HIEF Justice Qazi Faez Isa on Saturday responded to Pakistan Tehreek-e-Insaf (PTI) supremo Imran Khan’s letter seeking a level playing field for his party ahead of the February 8, 2024, general elections. Dr Muhammad Mushtaq Ahmad, top judge’s secretary, stated Saturday in a letter that CJP Isa is fully cognisant of his constitutional duties and will neither be pressurised nor favour anyone. Imran had urged the chief justice to take notice of “discrimination” against PTI, citing arrests and registrations of cases against the party leaders. “CJP Isa will neither be pressurised nor favour anyone, and by the grace of the Almighty shall continue to fulfil his duties and abide by the oath of his office,” read the statement issued by the top court. Referring to the PTI supremo’s letter, the statement said an undated sevenpage application was received on December 1 at 12:25pm. “The document comprises of a typed
application, tabulated tables and photocopies, altogether 84 pages, bound in a yellow paper-book, the kind used for filings in the Supreme Court; the identity and contact details of the advocate who prepared the document does not appear in the document. As per the envelope, the document was couriered by Intazar Hussian Panjutha (Adv)”. It further said that misgivings also

arise when the political party on whose behalf the document has ostensibly been sent is well represented by advocates. “Only recently its advocates conducted two significant cases in the Supreme Court, on the military courts and on the elections.” Surprisingly, the letter added, that before receiving the document (in a sealed envelope), it had already been dis-
tributed to the media. On Thursday, Imran, who has been replaced by Barrister Gohar Khan as the party’s chairman, had called on the top judge to direct the federal and provincial governments as well as the Election Commission of Pakistan (ECP) to allow PTI, like all other political parties, to hold political meetings and gatherings without “discrimination”. The deposed prime minister, who was removed from power via a no-trust motion in April last year, stated in the letter that the PTI leaders and activists were being targeted through the registration of multiple and successive criminal cases to keep them behind bars. He termed this a “tactic of abuse and oppression”, which he said is being used all over the country. “Those bailed out by the courts in one or more cases are immediately booked in further case that purport to pertain to events several months in the past. Often several FIRs are registered against persons affiliated with the PTI with respect to the same event. The same persons are also implicated in successive FIRs with respect to different and unrelated events all across the country,” the letter read.

According to the ISPR statement, the COAS witnessed integrated fire and battle maneuvers of various elements, including Armour, Mechanized Infantry, Artillery, Air Defense, Anti-Tank Guided Missiles (ATGMs) duly supported by Pakistan Air Force (PAF) and Combat Aviation. The COAS was briefed about Field Exercise, aimed at enhancing professional skills at various tiers and battlefield procedures required to meet future challenges in operational environment. Later, COAS interacted with troops participating in the exercise. The COAS appreciated the training standards, operational preparedness and high morale of officers and troops. COAS directed troops to keep serving the nation with traditional zeal and passion under all circumstances. “We are cognizant of the challenges and with the support of the nation we are prepared to thwart any nefarious designs of the enemies of Pakistan”, COAS emphasized. “Pakistan Army is fully prepared to defend territorial integrity and sovereignty of Pakistan against all odds. Pakistan Armed Forces are focused on defending the frontiers of motherland against full spectrum of threat and with the support of the nation, Armed Forces will defeat the enemies of Pakistan, Insha Allah,” COAS concluded. US Vice President Kamala Harris has told Egyptian President Abdel Fattah al-Sisi that “under no circumstance, the United States will permit the forced relocation of Palestinians from Gaza or the West Bank”, Reuters reports. According to a White House statement on the meeting on the sidelines of the COP28 Conference in Dubai, Harris discussed with Sisi efforts for reconstruction, security, and governance in Gaza, stating that they “can only succeed if they are pursued in the context of a clear political horizon for the Palestinian people towards a state of their own led by a revitalised Palestinian Authority”. Israeli air strikes killed two Iranian Islamic Revolutionary Guard Corps (IRGC) officers and two pro-Hezbollah fighters when they hit sites belonging to the Lebanese group near Damascus, a war monitor has said, AFP reports. “Two Syrian fighters working with Hezbollah and two IRGC officers were killed in Israeli air strikes on Hezbollah sites near Sayyida Zeinab” south of Damascus, said Rami Abdel Rahman of the Syrian Observatory for Human Rights. “The two IRGC officers were the target of the Israelis. They struck immediately after the pair went into the Hezbollah site,” said the head of the Britainbased monitor, which has a network of sources inside Syria. Newly elected PTI Chairman Gohar Ali Khan has urged the Supreme Court to get the party’s rights back. Talking to the media after being elected the party chief on Saturday morning, the lawyer also requested the chief justice of Pakistan not to return his official vehicles. He further said that the people’s voices should be heard, adding that this time they would be. He added that he would fulfil his responsibilities as the successor of the PTI founder. Since 1960, no election has been scrutinised as much as the PTI’s, Khan maintained. He also reminded everyone that the Supreme Court had ordered to investigate the foreign funding of all political parties, while only the PTI’s were probed. Unopposed election as new PTI chairman Earlier, the PTI on Saturday elected Barrister Gohar Ali Khan as the new chairman in the intra-party elections held on the directives of the Election Commission of Pakistan (ECP). Gohar won the chairman’s position unopposed. Barrister Gohar, who was nominated by ex-PTI chief Imran Khan for the top slot a couple of days ago, submitted his nomination papers for the office of the party’s chairman. Omer Ayub Khan was elected as the party secretarygeneral — also unopposed. Babar, one of the founding members of PTI, had rejected the nomination of Barrister Gohar Ali Khan as a candidate for the party chairman’s slot, calling it “selection instead of an election”. In a press statement, Babar, who had filed the foreign funding case against the PTI, said the nomination of the new PTI chairman had raised serious questions about the transparency and credibility of the entire PTI intraparty election process. He said that a party that champions transparency and a level playing field in the national elections was shying away from allowing its workers a level playing field to elect its leadership without interference and manipulation. He said he would challenge the decision of the intra-party election, and also asked the Supreme Court to take notice. He denied the PTI chief election commissioner’s claims that he didn’t appear to file his nomination, saying he went to the PTI central secretariat in Islamabad himself with his associates. He said that when he asked the party representatives for nomination papers and voters list, they said they didn’t exist and that the whole exercise was mere formality to please the election commission. Meanwhile, PTI Election Commissioner Niazullah Niazi has said that a notification for the rest of the officebearers would be issued on Sunday. He further said the PTI president will also be elected as per the Constitution. He added that incumbent president, Pervaiz Elahi, was still part of a panel and had not been excluded from the poll. Merchandise exports sustained their upward trajectory for the third consecutive month in November, suggesting a potential turning point in the economic landscape. According to official data, export proceeds totaled $2.57 billion, reflecting a 7.66 percent increase compared to the same month last year, which saw $2.38 billion. However, there was a 4.39 percent month-on-month decrease in export proceeds. In the first five months of Fiscal Year 2024, goods exports rose by 1.93 percent, reaching $12.17 billion compared to $11.94 billion in the corresponding period of the previous year. The November surge in export proceeds implies a positive trend for the textile and clothing sectors, hinting at a
rebound from a year-long downturn. The full extent of this export resurgence is expected to unfold in the coming months. Preliminary reports indicate that the overall increase in export value was primarily driven by semi-finished goods in the textile sector, while exports of valueadded garments remained negative. Additionally, in the non-textile sector, unprecedented increases in export earnings were observed for food goods, particularly rice and beef. Despite the positive export trends, challenges persist in the textile industry. Over 1,600 textile units reportedly closed down during the previous government’s tenure. The current ministry has yet to announce a strategic framework to address issues such as regional competitive energy pricing, working capital support, speedy refund payments, enhanced market access, and product diversification.
On the import front, there was a notable decline of 13.47 percent in November, amounting to $4.46 billion compared to $5.15 billion in the same month last year. However, on a month-on-month basis, imports increased by 8.31 percent. The import bill for July-November FY24 fell by 17.32 percent to $21.55 billion, down from $26.06 billion in the corresponding period of the previous year. Notably, imports witnessed a significant drop of 31 percent in Fiscal Year 2023, totaling $55.29 billion compared to $80.13 billion in Fiscal Year 2022. The government has projected an import target of $58.69 billion for Fiscal Year 2024, representing an increase of $3.4 billion or 8.14 percent from the previous fiscal year. The trade deficit has shown improvement, narrowing by 33.59 percent to $9.37 billion in July-November FY24 from
$14.12 billion during the same months the previous year. In November alone, the trade deficit
contracted by 31.72 percent, amounting to $1.88 billion compared to $2.76 billion in the corresponding month last year.

