ARETAKER Prime Minister Anwaarul Haq Kakar has said the terrorist attack on the Army Public School in Peshawar nine years ago strengthened the determination of the nation against terrorism. In his message on the anniversary of the APS tragedy, caretaker PM Kakar said nine years ago, the enemy unsuccessfully tried to undermine the morale of the nation in the war against terrorism. It was a tragedy that moistened the eyes of the whole world. He further said that the entire nation sympathised with the parents whose children rendered a great sacrifice in this tragedy. Principal of the Army Public School, Shaheed Tahira Qazi, and other teachers stood before the beasts as a rock wall to protect their students, and sacrificed their lives, he maintained. The prime minister said cowardly terrorists can never defeat this nation where fearless people like Shaheed
Tahira Qazi and Shaheed Aitzaz Hasan did not even care about their lives to save others. The nation had won the war on terrorism and foiled all the tactics of the enemy to spread mischief and chaos in the country. Kakar further said the entire nation was proud of its martyrs and their families. He said the nation was saddened by the memory of the Army Public School tragedy, but it was stronger than ever and united against this menace. Foreign Minister Jalil Abbas Jilani has addressed letters to the leadership of the United Nations, Organization of Islamic Cooperation (OIC) and the European Union (EU), inviting their attention to the illegality of the recent judgment by the Supreme Court of India on the status of Indian Illegally Occupied Jammu and Kashmir (IIOJK). In these letters, the Foreign Minister has underscored that under international law, domestic legislation and judicial verdicts cannot be invoked to determine the final status of an internationally-recognized disputed territory. The Foreign Minister has condemned the unlawful measures of the Indian authorities to consolidate their occupation of IIOJK and persistent suppression of the rights of the people of Jammu and Kashmir. India’s illegal and unilateral actions of 5 August 2019, and a series of subsequent steps, are aimed at altering the demographic structure and political landscape of IIOJK. The clear goal of these unlawful steps is to convert Kashmiris into a disempowered community in their own land. Foreign Minister Jilani has termed the recent judgment of the Supreme Court of India, a breach of international law and relevant UN Security Council resolutions, especially Resolution 122 (1957). This endorsement of India’s unlawful measures cannot override the provisions and prescriptions of the UN Security Council as contained in its resolutions on Jammu and Kashmir.

COAS urges UNSC to act fast for cessation of hostilities in Gaza NEW YORK

Chief of Army Staff Gen Asim Munir on Saturday urged the United Nations Security Council (UNSC) to rally the international community for prompt cessation of hostilities in Gaza, emphasising that the lasting solution to the crises lies in a “two-state solution,” according to the military’s media affairs wing. According to an ISPR statement, the remarks were conveyed by the army chief during a meeting with UN Secretary-General Antonio Guterres in New York on Friday. COAS Gen Asim Munir said that peace in South Asia will remain elusive until a peaceful solution to the lingering Kashmir dispute is found in accordance with the UN Security Council resolutions and the aspirations of Kashmiri people. The visit marks COAS Gen Asim Munir’s inaugural trip to the United States since assuming office in Nov 2022. During the ongoing visit, the COAS has met prominent government and military figures, including US Secretary of State Antony Blinken,
Secretary of Defence (retired) General Lloyd J. Austin, Deputy Secretary of State Victoria Nuland, Deputy National Security Adviser Jonathan Finer, and Chairman of Joint Chiefs of Staff General Charles Q. Brown. In a statement from the InterServices Public Relations (ISPR) on Saturday, Gen Munir called on Guterres at the UN Headquarters in New York, where he was warmly welcomed. The statement said the UN chief “appreciated the contributions made by Pakistan Army and contingents of the law enforcement
agencies who have remained committed to the peace and stability of the world”. In addressing the Gaza issue, the statement, which did not mention Israel, quoted the army chief as reaffirming Pakistan’s stance on Palestine. He urged the UNSG to mobilise the international community for an immediate halt to hostilities in Gaza, preventing a humanitarian tragedy. He also emphasised that a lasting solution lied in the twostate solution.

PTI urges SC to appoint judicial officers as ROs, DROs ISLAMABAD AGENCIES
Pakistan Tehreek-e-Insaf (PTI) Chairman Barrister Gohar Ali Khan said Saturday that his party was dissatisfied with the Supreme Court (SC) ruling against the Lahore High Court’s (LHC) order on hiring election officers for the conduct of elections on February 8, 2024. Talking to media persons in Islamabad after meeting the incarcerated ex-PTI chief, Imran Khan, Barrister Gohar reiterated his party stance that the returning officers (ROs) and district returning officers (DROs) should be from the judiciary. However, he said it was the party’s demand that the elections should not be delayed by even a day. The PTI chief said not only should elections be held, but they should be free and fair. The advocate added that PTI was trying to stop democracy from “derailing”. The Election Commission of Pakistan (ECP) on December 14 stopped the training of the returning officers (RO) and district returning officers (DRO) for the upcoming elections, after the high court suspended the electoral body’s notification for the officers’ appointment from bureaucracy. The LHC ruling, which was issued PTI’s petition challenging the bureaucrats’ appointments of bureaucrats, turned out to be a hiccup in the polling process as it jeopardised the polls’ conduct on the designated date. The newly appointed chief of PTI — which had sought the appointment of ROs and DROs from the judiciary for the poll exercise in its petition — said it was the right of every party to present its reservations before the court. “The way of justice will be obstructed if you start sending notices to the petitioners,” Gohar said while referring to SC’s contempt of court notice to PTI’s Umair Niazi, who was the appellant in the LHC. “We plead to the Supreme Court to listen to our grievances. Nobody will turn to the apex court for free and fair polls if contempt of court notices are issued,” he said, Gohar added that PTI would not boycott the elections, come what may, as he reiterated the party’s demand to hold free and fair elections. The PTI chairman further stated that the ECP had assured his party of providing a level playing field, but they are still not allowed to hold workers’ conventions. “We respect the SC ruling but we should be given the level playing field,” he maintained. Following much deliberation over measures to avoid delay in holding of sought-after general elections in the aftermath of the LHC ruling, the SC Friday evening suspended the high court’s order. The apex court’s order stated that the LHC bench issued an order exceeding its jurisdiction. “The SC declared in its [November 3] order that no one will be allowed to derail the democracy,” it said, adding that the president and the ECP decided the poll date after consensus among all the stakeholders.

US URGES ISRAEL TO NARROW ITS CAMPAIGN: President Joe Biden’s national security adviser, Jake Sullivan, brought a message to Israel on Thursday and Friday to scale down the campaign and transition to more narrowly targeted operations against Hamas leaders, US officials said. During the visit, Israeli officials publicly emphasised that they would continue the war until they eradicate Hamas. Khyber Pakhtunkhwa (KP) Caretaker Minister for Newly Merged Districts Affairs, Industries, Commerce and Technical Education, Dr. Aamer Abdullah has termed the land record settlement and digitization project in the newly Merged districts very important and directed the concerned authorities to speed up the work on it. In this regard, the caretaker minister presided over a meeting in the office of Senior Member Board of Revenue (SMBR) wherein, Senior Member Board of Revenue Ikramullah and other board members and officers of the project participated. On this occasion, details regarding the aims and objectives of the said land settlement project and work done so far in this regard, were provided to the minister. He was informed that presently the project includes the settlement and digitization of lands in 7 sub-divisions of the merged districts, while 18 sub-divisions have been added in the new PC One. He was further informed that the process of land measurement in Upper Kurram, Lower Kurram and Landi Kotal sub-divisions has been completed. On this occasion, the caretaker minister said that same project will prove to be a catalyst to the permanent solution of most of the disputes arising from land and other factors in the merged districts, so it should be expedited. He also directed to include in the project, the aspect of effective public awareness regarding the importance of the project to the public, while a special professional IT tool to run the project in an orderly manner, which includes a formalized grievance redressal procedure and features, available for obtaining feedback.

