As things stand, the government has to go through a detailed 30 step process to privatise the national airline A significant hurdle in the process involves obtaining No-Objection Certificates (NOCs) from around 35 lenders a task with an unpredictable timeline due to PIA s financial struggles This step is critical for maintaining the airline’s operations and is indicative of the complexities involved in the privatisation efforts Compared to past privatisations such as the Heavy Electrical Complex which took two years to transition to new ownership despite concluding the Sale Purchase Agreement in 2022 the PIA privatisation stands out for its complexity Achieving this within a year would be considered a significant accomplishment Despite prior commitments to Prime Minister Shehbaz Sharif for a swift transaction possibly by June 2024 sources critique these promises as overly optimistic Part of the preparation involves PIA s division into two separate entities, a process entailing multiple steps itself The liabilities and assets of the PIA will now be transferred to the PIA Holding Company The holding company will be led by former Governor State Bank of Pakistan Tariq Bajwa as Chairman As privatisation process enters next stage, what will timeline look like? ISLAMABAD S TA F F R E P O R T Six judges of the Islamabad High Court have sought the Supreme Judicial Council’s (SJC) invention “against what they called” alleged interference of members of the executive including operatives of intelligence agencies, in judicial affairs In a letter to the SJC, six judges of the IHC, including Justice Mohsin Akhtar Kiyani Justice Tariq Mehmood Jahangiri Justice Babar Sattar Justice Sardar Ejaz Ishaq Khan Justice Arbab Muhammad Tahir, and Justice Saman Fafat Imtiaz have sought the “SJC guidance” about the “interference of the intelligence agencies in courts affairs We are writing to seek guidance from the Supreme judicial Council (SJC) about the duty of a judge to report and respond to actions on the part of members of the executive including operatives of intelligence agencies that seek to interfere with discharge of his/her official functions and qualify as intimidation, as well as the duty to report any such actions that come to his/her attention concerning colleagues and/or members of the courts that the High Court supervises, read the letter The development came days after the top court declared the removal of former IHC Justice Shaukat Aziz Siddiqui illegal directing that he may now be considered a retired judge The verdict noted that the SJC proceeded against Justice Siddiqui on the “assumption that the truth or falseness of the allegations levelled by the former judge was irrelevant It also noted that the SJC opined that Justice Siddiqui had failed to substantiate, independently corroborate substantiate or prove the allegations levelled by him The IHC judges in their letter, noted that the code of conduct for judges prescribed by SJC provides no guidance on how they must react to and or report incidents that are tantamount to intimidation and interfere with judicial independence The judges further said that they “believe it is imperative to inquire into and determine whether there exists a continuing policy on the part of the executive branch of the state to meddle in judicial affairs In addition to this, the IHC judges requested that a judicial convention be called to consider the matter of interference of intelligence operatives with judicial functions and or intimidation of judges in a manner that undermines the independence of the judiciary” Such institutional consultation might then assist the Supreme Court to consider how best to protect independence of the judiciary, put in place a mechanism to affix liability for those who undermine such independence and clarify for the benefit of individual judges the course

implementation of this strategy gained momentum following the publication of initial draft rules on December 22 2023 Subsequent amendments were outlined in Notification SRO428 of 2024 setting a clear schedule for the enforcement starting July 1 Sources revealed that the Special Investment Facilitation Council (SIFC) under the interim government expressed concerns over the delayed execution of this initiative, particularly in metropolitan areas The aim is to enhance income tax collection from service providers who predominantly operate with cash transactions and evade taxation Originally in August 2020 tax authorities identified 12 categories of sales and service providers for integration with the FBR system through SRO779, with plans to track their transactions using electronic devices and software This list later expanded to include foreign exchange businesses and private educational entities with taxation thresholds set for educational institutions charging more than Rs1,000 per student monthly The latest directive from the FBR, issued on March 22, revised the criteria for service providers’ eligibility for this integration thereby broadening the tax base Exemptions have been tightened; for instance, only air-conditioned establishments like restaurants and clubs remain outside the tax scope Additionally, road travel services with a fleet of fewer than five vehicles reduced H E propaganda of missing persons is often highlighted by some inimical elements including foreign NGOs self-proclaimed journalists and ethnonationalists in order to serve their personal interests Mostly these elements propagate such concepts to cash in their foreign agendas and pose a challenge to the stability of state Falsehoods and partial truths surface in the purposefully produced mist surrounding the missing persons’ issue which are deemed to tarnish the image of the state and its institutions The perpetrators of disinformation particularly in this issue hide behind the garb of human rights violations and tend to create a disorder in the state on ethnic and linguistic lines It is the imperative for the state and knowledgeable masses to demask such propagandists and present a clear picture in front of the people of Pakistan In an unfortunate