ARETAKER Prime Minister (PM) Anwaarul Haq Kakar on Saturday called for immediate execution of the US$100 billion commitments for climate finance to ensure implementation of climate change actions by developing countries and mitigate the climate change impacts. “Such finance should not be at the cost of development finance nor add to the already high debt burden of the developing countries,” the prime minister said while delivering National Statement at the 28th Conference of Parties of the United Nations (COP28) here. He also called upon the developed countries to take the lead in raising global mitigation ambition commensurate with their economic standing and historical responsibility. and then help developing countries do the same. “We need to achieve global resilience through delivering an ambitious outcome in the form of a framework for global goal on adaptation with clear targets and indicators including regular monitoring of progress,” he said adding that at least half of climate finance must be allocated to adaptation. An Accountability Court (AC) in Lahore on Saturday reserved its judgement on a plea filed Advisor to Prime Minister Ahad Cheema seeking acquittal in assets beyond means reference. Accountability court judge Malik Ali Awan reserved the ruling which will be announced on December 8. Advisor to prime minister Cheema appeared before court in assets beyond means case. Advocate Waris Ali Janjua advanced arguments on behalf of National Accountability Bureau (NAB). Earlier, the NAB submitted a report in the court clearing way for his acquittal in the reference relating to assets beyond income. The report submitted on Saturday said that the Bureau has no objection to Ahad Cheema’s acquittal because all the assets correspond to income of Ahad Cheema. Later, the court reserved its verdict after hearing arguments which will be announced on December 8. The NAB Lahore had filed reference against Cheema for amassing assets beyond known sources of income while the advisor had filed an appeal seeking his acquittal in the case.

Despite a net decrease in fuel prices, cement despatches experienced a 2.12% decline in November 2023, with total despatches amounting to 3.924 million tons, down from 4.009 million tons in the same month of the last fiscal year. According to data from the All Pakistan Cement Manufacturers Association, local cement despatches in November 2023 were 3.262 million tons, reflecting a 15.53% decrease compared to November 2022. On the other hand, exports surged by an impressive 348.29%, reaching 662,374 tons from 147,757 tons in November 2022. In November 2023, North-based cement mills shipped 2.867 million tons, marking a 12.24% decline from November 2022, while South-based mills dispatched 1.057 million tons, a
increase compared to the same period last year. Exports from North increased by 32.76%, contributing to a total increase of 3.14% in despatches. South-based mills domestically dispatched 2.851 million tons during July-November 2023, showing a 2.26% increase over the same period last fiscal year. Exports from the South increased by 142.01%, resulting in a total despatch increase of 39.30%. A spokesperson from the All Pakistan Cement Manufacturers Association expressed concern about the unilateral implementation of the axle load regime, effective from November 1, 2023. These regulations were introduced back in 2000, however the government has struggled to implement them over the years. Experts claim that these regulations mitigate the risk of highway accidents and deterioration. The Association suggests a phased implementation over the next two to three years to mitigate potential inflationary pressures and a shortage of trucks, which could disrupt market supply and impact exports.

Shockingly, despite passing more than one years to the submission of a complaint of Syed Manzoor Hussain Shah Kazmi, chairman Anti-Corruption Cell, Labour Unity of Islamabad Electric Supply Company (CBA) regarding corruption and misuse of authority done by the officials of Islamabad Electric Supply Company (IESCO) in a repair of an approach road in Rajjar area of Jhelum and construction of a boundary wall of a grid station in the federal capital with DG FIA, the FIA Anti-Corruption Circle, Islamabad has so far not completed the enquiry. He said the critical concern for the developing countries like Pakistan is the recurring natural disasters and consequent adaptation needs in the impacted sectors of water, agriculture, urban resilience, natural capital and human health. The Prime Minister stressed that finance is and will always be the key enabler for climate action. He pointed out that financial needs of developing countries are far more than the unfulfilled one hundred billion dollar pledge. They need six trillion dollars by 2030. Adaptation needs alone are 387 billion dollar per year till 2030. With current adaptation finance estimated at around 21 billion dollar, there is a yawning gap. He said that the developed countries should be obligated to urgently rectify shortfalls in their finance commitments under the Paris agreement. He noted that unlocking scaled up and improved financial support will enable developing countries to contribute in bridging the implementation gaps in their mitigation and adaptation actions. The Prime Minister said that developing countries must be provided with capacity building support to develop appropriate instruments and projects for mitigation and adaptation. He said it is time to harness the capacity of private sector for climate action.
FIA ACC Islamabad has now submitted its initial findings, progress/report of the on-going enquiry against the officials of IESCO for alleged corruption and misuse of authority. Quoting FIA report/comments, sources said that the petitioner, Syed Manzoor Hussain who is a former employ of IESCO, had earlier field a complaint with the allegation of misuse of power, misappropriation of public funds by IESCO officers in bogus /managed tendering process for Tender No. NCB 14 dated 18th August 2022 for special repair of an approach road at Rajjar Grid Station situated at Rajjar, Jhelum. Syed Manzoor Shah, in its application, further alleged that construction of a retaining wall (of Grid Station) at Sector I-10, Islamabad by using low quality material that resulted in cracks in building. Executive Engineer started dismantling wall without any authority and started making new wall without tendering process under emergency rule 2(g) of PPRA and thus officials of IESCO has caused huge loss to public exchequer for their personal
gains. As per FIA report/comments, the complaint of Syed Manzoor Hussain Shah dated 22-06-202 was initially merged clubbed in enquiry No. 326/2020 which was already under probe at FIA/ACC Islamabad against IESCO officials on complaint of a different complainant based on different allegations. On 16-02-2023, Enquiry Officer of the Enquiry No. 326/2022 put s note on file with stating that “Whereas this instant complaint is related to a separate and distinct matter pertaining to misappropriation by IESCO officials in civil works carried out by IESCO in various Grid Stations. Furthermore, complaint is lodged by a different complainant i-e Syed Manzoor Hussain Shah. His earlier applications on the same matter was erroneously merged in RE 326/2020. It is thus requested that a separate enquiry may kindly be registered for allegation levelled in this instant complaint.” Resultantly on these recommendations of the enquiry officer, a separate enquiry was registered in PS FIA/ACC ISB with the enquiry No.
41/2023 on 27-02-2023 and the same was entrusted to Rizwan Mehdi, Assistant Director/EO. Following steps have been taken during enquiry proceedings: Complainant was called and his statement was recorded. Letters were issued to concerned department i-e IESCO for provision of record. Partial record has been received from concerned department and they have sought time for provision of remaining record. Notices were issued under section 160 Cr.P.C to alleged person and their statements were recorded. A letter has been written to DG PAK PWD for nomination of focal person for technical assistance in the matter. In the light of above-mentioned facts/circumstances, it is submitted that enquiry is in progress and same will be concluded on merit in due course of time after receipt of complete record and subsequent technical inspection by PWD expert, said FIA report/comments. In view of the above-mentioned facts, it is respectfully prayed that the instant writ petition may graciously be dismissed being devoid of any merit.

Former prime minister Shahid Khaqan Abbasi on Saturday said the perception that PML-N supremo Nawaz Sharif should do away with the perception that he is a ladla (favourite). In an interview, Abbasi said that the perception and PML-N being considered the ‘favoured party’ is making elections contentious. He emphasized the need for the military, judiciary, and politicians to chart a clear course before elections, otherwise the country will not achieve stability. The former premier maintained that postponing elections would not be in the country’s interest. Referring to PTI chief Imran Khan, Abbasi cautioned against any forced disqualification based on unfounded accusations, stating that such a decision would be rejected by both the people and history. Critiquing the PML-N, Abbasi remarked that the party has strayed from the narrative of respecting the vote, now engaging in power politics that he believes will exacerbate the country’s challenges. According to him, no single party or coalition government can singularly address the country’s issues, predicting that the next government will likely be a coalition due to the inability of any party to secure a simple majority in the general elections.