Speaking during a meeting with Ambassador of Ethiopia to Pakistan Jemal Beker Abdula who called on him on Saturday, he said that engaging Africa was a crucial component of Pakistan’s foreign policy and Pakistani government gives top priority to further strengthen its trade relations with African nations through economic diplomacy. Matters of mutual interest, including regional and global issues, engaging Africa policy, media collaboration, and bilateral relations between Pakistan and Ethiopia in the areas of politics, econ-
omy, and culture came under discussion during the meeting. Murtaza Solangi said that Pakistan and Ethiopia had long-standing brotherly relations steeped in shared history and mutual interest. Pakistan Railways to recover outstanding dues from federal, provincial deptartments ISLAMABAD

Pakistan Railways has asked its officials concerned to initiate the procedure to recover outstanding dues from the federal and provincial departments for using its land and services. The Ministry of Railways has asked the federal and provincial departments to pay their outstanding dues worth billions of rupees on account of using its land and other services, within the least possible time as the department was facing economic issues. About the amount payable against the different departments, the official said that over Rs 8,375 million (over 8 billion) are payable by different departments on account of using its land and various services. He said the federal departments had to pay an amount of Rs 709.084 million, provincial departments Rs1980.217 million and autonomous and private bodies Rs 5685.736 million. To a question, he said Pakistan Railways has upgraded as many as 181 vulnerable un-manned level crossings to manned level crossings, out of 550 which are identified by the department
over the entire railway network. “The relevant provincial government provided the finances to Pakistan Railways for the upgradation of unmanned level crossings in the country,” he added. He said the department was taking several steps including the upgradation of unmanned and vulnerable railway level crossings across the country in collaboration with respective provincial governments. The official said there were two types of level crossings over the Pakistan Railways network, un-manned and manned level crossings, adding that the un-manned level crossings were without gate leaves. “There are a total of 1,565 un-
manned level crossings over the entire railway network and as per railway policy in vogue, the up-gradation of any unmanned or manned level crossing is the responsibility of road owning authority,” he added. He said that a joint survey of Pakistan Railways and the Provincial Government was also conducted in 2013-14 to identify accidentprone/vulnerable un-manned level crossings across the country. The official said that it also mentioned Section 12 of the Railway Act of 1890 that the district administration or road authority should bear the expenses for the upgrade of these unmanned level crossings.

To streamline the immigration process for passengers, Pakistan soon to introduce e-gates at Karachi, Lahore, and Islamabad airports. According to the details, the authorities of Pakistan are currently engaged in discussion with the relevant company for the installation of e-gates at three international airports in the country. Sources close to the development claimed that the e-gates are soon to be installed at Jinnah International Airport in Karachi, Allama Iqbal Airport in Lahore, and Islamabad International Airport, enhancing self-immigration services for its passengers. Similar to airports in developing countries in other regions, travelers at the designated airports in Pakistan will have the convenience of utilizing automated self-service immigration, Sources said. The initiative will eliminate the need for queues and allow smooth passage through the e-gates.

ATC extends judicial remand of underage driver in Lahore DHA accident case LAHORE

The Anti-Terrorism Court (ATC) on Saturday extended the judicial remand of the underage driver – the main accused in Lahore’s DHA accident case. The police officials produced the underage driver, Afnan, before the court and sought extension in the accused’s judicial remand. ATC judge Arshad Javed who presided over the hearing, extended the judicial remand for 14 days and directed the police to produce the accused again before the court on January 02. TRAGIC CAR ACCIDENT: It is pertinent to mention here that six members of a same family were killed in a tragic car accident in Lahore’s Defence Phase 7 area.
The family was reportedly returning home in two cars after visiting relatives in Shadab Colony on Ferozpur Road. As they reached a roundabout in DHA Phase 7, the car rammed into their vehicle.
The tragic incident also led the head of the family to traumatic stress when he saw his wife Rukhsana Bibi (45), son Husnain (25), daughter-in-law Ayesha (23), son-inlaw Sajjad (30), four-month-old grandson Huzaifa, and granddaughter Anaya (4) in a pool of blood. Car driver Afnan Shafqat, who was overpowered by the passersby on the spot, appeared to be a teen and the police arrested and booked him soon after the incident. Underage driver, Afnan Shafqat, who was involved in the deadly road accident in Phase-VII of the Defence Housing Authority (DHA), has ‘intentionally’ rammed his car into the family, it was learned. Afnan in his confessional statement said that he was driving his car at over 100 km/h. In the video statement, he admitted that he had been driving his car for one year despite his parents stopping him.

An agreement valued at $250 million has been signed with the Asian Development Bank (ADB) as part of the Power Transmission Strengthening Project (PTSP). This initiative aims to facilitate the procurement of power transmission equipment, essential for efficiently harnessing affordable and environmentally friendly power generated by four major projects in the northern region. Three of these projects are integral components of the China-Pakistan Economic Corridor (CPEC). The agreement was signed by ADB, the Ministry of Economic Affairs, and National Transmission and Despatch Company Lim-
ited (NTDC) under PTSP to power infrastructure enhancement to ensure National Grid stability, energy security, climate resilience, and increased transmission capacity to deploy sufficient, reliable clean and cost-effective energy for sustainable economic growth. As per the official statement of NTDC, the said infrastructure development financing will be utilized for the procurement of power transmission equipment for the expansion of the transmission network, especially in the North region of Pakistan for the evacuation of cheap and environmentfriendly energy from 800 MW Mohmand Dam, 884 MW Suki Kinari, 700.7 MW Azad Pattan and 1124 MW Kohala hydropower projects. Moreover, high voltage transmission op-
erations and maintenance works in Lahore are also a part of this financing by ADB. PTSP will also support gender mainstreaming, institutional and financial management, climate resilient system planning and operation, and project management capacity of NTDC. Suki Kinari, an 884 MW hydropower project in Mansehra, KP, is 70% complete since achieving Financial Close (FC) in February 2017, according to CPEC’s official website. Azad Pattan, a 700.7 MW hydropower project on the Jhelum River in AJK/Punjab, with China Gezhouba Group Company as a sponsor, is in the land acquisition phase, progressing toward FC. Kohala, a 1124 MW hydropower project near Muzaffarabad on the Jhelum River, has
initiated land acquisition, with FC in progress. Mohmand, an 800 MW hydropower project by WAPDA, is under construction at 12 key sites. Expected to be
completed in 2026, it aims to control floods, generate 800 MW of eco-friendly electricity, and provide 300 million gallons per day of drinking water to Peshawar.

AKISTAN has again pushed for a ceasefire in Gaza, while underscoring the need for an international mechanism to protect Palestinians from Israel’s bombing, and intensified efforts towards peacefully resolving the Middle East conflict. “The Israeli killing machine must be stopped in Gaza and the West Bank,” Ambassador Munir Akram told the UN General Assembly which met to hear the remaining speakers of its Dec 12 emergency session. He said, “The international community must also establish an accountability mechanism and a special tribunal to investigate Israel’s atrocity crimes.” The 193-member Assembly has already adopted a resolution, by an overwhelming majority, demanding an immediate humanitarian ceasefire in Gaza and reiterating its insistence that parties to the conflict comply with international law, all hostages be released immediately and without conditions and humanitarian access be ensured. The Assembly acted after the United States vetoed the Security Council’s ceasefire resolution.
“We deeply regret that calls from the UN Secretary-General and the General Assembly were not heeded by Israel and it continues its criminal attacks against the Palestinian people,” the Pakistani envoy said. The group of countries he spoke for include: Algeria, Bolivia, China, Cuba, Egypt, Eritrea, Iran, Iraq, Saudi Arabia, Libya, Nigeria, Syria and Venezuela. “We are witnessing a human tragedy of epic proportions unfolding in front of our eyes,” Ambassador Akram said. The Ministry of Energy, Petroleum Division, issued a clarification on Saturday, stating that any suggestion of a review of the Petroleum levy attributed to the Energy Minister is factually incorrect.The ministry in a statement said, “Apropos a recent news item being attributed to the Energy Minister that Petroleum levy needs to be reviewed; the Ministry of Energy would like to clarify that the Energy Minister never mentioned or implied that the Petroleum levy should be reviewed.” The statement further explained, that the Minister only said that taxes on power and petroleum consumers are high because FBR’s tax collection through direct taxes is low in our country.

