INANCIAL crunch-triggered crisis of the Pakistan International Airlines (PIA) aggravated on Sunday, affecting the flight operations adversely as 77 flights were cancelled due to the ‘reported’ halt of fuel supply by Pakistan State Oil (PSO). According to the spokesperson for the national-flag-carrier, 52 international and 29 domestic flights were scheduled for Sunday, of which only 4 flights could depart. The spokesperson confirmed that flight operations were ‘completely suspended’ due to suspension of the fuel supply to the airline and a total of 77 flights were cancelled. The media reports said that the PIA’s financial crises had intensified as Pakistan State Oil (PSO), according to a PIA spokesperson, stopped fuel supply despite ‘securing the payments.’ It added that the PIA administration was in constant touch with the Pakistan
State Oil (PSO) as payments could not be made due to bank closure on Sunday. “The national carrier has paid over Rs220 million to the PSO for the weekend,” the spokesperson said, noting that the scheduled evening flights will operate as soon as today’s credit line is available while alternative connections are being
provided to passengers of the affected flights. Meanwhile, Pakistan State Oil (PSO) – in a statement – rebuffed claims of fuel supply suspension to national carrier and said that it had provided fuel for almost 64 flights since Friday night. “On Friday evening, PIA paid Rs220
million for fuel for Saturday and Sunday,” the corporation said, adding that a list of 39 flights for fuel supply was also provided by the airline. According to the corporation, fuel was being provided as per priority flights list provided by PIA. “PIA’s payout limit for Saturday and Sunday is still pending”, it said, noting that the carrier was not providing flight schedules for the remaining amount. “Fuel worth Rs60 million is still available as the national carrier can still acquire it,” the corporation clarified. Due to cancellation and delay of PIA flights, hundreds of passengers have been facing inconvenience for past several days. They were not only the travelers, but flight crew was also facing inconvenience due to delay in flights departures. It is pertinent to mention here that Caretaker Prime Minister Anwaarul Haq Kakar had already directed authorities concerned to expedite the privatization process of Pakistan International Airlines (PIA).

The caretaker government has started preparations to approve a massive hike in gas tariff up to 200% and a summary would be presented before the Economic Coordination Committee (ECC) scheduled to be held on Monday (tomorrow), ahead of the upcoming IMF review for release of $700 million tranche under $3 billion standby loan agreement. According to officials sources, the caretaker government’s has taken steps to meet prior conditions including a proposal to increase gas tariffs for various sectors by up to 193 per cent in the next month to meet the prior conditions in an effort to secure a $700 million tranche in the upcoming International Monetary Fund (IMF) review under the $3 billion standby loan agreement The Petroleum Division will present a summary before the ECC to hike the gas tariff by 200% and 172% for domestic consumers ahead of the winter season. The hike will be imposed on base tariff and monthly fixed charges for different categories of consumers. According to sources, the Petroleum Division’s proposal outlines a substantial 193 per cent increase in gas tariffs and a 172 per cent hike in gas prices for domestic consumers. Additionally, it suggests a 193 per cent increase in gas prices for other consumer categories and a notable adjustment in fixed monthly charges for
protected consumers, rising from Rs10 to Rs400. The Petroleum Division suggested increase in the gas tariff by 200% for different categories of consumers and the hike in monthly fixed charges for protected consumers by 3,900% from Rs10 to Rs400. The hike plan includes an increase of Rs100 for non-protected consumers for monthly use of 0.25 cubic metre, Rs300 per mmBtu for consumers using 0.60 cubic metre in a month, Rs600 per mmBtu for non-protected consumers of 100-150 cubic metre, Rs800 per mmBtu for 200 cubic metre consumers, Rs1,900 per mmBtu for 300 cubic metre consumption and Rs1,500 per mmBtu for 400 cubic metre consumers.

The Election Commission of Pakistan (ECP) on Sunday summoned the principal secretary to the prime minister and the secretary establishment division in their personal capacity on Monday (today) for not transferring the Sheikhupura deputy commissioner. According to a statement issued by the ECP, a three-member bench to be headed by Chief Election Commissioner Sikandar Sultan Raja and comprising Sindh member Nisar Ahmed Durrani and Khyber-Pakhtunkhwa member Justice (retd) Ikramullah Khan, will hear the case. The statement read that an application was filed by the Istehkam-e-Pakistan Party (IPP) for allotment of a symbol for the upcoming general polls as prescribed under rule 162 of the Election Act, 2017. It added that Secretary to the Prime Minister Dr Touqeer Shah and Establishment Division Secretary Inamullah should explain to the commission why they had not complied with the directions issued by the ECP to transfer Sheikhupura Deputy Commissioner Waqar Ali. REGISTER THEMSELVES AS VOTERS BY OCT 25 Meanwhile, the Election Commission of Pakistan (ECP) has asked all eligible voters to get themselves registered by October 25 (Wednesday) as the process for registration of new voters, correction of their particulars and transfer of votes will close on the day. According to the ECP official, the facilitation desks operated by the Election Commission in both Islamabad and its district-level offices are actively engaged in accomplishing this assignment. He urged people to register or rectify discrepancies in the voter lists to ensure their alignment with their Computerized National Identity Cards (CNICs) data by October 25, 2023. The Election Commission invoked the Elections Act, 2017 to freeze the voter lists on July 20, 2023. In order to simplify the process for the public, the lists were then unfrozen from September 28 to October 25, 2023, allowing all eligible individuals to either register, withdraw or rectify their information.

The hike plan for export units ranging from Rs950 to Rs2,050 per mmBtu was suggested by the Petroleum Division. Moreover, the division also recommended an hike from Rs1,400 to Rs2,600 per mmBtu for the non-export units, Rs2,595 per mmBtu for the CNG sector. The recommendations for other industries include Rs2,900 per mmBtu for the cement sector, Rs4,400 per mmBtu for the CNG sector and maintaining the prevailing prices for the power generation units and tandoors. Sources said that the caretaker finance minister summoned the ECC session at 4:00 pm tomorrow and suggested to implement the gas tariff hike plan from October 1.
FIXED CHARGES ON NON-PROTECTED GAS CONSUMERS The Petroleum Division recommended a 334.78% hike on monthly fixed charges on non-protected consumers up to Rs2,000 and a 172% hike in the base tariff. The hike plan for fixed charges includes an increase of 117.39% over consumption of 150 cubic metres (from Rs460 to Rs1,000), 334.78% on 200 cubic metres up to Rs1,540 and Rs2,000 for the consumers using more than 200 cubic metres. Earlier, sources within the finance ministry had informed that the International Monetary Fund (IMF) asked Pakistan to ‘immediately raise’ the gas tariff. The IMF is seeking 100pc ‘rise’ in the gas tariff to minimize the losses and circular debt in Pakistan’s gas sector. The international lender showing concerns about not increasing the gas tariff from July 1 during a virtual meeting with the Pakistan finance ministry officials, demanded the caretaker government of Pakistan to immediately approve the hike in gas tariff, the source claimed. They further said IMF asked the Pakistan finance ministry that denying the increase in gas tariff is a ‘violation’ of the Standby Agreement. The Fund suggested for recovery of Rs46 billion loss of gas companies from July to September. During the talks, the IMF officials were informed that caretaker Finance Minister Dr Shamshad Akhtar is in China.

