percent out of the total energy mix The canals were closed during the month of January which led to a massive drop in water releases from dams, causing less electricity generation As of January 31, 2024, Pakistan had a cumulative installed power generation capacity of 46,035 MW This impressive capacity comprises 28 811 MW from thermal sources 10 635 MW from hydroelectric sources 1 838 MW from wind energy 882 MW from solar energy 249 MW from bagasse and 3 620 MW from nuclear power The closure of canals meant that the government had to run power plants based on the expensive fuel of high-speed diesel at a cost of Rs 45 6066 per unit to meet the demand of electricity Though its share of electricity in total generation was 102 Gwh or 1 22 percent its cost, at Rs 4 6 billion or Rs 45 6 per unit offset the national average by a significant amount The government also produced electricity from another expensive fuel of furnace oil at cost of Rs 35 4 per unit Furnace oil-based plants produced 750 4 Gwh at a cost of Rs 26 5 billion The share of electricity based on imported coal was 6 93 percent or 576 Gwh at a cost of Rs 21 per unit The total cost of electricity stood at Rs 12 12 billion The electricity was generated with local gas at Rs 13 7486/kWh RLNG at Rs 24 2952/kWh nuclear at Rs 1 3281/kWh and imported Iranian energy at Rs 32 8030/kWh The total electricity THE success or failure of a president’s term in office is rarely judged by whether or not they accomplish the agenda he sets for himself A more important measure is how effective he is in responding to the unexpected challenges with which he is confronted And more often than not, these unexpected challenges originate in the Middle East One week before the October 7 Hamas attack in Israel President Biden’s National Security Advisor was quoted saying: The war in Yemen is in its 19th month of truce for now the Iranian attacks against US forces have stopped, our presence in Iraq is stable, I emphasize for now because all of that can change And the Middle East region is quieter today than it has been in two decades Now challenges remain but the amount of time that I have to spend on crisis and conflict in the Middle East today compared to any of my predecessors going back to 9/11 is significantly reduced
Four and a half months later: Israel is pursuing a devastating genocidal war against Palestinians in Gaza; Israeli military and settlers are engaged in widespread, often uncontrolled, violence in the West Bank with at least 360 killed and thousands injured; Israeli attacks on Lebanon have killed nearly 200 including women and children and a number of journalists with an estimated 90 000 Lebanese displaced from their homes due to ongoing ominous cross-border shelling between Lebanon s Hizbollah militia and Israel; Iranian-backed militias in Iraq and Syria continue to challenge US forces in the region; and another Iranian ally the Houthi movement in Yemen has created havoc by attacking ships in the Red Sea Needless to say the White House has had to shift from neglecting the Arab World to making it a fulltime concern one they neither expected, nor for which they were prepared
This isn’t unique to the Biden Administration because since the end of the Vietnam war despite their best efforts every US president has had the trajectory of their time in office shaped by conflict and repeated blunders in the Arab World During the last half century, the USA has sent more weapons, spent more money, committed more troops, lost more lives, and expended more political capital in the Arab World than anywhere else; and yet, time and again, we have failed The problem isn’t just the wars lives treasure prestige and trust that have been
lost It s also that we ve never acknowledged these failures, or are simply oblivious to them It’s fascinating that during this entire period, candidates competing for the presidency have never seriously debated US policy in the Middle East They have never made a course correction in our approach toward the region The media has rarely called them to account for their inadequate policies And so we continue to fail and each time we are either surprised by or oblivious to our failures This is so for three important reasons
In the first place we don’t know the region and its peoples Too many of our policymakers see the Middle East through the lens of Israel looking out instead of the Arab World looking in at Israel Because of this, we have failed to recognize the centrality of the issue of Palestine to the Arab people Since 1948, Palestine and the fate of Palestinians has been “the wound in the Arab heart that has never healed ” Time and again policymakers have either proclaimed the issue dead or made efforts to sideline it only to be stunned when Palestine erupted in violence and reasserted its centrality in Arab consciousness A corollary to this has been our refusal to acknowledge the consequences of our self-imposed limits on how we deal with the Middle East Because of domestic political considerations concern for Israel is the cornerstone of too many policy decisions made in Washington We don t challenge or sanction Israel for its bad behavior or even for violations of US law It is spoiled while the Palestinians are abused To ensure the protection of Israel we have insisted on dominating the Israeli-Palestinian peace process, refusing to allow others to partner in decision-making or accepting their challenges to our hegemonic role And finally we have not recognized the disastrous impact that our failed policies have on the trust needed for us to pursue the leadership we insist on having as we seek to shape the region s future What follows is a simple list of surprises that have confounded