incident a group of terrorists belonging to Majeed Brigade of BLA attacked Gwadar Port on March 20 These insurgents planned to derail the ongoing CPEC projects in Balochistan With the gallant efforts of security personnel, the attack was resisted in an efficient way Two of the terrorists killed were identified as A Karim Jan son of Fazal Baloch from Turbat and the other as Imtiaz Ahmed son of Raza Muhammad Moreover A Karim, an insurgent, was also killed in GPA Complex Operation in Gwadar His body had been received by his family and later his sister made a video confession that he was a member of Majeed Brigade of BLA – an internationally designated terrorist organization Both of them were included in the missing persons list same missing persons were also involved in the Machh attack and once again, myths related to the propaganda about missing persons were busted Notable is the fact that in December 2023 an ex-BNA leader sarfaraz Bungalzai surrendered himself to the state and made a public statement that India has been funding the insurgency in peripheral areas of Pakistan, which are aimed to target $65 billion CPEC projects In order to understand the issue, one can have a look at the report published by the Commission on Missing Persons in January 2024 This report provides an in-depth analysis of the factors influencing missing person incidents The province of KPK alone had more missing person instances (3,485) than the national average (2,519), and this was partly caused by people departing Khyber Pakhtunkhwa for other countries without informing their family Drone attacks continuous conflict and fanaticism were additional variables that led to this condition As to the report 994 individuals were being kept in alternative detention centres, while 644 individuals were being held in different jails across the country It is a comfort to concerned relatives to know about the whereabouts of their people who have gone missing themselves This transparency demonstrates the extent of the state s dedication to finding the individuals who are still missing 10,078 people were reported as missing persons before the commission made by the supreme Court, out of which 7 781 have been recovered while 1 477 are kidnapped for ransom or are runaways Ninety-nine percent of these 820 people left missing are those who have joined TTP/BLA/BRA Whenever a new person joins these terrorist organizations, these so-called NGO-cum-propagandists try to defame the state institutions by calling them “missing persons ” To further falsely bolster the narrative against the government a large number of individuals and NGOs are active in Islamabad and Quetta, working

To counter any potential Russian attempts to retaliate against those it accuses of masterminding the attack the USA Ukraine and Western countries have started mulling on ways and means to defuse Russian anger and putting all safety and defense mechanisms in place to minimize the impact of imminent Russian attempt to take revenge of the attack from perceived masterminds, abettors and facilitators
They are fiercely engaged in diplomatic dialogue with Russia to de-escalate tensions and prevent further escalation of the situation involving direct negotiations diplomatic channels through international organizations such as the United Nations, and diplomatic initiatives led by neutral parties
They are thinking of building a coalition of international allies to demonstrate solidarity and support for Ukraine and rallying support from NATO allies European Union member states, and other countries sharing similar concerns about impending Russian actions
They are mulling over ways and means to maintaining a strong military presence in the region to deter potential Russian aggression and respond effectively to any hostile actions involving deploying additional troops conducting military exercises and enhancing defense capabilities to ensure readiness to defend against any threats, besides intensifying intelligence-sharing mechanisms among allied countries to gather information on Russian intentions and activities involving sharing intelligence on potential threats monitoring Russian military movements and coordinating efforts to counter any hostile actions
Moveover, to deter Russia from taking retaliatory actions, they are lining up targeted economic sanctions against Russia if it escalates tensions or takes aggressive actions against Ukraine or other countries This could involve imposing sanctions on key Russian individuals entities and sectors as well as restricting trade and financial transactions to exert economic pressure on Russia

In the event of maritime trade route disruptions, Pakistan would confront economic challenges including higher prices for essential commodities decreased exports and overall economic instability Additionally as a nation heavily reliant on imports for its energy needs, Pakistan could face shortages and increased prices of oil and gas, precipitating energy crises and economic strain An escalation in commodity and oil prices would profoundly impact Pakistan’s economy primarily through inflationary pressures and widening trade deficits As a nation heavily reliant on imported commodities and oil, Pakistan would face increased production costs, leading to higher prices for goods and services, ultimately affecting consumers’ purchasing power Moreover the country’s trade deficit could further expand as the prices of imported commodities rise straining its balance of payments and potentially depleting foreign exchange reserves Additionally, Pakistan s energy sector,
which heavily depends on imported oil and gas, would bear the brunt of escalating oil prices Higher energy production costs would translate into increased electricity prices and transportation expenses posing challenges to industrial productivity and economic growth