The former minister took to X, formerly Twitter, to express his gratitude to the nation for the prayers for his safe release after spending over 40 days “in spiritual solitude.” Rashid added that he does not know where he spent this time but he was not hurt during it. “Now my life’s mission is to bring amnesty to all those who are missing, have committed the mistake of May 9, and are innocent but imprisoned,” he said, calling upon his followers on X to support him in this peaceful mission. “I have never appealed to my Twitter [followers] but today I am appealing for the first time to join me in my mission to appeal for amnesty to those who were wronged on May 9,” he wrote. Rashid said he will begin work on his “mission” from tomorrow and requested for prayers once again. “Success will be our destiny and Allah will definitely make us victorious in this mission with the prayers of mothers, sisters and daughters,” he added. On Friday, Rashid resurfaced after his reported arrest from a private housing society in Islamabad on September 17. The federal government has filed a miscellaneous petition in the Supreme Court, informing the apex court about the commencement of the civilians’ trial in military courts on Sunday. The federal government’s plea told the court that as many as 102 people had been arrested on the charge of being involved in May 9 and 10 events. “The trial has been started in military courts to provide justice to the arrested persons. The trial is being conducted keeping in view the interest of the detainees,” the petition said. “He who is not found guilty in the trial by military courts shall be acquitted. The trial in military courts will be subject to the decision of the case pending in the Supreme Court,” it added. It is to be noted here that a five-member larger bench of the Supreme Court will take up about a dozen petitions challenging the trials of civilians in military courts on October 23 (tomorrow). Following the May 9 violence, the National Assembly had passed a resolution demanding that the rioters be tried under the Army Act. Days later, the army had revealed that military proceedings against “102 miscreants” were underway. Led by Justice Ijazul Ahsan, the bench includes Justice Munib Akhtar, Justice Yahya Afridi, Justice Mazahar Ali Akbar Naqvi and Justice Ayesha Malik. According to the cause list issued by the apex court, the hearing is scheduled to begin at 11:30am on October 23.

Shakeel Qureshi, Chairman of Hamdam Welfare Society, has alleged that bus, van, and rickshaw operators in Karachi are continuing to charge the same old fares despite the government’s decision to reduce fuel prices twice. In a statement, Qureshi said that this is “absolute abuse” and that the transport department should immediately issue an order reducing fares so that passengers can travel with peace of mind. He also appealed to the Chief Minister of Sindh and the higher authorities to solve this problem immediately. Qureshi’s statement comes amid growing complaints from passengers about the high fares charged by public transport operators in Karachi. Anti-Narcotics Force (ANF) on Sunday claimed to have recovered 106 kilogram drugs during 11 operations across the country. As many as 13 accused including a woman were arrested by the ANF officials. According to the spokesperson, as many as 504 grams heroin was recovered from the possession of a passenger arrested at Islamabad International Airport. The accused, a resident of Vehari, was leaving for Bahrain by flight number GF-771. In another operation, a raid was conducted on a courier office in Rawalpindi and 18 grams weed sent from UK was recovered from a parcel. The ANF officials conducted two operations in DHA Lahore and Askari-X. A total of seven kilograms of heroin and 940 grams cocaine were recovered from three vehicles. During the operation, three accused residents of Lahore and Sheikhupura were arrested. In fifth operation, 500 grams Ice drug was recovered from a passenger, resident of Khyber at Allama Iqbal International Airport. The accused was leaving for Doha by flight number QR-621. The sixth operation was conducted at Faisalabad airport. A Bahrain bound passenger going on flight number GF791 was arrested on the occasion. The accused, resident of Gujranwala was trying to smuggle 335 grams Ice which was concealed in his trolley bag. The ANF also arrested the drug peddlers from Peshawar, Khyber and Charsada during its operation.

At the moment, the only principle operating seems to be that of collective punishment, not of trying to punish the perpetrators. Palestinians in the Gaza Strip are to be starved, and deprived of utilities, but for what? How much suffering will be enough? It almost seems as if the Zionists themselves don’t know, and are flailing about trying to work out how many gentiles must die to compensate for one Jew. I know the Holocaust was a great human tragedy, and six million Jews died, but it wasn’t the Palestinians who killed anybody. I think it’s quite successful actually, the sleight of hand. The Nazis are all safe in rightwing extremist parties, hiding behind their governments’ condemnations of the Palestinians. Meanwhile, at home it seems as if
there’s a mini-Holocaust going on, of PTI people. It’s almost as if those who held a press conference were lucky. At the press conference, one had to abjure the PTI and all its works, condemn the May 9 attacks and raise slogans in favour of the Pak Army. Now, it seems, you do all of that, and declare that Imran Khan was responsible for those attacks. It started with Usman Dar, but now it went on with Farrukh Habib, then Sh Rashid. Who next? I’ve heard of Umar Ayub and Khawar Maneka, but the one I really like to see on TV would
be Ali Amin Gandapur. They’d better hurry. The next step will be written statements released to the press. And they would have to condemn themselves too. Imran Khan is getting bad news all round. Not only has Sh Rasheed betrayed him, but so has the Australian cricket team. Beating Pakistan was all understandable, but did their batsmen have to concede five wickets to Shaheen Afridi? If he gets on the same page, the Australians will only have themselves to blame.