American presidents since the Nixon/Ford Administrations a half century ago They all occurred because we didn’t understand dynamics unfolding across the region and what Arabs were thinking about their lives needs and aspirations for the future Each of these momentous events shaped the presidencies of those who tried to manage them while in office Think of the impact of the 1973 war and Arab oil embargo on the Ford and Carter Administrations Or how Carter s time in office was shaped by President Anwar Sadat s surprise visit to Israel and the resultant Camp David Accords followed by the Iranian revolution and the hostage crisis Reagan had to contend with Israel s bloody 1982 invasion of Lebanon, the killing of over 240 US marines who had been positioned to facilitate Israel’s withdrawal from Beirut the 8-year Iran/Iraq war and his Administration s Iran/Contra scandal as they sought to play both sides of the conflict
The Bush Administration woke up to Iraq s sudden invasion of Kuwait, took months assembling an international coalition to free that country, and then used its political stature to convene an international
the Sunnat But the practice goes on regardless, because few laymen bother to verify their beliefs and practices from the sources of religion No matter how painstakingly meticulous they may be in their consideration of worldly matters they are not remotely careful enough when it comes to accepting something in their religious framework There is a set script to how all conversations on the subject of any and all innovations proceed First evidence from the life of the Prophet (PBUH) is demanded from the individual who encourages or invites others to participate in such practices When none is forthcoming (unsurprisingly so, since by definition all innovations are of a much later vintage), the proponent of such practices immediately decides to switch to Plan B which always remains the same Namely But what in God s name is the harm in the practice anyway? When it comes to religion the problem with 'arguments' such as 'What is the harm in this or that?' is that they prove to be their own undoing Even if, for the sake of the argument, man can figure out all the harms (present and future) of his beliefs and actions (a very big if indeed) this type of reasoning demolishes itself For if nothing is wrong with observing something on 15 Sha ban, nothing is wrong with observing it on any other day either Which
would invalidate all talk about the spiritual and luminous aura associated with the night, and in turn any distinction of the occasion as well Besides, the 'What is wrong with it?' question could be used to support any number of religious practices including many which the Shab Baraat enthusiasts would be the first to oppose and justifiably so As if the above were not harmful enough there is an even graver issue associated with such innovations and additions in religion While they do not say so in so many words,
Although many Muslims manage to make a right royal mess of it, the rule of thumb regarding the whole ‘innovations’ issue could not be any simpler: When it comes to worldly affairs, everything (old or new) is permissible unless it is prohibited; whereas in religious matters, everything (old or new) is forbidden unless it is prescribed Islam requires no improving whatsoever, thank you very much Enterprising Muslims would be well-advised to divert their innovative juices towards the realms of science and arts instead

RESIDENT Arif Alvi’s attempt to force the Election Commission of Pakistan to decide the allocation of women’s and minorities’ reserved seats in the National Assembly seemed to a case of throwing out the baby with the bathwater His refusal to sign off on the summary summoning the National Assembly s inaugural session on Thursday would have meant that it would have gone beyond the 21 days prescribed after the general election by the Constitution However the outgoing Speaker of the House Raja Pervez Ashraf issued the summons instead and thus averted yet another delay breaking a constitutionally prescribed limit As it is, the elections took place after a delay of about three months beyond the constitutionally prescribed 90 days, on the plea of delimitations according to the 2023 census President Alvi himself is on borrowed time, for his five-year tenure expired in September leaving him to continue in office until a successor is elected Since that awaits the summoning of the National Assembly which would proceed to elect a new President on March 9, President Alvi s attempt at achieving a delay could be construed as putting off the dread day He has shown himself subject to that peculiarly unfortunate temptation of flouting even the letter of the Constitution, let alone the spirit, merely for personal or partisan benefit It is difficult to see what partisan benefit the delay would gain unless it was to delay the inevitable defeat of the PTI in the PM’s election The wish to avoid having to administer oath of office to Mian Shehbaz Sharif as Prime Minister can at best be described as childish, at worst not befitting the high office of President The fear of just such a situation of the framers of the Constitution can be seen by the constitutional provision under which the Speaker has summoned the House If the President does not summon the House the House must meet All the President can do is summon it to meet earlier The session that meets will be in the nature of a requisitioned session, which cannot be prorogued by the President, but by the Speaker THere could be some nice disputes as to who could summon or prorogue once a new government and a new President take office but the President could have taken a less partisan approach in carrying out what will be among the last of his official actions

