Welcome to the 2026 Independent Banks of South Carolina Annual Convention! As we gather once again, I want to take a moment to reflect on the progress we have made as an association and recognize the tremendous impact our member banks continue to have across South Carolina.
Community banking remains as important today as ever and South Carolina’s community banks continue to demonstrate resilience, leadership, and an unwavering commitment to the customers and communities we serve.
Over the past year, IBSC has advocated for independent community banks at state and federal levels, including efforts to protect banks during municipal deposits legislation discussions. Thanks to our bank members’ engagement, policymakers heard directly about the essential role community banks play in supporting local governments, businesses, and families.
IBSC was also proud to participate in the ICBA Capital Summit in Washington, D.C., where several South Carolina bankers engaged directly with lawmakers and regulators. These important conversations support our ongoing work to reduce unnecessary regulatory burden and ensure our banks remain well-positioned to serve their customers and communities.
Beyond advocacy, IBSC has continued to raise awareness of the value community banks bring to SC through our marketing partnership with The Post and Courier. This year, we have expanded outreach and helped educate consumers about the advantages of community banking, including local decision-making, personalized service, and a deep commitment to the communities we call home.
This convention serves as one of the highlights of our year. It brings together bankers, industry partners, and thought leaders from across the state to learn, collaborate, and strengthen the relationships that make our association successful. The strong attendance and enthusiastic support we have received this year are a testament to the vitality of community banking in South Carolina.
I would like to extend my sincere appreciation to our sponsors, exhibitors, speakers, Board of Directors, and IBSC staff. Their hard work and dedication make this event possible and help advance our mission throughout the year. I would also like to sincerely thank the Independent Community Bankers of America (ICBA) for their continued partnership and support. Through its advocacy, resources, education, and leadership, ICBA strengthens our efforts in South Carolina and gives community bankers a strong voice on the issues that matter most.

As we look ahead, I am confident in the future of community banking in South Carolina. THE HONORABLE DAVID M. BEASLEY
David Beasley is a distinguished leader, humanitarian, and former Governor of South Carolina (1995–1999). He most recently served as the Executive Director of the United Nations World Food Programme (WFP) from 2017 to April 2023, having been nominated by two U.S. presidential administrations from different parties and appointed by the UN Secretary-General.
Under Beasley’s leadership, WFP became the largest humanitarian organization in the world, assisting over 160 million people in 2022 alone and raising over $55 billion to combat global hunger. In 2020, he accepted the Nobel Peace Prize on behalf of WFP for its efforts to provide food assistance in conflict areas and prevent food from being used as a weapon of war. In his Oslo acceptance speech on December 10, 2021, he remarked:
“We have learned that there is great richness in those who are seen, in the eyes of the world, as ‘the poor.’ And many of us who are considered ‘rich’ are actually poor in the things that matter most.”
Beasley has also been recognized for his courageous leadership beyond humanitarian work, receiving the John F. Kennedy Profiles in Courage Award for taking a stand on the Confederate Flag issue in South Carolina.
He majored in Microbiology at Clemson University and received a Doctor of Jurisprudence degree from the University of South Carolina. Beasley was also a Fellow and lecturer at Harvard University’s Kennedy School of Government and is now a professor at the University of South Carolina Law School.
He is married to Mary Wood Payne, and they have four children and four grandchildren. Today, Beasley remains an influential advocate for global food security, humanitarian action, and international cooperation.

RICHARD N. “DICK” BURCH - DELUXE BANKERS DASHBOARD
Dick Burch is a Performance Banking Strategist, Consultant and Sales Leader for Deluxe Banker’s Dashboard. Prior to joining Deluxe, he was the executive vice president, chief financial officer, chief operations officer, information security officer and secretary of South Atlantic Bancshares, Inc. and South Atlantic Bank. He brings more than 40 years of banking experience to his post, including six years as a bank examiner for the South Carolina Board of Financial Institutions. His local banking experience includes six years as executive vice president and chief financial officer for the former Beach First National Bank in Myrtle Beach, South Carolina and seven years as senior vice president and director of operations for Anchor Bank. Mr. Burch possesses extensive knowledge of financial management, regulatory, banking operations and technology and has served on committees of the South Carolina Bankers Association and Jack Henry & Associates, Inc. He is a graduate of The Citadel with a B.S. degree in business administration and the Darla Moore School of Business in Bank Investments and Financial Management. He was an instructor for 15 years with the SC Bankers Association Bankers School and past member of the ALCO and Compliance Committees. Having lived in the Myrtle Beach area for 39 years, past board member and chairman of the Myrtle Beach High School Booster Club and Chicora Rotary Club and was president of the North South All-Star Football Game committee. He is an active member of First Presbyterian Church.
ERIC COOK - WSI AGENCY
With 15 years of hands-on experience as a community banker, Eric excels in helping clients engage online, while taking into consideration topics such as regulation, compliance, and other industry-specific nuances. Thanks to his banking experience, these are second nature, recognizing their importance and taking them into consideration when using digital effectively – and appropriately.
He remains deeply connected with the industry through an active speaking and teaching schedule, appearing at association and fintech events across the country. Eric also extends his educational efforts through syndicated webinars as well as holding faculty positions at the Graduate School of Banking in Madison, Barret Graduate School of Banking, the Pennsyvania Bankers Association’s Advanced School of Banking, and the Pacific Coast Banking School and Mentoring and Mastermind Community. In late 2020, to serve the banking industry, Eric created the industry’s first mentoring and mastermind community for banking professionals, called The LinkedBanker. The program focuses on helping community members build their personal brand to be the “banker” people want to do business with, through personal thought leadership strategies and the establishment of a personal brand leveraging digital and social technologies. Eric and his wife, Alicia (who’s also Business Manager for the company), reside in northern Michigan with their two Golden Retrievers. He’s an avid cyclist and can often be found on the trails, gravel, or winding roads throughout northern Michigan pedaling away - most of the time with a big smile on his face.

