The Federal Investigation Agency (FIA) assured the Supreme Court on Monday that it will withdraw cases filed against journalists amidst allegations of harassment The cases were registered over a malicious campaign that allegedly targeted the judiciary and other state institutions on social media

The CJP remarked that the court had also taken notice of journalists being harassed in 2021 “If action had been taken promptly perhaps we would not be facing this today – that matter was more severe than a mere FIA notice,” observed the chief justice He also highlighted the apparent reluctance of some to take a firm stance before the court
the same in his petition “It is my request to the court to urge the SC committee to constitute a ninemember bench ” he said At this point during the hearing the KP government urged the court to allow it to withdraw its appeal against the Oct 23 verdict, presenting a resolution passed by the provincial cabinet “We want to withdraw the intra-court appeal ” the KP AAG said at which the court noted that the plea could not be withdrawn based on a cabinet resolution and told the lawyer to file an official application During the hearing, the petitioners challenging the military trials also objected to a private counsel pleading the matter
Faisal Siddiqui said the AGP had filed five ICAs and certain ministries had sought the services of private counsels
The AGP himself has filed the appeals so why should the public s money be spent on private counsels? he asked Ex-CJP Khawaja’s counsel urged the court to refer the case back to the judges’ committee to reconstitute the bench Ahmed recalled that his petition had sought the same earlier
The legal counsel representing the journalists drew attention to Section 20 of the Prevention of Electronic Crimes Act (PECA) flagging its frequent misuse as a concern The court responded that the FIA has committed to withdrawing cases against journalists Amir Mir and Imran Shafqat FIA officials also confirmed that applications will be submitted to retract the charges against the aforementioned individuals formally
The court then adjourned the hearing till March 27
Earlier this month, the SC had castigated the FIA for harassing media personnel while noting that authorities issued notices to journalists under the guise of investigating an online campaign against the superior judiciary an investigation that the SC never ordered

Munib Akhtar, Yahya Afridi, Syed Mazahar Ali Akbar Naqvi and Ayesha Malik had unanimously declared that trying the accused civilians in military courts was ultra vires the Constitution