Large number of youngsters trying to go abroad KARACHI

In view of the economic crisis and inflation, a large number of Pakistanis, especially the young population, are trying to go abroad in search of scholarships and employment opportunities. According to the media report, during the first quarter of 2023, more than 450,000 Pakistanis have left for different countries. The large number of Pakistanis going abroad can be gauged by visiting passport offices and immigration centers where long queues of passport and visa aspirants can be seen these days. A senior official of the Department of Passports and Immigration said that the number of passport applicants has almost doubled in recent months. Most of the applicants are job seekers from different countries, especially in the Middle East. He said that the department has the capacity to issue 25,000 to 27,000 passports a day, but the daily backlog of applications has come down from 13,000
to 15,000. Sources stated a private company that processes visa applications on behalf of some embassies, said the number of visa applications has increased manifold. Meanwhile, the British Council has received a large number of applications for both student and work visas. A British Council official said that in view of the increasing number of applications, 3 IELTS tests (required language test for visa) are currently being organized under the auspices of the
British Council in a week. Sources said that a total of 2500 visa candidates appeared in the last exam, and the number of visa candidates has increased during the last 2 months. Experts say that the exodus of skilled workers from Pakistan is a major concern, as it will deprive the country of its human capital and lead to a brain drain. However, some also argue that the remittances sent by these workers can help to boost the country’s economy.
FESCO imposes Rs397.7m fine on 3109 power pilferers in 44 days FAISALABAD

The Faisalabad Electric Supply Company (FESCO) during the ongoing special anti-power theft drive, held 3109 power pilferers in last one and half month besides imposing a fine of over Rs.397.7 million for stealing electricity in various areas of the company. Spokesman Tahir Sheikh said here on Sunday that over 8.579 million detection units were charged. A sum of over Rs.217.8 million was also recovered from the defaulters. He said that 2996 cases were registered against power theft in various police stations whereas the police also arrested 2476
pilferers so far. Tahir Sheikh further said that the FESCO teams detected electricity theft at 1021 points in Faisalabad district and imposed a fine of Rs.129.4 million on them under the head of 2.775 million detection units. In Jhang district, the FESCO teams caught 309 electricity thieves and imposed a fine of Rs.47.8 million under 1143,000 detection units. Similarly, 324 cases of electricity theft were detected in Bhakkar district and the company fined them Rs.42.6 million under 836,000 detection units. The spokesman further said that 348 electricity thieves were caught from Chiniot district and they were imposed a fine of Rs.39.6 million under
1064,000 detection units. In Khushab district, 102 consumers were found involved in electricity theft and they were fined Rs.16 million for 334,000 detection units. The FESCO teams also caught 376 power pilferers from Mianwali and they were fined with Rs.38.7 million for 845,000 detection units. In Sargodha district, 349 cases of electricity theft were detected. Hence, a fine of Rs.38.7 million was imposed on the electricity thieves under 845,000 detection units. FESCO teams also caught 244 electricity thieves from Toba Tek Singh district. The company imposed a fine of Rs.31.2 million for 624,000 detection units, the spokesman added.

The Palestinian Red Crescent logistics head in Gaza, Mahmoud Abu al-Atta, said truckloads of aid had been handed to specific agencies including UNICEF and the Qatari Red Crescent.
SECOND CONVOY OF AID TRUCKS ENTERED RAFAH BORDER CROSSING: On the other hand, a second convoy of aid trucks entered the Egyptian side of the Rafah border crossing on Sunday, heading towards the Gaza Strip, according to Egyptian security and humanitarian sources at Rafah. A total of around 19 trucks carrying medical and food supplies had been inspected by UNRWA, the UN’s Palestinian refugee agency, the sources said. The first convoy of 20 trucks of badly needed supplies entered Gaza on Saturday. Israel imposed a total blockade and launched air strikes on Gaza in response to a deadly attack on Israeli soil by Hamas on Oct. 7. The Rafah crossing had been out of operation since shortly afterwards, and bombardments on the Gaza side had damaged roads and buildings. UN officials say a higher continuous pace of at least
100 trucks a day would be required in Gaza to cover urgent needs. Before the outbreak of the most recent conflict, several hundred trucks had been arriving in the enclave daily. UN humanitarian chief Martin Griffiths told Reuters on Saturday that work was underway to develop a “light” inspection system, whereby Israel could check the shipments but ensure a sustained flow.
HAMAS SAYS DESTROYED ISRAELI TANK, 2 BULLDOZERS IN GAZA: Hamas’ armed wing has said that it had destroyed an Israeli tank and two bulldozers in an ambush east of the city of Khan Yunis in the southern Gaza Strip. In a brief statement shared by Anadolu Agency, the Palestinian resistance group’s Al-Qassam Brigades said its “fighters engaged an armoured Israeli force in a wellprepared ambush to the east of Khan Yunis, just moments after it crossed the border by a few meters”. “The fighters bravely engaged with the infiltrating force, destroyed two bulldozers and a tank, compelling the force to withdraw, and they returned to their bases safely,” the statement further noted.
ISRAEL DEFENCE MINISTER SAYS WAR COULD LAST MONTHS: Israel’s defence minister has said the war against Hamas could take “months” but insisted it would be the last against the group. “It will take one month, two months, three months, and at the end there will be no more Hamas,” Yoav Gallant said at an air force base whose location was not given by the defence ministry. “Before Hamas makes contact with our tanks and our infantry, they will know the shells from our air force,” he said, adding that Israel’s fighter jets “know how to make this precise, qualitative and mortal”. “This should be the last war in Gaza, for the simple reason that there will be no more Hamas,” Gallant said.
‘ISRAELI SOLDIER KILLED DURING RAID IN GAZA’: An Israeli soldier has been killed by an anti-tank missile during a raid into the Gaza Strip, the military said. PPP reactions to Mian Nawaz Sharif’s return are troubled

ML(N) Quaid Mian Nawaz Sharif’s return at last to Pakistan seems to have left the PPP cold and asking for elections. A statement before his arrival by party Co-chairman Bilawal Bhutto Zardari objected to the way the elections were being held hostage to the return of one person to Pakistan, while once he had returned and addressed the welcoming rally at Minar-e-Pakistan, statements from party Information Secretary Faisal Karim Kundi and Central Punjab General Secretary Kamran Murtaza indicated the PPP’s unease. Obviously, the PPP was making the transition from coalition partner to election opponent. It also reflected the PPP’s objections to the way that events have been unfolding after the dissolution of assemblies in August, and the way matters are being arranged to set up a PML(N) win. While Mr Murtaza asserted that Mr Sharif’s rally was ‘no match’ for Benazir Bhutto’s famous homecoming in 1986, thus apparently pre-empting a claim that the PML(N) has not emphasized, there are other more practical reasons for the PPP to criticize the PML(N). Most significant is probably the difference over when the elections are to be held. The PPP holds, along with the PTI, that polls should be held within the constitutionally prescribed 90-day limit. As Mr Sharif indicated while talking to the press during his Dubai stopover, the PML(N) is willing to leave the Election Commission of Pakistan to fix the date, and presumably to overstep the date, which it has indicated it plans to do because it needs to carry out fresh delimitations. The PPP’s reactions seem to be the result of its realization that it is not getting the benefits of cooperating with the establishment, and that the PML(N) has been notionally designated as the party that will win the next election. The PPP has obviously got to position itself as the PML(N)’s main opposition in the Punjab, a place for which it will have to displace the PTI. It should not be forgotten that the PTI not just replaced the PPP in 2018, but emerged as the largest part in Punjab, where it formed the government. Now that Mr Sharif is back, the PPP has clearly wasted no time in taking its gloves off.

