HE Islamabad High Court (IHC) has issued preliminary contempt notices to the Intelligence Bureau (IB), the Federal Investigation Agency (FIA) and the Pakistan Telecommunication Authority (PTA) for seeking recusal of a judge hearing a case related to surveillance of citizens “with mala fide intent”. Justice Babar Sattar of the IHC has been hearing a case pertaining to unauthorized recording of alleged telephonic calls of a former first lady, Bushra Bibi, and Najamus Saqib, the son of former chief justice of Pakistan Saqib Nisar since last year. On April 27, four state institutions — the IB, the FIA, the PTA and the Pakistan Electronic Media Regulatory Authority (PEMRA) — filed miscellaneous applications, seeking recusal of Justice Sattar from hearing the case. However, the court on April 29 dismissed the applications while also imposing a fine of Rs0.5 million on each institution. In its 40-page written order unveiled on Saturday, the court noted that the recusal applications were mala
fide and frivolous. “Prima facie, [they were] part of a collusive scheme to intimidate the Presiding Judge into disqualifying himself from hearing the instant matters.” The court noted that Rs0.5 million cost imposed on each applicant shall be paid personally by the public official or officials within each organization who

Prime Minister Shehbaz Sharif taking notice of the issues faced by the farmers in selling their wheat and obtaining wheat bags on Saturday constituted a committee under Ministry of National Food Security and Research to address their grievances. The committee in line with the direction of the prime minister would take measures to address the farmers’ concerns within four days. Prime Minister Shehbaz Sharif chaired a high level emergency meeting here to review the matters of wheat procurement through PASSCO. Federal ministers Rana Tanveer Hussain, Attaullah Tarar, and other relevant officials attended the meeting. Premier Shehbaz Sharif addressing the meeting expressed his concern over the difficulties faced by farmers in obtaining fair prices for their wheat crop and directed the authorities to take immediate action to resolve the issue. The federal government, through PASSCO, was procuring 1.8 million metric tons of wheat to ensure maximum benefit to farmers, he said. The prime minister directed the concerned officials to personally monitor the wheat procurement process and ensure that farmers receive their due payments on time. He emphasized that the government will not compromise on the economic protection of farmers and will take all necessary steps to ensure their wellbeing. Earlier discussing the applications, the court noted that various passages in the applications filed by the FIA and the IB were identical. “[This was interesting as] the two applications [were] filed obviously by two separate entities independent of one another. [One of the identical paragraphs was] a quotation of Lord Denning on the matter of bias,” it added.

Former prime minister and incarcerated founding chairman of Pakistan Tehreek-e-Insaf (PTI), Imran Khan, has reiterated his openness to engage with all stakeholders except for the PML-N, PPP, and MQM-P. Khan made it clear the formation of a three-member committee within his party is aimed at facilitating discussions, not striking deals. During an informal conversation with journalists at Adiala Jail on Saturday, Khan said negotiations are typically conducted with adversaries rather than allies. He clarified that individuals seeking to evade legal consequences or exit the country are usually the ones inclined to make deals. “We have been stating for 18 months that we are open to talks because negotiation is an integral part of politics. We are willing to engage with everyone except for the three parties mentioned, for which a dedicated committee has been established,” Khan stated. Clarifying his stance, Khan reiterated that the committee is solely authorised for negotiations and will not be involved in brokering any covert deals. With the federal government contemplating to amend the laws related to the judges’ appointment, Adviser to the Prime Minister on Political and Public Affairs Rana Sanaullah on Saturday suggested fixing the term of the Chief Justice of Pakistan (CJP). Speaking in a TV talk show, the PML-N Punjab chapter president said: “The term of the chief justice should be fixed … There is no institution [in the country] whose head’s tenure is not fixed.” He further said that it had also happened in the past that CJPs assumed their offices for just 14 days. The PM’s adviser statement came a day after Law Minister Senator Azam Nazeer Tarar hinted at bringing constitutional amendments to change the traditional approach to selecting judges for the Supreme Court as well as high courts, saying the government wanted to establish a “balance” in the system. He made the remarks as a meeting of the Judicial Commission of Pakistan (JCP) was held on Friday with CJP Isa in the chair to discuss proposed amendments to its 2010 rules. The law minister was among the attendees of the huddle. The amendments are aimed at ending the automatic elevation of high court chief justices to the top court and the appointment of the most senior judge as the chief justice of high courts. In a statement, the federal minister had said that the status of the Parliamentary Committee on Judicial Appointments was not more than a “rubber stamp” following the 19th Amendment to the Constitution. He had further said that there should be a “balance” in the appointment of the judges. Referring to the proposals circulating on social media platforms about the chief justice’s term, the minister said had: “I will not completely reject proposals regarding the tenure of the chief justice.” According to media reports, the government was mulling that the tenure of the chief justice should be for a fixed term, besides judicial reforms. In the 18th Amendment, there was a balance in the appointment of judges, the law minister added.

PTI Spokesperson stated that the behavior of Qazi Isa during the entire period of his tenure as Chief Justice was very regrettable and reprehensible with respect to the supremacy of the constitution and upholding rule of law. He went on to say that the chief justice reduced the status and value of his position by compromising on the rule of law and constitution, who opened the door for the extraconstitutional and extra-democratic forces to interfere in independence of the judiciary, which would have farreaching negative consequences. PTI Spokesperson made it clear that the nation was well-aware of the fact that Chief Justice was being given the extension in his tenure as a bribe, as he worked as a facilitator to snatch an electoral symbol from a democratic party and rob its mandate, which was very shameful and condemnable.

