surfaced once again as the KSE-100 Index continues to reach new historic highs The Securities and Exchange Commission of Pakistan (SECP) recently lodged a criminal complaint at the Special Court (Offenses in Banks) Karachi regarding suspicious trading activities between October and December 2021 and found a high percentage of sell-side trades of a client BR reported that the complaint names Abdul Basit, accused of aligning his sellside trades predominantly with State Life, the nation’s largest state-owned insurer The second accused Abdul Waheed Shaikh identified as the individual authorised to execute trades on behalf of State Life is also implicated The SECP s investigation revealed that around 95% to 100% of accused Basit s trades during this period were synchronized with State Life s transactions State Life executed a large volume of buy transactions in the last quarter of 2021 by purchasing 12 108 million shares worth Rs3 987 289 million from seven listed companies namely Indus Motor Company Millat Tractors, MCB Bank, Thal Limited, International Industries Limited, Bestway Cement and Bank Alfalah The SECP said in its complaint that Basit’s trading pattern was completely different from his previous pattern as he became a day trader and allegedly netted a profit of Rs 8 139 million predominantly from trades involving State Life The regulator s analysis of the data revealed that 99% of State Life’s total buying was in the first six scrips whereas more than 80% of trading by accused Basit was also in the same six scrips State Life purchased 47 32% of its total trade value during the review period alone from Basit whereas, 52 68% was bought from 861 different investors The SECP also pointed out that from January 1 2021 till March 31 2022 the accused was able to realise a net gain of Rs7 8 million while his trades in the six scrips saw him realise a gain of Rs7 892 million which means he suffered a loss during this period This synchronization of trades, according to the SECP, indicates potential prior knowledge of State Life’s trading decisions The incident has reignited concerns about the transparency and integrity of the PSX, with some industry insiders suggesting that such practices could deter individual investors, potentially harming the broader market’s appeal This is set against a backdrop where Pakistan s savings and IT was perhaps too soon to expect any change in public opinion and there were no surprises in any of the by-election results All the parties retained the seats they had won in the general elections This inability to change any results indicates that the original ticket awards were made properly Most of the seats at stake in the Punjab were those vacated by Prime Minister Shehbaz Sharif and Punjab CM Maryam Nawaz after they chose their respective seats The seats had overwhelmingly been vacated by the PML(N) with its allies the PPP the Istehkam Pakistan Party and the PPP vacating one seat each Thus retaining the seats could be good news for the government, but not much After all the electorate has not budged True as the general election is not even three months in the past it should not have been expected to budge, but it also means that the results of that election, in which the PTI-backed independents emerged as the largest group in the House but also managed to install the KP Chief Minister, still hold good One of the signs that things are not calming down, that tempers are still raised, is that there were several clashes between the PML(N) and the PTI most notably in Punjab’s Narowal district, where a PML(N) worker in PP-58 was killed Though most of the Punjab contests were PML(N) versus PTI the by-election in Rahim Yar Khan saw the PPP candidate beat the PML(N) s That it was a PML(N) worker that was killed did not stop the PTI from claiming that the by-elections were rigged There were claims of ballot stuffing in Gujrat district, where the PML(Q) retained a seat against former CM Ch Pervez Elahi The rigging claim had to be made to substantiate the PTI’s

It is crucial to recognize the Kuki-Chin movement as a political threat Relying solely on military action is unlikely to yield fruitful results and may instead entrap security forces in the intentions of insurgents This challenge requires a multifaceted approach, encompassing diplomatic efforts, political initiatives, and military strategies to effectively mitigate the escalation of such extremist activities Compared to the neighbouring states in the region Bangladesh faces relatively lesser threats from this community Therefore the government's diplomatic endeavours need to be intensified to ensure the safety and security of the Kuki-Chin community within the country
It is imperative for our diplomatic efforts to ensure that no other nation provides patronage harbours0 or funds to Kuki-Chin terrorist groups The executive and legislative administrations in Chattogram need to forge close collaborations with the less developed indigenous tribes in their respective areas They can propose special development projects to the government where the Bangladesh Army can extend its capabilities to play a pivotal role in implementing those initiatives Reports indicate that the Bangladesh Army's Engineering Corps is actively enhancing communication systems in the region To further
bolster development efforts the government should seek increased funding from foreign investment partners focusing on areas such as education communication and tourism This approach will create more job opportunities for locals, contributing to socio-economic uplift Local administration and security forces must instil confidence within the less developed indigenous tribes Continuation of military operations to apprehend wrongdoers is essential However given the complexity of military operations in CHT due to limited intelligence, a comprehensive and intelligencedriven approach, in tandem with political manoeuvres can yield positive outcomes Collaboration between Bangladesh's intelligence agencies and their counterparts in neighbouring countries is imperative to counter this political threat