T is not unusual to find in one's driveway brochures or leaflets from restaurants, shops tutors and repairmen offering their respective cuisines goods and services As a rule one drops such stuff into the trashcan without as much as a superficial reading There are occasional exceptions to this rule however As was the case last Saturday when a flyer (in Urdu) not only caught my eye but managed to leave an impression So much so that, far from disposing it off unceremoniously I intend to keep it as a memento Translated into English (although I realize that no translation can quite do justice to the original text), it is entitled A Momentous Occasion It has apparently been printed and distributed by the Meelaad and Seerat Committee' (Prophet's – peace be upon him –Birth and Life Committee) of the residential society where I happen to live I am willing to testify on oath that up until reading the leaflet I did not have the slightest idea that such a committee even existed The flyer goes on to announce that the aforementioned meeting has been arranged, after the Isha prayer on the following day in order to mark the luminous and spiritual occasion of 15 Sha ban and to avail of the blessings of Quran- and Naat-khwaani in the blessed atmosphere of Shab Baraat ( Night of Repentance' in paratheses) A sermon on the 'distinction' of this night, followed by a 'special supplications session' has also been arranged the leaflet further informs its readers The leaflet goes on to cordially invite all residents of the neighbourhood but not before sharing two more pieces of information One, that there is a separate 'covered' ( baa-parda ) arrangement for ladies Two, that dinner will be served after the proceedings The word used for dinner ('lungar') is deserving of a column in its own right Although the flyer is jampacked with information; it falls short of enlightening the residents of the area regarding some vital questions For example, what has the so-called Night of Repentance’ got to do with repentance? Isn't every day a day for repentance and every night a night for repentance? Also the flyer sheds no light on what this particular night has to do with the birth and the life of the Prophet (peace be upon him), and therefore with the Meelaad and Seerat Committee The fancy flyer may be a novelty but Shab Baraat itself is old hat What is equally old news is that there is no basis for it whatsoever, either in the Quran or in
the attitude of advocates of such innovations smacks of a desire to improve upon the religion of God as given to us by the Prophet (peace be upon him) May God preserve us all from such delusions! As far as the negatives of a cult leader are concerned it would depend upon what he is teaching his following If his teachings are biased irrational and a view of logic upon him, putting emotional sentiments aside for a while, his falsity would be analyzed and ul-
timately crushed There are some examples of cult leaders whom messages shaped the conclusions of their following like: Jim Jones a cult leader by whose order 918 people did suicide in South America, Emperor Hirohito the emperor of Japan by whose decisions and manipulations led to Japan having two atom boms dropped on it David Koresh Marshall Applewhite and many others are the examples of a cult leader with detrimental effects on society
There were also cult leaders who were great examples for the society, like Mahatma Gandhi, Nelson Mandela, Winston Churchill and many others but none of them invoked such irrational sentiments or called for bloodshed as Imran does

Y now we have all seen the frankly hilarious images of Black George Washington, South Asian popes, along with Gemini s stubborn and bizarre inability to depict a White scientist or lawyer Much like Open AI’s ChatGPT before it Gemini will gladly generate content heralding the virtues of Black Hispanic or Asian people and will decline to do so in regard to White people so as not to perpetuate stereotypes There are two main reasons why this is occurring The first, flaws in the AI software itself has been much discussed The second and more intractable problem that of flaws in the original source material has not "Gemini's AI image generation does generate a wide range of people And that s generally a good thing because people around the world use it But it s missing the mark here, Jack Krawczyk, senior director for Gemini Experiences has admitted You see, the engineers at AI companies such as Google and Open AI have trained their software to correct or compensate for what they assume is the systemic racism and bigotry that our society is rife with But the mainly 21st-century internet source material AI uses is already correcting for such bias It is in large part this doubling down that produces the absurd and ludicrous images and answers that Gemini and ChatGPT are being mocked for For well over a decade online content creators such as advertisers and news outlets have sought to diversify the subjects of their content in order to redress supposed negative historical stereotypes It is this very content that AI generators scrub once again for alleged racism, and as a result, all too often, the only option left to AI to make the content "less racist" is to erase White people from results altogether In its own strange way generative AI may be proving that American society is actually far less racist than those in positions of power assume This problem of source material also extends far beyond thorny issues of race as Christina Pushaw an aide to Florida Gov Ron DeSantis exposed in two prompts regarding COVID She first asked Gemini if opening schools spread COVID and