The King Salman Humanitarian Aid and Relief Center (KSrelief) has distributed 350 food packages among the residents of the remote Broghil Valley in Upper Chitral. “In response to the challenging circumstances faced by the residents of this isolated region, KSrelief has initiated the distribution of 350 food packages, which is part of the 3rd phase of KSrelief Food Security Support Project Pakistan 2023-2024,” said a news release issued here on Saturday. Each food package, weighing 95 kg, includes 80 kg of flour, 5 liters of cooking oil, 5 kg of sugar, and 5 kg of Daal Chana—sufficient to sustain a family throughout the month. This humanitarian effort was initiated in response to a special request from the Secretary of RR&SD KP and involved collaboration with NDMA, PDMA, UNOCHA KP, and FAO, and implementation through the joint efforts of KSrelief and the EHSAR Foundation. The distribution of these food packages underscores KSrelief’s commitment to reaching the most vulnerable populations, even in remote and challenging areas. The Lahore Electric Supply Company (LESCO) has detected a total of 294 connections from where the customers were pilfering electricity in all its circles of five districts (Lahore, Sheikhupura, Nankana Sahib, Kasur and Okara) on the 98th day of grand anti-power theft campaign. The LESCO spokesman told media here Saturday that the company has also submitted FIR applications against 294 electricity thieves, out of which 155 FIRs have been registered in respective police stations, while 11 accused have been arrested. Grand anti-power theft operations against electricity thieves are being conducted on the directives of the Federal Power Division and the LESCO Chief Executive Officer (CEO) Engineer Shahid Haider is supervising these operations. The LESCO chief vowed that the operations would continue without discrimination until the complete end of electricity theft. The electricity pilferers as well as the LESCO officers and employees who facilitate them are also

On the 98th consecutive day of the anti-power theft campaign, the spokesman added, large commercial consumers were also found involved in electricity theft and all of them were also disconnected. Among the seized connections were 08 commercial, 02 agricultural, 01 commercial and 283 domestic. All the power pilferers were charged with a total of 251,537 units as detection bill amounting to Rs 10.284 million. Apprising the media about some major power pilferers, he explained that LESCO charged 2,650 detection units worth Rs 150,000 to an electricity pilferer in Johar Town; 2,400 detection units of
Rs 149,500 to another customer stealing electricity in Burj Atari area; 3,500 detection units worth Rs 133,000 to a power thief in Shahdara Town; and Rs 125,254 detection bill to a power thief in Ferozwala area. During the 98 days of grand anti-theft campaign, the spokesman mentioned, the LESCO detected pilferage on 36,087 power connections and submitted 35,696 FIR applications against electricity thieves in the relevant police stations out of which 34,322 FIRs have been registered, while 15,967 accused have so far been arrested by the police. The LESCO has so far charged a total of 57,355,838 detection units worth Rs 2,241,833,267 to all the power pilferers.

The Election Commission of Pakistan (ECP) on Saturday decided to approach judiciary for Appellate Tribunals. As per details, the commission issued an emergency letter to the election commissioners of four provinces. The ECP directed the provincial election commissioners to approach Chief Justice of all five high courts and ask for their suggestions regarding Appellate Tribunals. It is important to mention here that the Appellate Tribunals will comprised of high court judges where the decisions of Returning Officers can be challenged. Yesterday, the Election Commission of Pakistan (ECP) issued the election schedule for the upcoming February 8 general polls in compliance with the Supreme Court (SC) order issued earlier, ARY News reported. According to a notification issued by the electoral watchdog, the public notice would be issued by the Returning Officer (RO) on December 19 with the dates for filing nominations from Dec 20-22. The ECP, in its notification, stated that the names of the nominated candidates would be published on Dec 23 while the last date for scrutiny of their nomination papers would be from Dec 24-30. Moreover, the last date for filing appeals against the decisions of Returning Officer (RO) on rejecting or accepting nomination papers is January 3.

Pakistan would like to be part of this important organisation and it is in process of contacting member countries for extending support to Pakistan’s membership in general and Russian Federation, in particular. It fears that the path forward for Pakistan now is quite challenging and a long one. It involves a significant degree of politics among the founding members on induction of new members. Pakistan’s case is particularly beset by Indian opposition, which could depend on the health of the India-China relationship.

The opening of a new crossing into Gaza not cause for celebration
HE opening of the crossing at Kerem Shalom is to allow the entry into Gaza of aid, because Israel has agreed to the entry of 200 trucks a day, while the Rifah crossing could only handle half that much. Therefore, while Israel is allowing aid into Gaza, a tacit admission that aid is needed, it is still holding back from ceasing the aerial bombardment and ground invasion that has made that aid necessary. While it is allowing aid to enter Gaza, it is refusing the sort of humanitarian ceasefire being demanded, on the rather thin grounds that what was done on October 7 against Israel by Hamas would be ‘rewarded’ by a ceasefire. It is worth noting that Israel has had no compunction slaughtering those Gazan Palestinians who clearly have no association with Hamas fighters, because they are women or children. Much of the problem is caused because Israel itself seems to be confused about what its forces are doing in Gaza. Are they trying to kill all Gazans? Already, they have killed at last 17,000 out of a population of 600,000, which is about three percent. Already, there are voices being raised all over the world against the slaughter, so genocide would not be feasible, because voices would continue on their present spiral. Are the Israelis attempting to prepare the Gazans to vacate their land? There is the problem that there does not seem to be any country willing to take them in. Is this a sort of collective punishment? The idea of collective punishment also has arisen, especially the cutting off of water, gas, electricity and food supplies. However, the idea behind such collective punishment is not clear: is it meant to deter such actions as those of Hamas on November 9, or is it meant to avenge them? No matter how much they slaughter the Gazans, will Israelis ever feel the sort of security they did before November 9. It should not be forgotten that insurgencies never end well for the occupiers, especially, as at present, when the occupiers have begun losing support they Israel is losing it. Israel should also remember that revulsion at one illegality among the counties of the world, might make them withdraw support for other illegalities, the very creation of as state by grabbing someone else’ land.

HE sentence “No one dies of hunger” is often echoed in our daily interactions and discussion but it is unjustifiable. It can be observed that many people are dying of hunger across the country and the globe on a daily basis. The misunderstanding and fantasy lies only in the real meaning of the “die-of-hunger” between the layman and the experts. The layman envisages the concept in a very simplistic way and views that the one who dies of hunger will rub his feet on earth and will give his last breaths, like in the case of a road accident or of an electric shock and so on, when someone is passing through. But the United Nation Organization UNO and other concerned institutions and the experts define the concept in a different way. According to them the prominent causes of hunger-death are malnutrition, undernutrition and the deficiency of the basic food ingredients in a body. Thus, in this context the poor people and the war-hit countries are mostly vulnerable to food deficiency. In the same way the poor are more at the verge of dying earlier than the affluent ones. The UN statistics on hunger report that around 25000 people fell victim to hunger-death every day across the world. Consequently, the life expectancy of the poor and underdeveloped countries is far less than the advanced countries, like in Germany the life expectancy is 81 years, in Hong Kong 85 years, and in Japan 84 years, respectively. Meanwhile, in Nigeria the life expectancy is 54 years, in South Sudan 57 years, and in Afghanistan 62 years, respectively. The difference of life expectancy and vulnerability is significantly existing due to either easy availability or unavailability of basic food subsistence and items. Similarly, the nutritionists believe that the intake of the seasonal foods, fruits, vegetables, dry fruits and suchlike, are very much needed for the human body, otherwise it must create food deficiency in the body, that may leave lasting effects on the human physiology and longevity. In this context it can be argued that a large portion of our community in particular and in the world generally is unable to purchase the seasonal food items and consume, resultantly causing the prior-death. Pakistan has increased its diplomatic efforts to seek support from the bloc’s members, especially Russia. Pakistan needs a consensus of all member states to join this bloc. Whether India supports Pakistan’s bid remains unsure. However, the situation does reinforce the need for good relations with India. BRICS is an intergovernmental organization comprising five emerging economies, Brazil, Russia, India, China, and South Africa. BRICS is the acronym for the initials of its five-member states. Initially, it was formed as an informal bloc, including four states (Brazil, Russia, India, and China). The bloc was called “BRIC”. The foreign ministers of BRIC countries met in 2006 and a series of high-level talks began. It held its first summit in 2009. South Africa joined in 2010, and the bloc’s name changed from BRIC to BRICS. It convenes annual summits around the themes of cooperation on economy, security, and development. BRICS advocates for a multipolar world order and increased integration of Global South in the world arena. The bloc has often called for reforms in Western-dominated financial institutions, like the IMF and the World Bank. Later, in 2014, BRICS members established their own financial institution called the “New Development Bank”. Following the 15th BRICS summit in August 2023, it invited six new members, including Argentina, Egypt, Ethiopia, Iran, Saudi Arabia, and the UAE. With the addition of six new members, BRICS will have 40 percent of the world’s population, a combined GDP of $30.76 trillion, contributing 30 percent to the world economy. Almost 40 nations expressed interest in joining the organization, as reported by South Africa’s top diplomat in relations with the bloc. Fourteen countries have formally applied to join in 2023. Russia will be chairing the 16th Summit in October 2024. It will play a key role in deciding which country’s bid is to be put forth in the upcoming summit.
Pakistan also formally applied to join BRICS in November. Pakistan doesn’t expect opposition from Brazil, South Africa, and China. It has also approached Russia to support its cause in joining BRICS. Pakistan has to ensure a trade-off with Russia to get its support. Pakistan’s new envoy to Russia, Khalid Jamali, told TASS (the Russian news channel) that Pakistan does not support sanctions against Russia. He said that Pakistan’s imports from Russia grew by 154 percent in 2023. He further expressed that Pakistan is open to adopt “Mir” (a Russian ecard payment system). Pakistan is trading and giving diplomatic support to Russia. In return, Russia will support Pakistan in BRICS. Whether India supports Pakistan remains a question that is being widely speculated about. Both countries share strained historical relations coupled with deep mistrust and even hatred. India allegedly blocked Pakistan’s entrance to the 2022 BRICS-Plus summit, where China invited multiple non-members to the virtual dialogue. Since BRICS needs a unanimous decision, India might not support Pakistan’s bid. However, Pakistan and India have been members of the same organization before like SCO and SAARC. In SCO, both countries joined in the same year, 2017, so they did not require each other’s acceptance. BRICS can open new doors for economic partnerships for Pakistan’s struggling economy. Pakistan will get the chance to diversify its relationships and deepen cooperation with the other members. Pakistan can be a big market for BRICS