The Dadocha Dam would help overcome water shortage in Rawalpindi and would supply 35 million gallons of water per day to the garrison city after completion. Caretaker Chief Minister Punjab Mohsin Naqvi yesterday laid foundation stone of Dadocha Dam to provide water to the residents of Rawalpindi. Water scarcity has become a global problem and different countries are considering different ways to meet the shortage. Pakistan is also one of the countries suffering from the water crisis. Due to negligence in the construction of dams, per capita availability of water here has decreased four times during the last 50 years. Due to the shortage of dams, millions of cusecs rainwater is wasted every year or causing floods, he added. The government of Punjab is giving priority to the problem of water scarcity and is paying special attention to the construction of small dams, he said and informed that the approved cost of the dam being built in Dadocha village near Rawat Industrial Estate was Rs6492 million, which would now be estimated again. HE Punjab Counter-Terrorism Department (CTD) on Saturday claimed to have arrested 14 suspected terrorists having link with banned outfits. The arrests were made during intelligence-based operations (IBOs) carried out in different cities of the province. In a statement issued on Saturday, the CTD said it conducted 147 intelligencebased operations in Sahiwal, Lahore,
Gujrat, Gujrawala, Faisalabad and “foiled a major terror plot”. It said that 147 suspects were interrogated and 14 alleged terrorists were arrested during the IBOs. According to the CTD, the alleged terrorists belonged to banned organisations – Tehreek-i-Taliban Pakistan and Jamaatul Ahrar. The statement further said that hand grenades, improvised explosive devices, detonators, primer cords and pamphlets of banned organisations were recovered from possession of the
suspected terrorists. The police have registered cases against them and shifted them to an “unknown location”, it added. This week, 588 combing operations were conducted in various parts of the province, resulting in the arrest of 79 suspects, the statement added. Earlier to this, the Counter-Terrorism Department (CTD) claimed to have arrested seven terrorists, including a commander of banned Tehreek-e-Taliban Pakistan (TTP), in intelligence-based operations (IBOs) across Punjab.

Another robbery incident was reported from Karachi, where the culprits in ‘police uniform’ looted multiple houses in Gulshan-e-Maymar area, on Saturday. According to the statement of a victim family, the robbers dressed as Sindh police officers along with plainclothesmen entered the house and took away all the valuables including gold, jewelry, cellphones, and cash. After ransacking one residence, the robbers in police uniform targeted another house and made off with CCTV footage and valuables. After the incident was reported, the crime scene unit of the Karachi Police, and Rangers’ officials reached the scene to further investigate the incident. Last month, Karachi police arrested two accused criminals from Surjani Town, who reportedly robbed people in
the guise of police officials in the metropolis. As per Senior Superintendent of Police (SSP) Mehroz Ali’s statement, the arrested individuals allegedly belonged to a six-member robber gang, that robbed the people in the guise of police officers late at night. During the investigation, the arrested individuals, identified as Arbaz and Junaid, confessed to being involved in robbing several houses in the metropolis. The accused used to enter the houses at 4 am late in the night, tied up the family members, and left after looting the valuables from the house. During the raid the police arrested the two suspects, leading to the recovery of a pistol, mobile phone, jewelry, stolen LCD, DVR, cash, and other valuables from their possession. SSP further stated that a total of nine cases have been registered against the arrested criminals in Surjani town police station.

The Anti-Terrorism Court (ATC) on Saturday approved the bail of Tehreek-e-Insaf (PTI) activist Sanam Javed in a police attack case outside Zaman Park. According to the details, the ATC approved the bail plea of PTI activist Sanam Javed and directed her to submit a bail bond of Rs 200,000. Sanam Javed’s lawyer in the court stated that after getting bail in one case, the police arrested Sanam Javed in another case. The lawyer requested the court to grant bail to Sanam Javed. It is pertinent to mention here that the PTI activist was arrested in a race-course police station case.
The retake of the National Medical and Dental College Admission Test (MDCAT) examination became controversial after the question paper leaked on social media. Sindh caretaker Health Minister Saad Khalid, however, dismissed the reports regarding leakage of MDCAT retake question paper. Meanwhile, reports confirmed that the paper was leaked on social media just 12 hours before the retake. However, a female student participated in the recent
MDCAT exam experienced a challenge as she was initially marked as failed on the test portal, despite receiving an email from the relevant authorities, confirming her success in the exam. Earlier, Health Minister Saad Khalid had confirmed findings of an investigation committee, which unequivocally established that the MDCAT 2023 paper was indeed leaked. “We have decided to reconduct the examination after seeing the report,” he added. The minister informed that he has recommended to handover the responsibility for overseeing the inquiry to the Federal Investigation Agency (FIA).

PML-N ticket committee has suggested seat adjustment instead of an alliance with the PML-Q in upcoming general election, sources said on Saturday. “The party committee has advised the leadership for adjustment on some seats with the PML-Q,” party sources said. The report has been prepared after preliminary interviews of the PML-N tickets aspirants. The ticket committee has suggested adjustment on one or two seats with Chaudhry Shujaat led PML-Q. Sources said that the seat adjustment with Chaudhry Wajahat and Hussain Elahi has also been opposed. “National Assembly seat of Gujrat city with Salik Hussain can be adjusted,” according to sources.
The committee has recommended allotment of the PML-N ticket to Nawabzada Ghazanfar Gul in Chaudhry Wajahat’s constituency. The party body has also backed PML-N’s Haji Nasir on the MPA seat instead of Shafay Hussain. According to sources, PML-Q’s Tariq Bashir Cheema also aspires seat adjustment with the PMLN from Bahawalpur. Sources said that PTI’s Pervaiz Elahi or a family member will contest election against Salik Hussain. PML-N supremo Nawaz Sharif will take final decision over the party’s alliance or seat adjustment with the PML-Q. It is to be mentioned here that the first session of the PMLN parliamentary board co-chaired by Nawaz Sharif and Shehbaz Sharif has been underway at the party’s central secretariat in Lahore.

PPP Chairman Bilawal Bhutto Zardari on Saturday urged PML-N supremo Mian Nawaz Sharif to contest the upcoming general elections on the strength of his own ideology and mandate and shun the support of the “administration”. Last month, the Election Commission of Pakistan (ECP) and President Arif Alvi had agreed on February 8, 2024 as the date for polls. In the run-up to polls, the rivalry between the Nawaz-led PML-N and the PPP resurfaced after the latter alleged that the former has a secret alliance with the current caretaker setup. Bilawal again targeted Nawaz during a press conference in Quetta today, saying: “We want to work together with everyone but side-by-side I am in an election campaign. I will not run my election campaign by saying ‘Imran Khan or Nawaz Sharif for prime minister,’ … I have ideological differences, they and I have our separate history and I will follow my ideology and manifesto during the election. “It is my demand from Mian sahib, too. that he should contest the elections on [the strength and basis] of his
ideology and mandate instead of the administration.” He urged Nawaz to ensure that the ballot was accorded its due respect instead of “getting it insulted” as it would be better for “him, me and the country”. Without naming anyone, he also criticised the establishment, saying: “It is not possible that the entire Pakistan is told in 2018 that ‘Khan is your messiah and you have to only support him because the rest are bad.’ Then in 2023, someone else arrives and [the narrative changes to] ‘he is the angel while the rest are bad.’” Bilawal warned that if the PML-N were to come to power, it would continue pursuing “politics of revenge

China has supplied Pakistan with 25 weather detectors valued at $1 million to establish a very low frequency (VLF/VF) lightning network. The primary aim is to enhance the lightning warning capabilities of the Pakistan Meteorological Department (PMD) and mitigate the impact of lightning-related disasters on both lives and properties. Zahid Rafi, Director of the Seismology Division at PMD told Gwadar Pro that these detectors are deployable across various regions in Pakistan where lightning poses a threat to life and property. “This contribution from China is a valuable gift that Pakistan will be utilizing for the first time. The collaboration underscores the importance of Sino-Pak partnership in bolstering preparedness and response capabilities,” he added. Regarding the detectors, an MoU was signed between PMD and the Institute of Electrical Engineering of the Chinese Academy of Sciences (IEECAS) in September 2023 in Beijing.Sahibzad Khan, Director General PMD while leading a fourmember delegation held a detailed discussion with Dr. Yaohua Li, Director, IEECAS-led delegation to initiate and promote the establishment of a VLF/LF lightening detection network in Pakistan to improve the lightning warning capability of PMD and to reduce the casualties and property losses caused by lightning disasters.“This is the first phase of the implementation of the MoU,” said Zahid Rafi.

