجــل دفــع حــدود اإلبــداع لديهــم وإيجــاد أرضيــة مشــركة لجــذب عــدد أكــر مــن املنتجــن أمـاً يف‬ ‫تأمــن جمهــور أوســع‪.‬‬ ‫باإلضافــة إىل األنشــطة التــي تــم تنظيمهــا يف ســياق (شــبكة املنتجــن)‪ ،‬تعاونــت مؤسســة الفيلــم الفلســطيني مــع الركــن الوثائقــي ملهرجــان كان ‪،Doc Corner‬‬ ‫والــذي ميثّــل قلــب صناعــة األفــام الوثائقيــة‪ ،‬مــن أجــل تقديــم مجموعــة مــن أربــع مشــاريع ألفــام وثائقيــة قيــد التنفيــذ أمــام مجموعــة ُمختــارة مــن منظمــي‬ ‫الربامــج‪ ،‬وموزعــي ومفــويض قنــوات تلفزيــة مــن مختلــف أنحــاء العــامل‪ .‬وبعــد العــرض العلنــي للمشــاريع‪ ،‬شــارك أعضــاء الفريــق املختــارون يف اجتامعــات فرديّــة‬ ‫مكثّفــة وأُتيحــت لهــم الفرصــة للتواصــل وبنــاء العالقــات مــن خــال حفــل االســتقبال والغــداء الــذي قدمــه الركــن الوثائقــي‪.‬‬ ‫ـر مربمجـاً ملهرجانــات الســينام الفلســطينية حــول العــامل‪ ،‬والذيــن اغتنمــوا الفرصــة للقــاء صانعــي‬ ‫باإلضافــة إىل ذلــك‪ ،‬وألول مــرة‪ ،‬شــهد الجنــاح تج ّمــع إثنــا َعـ َ‬ ‫أفــام فلســطيني والتع ـ ّرف عــى مشــاريعهم القادمــة‪ .‬كــا عقــد املنظمــون ع ـ ّدة إجتامعــات فيــا بينهــم لتنســيق بنــاء شــبكة مهرجانــات األفــام الفلســطينية‪،‬‬ ‫ليخلقــوا واقعـاً أكــر نشــاطاً وفاعل ّيــة يف توزيــع األفــام الفلســطينية يف بلدانهــم‪ ،‬مــا يعــزز املســارات التــي تجلــب الســينام الفلســطينية للمشــاهدين مــن جميــع‬ ‫أنحــاء العــامل‪.‬‬ ‫‪4‬‬

‫وقــد تــم دعــم أنشــطة ومشــاريع جميــع املشــاركني مــن خــال كتيببــن مجانيــن (‪ ١٠٠٠‬طبعــة لــكل كتيــب) أنتجتهــا م‪.‬ف‪.‬ف و تــم توزيعهــم يف الجنــاح‬ ‫الفلســطيني يف ســوق األفالم‪.‬شــكل الكتيــب األول‪ ،‬وهــو دليــل الجنــاح الفلســطيني‪ ،‬فهرسـاً شــامالً للمعنيــن باالتصــال مبشــهد صناعــة الســينام الفلســطينية مــن‬ ‫ـوي‬ ‫أنحــاء العــامل‪ ،‬وقــد شــمل عــدد كبــر مــن رشكات اإلنتــاج الفاعلــة يف فلســطني‪ ،‬واملهرجانــات واملؤسســات املعنيّــة‪ .‬ي ّوفــر هــذا الدليــل ســبيالً للتواصــل الحيـ ّ‬ ‫واملنظّــم بشــبكتنا الســينامئية‪ ،‬خاصـ ًة للمنتجــن واملوزعــن املهتمــن بالتواصــل مــن مهنيــي الســينام يف فلســطني‪ .‬أمــا بالنســبة للكتيــب الثــاين‪ ،‬فقــد كان للمشــاريع‬ ‫التــي اختارتهــا لجنــة التحكيــم يف عامنــا األول‪ ،‬حيــث قمنــا بإنتــاج (دليــل شــبكة منتجــن) خــاص بهــم يسـلّط الضــوء عــى هــذه املشــاريع العــرة وصانعيهــا‪،‬‬ ‫باإلضافــة إىل املشــاريع األربعــة التــي تــم الرتكيــز عليهــا للمهرجــان‪.‬‬ ‫مل يكــن الجنــاح الفلســطيني وفعالياتــه بعيــدا ً عــن األحــداث الواقعــة يف فلســطني خــال فــرة املهرجــان‪ ،‬ففــي الخامــس عــر مــن أيــار‪ ،‬تحــول الجنــاح‬ ‫الفلســطيني يف املهرجــان إىل موقــع فعــال للتضامــن مــع الشــعب الفلســطيني‪ ،‬حيــث شــارك وزيــر الثقافــة الفلســطيني إيهــاب بسيســو‪ ،‬ولجنــة تحكيــم برنامــج‬ ‫«نظــرة مــا» التــي ضمــت املخرجــة الفلســطينيّة آن مــاري جــارس‪ ،‬باإلضافــة إىل عـرات صانعــي األفــام و املمثلــن العامليــن‪ ،‬يف ‪ ٧٠‬ثانيــة مــن الصمــت حــدادا ً‬ ‫عــى الذكــرى الســبعني للنكبــة‪ ،‬حيــث تــم إطــاق صافــرة اإلنــذار وتــم تنكيــس العلــم الفلســطيني احرتام ـاً للشــهداء يف فلســطني‪.‬‬ ‫كان الجــو الناتــج عــن هــذه الفعاليــات يف وســط مهرجــان كان الســيناميئ ســاحرا ً وعاطفي ـاً‪ ،‬حيــث وصفتــه مف ّوضــة تلفزيــون ‪ ARTE‬رشــا ســلطي بأنــه “أكــر‬ ‫نســخة ملهرجــان كان يصعــب نســيانها‪ .‬أنتــم رائعــون وأنــا مذهولــة بكــم فــردا ً فــردا ً‪ .‬كان الجنــاح الفلســطيني يف املهرجــان املــكان الوحيــد يف كل فرنســا الــذي‬ ‫يذكّــرك بأحــداث أيــار ‪ ١٩٦٨‬بعــد ‪ ٥٠‬عــام عــى وقوعهــا‪».‬‬ ‫تثبــت التجربــة الكليــة للجنــاح الفلســطيني يف مهرجــان كان بأنهــا قــد جــاءت يف الوقــت املناســب‪ ،‬حيــث شــكل وجــود العديــد مــن املشــاريع الســينامئية الواعدة‬ ‫يف األفــق فــرص مثــرة للتعــاون‪ .‬يكمــن التحــدي اآلن بإبقــاء هــذا الجنــاح بيتـاً للســينام الفلســطينية كل عــام‪ ،‬و يبقــى الهــدف هــو زيــادة عــدد األفــام املشــاركة‬ ‫يف املســابقات الرســمية للمهرجــان‪.‬‬ ‫نحن نأمل بأن يساعد هذا التقرير عىل تسليط الضوء ألهميّة استمرار هذه املشاركة‪.‬‬ ‫فريق عمل م‪.‬ف‪.‬ف‬