The practice is very much common in Third World countries. The situation in return increases crimes and juvenile delinquency in the community. Pakistan is one of those countries where there is a wide gap between the population growth and the resources generation. For Malthus the population is increasing in the developing countries by geometric means like, 1,2, 4, 8, 16, 32, 64. While the resources are increasing through arithmetic means like 1,2, 3, 4, 5, 6, 7, 8 causing a big gap between the population growth and the resources. The unplanned population explosion besides other issues is decreasing the life expectancy and reinforces the prospects of joblessness. Subsequently, this situation and the economic instability will lead a society towards serious psychological and mental health issues, which can best be observed in the hospitals in terms of the larger crowds consulting psychiatrists and neurophysicians than the other physicians. Furthermore, it is observed every other day through the social media, newspapers and in the news channels that the people are committing suicide in different ways. Many times, collective suicide cases are witnessed in our surroundings. Recently a mother terminated her life along with her four children in
Marriabad area of Quetta city while taking poison and the reason behind that was the economy and unavailability of required food. Around 20,000 people commit suicide each year in Pakistan and the major reason behind is the joblessness and poverty. It would have been tripled if there was no restriction from religion and thus social stigma. The frequent attack of diseases on the deprived class and their fragile immunity leads them to die quicker than the affluent and proves the death as being due to hunger. It is unfortunate that many literate people ridiculously and irrationally repeat the sentence that “no one dies of hunger”, which definitely leaves a bad impact on the laymen and in other ways is encouraging ignorance and unchecked population growth. Pakistan is one of those countries severely affected by the excessive and unplanned population growth, having a 2.5 percent population growth, the highest in the region. The misconception about the concept of hungerdeath needs to be taken seriously. It has latently instigated the people to expedite the reproduction process and to produce many children, which is indeed a big challenge and threat to national stability. It is high time to preach and propagate through all available means and use all forums to educate people about the drawbacks of these mistaken concepts. The government, media, NGOs, faculty, doctors, social activists and religious scholars sincerely need to spread this message and make the people aware about the byproduct of these mis-concepts.

Moreover, BRICS might bring Pakistan and India closer. While India, though initially reluctant, now supports the expansion of BRICS. It still has a long enduring rivalry with Pakistan, which might guide its opposition to Pakistan’s inclusion. Nevertheless, if India shows a positive response, this might provide a forum for Pakistan and India to enhance trade and partnership and gradually overcome their differences. A partner-state status could also be considered a feat, even if Pakistan doesn’t get complete membership. Partner state-status in BRICS was created at the 15th BRICS Summit in 2023 to expand BRICS’s horizon. Russian Deputy Foreign Minister Sergey Ryabkov said that BRICS plans to agree on a list of candidates for partner-state status ahead of the 2024 summit. Further developments of these diplomatic engagements are yet to be seen. But it re-emphasised the importance of good relations with our largest bordering neighbour, India. Our policy-makers and officials need to take a conscious approach to build mutual trust between India and Pakistan. Both countries have loads of issues which require mutual understanding and cooperation. Joining BRICS would not have been a challenge, if Pakistan and India had enjoyed a good relationship.

WHILE the Ben 10 comic series may appear to be a fantastical creation, a closer look reveals its surprising parallels to our contemporary world. A world plagued by darkness and adversity, where both hope and trauma are intimately known. What if I were to tell you that a potent force, surpassing any supernatural watch, exists to combat these forces of darkness? This force is not confined to a single hero; rather, it is accessible to anyone who chooses to harness it – kindness. Kindness is often misconstrued as mere friendliness or generosity, but in reality, it transcends these notions. Defined by the Greek philosopher Aristotle as “helpfulness towards someone in need, not in return for anything, nor for the advantage of the helper himself, but for that of the person helped,” kindness is a selfless act driven by a sense of responsibility and the desire to enhance the world. In contrast to the comic, where there is only one Omnitrix to be the hero, kindness knows no limits or boundaries. It is an instinctive virtue that anyone can possess, as long as it is not wielded for personal gain. Its power lies in its capacity to bring happiness to those who have lost hope, manifesting in various forms – from small gestures to grand acts of kindness. Yet, the true potency of kindness extends beyond aiding those already virtuous. It has the potential to transform even the most malevolent individuals, echoing Victor Hugo’s sentiment in Les Misérables, “You should respond with kindness toward evil done to you, and you will destroy in an evil person that pleasure which he derives from evil.” Despite scepticism about practising kindness without expecting reciprocity, it conceals a hidden blessing. Research indicates that those regularly engaged in acts of kindness tend to be healthier and live longer. It is not solely about extending kindness to others but also about fostering selfcompassion – a reminder that kindness benefits not only others but also our own well-being. The power of kindness knows no bounds, applicable anywhere, at any time, toward anyone. It is a supreme power often overlooked while daydreaming about possessing a supernatural watch. However, the true power lies within us – a force we can awaken through practising self-compassion and mindfulness. REGARDING the Hajj policy announced on Thursday, November 16, Religious Affairs Minister Aneeq Ahmed states that the goal is to receive the prayers of pilgrims. The official Hajj package for 2024 will be cheaper than last year by Rs. Women can apply without Muharram, but those who performed Hajj in the last five years, except sponsored pilgrims, are ineligible due to the 5-year ban. A notable change introduces a short Hajj package lasting 20 to 25 days, including a three to five-day facility with an 8-day stay in Madinah, and reduced expenses. There will be no provision for free Hajj. The regular government scheme accepts Hajj applications from November 27 to December 12, with a first-come, first-served basis for sponsorship until the quota is filled. Successful applicants will be determined by lot in the third week of December. The Hajj quota for Pakistan is set at 1 lakh 79 thousand 210, divided equally between government and private schemes. The pricing for the regular long Hajj package is specified at 10 lakh 75 thousand rupees for the northern region and 10 lakh 65 thousand for the southern region. The short regular Hajj package (20 to 25 days) will cost Rs 11 lakh 50 thousand for the northern region and Rs 11 lakh 40 thousand for the southern region. Sponsoring Hajj requires sending foreign exchange from abroad. Departures from Karachi Airport will be included in the Road to Makkah, while negotiations are underway for pilgrims from Lahore Airport. S China charts its course for 2024, the palpable resonance from Beijing is a resounding commitment to prioritize high quality development. The recently concluded Central Economic Work Conference (CEWC), the most important policy-making event for 2024 and beyond, underscored the centrality of economic growth and high quality development in China’s political agenda. The conference has delineated the economic policy for the upcoming year, emphasizing comprehensive reform, heightened openness, and the consolidation of foreign trade and investment foundations. The directive underscores the imperative of constructing a modern industrial system propelled by scientific and technological innovations. Additionally, it stresses the resilience of industry and supply chains. Analysts interpret the expression as a manifestation of policymakers’ confidence and determination to stabilize economic growth while advancing high-quality development through novel growth drivers. The focal points include scientific and technological innovation, endogenous driving forces, effective macro policies, and demand expansion efficiency. Against the backdrop of heightened uncertainties and formidable geopolitical challenges, the leadership in Beijing has affirmed its commitment to fostering a robust and stable economic landscape. The proclamation emanating from the conference is a reflection of China’s focus on growth, echoing the sentiment that economic prosperity stands as the linchpin of its political priorities. A strategic orchestration of pro-growth policies takes centrestage, signalling a deliberate effort to manage the complex terrain of contemporary geopolitics. The pledge to enhance coordination, both within economic spheres and across non-
economic sectors, illustrates a pragmatic strategy. This multifaceted approach seeks not only to bolster economic indicators but also to cultivate an environment conducive to sustained stability. The tone-setting conference acknowledged the commendable recovery and highquality development achieved by China’s economy in 2023. While recognizing this progress, it also candidly addressed the existing challenges that demand attention for further economic revitalization. The outlined obstacles include insufficient effective demand, sectors grappling with overcapacity, and subdued social expectations. Emphasizing a pragmatic approach, the conference stressed the prevalence of favourable conditions outweighing unfavourable factors in China’s developmental landscape. Looking ahead to the economic agenda for the upcoming year, the conference articulated a strategic vision. It called for a balanced pursuit of progress and stability, advocating for the consolidation of stability through continuous progress. This year’s CEWC has focused on a paramount political task: advancing Chinese modernization. Emphasizing the significance of economic construction and the primary goal of achieving high-quality development, the conference articulated a grand blueprint for transforming Chinese modernization into a tangible reality. In order to expedite the generation of fresh momentum for foreign trade, solidify the foundational structure of both foreign trade and investment and broaden the scope of intermediate cross-border e-commerce, the conference emphasized the continuous establishment of a market-oriented and globally attuned business environment. It accentuated the importance of removing impediments to foreign engagement in China, spanning business, education and tourism. The comprehensive implementation of eight measures supporting high-quality Belt and Road cooperation was also stressed. China’s recent policy initiatives, both preceding and following the CEWC, reflect its commitment
to not only bolstering its open economy but also elevating the quality of this openness. Key measures include the strategic enhancement of institutional openness within the China (Shanghai) Pilot Free Trade Zone, aligning it more closely with international economic and trade norms. The pivotal 24th China-EU Summit and the protocol to enhance the China-Singapore Free Trade Agreement exemplify China’s proactive engagement in global economic affairs. Additionally, the implementation of a visa-free policy for select nationals, contingent on specific conditions, reinforces China’s intention to nurturing international collaboration and facilitating cross-border interactions. These concerted efforts reflect China’s strategic intent for a more interconnected and dynamic global economic landscape. At the same time, the CEWC has emphasized the imperative of addressing and mitigating risks in crucial sectors, such as real estate, local government debt and small- to medium-sized financial institutions. With regard to the real estate industry, the meeting prioritized the equitable fulfilment of the reasonable financing needs of real estate enterprises of varying ownership structures, coupled with an expeditious implementation of a new development model. Despite sensationalized portrayals by some Western media outlets, analysts contend that the meeting’s communication reflected the confidence and adeptness of top officials in managing these challenges and ensuring a steady economic recovery. The clarity in identifying these challenges and the proactive strategies employed instill confidence that China is well-equipped to overcome these obstacles and secure a resilient and stable economic trajectory. China’s economic agenda, as articulated in the final readout of the CEWC, accentuates the pivotal role of expanding domestic demand, ranking second in its hierarchy of focus. The emphasis lies on cultivating a reciprocal relationship between consumption and investment, creating a virtuous cycle.