Military operations should be intelligencebased to avoid resentment from local tribes, who may otherwise become sympathetic to terrorist groups The Kuki-Chin National Front (KNF) has conveyed their demand to Prime Minister Sheikh Hasina clearly stating that they don t seek independence but autonomy Thus it s a purely political movement, not a separatist one Therefore, the government and state machinery must handle the situation with utmost care to prevent it from escalating into a separatist movement
Efforts should be led by political leaders to integrate Kuki-Chin people into mainstream national politics thereby abandoning armed conflict It is also necessary to ensure that no local politician has the opportunity to exploit KukiChin terrorist groups for mere political gain Only criminals and terrorists should be dealt with using extreme force
Drawing upon its expertise in peacekeeping and counterinsurgency operations the Bangladesh Army should adopt a multifaceted approach, combining military action with diplomatic engagement and fostering political dialogue with aggrieved ethnic groups Regional leaders must act decisively to prevent destabilization of regional stability before it escalates further

U S Department of State announced that US Secretary of State Antony Blinken will visit China from April 24 to 26 This arrangement is in line with widespread expectations around the world China s Ministry of Foreign Affairs has previously said China welcomes Blinken s visit to China After the phone call between the two heads of state early this month, the momentum of stabilizing China-US relations has been further promoted and consolidated which means new stability and certainty for China the US and the world Both sides still embrace open lines of communication It is also an opportunity that needs to be grasped by both countries to meet each other halfway This is Blinken's second visit to China in less than a year, following a visit by US Treasury Secretary Janet Yellen According to a US State Department official, Blinken's trip has three primary objectives, including making progress on key issues communicating concerns on bilateral regional and global issues and "responsibly managing competition" to avoid miscalculation or conflict It is not difficult to find that one of the primary goals during Blinken s trip as the top US diplomat is to maintain the overall stability of China-US relations and avoid falling into confrontation and conflict It should be said that China and the US have a great consensus on this point, which is also the premise and basis for the interaction between the two countries We have noticed that many Western media outlets have highlighted the aim of Blinken s visit to "impose pressure on" China including warning China not to help Russia and avoid provocation on the Taiwan question These reports try to convey an overall impression that Blinken is coming to lecture China and that if China does not accept the US' warning, it is "destroying the stability " Whenever there is a new opportunity for communication or détente between China and the US, there are always some people who jump out in advance to create public opinion and issue unreasonable warnings to China They simply want to add to the bargaining chip of Blinken s visit and ask for a higher price which is their usual tactics This trick is already familiar to the Chinese and will not have any impact on the Chinese side In this sense we actually want to give the US a preventive shot in advance, that is, never hold any mentality of "suppressing China," as doing so will only have a negative effect on communication between the two sides In fact, seeking cooperation with China on hot regional issues such as the Ukraine crisis and the Israel-Palestine conflict is one of the key topics of Blinken's visit to China this time In addition the US also hopes that China can do a favor on issues such as fentanyl These are currently pressing issues for the Biden administration Just half a month ago US Treasury Secretary Yellen who visited China also sought cooperation with China on some issues In this sense, the US should especially lower its posture, show full respect to China, and demonstrate its sincerity In dealing with the US, the principles and bottom lines of the Chinese side have always been clear visible highly consistent and stable China is willing to promote the stability and improvement of China-US relations through dialogue At the same time the Chinese value reciprocity and dialogue must be based on mutual respect and equality The US cannot deliberately contain and suppress China, harming China s legitimate rights and interests, while expecting China to support and cooperate on the issues it needs, as China has repeatedly emphasized before Blinken recently declared in Europe that China "can't purport to want to have positive friendly relations with countries in Europe and at the same time be fueling the biggest threat to European security since the end of the Cold War This is a typical case of shifting blame In response to this we would like to say that if the US hopes to avoid conflict and achieve stability with China it cannot encourage or even directly create threats to China's national security As for what these threats are, the US knows very well President Xi Jinping pointed out in a recent phone call with President Joe Biden that two big countries like China and the US should not cut off their ties or turn their back on each other still less slide into conflict or confrontation From any perspective we sincerely hope China-US relations to return to the right track and are willing to work together with the US to make progress in Blinken s visit and future interactions Of course, this requires the US to correct its attitude and show sincerity