Egyptian mediators and Hamas have reached a consensus on several issues regarding a potential ceasefire in the Gaza Strip, Egyptian media reported on Saturday. Egypt’s Al-Qahera News TV channel quoted an unnamed senior official as saying that a Hamas delegation had arrived in Cairo to discuss the terms of an Egypt-proposed initiative for a ceasefire with Israel. Earlier in the day, two Egyptian sources told Xinhua on condition of anonymity the Hamas delegation arrived in Cairo on Saturday “with the intention of concluding and implementing a truce agreement with Israel.” The Hamas delegation’s visit came after the Gaza-ruling movement got Egypt’s guarantees that the deal could lead to a ceasefire
in the besieged enclave, the sources said. Egypt has warned Hamas of the potential escalation of tensions in Gaza should they fail to reach an agreement, according to the sources. It has been reported that William Burns, director of the U.S. Central Intelligence Agency, is scheduled to visit Egypt. The visit is part of the efforts by the tripartite guarantors of the ceasefire deal, which include Egypt, the United States, and Qatar. Israel launched a large-scale offensive against Hamas in Gaza on Oct. 7, 2023, following Hamas’s surprise attack on southern Israel that killed about 1,200 people. The ongoing Israeli attacks on the Gaza Strip have killed more than 34,600 Palestinians, and wounded over 77,800 others, according to Gaza health authorities. The attacks also led to massive destruction of homes and infrastructure in Gaza.
Hamas said on Friday it was sending a delegation to Cairo to discuss a deal for a truce and the release of hostages in Gaza, hours after U.S. CIA Director William Burns arrived in the Egyptian capital, according to Egyptian sources. Egypt, along with Qatar and the United States, has been leading efforts to mediate between Israel and Hamas to broker a deal for a ceasefire in the conflict that began on Oct. 7. Meanwhile, the Hamas and CIA officials will meet Egyptian mediators on Saturday, an Egyptian security source said, though it was unclear whether they would meet separately or together. Hamas said its delegates were traveling to Cairo in a “positive spirit” after studying the latest proposal for a truce agreement. “We are determined to secure an agreement in a way that fulfils Palestinians’ de-
mands,” the Palestinian militant group said in a statement. A U.S. official said the United States believed there had been some progress in talks but was still waiting to hear more. The CIA declined to comment, reflecting its policy of not disclosing the director’s

Gold prices in Pakistan fell for the sixth consecutive session on Saturday, with the price per tola reaching Rs238,000 after a one-day drop of Rs1,600. The 10-gram gold price was Rs204,047, down by Rs1,257, according to rates from the All Pakistan Gems and Jewellers Sarafa Association (APGJSA). On Friday, gold had decreased by Rs1,400 per tola. Conversely, the international gold rate increased on Saturday, reaching $2,301 per ounce (with a $20 premium), up by $4 for the day.Silver rates remained stable at Rs2,620 per tola. Over six sessions, gold prices in Pakistan have declined by Rs7,000 per tola.
FBR probes selling of seized smuggled vehicles below reserve price

The Federal Board of Revenue (FBR) has started a probe into the matter of selling confiscated smuggled vehicles at prices lower than the minimum auction reserve price. This issue has reportedly been ongoing for several years and has come under scrutiny following a letter from the Legal and Accounting Customs Wing of the FBR. According to media reports, the letter highlights inconsistencies between the Customs Rules and Customs General Order No. 12, issued in June 2002, which governs the auctioning of seized smuggled vehicles. The current order allows Deputy and Assistant Collectors to recommend lowering the reserve price for used vehicles if bids fail to meet the initial minimum during the first two auctions. However, the FBR is concerned that this flexibility has been misused, potentially leading to lost revenue for the government. The letter reportedly calls for amending Customs General Order No. 12 to ensure confiscated smuggled vehicles are sold at or above the established reserve price. This amendment would aim to prevent future instances of selling these vehicles below their estimated value and address concerns raised during audits.

The forum referred another project, related to the Energy sector presented in the meeting namely “765/500/220/132kV Islamabad West Substation(Revised)” worth Rs 59, 801 million, to ECNEC for further consideration. The project was proposed to be funded by the World Bank as part of the National Transmission & Modernization Project Phase-I, along with NTDC’s own equity. The project aims to establish a 765/500/220/132 kV Substation in Islamabad West, accompanied by relevant transmission lines, to meet the increasing power demands in the areas under the Islamabad Electric Supply Company (IESCO). Additionally, the grid station will facili-
tate power distribution from various sources including Suki Kinari, Tarbela 5th extension, and Dasu hydroelectric power projects to the National Grid. Two projects related to the Governance sector approved in the meeting, namely ” Modernization and upgradation of Pakistan Mint Phase-II (Revised)” worth Rs2479.212 million, were approved by the forum. The sponsoring and implementation agency of the project will be the Finance Division. Another project of the governance sector was approved namely “Project Management, Technical Assistance, and Institutional Strengthening through Federal Project Management Unit (FPMU) Post-Flood 2022 Reconstruction Program: Resilience Enhancement and Livelihood Diversification in Balochistan – Integrated Flood Resilience and Adaptation Project (IFRAP)” worth Rs2380 million by the CDWP forum. The sponsoring and implementation agency is the Ministry of Planning, Development, and Special Initiatives. The proposed project will be financed through the World Bank’s loan amounting to $8.5 million. During the meeting, five projects related

Following suit, Changan, a prominent player in the Pakistani automotive market, also decided to lower the prices of both the Comfort and FeatureSense variants of its crossover SUV, the Oshan X7, up to Rs. 400,000. Specifically, the Comfort variant of the Changan Oshan X7 now retails at Rs. 79,99,000, down from its previous price of Rs. 82,99,000, marking a noteworthy reduction of Rs. 3,00,000. Similarly, the price of the Oshan X7 FutureSense variant has seen a sig-
nificant decrease of Rs. 4,00,000, bringing its price down to Rs. 85,49,000 from Rs. 89,49,000. This recent price reduction strategy by Changan follows a pattern of promotional activities earlier in the year. In January, the company announced a new year promotion, which was widely publicised on social media platforms. As part of this promotion, Changan offered a substantial Rs. 300,000 price reduction on the Oshan X7, bringing the price of Comfort down to Rs. 79,99,000 and FutureSense to Rs.
86,49,000. Originally intended to be valid until January 31, the promotion was later extended until February. However, once the promotion ended in March, the prices reverted to their original level. This decrease in prices has once again brought the price of Oshan X7 Comfort back to the level of January, while the price of FutureSense has decreased by Rs 100,000 compared to January. The current trend of price reductions in the automotive sector is expected to have a positive impact on the overall industry. The Khyber Pakhtunkhwa government has decided to terminate inactive development projects included in the annual development program. In this regard, all administrative departments have been asked to provide details of such projects that can be terminated immediately. The provincial government has focused all its attention on three-year projects and has made it mandatory to provide solid justification
for projects that have been ongoing for more than three years. The Planning and Development (P&D) department has sought details from administrative departments about projects that can be completed in the fiscal year 2024-25. Similarly, details have been sought about projects being funded by international aid agencies. Projects that can be modified to reduce their estimated cost have also been identified. The provincial government has directed that instead of constructing new buildings, temporary work should be