H E United Nations Security Council on Monday demanded an immediate ceasefire between Israel and Palestinian fighters Hamas and the immediate and unconditional release of all hostages after the United to take decisive action against tax defaulters and evaders, signalling a renewed crackdown on financial misconduct in the country In a high-level meeting held in Islamabad regarding the implementation of the track and trace system the premier chaired discussions aimed at bolstering tax enforcement measures across various sectors of the economy A committee has been tasked with identifying obstacles within the system and pinpointing those responsible for tax theft within a strict seven-day timeframe the PM Office media wing said in a press release The committee would be tasked to submit proposals for enforcing automatic tax system in factories and industries PM Shehbaz questioned as to why the system was still inactive saying that it should have been made functional in the tobacco, sugar, cement and fertiliser industries in the last two years and that the system should be placed in other important sectors of the economy He said that all the legal impediments in the enforcement of the track and trace system should be removed The prime minister directed that the system should be enforced at all the production lines of cement factories, besides he summoned a comprehensive plan for besides generating revenues, the said system could also be utilised to identify counterfeit and substandard products The prime minister called for an end to the circulation of fake and unregistered cigarettes and emphasised their destruction He highlighted that the country was grappling with economic issues, exacerbated by the connivance of mafia elements causing harm to the national economy Additionally the prime minister emphasised seeking assistance from international institutions in implementing the track and trace system During the meeting, detailed information was provided about the challenges hindering the automated implementation of the track and trace system in the cement sugar fertiliser and tobacco sectors It was reported that out of 14 tobacco factories the system was fully functional while 12 others had been sealed due to noncompliance The system was fully operational in the fertiliser industry, but encountered issues in sugar and cement factories which were being This gap underscores a substantial issue with tax evasion across various sectors A detailed presentation delivered to Prime Minister Shehbaz Sharif and the Special Investment Facilitation Council (SIFC) highlighted the gravity of the situation Based on fiscal year data for 2022-23 the evasion spans multiple sectors, with the smuggling of petroleum oil and lubricants (POL) products alone accounting for an estimated Rs996 billion in lost revenue The illegal import of oil through Iran and other border areas was identified as a key contributor to this shortfall The breakdown of tax evasion across sectors further includes significant losses in the retail sector estimated at Rs888 billion the transport sector at Rs562 billion, independent power producers at Rs498 billion, and smuggled-prone items at Rs355 billion The evasion in exports and real estate was estimated at Rs342 billion and Rs148 billion respectively The others category encompasses a broad range of sectors, contributing to an estimated Rs1 607 trillion in annual tax evasion Notably, sales tax evasion represents the largest portion of this gap, potentially reaching up to Rs2 9 trillion annually Additionally customs-related tax evasion including under-invoicing and smuggling is believed to be around Rs600 billion per year Contrastingly, the International Monetary Fund (IMF) in its Diagnostic Report has suggested that the policy level tax gap is not significantly high estimating it could reach up to 12 9% of the GDP The government s fiscal dynamics were also scrutinized during the presentation Federal tax revenues were reported at 9 1% of GDP, with non-tax revenues contributing an additional 1 2% Provincial taxes add approximately 1% to the GDP culminating in total revenues of 11 4% of GDP When juxtaposed with expenditures 12 9% of GDP for the federal and approximately 6 1% for provincial the country faces a notable gap of 7 6% of GDP between total revenues and expenditures Experts argue that addressing tax compliance could significantly reduce fiscal deficits potentially adding 5 8% of GDP to the national budget annually The ongoing fiscal deficit is currently managed through domestic and external borrowing, exacerbating the country s debt situation In response to these challenges, the government is contemplating a comprehensive restructuring of the Federal Board of Revenue (FBR) and implementing several initiatives aimed at enhancing tax collection and compliance These include separating Tax Policy Office functions, introducing digital invoicing, and enhancing collaboration with the National Database and Registration Authority (NADRA) among other reforms These measures are part of a broader strategy to improve governance and oversight within to streamline the registration process for mobile devices imported into Pakistan ensuring compliance with the Pakistan Telecommunication Authority (PTA) s standards According to the latest guidelines, the FBR has updated its Customs General Order (CGO) No 01 of 2019 through the issuance of CGO 1 of 2024 The amendment specifies the process for obtaining a Certificate of Clearance (COC) for devices that have already received type approval from the PTA The procedure mandates that commercial importers apply through the PTA s Device Identification Registration and Blocking System (DIRBS) online portal Applicants are required to upload the necessary documentation for the mobile devices including lists of IMEI numbers in CSV format The DIRBS system will verify these numbers to ensure they are associated with type-approved models and are not reported as stolen duplicated or cloned Following the application submission on the DIRBS portal the system will review the provided IMEI numbers before forwarding the application to the FBR’s WeBOC system for customs processing Once the FBR approves the application in WeBOC the DIRBS system will issue a Certificate of Compliance (CoC) for the application To initiate this process importers must first sign up for a commercial account on the DIRBS portal by following a series of steps, including account activation through email verification This is aimed at simplifying the registration and approval process for commercial importers thereby facilitating the legal import and sale of mobile devices in Pakistan For further assistance or inquiries, importers are advised to contact the PTA through the designated email address provided in the procedure