HEIKH Rasheed Ahmed, the self-styled son of Rawalpindi, as expected, suddenly came out from wherever he was for the last 40 days and also gave an interview like other PTI turncoats, shedding light on the events that led to the 9th May incident and the developments afterwards. However, unlike others he cleverly avoided directly blaming Imran Khan and naming other characters who played a part in the events that unfolded during that period but did admit that the ant-establishment stance of the party was wrong; the long march among other objectives also was aimed at preventing the appointment of Gen Asim Munir as COAS; that he had advised Imran Khan several times to avoid taking on the establishment and hurling flak on serving military officers which was uncalled for. Regarding his disappearance from the scene he said that he was on meditation for 40 days and everybody cooperated and comforted him. Like a cunning fox he avoided telling the truth but did impliedly suggest that he was in custody during which he had ample time to reflect on the situation besides admitting that he always has been a man of the establishment. There is a lot to read between the lines in regards to what Sheikh Rasheed has said. For me it was yet another somersault by a political freeloader whose political life is a ranting testimony of going with the wind and changing colours. I happen to know him from school days when he was known as a person with dubious character. He has maintained that trait throughout his political life. Although most of our politicians, MNAs and MPAs, are political freeloaders doing politics to build their own fortunes through corruption which is in-built in the archaic colonial system of governance, but none can be compared to Sheikh Rasheed Ahmed widely known as ‘Sheeda Tulli’. Whoever conferred this epithet on him was right on money to describe his real character. He is uncouth, loud-mouth and devious. These traits surely helped him to build relations with politicians who needed somebody for character assassination of their opponents. This he did first of

If my memory serves me right I heard Ghulam Mustaf Khar giving him a shut-up call on the floor of Parliament and shaming him for having received money from him when he was Governor Punjab. He was also snubbed by Moonis Elahi when as interior minister in the PTI government he took a swipe at the PML(Q) leadership saying that he was standing with Imran Khan like a rock and was not like those who had only five seats and were blackmailing Imran Khan for the Punjab Chief Ministership. Moonis reminded him that during his student life he used to take money from the leaders of the same party and that he was the same Sheikh Rasheed whom Imran Khan insulted in a live TV programme, and at a public rally castigated his politics, remarking that he would not take him even as his peon. In the 1993 and 1997 general elections Sheikh Rasheed returned to the National Assembly on a PML(N) ticket and during that time he never tired of showering praise on Nawaz Sharif as a great leader and his political mentor. He paraded a live lion on Murree Road Rawalpindi during one of the election campaigns. After becoming an ally of PTI in spite of the bitterness that existed between him and Imran Khan, he acted as more loyal than the king in portraying him as a saviour and great reformer. In the USA and UK some political slurs are used to describe characters like Sheikh Rasheed. Flapdoodler is a commonly used slur for a politician, a speaker of portentous but empty words best described as a demagogue. The term ‘Flip-Flopper’ is used for a politician who is in the habit of changing his or her opinion or taking a position on a particular issue. ‘Pollywog’ denotes a politician who is considered untrustworthy because of his ever shifting position on the issues at hand and whose track record corroborates the epithet. Another political slur that is often used to denigrate a politician is ‘Rent-a-Quote’. It is someone who might be relied upon by the media to provide a comment, especially one expressing a strong or contentious opinion either in any circumstances or when a particular issue is being discussed. ‘Snollygoster’ is used to describe a politician who is unprincipled and engages in politics of self-aggrandizement rather

EALTH economics, a discipline that explores the allocation of healthcare resources in the face of scarce supply, is essential for maximizing the efficiency, equity, and sustainability of healthcare systems globally. Healthcare is considered a human right for all citizens; therefore, healthcare is a national priority. The importance of understanding and prioritizing health economics has never been more evident. The importance of health economics in Balochistan cannot be understated. It is crucial for policymakers to prioritize the well-being of Balochistan’s future and understand why decision-makers must prioritize a healthier future for Balochistan. Balochistan, despite being the largest province of Pakistan in terms of area, has one of the weakest healthcare sectors in the country. There are no good healthcare facilities where people can seek medical aid for their ailments. In 2000, during a global summit of the United Nations, the majority of heads of state came to a consensus to work towards achieving the health-related MDGs by 2015. However, there has been limited progress in Balochistan towards attaining these health-related objectives. The main reason behind the failure to achieve the goals set out in the MDGs is because the healthcare facilities in both urban and rural Balochistan are in very bad condition. The quality and availability of services at these healthcare centres have worsened, mainly due to the weak and corrupt political government in the province, which has not made the necessary improvements to the healthcare system. Internal politics within healthcare institutions, involving both professionals and non-professionals, have severely hampered their efficiency. A small group of individuals wield significant influence over the entire healthcare system in Balochistan. Hospitals and clinics are facing shortages of crucial items, including proper med-