The country’s weather agency said in the report that April rainfall was recorded at 59.3 millimetres, “excessively above” the normal average of 22.5 millimetres. There were at least 144 deaths in thunderstorms and house collapses due to heavy rains in what the report said was the “wettest April since 1961”. Pakistan is increasingly vulnerable to unpredictable weather, as well as often destructive monsoon rains that usually arrive in July. A third of Pakistan was submerged by unprecedented monsoon rains that displaced millions of people in the
summer of 2022 and cost the country $30 billion in damage and economic losses, according to a World Bank estimate. “Climate change is a major factor that is influencing the erratic weather patterns in our region,” Zaheer Ahmad Babar, spokesperson for the Pakistan Meteorological Department, said of the report. While much of Asia is sweltering due to heatwaves, Pakistan’s national monthly temperature for April was 23.67 degrees Celsius (74 degrees Fahrenheit), 0.87C lower than the average of 24.54C, the report said. The highest rainfall was recorded in the southwestern province of Balochistan with 437 percent more than average. The South Asian nation has the world’s fifth-largest population and is responsible for less than one percent of global greenhouse gas emissions, according to officials, but is highly vulnerable to extreme weather exacerbated by global warming. The largest death toll was reported in northwestern Khyber Pakhtunkhwa, where 84 people died, including
38 children, and more than 3,500 homes were damaged. The UN children’s agency UNICEF called last month for urgent action to save children on the frontlines of climate change.
“Children in Pakistan are at ‘extremely high risk’ of the impacts of the climate crisis,” it said in a statement. “Despite significant aid efforts, 9.6 million children were still in need of humanitarian assistance in flood affected areas by December 2023,” it said. In some areas of Punjab, the most populous province and the breadbasket of a country facing an economic crisis, heavy rains and hailstorms caused damage to the wheat harvest, a staple food source. “The flash floods also caused extensive damage to vast area of crops, particularly the wheat crop, which was ready for harvest,” the UN humanitarian agency OCHA said in a recent report. “This has resulted in significant economic losses for local farmers and communities, compounding the losses from the rain-related incidents,” it said. Parts of Pakistan have also been hit by heatwaves and severe air pollution, which experts say are exacerbated by inadequate infrastructure and ineffective governance.

HE Frontier Works Organization (FWO) on Saturday cleared the Karakoram Highway blocked after landslide and rescued stranded tourists, said a statement on Saturday. The organisation cleared 56 points that faced blockages on the world’s highest highway which had severely affected traffic, leaving hundreds of vehicles and people stranded. Rescue teams equipped with heavy machinery were dispatched to the affected areas. Despite the challenging terrain and adverse weather conditions, the personnel worked tirelessly around the clock, clearing debris and all blockages on major routes including the Gilgit-Skardu Road. As a result of a rockfall, a large boulder measuring around 106 meters caused a road
closure in Tangir, trapping a significant number of passenger vehicles. FWO conducted controlled blasting to reopen the road. Over a period of three days, 87 controlled explosions were conducted to clear the routes. During this time, FWO’s medical teams were also present at the scene and were busy providing immediate med-

Deputy Commissioner (DC) Karachi-East on Saturday refused to grant permission to the PTI to hold a rally at Bagh-e-Jinnah today (May 5th). This is for the second time that the DC denied permission to the party to hold a public gathering at the venue. The bus veered off the road and overturned, coming to rest close to the banks of the Indus River. The incident occurred around 5:30 in the morning. Rescue 1122 and other emergency response teams initiated a rescue operation and transported the injured to Chillas Hospital for urgent medical treatment. Rescue sources said the death toll might rise further as the majority of the injured were in critical condition.

NAB’s decision not to prosecute the LNG case leaves shattered lives
Students unions must be revived
HE decision by NAB to withdraw the LNG case will obviously be a relief to all the accused, who included a former PM, a former Finance Minister, senior executives and leading businessmen. However, it leaves unanswered questions about the process. The LNG terminal deal was made in 2015, and appeared then (and now) to have been aboveboard, but it was mined by the PTI government and NAB to raise charges against Shahid Khaqan Abbassi, the former PM who had been Petroleum Minister at the time of the deal, and Miftah Ismail, who had been Finance Minister. The PTI needed to show that the PML(N) was corrupt, and its leaders should be flung behind bars. NAB was willing, and the leaders were flung behind bars. However, there were two catches. First, the PTI charges could not be established. Second, a lot of other people, who were involved in the deal but were not in the PML(N), also had to be targeted by NAB. When the whole case fell apart, not because a favourable government was in office, but because NAB simply didn’t have any evidence of wrongdoing, not only did the PML(N) bigwigs get off, but their nonpolitical alleged accomplices. At this point, no one seems responsible for the reputational loss suffered by people like Imranul Haque, the former PSO MD, or Hussain Dawood, the Engro chief. These are examples of the people who were not only brought into the case by NAB, but who were discussed on TV by talking heads, as part of the PTI playbook was to conduct media trials. It could be argued that those who entered politics should expect to have mud flung at them, though that is an argument that cuts both ways (for example, PTI chief Imran Khan’s present travails are thus justified). However, those who have had nothing to do with politics all their lives, were also targeted. The lesson seems to be to stay away from anything that has to do with the government. The government should remember that the cost of going after political opponents includes causing suffering to ancillary characters whose involvement is only tangential. The present government should also take a long hard look at what it is doing, and ensure that no one is being persecuted unfairly. The state is very powerful, and that power must be wielded wisely.