DIANE ELLIS & RAE-ANN MILLER - INTRAFI
Diane Ellis is Senior Managing Director at IntraFi. She leads the Advancing Communities Together, or ACT, Deposit Program for IntraFi. Previously, she was the Director of the Division of Insurance and Research at the Federal Deposit Insurance Corporation (FDIC). She led the FDIC’s efforts to maintain the adequacy of the Deposit Insurance Fund and an effective and fair risk-based premium system, assess economic and financial sector risks to the banking industry, conduct policy-oriented research and analysis for rulemakings, and collect and publish bank financial information and statistics, including the Quarterly Banking Profile.
She has extensive executive-level experience in deposit insurance pricing and fund management and was elected twice to serve as an Executive Council member for the International Association of Deposit Insurers. Earlier, she was a senior financial analyst and bank examiner with the FDIC. Ms. Ellis received her BBA from Texas Christian University, Master of Public Policy from George Mason University, and is a Chartered Financial Analyst.
Rae-Ann Miller is Chief Risk Officer at IntraFi. Previously, she was the Senior Deputy Director of the Division of Risk Management Supervision at the Federal Deposit Insurance Corporation (FDIC), where she oversaw national supervision programs, both onsite and offsite surveillance, for all FDIC-supervised institutions, including community, regional, and large institutions. She was also the FDIC’s senior policy officer over regulations and guidance in the areas of credit risk, corporate governance, brokered deposits, third-party risk, and all other general safety and soundness matters. Her policy duties included updating and maintaining safety and soundness examination manuals and work programs, and she led significant efforts to improve safety a nd soundness examination planning, documentation, and continuous examination processes.
Ms. Miller has extensive executive-level experience in safety and soundness. She has led safety and soundness work groups and projects associated with the Federal Financial Institutions Examination Council, the Financial Stability Oversight Council, and the Basel Committee on Banking Supervision. In addition to safety and soundness matters at the FDIC, Ms. Miller has served stints in the FDIC Chairman’s Office and the Division of Insurance and Research Ms. Miller received her BS from King’s College and is a commissioned bank examiner.
SENATOR MICHAEL W. GAMBRELL - DISTRICT 4
A public servant for more than four decades, Mike Gambrell has dedicated his life to serving the people of South Carolina. He began as a volunteer firefighter, a job he continues to hold and love. Currently, he is assistant chief of the Friendship Fire Department where he devotes countless hours. Beginning in 1972, Mike started serving with the Anderson County Fire Department. Later, he served as chief of the Friendship Fire Department for 18 years, as chairman of the Anderson County Fire Chiefs Advisory board for 12 years, and as a charter member of the Anderson County EMS. Mike was elected to the state legislature in 2006. For 10 years, Mike has been fighting..........