CONTINUED FROM BACK PAGE In December 2012, Iran proposed to finance the project on the Pakistan side and handle the engineering, procurement and construction (EPC) through a government-to-government agreement However it backed out of this agreement in March 2014 due to its own financial difficulties As a result, Pakistan invoked force majeure (excusing events), which allowed them to halt project activities In response in February 2019 the National Iranian Oil Company (NIOC) accused Pakistan of breaching the sales and purchase agreement and the sovereign guarantee issued by Pakistan After negotiations both countries agreed to extend the project timeline by five years under the French Civil Code An agreement to amend the sales and purchase agreement was signed in September 2019 Back in August 2023, Iran refused to accept Pakistan’s force majeure notice to halt construction of the multibilliondollar Iran-Pakistan (IP) gas pipeline Seeing the five years previously granted were close to expiration on December 21, 2023, the NIOC accused Pakistan’s Inter-State Gas Systems (ISGS) Ltd of breaching buyer’s warranties and invoked the sovereign guarantee issued by Pakistan once again They gave ISGS 180 days to address the alleged breach and referred the matter to the Coordination Committee for resolution If Pakistan fails to complete the project Iran can take the case to the International Court of Arbitration in Paris potentially resulting in contractual liability estimated at $18 billion It is relevant to note that over the years Pakistan has postponed the construction to seek exemption from US sanctions However, now that Pakistan is out of options to help it back out it will inevitably face US sanctions if it starts construction of Iran-Pakistan (IP) Gas Pipeline Project Foreign legal firm, Willkie Farr & Gallagher LLP has however informed that the sanctions would only be imposed on the constructing body Inter-State Gas Systems (ISGS) an entity of the Petroleum division Experts have expressed this in the past, for Pakistan to obtain a waiver from the US on the aforementioned sanctions however such progress has not been made as of yet The present government recognises the opportunity and is actively looking to work towards it, through lobbying and diplomatic consensus The Energy minister, in an informal setting, reportedly stated the waiver citing political and techni reasons In February 2024 the ministry of energy under the caretaker government approved the recommendation to start work on an 80 km segment of the pipeline on the Gawadar side I N J E C T I N G P R O D U C T I V I T Y I N T H E C C O E; FI N A N C E Minister Muhammad Aurangzeb will have had a confusing first couple of weeks in office The former banking CEO took over the finance ministry on the 11th of March and hit the ground running in his negotiations with the International Monetary Fund (IMF)
His first success in office was securing the last part of the Standby Agreement Pakistan was party to with the fund and he was also quick to announce Pakistan would have to go to the fund again for a significantly larger bailout package
His entry into office was marked immediately by relief from the country s economic observers, a sentiment that was made audible by how markets responded to his appointment One might say that the positive reaction had more to do with Ishaq Dar not becoming finance minister than with anything else But Aurangzeb does bring a degree of competence that has otherwise been missing over at Q-block
Yet it might have been difficult for him to adjust in his new role considering he was basically snubbed by the prime minister when he decided to maintain chairmanship of the Economic Coordination Committee and also allowed Ishaq Dar who is supposed to be managing the country s foreign relations, into matters such as privatisation
Since then, following plenty of backlash, Mr Sharif has given his finance Czar control of the ECC once again which is the all important cabinet committee that handles day to day affairs For now it seems that he has once again asserted his place in the cabinet The challenge that lies ahead for Mr Aurangzeb is managing politics as a non-politician
While he does have some degree of political pedigree, his father having been Attorney General of Pakistan on two different occasions he has positioned himself as a professional minister He has also submitted nomination papers to the upper house of parliament as a technocrat
Mr Aurangzeb should be well aware that his predecessor and cabinet colleague Ishaq Dar does very much still care about having a say in how the economy is run While Pakistan is facing a myriad of challenges tackling Mr Dar will be as big a challenge as any It seems that Mr Aurangzeb is backed to be in office by those that matter But he must hold his nerve in the face of internal challenges as well if he has any chance of doing any good with the office he is now the custodian of

IN the anthropological essence the band system provided a social framework egalitarian to all and sundry with no sign of any superiority or inferiority over one another, or simply, discrimination The later forms, including tribes, chiefdoms and nation-states turned out to be the type of societies slightly in favour of antiegalitarianism ergo catalysing an upsurge in discrimination due to their hierarchical structure Throughout millennia humans enjoyed life having boons in every nook and cranny unless a transition influenced by the agrarian revolution, the emergence of various ideologies and the technological specifications that accelerated the societal norms favourable to some and discriminatory to others
In effect as time evolved the exercise of various political models were experimented and failed, none provided a footing based on the egalitarian modus operandi Discrimination based on race, ethnicity, gender, and sexuality made the egalitarian dream shattered as time passed by Practically better compared to bygone ones democracy prevailed in most of the countries due to its distinguished characteristics including equal treatment of all regardless of race ethnicity gender and sexuality However, notwithstanding this trait, the minorities, especially Muslims are still victims of discrimination in democratic states India is a strong example among others Initially a secular state which is a negation of religion India evolved more in favour of Hindus than any other religions like Muslims Sikhs and Christians As a secular state, India s Constitution enshrines egalitarian treatment of all other religions living in India, including Muslims too However, the RSS-driven Hindu Rashtra overrides the rights of one of the largest minorities in the world the Muslims
The scale of brutality is: every street road sign stature scripture structure and historical site representing Islam is renamed erased destroyed and converted into Hinduism by different status quos The Bharatiya Janata Party or BJP accelerated the process of directing India into a Hindu state track than any preceding parties did That in effect gains Narendra Modi an upper hand over other parties to rise to power