The unequal distribution of wealth in the sector is causing such disastrous consequences, and the government of Balochistan is not being provided the necessary budgetary allocation for these improvements. The amount spent on health services is hardly sufficient to bring any meaningful change in the system. Poor public health services in the province leave the patients with no choice but to opt for private hospitals. Patients are being avoided in government hospitals to benefit private hospitals and clinics. Improving healthcare in Balochistan, Pakistan, is of paramount importance, and learning from successful healthcare systems worldwide can provide valuable insights. This comprehensive approach includes enhancing healthcare worker education, supporting research and innovation, modernizing healthcare infrastructure, empowering local health officers, establishing robust oversight, implementing an efficient Health Management Information System, fostering public-private collaboration, seeking international support, optimizing resource allocation, and involving the community in healthcare decisions. Customizing these lessons to the Balochistan context can lead to the development of an accessible, high-quality, and efficient healthcare system. As members of the community, we can also contribute by promoting health awareness, supporting local health initiatives, and actively participating in community healthcare programs. It is through this collaboration between the government, healthcare professionals, the community, and taking inspiration from successful global healthcare systems that Balochistan can make significant strides toward accessible, high-quality, and efficient healthcare for all residents. As if the province didn’t have enough problems…
ications and up-to-date medical equipment, ambulances, well-trained doctors and nurses, and other critical components for good healthcare. Provincially, there are hospitals in each district’s main town, and they also run Basic Health Units (BHUs) and Rural Health Centers (RHCs) to offer basic healthcare in cities and rural areas. They have 553 BHUs, 89 RHCs, and 89 Maternal Child Healthcare Centers (MCHs) for the scattered population. In the main city, Quetta, there are five hospitals: BMC, Civil, Fatima Jinnah Chest & General Hospital, Helpers Eye Hospital, and Sheikh Khalifa Bin Zayed Hospital. The BHUs are managed by the People’s Primary Health Care Initiative (PPHI), a semi-government organization. Additionally, there are 567 Civil Dispensaries (CDs) in the province. The healthcare situation in Balochistan is extremely poor, whether it is the doctor-to-patient ratio (1:1000) or the nurse-to-patient ratio (1:50). Many children die before the age of five, and maternal and infant mortality rates are alarmingly high. In rural areas, healthcare services are inadequate, and hospitals are in a discouraging state. Even in district hospitals like Sibi, Khuzdar, and Lorelai, there are specialists, but they lack essential medicines and equipment. Patients often have to turn to private hospitals in other regions for better care, and even the BMC and Civil Hospitals, among civil hospitals in Quetta, have not provided satisfactory services, with non-functional MRI machines for the past five years. The situation in the provincial headquarters in Quetta is quite similar. It’s facing a problem because five of its biggest hospitals are dealing with a lot of Afghan immigrants coming in. Meanwhile, in the private health sector, doctors focus more on making money and often don’t follow the idea of helping people in need. The poor condition of the provincial headquarters implies an even worse condition in rural areas. In Balochistan, 23 hospitals in various districts are inefficient (Published in The Balochistan Point on February 18, 2015), with issues like missing doctors, medicines, and transportation, leading to fatal outcomes for serious patients.
than serving national interests. Another epithet given to a politician who discusses and debates issues but fails to act is ‘Tirekicker’. All these political slurs fit Sheikh Rasheed, though most of our politicians and the so-called electables also can be safely included in that category. It is because of such politicians that the country stands where it is today. They have been conniving with anti-democratic forces to destabilize democracy and democratic institutions for their personal gains; have been changing their political loyalties to swell their fortunes and have been selling their souls to the devil to remain in the corridors of power. The media as a representative of the society is supposed to defend and promote democracy which is also imperative for its own freedom but regrettably it is also infected by the polarization that exists in the political domain. It has no sense of proportion. It is amazing that a political free-loader like Sheikh Rasheed on whom all the political slurs mentioned above apply and who has only one seat in the parliament which he earned courtesy another party, is engaged by almost all the TV channels for his outlandish comments and some channels even extend the courtesy of hour-long exclusive interactions with him. People are also amazed at his audacity to make tall claims about his political character and morals, knowing well that he is a politician who has adopted a myriad of hues during his political journey.

A faulty injection for diabetic patients has caused a medical crisis in Punjab, leading to vision loss for many people. The Punjab Health Department has stopped the sale of the injection and formed a committee to investigate the issue. The committee will check the records, samples, and tests of the injection and report its findings. The Minister of Health has vowed to take strict action against those responsible. In Sindh, however, counterfeit and fake medicines are rampant, affecting public health and causing kidney and liver problems. Doctors, hospitals, and medical stores are involved in prescribing and dispensing these fake medicines, often bribed by pharmaceutical companies. These companies produce substandard and spurious drugs, using cheap and harmful ingredients, and sell them at high prices. These drugs not only fail to cure the diseases they are meant for but also cause serious side effects and complications. The DRAP, which is supposed to monitor drug quality and regulate pharmaceutical companies nationwide, has failed to perform its duty and act against the culprits. The DRAP appears to be influenced by pharmaceutical interests, raising concerns about its commitment to public health. Urgent action and a judicial inquiry are needed to protect public health and hold those responsible accountable. The government must ensure safe and effective medicines are on the market and punish fake medicine producers severely. Public awareness of the dangers of fake medicines should be raised, with the reporting of suspicious reactions encouraged. The health sector needs reform and stronger oversight. IN any democratic society, the rights of citizens stand as the cornerstone upon which the entire edifice of governance and social harmony is built. These rights, enshrined in constitutions and upheld by the rule of law, serve as a safeguard against tyranny and ensure that individuals can lead lives free from oppression and discrimination. The fundamental rights of citizens are not merely a legal construct; they are the embodiment of a nation’s commitment to the principles of justice, equality, and human dignity. One of the most fundamental rights of citizens is the right to life and personal security. This basic right underscores the importance of protecting individuals from harm, both from the state and from fellow citizens. It extends to safeguarding citizens from arbitrary detention, torture, and extrajudicial violence. A society that respects and upholds this right ensures that its citizens can live without fear, pursue their aspirations, and contribute to the progress of the nation. Moreover, the right to freedom of speech and expression is another vital element of citizens’ rights. This right empowers individuals to voice their opinions, critique their government, and participate in public discourse. It not only allows for the exchange of ideas but also serves as a check on the abuse of power. In a world where information is a potent tool, the freedom to express one’s thoughts is an essential safeguard against censorship and authoritarianism. Is Myanmar’s military on its last legs? Monday, 23 October 2023