.......key issues that matter to families in his district such as education, job creation, and lower taxes. Mike served in the SC House until 2016. He chaired the Insurance committee and served on the House Labor, Commerce, and Industry committee, which addresses all business-related legislation. He also served on the House Ethics and the statehouse committees. In May 2016, Mike was elected to the SC Senate to serve the rest of the term left vacant by the untimely death of his good friend Sen. Billy O’Dell. In June 2016, Mike won the primary election in District 4 for a four-year Senate term running 2016-2020. Mike has deep roots in the area he serves, calling it home for his entire life. He was born and raised in the Friendship Community near Honea Path, SC. He graduated from Belton Honea Path High School in 1976 and was honored to attend Palmetto Boys State. After high school, Mike earned a B.A. in Business Administration from Clemson University (Go Tigers!). Today, Mike and his wife Reene make their home on a farm once owned by his grandparents. Mike is a businessman and entrepreneur. He is sole owner of M&R Enterprises, LLC. Mike is actively involved in his community as well. He is a member of the Honea Path Civitans and chairs the Anderson County Legislative Delegation. He also is an active member of Friendship Baptist Church. Throughout the years, Mike’s number one goal has remained constituent service. That is truly the heart of why he serves.
TED LANSDALE - TRAVELERS
Ted Lansdale serves as a Managing Director & Counsel on Travelers Bond & Specialty Insurance’s Management Liability First Party Claim team where manages a team of claim professional handling claims under the Financial Institution Bond and Travelers’ crime policy. He is a former manager of Travelers’ cyber claim team and previously handled a variety of management and professional liability claims. Prior to joining the insurance industry, Ted was associated with Morrison Mahoney, a Boston-based law firm, where he defended professional liability actions against a range of professionals including lawyers, accountants, and real estate professionals. Ted graduated with honors from New England School of Law where he was an editor of the New England Law Journal and holds a bachelor’s degree in economics from Colgate University.
REBECA ROMERO RAINEY - ICBA
Rebeca Romero Rainey is president and CEO of the Independent Community Bankers of America (ICBA), the leading advocacy organization exclusively representing community banks. She is one of the nation’s foremost advocates of the community banking industry, with a focus on regulatory reform for our country’s nearly 5,000 community banks. She has met with Pres ident Obama and President Trump to discuss issues that are top of mind for community banks.
A third-generation community banker born and raised in Taos, N.M., Romero Rainey is the former Chairman and CEO of Centinel Bank of Taos. Upon graduating from Wellesley College, she returned home to Taos with the dream of continuing her family’s business of running the town’s only local community bank......(continued on next page)....

Her broader service to the community banking industry began when she joined the board of the Independent Community Bankers of New Mexico, where she served as president in 2007-08. She entered the national stage by becoming active within ICBA and serving on several committees. Romero Rainey also played a key role in the formation of ICBA’s Minority Bank Council and served as its first chairman. Later she was nominated to become a member of ICBA’s Executive Committee, and in 2016, became ICBA chairman.she was nominated to become a member of ICBA’s Executive Committee, and in 2016, became ICBA chairman.
Romero Rainey has also served on the Federal Deposit Insurance Corp. Advisory Committee on Community Banking and the Kansas City Federal Reserve Community Depository Institution Advisory Council. She has been featured on CSPAN, MSNBC, CNBC, NPR, Fox Business News, and has been named a top Washington lobbyist every year since 2018 by “The Hill” publication. Romero Rainey has testified before Congress, and delivered speeches before the Federal Reserve, OCC and FDIC.
Romero Rainey has a long history of community engagement and collaboration among community stakeholders. She is the co-founder of the Bridges Project for Education, a nonprofit focused on helping first-generation college students. She was also selected as Taos Citizen of the Year in 2009 and has been awarded the New Mexico Governor’s Award for outstanding women. In addition to graduating from Wellesley College, Romero Rainey holds a degree from the Pacific Coast School of Banking.
WALTER B. TODD, III - GREENWOOD CAPITAL
Walter B. Todd, III is President and Chief Investment Officer of Greenwood Capital, one of the largest independent registered investment advisory firms headquartered in South Carolina, with more than $1.5 billion in assets under management. Mr. Todd oversees Greenwood Capital’s disciplined top-down macro-economic investment philosophy and its highly experienced Investment Team, delivering a diverse offering of objective-based ETF Asset Allocation Strategies, as well as traditional Equity and Fixed Income Investment portfolios.
Mr. Todd has 30 years of experience in the financial industry and joined Greenwood Capital in 2002. Prior to joining Greenwood Capital, he served as an Investment Banking Associate at Lehman Brothers Global Real Estate Group in New York. He has also worked as an analyst for First Union Capital Markets Group in Charlotte, NC.
Mr. Todd received his undergraduate degree in Business Administration from Washington & Lee University, where, upon graduation, he was awarded a Fulbright Scholarship. Mr. Todd earned his M.B.A. in Finance from The Wharton School – University of Pennsylvania where he graduated as a Palmer Scholar in May 1999.
Mr. Todd is regularly featured on Bloomberg, Bloomberg Radio, CNBC, and BBC, as well as quoted through Reuters, the Associated Press, Bloomberg and other national and international print, radio and television outlets. He currently serves on the Board of Trustees of the Business Partnership Foundation for the University of South Carolina’s Darla Moore School of Business.

Heather Carson serves as Managing Director and Counsel for Travelers Bond and Specialty Insurance’s (BSI) Financial Institution Bank Liability Claim team, where she leads a team of claim attorneys specializing in directors and officers (D&O) and errors and omissions (E&O) exposures for banks and credit unions. With over two decades of experience at Travelers, Heather brings expertise in management liability claims across multiple disciplines.
Heather joined Travelers BSI Claim team in 2007, where she has developed comprehensive experience handling complex management liability matters, including employment practices liability, D&O liability, fiduciary liability and professional liability claims. Heather’s experience also includes handling commercial crime and financial institution bond claims. Since 2011, Heather has specialized exclusively in financial institution claims. As Managing Director of the FI-Bank claim team, she oversees the strategic handling of D&O and E&O claims for bank and credit union insureds.
Prior to joining Travelers, Heather practiced as a litigator in private practice and also focused on insurance coverage.