Ironically though never in decades the Uighurs problem came under limelight The Muslim world’s response in this mayhem aggravates the injuries since despite being a religion second highest in numbers and consisting of 57 plus countries, Muslim countries lend a deaf ear to this problem Shouldn t it be the prime purpose of the world, especially Muslims countries, to take appropriate measures against prejudice and discrimination?
The story does not conclude here The Rohingyas a Muslim ethnicity tagged by the government as outsiders in hand with buddhist extremists in Myanmar (Burma), the restrictions on veil in France for Muslims and post 9/11 incident induced discrimination of Muslims in the U S has no end in sight exemplifying the dysfunctionality of regional and international human rights organisations including the UN too Thus catalysing egalitarian dreams into prejudiced reality
To preserve the United Nations Universal Declaration of Human Rights charters, the international and regional powers must attempt to commence comprehensive combatting campaigns aiming at providing deliverance to the prejudiced minorities living in different places on the globe Eliminating prejudice on the Muslim minorities would help the egalitarian dream revisit first paragraph reign supreme

theory that could explain recurrent patterns in international politics, particularly cycles of war and peace and the formation of balances of power among great powers Waltz’s quest for the right theory of international politics set the stage for the development of neorealist theory as a system theory Neorealism evolving into a balance of power theory, clarifies the implications of the system-level theory for real-world international politics The Cold War ’s bipolar system was the setting when the Theory of International Politics was written Waltz thought the Cold War was surprisingly stable even though the superpowers had tense moments Neorealist theory focuses on how the shift from a multipolar world before 1945 to a bipolar one during the Cold War, and later to a new system after the Cold War, affects the chances of peace and stability The theory also needs to be understood in the context of the declining power of the U S compared to the economic growth of Europe and Japan after the 1970s In this system, where power is spread out among countries, they act in a way that tries to find a balance of power They might do this by building up their military or making alliances with other countries This idea mostly applies to the big powerful countries Neorealism focuses on these powerful countries because they have the most impact on how things work internationally Less powerful countries usually join the weaker side in conflicts, not because they want to be the strongest, but because they want

H E Islamic State terrorist attack in Moscow is the starkest possible reminder that despite the war in Ukraine Russia and the West also still have some of the same enemies What the terrorists ISIS-K, an Afghanistan offshoot of IS, took responsibility did in Moscow, they have done in Paris and Manchester and will do (and did do on 9/11) in New York and Washington if they get the chance This horror is also a reminder of the fatal results of mutual distrust It appears that U S intelligence warned the Russian government of an impending attack and President Putin dismissed this as a U S “provocation ” In the event that Russian intelligence were to warn the U S of a coming terrorist attack it is only too easy to imagine Washington reacting in the same way Moreover, the attack should make us think about the degree to which governments and security elites around the world are liable to lose sight of the real interests and safety of their fellow citizens which it is their first duty to defend In their obsessive focus on the supposed threat from each other, both the Russian and the U S establishments have forgotten this duty Over the past three decades, Washington has certainly threatened important interests in Moscow and Russia’s international status as a great power But (at least until Putin s invasion of Ukraine and the U S provision of arms and intelligence to Ukraine), Washington never killed a single Russian citizen As to the idea of a direct American and NATO attack on Russia (as alleged in Russian domestic propaganda) this was always absurd No such plan ever existed And in any case if Russia is really so vulnerable what is its nuclear deterrent for? Meanwhile, over this period, Islamist terrorists have killed hundreds of Russian citizens, at Vladikavkaz in 1999 2008 and 2010; the Dubrovka theater in Moscow in 2002 the Beslan school in 2004 and now again in Moscow Russia for its part has (to a much lesser extent) threatened American international interests and aspects of its global primacy, but Russia has never posed a threat to the U S homeland or the lives of ordinary Americans Russia has never had the ability or (at least until the Ukraine War) the desire to do this; and in any case what is the U S nuclear deterrent good for, if not to deter such a threat? As to the idea of a Russian invasion of NATO this is half Cold War paranoid fantasy half domestic propagandist lie designed to boost Western military budgets Meanwhile over the same period Islamist terrorists killed thousands of ordinary American citizens on 9/11, tried to do so in Boston, and have every intention of doing so again if they can; and killed hundreds of people in U S al-

