country Speaking during a meeting with a delegation of Shanghai Electric Group (SEG) led by Chairman Wu Lei here on Wednesday, he said that the government would ensure all possible facilitation of the Chinese investors to further expand the ongoing projects Premier Shehbaz Sharif urged the Chinese firms to switch the power plants from imported to the local coal and increase their investment in the coal mining sector The prime minister was briefed about the projects being executed by the Shanghai Electric Group during the meeting Citing cordial and time-tested ties with China, Prime Minister (IHC) that the misuse of X, formerly Twitter, necessitated the need to ban the social media platform while the Sindh High Court ordered the ministry in a similar plea to rescind its February 17 letter within a week The development comes since it has been two months the services of X formerly twitter, disrupted in the country Interior Secretary Khurram Agha, on behalf of his ministry, submitted a report on the IHC’s orders on journalist Ehtisham Abbasi’s petition challenging the ban IHC Chief Justice Amir Farooq presided over the hearing while Advocate Amna Ali appeared as the petitioner s counsel Additional Attorney General (AAG) Munawar Iqbal Duggal was present on the state’s behalf During the hearing the AAG informed the court that the interior ministry had filed a report on the matter Justice Farooq then stated that another petition had been filed on the disruption, on which he was issuing notices to the respondents and sought a reply on the new plea Subsequently the hearing was adjourned till May 2 Access to X has been disrupted since February 17 when former Rawalpindi commissioner Liaquat Chattha accused the chief election commissioner and chief justice of Pakistan of February 17 “asked for blocking of X (Twitter) immediately till further orders on the reports of intelligence agencies The decision to impose a ban on Twitter/X in Pakistan was made in the interest of upholding national security, maintaining public order, and preserving the integrity of our nation ” it contended adding that the decision was taken after considering “various confidential reports received from intelligence and security agencies of Pakistan The ban on Twitter serves as a necessary step to disrupt the activities of these elements and prevent them from achieving their destructive Inter-Services Intelligence (DG-ISI) Lt-General Faiz Hameed Gen Faiz Hameed had resigned in November 2022, almost four months before his retirement date An informed official told Pakistan Today that a high-level inquiry committee headed by a Major-General has been constituted to carry out investigations into the allegations against the former DG-ISI The probe committee has been directed in pursuant to the orders of the Supreme Court and in the light of the directives of the Ministry of Defence (MoD), the sources said When contacted a senior military officer confirmed the development requesting not being named It merits mention that Gen Faiz was given a clean chit by probe commission in the Faizabad Dharna case recently However, the army decided to investigate the former general months after an owner of a housing society accused him of illegally raiding his residence and stealing valuables On November 8, 2023, Moeez Ahmed Khan, the owner of Top City filed a petition in the Supreme Court in which he accused Faiz of misusing his authority The petition filed by in the Supreme Court stated that on May 12 2017 on the behest of Gen Faiz ISI officials raided the top city office and his house During the raid, valuables, including gold, diamonds and money, were seized from the house by ISI officials, the petitioner alleged The petition also stated that Sardar Najaf the brother of Faiz also contacted him to resolve the issue later The petition also claimed that Gen Faiz later personally met him to resolve the issue, in which he assured that some of the items which had been taken away by the ISI officials during the raid would be returned However 400 tolas of gold and cash will not be returned to him The petitioner also alleged that the ISI officials extorted Rs4 crore cash from him Considering the sensitivity of the matter and in view of these serious allegations, a three-judge bench of the Supreme Court, which included Chief Justice of Pakistan Justice Qazi Faiz Isa, The International Monetary Fund (IMF), in its latest World Economic Outlook report released Tuesday projected Pakistan’s economic growth forecast at 2% for the current fiscal year unchanged from its revised January prediction down from an earlier estimate of 2 5% The IMF also projected a growth rate of 3 5% for FY25, adjusted down from 3 6% forecast in October 2023 These estimates come after a quarterly review of Pakistan’s macroeconomic status under the $3 billion Stand-By Arrangement culminating in a StaffLevel Agreement on March 20 The IMF s growth forecast slightly exceeds the World Bank s early April prediction of 1 8%, but falls below the Pakistani government s target of 3 5% The State Bank of Pakistan (SBP) anticipates a growth of between 2% and 3% The IMF also predicted that average inflation in Pakistan will reduce to 24 8% this year from last year ’s 29 2% and slow further to 12 7% in the next fiscal year The current account deficit is expected to rise from 0 7% of GDP last year to 1 1% this year and increase to 1 2% next year Unemployment in Pakistan is forecasted to decline from 8 5% in the previous fiscal year to 8% this year and further to 7 5% next year Globally the IMF has increased its 2024 growth forecast to 3 2% up by 0 1 percentage points from January and 0 3 points from October 2023 Despite this increase, the global economic pace remains historically low due to ongoing high borrowing costs, fiscal support withdrawal, and long-term impacts from the COVID-19 pandemic and geopolitical tensions Global inflation is expected to decrease prime minister Nawaz Sharif in the Toshakhana vehicle reference while PTI leader and former adviser on accountability and interior to PM termed the decision ridiculous, saying it was an open-and-shut case The Toshakhana is a government department that stores gifts given to rulers, parliamentarians bureaucrats and officials by heads of other governments states and foreign dignitaries The NAB submitted a