HE story of politics in Pakistan has been an exercise in recurring faces and generational legacies, one after another, a rebranding exercise, not really one of renewal. The narrative laid before the youth of Pakistan for generations is laden with expectations and disillusionments. “Our generation couldn’t achieve the change Pakistan needs, so now all is up to yours.” It is in a kind of paradox that all the mechanisms that would indeed help in the task at hand have been categorically dismantled, not least of them the student unions. Their dismantling since 1984, by General Ziaul Haq, marked a huge setback to Pakistan’s political and social fabric, setting in motion a process through which there was almost nobody to fill in the shoes of grassroots-level political leadership. In this environment, the ban has contributed to the stifling of political growth, creation of a political stasis in which ascent often involves nepotism, cutting corners, and dynastic politics rather than merit and new ideas. It has rather contributed toward fostering an environment where a parochial political culture amongst the youth breeds. The on-and-off status of the student unions after their ban marked a fractious relationship between the state and student activism. In 1988, Former Prime Minister Benazir Bhutto came up with the most relevant venture to lift the ban, and it was a new beam of hope. However, the re-emergence of student unions through her venture was tarnished with episodes of violence. The succeeding legal and judicial restrictions, including the Supreme Court interim order of 1992 and ban of 1993, further crippled the traditional character and potential of these unions. The irony is not lost, for most of the political figures in Pakistan today, who at one time had leveraged from the activity in student politics and the platforms that the student unions provided, are part of the machinery that is denying this generation the same opportunity. Their political careers, which have spanned decades, underscore the pivotal role that these unions once played in nurturing leadership, political engagement, and key skills among the youth. It must be noted when one considers that the very platforms that facilitated the rise of these leaders have been denied

N economy’s interconnectedness with technology gives birth to services and processes known as fintech. Pakistan has experienced exponential growth in financial technologies which bring ease in monetary circulation, bestow financial inclusion, provide convenient movement of money and negate the threat of money being stolen or looted. Considering the need and trend of the economy, the State Bank of Pakistan presented Raast— one of the Digital Financial Services— for easy access to transactions sans having any bank account. The exceptional rise in fintech is to be attributed to the scarcity of bank accounts within the population— solely 19 percent of Pakistan’s population hold a bank account—, inconvenient traditional wherewithal for transactions, and limited options for receipts’ banking destinations. The ineffective and conventional banking services incline the population to turn to effective and innovative methods for moving money. The banking sectors receive more money from fintech transactions than from physical queue deposits and withdrawals. Since the technological specifications brought about ease ubiquitously, finance remains no exception and fintech companies saw exceptional growth in the process. The leading holder of market share, of course, is EasyPaisa, given its diversified userfriendly specifications. An ordinary payment agent 15 years ago inclined a sizable population as its users with over 25 million registered users according to EasyPaisa management r. Additionally, Jazzcash helps users to buy online tickets from travel, education, and government payments. With a synonymous last name — from a recently mentioned fintech company — NayaPay joined the club in recent years and crossed a million downloads in the Google Play Store with the bio “Send money, pay bills, chat with friends and shop worldwide with a free Visa debit card.” Previously recognized solely for having confabulations with friends, NayaPay has recently introduced its newer feature: like Jazzcash and SadaPay, and also provides the facility to exchange one’s foreign currencies in rupees in the blink of an eye. Given the prevalence of an archaic method of saving money, specifically known as “rotating savings and credit association” (ROSCA), Oraan, a fintech company, started its operation for that sole purpose with women’s household population its priority. Inclusivity, fintech companies’ prime priority, flows here too, since Oraan also welcomes the male population. Users sign up, deposit a selected amount and specify a period of need. The app charges a

It is for this reason that stories of the likes of Jibran Nasir and Ammar Ali Jan— of younger folk getting into politics— are considered far and few in the Generation Z, precisely because they are exceptional, an exception to a norm that heaves the weight of the system heavily in favor of established political dynasties and status quo. The examples above point to how much more may be possible if fewer barriers to entry in political activity and participation existed, and they offer just a suggestion of how much more vibrant and representative the political scene could be. The country loses out not only on the young upcoming leaders, new ideas, and fresh faces, but it also suffers greater loss in the sense that the disengagement from politics among the youth is more pronounced in the absence of the student unions. Without such forums for critical participation and debate, the avenue into political engagement becomes murky and elusive for many. This only further fortifies the barrier to entry— practically, nobody can enter the stage. This further enforces the cycle of political entrenchment and stagnation: the similar stories, the similar faces at the helm of the political stage, unchallenged, unopposed, unchanged. The fact of the matter is that today, there is a similar setup like the National Youth Assembly and a number of student councils at university levels. However, the platforms do not measure up with the traditional student unions in terms of empowerment. These bodies do give a façade of student engagement and representation, but all too often operate under tight constraints that inhibit their ability to challenge the status quo— most important, advocating for systemic reform. These councils were constituted in a top-down manner, holding a high level of autonomy completely in contrast to the genuinely grassroots nature of the traditional student unions. This is the supreme aspect of authentic empowerment: having the chance to autonomously organize, debate, and act on issues that directly affect the life and interest of the students. Without autonomy and broad mandate provided by the student unions, this alternative would suffice for delivering the core democratic difference in meaningful involvement in the

