Rs268 billion This decision made in the board s first meeting led by former Special Assistant to the Prime Minister, Tariq Bajwa, involves integrating the airline s debt into the nation’s public debt, thereby transferring the financial burden to the taxpayers The restructuring agreement negotiated by the Ministry of Finance with commercial banks entails extending the debt repayment period to ten years and reducing the interest rate to a maximum of 12% from the current rate of approximately 23 5% The agreement also specifies that if the government does not privatize PIA within three years the banks will have the authority to renegotiate the terms to match the interest rates of 2027 Following the board s approval the government plans to present the arrangement scheme to the Securities and Rs32 billion through the national budget The holding company is tasked solely with managing PIA s liabilities and is restricted from acquiring new loans Banks, in turn are granted priority claims over the assets of the holding company This financial maneuver places the Rs268 billion debt with an additional interest of Rs18 billion under the purview of the federal government The arrangement predicts that the banks will accumulate over Rs300 billion from interest payments over the next decade, which exceeds the principal debt amount An exception in the restructuring plan is the treatment of a foreign currency loan of $88 million from the National Bank of Pakistan (NBP) and Habib Bank Limited (HBL), which remains in foreign currency terms, posing potential fiscal risks due to interest and exchange rate fluctuations Part of this loan amounting to $53 million will be transferred to the holding company and repaid over five years without restructuring The government has ensured that the apparently meant to be embezzled, as a sort of bribe to members of the power elite When Zulfikar Ali Bhutto showed that Pakistan was not a blind follower the multilateral institutions including the IMF started to get business-like By then, the power elite was not just embezzling government funds, but exploiting its position to protect its interests This led in turn to the help that was extended to Pakistan by its friends that they would pay for Pakistan s extravagances The problem is that the government of Pakistan runs a chronic deficit In short, it spends more than it raises in taxes To make up the deficit, it has to borrow Time was its revenues would cover current expenditures but not development For that money had to be borrowed It was from abroad A lot of that money ended up in the coffers of the elite However, that money had to be repaid, and that too with interest, and in foreign exchange That became a charge on the budget Because it had to be paid in foreign exchange, the IMF got involved, so its loans are used to repay old loans The theory behind those loans is that they were used for projects that would lead to earning and in f o r e i g n e x c h a n g e w h i c h w o u l d b e u s e d f o r t h e loan repayments At least that was the overt theory (It was the same theory as was behind the Raj cons tr u ctio n o f c an als ; th e s a me c o lo n ia lis t min d s e t was at work ) Actually that money was meant to be embezzled Then that money had to be repaid out of tax revenues There was a time when debt could be serviced out of taxes, but no