Mardan District and Sessions Courts Judge Mohammad Zaib granted bail to Asad Qaiser against surety bonds worth Rs100,000. Pakistan Tehreek-e-Insaf (PTI) leader Asad Qaiser was re-arrested by Charsadda police on November 24. Police arrested former Speaker of the National Assembly Asad in a vandalism case and took him to Charsadda under strict security measures. Earlier, an anti-corruption court in Abbottabad granted bail to Pakistan Tehreek-e-Insaf (PTI) leader Asad Qaiser in a corruption case. Qaiser, who is accused of corruption in the procurement of equipment for Gajju Khan Medical College, was arrested from Bani Gala, Islamabad, on Nov 3. The ACE booked Mr Qaiser over his alleged corruption in the purchase of medical equipment for Swabi’s Gajju Khan Medical College.

HE Pakistan Tehrik Insaf has held intra-party polls as commanded by the Election Commission of Pakistan, and thus has retained the right to remain registered, and thus the right to distribute the party symbol, the bat. Instead, Barrister Gohar Ali Khan has been elected, and thus there is one free person available who can issue tickets. The other authorized official, Secretary General Umar Ayub Khan, was re-elected, having managed to file his nomination papers for unopposed election even though he is still avoiding arrest. Even if he is not taken into custody by the time tickets have to be issued, getting him to sign the requisite letter to the Returning Officer would be a logistical nightmare. At least there is someone who can sign tickets in time. This does not have impacted the provincial presidents, for all four were elected unopposed, and all are presently behind bars for involvement in the May 9 incidents. That is another weakness of the party, and not just because the PTI will be deprived of their input while determining the best candidates, The PTI lost a large number of officebearers because of the Ma9 attacks, while even more had to go underground. Apart from the loss of their organizing abilities, the party may also find itself deprived of them as candidates. The party has found itself turning to lawyers for more and more functions, and is now likely going to turn towards them for accepting tickets. Instead of the ‘electables’ who flocked to the party in 2018, the PTI is in the awkward position of finding that its ticket is being avoided, because of the pressure that be brought upon whoever accepts it. Though the PTI has conducted intra-party elections, it does not look like a party which is ready to go into a general election, even though it is at least three months off. It is seeming increasingly likely that polling day, scheduled for February 8, will see Mr Khan behind bars, with the trials of the various cases against him still proceeding, though some cases may have bee decided by then. That means the PTI will not be able to avail his undoubted votegetting ability. Unfortunately for the PTI, Barrister Gohar cannot replace him in that.

N December 3, the world observes the International Day of Persons with Disabilities, a day that aims to promote the rights and well-being of persons with disabilities in all spheres of society and development. The theme for this year is "Access to Information – Saving lives, Building Trust, Bringing Hope!", which highlights the importance of ensuring that persons with disabilities have equal access to information and communication technologies, especially during the covid-19 pandemic and beyond. According to the United Nations, there are an estimated one billion people living with disabilities worldwide, facing many barriers to inclusion in many key aspects of society. In Pakistan, the situation of persons with disabilities is even more challenging, as they face multiple forms of discrimination, stigma, poverty, and exclusion. According to the Pakistan Bureau of Statistics, 31 million people are experiencing disabilities, while NADRA’s records suggest that there are only 371,000 individuals with disabilities in Pakistan. According to the 2017 census, only 0.48 percent of the population had a disability in Pakistan, while the UNDP has estimated that nearly 6.2 percent of the Pakistanis have some form of disability. The Census data reveals that 55.7 percent of disabled people are found in Punjab, followed by 28.4 percent in Sindh, 11.1 percent in KP, 4.5 percent in Balochistan, and 0.3 percent in Islamabad. The low and inconsistent figures indicate the lack of reliable data and the underreporting of disability in Pakistan, which hampers the effective planning and implementation of policies and programs for the empowerment of persons with disabilities. Moreover, the existing legal and institutional framework for the protection and promotion of the rights of persons with disabilities is inadequate and fragmented, as it does not conform to the standards and principles of the United Nations Convention on the Rights of Persons with Disabilities (CRPD), which Pakistan ratified in 2011. However, some positive steps have been taken by the provincial governments, especially by the Sindh government, to address the issues and challenges faced by persons with disabilities in the province. In 2018, the Sindh government enacted the Sindh Empowerment of Persons with Disabilities Act, which aims to give effect to the CRPD and to ensure the full and effective inclusion of persons with disabilities in the community. Pakistan also strongly supports the Global Development Initiative, a similar Initiative aimed at expediting the process of achieving Sustainable Development Goals (SDGS), 2030, and the Global Security Initiative. In Africa and the Middle East, the GSI has been used in a variety of foreign policy and diplomatic initiatives. Moreover, Gulf governments consider the GSI as well aligned with their security views, hence it will likely receive support from different parts of the Gulf region. However, despite this initial enthusiasm, the GSI will face significant challenges in the actual implementation. It is essential to comprehend the actual capacity of China to implement the GSI as it appears to function more as a rhetorical tool to promote Chinese perspectives on global security governance than as a concrete strategy for establishing a Chinese world order within a realistic framework of China's role as a participant in international security. It is believed that the GSI actually lacks the necessary regulatory tools to carry out Xi's aspirational policy objectives, it also needs to economic entities in addition to security measures. The transition of the Global Security Initiative from rhetoric to reality is still in progress, although China has presented numerous rebranding frameworks to other countries, but few have advanced beyond Beijing's merely nominal endorsement, raising doubts about this initiative's chances of taking off. Therefore, it is crucial to track the progress of Global Security Initiative over the coming years and how it relates to China's larger objectives of reforming global governance. It is also imperative to take into account the practical limitations that will be placed on China when analysing its motivations. Eventually, for the GSI, process is as important as results and even if the most specialized components of GSI results in few concrete policy outcomes, the overall initiative will still foster a friendly international network