The government meanwhile may face heightened fiscal pressures to maintain subsidies on essential commodities, potentially straining public finances and diverting resources from other development priorities Furthermore the escalation in commodity and oil prices could exert pressure on Pakistan s foreign exchange reserves affecting the country s ability to meet external debt obligations and finance imports To counteract these potential ramifications Pakistan would need to engage in diplomatic efforts collaborating with regional and international partners to mitigate the impact of maritime trade disruptions and ensure the security and stability of trade routes Pakistan would also need to implement effective economic management strategies, policy interventions, and efforts to diversify its energy sources and reduce reliance on imported commodities Such measures are crucial to navigating the economic impacts of rising global commodity prices and ensuring the stability and resilience of Pakistan s economy in the face of external shocks

Wednesday 27 March 2024 COMMENT 05 A nto ny B l i n ke n h a s d e f e n d e d I s ra e l ’s a c t i o n s to t h e h i l t a n d p rov i d e d d i p l o m at i c cove r f o r t h e i r e ve r y a c t i o n i n G a z a I N D I A will soon hold the biggest election ever conducted starting on April 19 and running through early June Almost 950 million registered voters will be able to cast ballots to elect the 543 members of the Lok Sabha, the lower house of parliament The result is not a foregone conclusion, but most analysts expect Narendra Modi’s Bharatiya Janata Party (BJP) to win another five years in office After a decade in power the opinion polls suggest Modi is still well regarded by many Indians and the main opposition parties do not command wide support SLOW GROWTH, TOO FEW JOBS: This situation might strike some as odd The Modi government s record is mixed – especially in managing the economy – and has disappointed many voters To be sure, as the prime minister frequently reminds voters, India has grown faster than many competitors in recent years But the BJP came to office ten years ago promising double-digit growth rates and it has never achieved that goal Worse still it has struggled to generate jobs for the millions of young people who need them Critics point to errors in BJP economic policy they think have stifled growth and job creation These include: 8 the shock inflicted in 2016 by the sudden withdrawal of 85% of India s paper money ostensibly to combat corruption 8 the bungled introduction of muchneeded reforms to the agricultural sector 8 and the ongoing protection of India s big industrial conglomerates from domestic and foreign competition Taken together critics charge these mistakes have left too many people in precarious work and held back investment in manufacturing, which could offer more people more jobs SHORING UP A HINDU NATIONALIST BASE: Why then do so many Indians still support the Modi government? Part of the answer lies in the BJP s ability to appeal to multiple constituencies with targeted messages Ruling India effectively depends on constructing and maintaining coalitions – either coalitions of parties or coalitions of voters Modi s BJP does both It is supported by several smaller parties in parliament but more important in terms of winning elections, is the patchwork quilt of different groups of voters it can marshal At the centre of this quilt sits a group of convinced Hindu nationalists motivated by an ideology known as “Hindutva”
dian citizens, regardless of religion COURTING WOMEN AND URBAN, MIDDLE-CLASS VOTERS: The Hindu nationalist core is powerful but it is not large enough to give the BJP all the seats it needs to govern For that reason the party has also tried to win over the growing urban middle class This group is less interested in cultural issues and more concerned with good governance, as well as India’s standing in the world In the last two elections the BJP won their support by promising to crack down on corruption improve the country s business environment, build better infrastructure and restore national pride It is promising to push on with this program so it can hold on to this bloc of voters and it likely will in the absence of convincing alternatives At the same time the BJP will continue to seek the support of the rural poor and women, who might back left-wing parties or not vote at all To appeal to these groups in recent years the Modi government has doubled the funding for a rural income guarantee scheme and launched other programs including one to provide midday meals to schoolchildren It has facilitated the opening of bank accounts for tens of millions, including women This allows them – in principle at least – to circumvent corrupt officials and feckless husbands when it comes to receiving welfare payments The government has also provided millions of rural homes with toilets and cooking gas bottles, arguing both make women safer These measures have paid off so far, with more of the rural poor and more women voting for the BJP in recent elections This time around the party is looking to consolidate support among women in particular It has shepherded a new gender quota bill through parliament, which will require one third of Lok Sabha seats to be reserved for women from 2029 among other measures A DIVIDED AND WEAK OPPOSITION: The Modi government s success in winning over these groups is impressive, but it must be noted the BJP has never gained more than 40% of the popular vote in a national election If it faced a united and effective opposition it might struggle to win office Happily for the BJP India s opposition parties are divided and weak If they could join forces and put their support behind a single, strong candidate to challenge the BJP in individual districts they might win more seats However negotiations to do this have proved tortuous Worse still the fragile opposition alliance has not yet named a credible alternative candidate for the prime ministership Congress Party leader Rahul Gandhi, the scion of the Nehru-Gandhi family that led India after independence, is an obvious choice, but is widely seen as an ineffectual dilettante Successful regional politicians like West Bengal s Mamata Banerjee have limited reach beyond their own states Meanwhile, Modi s personal