report to an Islamabad accountability court following its orders to have Nawaz join the investigation The NAB investigation report stated that Pakistan Muslim League–Nawaz (PML-N) supremo Nawaz Sharif did not pay the amount via a fake account to buy the vehicle from Toshakhana According to the report, the vehicle in question was gifted to then-PM Nawaz by the government of Saudi Arabia in 1997 and was submitted in the Toshakhana It added that later the vehicle was included in the federal transport pool In 2008 then-premier Gilani had offered Nawaz to buy the car at which the latter did so from the federal transport pool and not the Toshakhana, the NAB report said This case may attract any other offence but it has no relevancy with the benefit of Toshakhana as the subject vehicle when purchased was not part of Toshakhana rather than the same was part of the federal transport pool it said It stated that Nawaz had not made the payment for the vehicle from a fake bank account, reiterating that the car was not a part of the Toshakhana valuables when Nawaz bought it Subsequently the NAB urged the accountability court to acquit or discharge the former premier from the reference According to the case filed by NAB, then-prime minister Yousaf Raza Gilani, in order to extend illegal benefits to Nawaz and then-president Asif Ali Zardari allegedly allowed the retention of vehicles gifted to them by different foreign states and dignitaries by relaxing procedures related to the submission of gifts in the Toshakhana The accused “through dishonest and illegal means for their personal benefit and interest retained the vehicles in question against a nominal payment of 15 per cent of the total value , the reference stated In June 2020, an accountability court had issued non-bailable arrest warrants for the PML-N supremo, who had skipped hearings because he had begun his self-imposed exile in London Months later Nawaz had challenged the warrants in the mandated to delve into the multifaceted issues associated with WACOG and present actionable recommendations within seven days Other members include the Minister for Power, the Minister for Industries, and secretaries from relevant divisions Captain (R) Muhammad Mahmood and Chief Secretaries from Punjab Sindh Khyber Pakhtunkhwa and Balochistan have been enlisted as members Secretary Petroleum Division will serve as the committee s secretary, ensuring streamlined coordination and communication According to the Terms of Reference (ToRs) the committee will examine the whole spectrum of issues related to WACOG Impact of gas system-wide WACOG on liquidity/efficiency in the gas market place including circular debt Impact of system-wide WACOG on domestic power, industrial (including AVERAGE COST OF GAS IMPLEMENTATION PR OFIT n e w s d e s k Pakistan s large-scale manufacturing Industries (LSMI) sector edged up by 0 06% in February, marking its third consecutive monthly increase, according to the latest data released by the Pakistan Bureau of Statistics (PBS) The LSM index reached 126 01 points in February slightly up from 125 93 points in February of the previous year However this figure was 4 14% lower than January 2024 s index of 131 45 points Since August 2023, the annual trend in the LSM index has mostly been positive, reversing a previous 13-month decline From July to February the LSM index decreased by 0 51% year-on-year standing at 117 99 points reflecting a downward trend for the 20th consecutive month since July 2022 In the first eight months of the fiscal year, 11 out of 22 LSM sectors reported growth These included sectors such as food, beverages apparel leather wood products coke and petroleum products chemicals pharmaceuticals rubber products machinery and equipment and furniture Specific sectors showed mixed results The textile and clothing sectors saw increases in yarn and cloth production, while the garment sector experienced an 18 74% increase in February year-on-year Conversely wheat and rice production declined as did production in the petroleum sector which fell by 16 85% Iron and steel production also decreased, whereas electrical equipment, fertilizers, rubber items, pharmaceuticals, and machinery and equipment sectors saw increases Automobile industry performance remained weak from July to February impacted by rising input costs and tighter financing conditions Car production and sales fell by over 40%, and truck and bus production and sales also saw significant decreases However, tractor production and s k Based on an investigation conducted under the Securities Act 2015 the Securities and Exchange Commission of Pakistan (SECP) has filed a criminal complaint at the Special Court (Offenses in Banks), Karachi The SECP said in a press statement that criminal complaint number 15 of 2024 dated April 8 2024 has been filed against two individuals who were found involved in front running vis-à-vis equity trading by a large institutional investor during the period from October 1, 2021 to December 31, 2021 The analysis of order-level data by the SECP investigation team revealed that a day trader with the active connivance of an investment officer of the institutional investor purchased shares before the placement of buy orders by the institutional investor and subsequently sold those shares to the institutional investor, the statement said The practice continued for a few months A substantial portion of the trades executed by the day trader during this period matched with trades executed by institutional investor as a counterparty it added This resulted in losses to the institutional investor and gains to the day trader There is strong evidence that the investment officer of the institutional investor was actively colluding with the day trader the SECP said SECP said that it is committed to ensuring fairness and transparency in the capital market to enhance investors energy demand is increasing because of overpopulation technological advancement and an increase in economic activities According to the World Bank, the country s energy consumption is predicted to rise by about 70 percent by 2030 but production is only forecast to expand by 45 percent This mismatch may result in additional power outages and shortages in supplies which would be averse to social welfare and economic development The country uses costly