then if BLM rallies spread COVID Nobody should be surprised to learn that the AI provided evidence of school openings spreading the virus and no evidence that BLM rallies did But here’s the thing If you went back and aggregated the contemporaneous online news reporting from 2020 and 2021 these are exactly the answers that you would wind up with News outlets bent over backwards to deny that tens of thousands marching against alleged racism, and using public transportation to get there could spread COVID while chomping at the bit to prove in-class learning was deadly In fact there was so much abject online censorship of anything questioning the orthodoxies of the COVID lockdowns that the historical record upon which AI is built is all but irretrievably corrupted This is an existential problem for the widespread use of artificial intelligence especially in areas such as journalism history regulation and even legislation, because obviously there is no way to train AI to only use sources that "tell the truth " There is no doubt that in areas such as science and engineering AI opens up a world of new opportunities but as far as intellectual pursuits go we must be very circumspect about the vast flaws that AI introduces to our discourse For now, at least, generative AI absolutely should not be used to create learning materials for our schools, breaking stories in our newspapers or be anywhere within a 10 000-mile radius of our government It turns out the business of interpreting the billions of bits of information online to arrive at rational conclusions is still very much a human endeavor It is still very much a subjective matter, and there is a real possibility that no matter how advanced AI becomes it always will be Wednesday 28 February 2024 COMMENT 05

Could California pass a law requiring companies to remove posts that criticize male transgender participation in women s sports? Texas and Florida lean heavily on the Court’s Pruneyard precedent (1980), which held that California could extend its constitutional free speech protections to malls because they are open to the public But malls don t typically engage in activities protected by the First Amendment Pruneyard also gave short shrift to the property rights of business owners A more relevant precedent is Miami Herald Publishing Co v Tornillo (1974) which overturned a Florida law requiring newspapers to offer equal space to political candidates to respond to editorials that criticize them The Court said the law compelled and chilled speech because “editors might well conclude that the safe course is to avoid controversy ” The Florida and Texas laws do the same If the laws stand companies would no doubt refrain from policing their platforms to avoid being bankrupted by litigation Some conservatives might prefer an online free-for-all, and the free market has given birth to platforms for them Elon Musk has taken a lighter touch to content regulation since buying X formerly Twitter But if you re worried about the cultural damage from social media now imagine if sites are obliged to let anything go These two cases, by the way, are separate from one the Court will hear in a few weeks concerning Biden Administration pressure on tech platforms to censor conservatives That case Murthy v Missouri implicates government censorship that strikes us as a First Amendment violation Conservatives are understandably concerned that left-leaning tech companies want to exclude their ideas There is no easy solution to this problem Exposure and condemnation of the censorship has helped But it never turns out well for conservatives or anyone else when the supposed remedy is giving government more power to control speech The Supreme Court can make that clear to Texas and Florida

cubs was found by the KP Wildlife Department without their mother that left the young wildcats susceptible to poaching and illegal trafficking However, since wildlife cubs and newborns require great and their survival ratio in Zoo or captivity without expert care is almost zero ” The IWMB chairperson added that initially the KP Wildlife Department took the rescued cubs to Abbottabad and tried to us get these leopards, she added IWMB and Second Chance Wildlife will collaborate to provide the necessary care for the young leopards who require special attention due to their age Upon arrival at ample space to create a sanctuary for the two leopards, she added “The common leopard, classified as critically endangered in Pakistan by WWF-Pakistan faces severe threats from hunting across the According to sources, the petroleum division has prepared a draft of new Pakistan LPG Policy 2024 which will be discussed in an important consultative session to be held on 27th February 2024 In this regard Petroleum Division s Directorate General of Liquefied Gases (DG LGs), in a letter dated 22nd February, 2024 to Managing Director (MD) PARCO, PRL and Chief Executive Officers (CEOs) of NRL ARL and Cnergyico Ltd has shared draft Pakistan Liquefied Petroleum Gas (LPG) Policy 2024 and requested to attend the consultation session on draft Pakistan Liquefied Petroleum Gas (LPG) Policy 2024 which is scheduled on 27th February 2024 If the concerned stakeholders give a positive response to the draft Pakistan LPG Policy 2024 then this draft policy will be sent to Council of Common Interests (CCI) for further consideration and final approval said sources It is relevant to note that by the year ending 2022, refineries produced total 203,407 Metric Ton (MT) of LPG as PARCO produced 172,437 metric ton of LPG NRL 2 106 MT PRL 15 648 MT ARL 1 692 MT BYCO 11 524 MT Moreover PPL produced 116 498 MT OGDCL 294 619 MT and MOL produced 150 619 MT of LPG in 2022 According to the