Bangladesh’s IMO vice-presidency a major development

HE International Maritime Organization (IMO) encourages governments to work together to regulate shipping involved in international trade and to adopt the highest standards that are practical in terms of maritime safety, navigation efficiency, and the prevention and control of marine pollution from ships. The International Maritime Organization (IMO), the United Nations agency tasked with creating and approving policies to enhance maritime safety and security and to stop ship pollution, is crucial to achieving the objectives outlined in Sustainable Development Goal (SDG) 14 of the UN: Seas, oceans, and marine resources should be preserved and used responsibly for sustainable development. In this context, Bangladesh was chosen to serve as the 33rd Assembly of the International Maritime Organization's (IMO) First Vice-President. Saida Muna Tasnim is Bangladesh's Permanent Representative to the IMO and High Commissioner to the United Kingdom. By the votes of the representatives of the member states present at the meeting on November 27, she was chosen to the significant position of Vice-President of the Assembly. This is the first time Bangladesh has ever been voted to one of the highest positions of the prestigious IMO General Assembly of 175 member states that meets biennially in London to adopt all regulatory, financial, legal, and technical co-operation decisions of the global maritime industry and government. The top-level specialized agency of the United Nations is called the International Maritime Organization (IMO). The IMO was founded by a treaty that was approved in Geneva on 6 March 1948, and went into effect on 17 March 1958. Originally known as the International
Maritime Consultative Organization (IMCO), the organization was founded in 1948. It became a specialized agency of the United Nations on 13 January 1959. In 1982, it changed its name to the International Maritime Organization. Bangladesh joined the IMO in 1976. The IMO is in charge of ensuring that shipping is safe and secure as well as preventing ship-related air and marine pollution globally. The activity of the IMO advances the Sustainable Development Goals of the UN. Bangladesh has never before been elected to the secondhighest position in the IMO, First Vice-President. The IMO General Assembly, which meets in London and is attended by 175 member states, and which makes decisions regarding all legal, financial, regulatory, and technical cooperation issues pertaining to the international maritime industry and governance. The Saudi Arabian Permanent Representative to the IMO, Prince Khalid bin Bandar Al Saud, assumed the role of President. It is noteworthy that Bangladesh has won an IMO election for the first time in recent memory. Bangladesh was not elected to the IMO Executive Council in 2021. It is in charge of ensuring that shipping is safe and secure as well as preventing ship-related air and marine pollution globally. The activity of the IMO advances the Sustainable Development Goals of the UN. For Bangladesh to make the transition to a green marine sector, the IMO and other important maritime partners must provide financial, technical, and knowledge assistance. It is admirable that Bangladesh has committed to ratifying the Hong Kong Convention by 2023. Bangladesh has already significantly contributed to global decarbonization by reducing, reusing, and recycling steel, making it the world's top ship recycling country. Bangladesh is presently cooperating with the IMO's SENSREC Project Phase-III for safe and ecologically responsible ship recycling. But the Bangladeshi government's timely international acknowledgment for its effective management of its maritime resources comes in the form of the vice-presidentship of the IMO. It also demonstrates the Bangladesh's government's commitment to assisting the
nation in developing a sustainable marine industry. The goal of the climate-friendly government of Bangladesh is to decarbonize the nation's maritime industry. For the most part, this is in line with the IMO's 2050 GHG reduction plan. Citing many studies, including an UNCTAD study, one large ship recycling nation, by itself, contributes considerably to the decarbonization of the marine sector by reducing carbon dioxide emissions by about 2000 kg every metric ton of recycled steel. In order to promote innovative technology for green shipping to Bangladesh's public and commercial shipping sectors, the IMO should launch a pilot project in that nation. recent indictment from the United States Department of Justice has alleged an Indian security official was involved in attempting to assassinate a U.S. and Canadian citizen in New York. The alleged target, Gurpatwant Singh Pannun, is a leader in the Sikh separatist movement and has been involved in organising referendums for the establishment of Khalistan, a proposed independent Sikh state in northern India. The indictment also states that there is a link between the foiled attempt to kill Pannun and the murder of Canadian Khalistani leader Hardeep Singh Nijjar in Surrey, British Columbia, earlier this year. The Indian government said it was investigating the allegations, and had established a committee to “address the security concerns highlighted by the US government”. This announcement by the US could have potential ramifications for Indian politics, both at home and abroad. However, it is unlikely to have any significant impact on next year’s general elections, when Prime Minister Narendra Modi will be seeking his third term in office. STRONGMAN IMAGE Canadian allegations against India had handed Modi an excellent political platform for the next general elections. It sent a clear message that India’s government would, under no circumstances, tolerate any threats to the country. India’s foreign policy has become more muscular under Modi; and that’s a strategy that resonates with his supporters. His landslide victory in 2019 had a lot to do with support for India’s “surgical strikes” in Pakistan’s Azad Kashmir in 2016 in response to an attack that killed 19 Indian soldiers. Following Canada’s allegations of Indian involvement in Nijjar’s killing, the Modi government was once again able to successfully generate a narrative against Canada in general and the Liberal party in particular. India’s narrative consists of four parts: *Canada is a safe haven for terrorists, extremism and organised crime, and there is a nexus between Indo-Canadian gangsters and Sikh separatists working with Pakistan’s intelligence agency. *The Canadian government has consistently ignored repeated requests from India to take actions against Khalistani “terrorists” operating on Canadian soil. *Prime Minister Justin Trudeau’s government is pandering to the large Sikh diaspora in Canada. *The Liberal minority government is dependent on support from the New Democratic Party leader, Jagmeet Singh, a Sikh supposedly sympathetic to the Khalistani cause. Indian news media and politicians have repeated the official discourse constantly for weeks. While India was quick to dismiss Canadian allegations, it has adopted a much more cautious approach to the US indictment. India has much to lose by alienating the Biden administration as
both countries have invested a great deal in enhancing Indo-US relations and making India a central ally in America’s Indo-Pacific strategy. Meanwhile, Indo-Canadian relations have been chilly since 2015, largely due to Khalistan activity in Canada. Moreover, annual trade between India and Canada is worth about $12 billion while trade with the US is worth $192 billion. In short, India has much more to lose by alienating the US than it does by taking a hard line with Canada. FURTHERING AUTHORITARIANISM On the surface it might appear that news of the US indictment could fracture India’s muscular foreign policy. However, this episode is unlikely to have much impact on India’s domestic politics. Modi remains popular with an approval rating of 78%. He is credited, among other things, with India’s emergence as a global power, with his effective handling of border issues with China, for taking on Pakistan and with the success of the country’s space programme. The 26-party opposition coalition, Indian National Developmental Inclusive Alliance (INDIA), is unlikely to challenge Modi on this particular issue. The national defense narrative is a strong one, and India’s territorial integrity is a sacrosanct issue for all political parties. However, among some minority communities, Muslims and Sikhs, both at home and abroad, revelations of assassination plots could raise serious concerns. The Modi government’s aggressive pursuit of a Hindu nationalist agenda, its repression of minorities and control over dissent have become more entrenched. India’s parliament is in the process of amending its sedition laws. If the changes are passed, endangering the unity and integrity of the country could result in life-term imprisonment. These proposed changes to the already harsh and draconian penal code will only further criminalise dissent. The Modi government is ensuring that dissenting voices, particularly those of minority communities, completely disappear from Indian democracy. AMPLIFYING KHALISTAN MOVEMENT India’s campaign of global repression of Sikh separatists could have the effect of unifying the Sikh diaspora. It was in 2018 that Pannun came up with the idea of holding a non-binding referendums to mobilize the global Sikh community. That year, Sikh activists announced their campaign for holding referendums starting in 2021 across multiple cities. The first referendum took place in London on October 31, 2021, followed by eight more referendums during 2022 and 2023 in the cities of Leeds and Luton (United Kingdom), Geneva (Switzerland), Brampton, Mississauga and Surrey (Canada), Melbourne (Australia), and Brescia (Italy). Pannun announced plans for referendums in Punjab and the US, and for another round of voting in Canadian cities. In October, following Trudeau’s announcement of credible allegations against the Indian government, thousands of voters turned out to participate in a referendum in Surrey, BC, some coming from as far as the cities of Edmonton and Calgary. While only a small minority of the Sikh diaspora is