Digital, green and health-focused consumption are focal points, coupled with the active development of emerging consumption sectors like smart homes, entertainment, tourism, sports events, and innovative Chinese products. This recalibration aligns with evolving global trends and positions China at the forefront of cultivating diverse and forward-looking consumer behaviour, contributing to the resilience and adaptability of its economic landscape. Simultaneously, the call for productive investment aligns with the objective of developing new avenues for consumption growth. This strategic shift recognizes the escalating significance of consumption, contributing 83.2 percent to China’s economic growth in the initial three quarters, a trend highlighted by a surge in the express delivery sector, handling a record 120 billion parcels. Furthermore, the evolution of China’s foreign trade dynamics is conspicuous, with solar batteries, lithium-ion batteries, and electric vehicles eclipsing traditional drivers like apparel and furniture. The robust 41.7 percent YoY surge in the export value of these tech-intensive green products during the first three quarters explains China’s adaptability and prowess in shaping contemporary global trade landscapes. China, holding the second-largest global economy status, has not only sustained its remarkable growth pattern but also exhibited robust development in cuttingedge technologies. ACH time the Bharatiya Janata Party finds itself on shaky ground, it begins to sidle up to Muslims. Paradoxically, the party attempts to win over Muslims in some parts of the country even as it refuses to tone down the Hindutva bombast in other parts. So Sufis and “Pasmanda” Muslims have become the targets of the BJP’s attempt at “inclusivity” in Uttar Pradesh, even as the party, in its recent assembly election campaigns, got busy promising to curb the Congress’s “bias” towards Muslims in Rajasthan and do away with Muslim reservations in Telangana. In the face of electoral competition, it is not difficult to understand why a political party would tweak its electoral strategy off and on. In North India, the BJP is seeking to exploit Barelvi-Deobandi faultlines by pitting the more syncretic Barelvi school of thought (for example, Sufism) with the more puritanical Deobandi school represented by organisations such as the Tablighi Jamaat. Simultaneously, it looks to gain support of Pasmanda Muslims, a strategy which ties in with the party’s electoral agenda of consolidating voters from the backward castes and classes. Despite the BJP’s hardline Hindutva rhetoric, it cannot ignore the community whose vote influences political battles in several pockets of the country. What is less clear is why Muslims, wellaware of the BJP’s core ideology and the notoriety it has built with its anti-Muslim rhetoric and policies over the past decade, would support the party in public, even if they do not eventually vote for it – a contradiction that I demonstrate in my book Keeping the Peace. Most of all, it is less obvious why pious Muslims would display unexpected flexibility by compromising with their sacred values. Clues to the recent Sufi-Pasmanda-BJP puzzle can be traced back to Gujarat where the BJP first experimented with placating Muslims. Between 2009 and 2014, the BJP had made an apparent attempt to attract Gujarat’s Sunni Muslim voters as part of what was called the “Sadbhavana Mission”. The BJP’s extent of fussing over the steadfast Congress-supporting Sunnis was so persuasive and unprecedented that many Sunnis began to sing the party’s praises. A Tablighi fruit vendor I met in Ahmedabad in 2010 dressed in white Islamic attire, complete with a skullcap, moustache, and an
unruly beard – a stereotype of the Congress voter – even went on so far as to compare Narendra Modi, who was then the chief minister of Gujarat, and the BJP with Allah: “There is no shame today in supporting Modi. BJP is Allah. Allah ke sivay aur kaun hai?” Who else do we have but Allah? I tracked four elections in Gujarat: municipal elections in 2010, assembly elections in 2012, and general elections in 2014 and 2017 and met many more like him, especially during the first two elections. Dressed simultaneously in Islamic garb and saffron bandanas, they professed their hope in the BJP. By 2013, even the once-ardent critic of Modi, Mahmood Madani of the Jamiat Ulema-e-Hind, had decided that Modi wasn’t so exclusionary after all. Earlier, Madani was instrumental in ousting Maulana Vastanvi, the rector of India’s leading seminary in Deoband, for publicly supporting Modi’s economic policies.
WHY DID MUSLIMS SUPPORT A PARTY HOSTILE TO MUSLIMS? The BJP’s state-wide rapprochement with Gujarati Sunnis was, of course, merely political symbolism: it signalled to Muslims and liberal Hindus in other parts of India that Modi’s militant Hindu reputation was redeemable and that he deserved to be made the prime minister in 2014. It worked. The Hindutva party’s Sufi Samvad initiative, an outreach programme started earlier in November, is also symbolic, a strategy similar to the BJP swearing by Gandhian ideals and India’s democratic roots in forums abroad to camouflage the current democratic backsliding. But what was more puzzling in Gujarat was why Muslims would support a party that they collectively held responsible for massacring members of their community in the 2002 pogrom. Usually, minority ethnic groups prefer to vote for parties with a capacity to harness greater political control for the group – provided the members of the group vote together in a particular way. But voting for a party complicit in the killing of one’s own community members is like inflicting self-harm. It is true that the Sikhs too supported the Congress despite the Congress-orchestrated riots targeting the community in 1984. But “Sikhs were never averse to voting for the Congress even before 1984”, a Sikh journalist in Chandigarh had told me. Moreover, unlike the BJP or Modi, Congress President Sonia Gandhi’s public apology to the Sikhs and the appointment of a Sikh prime minister, Manmohan Singh, aided the return of Sikh voters to the party.
ONLY PUBLIC SUPPORT: Of critical importance was the fact that the enormous wave of Muslim support for the BJP – strongest between 2010 and 2012 – did not translate proportionately into votes for the BJP. Using polling booth data to estimate voting patterns for 2010 and 2012 elections, it was clear that the BJP did not win more than 10% of the Muslim vote during the years of the Sadbhavana campaign. This figure is not different from Muslim voting percentages recorded in previous years. A more detailed
analysis of the voting patterns for the Lok Sabha elections in 2014 demonstrated that for every additional Muslim voter in a polling booth, the BJP’s vote fell by 0.61 votes. At the same time, controlling for age average and gender balance, the Congress’s vote increased by an estimated 0.84 votes. If Muslims are prudent enough to not cast their secret ballot in favour of the BJP, why support the party publicly? For Muslims in positions of authority – for example, clerics – and those who had joined the BJP as workers, a public approval of the saffron party meant a materially-rewarding future. But for the voter on the street, public approval of a party they acknowledged to be working against the interests of Muslims acted as a shield against “national treachery”. “We Muslims first believe in nation, that’s what Islam also says … to get rid of our antinational image we have to be with the BJP,” the Tablighi gentleman had said. The BJP was likely to retain power then and gaining the social approval of the majority by forsaking an “anti-national image” mattered. One can link the contradictory behaviour of Gujarati Sunni voters – and, potentially, the Muslim voters of Uttar Pradesh – to a rather everyday experience: anxiety, or cognitive dissonance, over the choices we make or the values we cherish. To illustrate, even while I publicly criticise caste discrimination, I may still hesitate in allowing my daughter to marry someone from a lower caste. Contradictions in our mind cause psychological discomfort. In a bid to reduce the discomfort, I will conceal my true beliefs or pad my hesitation to forbid the inter-caste marriage with a new justification – for example, the potential social ostracism to my family for allowing such a marriage. Consequently, I will adjust my criticism of caste discrimination. For a Muslim who believes that the BJP is an anti-Muslim party, criticising the party’s attempt to wave a white flag risks inviting social disapproval from the majority for opposing an inclusive government. Misgivings are concealed as Muslims prefer to overtly express their nationalism or mute any contrary views – for example, denying that there is discrimination on religious grounds. This is more likely for religious Muslims – especially those with visible religious signs, which increases their vulnerability to being identified as orthodox Muslims. An increase in Muslims publicly supporting the BJP would increase the overall pressure among other Muslims to find social approval, thereby leading them to support the BJP. Already, the BJP appears confident of winning a record third term in 2024 yet it is leaving nothing to chance in its political outreach to Muslims. The Hindutva party cannot ignore Muslims but perhaps neither can Indian Muslims.

