H E Central Development Working Party (CDWP) on Friday approved 10 development projects with a total cost of Rs115 458 billion Eight projects worth Rs17 297 billion were approved by the CDWP forum while it recommended two projects worth Rs98 161 billion to the Executive Committee of the National Economic Council (ECNEC) for its consideration, as per a news release issued after a meeting chaired by Deputy Chairman Planning Commission Mohammad Jehanzeb Khan The approved projects were related to Agriculture and Food Energy Governance Health Higher Education Physical Planning and Housing, Science and Technology, Transport and Communication, Water Resources, Education, Energy Governance, and Industries & Commerce sectors A project related to the Agriculture and Food sector presented in the meeting namely Sindh Livestock and Aquaculture Development Project (World Bank Assisted) worth Rs38,360 million, was recommended to ECNEC for approval The project aims to enhance the competitiveness inclusivity climate resilience and sustainability of the livestock and aquaculture sectors in Sindh One of its main objectives is to promote the adoption of Best Management Practices (BMPs) through institutional strengthening in these sectors The forum referred another project related to the Energy sector presented in the meeting namely 765/500/220/132kV

officials informed Prime Minister Shehbaz about the identified tax frauds and actions against the offenders The premier was briefed on revenue measures aimed at achieving the revenue target Following the discovery FBR has filed over 100 FIRs against the wrongdoers The prime minister tasked Attorney General Mansoor Usman Awan and Finance Minister Muhammad Aurangzeb with meeting FBR officials to devise a plan for optimal recovery from the fraudsters FBR s tax collection in April fell short of the target by approximately Rs53 billion primarily due to decreased domestic taxes and customs duty Revenue collection reached Rs654 billion against a projected Rs707 billion, marking a 34 56% increase compared to the same month last year at Rs486 billion Chairman FBR shared a strategy with Finance Minister Muhammad Aurangzeb to clear stuck-up revenue of Rs2 7 trillion in courts/appeals after the passage of the Tax Laws Amendment Bill 2024 In a related development the government enacted new legislation establishing the Appellate Tribunal Inland Revenue (ATIR) to expedite disputed tax recovery This law, passed on April 29 by Parliament and signed by President Asif Zardari on Friday aims to facilitate swift tax recovery from litigation cases Currently, 72,000 cases are pending at various forums, with the number of ATIRs increasing from 20 to 35 to expedite the process Members, equivalent to high court judges will be appointed through open competition and tests conducted by reputable institutions like IBA NUST and LUMS Furthermore commissioners will continue hearing cases of tax liabilities up to Rs10 million, while other cases will be referred to the ATIR The appeal duration in high courts has been reduced from 90 to 30 days providing taxpayers with an automatic stay to TH E decision by NAB to withdraw the LNG case will obviously be a relief to all the accused, who included a former PM, a former Finance Minister, senior executives and leading businessmen However, it leaves unanswered questions about the process The LNG terminal deal was made in 2015, and appeared then (and now) to have been aboveboard, but it was mined by the PTI government and NAB to raise charges against Shahid Khaqan Abbassi, the former PM who had been Petroleum Minister at the time of the deal, and Miftah Ismail, who had been Finance Minister The PTI needed to show that the PML(N) was corrupt, and its leaders should be flung behind bars NAB was willing, and the leaders were flung behind bars However, there were two catches First, the PTI charges could not be established Second, a lot of other people, who were involved in the deal but were not in the PML(N), also had to be targeted by NAB

When the whole case fell apart, not because a favourable government was in office, but because NAB simply didn t have any evidence of wrongdoing, not only did the PML(N) bigwigs get off, but their nonpolitical alleged accomplices

At this point, no one seems responsible for the reputational loss suffered by people like Imranul Haque, the former PSO MD, or Hussain Dawood, the Engro chief These are examples of the people who were not only brought into the case by NAB, but who were discussed on TV by talking heads, as part of the PTI playbook was to conduct media trials It could be argued that those who entered politics should expect to have mud flung at them, though that is an argument that cuts both ways (for example, PTI chief Imran Khan s present travails are thus justified) However, those who have had nothing to do with politics all their lives, were also targeted

TH E story of politics in Pakistan has been an exercise in recurring faces and generational legacies, one after another, a rebranding exercise, not really one of renewal The narrative laid before the youth of Pakistan for generations is laden with expectations and disillusionments Our generation couldn t achieve the change Pakistan needs so now all is up to yours It is in a kind of paradox that all the mechanisms that would indeed help in the task at hand have been categorically dismantled, not least of them the student unions

Their dismantling since 1984 by General Ziaul Haq marked a huge setback to Pakistan s political and social fabric setting in motion a process through which there was almost nobody to fill in the shoes of grassroots-level political leadership In this environment, the ban has contributed to the stifling of political growth, creation of a political stasis in which ascent often involves nepotism cutting corners and dynastic politics rather than merit and new ideas It has rather contributed toward fostering an environment where a parochial political culture amongst the youth breeds

The on-and-off status of the student unions after their ban marked a fractious relationship between the state and student activism In 1988, Former Prime Minister Benazir Bhutto came up with the most relevant venture to lift the ban and it was a new beam of hope However the re-emergence of student unions through her venture was tarnished with episodes of violence The succeeding legal and judicial restrictions, including the Supreme Court interim order of 1992 and ban of 1993, further crippled the traditional character and potential of these unions