N an increasingly performance-oriented society, metrics matter What we measure affects what we do,” argued the 2008 report of the Commission on the Measurement of Economic Performance If we have the wrong metrics we will strive for the wrong things The Commission was challenging the primacy of GDP as the metric of development But the same observation applies to corruption, which is conventionally, and misleadingly measured as a one-dimensional problem Global corruption indices including Transparency International s Corruption Perceptions Index (CPI) and the World Bank s Control of Corruption Index, assign a single score to countries These metrics consistently show that rich countries are “very clean” while poor countries are highly corrupt For example the 2023 CPI ranks the United Kingdom (scoring 71) as the world s 20th least corrupt country, much cleaner than China (42) and Brazil (36) Most CPI users, including media outlets, companies, and analysts, interpret these numbers as a fact But are richer countries really less corrupt than poorer ones? One-dimensional metrics like the CPI obscure the fact that qualitatively different varieties of corruption cannot be reduced to a single score These metrics also systematically undermeasure what I call “corruption of the rich” which tends to be legalised institutionalised and ambiguously unethical as opposed to corruption of the poor In poorer countries corruption takes clearly illegal and outrageous forms, such as stealing public funds and taking bribes In rich countries, by contrast, many believe the problem has disappeared In ‘The Quest for Good Governance’ Alina Mungui-Pippidi even concludes that advanced economies have reached an end state of ethical universalism, where equal treatment applies to everyone Britain is “the classic historical performer” in this respect, followed by “British empire splinters populated mostly by populations of European descent In short the rich West is clean But given the rise of populism in highincome democracies today, much of it a backlash against the outsize advantages enjoyed by the rich and politically connected, “ethical universalism” seems more illusory
conventional metrics, despite numerous critiques (including from the CPI’s own creator) I piloted the Unbundled Corruption Index (UCI) Like the CPI the UCI is a perceptions-based metric of corruption that relies on expert surveys However, it unbundles corruption into four distinct varieties: petty theft (extortion by street-level officers), grand theft (embezzlement by politicians) speed money (small bribes to overcome bureaucratic hurdles or harassment) and access money (big payoffs in exchange for exclusive lucrative privileges such as contracts and bailouts) While the first three varieties of corruption, the ones endemic in poor countries are brazenly unlawful and directly harmful access money might be illegal (as with bribery) or permissible (as with campaign finance) Sophisticated methods of buying privileges may involve entire institutions where no individual is corrupt For example, money laundering, for which London is a known hub, can involve moving funds seamlessly across borders through widely respected financial institutions In the United States banks collectively spent billions lobbying for lax regulations, leading to the 2008 financial crisis, yet only one banker was indicted The UCI uses an original expert survey to rate all four types of corruption To improve the quality of measurement I employ stylised vignettes that ask respondents to rate the prevalence of specific representative scenarios rather than overall corruption levels My prototype, covering 15 countries, is visualised below Each coun-

PESHAWAR S TA F F R E P O R T An appellate tribunal has overturned the rejection of Pakistan Tehreek-e-Insaf (PTI) stalwart Azam Swati s nomination papers for forthcoming Senate election scheduled for April 2 The appellate tribunal set up by the Election Commission of Pakistan (ECP) for listening to the poll-related complaints heard Swati s petition against rejection of his nomination papers on Senate s general and technocrat seats ahead of the poll However, the tribunal would announce its verdict after deliberations on the politician’s appeal for his nomination for technocrat seat The hearing was conducted by tribunal’s judge Justice Shakeel Ahmad in which lawyers from both sides appeared The judge questioned on which grounds the nominations were rejected Swati s lawyer apprised Justice Ahmad that there were a total of three persons filed objections against his client’s nomination, of which two complaints were not candidates in the forthcoming election Swati provided details of cases against him in nominations for Senate poll which were not provided during general elections the counsel said while detailing genre of objections before the tribunal The counsel continued that his client was himself unaware of complete details of cases against him which were provided over orders of the high court