thought to support creating a separate Sikh state, the majority were likely registering their disapproval of India and its repression of minorities. Memory of the 1984 anti-Sikh riots in the wake of Indira Gandhi’s assassination which left thousands dead remains very much alive within the entire Sikh community to this day. But Khalistani referendum politics relies heavily on images depicting so-called “martyrs” (separatists killed by India) and Indian diplomats as the assassins of Sikh activists. The desecration of Hindu temples also has the potential to create division within the Indian Hindu and Sikh diasporas. Canadian Liberal MP Chandra Arya has accused Khalistan supporters of targetting Hindu temples. As more information comes out, the Canadian government will need to carefully manage its relations with India and the relationship between diasporic communities here. The term "blue economy" refers to a marine resource-based economy, the fundamental idea of which is to ensure that seawater and a nation's organic and inorganic resources are used to the greatest extent possible at the lowest possible cost to the economy. For a very long time, the Sunil economy has made contributions to the global economy. The blue economy in Bangladesh has a lot of promise. Following the resolution of the maritime boundary dispute between Bangladesh, Myanmar, and India between 2012 and 2014, the outcome favored Bangladesh. Bangladesh's marine area grew by 30 percent as a consequence. The outcome is an additional 118,813 square kilometres of marine space for the nation. This significantly raises its maritime potential. Bangladesh's tourism, marine fishing, commerce, exploration of natural resources, and energy potential all grow as a consequence. There is no other way to concentrate on preventing environmental pollution, combating climate change, and protecting biodiversity but to take advantage of the enormous potential of the Bay of Bengal. From an environmental perspective, places that are in critical condition should be the focus of monitoring systems that are established. Both private monitoring and international collaboration are necessary to protect the ecosystem in the coastal area of the Bay of Bengal. N the last few years, we have seen a worldwide pandemic, geopolitical conflicts, supply chain disruptions, and the weaponization of non-traditional aspects of the economy, especially the digital economy. The weaponization of banking systems and digital platforms, systematic cyberattacks, and surveillance using telecommunications hardware has pushed states’ digital policymakers and national security leaders to establish a de-risking strategy in order to regain sovereignty over the digital realm. What we mean by ‘de-risking strategy’ is developing trust-based partnerships where economic interests, historical linkages, shared values, and the competitive strengths of partners help them secure a resilient domestic digital economy. In these partnerships, we define trust in a broader sense, allowing states to pursue their national interests while ensuring economic security. In our paradigm, the states would pursue these partnerships to balance their immediate economic needs, build on historical linkages to deepen their relationships, disassociate gradually with states where a value conflict exists, and compete on their manufacturing and trade capabilities. Another way for states to carve out a sovereign digital future would be for them to build on the foundations of historical relationships. We are also looking at developments where states deepen their historical partnerships in new areas to diversify their trade baskets. India and Russia have had strong nuclear, space, and defense ties; however, we now witness enthusiastic conversations on cooperation in IT, cybersecurity, and smart cities between Indian and Russian counterparts. Early this year, the 12th meeting of the Russian-Indian Working Group on Science and Technology explored synergies in biotechnology, artificial intelligence, quantum technologies, cyber-physical systems, oceanography, medical sciences, and fundamental and applied physics. In the 2000s, economic growth, individual freedom, and global connectivity were states’ primary national priorities. Economic growth and connectivity incentivised states to open their economies to multinational corporations. States allowed the big technology platforms to set the norms of engagement in the digital world. Soon, there was a realisation that these platforms operated without accountability to local laws. Malicious actors used these platforms to spread disinformation and manipulate public opinion. Unfortunately, these platforms were deployed by states and non-state actors to achieve their geopolitical ambitions. There have been rising instances of cyberattacks on businesses, government websites, and healthcare establishments. Rising cases of breaches of data privacy through the use of social media platforms have pushed governments to enforce strict data privacy and localisation laws. If technology platforms are in constant conflict with states’ values, such as the rule of law and democratic accountability, then we are looking at a future
where systematic restrictions are placed on these technology platforms being able to operate from the respective states’ jurisdictions. States fear overt dependence on foreign technology for economic growth as it gives asymmetrical power to other states to weaponise this when relations are not on a strong footing. Besides sheer economic contingency, historical linkages, and shared values, we observe that states are bringing their combined competitive strengths to the table using multilateral institutional frameworks. The digital world has no recognised borders, and therefore, it is difficult to establish responsibility for the behavior of a particular bad actor. The New Delhi G20 Declaration paved the way for countries to accept the One Future Alliance to equip the Low and Low Middle Income Countries (LMICs) to develop frameworks and strategies to pave their digital futures without any sovereignty risks. In addition, there was an emphasis on agreeing to principles that would govern the responsible deployment of AI for the common good and empower small businesses and farming communities. The Indian model of digital public infrastructure (DPI) provides agency to states to pursue the best of private innovation and public accountability. Unlike the private technology platforms, the Indian DPI utilities build using open source architecture in the critical domains of digital identity, payments, banking, and health to ensure that personal data is stored under an established authority. Access to this data is granted with consent from users using a techno-legal approach of Data Empowerment and Protection Architecture (DEPA), which ensures citizens’ own data is protected by laws and that at the same time, data is made available via anonymised and encrypted technologies to private businesses in a cost-effective manner to build innovative models. DPI with DEPA has helped India to balance sovereignty risks and business innovation interests. India has offered this deployment strategy as a global public good to LMICs and developed nations at multilateral and bilateral engagements. In conclusion, a de-risking strategy is a complex and multifaceted approach that seeks to balance the benefits of self-reliance and interconnectedness. It requires systematic planning, sustainable investment, and international cooperation to navigate the challenges and uncertainties of the digital age while safeguarding national interests. At no point do we consider that a de-risking strategy would lead to digital autarky, as this would go against states’ economic interests and historical partnerships. The de-risking approach follows the classical international theory of managing and avoiding risks. Different states would pursue this differently. However, we do see a consensus in the developing world against the weaponisation of non-traditional security challenges, bringing the security dimension to the equation. States would see long-term national security threats as outweighing short-term economic interests and pursue some form of digital isolationism with a clear demand for technology-sharing agreements and local manufacturing capabilities. We hope this phase of the de-risking strategy is transitory, as states would utilize multilateral forums like BRICS+, the G20, and SCO to de-escalate these tensions and build on confidence-building measures to balance sovereignty concerns and avoid an AI-led digital arms race. This week, after an Indian national was charged with plotting to assassinate a Sikh separatist leader in the United States, commentators noted New Delhi’s response to its superpower ally and largest trading partner was “starkly different”. Indian foreign ministry spokesman Arindam Bagchi said it was a “matter of concern” and a special committee had been set up — a “pointer to how seriously” it is being taken, the Hindustan Times wrote in an editorial this week. But, despite New Delhi’s “starkly different” and “much more cooperative” reaction, journalist Shubhajit Roy feared it would “cast a shadow” on the key relations. “The depth of its strategic ties with the US give it some manoeuvring room,
but New Delhi has its task cut out,” Roy wrote in the Indian Express. For Prime Minister Narendra Modi — who revelled in centre-stage attention hosting G20 leaders in September — the assassination allegations threaten to puncture well-crafted efforts to burnish his image abroad. “It will create a greater wariness in dealing with Modi,” said Hartosh Singh Bal, executive editor at The Caravan magazine, suggesting the charges would result in a reduction of intelligence sharing with New Delhi. “What India stands accused of is rogue behaviour and it will leave allies unwilling to trust a leadership that is willing to act so,” he told AFP. While Washington has embraced India as an ally in the face of a rising China, accusations of murder plots threaten to throw the relationship off balance. “US officials must now grapple with the possibility that one of its most important strategic partners attempted an extrajudicial operation on US soil,” Michael Kugelman, director of the South Asia In-