N late November, the Justice Department announced charges for an alleged murder-for-hire plot in New York. The man charged was Nikhil Gupta, an Indian national who allegedly collaborated with an unnamed Indian government employee working in “Security Management” and “Intelligence.” The target of the apparently foiled plot was Gurpatwant Singh Pannun, a U.S. citizen and general counsel for the group Sikhs for Justice. The episode represents a stark escalation by India’s increasingly authoritarian government—and the Biden administration’s silence is putting American citizens at risk. The assassination was planned to happen in June 2023—the same month Hardeep Singh Nijjar, a Sikh activist in Canada, was assassinated in a plot the Canadian government claims was carried out by Indian intelligence. Around the same time, the FBI was meeting with Sikh activists in the U.S. to warn them about threats to their lives from an unspecified source. Was the Indian government a source of those threats? It’s entirely possible. This conclusion is supported by a leaked Indian government memo uncovered by The Intercept, which called for “concrete measures” against Sikh activists in the diaspora just two months before Nijjar’s murder in Vancouver. Something else happened that June: The White House rolled out the red carpet for a state visit from Indian Prime Minister Narendra Modi. By that time, there were already many credible reports from respected human rights organizations— including reports by the U.S. government’s own Commission on International Religious Freedom—about the sharply deteriorating state of Indian democracy. The Indigenous Peoples of the Northeastern Indian state of Manipur were suffering a state-backed pogrom, even as Modi was at the White House. India’s religious minorities, including Muslims, Christians, and Sikhs, have experienced repeated assaults on their safety and basic
rights. And the government has targeted journalists, human rights activists, and climate activists for persecution, along with anyone else deemed to a threat to Modi’s ethnonationalist agenda. So far, the administration has brushed these concerns aside. Instead, they’ve prioritized preserving the Indian market access of U.S. companies—especially tech giants like Google, Amazon, Microsoft, Apple, and Meta—as well as cementing the U.S.-India alliance in their shared geopolitical rivalry with China. That’s bad enough. But the Biden administration’s apparent silence about the threat to U.S. citizens is particularly worrisome. The suspect in the assassination plot was arrested in the Czech Republic on June 30. It’s a virtual certainty that an investigation would have started well before Modi’s June 22 visit. And it’s unlikely that the U.S. attorney for the southern district of New York would have pursued an investigation into an assassination plot against a U.S. citizen, instigated by a foreign government, without notifying high officials in the White House and State Department. So when Biden hosted Modi at the White House, it’s quite possible he knew about the Indian government’s alleged plot against a U.S. citizen. If Biden raised concerns in private, there was no mention of them publicly. Instead, the White House’s public messaging about the meeting was quite upbeat: “As the world’s oldest and largest democracies and as key security providers in the Indo-Pacific, the United States and India are a combined force for global good.” For the growing number of Indian Americans who oppose the Modi regime’s assault on democracy, statements like these are nauseating propaganda—especially when any of us now could be targeted for assassination. The silence of the U.S. government on this issue is an affront to us as U.S. citizens and residents. Worse than an affront, it could be deadly. The U.S. response to the foiled assassination plot must not be limited to criminal charges against disposable mercenaries. Without public pressure from the highest levels of the U.S. government—including public statements of concern from President Biden—the Modi government will only be emboldened to escalate its assassination campaign. Earlier this year, Canadian Prime Minister Justin Trudeau had the political courage to publicly accuse the Indian government of orchestrating the assassination of a Canadian citizen on Canadian soil. Wang, also director of the Office of the Foreign Affairs Commission of the CPC Central Committee, said China always supports the people of the Middle East in independently exploring development paths, supports the Middle East countries in working together to solve regional security issues, and supports Saudi Arabia and Iran in continuously advancing the process of improving relations. The first meeting of the China-Saudi Arabia-Iran trilateral joint committee concluded in Beijing on Friday. China is willing to use this trilateral meeting as an opportunity to inject new impetus into the good-neighborly friendship between Saudi Arabia and Iran and make new contributions to promoting peace and stability in the Middle East, Wang said. During the meeting, Wang put forward three suggestions on continuing to advance the process of improving relations between Saudi Arabia and Iran. To begin with, he emphasized the importance of steadfastly adhering to the strategic decision of reconciliation.
It is desired that Saudi Arabia and Iran will continue to build trust through dialogue and consultation, ultimately achieving a long-lasting and comprehensive friendly relationship. Additionally, he proposed further advancements in improving relations. China warmly welcomes Saudi Arabia and Iran to actively explore cooperation and expand exchanges in various areas such as economy, trade, security, and people-topeople exchanges. China is also prepared to strengthen exchanges with both sides to assist in enhancing relations. Lastly, he called for the rejection of external interference in dealing with improving relations between Saudi Arabia and Iran. Wang emphasized that the Middle East can no longer be an arena for great powers, and the fate of the Middle
East should be determined by the people of the regional countries themselves. During the trilateral meeting, Saudi Arabia and Iran expressed their commitment to the full implementation of the Beijing Agreement reached in March. China, Saudi Arabia and Iran all expressed concerns over the current situation in the Gaza Strip and the West Bank of the Jordan River, believing that it poses a threat to regional and international peace and security. They called for the immediate cessation of military actions in the Gaza Strip and the provision of sustainable assistance to civilians, while opposing the forced displacement of Palestinians. The three parties stressed that any arrangements concerning the future of Palestine must reflect the will of the Palestinian
people and support their right to establish a state and exercise self-determination. “The pressing task is to push for a ceasefire and cessation of fighting in Gaza, advance humanitarian aid and resume Palestinian-Israeli negotiations,” Wang said, emphasizing that any solution to the conflict should be based on respect of the will of the Palestinian people and the legitimate concerns of regional countries, and should not deviate from a two-state solution. China supports Saudi Arabia and Iran in jointly pushing Islamic countries to form a stronger unified position on the escalation of the Palestinian-Israeli conflict, Wang said. During their meeting with Wang, Elkhereiji and Bagheri thanked China for hosting the trilateral meeting, saying Saudi Arabia and Iran welcome and support China’s greater role in the development of the Middle East. On the International Day of Solidarity with the Palestinian People that falls on November 29, China announced several practical actions, including the releasing of a paper stating China’s position on resolving the Palestinian-Israeli conflict. The Chinese People’s Association for Friendship with Foreign Countries, the Embassy of Palestine in China, and the Representative Office of the League of Arab States in Beijing jointly held a commemoration for the day on Friday. Kuwait’s Emir Sheikh Nawaf al-Ahmad al-Sabah died on Saturday, aged 86, according to the royal court, just over three years after assuming power in the US-allied Gulf oil producer. The cause of his death was not immediately disclosed. The emir was admitted to the hospital late last month due to what the state news agency described at the time as an emergency health problem but said that he was in stable condition. Crown Prince Sheikh Meshal al-Ahmad al-Sabah, 83, who has been Kuwait’s de facto ruler since 2021, when the frail emir handed over most of his duties, was named as Sheikh Nawaf’s successor. Sheikh Nawaf became emir in September 2020 following the death of his brother, Sheikh Sabah, who had ruled for more than a decade and shaped the state’s foreign policy for over 50 years. Sheikh Nawaf was seen by diplomats as a consensus builder even though his reign was marked by an intense standoff between the government and elected parliament, which had hindered key structural reforms in the oil-rich Gulf state. In recent months, consensus returned between the government and the parliament. Kuwait, holder of the world’s seventh-largest oil reserves, borders Saudi Arabia and Iraq, and lies across the Gulf from Iran. It was invaded and occupied by Iraq in 1990, sparking the first Gulf War several months later in 1991 when the United States and other nations defeated Iraq and liberated Kuwait.
The US religious freedom watchdog on Friday again called on the Biden administration to designate India as a “country of particular concern” under the US Religious Freedom Act, citing its alleged targeting of religious minorities overseas. The US Commission on International Religious Freedom (USCIRF), an independent federal government commission, said “recent efforts by the Indian government to silence activists, journalists, and lawyers abroad pose a serious threat to religious freedom.” “USCIRF implores the US Department of State to designate India a Country of Particular Concern due to India’s systematic, ongoing, and egregious violations of freedom of religion or belief,” it
said in a statement. USCIRF Commissioner Stephen Schneck called the Indian government’s alleged involvement in the killing of Sikh activist Hardeep Singh Nijjar in Canada and a plot to kill another Sikh activist, Gurpatwant Singh Pannun, in the United States “deeply troubling.” The Indian embassy in Washington did not immediately respond to a request for comment. The Indian government routinely denies any discrimination in the Hindu-majority country. Federal prosecutors in Manhattan said this month that an Indian national had worked with an unnamed Indian government employee on the plot to assassinate a New York City resident who advocated for a sovereign Sikh state in northern India. India’s government has denied involvement in the plot.
The issue is highly delicate for both India and the Biden administration as they try to build closer ties in the face of an ascendant China perceived as a threat for both democracies. USCIRF said it had recommended each year since 2020 that the State Department label India a country of particular concern, a designation under the 1998 US Religious Freedom Act. The act allows a range of policy responses, including sanctions or waivers, but they are not automatic. USCIRF Commissioner David Curry said India’s extension of domestic repression to target religious minorities from India living abroad “is especially dangerous and cannot be ignored.” India’s foreign ministry dismissed the recommendation when it was first issued in 2020, criticizing “biased and tendentious comments.”

