N a tit-for-tat response, Pakistan on Tuesday told India to reduce its High Commission staff’s strength by 50 per cent as a reciprocal measure after New Delhi sought to halve the staff strength at the Pakistan High Commission in the Indian capital. A statement issued by the Indian Ministry of external Affairs said that the decision, which will be implemented in seven days, has been conveyed to Pakistan’s Chargé d’Affaires. According to the Indian statement, Pakistan’s Chargé d’Affaires was informed that Delhi has “repeatedly expressed concerns about the activities of officials [at the Pakistan High Commission]”. “They have been engaged in acts of espionage and maintained dealings with terrorist organisations,” it said, referring to the expulsion of two officials from the Pakistan High Commission on May 31. Commission officials, the statement alleged that Pakistan has “engaged in a sustained campaign to intimidate the officials of the Indian High Commission in Islamabad from carrying on their legitimate diplomatic functions”. In a statement issued shortly after, the Fo Spokesperson Aisha Farooqui rejected the claim that Indian High Commission officials were intimidated in Islamabad. “Pakistan completely dismisses allegations of any violation of the Vienna Convention on diplomatic relations by [Pakistan High Commission] officials in New Delhi and reiterates that they always function within the parameters of international law and diplomatic norms,” she said. “The Indian government’s smear campaign against Pakistan cannot obfuscate the illegal activities in which the Indian High Commission officials were found [to be] involved in. The statement is another effort to distort facts and deny the culpability of these Indian High Commission officials in criminal offences.” The Fo spokesperson also attributed the move to another “desperate attempt”

to divert attention from Indian atrocities in occupied Kashmir. “India would be better advised to focus on its internal and external issues, rather than creating diversions at the cost of peace and stability in South Asia. “Pakistan has been consistently sensitising the world community that [the] irresponsible policies of the BJP government are increasingly imperilling regional peace and stability.” The statement added that the Fo also summoned India’s Chargé d’Affaires to inform him of Pakistan’s decision to reduce staff at the Indian High Commission by 50pc as a “reciprocal measure” and was asked to implement the decision within seven days. Tensions between the two countries rose after India expelled two officials of the Pakistani High Commission in Delhi on May 31 accusing them of espionage — a charge, which was immediately rejected by Pakistan as “false and unsubstantiated”. The Fo, while condemning the Indian action, had said the Indian move was “accompanied by a negative preplanned and orchestrated media campaign, which is a part of persistent anti-Pakistan propaganda”. on June 15, the two officials from the Indian High Commission — Dwimu Brahma and Selvadas Paul — were briefly detained and booked by police after their speeding vehicle crashed into a pedestrian in the capital on June 15, triggering a diplomatic spat between New Delhi and Islamabad.

The Balochistan High Court (BHC) on Tuesday annulled the notification issued by President Dr Arif Alvi for constitution of the 10th National Finance Commission (NFC), ruling that the appointment of NFC members was not in accordance with the constitution. In its judgement, the court also annulled the appointments of Finance Adviser Abdul Hafeez Shaikh and the federal finance secretary as members of the NFC. The court, while issuing orders for implementation of Article 160 for the appointment and procedure of members of NFC Awards, remarked that the Balochistan governor should appoint a new member from the province on the recommendation of the provincial government. The NFC is meant to distribute financial resources among the federal government and the provinces. It includes distribution of taxes collected by the federal government which form a divisible pool. According to Article 160 of the Constitution,

Prime Minister Imran Khan on Tuesday told his cabinet ministers to maintain unity within the party, a day after Federal Science and Technology Minister Fawad Chaudhry said in an interview that Pakistan Tehreek-eInsaf (PTI) leader Jahangir Khan Tareen was the reason why Planning Minister Asad Umar had stepped down as the finance minister in April 2019. Addressing a presser after a meeting of the federal cabinet chaired by PM Imran, Federal Minister for Information and Broadcasting Shibli Faraz said that Fawad Chaudhry’s interview with the Voice of America came under discussion during the cabinet meeting. “Fawad Chaudhry’s interview was discussed in the cabinet [meeting] and the prime minister said we should maintain unity within the party,” Faraz said. In the interview, Fawad Chaudhry said there were rifts among Tareen, Umar and Foreign Minister Shah Mahmood

the president constitutes the NFC after every five years for a period of five years. once there is a consensus of all stakeholders on a particular formula to distribute the finances, the award is implemented for the next five years. The Pakistan Tehreek-e-Insaf (PTI)led federal government on May 12 formed the 10th NFC to announce the new award. The Ministry of Finance notified constitution of the 11-member commission after approval by federal and provincial members and its terms of reference by President Alvi. The commission will, however, effectively consist of 10 members as the president also authorised PM’s Adviser on Finance Dr Abdul Hafeez Shaikh to chair NFC meetings in the absence of the federal finance minister. A similar case is pending before the Islamabad High Court (IHC) in which the petitioner, PMl-N leader Khurram Dastgir Khan, has submitted that there is no room in the constitution for a PM’s adviser to become even a member of the commission.