A total of 44 Chinese and foreign enterprises have signed up to participate in the second China International Supply Chain Expo (CISCE) in 2024, according to the organizer of the event, China Council for the Promotion of International Trade (CCPIT). Companies that have signed up for the second CISCE include SAP, GE Healthcare, TCL, iFLYTEK and Sinopharm, which are all exhibitors at the ongoing first CISCE. Speaking at a signing ceremony on Friday, Zhang Shaogang, vice chairman of CCPIT, noted that the vast majority of exhibitors hoped to participate again in CISCE next year to further expand international supply chain cooperation as the effect of the first expo exceeded their expectations. Zhang said that the signing ceremony was both a positive response to the hope of enterprises and institutions that want to participate in the expo in the future, and a solemn commitment to continue to do a good job in hosting the event. The first CISCE has achieved the goals of connecting the upper, middle and lower reaches of supply chains, integrating large and small enterprises, coordinating industry-college-institute cooperation, and promoting interaction between Chinese and foreign enterprises, Zhang added. The CISCE is being held in Beijing from Tuesday to Saturday, with the theme of “Connecting the World for a Shared Future.” As the world’s first national-level supply chain expo, it is devoted to promoting industrial and supply chain collaboration. Over 500 Chinese and foreign enterprises and institutions from 55 countries and regions participated in the expo, with 26 percent being international exhibitors. Chinese Vice Premier Ding Xuexiang has called on the world to actively increase the proportion of renewable energy and accelerate green transformation in the global fight against climate change. Ding, also Chinese President Xi Jinping’s Special Representative, made the remarks Friday while addressing the World Climate Action Summit at the ongoing 2023 United Nations Climate Change Conference – COP28 in Dubai, the United Arab Emirates (UAE). More than 70,000 delegates from around the world have gathered in Dubai for the annual climate meeting scheduled from November 30 to December 12, where for the first time the world assesses how far off track it is to curb global warming. A UN report released in late November shows that countries’ current pledges would put the world on track for a temperature rise of 2.5 degrees Celsius – 2.9 degrees Celsius by the end of this century, leaving the central goal of the 2015 Paris Agreement – 1.5 degrees Celsius – out of reach. Ding stressed that mankind shares a common destiny in the face of the challenges from climate change, and all parties should strengthen their determination and capacity to jointly address it. He put forward a three-point proposal. The first is to practice multilateralism, adhere to the goals and principles set out in the United Nations Framework Convention on Climate Change and the Paris Agreement, enhance solidarity and cooperation, and achieve mutual benefit and win-win results. The second is to accelerate green transformation, actively increase the proportion of renewable energy, promote the clean, low-carbon and efficient use of traditional energy, and accelerate the formation of green and low-carbon production methods and lifestyles. The third is to strengthen action implementation and fully honor the existing commitments. In particular, developed countries should effectively increase financial, technological and capacity building support to developing countries to turn vision into reality. As a major responsible developing country, China stands ready to work with all parties to build a clean and beautiful world, he said. China’s efforts in combating climate change China has pledged to peak carbon emissions by 2030 and achieve carbon neutrality by 2060, incorporating carbon emission reduction goals into the overall planning of economic and social development. The 2023 annual report on China’s policies and actions to address climate change shows that the country’s carbon dioxide emissions per unit of GDP dropped by more than 51 percent in 2022 from its 2005 level. While carbon intensity in the economy drops fast, efforts on afforestation have also put the national forest coverage rate in China at 24.02 percent in 2022, increasing the ability to capture and store carbon. In addition, with total installed generation capacity of renewable energy reaching 1,213 gigawatts in 2022, China has become a global leader in utilizing green and low-carbon energy sources. The country has ranked first in the world for eight consecutive years in production and sales of new energy vehicles. By the end of June this year, the number of new energy vehicles nationwide reached 16.2 million. China, as a global leader in renewable energy expansion, is a powerhouse that has the ability to triple renewable power generation globally, COP28 President Sultan Ahmed Al Jaber told China’s Xinhua News Agency recently. “China is key in the decarbonization of the energy we use today,” he said, noting that more than threequarters of the world’s solar panels, around 60 percent of the world’s wind turbines, and three-quarters of the lithium-ion batteries on this planet come from China. OME 117 governments pledged to triple the world’s renewable energy capacity by 2030 at the U.N.’s COP28 climate summit on Saturday, as a route to cut the share of fossil fuels in the world’s energy production. The pledge was among a slew of COP28 announcements on Saturday aimed at decarbonizing the energy sector – source of around three-quarters of global greenhouse gas emissions – that included expanding nuclear power, cutting methane emissions, and choking off private finance for coal power. “This can and will help transition the world away from unabated coal,” said Sultan al-Jaber, the United Arab Emirates’ COP28 summit President. Led by the European Union, United States and UAE, the pledge also said tripling renewable energy would help remove CO2-emitting fossil fuels from the world’s energy system by 2050 at the latest. Backers on Saturday included Brazil, Nigeria, Australia, Japan, Canada, Chile and Barbados. While China and India have signalled support for tripling renewable energy by 2030, neither backed the overall pledge on Sat-
urday – which pairs the ramp-up in clean power with a reduction in fossil fuel use. Backers including the EU and UAE want the renewable energy pledge included in the final U.N. climate summit decision, to make it a global goal. That would require consensus among the nearly 200 countries present. The pledge, a draft of which was first reported by Reuters last month, also called for “the phase down of unabated coal power” and an end to the financing of new coal-fired power plants. It also included a target to double the global rate of energy efficiency by 2030. Bank deposits in Pakistan reached a historic high of Rs25.6 trillion by the end of June 2023, as reported in the annual statement released by the Deposit Protection Corporation (DPC) on Friday. According to the report, eligible deposits for protection under the DPC scheme experienced a net increase of Rs1.8 trillion, totaling Rs14 trillion, constituting 55 percent of the overall bank deposits at the end of June 2023.
Despite this surge, the report highlighted a year-on-year slowdown in deposit mobilization during the fiscal year 2023 compared to the previous fiscal year. The DPC, a subsidiary of the State Bank of Pakistan (SBP) responsible for providing deposit insurance, disclosed that the growth of deposits decelerated to 12 percent, down from 15 percent in the preceding year. As of June 30, the report indicated that 98.9 percent of total depositors in conventional banking and 98.7 percent in Islamic bank-
ing are eligible for deposit protection in case of a bank failure. Regarding value, 52 percent of conventional banking and 63 percent of Islamic banking deposits are eligible for deposit protection. Factors contributing to the increase in total deposits were attributed to a higher rate of return resulting from a tighter monetary policy stance and the expansion of banks’ branch networks. However, the report suggested that macroeconomic uncertainty, including inflationary pressures, and a slowdown in the inflow of foreign remittances by the Pakistani Diaspora might have contributed to the deceleration in deposit growth. The annual report covered various aspects of the financial sector, highlighting the winding down plan approved by the federal government for the SME Bank due to insufficient capital and liquidity. The State Bank of Pakistan proposed a plan to ensure that depositors are not adversely affected by the bank’s closure. Payouts to all SME Bank depositors were initiated based on the SBP’s proposed plan, aiming to maintain confidence in the banking system. The Chief Police Officer (CPO) highlighted that the FMC app is expected to reduce illegal imports and assist in preventing the buying and selling of stolen mobile phones. Mobile phone dealers are required to register through a form
on the app, ensuring that data on stolen or snatched phones is readily available. Through the FMC app, users engaging in mobile phone transactions will have their names, birthdates, identification cards, and seller's image securely stored. This additional layer of information is anticipated to enhance transparency and accountability in mobile phone transactions. Moreover, the collected data will be accessible not only to the Peshawar Police but also to the Control Room and relevant police stations through a dedicated app. This integrated approach aims to streamline efforts in combating mobile phone theft and illegal trade within the city. initiative comes in response to a increase in mobile phone thefts and related crimes in Peshawar over the past few months. HE NAB on Saturday filed a corruption reference in a Lahore accountability court against Pervaiz Elahi, his son and 11 others on charges of receiving Rs1.23 billion in bribes and kickbacks in connection with development projects in his home district of Gujrat. According to the National Accountability Bureau (NAB), the case involves allegations of misuse of authority and receiving kickbacks amounting to Rs1.230 billion. This high-profile case centers on 116 development projects in Gujrat, funded under Supplementary Grants for the fiscal year 2022-23. The total cost of these projects was estimated at Rs30.948 billion. However, investigation revealed that the accused, including Ch Pervaiz Elahi and his associates received substantial kickbacks and bribes from these projects. The inquiry, initiated by NAB Lahore, pointed out the alleged corrupt practices of Ch Pervaiz Elahi during his tenure as Chief Minister, along with his principal secretary Muhammad Khan
Bhatti, and various officers of the Punjab Highway Department. The NAB accused these individuals of sanctioning projects against rules, making advance payments without actual work, and thus, violating the law for personal gain. A detailed breakdown of the alleged kickbacks received by each accused person shows staggering amounts, with Ch Pervaiz Elahi and his son Moonis Elahi topping the list with a combined total of over Rs744 million. The list includes names and designations of all involved, with amounts ranging from millions to hundreds of millions. In a turn of events, Ashfaq Ahmed, a Sub-Engineer from Gujrat, confessed to involvement in the corruption and agreed to return Rs50 million through a plea bargain with NAB. Additionally, two key figures – Sohail Akram and Mahr Azmat Hayat, both former engineers, have turned approvers against the main accused, revealing further depths of the scandal. BACKGROUND OF THE CASE: The ex-chief minister was arrested in this case in August last, subsequently being granted bail by the court. The PTI president is, presently, facing several cases, including an FIA money laundering case and allegations of illegal appointments in the Punjab Assembly. Initially taken into custody on June 1 this year, the former Punjab CM has faced a series of releases and re-arrests, remaining in detention ever since. The legal challenges coincided with the state’s crackdown on the PTI that followed the violent May 9 protests that saw important government and military installations vandalised. The Special Court hearing Cypher case resumed hearing on Saturday in Adiala jail and both Imran Khan and Shah Mahmood Qureshi were present along with their family members and lawyers. As proceedings began in Adiala Jail, former foreign minister Shah Mahmood Qureshi questioned legitimacy of the act they were being tried under and maintained that even the president was oblivious to it. He urged the special court to summon President Arif Alvi to testify regarding changes to the Official Secrets Act. The cypher case pertains to a diplomatic document that the Federal Investigation Agency’s charge sheet alleges was never returned by Imran. The PTI has long held that the document contained a threat from the United States to oust Imran as prime minister. The then Premier Imran Khan had waved the document at a public rally in March last year, terming it evidence of a foreign conspiracy behind the no-confidence motion he faced at that time. The motion was carried a few weeks later and Imran’s government ended. Special Court Judge Abual Hasnat Zulqarnain presided over the hearing of the cypher case, which was attended by Bushra Bibi, Imran’s sisters, Qureshi’s daughter Mehr Bano and son Zain Qureshi. Questioning the ambiguity of the act, the former foreign minister asked the judge whether the trial was being conducted under the Official Secret Acts 1923 or 2023. Requesting the court to summon the president to take an oath on whether he approved the bill, he requested: “If not Imran Khan’s, at least conduct my trial outside the jail in the open court”. To this, the court responded that both cases are interlinked and therefore, cannot be separated. The former chairman of PTI informed the courtroom that as the prime minister, he had ordered an inquiry into this matter. “People involved in this case are quite powerful and efforts are being made to save them”, he claimed and added: “I fear no one but, Allah”. The watchdog said the “evidence collected and witnesses recorded in the case speak volumes of unlawful actions/misuse of authority with dishonest/illegal intent on the part of accused persons.” It further alleged that the accused persons allegedly “received kickbacks and commissions as illegal gains and possessed the crime proceeds into different bank accounts to create a financial layering”. In the reference, NAB Chairman LtGen (r) Nazir Ahmed said: “It would be proper and just to proceed further against the accused persons as there is sufficient incriminating material available on record to justify filing of reference against them.” The NAB has also called for a court trial for the suspects, urging “punishment” in accordance with the law.
The Khyber-Pakhtunkhwa (KP) government has secured $1.03 billion in foreign direct investment for the 470-megawatt Lower Spat Gah Hydro Power Project through a government-togovernment agreement with South Korea, as reported by the CEO of Pakhtunkhwa Energy Development Organisation (Pedo) to the National Electric Power Regulatory Authority (Nepra). Nepra conducted a public hearing to discuss the concurrence application submitted by LSG Hydro Power Limited, seeking approval and compliance with technical standards for the Lower Spat Gah Project. The proposal
includes determining the power purchaser at the tariff stage. Pedo CEO Naeem Khan, in a recent public hearing, stated that the K-P government would contribute 26 percent equity and has already signed an indicative term sheet with LSG Hydro Power, with the PC-I approval process underway. Highlighting the significance of the Lower Spat Gah Project, Khan emphasized its potential to bring economic stability to Upper Kohistan, currently one of the least developed districts in K-P. Upon debt repayment, the project is expected to produce electricity at Rs11.51 per kilowatthour, significantly lower than existing thermal power projects. Lower Spat Gah is part of a cascade project, with two upstream projects of over 600MW. The developed infrastructure will facilitate the harnessing of power from upstream projects at an even more economical rate.