country’s political discourse by the youth. The call for the revitalization of the student unions seems to go beyond simply calling for restoration in terms of student organization; it is a call toward democratization of political participation, acknowledging that barriers, which have for long kept the political arena a closed shop, need to be broken down. However, this must be approached with a nuanced understanding of the past, implementing safeguards against the issues that previously marred student unions, and the engagement of all stakeholders to create a sustainable model for the new generation. For this resurgence not to fall into the traps of the past, it would be very important to have clear guidelines and structure for non-violent, respectful engagement in place. Policies pertaining to student unions should be drawn from international best practices in representing student interests as part of a wider social debate, with an orientation to contributing to the respect, understanding, and democratic involvement of all members of society. Breaking the barriers, therefore, provides a chance for Pakistan to bring new faces and ideas into its political sphere, thereby freeing it from the rebranding/repetition vicious cycle. This is a chance to keep the promise alive, which has been made to every new generation, that they do have the power to shape their country’s future—not from the perspective of an expectation handed down by those who came before, but from the reality of opportunity afforded by the future. GWADAR remains inundated with the rainwater. So serious is the situation that people struggle to even find a place to sit or sleep amidst the whole havoc. The rain continued for as long as 30 hours, claiming lives of five people and causing injuries to many others, besides damaging more than a thousand homes and commercial structures. A lot of people still stand displacement. Additionally, at least 80 boats belonging to lowincome fishermen were destroyed as a result of the water inundating Gwadar Bazar. The fishermen were thus left without livelihoods. Unfortunately, the government’s support for the people of Gwadar is inadequate. There have been reports of financial assistance having come from Oman. If so, it has not been used to mitigate the sufferings in Gwadar. HE legend is no longer among us. He was a witness to, as well as a participant in, many turbulent periods in our history. He served the country as a young district administrator, head of a number of permanent constitutional institutions, cabinet minister, chief minister, and political adviser to several presidents and prime ministers. He was an apostle of honesty. While developing Sukkur Barrage irrigated land, he could have allotted land to himself but he did not. He even tactfully refused to facilitate Ayub Khan in getting a plot, desired by his wife, in Karachi. One can draw insights from his book Pakistan: A Dream Gone Sour and his two-volume Collected Works. Roedad Khan desired judiciary not to dabble in politics. He mentions in his book Pakistan: A Dream Gone Sour, “Justice Muhammad Munir, shortly before pronouncing his infamous verdict on the notorious Dosso case, said: “… when politics enters the portals of justice, democracy, its cherished inmate, walks out by the backdoor”. He quotes French jurist Jean Bodin’s dictum ‘majesta est summa in civas ac subditoes legibusque salute potestas highest power over citizens and subjects is unrestrained by law’ [There is a Latin quip; who will guard the guardians?] He reminisces: “Jinnah envisioned Pakistan as a modern, progressive, democratic country drawing its inspiration from the true, dynamic, pristine, revolutionary Islam of its early years with its emphasis on egalitarianism, social justice and accountability. Jinnah was a fervent believer in the sovereignty of the people, the inviolability of the constitution, supremacy of civilian rule, an absolutely independent and incorruptible judiciary, the rule of law, and a strong, neutral and honest civil service.” Quaid abhorred exploitation. In an address before the Partition, the Quaid said: ‘The exploitation of the masses has gone into their blood. They have forgotten the lesson of Islam. Do you realize that millions have been exploited and cannot get one meal a day? If this is the idea of Pakistan, I would not have it.”
The Quaid upheld the Constitution. He visited Staff College Quetta and told them: “I should like you to study the constitution which is in force in Pakistan at present and understand its true constitutional and legal implications when you say you will be faithful to the constitution.” The Quaid cautioned the civil servants in Peshawar: “Governments are formed, governments are defeated. Prime ministers come and go, ministers come and go, but you stay on and, therefore, there is a very great responsibility placed on your shoulders. You should have no hand in supporting this political party or that political party or this political leader or that political leader — this is not your business. Your duty is not only to loyally serve whatever legitimate government is in office, but at the same time fearlessly maintaining your high reputation, your prestige, your honour and the integrity of your service.” “If they [leaders and politicians] ever try to interfere with you [the civil servants] and bring political pressure to bear upon you which leads to nothing but corruption, bribery and nepotism — they will be doing a disservice to Pakistan. Maybe some of you may fall victim to not satisfying the whims of ministers. Sacrifices have to be made for Pakistan to give it a complete sense of security”. doning plot lines that don’t work, and re-inventing those that do. Bad stories often lead to disaster, but good ones conjure magic’ (Lee G. Bolman and Terrence E Deal, How Great Leaders Think: The Art of Reframing). Unlike the Quaid, our leaders lacked a Weltanschauung, a `world view’. The word combines German Welt (“world”) with Anschauung (“view”), which ultimately derives from the Middle High German verb schouwen (“to look at” or “to see”). It is a particular philosophy or view of life; the world views of an individual or group. It is a concept fundamental to German philosophy and epistemology and refers to a wide world perception. Additionally, it refers to the framework of ideas and beliefs forming a global description through which an individual, group or culture watches and interprets the world and interacts with it. Hitler, otherwise viewed as a psychopath, explains his world view in Chapter 1 of his autobiography (Weltenschauung and party) Mein Kampf (My Struggle). He says `Thus we brought to the knowledge of the public those first principles and lines of action along which the new struggle was to be conducted for the abolition of a confused mass of obsolete ideas which had obscure and often pernicious tendencies’. In his autobiography (written in prison), Hitler reviews all aspects of German life, the World War I defeat, collapse of the Second Reich, `the mask of Federalism’, `propaganda and organisation’, `German post-War policy of alliances’, and Germany’s policy in Eastern Europe’. His efforts to forge alliances with adversaries reflect that he was a rational, flexible man.

S India’s general election enters its second month, most conventional expectations have already been upended. Complacent pundits had long ago concluded that Prime Minister Narendra Modi and his Bharatiya Janata Party (BJP) would win comfortably. But two phases in to the seven-phase election the situation no longer looks quite that simple. India’s autonomous Election Commission prohibits the publication of any exit polls until all seven phases of voting have concluded. (That will happen on June 1, with the result announced on June 4). But unofficial readings of voter sentiment strongly indicate that things are not going the BJP’s way. The public, it seems, has simply not been given enough reason to vote for the party a third time. Those who put Modi in office in 2014 hoping that he would fulfil his promise to spur job creation have no reason to vote for him again. Unemployment rose significantly under his leadership, and though it appears to have fallen more recently, there is good reason to believe that the real unemployment rate is much higher than official figures indicate. Moreover, a staggering 80 percent of Indians have seen their incomes decline since 2014, and both purchasing power and household savings have collapsed. Many blame the government for not adequately protecting their welfare. To be sure, Modi himself remains popular, thanks to the personality cult he has painstakingly built. But his party’s candidates are being met largely with apathy, if not outright disdain. Modi’s demeanour reveals his mounting disquiet: his anti-Muslim dog whistles have lately escalated into direct attacks. Modi has also ramped up his assaults on the opposition Indian National Congress, claiming that the party’s manifesto has the “stamp of the Muslim League.” He even suggested at a campaign meeting last month that a Congress-led government would redistribute Hindus’ private property and personal assets to Muslims. Beyond wholly misrepresenting the Congress party’s positions Modi disparages Muslims as “infiltrators,” not Indians, and as “those with more children.” Such grossly inflammatory rhetoric demeans his office: a prime minister is supposed to serve all citizens, yet Modi openly expresses contempt for 200 million of them. Other BJP officials have also gotten in on the fearmongering, further betraying the party’s growing desperation. For example, Home Minister Amit Shah declared that if the BJP is defeated, Sharia law will come to India.