Events and Activities Consultation Sessions A series of consultations meetings with international producers and distributors were arranged with producers and directors of the 10 selected film films in production, the films were selected by an international jury earlier in February to take part. Consultants focuses were to raise interest in these projects and plan financing strategy for Cannes and after. The consultants included: Michael Zanna, Angel Chen, Palmyre Badinier and Raed Andoni.

Coproduction with Palestine (Networking) The event was designed for palestinian producers and directors to meet international producers and discussed opportunities for future coproductions, the event was moderated by May Odeh. The Future of the PFI Round Table A round table was organised on the future and the role of the Palestine Film Institute and was moderated by Raed Andoni. Developing the Palestinian cinema scene and strengthening its relation with the world was discussed. The Palestinian Ministry of Culture announced that it would delegate responsibility to PFI for building and managing the Palestinian film sector for the next three years, a press release was issued as well in this regard. The Team

Rashid Abdelhamid (Senior Project Manager) Rashid Abdelhamid, is a Palestinian architect/designer and producer. In early 2013, he founded Made in Palestine Project, an independent arts initiative to create and promote contemporary visual art with a focus on Palestine. Rashid produced and acted in the short film Condom Lead, which made the official selection of the Cannes Film Festival (first time ever a Palestinian short film was selected in this category). In 2015, Made in Palestine Project’s first feature film Dégradé was selected at “La Semaine de la Critique” at the Cannes Film Festival. Rashid is currently working on several cultural projects that aims to promote film, art and culture in Palestine.

Mohanad is also a cofounding member of the research and curatorial collective Subversive Films, which focuses on militant film practices. Most recently, Mohanad became a resident researcher at the Royal Academy of Fine Arts (KASK) in Gent, Belgium.

Her articles are published on several platforms in Palestine and the region. She co-authored the book “Throne villages Architecture”, published by Riwaq. She was an Associate Curator of Sharjah Biennale 13 off-site project “Shifting Grounds” in Ramallah (2017) and the Head of Communication of the Palestinian Museum, Birzeit (-2013 2016). She is currently the Project Manager of Qalandiya International art biennale organized across Palestine. She was the PFI coordinator of the Palestinian Pavilion at Cannes Film Festival, May 2018.

Jackson (PFI communication) Casey AJ is a filmmaker, artist and producer from New York. In 2017, he pitched the forthcoming documentary feature ‹Chopped› at the Hot Docs Forum, produced by Sami Said for Idioms Film and co-Directed by Karam Ali.

Hamza Abu Aayysh (Graphic Designer) «Hamza Abu Ayyash is a Palestinian activist artist born in Lebanon. He lived his early life between Tunisia and Jordan and settled in Palestine in 1997, few year after the Oslo agreement, where he graduated from the faculty of Fine Arts in Nablus in 2004. As a multimedia artist, Hamza is using a variety of art forms such as painting, sculpting, video, photography, projections and graffiti in order to express his topics that orbit around the regional identities and mythical heritage of the areas he is working at. His artworks mostly include calligraphy in adjusted forms as expressive force.»

He emerged from a decade-long stint at the Toronto International Film Festival as Director of Creative Services, and the programmer of the Festival’s Dialogues: Talking with Pictures section, with guests including Costa-Gavras, Nick Cave, Isabella Rossellini, Guy Maddin, Vilmos Zsigmond, and Ousmane Sembène, among many others. More recently, he has held positions at film institutions in Abu Dhabi and Doha, and he is currently the programmer of Talents Sarajevo, a lab and workshop series conducted annually by the Sarajevo Film Festival. As an independent editor, he recently completed work on Past Disquiet: Artists, Solidarity, and Museums in Exile, a publication accompanying Kristine Khouri and Rasha Salti’s museum exhibition.