draft policy the declining domestic natural gas production coupled with challenges in diverting expensive LNG/RLNG to the domestic sector, necessitates a strategic focus on LPG as a viable energy alternative With more than 50% of LPG demand being met through imports by private and state-owned enterprises (SOEs) the policy aims to enhance domestic production while ensuring efficient import and distribution mechanisms The highlights of the LPG Policy 2024 include provisions for the production, disposal marketing and distribution of LPG Producers are mandated to allocate a certain percentage of their production for specific purposes including catering to remote areas and territories like AJK and GB The policy emphasizes the deregulation of pricing regimes, enhancing market competitiveness and preventing monopolistic practices within the LPG sector Furthermore the policy outlines measures to enhance regulatory oversight ensuring compliance with safety standards, quality control, and consumer protection It calls for the establishment of a transparent licensing regime for LPG marketing companies (MCs) and distributors coupled with stringent penalties for violations Importantly the policy encourages digitization and modernization of the LPG sector facilitating the integration and automation of supply chain data This step aims to improve transparency efficiency and accountability across the entire LPG ecosystem Highlights of LPG Policy, 2024 Production of LPG: E&P Companies, LNG Terminal Operators & utility companies shall assess and submit a report periodically to concerned regulator on commercially viable extraction/production of LPG Disposal of indigenous LPG by Producers: All LPG producers will dedicate following percentage of their production without bidding process to; Up to 10% of their production to Suis (SNGPL & SSGCL) for their air mix plants and pre-qualified LPG Marketing Companies (MCs) for distribution in far-flung/hill areas 5% to pre-qualified LPG MCs for supplies in AJK and GB Remaining production to be marketed through its subsidiary(ies) or sale to any other pre-qualified MC(s) which are not allowed to resale it to any other MCs or their distributors LPG quantities to be disposed through competitive bidding under deregulated pricing regime OGRA to develop a transparent pre-qualification criteria for auction of LPG on competitive basis to be followed by all MCs All producers shall pre-qualify Marketing & Distribution companies once a year Marketing & Distribution: Marketing Companies to obtain valid OGRA license and meet applicable terms and conditions for marketing of LPG OGRA to review its licensing regime within three months to specify minimum licensing requirements including investment, H&S standards, storage, cylinders, tankers/bowsers etc MCs will be obligated to market their LPG quantities at their own and are not allowed to resale it to any other MCs or their distributors to avoid cartelization windfall profits impede competition and market distortion MCs to ensure that their distributors are marketing/selling LPG under their brand name only and MCs may register cases against violator under the applicable law LPG Sector s SOEs (SNGPL SSGCL PSO SSGC-LPG Pearl Parco etc ) shall enhance their market footprint by increasing their retail networks/outlets MCs/ Distributors are allowed to sell their LPG at market price (i e deregulated pricing regime) Explosive Department shall develop strong inspection regimes of MCs and Distributors and feedback to OGRA Marketing & Distribution: OGRA shall take the following measures: Allow sale of LPG cylinders on petroleum filling stations subject to meeting safety requirements monitoring and ensure compliance for small cylinders safety standards and effective availability Register all the Distributors in the country within six (6) months No sales shall be allowed by any un-registered Distributors Punitive actions against Distributors violating the rules (un-authorized and hazardous decanting) Import and Export of LPG OGRA licensed MCs can import LPG as per LPG demand determined by Market OGRA shall ensure quality of imported LPG from all sources OGRA to review LPG specification within three months and develop effective enforcement Export of surplus local LPG, if any, may be allowed by the Federal Government based on the recommendations of OGRA Storage Facilities and Stocks of LPG OGRA shall review its existing licensing regime/terms within six (6) months to include clear investment requirements and other necessary conditions for marketing companies to meet minimum requirement of storage development, maintenance of stocks and cylinders commensurate to their sales volume OGRA shall ensure development of adequate storage facility and maintenance of stocks by every MC Digitization of LPG Sector OGRA shall develop and maintain webbased database of entire LPG sector – including production, import sales, import terminals storage Tuesday remanded journalist Asad Toor into FIA custody for five days in a case of social media campaign against apex judiciary The Federal Investigation Agency (FIA) produced Toor in the court of Magistrate Mohammad Shabbir and requested his custody for investigation On the occasion the court allowed the journalist to meet his legal counsel for an hour I am a journalist and cannot give my mobile phone I appeared before FIA twice, my lawyer said that he received the notice in hand on February 24 ” said Toor during the hearing He added that they moved the high court against the call-up notice and reached the FIA office with the high court s order on February 26 to inquire about the FIR and the allegations levelled against him Meanwhile in the Islamabad High Court (IHC) Toor ’s