Attempting to polarise the electorate on religious grounds is a tried-and-tested BJP tactic. The logic is simple: if the demonisation of Muslims can get even half of India’s Hindus (who comprise 80 percent of the population) to forget their other differences and rally around the party, another electoral victory is in the bag. But this strategy is not foolproof. So, the BJP is also employing other tactics. For starters, it has absorbed a large number of opposition politicians into its ranks, often by coercing those accused of corruption into switching sides to avoid prosecution. The BJP “washing machine”—which “cleans” tainted politicians—has become a national joke. The BJP has also offered to form alliances with various opposition parties. One of them—the Telugu Desam Party in Andhra Pradesh—tabled a no-confidence motion against Modi’s government in the Lok Sabha (lower house) just a few years ago, and its leader has sharply criticised Modi. Now, suddenly, all has been forgiven. The BJP’s very public attempts to woo the Biju Janata Dal in the eastern state of Odisha and the Akali Dal in the western state of Punjab—both of which abandoned the BJP during previous coalitions—were less successful. Both parties spurned the BJP’s entreaties. When its attempts at persuasion and co-optation fail, the BJP turns to outright intimidation. Delhi Chief Minister Arvind Kejriwal—the president of the opposition Aam Aadmi Party, which is in power in Delhi and Punjab—was thrown in jail after a midnight arrest, part of an ongoing investigation. Kejriwal’s deputy has been in jail for a year, but no charges have yet been brought against him. As for Congress, its bank accounts were frozen at the start of the campaign, and party leader Rahul Gandhi’s helicopter was raided last month in an abortive search for illicit booty. These are not the actions of a confident party with abundant popular support, but rather of a party that feels power slipping from its grasp. The BJP sailed through the last general election in 2019, winning every parliamentary seat in six states, all but one seat in three states, and all but two seats in two states. In all these states, the BJP has only one way to go: down. Even if it loses just a handful of seats in each, it will cumulatively lose its majority, which stands at just 32 seats. And there is a good chance that will happen. After all, in 2019, the BJP got a major boost from a terrorist attack on a military convoy in Indian-Occupied Kashmir, which was carried out just a couple of months before the vote by the Pakistan-based group Jaish-e-Mohammed. With no such event galvanising Indian voters today, the BJP cannot hope to replicate its performance from the last election. The public has had enough of the BJP’s broken promises, and the opposition is seized by a new confidence. Change is in the air.

Schmidt agrees, “The mainstream political parties in Pakistan can best be viewed as patronage networks, whose primary goal is seeking political offices to gain access to state resources, which can then be used to distribute patronage among their members.” (The Unravelling, Pakistan in the Age of jihad). Why it is so? Stanley A. Kochanek unpuzzles the conundrum by pointing out `Parties in Pakistan are built from the top-down and are identified with their founders. The office holders are appointed by the leader. Membership rolls are largely bogus and organizational structure exists only on paper’ (Interest groups and Development). `Most political parties are non-democratic in their structure, character and outlook. The process for leadership selection is not by election, but by nomination. HE Italians having a proverb,” wrote the 17thcentury British courtier Anthony Weldon, “‘He that deceives me once, its his fault; but if twice, it’s my fault.’” Today, we commonly summarize that old Italian proverb as: “Fool me once, shame on you; fool me twice, shame on me.” Since the horrific 7 October attack, the far-right Israeli government and its army of propagandists have deceived and fooled Western politicians and journalists not once or twice, but multiple times. There are almost too many lies, distortions and falsehoods to keep track of. Forty babies beheaded by Hamas? Never happened. Babies baked in ovens or hung on clothes lines? False. A Bondvillain-style lair hidden under al-Shifa hospital? Nope. Palestinians in Gaza caught on camera faking their injuries? A complete fabrication. The list of Hamas hostage-takers found on a wall in the al-Rantisi children’s hospital? Sorry, no, it was just the days of the week on a calendar in Arabic. How about the atrocities that Israeli forces have been credibly accused of, that they then loudly denied, and then later … were found to be responsible for? The flour massacre in February? The bombing of the refugee convoy last October? The white phosphorus attack in southern Lebanon, also in October? As my friend the Palestinian-American analyst Omar Baddar laid out in a nowviral tweet: Timeline on repeat: • Israel commits massacre • Israel denies massacre • Media says we don’t know who committed massacre • investigation reveals Israel committed massacre • News cycle moves on • average person doesn’t know Israel systematically committing massacres.
Yet the Israelis keep telling lies and our political and media elites in the west keep getting fooled. Shame on them. Perhaps no Israeli lie, however, has been more damaging, more destructive, more deadly, than the claim that Unrwa – the United Nations Relief and Works Agency for Palestine Refugees in the Near East, the main organization responsible for providing aid in Gaza – has been colluding with Hamas and, worse, that 12 Unrwa employees participated in the terror attack on 7 October. Why? Because it was a lie
so consequential that it helped lay the groundwork for a devastating, ongoing, man-made famine inside the Gaza Strip. In late January, after a relentless anti-Unrwa campaign by Israel and its proxies in the west which culminated in the unproven accusation that Unrwa employees were involved in the 7 October atrocities, 16 donor countries, including Unrwa’s main financial sponsor, the United States, suspended around $450m funding to the agency. Those countries were warned that crippling Unrwa, the largest relief organization in Gaza, would risk “hastening famine”. They were warned that the Israel’s much-vaunted intelligence dossier on Unrwa contained only “flimsy unproven allegations”. But they trusted Israel. Over the past three months, as Palestinian children have literally starved to death, many of those countries belatedly resumed funding to Unrwa – including the German government, which is the secondbiggest source of funds for the agency. Why? Last week, an independent review of Unrwa’s work, led by the former French foreign minister Catherine Colonna, concluded that the agency “remains pivotal in providing life-saving humanitarian aid and essential social services” and “as such, UNRWA is irreplaceable and indispensable to Palestinians’ human and economic development”. Crucially, referring to the Israeli government’s explosive claim that Unrwa employees were involved in Hamas attacks, Colonna’s report said that “Israel has yet to provide supporting evidence” for these claims. It also pointed out how Unrwa actually “shares staff lists” every year with both Israel and the United States and revealed that “the Israeli Government has not informed UNRWA of any concerns relating to any UNRWA staff based on these staff lists since 2011”. Since 2011. So it was all a lie. From Israel. Again. Now, to be clear, as the Guardian’s Julian Borger reports, “there is a separate review under way into specific claims Unrwa employees took part in the 7 October attack” but “the last time there was a progress report … Israel was still withholding cooperation” with that review, too. (Even in the unlikely case that this other review does conclude that a dozen employees took part, that’s 12 out of 13,000 UNRWA staff in Gaza – or around 0.1% of the total workforce!) The United States, nevertheless, has refused to resume its support for Unrwa; in fact, Congress passed a law banning the funding of the agency till at least March 2025. Fool me once … or dozens of times? Consider the credulous politicians and pundits who lined up to echo and endorse Israel’s false narrative on Unrwa. The Republican senator Ted Cruz, for instance, tweeted about Unrwa
six times between January and March, claiming the agency “supports terrorism”, is “compromised by Hamas” and had “at least 12 employees … involved in the October 7th terrorist attack”. David Frum, a former speechwriter for George W Bush, said it was “long past time to abolish UNRWA”, and accused it of “providing material support to a terrorist organization”. Unrwa, wrote the neoconservative columnist Bret Stephens in the New York Times, “appears to be infested with terrorists and their sympathizers” and “should be abolished”. They were all wrong; all spreading lies; all peddling Israeli propaganda. And, sadly, it wasn’t just Republicans and rightwingers. There were also a number of House Democrats who blindly repeated the Netanyahu government’s baseless claims about Unrwa. For example, the Democratic congressman Josh Gottheimer, like Ted Cruz, issued half a dozen tweets attacking UNRWA between January and March, declaring that “the evidence is clear: @UNRWA employees supported Hamas on Oct. 7.” The Democratic congressman Brad Sherman said he applauded the Biden administration’s decision to suspend funding to UNRWA and claimed the agency’s staff had “been exposed as terrorists”. The congressman Ritchie Torres tweeted that Unrwa had been “governing Gaza at the behest of Hamas”. None of these prominent Democrats have retracted these false claims on their Twitter accounts since the release of the independent review last week. Nor have they even mentioned the results of that review. Worst of all, however, was the statement made by Antony Blinken, the Democratic secretary of state, on 29 January, when he admitted that the United States had not “had the ability to investigate [the allegations] ourselves” but then went on to call those unverified Israeli allegations “highly, highly credible”. Yet only a couple of weeks later, the US’s own National Intelligence Council said it assessed with only “low confidence” that Unrwa staffers had participated in the 7 October attack. (The US intelligence community defines “low confidence” as “scant, questionable, or very fragmented” – the exact opposite of “highly, highly credible”.) Blinken has yet to apologize for, or even retract, his false claim. Ask yourself: what’s worse? The Israeli government’s lies, or the people in the west who keep believing and amplifying them? The Israeli government’s unsubstantiated accusations against Unrwa, or the western governments that then embraced them as fact and instantly cut off funding to the biggest aid agency in Gaza? Israel has been starving the people of Gaza. Shame on the fools who have helped them justify it.