popularity is high His modest background and personal charisma still appeal to the young and the aspirational especially in caste groups historically excluded from power and wealth Defeating such a dominant figure will be hard if not impossible Ian Hall is a Professor of International Relations, Griffith University M o d i ’ s e c o n o m y i s n ’ t b o o m i n g f o r I n d i a ’ s u n e m p l o y e d y o u t h . gas price hike and the increasing scale of smuggling of petroleum products into Pakistan According to sources the Prime Minister s Office in a most immediate letter on March 26, has called an important meeting to be held on Wednesday under the chair Prime Minister Shehbaz Sharif to get sectoral briefing regarding Power Petroleum Interior & Industries regarding illegal spectrum of goods/articles/ services The premier is likely to give a road map mainly to overhaul country s energy sector and address critical challenges, said sources It is relevant to note that Oil Companies Advisory Council (OCAC) in a letter on March 25 2024 to Secretary Petroleum has called for stringent enforcement measures to combat the rampant smuggling of petroleum products that is estimated to be causing $35 6 million monthly losses, a situation it describes as an existential threat to the industry and government revenue The staggering influx of 4 000 tonnes of smuggled fuel daily into Pakistan as confirmed by the Oil and Gas Regulatory Authority (OGRA), is bleeding the nation of approximately $35 6 million per month This national crisis demands swift and aggressive action ” said a letter of the OCAC a representative body of the country s oil sector Similarly the Sui companies in their separate petitions have sought massive increase in the gas prices as SNGPL had requested a price increase of Rs 2 646 18 per Million British Thermal Unit (mmbtu) and requested to set a new average price of Rs 4446 89 while SSGC also requested an increase of Rs 274 40/mmbtu in gas prices from July 1, 2024, and fix the average gas price of Rs 1740 80/mmbtu Moreover, power price hike, capacity charges of the idle power plants and electricity theft in the power distribution companies (DISCOs) have become routing features in the country for last many years and the premier is annoyed over this situation which is adding additional burden on those power consumers who are paying their utility bills regularly As per sources in an apparent bid to overhaul country s energy sector and address critical challenges Prime Minister Shehbaz Sharif has already issued a series of directives and decisions mainly to enhance exploration, promoting renewable energy, and streamlining governance within the sector And the directives outlined by the Prime Minister s Office cover a wide range of issues and emphasize the urgency of action to ensure timely implementation and progress monitoring Sources said that the Petroleum Division has been tasked with conducting an in-depth study and proposing exploration plans (including G2G) building upon previous benchmarking studies and the petroleum division is required to submit a report within three months They said PM directed the Petroleum Division to hire quality consultant for assisting in offshore gas exploration deals within two (02) month They said the PM also directed the petroleum division that an event to roll out the Tight Gas Exploration plan is to be organized within two weeks, with the Prime Minister attending as the Chief Guest They said the premier directed a committee to be constituted by the Finance Division within two weeks will propose amendments to the StateOwned Enterprises (SOE) Act 2023 to enhance the competency of SOE boards PM further directed that an inter-ministerial committee will be Similarly PM directed that a signing ceremony for Refinery Upgrade Agreements under the Brownfield Refinery Policy is to be arranged by the petroleum division within two weeks, in the presence of the Prime Minister Likewise the Power Division is directed to resolve net metering issues within one month to promote solarization Moreover the PM directed National Energy Efficiency and Conservation Authority (NEECA) and Power Division to submit a report on the status of energy conservation standards for home appliances to the Prime Minister within three days In addition, PM directed petroleum, power divisions that weather conditions shall be factored-in for smooth execution of Ramazan demand supply plan of oil gas/electricity It is also learnt from sources that Ministry of Science & Technology has been directed that plan for promotion of biomass fuel pellets shall be executed within one month in consultation with provinces They said PM directed that power division in consultation with Board of Investment (BOA) and Industries & Production Division shall submit a proposal within one month to address issue of surplus power capacity by developing industrial zones They said PM LAHORE S TA F F R E P O R T The Lahore High Court (LHC) on Tuesday allowed Pakistan Tehreek-e-Insaf (PTI) leader Moonis Elahi to contest by-elections Earlier an appellate tribunal of the Lahore High Court s had rejected the nomination papers of PTI leaders for general elections However in the latest development, the Election Appellate Tribunal accepted Moonis Elahi’s nomination papers for the byelections IFormer Punjab chief minister Pervaiz Elahi and his son Moonis Elahi had filed appeals against the returning officer s decision to reject their nomination papers for by-elections In their appeal Ch Pervaiz Elahi, the central president of Pakistan Tehreek-e-Insaf, and former federal minister Moonis Elahi maintained that the returning officer had rejected Moonis Elahi’s nomination papers for PP-158 constituency while accepting Pervaiz Elahi’s papers for PTI-32 constituency They argued that the returning officer had rejected the nomination papers of both candidates contrary to the facts Moonis Elahi s nomination papers were rejected on the basis of allegations of concealing assets, and the returning officer rejected Moonis Elahi s nomination papers under the assumption of being