WO years have passed since Myanmar’s National Unity Government (NUG), a government in exile, had launched (September 7) a “defensive war” and nation-wide revolution against the military rule. In contrast to Myanmar’s historically uncontested military power, the military today faces widespread and vehement opposition from ethnic armed organizations, people’s defence forces, and citizens who have organized militias. The PDFs and EAOs have advanced significantly over the last two years, while being in asymmetrical conflict with the army of the Junta, a considerably more technologically and militarily sophisticated adversary. All 14 states but Rakhine State are experiencing active conflicts. Since the outset of the coup, Sagaing has been the stronghold of the resistance. The government forces here suffered the most losses. Combat became more intense in the Shan, Kachin, Kayah, Chin, and Mon states. Among the four EAOs, the Kachin Independence Army (KIA), the Karen National Union (KNU), the Karenni National Progressive Party (KNPP), the Chin National Front (CNF), and the ‘All Burma Students Democratic Front (ABSDF)’ have openly allied with pro-democracy forces. The second group known as the ‘Three Brotherhood Alliance’, consist of the Arakan Army (AA), Ta’ang National Liberation Army (TNLA) and Myanmar National Democratic Alliance Army (MNDAA). AA has engaged in fighting with the regime, now has a ceasefire. The other two provide military training and weapons to resistance forces. The third group consists of the United Wa State Army (UWSA), the Shan State Progress Party (SSPP)/Shan State Army-North, and the National Democratic Alliance
Army (NDAA, or Mongla Group) are currently observing ceasefires with the Myanmar military. The fourth group consists of seven EAOs: the RCSS, the New Mon State Party (NMSP), the Democratic Karen Benevolent Army (DKBA), the Karen National Union/Karen National Liberation Army-Peace Council (KNU/KNLA-PC), the Arakan Liberation Party (ALP), the Pa-O National Liberation Organization (PNLO), and the Lahu Democratic Union- all are NCA signatories and currently engaged in peace talks with the regime. According to an assessment by ‘The Irrawaddy’, there are approximately 150,000 EAO troops. Among them about 31 percent of EAOs are actively participating in the ongoing revolution against the dictatorship, while just 7 percent have sided with it. Therefore, the remaining 62 percent of EAO forces can be crucial to this revolution. In its report released on September 7, to mark the second anniversary of the declaration of the people’s defensive war against the junta, the NUG’s Defense Ministry estimated that the junta’s ground combat force at the start of the war numbered about 65,000, comprising 521 combat battalions including 214 Light Infantry Battalions and 307 Infantry Battalions. The air force, navy and reserve forces of the junta had around 225,000 to 240,000 troops. Over the past two years, around 9900 clashes took place and around 12.5 percent of the junta’s total strength was lost, as around 30,000 troops were killed in the clashes, the ministry said. It also said that 28 junta bases including outposts, police stations, border guard outposts and pro-junta Pyu Saw Htee militia camps were seized in the first year of the war of resistance and another 107 enemy camps were seized in the second year of the armed revolution. The NUG has formed 293 PDF battalions and 250 Township Defense Groups, to wage war against regime troops across the country. Twenty-two ethnic defence groups are fighting the junta alongside the PDFs and EAOs, the ministry added. The junta has lost control in most of the rural areas of the country and urban resistance attacks targeting regime forces, junta bases and regime-run government department offices are often reported in towns and cities. The NUG’s Defense Ministry says its armed forces had conducted urban attacks in more than 100 towns and cities. The junta is struggling to defeat the resistance, focusing on multiple front lines across the country. Human
resource shortage and defection from rank and files are making regimes struggle tougher. Air power has been the regime’s crucial weapon to slow down the advances of resistance forces. Although, the junta received 2 Su-30 fighter jets from Russia recently, Indian Defense Research Wing reported on September 1 that the Myanmar Air Force had grounded all its 11 JF-17 Thunder fighters because of technical reasons. This has been a blow to the regime’s air power. The grounding of the whole squadron has significantly disrupted Nay Pyi Taw’s plan for targeted airstrikes against PDF and EAO positions. The junta has forced to change its tactics in August 2023 from offensive to defensive in several resistance strongholds amid an increase in attacks in ethnic areas and other resistance strongholds. Even its capital it now under threat. In August, the junta deployed massive numbers of troops in Kachin, Shan and Kayah states to regain territory lost to EAOs and resistance forces. At the same time, it had to repel escalating attacks in Chin and Mon states. The military junta has lost control of almost all of Sagaing Region and many townships in Magwe and Mandalay regions. Most roads in Sagaing and Magwe regions are now controlled by resistance groups, while junta assets —police stations, military bases, checkpoints and township general administration department offices —are being hit by drone strikes, raids and shelling daily. The junta reportedly lost control of more territory in some townships in Tanintharyi Region, eastern Bago, Kayah, Kachin, Northern Shan and Chin States. However, Junta atrocities continue. Rights group Assistance Association for Political Prisoners (AAPP) says, at least 4,071 civilians have been killed and more than 24,700 individuals detained by the junta forces since the February 2021 coup. ‘Data for Myanmar’, a local monitoring group says that, as of July 31, the junta troops and its affiliated militia groups had burned down about 74,850 civilian homes countrywide. In another report, NUG says, the regime has committed at least 144 massacres since 2021 including 48 between January and July this year and killed 1,595 civilians countrywide. This caused nearly 1.9 million internally displaced persons in Myanmar, says the UN Office for the Coordination of Humanitarian Affairs. Under the direction of Sr. Gen. manity against protesters, journalists, lawyers, medical personnel, and members of the political opposition by engaging in mass executions, torturing, sexual assault, arbitrary arrests, and other abuses. The nature of the security force crackdown– methodical, widespread, and systematic– reflects the junta’s policy of suppressing the opposition. “Is Myanmar’s military starting to lose the war?” was the title of a study in The Asia Times. Anthony Davis, a military and security specialist, stated that despite his initial belief that the situation would be hopeless immediately following the coup, he now believes that the resistance movement is consolidating successes. However, opinions on the situation in Myanmar can vary greatly. For instance, The Economist recently stated in an article titled, “Myanmar’s resistance is at risk of believing its own propaganda,” that the “narrative of imminent victory” for the resistance movement is being promoted via Myanmar’s social media platforms, but the facts on the ground speak a different language. “Peer past the virtual fog, and a far bleaker picture emerges … Armed anti-regime groups are fragmented, with up to a dozen in a single district. A paucity of weapons has left them unable to go beyond guerrilla ambushes and assassinations,” it reads. The majority of publications on the fighting in Myanmar expressly mention issues with faulty data. According to Davis, “coherent analysis is complicated by the sheer frequency and spread of small-unit clashes and attacks across a vast swath of the country, and by a striking lack of impartial news reporting from the frontlines of a civil war largely shielded from the outside world.” Local journalist Cape Diamond said that the media in Myanmar do not “deliver the entire picture” and often “understate defeats” of the PDFs. However, the overall performance of the resistance movement in the past two years has been largely successful due to the support of the people. The main challenge is acquiring weapons and establishing a central command system to fight unitedly and strategically to achieve greater success in the armed resistance movement. A clear and precise plan on ousting the current military regime is somehow very important. Unlike the rush by Western governments to support and fund Ukraine and President Volodymyr Zelensky in the wake of the Russian invasion, the Myanmar opposition is receiving little or nothing at all. Un-willingness to support the NUG in terms of weapons and funding means the Myanmar crisis could drag on for years, despite the “feel-good” statements of the NUG saying 2023 should be the last year for the Spring Revolution to roll out before victory. Global and regional actors need to step up to the plate to offer real support to Myanmar in its crises- help Rohingyas to be repatriated, promote a federal democratic system and oppose any calls for the state to be divided.