ANADIAN police on Friday arrested and charged three Indian men with the murder of Sikh separatist leader Hardeep Singh Nijjar last year and said they were probing whether the men had ties to the Indian government. Nijjar, 45, was shot dead in June outside a Sikh temple in Surrey, a Vancouver suburb with a large Sikh population. A few months later, Canadian Prime Minister Justin Trudeau cited evidence of Indian government involvement, prompting a diplomatic crisis with New Delhi. The Royal Canadian Mounted Police named the three men as Karanpreet Singh, 28, Kamalpreet Singh, 22 and Karan Brar, 22. “We’re investigating their ties, if any, to the Indian government,” Mandeep Mooker, an RCMP superintendent, told a televised news conference. The Indian mission in Ottawa did not respond to requests for comment. Nijjar was a Canadian citizen campaigning for the creation of Khalistan, an independent Sikh homeland carved
out of India. The presence of Sikh separatist groups in Canada has long frustrated New Delhi, which had labelled Nijjar a “terrorist”. Last week the White House expressed concern about the reported role of the Indian intelligence service in assassination plots in Canada and the United States. Canadian police said they had worked with US law enforcement agencies, with-
out giving additional details, and suggested more detentions might be coming. “This investigation does not end here. We are aware that others may have played a role in this homicide and we remain dedicated to finding and arresting each one of these individuals,” said Assistant RCMP Commissioner David Teboul. He was leading a high-level Syrian delegation which visited Punjab University and called on the ViceChancellor Prof Dr Khalid Mahmood at his office on Saturday. The Syrian delegation consisted of
senior officials of the Ministry of Education and educational personalities while Regional Director of HEC Ghafoor Ahmed, PU Registrar Dr Ahmad Islam and Deans of various faculties were also present in the meeting. Dr Rami Waheed Al Dhulli said that educational experts of both countries should promote academic cooperation with each other and they want to benefit from the research and experiences of PU teachers. Gunmen from criminal gangs killed 25 people when they raided four villages in northwestern Nigeria in reprisals over military offensives on their hideouts, a local security official said Friday. The attacks on Thursday took place in Katsina State, one of the regions in northwest Nigeria hit by armed gangs known locally as bandits who carry out mass kidnappings for ransom and looting raids on villages. Bandit militias stormed the villages of Unguwar Sarki, Gangara, Tafi and Kore in Sabuwa district late on Thursday, opening fire on residents, said Nasiru Ba-
bangida, Katsina state internal security commissioner. "Twenty-five people were killed in the attacks on the four communities, 19 of them in Unguwar Sarki village alone," Babangida told local radio. Several residents were injured while others were kidnapped by the criminals, he said. "Most of those killed were vigilantes who came out to confront the bandits." Many communities in northwest Nigeria have formed self-defence vigilante forces to fight off bandits in remote areas with little state presence and the two sides are locked in a spiral of tit-for-tat killings and reprisals. The bandits raided the villages in response to ongoing military of-

Six terrorists were killed in intelligence based operation (IBO) of security forces in North Waziristan on Friday-Saturday night, Inter Services Public Relations (ISPR) said. According to military’s media wing, the security forces on report of presence of terrorists launched operation in North Waziristan. An intense exchange of fire took place between the troops and the terrorists during which six terrorists were killed. Hideout of the terrorists was also busted in the operation. The killed terrorists remained actively involved in numerous terrorist activities against security forces as well as target killings of innocent civilians in the area. Sanitization operation was being conducted in the area by the security forces, who remain determined to eliminate the menace of terrorism from the country.