The irony is not lost for most of the political figures in Pakistan today who at one time had leveraged from the activity in student politics and the platforms that the student unions provided are part of the machinery that is denying this generation the same opportunity Their political careers, which have spanned decades, underscore the pivotal role that these unions once played in nurturing leadership, political engagement and key skills among the youth It must be noted when one considers that the very platforms that facilitated the rise of these leaders have been denied

to subsequent generations, effectively halting the manufacturing of new political faces and fresh ideas It is for this reason that stories of the likes of Jibran Nasir and Ammar Ali Jan of younger folk getting into politics are considered far and few in the Generation Z, precisely because they are exceptional, an exception to a norm that heaves the weight of the system heavily in favor of established political dynasties and status quo The examples above point to how much more may be possible if fewer barriers to entry in political activity and participation existed and they offer just a suggestion of how much more vibrant and representative the political scene could be The country loses out not only on the young upcoming leaders, new ideas, and fresh faces, but it also suffers greater loss in the sense that the disengagement from politics among the youth is more pronounced in the absence of the student unions Without such forums for critical participation and debate the avenue into political engagement becomes murky and elusive for many This only further fortifies the barrier to entry practically, nobody can enter the stage This further enforces the cycle of political entrenchment and stagnation: the similar stories, the similar faces at the helm of the political stage unchallenged unopposed unchanged The fact of the matter is that today there is a similar setup like the National Youth Assembly and a number of

systemic reform These councils were constituted in a top-down manner, holding a high level of autonomy completely in contrast to the genuinely grassroots nature of the traditional student unions This is the supreme aspect of authentic empowerment: having the chance to autonomously organize debate and act on issues that directly affect the life and interest of the students Without autonomy and broad mandate provided by the student unions, this alternative would suffice for delivering the core democratic difference in meaningful involvement in the country’s political discourse by the youth The call for the revitalization of the student unions seems to go beyond simply calling for restoration in terms of student organization; it is a call toward democratization of political participation, acknowledging that barriers, which have for long kept the political arena a closed shop, need to be broken down However, this must be approached with a nuanced understanding of the past implementing safeguards against the issues that previously marred student unions and the engagement of all stakeholders to create a sustainable model for the new generation For this resurgence not to fall into the traps of the past, it would be very important to have clear guidelines and structure for non-violent, respectful engagement in place Policies pertaining to student unions should be drawn from international best practices in representing student interests as part of a wider social debate with an orientation to contributing to the respect, understanding, and democratic involvement of all members of society Breaking the barriers, therefore, provides a chance for Pakistan to bring new faces and ideas into its political sphere thereby freeing it from the rebranding/repetition vicious cycle This is a chance to keep the promise alive which has been made to every new generation that they do have the power to shape their country s future not from the perspective of an expectation handed down by those who came before, but from the reality of opportunity afforded by the future The writer is a freelance columnist

Crucially, referring to the Israeli government’s explosive claim that Unrwa employees were involved in Hamas attacks Colonna s report said that Israel has yet to provide supporting evidence for these claims It also pointed out how Unrwa actually shares staff lists” every year with both Israel and the United States and revealed that “the Israeli Government has not informed UNRWA of any concerns relating to any UNRWA staff based on these staff lists since 2011 Since 2011 So it was all a lie From Israel Again Now, to be clear, as the Guardian s Julian Borger reports, “there is a separate review under way into specific claims Unrwa employees took part in the 7 October attack but the last time there was a progress report Israel was still withholding cooperation with that review, too (Even in the unlikely case that this other review does conclude that a dozen employees took part, that’s 12 out of 13 000 UNRWA staff in Gaza – or around 0 1% of the total workforce!) S India s general election enters its second month most conventional expectations have already been upended Complacent pundits had long ago concluded that Prime Minister Narendra Modi and his Bharatiya Janata Party (BJP) would win comfortably But two phases in to the seven-phase election the situation no longer looks quite that simple India s autonomous Election Commission prohibits the publication of any exit polls until all seven phases of voting have concluded (That will happen on June 1, with the result announced on June 4) But unofficial readings of voter sentiment strongly indicate that things are not going the BJP s way The public it seems has simply not been given enough reason to vote for the party a third time Those who put Modi in office in 2014 hoping that he would fulfil his promise to spur job creation have no reason to vote for him again Unemployment rose significantly under his leadership and though it appears to have fallen more recently there is good reason to believe that the real unemployment rate is much higher than official figures indicate Moreover, a staggering 80 percent of Indians have seen their incomes decline since 2014, and both purchasing power and household savings have collapsed Many blame the government for not adequately protecting their welfare To be sure Modi himself remains popular thanks to the personality cult he has painstakingly built But his party s candidates are being met largely with apathy, if not outright disdain Modi’s demeanour reveals his mounting disquiet: his anti-Muslim dog whistles have lately escalated into direct attacks Modi has also ramped up his assaults on the opposition Indian National Congress claiming that the party s manifesto has the stamp of the Muslim League He even suggested at a campaign meeting last month that a Congress-led government would redistribute Hindus’ private property and personal assets to Muslims Beyond wholly misrepresenting the Congress party s positions Modi disparages Muslims as infiltrators not Indians and as those with more children Such grossly inflammatory rhetoric demeans his office: a prime minister is supposed to serve all citizens, yet Modi openly expresses contempt for 200 million of them Other BJP officials have also gotten in on the fearmongering further betraying the party s growing desperation For example Home Minister Amit Shah declared that if the BJP is defeated, Sharia law will come to India