HE Al-Aqsa Flood operation has turned all US calculations on their heads, striking hard at the Arab-Israeli normalisation process which has been accelerating. It has also (for now) ended Israel’s goal of full integration in the region, and the total isolation of Palestinians. This disrupted plan was to be followed by the gradual eradication of Palestinians from their land altogether. The Israeli vision was that their physical erasure would be accompanied by their erasure from Arab consciousness and the political landscape. The merciless revenge operation going on right now should therefore be understood as both a response by Israel and the US. The war crimes we are witnessing today - including the annihilation of entire families - go beyond being an Israeli desire to defeat Hamas, other Palestinian factions, and the Palestinian people – they are also Washington’s revenge. Having been jolted into the realisation that Palestinians’ ability to resist has not been exhausted, nor even weakened, the US wishes to send a message to the world. This is because Hamas’ 7 October attack has shaken not only Israel’s reputation and prestige, but that of the US. The 7 October attack proved, to a devastating effect, the limitations and impotence of Israel’s (and by extension, that of the US) much vaunted technology and military prowess when faced with Palestinian fighters deeply rooted to their land and for whom there is no limit to the sacrifices they will make for freedom. This was a rude awakening given the US believed it had already successfully subjugated the Arab regimes and had made great progress in subduing the people across the region. It has meant that the question now is not just about defeating Hamas militarily but also achieving the initial goal of controlling the entire region. For this reason, the US isn’t just supporting Israel in its war to annihilate Gaza – it is actively participating in it. It is clear from the statements of President Joe Biden and Secretary of State Anthony Blinken, that the US will continue to work alongside Israel towards the shared goal of eliminating Hamas altogether.
Nothing that evokes or symbolises a movement that has breached Israel’s military arsenal will be allowed to continue to exist in Gaza. After all, Israel’s security and military superiority have been unshakable priorities for successive US administrations, democrat and republican, for decades. The Al-Aqsa Flood Operation has shattered this status quo in an astonishing and unexpected fashion. And while Israel and the US had been making a lot of noise about Iran’s nuclear reactors as posing an existential threat, neither had expected that the threat would actually come from besieged Gaza. Though the noise surrounding the ‘Iranian bogeyman’ has also been part and parcel of media and propaganda efforts to justify Israeli aggression, expansion, and domination over the region. Indeed, the Al-Aqsa Flood has revealed to the US and Israel, once more, that the resistance of the Palestinian people continues. Ultimately it has demonstrated that coexistence is not possible between a racist, colonial project and a people who believe in their own rights, history and freedom. What we can expect now, is an ongoing murderous response from the US that seeks to eliminate Hamas by any means available, whatever the human cost. Through the statements coming out of the US and on what American Zionists, especially those with close links to Congress and the White House, are promoting and advocating, certain predictions can be made about upcoming steps. Firstly, it is highly likely that the forced displacement taking place inside the Gaza Strip will continue alongside the destruction of residential tower blocks, civilian facilities and vital infrastructure, both to enforce displacement and to decimate the infrastructure. This will ensure that Gaza becomes uninhabitable without ‘Western’ intervention, and the reconstruction process will only be allowed to take place under US-Israeli ‘supervision’. Secondly, after Gaza has been destroyed (with US support), we should cast our minds back to the 2001 Twin Tower attacks. Following 11 September the US called for bombing any states (Afghanistan and Iraq) which opposed the US and sending them back to the stone age, after which they were rebuilt. We can expect for this experiment to be replicated in Gaza. However, the goal will be to transform it into a ‘demilitarised buffer zone’. For the US and Israel, this is actually the only acceptable form any densely populated Palestinian territory may take. Thirdly, Israel will threaten all Palestinians in the occupied West Bank and Jerusalem with the same fate as Gaza in response to any continued resistance activity. The war crimes
in Gaza will likely be followed up with ‘uprooting’ operations against Palestinian resistance groups and factions elsewhere. Fourthly, the above steps could not happen without the cooperation of the Arab regimes – even if the formal normalisation drive is temporarily hindered. Here I issue a warning. Even if normalisation does not expand through the region, or materialise through treaties, and even if agreements are suspended, it is effectively continuing through the security cooperation between Israel and various integral parties: the Palestinian Authority (PA), Egypt, Jordan, and the Abraham Accords signatory states. This security cooperation has to end. Ultimately, however, it is not necessarily the case that the operation to destroy Gaza will succeed, despite the deep involvement of the US and Washington’s role in perpetrating the crime alongside its partner, whether with weapons, propaganda or the demonisation of the Palestinians. The hope is that the reading of Washington’s goals, as laid out by this piece, will contribute to a discussion on what we can do to confront the savage revenge being exacted on the people of Gaza. There is no mystery to the timing of the Al-Aqsa Flood operation. The erasure of the Palestinian cause – with groundwork for such a goal clearly underway by both the US and Israel - was bound to see a response; even if the scale and nature of the operation was staggering. But the Palestinian resistance, like the rest of the Palestinian people, fully understood what was in store for them. However, nobody could have anticipated a response with this strength of will, force, audacity, organisation, and meticulous planning – all conducted on a level of secrecy difficult that’s to fathom. This is the reason that the US has been utterly brazen in its open support for Israel and in its sheer contempt for Palestinian lives. The Palestinian struggle has, once again, proven itself to be a major ongoing impediment in the US’ path and plan for the region. Our response to this plan - and this has long been the case - is to fight as hard as we can to outrightly reject normalisation between Israel and the Arab states. This is of course not an attempt to minimise the magnitude of the catastrophe in Gaza, and immense suffering of its people, which we must all have the utmost respect for. Normalisation and piling pressure on the Arab regimes to reject the US plan is really very least that we can do. And we must do it.