In the coming federal budget, the salaries of government employees are expected to increase by 10 to 12 percent. After ‘wheat import scandal’ opened a new pandora box prompting high-level probe, ex-caretaker prime minister Anwaarul Haq Kakar pinned the blame for importing the commodity on the theninterim provincial governments. In a statement, Anwaarul Haq Kakar ruled out his role in the prevailing crisis and stressed that “it’s not a job of a prime minister to oversee wheat production”. The former premier noted that only 3.4 million metric tonnes of the said crop was imported whereas the shortage was of 4 million metric tonnes. He alleged that the bureaucrats who created the artificial demand are still present in the provinces, holding them responsible for the current crisis. Prime Minister Shehbaz Sharif formed a fact-finding committee to ascertain the irregularities in the
wheat import last year despite a “bumper crop”, excessing the stock leaving Balochistan and Punjab governments unable to purchase the crop from the farmers. The prime minister asked the relevant officials about the import of wheat last year and why the decision was taken to import the commodity despite foreseeing a
bumper crop. Due to the non-purchase of wheat by the provincial governments, wheat is being sold at a lower price than the official rate. The stock surplus is attributed to Kakar-led caretaker government allowing import of 2,758,226 226 metric tonnes of wheat till Feb 2024.

As telecom companies were concerned about the initiative of Federal Board of Revenue (FBR), the Pakistan Telecommunication Authority (PTA) has finally refused the request from FBR to deactivate approximately 500,000 SIM cards nationwide. The FBR had urged the PTA on April 29 to block the SIMs of 506,671 individuals who had not filed their tax returns for the fiscal year 2023. However, after closed-door discussions involving stakeholders, including major telecom operators like Jazz, Ufone, Zong 4G, and Telenor, the PTA made its stance clear on Saturday. In a statement released, the PTA conveyed that the matter required thorough review. It highlighted concerns regarding Section 114-B of the Income Tax Ordinance 2001, which empowers the FBR to issue Income Tax General Orders (ITGO) for blocking SIMs of non-filers. The PTA emphasised the need for a comprehensive assessment before implementation, citing potential adverse effects on societal norms and everyday life. The telecom regulator noted that many SIMs are registered under male family members’ CNICs, impacting females and juveniles who rely on these connections for communication, education, and other essential activities. Moreover, the telecom operators voiced apprehensions regarding the broader implications of SIM deactivation. They underscored the pivotal role of mobile connectivity beyond mere communication, encompassing banking, e-commerce, remittance, and e-health services. Additionally, the PTA cautioned against the potential negative impact on foreign investment and the government’s digital transformation goals. They emphasised the importance of factual verification before executing the ITGO order and proposed alternative measures, such as awareness campaigns and SMS notifications to non-filers. The telecom operators warned against the likelihood of litigation resulting from the decision to block SIMs. They urged the FBR to explore alternative compliance methods to achieve tax filing targets while mitigating adverse consequences on citizens and the telecom sector.

Taking notice of the backlog in the issuance of passports, the federal government on Saturday issued tenders for the purchase of printing machines and e-passport machines to do away with the backlog. According to official data, the printing of over 800,000 passports has been lying pending as the Passport and Immigration authorities are currently printing 20-25,000 passports against 40-45,000 applications being received daily. Sources expressed the hope that with the purchase of new machinery and lamination paper, this backlog is expected to be cleared soon. The government in order to address the issue, has issued tenders for the purchase of printing machines and e-passport machines, while international tenders have also been issued for purchasing lamination paper. It to be noted that the applicants have been facing unusual delay in the issuance of passports for the past two months. According to sources, over 550,000 passport applicants are facing delay of up to two to three months in getting their passports. Sources said that the Passport and Immigration Department failed to provide machine-readable and epassports on time. A massive number of Pakistanis planning to go for Hajj and Umrah are also faced with delays in passport issuance, sources added. In response, the passport authorities said that the delay occurred as they were out of stock of ink and lamination paper. However, after the arrival of both items all passports will be cleared by June, they claimed.

The Competition Commission of Pakistan (CCP) has approved a Scheme of Arrangements for the acquisition of 100% shareholding of Pakistan International Airlines Corporation Limited (PIA) by PIA Holding Company Limited (Holdco). As per details this approval is part of the Government of Pakistan’s ongoing privatisation process for PIA. PIA Holding Company, a public limited company wholly-owned by the Government of Pakistan, was recently incorporated to succeed to specified assets, liabilities, and
subsidiaries of PIA, including its business, property, rights, and obligations both domestically and internationally. The federal government approved the transaction based on the ‘Divestment of PIACL – Legal Segregation Plan and Transaction Structure’ submitted by the Privatisation Division on February 6, 2024. As per the approved scheme, Holdco will acquire 100% shareholding of PIA, and Non-Core Assets and Non-Core liabilities of PIA will also be transferred to Holdco. The relevant market identified in this case is the real estate market in Pakistan, as PIA owns properties across the country with homogenous competition conditions. How-

ever, the core aviation activities and allied services of PIA will remain with the company and will not be transferred to Holdco. CCP’s assessment concluded that the proposed transaction will not lead to the dominance of Holdco in the relevant market post-transaction, as defined under Section 2(1)(e) read with Section 3 of the Act. Therefore, CCP has authorised the merger in Phase-I. CCP’s approval of this merger demonstrates its commitment to furthering the Government of Pakistan’s economic revival plan, particularly in attracting investment through the Special Investment Facilitation Council (SIFC).