Army Chief General Asim Munir has appreciated American-Pakistani businessman tycoon Tanweer Ahmed for donating $9 million to Islamabad’s National University of Science & Technology (NUST) to build an IT Tower, according to the ISPR. Chief of Army Staff (COAS) General Asim Munir — who is in the US on a visit— held meetings with top officials of the US and met a large number of Pakistani diaspora communities. “The COAS met Mr Tanweer Ahmed who graciously donated $9 million for NUST in the field of IT development in Pakistan. COAS appreciated him and said Pakistan is proud of heroes like him,” the ISPR added. In a note of appreciation, the Army Chief appreciated Tanweer Ahmed for his donations to help Pakistan during natural calamities and to promote IT education in Pakistan. The COAS wrote to him: “Your support to NUST in establishing Science and Technology Park, expansion of campuses and partnership for assisting financially challenged students are praiseworthy initiatives, meeting due recognition. Indeed, through this venture not only will NUST gain further strength but will also enable many students to bear their expenditures.” The COAS added: “Your efforts in the domains of humanitarian assistance and interest in academia of Pakistan is a true reflection and favour for the people of Pakistan.” Last week, the Indus University on the recommendation of Governor Sindh conferred the honorary doctorate degree on Tanweer Ahmed in acknowledgment of his services for the IT and health sectors in Pakistan. Tanweer Ahmed has built a state of the art hospital in Sialkot providing free medical care. In an interview he said he was inspired by Army Chief General Asim Munir’s passion and vision for Pakistan’s IT sector. NUST has confirmed that Tanweer Ahmed has entered into a partnership with the university through an Endowment Fund for unprivileged students which will benefit nearly 200 students who would be able to get scholarships every year. University – $9 million being one of the single largest donations by any overseas Pakistani for any Pakistani Tanweer Ahmed, who made his fortune in the US food industry, said that only quality education can transform Pakistan into making Sam Altman, Larry Page and Elon Musk. China, ASEAN to step up cooperation amid fruitful achievements under BRI: NDRC BEIJING

China and ASEAN have made remarkable achievements under the Belt and Road Initiative (BRI) in their economic and trade exchanges over the past decade, and the two sides will further strengthen cooperation on expanding trade, maintaining the stability of the industrial and supply chains, and improving supporting services, Xu Jianping, an official from the National Development and Reform Commission (NDRC), China’s top economic planner, said on Friday. Xu made the remarks at a press briefing when the NDRC released six blue papers on China’s achievements on the joint construction of the BRI, covering Chinese medicine, the Green Silk Road, people-to-people bonds and the cooperation achievements realized between China-ASEAN, China-Africa, and China-Latin America and the Caribbean. Xu highlighted trade, investment and institutional opening-up
as the three major cooperation achievements made by the two sides. Bilateral trade surged from $443.6 billion in 2013 to $975.3 billion last year. Cumulative twoway investment exceeded $380 billion as of July this year, and more than 6,500 direct investment enterprises have been set up in ASEAN. as the pact was jointly promoted by China and ASEAN, Xu said. Approximately 350,000 new vehicles are registered every year in the city and around 65,000 Extra seat Rickshaws are running in the city on illegal routes. sued for violation of traffic laws against which Rs836.12 million fine was recovered. It was pointed out that with the induction of more Mass Transit systems like Green and Orange lines, the traffic issues would be resolved. The issue of traffic jams at and around University Road is the result of prolonged delays in the completion of the ongoing redline corridor. The CM was told that movement of heavy traffic was restricted in the city area during daytime from 0600-2300 hours. However, there was a dire need to promulgate Section 144 Cr.P.C on the movement of heavy traffic in the city during day hours except the vehicles carrying essential commodities. It was pointed out that the solution to the traffic challenge may lie in the initiation of the projects like Mauripur Expressway and the redesigning of the Lyari Expressway for the movement of heavy transport. Taufeeq Road, the Upward ramp of Liaquatabad Flyover towards Karimabad in front of Al-Karam Square which needed to be widened. Shahrah-e-Usman Rimz in front of Siddiq-e-Akbar Masjid at Nagan has become narrow due to the Green Line BRT station, therefore the width of footpaths needs to be reduced.

AKISTAN has expressed its concern over the “generous” supply of conventional weapons to “one state” in South Asia — in a reference to India — which was fueling instability and jeopardising the delicate balance of power in the tension-ridden region. “The policy of double standards towards South Asia, based on narrow strategic, political and commercial considerations, must be eschewed,” Ambassador Muhammad Usman Iqbal Jadoon, the deputy permanent representative of Pakistan to the UN, told the UN Security Council on Friday. He was speaking in a debate on “addressing the threat posed by diversion, illicit trafficking and misuse of small arms and light weapons and their ammunition to peace and security”, in which over 60 countries took part. During the day-long debate, the speakers highlighted the threats posed by those weapons to global and regional security, as well as the nexus between firearms, terrorism, and organised crime. They sounded alarm about their uncontrolled spread and easy availability, which, they said, undermine human security and impact a range of areas including development and fulfillment of basic human rights. In his remarks, Ambassador Jadoon regretted that the goal of limiting and gradually reducing conventional weapons had not been realised. “Instead, we find ourselves amidst a persistent in-
crease in global military expenditures. “Many destabilising developments are evident in South Asia where one State’s military spending vastly outnumbers that of all others,” the Pakistani envoy told the 15-member Council. “The generous supply of conventional weaponry to this state, together with its strategic capabilities, is fueling instability, jeopardising the delicate regional balance, hindering the resolution of longstanding disputes, reinforcing its sense of impunity and hegemonic designs, and impeding the realisation of durable peace and sustainable development in the region.” “This conventional imbalance can also lead to an outbreak of conflict between nuclear-armed states due to the inherent danger of escalation”, the Pakistani envoy added.
Pakistan, he said, was committed to the establishment of a strategic restraint regime in South Asia, which includes an element of conventional force balance. “Pakistan neither wants nor is engaged in an arms race in the region,” Ambassador Jadoon said. Pakistan, he added, was of firm view that peace and stability in South Asia can only be achieved through the resolution of disputes in accordance with Security Council resolutions and the maintenance of a balance of conventional and strategic military forces. The Pakistani envoy also called for a stronger commitment from the international community to support developing countries in eliminating the scourge of illicit weapons proliferation. Recalling a recent attack on Pakistan’s security forces’ post by terrorist
group Tehreek-e-Jihad Pakistan, he expressed concern about the group’s possession of modern and sophisticated arms, calling for an investigation into how these weapons were acquired. “While we successfully neutralised all of those involved, the possession of sophisticated weaponry by these terrorists, none of which they have the capability to manufacture, indicates a bigger problem today. “It is the responsibility of all States, this Council and the United Nations to take measures to prevent illicit trade, transfer and diversion of these arms,” Ambassador Jadoon added. Urging to expand the scope of arms control to cover conventional weapons, he pointed to the accumulation of conventional capabilities in cyber and outer space, which creates dangerous imbalances and can trigger conflicts. Opening the debate, UN’s High Representative for Disarmament Affairs Izumi Nakamitsu, noted that the UNSC began its biennial consideration of small arms in 2007 and has since recognised that their illicit transfer, destabilising accumulation and misuse threaten international peace and security. “Small arms and light weapons are the weapons of choice in initiating, sustaining and exacerbating conflict, armed violence, terrorism and other forms of organised crime,” she said, warning that their misuse facilitates human rights violations and gender-based violence. In 2021 alone, 260,000 people were killed by small arms, amounting to 45% of all violent deaths — more than 700 people a day, or one every two minutes.