energy by importing fossil fuels but still faces energy shortages Currently, the country is facing a shortfall of 8500MW In urban cities load-shedding is about 10 hours each day; in rural areas it s about 10-12 hours This is not only affecting the production of industries but also almost all sectors of the country that are completely dependent on energy, e g , education, health, transportation, finance, commercial and services, agriculture and tourism sectors To sustain the development of the country there is a need to address the energy crisis in Pakistan by using renewable energy sources which are less costly compared to nonrenewable energy sources These sources are biomass, hydro, wind, solar and nuclear Currently, biogas is providing 10 percent of renewable energy to the world countries which is the second largest after hydropower of 16 percent The focus of this piece is on the use of biogas to overcome these energy shortages in Pakistan As the population increases the demand for energy and resources also increases The annual population growth rate of Pakistan is 1 96 percent which is likely to increase to two percent According to the statistics if the population growth of any country is percent it will double every 35 years This is an alarming situation since the country is facing difficulty in fulfilling the needs of the current population Another reason for the energy demand is technological advancement Everything is digitalized in this modern age Every device and gadget requires power This is dependent on electricity Increases in economic activities urbanization old equipment and transmission lines, lack of diversification of energy mix, lack of investment in sustainable energy sources, and decrease in natural resources such as water (a source of hydropower) add insult to injury worsening the energy crisis The implication of the energy crisis affects the manufacturing process in is produced when anaerobic organisms convert the wastes of humans, plants, and cattle into methane gas in the absence of oxygen, which can be used for electricity generation, cooking, and heating, and if compressed can also be used in vehicles instead of Compressed Natural Gas (CNG) The cattle in Pakistan produce 92 53 million tons of dung per year which is a burden on the environment By using it Pakistan can produce almost 4 63 billion m3 of gas from which 70 percent can be stored The country has the potential to generate almost 20 percent of its energy from biogas which is not only clean but also reliable But it is only producing 0 9 percent energy from biogas The lack of infrastructure and technical assistance and the costs of biogas plants in low-income countries are higher which became a limitation to a country like Pakistan to install huge biogas plants for electricity generation By utilizing cattle and human-created solid wastes we cannot only fulfil our energy needs but also keep the environment clean It will also fulfil UN Sustainable Development Goal number 7 which focuses on clean and cheap energy sources Moreover it can ensure the energy security of Pakistan unlike other dependent renewable energy sources such as wind hydro and solar, except nuclear, which is not dependent but reliable These sources are reliant on weather conditions which often change But biogas is dependent on waste which is always available Initially the cost will be higher but it will decrease the energy shortfall of the country and bring sustainability and reliability to the energy sector of Pakistan Many countries such as the USA, China, and European Countries are producing almost 90 percent of global biogas The organic waste of the USA is almost 70 million tons annually and it uses this waste as a natural gas source that is biogas Almost 2200 biogas plants are operational in the USA and it can install 13000 more plants Which will create 335,000 construction-based temporary jobs and nearly 23000 permanent jobs Among these operational plants, 40 percent of their biogas is used to generate electricity On the other hand China’s biogas energy capacity has reached almost 5 6 terawatt per hour European countries produce much of their electricity from solid biomass and municipal wastes Utilizing waste for energy can generate electricity, provide fuel for heating, create jobs, reduce global warming, and contribute to effective waste management Most of the rural areas are deprived of gas and electricity It will also fulfil rural areas energy needs decreasing the energy dependence on fossil fuels since they can produce their own fuel and electricity The remaining waste from the biogas procedure can be used for fertilizers as they are full of nutrients which are beneficial for plants Biogas has diverse benefits providing an adjustable and sustainable power option specifically for countries like Pakistan which produces more waste than the USA The writer is Assistant Research Fellow Balochistan Think Tank Network, Quetta

L I G H T E D by the effects of global heating beset by food insecurity and rising poverty, and hobbled by dollardenominated debt that leaves no fiscal room for manoeuvre, some of the world’s poorest nations are enduring a perfect storm In the wake of Covid and then the war in Ukraine inflation and high interest rates have tipped many over the edge: between 2020 and 2023 there were 18 sovereign defaults in 10 developing countries – more than in the previous two decades Others are either in debt distress or close to it As the World Bank and the International Monetary Fund hold their annual spring meetings in Washington this week this dismal state of affairs should be at the top of delegates agendas Prior to the pandemic the 2020s had been earmarked as a transformative decade – one in which developing nations would make vital progress towards climate targets and eliminating extreme poverty and hunger Instead, due to events beyond those countries’ control there has been what a World Bank report this week described as a great reversal In countries classified as eligible for grants and loans from the bank s International Development Association (IDA), a quarter of the population is now surviving on less than $2 15 a day – the global definition of poverty To get back on track an estimated $2 4tn worth of annual investment is required But without meaningful debt relief countries