wrote that he would leave on April 1 and would not be playing any role in the management of upcoming admissions The resignation comes after a prolonged confrontation with Governor Punjab Baligh Ur Rehman over the matter of the waiver of tuition fee two students sons of Ahad Cheema a former senior Punjab bureaucrat and current Federal Minister for Economic Affairs In the letter he writes Throughout my time as principal, I have done my very best to protect the school s reputation while extending compassion to those in need However, there is a crucial difference between this pursuit and blatant policy manufacturing to accommodate certain individuals because such people simply insist of preferential treatment Politics and nepotism have no place in school He goes on to say, Over the past year, other prejudiced actions by Governor House have contributed to a breakdown of governance and management under which I had to finally draw a line Thompson, who joined as Principal in 2016 is serving his third term and did not seek another extension this year owing to retirement plans He had told the school’s Board of Governors (BoG) to begin searching for his replacement and also offered to stay on for a complete year to work alongside the new principal for a smooth transition T H E A H A D C H E E M A C A S E Ms Saima Ahad, wife of Ahad Cheema and the mother of two students enrolled at Aitchison, namely Eisa Ahad Cheema and Mustafa Ahad Cheema in grades 4 and 2 respectively wrote to Mr Thompson on 4-10-2022 and then again on 01-06-2023 with regards to the reservation of seats and leave of absence for her two sons and a waiver of the fee A bureaucrat herself, Mrs Cheema was transferred to Islamabad from Lahore and submitted that being a ‘salaried individual with limited resources’ could not afford to pay the tuition fee of both her sons to two different schools Aitchison College and the school they would be going to in Islamabad Mr Thompson denied the request stating it would be a loss of revenue to the school The Executive Committee of the BoG deliberated on the matter on 11-11-2022 and upheld the principal s decision on the matter Following this, on 14-11-2022 the College authorities decided to permanently withdraw one of the students, Eisa Ahmad Cheema for non-payment of dues This was followed by multiple meetings of the management committee (MC) to formulate a workable nuanced policy on the granting of leave of absence to students in specific circumstances However, while these deliberations were ongoing inconclusively, Governor Punjab Rehman in his capacity as President BoG passed and order on 09-06-2023 directing the Principal not to proceed further with the matter since the policy was under review Additionally he ordered that any decision taken in the past in such cases, including that of Mrs Cheema s sons, were to be held in abeyance However, as per Mrs Cheema’s letter dated 17-08-2023 she stated that the Principal on 10-08-2023 withdrew her other son Mustafa Ahad Cheema as well for non-payment of dues The principal essentially disregarded the orders passed by Governor Rehman The matter lingered on and matters became tense and confrontational between the Principal and the Governor After much to and fro an extraordinary meeting of the BoG was called on 16-02-2024 that the Principal was also invited to attend but chose not to Earlier this month, Governor Rehman requested Mrs Cheema to appear before him on 16-03-2024 to hear her case in full, in person Following this the Governor House issued a 6-page order that chronologically explained the case and ends with the Governor overruling the Prinicipal s original decision to not grant a waiver, by granting a complete fee waiver to Mrs Cheema for a period of three Background The original plan for the Iran-Pakistan pipeline, also known as Peace Pipeline, can be dated as far back as 1994 and originally included India as well The $7 5 billion 1 700-mile project at that time was envisaged to bring gas from the South Pars Gas Fields through Balochistan (in Western Pakistan) all the way into India Over the decades, however, the pipeline has faced multiple delays including India stepping back from the original plan in 2008 Why the delay?

The problem now is that if Pakistan does not start construction of the IP Gas Pipeline Project within the next three months it will have to face $18 billion worth in penalty, should Iran press ahead with its arbitration bid The 2010 agreement stated that the project should have started supplying gas by January 2015 Iran completed over 900 km of the pipeline however there s still a 250 km segment left to finish Pakistan on the other hand, does not have much to show for, in its progress The reason?