Former federal minister and senior politician Muhammad Ali Durrani has said that Imran Khan has saved Pakistan Tehreek-e-Insaaf (PTI) from the ills of dynastic politics by nominating a well reputed person from the middle class. “Khan has defeated his rivals who are the custodians of dynastic politics in the country even before the general elections,” Durrani said while talking to Pakistan Today.
He said that Barrister Ali Gohar Khan’s nomination as chairman of the PTI has actually endorsed and opened the doors for reconciliation. Durrani, who also served as Federal Minister for Information, has recently proposed the formation of a national unity government, said that Barrister Gohar was highly educated, well-reputed lawyer and a noble person who hails from the middle class. Senator Durrani said that all leaders within the PTI and beyond
respect him. By entrusting the responsibility of the party chairman to a qualified individual, Imran Khan has initiated the process of making the party a political institution, he asserted. The former senator said that Imran Khan, by relinquishing the party position through the party pledge, has presented himself before the court for accountability. “In these circumstances, It is the responsibility of state institutions to ensure level playing field for candidates of the PT,” he said.

In response to a tepid interest from bidders, the government announced the successful award of exploration rights for six petroleum blocks, while four others failed to attract any bids despite a deadline extension. The Petroleum Division disclosed that a bid committee, led by the Director General Petroleum Concessions (DGPC), opened bids for onshore blocks to grant petroleum exploration rights. Out of the six blocks that received bids, United Energy Pakistan, a subsidiary of the Hong Konglisted United Energy Group, emerged as the highest bidder for two blocks (100 percent). The remaining four blocks were secured by local and predominantly state-run exploration and production companies. Pakistan Oilfields Ltd (PPL) led a joint venture with Oil & Gas Development Company Ltd (OGDCL) and Pakistan Petroleum Ltd (PPL), securing 40 percent, 30 percent, and 30 percent shares, respectively, in one of the blocks. OGDCL claimed two other blocks with 100 percent ownership, while another block was jointly acquired by operator PPL with a 70 percent stake and OGDCL holding the remaining 30 percent. The winning parties committed a total minimum investment of $23.25 million over three years for exploration activities. Additionally, successful companies are obligated to allocate over $540,000 for social welfare in the respective block areas. In the event of hydrocarbon discoveries, the exploration and production firms plan substantial investments, reaching several hundred million dollars, for commercial well development. The government had invited local and international exploration and production companies to bid for 10 exploration blocks in Sindh, Punjab, and Balochistan by November 15, with an extension granted until November 30. Despite this, four blocks failed to attract any bids, reflecting challenges such as the departure of foreign firms due to macroeconomic and security conditions. Similar low interest was observed in June when the government offered 18 blocks for bidding, receiving offers for only three. The exploration blocks covered six in Sindh, three in Balochistan, and one in Punjab. The four blocks that did not receive bids were in Punjab (Rachna-II), Sindh (Malir-II and Zamzama West), and Balochistan (Kalata North).

In a shocking incident on Saturday at 18:30 hours, a passenger bus bearing the registration No. BLN 4647 operated by K2 Trekkers, en-route from Ghizar district to Rawalpindi on the KKH Road near the Hodor area, fell victim to a horrifying attack by unidentified militants from the southern mountains. The bus, carrying passengers, faced an indiscriminate barrage of gunfire, resulting in the tragic loss of nine lives and injuring 25 passengers. According to initial reports, the victims and the wounded were swiftly transported to the RHQ Hospital in Chilas for urgent medical assistance. Locals recounted that the aftermath of the gunfire rendered the bus uncontrollable, hurtling down the mountainous terrain until it collided with a cargoladen truck bearing the registration number HNZ-136. The impact sparked a fierce fire on the truck, consuming its next section entirely. Tragically, the truck driver succumbed to the accident, losing his life in the process. The multiple gunshots targeting the bus left it in a state of chaos, exacerbated by the subsequent collision and fire. An official of the administration informed that five bodies were identified so far while three remained to be determined. He later confirmed that an injured person died later, bringing the toll to nine deaths. The officials informed that most of the people belong to all of Pakistan, including Kohistan, Peshawar, Ghizer, Chilas, Roundu, Skardu, Mansehra, Swabi and one or two people from Sindh.” Meanwhile, Diamer DC Captain (Rtd) Arif Ahmad confirmed the incident and said that two Pakistan Army soldiers were also martyred in the “cowardly act” while one personnel of the Special Protection Unit was injured as well. Diamer Superintendent of Police Sardar Shehryar said the first responders on the scene were police officers who moved the dead and the injured, adding that the truck which had collided with the bus was also on fire and its driver killed. “The rest of the cars there were secured and moved from there in the form of a convoy,” he said, adding that the location was secured as well to collect evidence. GB Chief Minister Haji Gulbar Khan condemned the “cowardly act of terrorism”, said a statement issued from his office. Authorities are currently engaged in a comprehensive investigation into this gruesome incident, aiming to identify the attackers and discern the motive behind this brazen act of violence on one of the region’s pivotal transportation routes. The affected families grieve the loss of their loved ones, and the community vehemently demands swift justice for this appalling assault on innocent travelers.