Former PTI minister Hamayun Akhtar joins IPP LAHORE

Former federal minister Hamayun Akhtar has decided to join the fledgling Istehkam-i-Pakistan Party (IPP). According to media reports, matters regarding joining the IPP have been settled between the former PTI commerce minister and the leadership of the Istehkam-i-Pakistan Party. Hamayun Akhtar will announce his decision in a presser to be held later today at 3 pm in the presence of IPP founder Jehangir Khan Tareen and party President Abdul Aleem Khan. Tareen and other IPP leaders Ishaq Khakwani and Aun Chaudhry held a meeting with Akhtar at his residence a couple of days ago. The IPP leaders invited him to join the party. It bears mentioning that Akhtar left the Pakistan Tehreek-i-Insaf (PTI) in June over the May 9 incidents. In the past, he has been associated with the Pakistan Muslim League-Nawaz and Pakistan Muslim League-Quaid.

The National Accountability Bureau (NAB) on Saturday arrested former PTI leader and federal minister Fawad Chaudhry in a corruption case. Fawad Chaudhry was arrested from Adiala Jail after NAB Chairman Lt-Gen (retd) Nazir Ahmed Butt had signed the former’s arrest warrant. According to the warrant, the former information minister was arrested in a corruption case and will be produced before the court. National Accountability Bureau (NAB) on Saturday obtained the court permission to interrogate former federal minister Fawad Chaudhary in connection with a case relating to corruption and assets beyond means. The court hearing was conducted by Judicial Magistrate Yasir Mahmood and was attended by NAB officials and investigation officer. It is relevant to mention here that the NAB chairman had already issued warrants to arrest Fawad Chaudhary under Section 24-A. The NAB officials informed the court that Fawad Chaudhary is in custody under judicial remand. The court allowed the NAB to execute the orders of serving arrest warrants to Fawad Chaudhary and also directed the Adiala Jail superintendent to cooperate in this regard. Last month, Fawad Chaudhry, who left PTI over May 9 violence, was arrested from his home in Islamabad, his wife Hiba Chaudhry said. “Fawad has been arrested and taken to an unknown place,” she added. In January, Fawad was arrested for publicly threatening the members of the Election Commission of Pakistan. The former PTI leader, in June this year, issued an apology to the electoral watchdog for allegedly using “intemperate” language targeting the ECP and Chief Election Commissioner (CEC) Sikander Sultan Raja. This year in June, the former minister was among the PTI leaders who attended the launching ceremony of the Istihkam-e-Pakistan Party (IPP), which is headed by former PTI leader Jahangir Tareen.
Islamabad High Court (IHC) Chief Justice Amir Farooq on Saturday dismissed a plea against the delimitation of constituencies of NA-53 and PP-10 of Chaudhry Nisar Ali Khan. Earlier on Wednesday, IHC Chief Justice Justice Aamer Farooq had reserved the verdict after hearing arguments from lawyers representing the petitioner and the Election Commission of Pakistan (ECP). Giving his arguments in the case, Advocate Kashif Malik, the counsel for the petitioner Sheikh Sajidur Rehman, a close associate of Chaudhry Nisar, said that under section 10, no changes could be made to an administrative unit. He prayed to the court to order the
ECP to again include Sagri area in NA-53, which had earlier been excluded from the constituency and made part of Gujjur Khan. Disagreeing with the petitioner,
the ECP’s lawyer said delimitations of these constituencies had been done in the light of the Supreme Court (SC) verdict, and no changes could be made to them now. The IHC CJ issued written order on Saturday, emphasized that there are no legal issues with the Election Commission’s delimitation of NA-53 and PP-10 constituencies. The Chief Justice ruled that judicial intervention is unnecessary, stating that the Election Commission faces various objections during the delimitation process, and detailed reasons are not mandatory for each objection. The written judgment highlighted that the petitioner’s counsel failed to identify any irregularities in the delimitation process. Consequently, the petition against the delineation of NA-53 and PP-10 has been dismissed.

In a statement, he acknowledged the significant contributions of the late Emir to Kuwait’s leadership and expressed deep respect for his enduring commitment to the welfare of the Kuwaiti people. “The Senate and People of Pakistan mourn the loss of a revered leader, Emir Sheikh Nawaf al-Ahmad al-Jaber al-Sabah, and our thoughts and prayers are with his family and people of Kuwait during this period of grief,” the Chairman said. According to foreign media, the Kuwaiti Royal Court said that Sheikh Nawaf died at the age of 86 after a long illness. The State of Kuwait has declared an official mourning over the death of Amir. Sheikh Nawaf was sworn in as Amir following the death of his predecessor, the late Sheikh Sabah Al Ahmad Al Sabah in 2020.

The Pakistan Peoples Party (PPP) said Saturday it was burying “old ways of politics” and heading into the general elections, set to take place on February 8, 2024, with a “no hate” motto. With less than two months left in the much-awaited polls, the party plans to officially launch its election campaign in full swing with a mass gathering in Garhi Khuda Bakhsh on December 27, which is the date of former PPP supremo and ex-prime minister Benazir Bhutto’s death anniversary. The announcement comes a day after the Election Commission of Pakistan (ECP) issued a schedule for general polls. “PPP Chairman Bilawal Bhutto-Zardari has made it clear: PPP will run its campaign on positivity, not negativity; we will have to bury the old ways of politics — demeaning one another and taking revenge,” the party’s senior leader, Sharjeel Memon, told a press conference in Karachi. Memon, a former provincial minister, was
speaking to journalists after the party’s “important” board meeting — held under Bilawal’s leadership — in which the PPP’s top brass discussed the plan of action for elections. The politicians informed the media that PPP had already started the public communication campaign and after the announcement of the election schedule, the party chief reviewed the country’s political situation. “Some political leaders are still demanding revenge, while the ones who wanted to take action against their rivals are sitting in jail themselves,” Memon said, as other leaders at the presser quipped, as they targeted Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif. Memon added that the PPP chief has made it clear that the country’s problem isn’t taking revenge from one’s opponents, but the redressal of the nation’s issues — skyrocketing inflation and unemployment. “PPP is talking about bringing people together, while other political parties are spreading negativity. The need of the hour is for Pakistanis to unite; this will lead to the country’s development,” he said.
The ex-minister said that Bilawal will lead PPP’s election campaign by holding rallies all over the country. Taking a jibe at the Pakistan Tehreek-eInsaf (PTI), Memon said that “some parties” submitted petitions in the courts to find an escape from the elections. Speaking on the occasion, Senator Sherry Rehman reiterated PPP’s long-held demand for a level playing field for the party and the conduct of elections on the designated date without any delay. A report said that the PPP is set to issue the list of their candidates for the polls mid of next week, with Bilawal set to be the party’s candidate for prime ministership. PML-N is also expected to finalise the list of all its candidates next week for the upcoming polls. So far, no political party has announced its list of candidates for the polls — slated to take place on February 8, 2024. However, PML-N has said that its supremo Nawaz — with a lifelong ban on holding any public office still an obstacle — is the candidate for the prime minister’s slot for a fourth time.