In this era of logo saturation and viral products, luxury brands seem to be resorting to the trick of corporate color to distinguish themselves from the rest. Each one resorts to a color to tell their story. Balenciaga uses black, often associated with sophistication, to show fashion as a story that takes place in the streets (where many wear black). Miu Miu reinforces with navy blue its allusion to collegiate aesthetics and its historic obsession with uniforms. Versace resorts to the pastel tones that everyone remembers from Gianni’s campaigns from the 1990s, and Saint Laurent uses beige to extend the influence of its safari jacket from the 1970s to any type of garment. But perhaps the greatest recent example is that of Gucci. The highly anticipated debut of Sabato de Sarno with the Italian house last September was announced on billboards throughout the main capitals of the world with one word: Ancora (which means “still” or “once again,” with all the connotations that might carry) over a dark red background. No image; just a concept and a color that was later seen on some garments during the show. However, the most paradigmatic current case is that of Valentino, which last year presented an entire collection in a sort of fuchsia pink, a color created by Pantone expressly for the house and which they named Pink PP, alluding to its creative director, Pierpaolo Piccioli, who said that his unilateral commitment to that color was his way of responding with optimism and rebellion to some strange moments. Still, there was a sophisticated marketing strategy behind that choice: a long history of the founder of the house, Valentino Garavani, associated with red, that the house now wanted to repeat with fuchsia. The strategy ran its course, and more than half of the garments of the new Valentino collection for next spring
are entirely white. Clean slate. The cultural symbology of color and its psychological associations are very old, but its unconscious connotations in the minds of consumers only began to be exploited about a century ago, when theorists such as Faben Birren became consultants in the 1950s and advised firms like Dupont and General Motors on what colors to use to provoke emotions in the minds of potential clients. Of course, there are also some random alliances between brands and colors that ended up being lucrative: Hermès is orange because there were no cream-colored boxes after World War II, so they decided to make a temporary change with a batch of orange boxes that were “defective” and ended up becoming definitive; Tiffany & Co. is blue because at the end of the 19th century, when it was founded, upper-class brides wore a similar shade in their accessories on their wedding day; and Louboutin’s soles are red because in 1993 the designer wanted to debut with a shoe that paid tribute to Andy Warhol, and he felt that that combination was wearable and pop at the same time. The first two colors are trademarked, and Louboutin has been litigating for a decade so that no one else can use its style. From Chanel’s black and white combination to Elsa Schiaparelli’s shocking pink or the aforementioned Valentino red, the history of fashion is full of brand and color associations. Today, however, it is not about the commercial talent of the designer to know which color provokes a specific emotion in the client, but about creating a marketing strategy that wins the battle on TikTok and Instagram, with their three-second stories, thirty-second videos and instant memes. It has been a while since the luxury brands reduced their logos to a subtle and sophisticated typography, very similar to each other. That is why it is the color what unconsciously makes a difference, almost without us realizing it, unlike the literal and explicit nature of the monogram. Pantone acts as a consultant to explain to the brands what shades better convey the social moment and, therefore, the public’s expectations (in other words, what colors we are willing to wear) and some brands develop entire strategies to launch their own. While the runways seem to imply that almost no one wants logos anymore and that everything is leaning towards subtlety, Instagram continues to be the battlefield for immediate distinction and recognition, and color is all that remains as an aspirational tool. Gucci is burgundy, Valentino is white, Burberry is blue, Miu Miu is navy blue and Off White is yellow — at least for now.

HINA believes “force is not a way to resolve” the Israeli-Palestinian conflict and is once again calling for a ceasefire, its envoy for the Middle East pleaded in Egypt, the foreign ministry said Sunday. Egypt on Saturday hosted a “summit for peace” where UN Secretary-General Antonio Guterres called for swift “action to end this godawful nightmare” after two weeks of war between Israel and the Palestinian group Hamas. Beijing’s envoy for the Middle East, Zhai Jun, met Arab League chief Ahmed Aboul Gheit on the sidelines of the summit.
The Chinese diplomat called for an “immediate ceasefire and an end to the fighting as quickly as possible”, his ministry said in a statement. “China believes that force is not a way to resolve the problem and that responding to violence with violence will only lead to a vicious circle of revenge,” Zhai said according to the statement, which mentioned neither Israel nor Hamas. Hamas fighters stormed into Israel from the Gaza Strip on October 7 and killed at least 1,400 people, mostly civilians who were shot, mutilated or burnt to death on the first day of the raid, according to Israeli officials. Israel’s retaliatory bombing campaign has killed more than 4,600 Palestinians, mainly civilians, according to the Hamas-run
health ministry in Gaza. China has so far maintained good relations with Israel, but it has supported the Palestinian cause for decades and traditionally backs a two-state solution. China said Thursday it was “deeply disappointed” by the United States’ decision to veto a UN Security Council resolution calling for a “humanitarian pause” in the IsraelHamas conflict. Washington justified its veto because the text did not mention Israel’s right to defend itself. Second aid convoy enters Egyptian side of Rafah crossing en route to Gaza
CAIRO: A second convoy of aid trucks entered the Egyptian side of the Rafah border crossing on Sunday, heading towards the Gaza Strip, according to Egyptian security and humanitarian sources at Rafah. A total of around 19 trucks carrying medical and food supplies had been inspected by UNRWA, the UN’s Palestinian refugee agency, the sources said. The first convoy of 20 trucks of badly needed supplies entered Gaza on Saturday. Israel imposed a total blockade and launched air strikes on Gaza in response to a deadly attack on Israeli soil by Hamas on Oct. 7. The Rafah crossing had been out of operation since shortly afterwards, and bombardments on the Gaza side had damaged roads and buildings. UN officials say a higher continuous pace of at least 100 trucks a day would be required in Gaza to cover urgent needs. Before the outbreak of the most recent conflict, several hundred trucks had been arriving in the enclave daily. UN humanitarian chief Martin Griffiths told Reuters on Saturday that work was underway to develop a “light” inspection system, whereby Israel could check the shipments but ensure a sustained flow. According to Kashmir Media Service, Nayeem Ahmed Khan in his message from New Delhi’s Tihar jail has said that the Indian invasion of Kashmir in 1947 was the most dreadful incident of India’s colonial history that threw the region into throes of instability and perpetual violence. He said India’s continuous denial to grant right to self-determination to the people of Kashmir has brought death and
destruction in the region. “Kashmiris are being brutally victimized by over one million Indian military and paramilitary personnel deployed in the length and breadth of Kashmir,” he added. An Iranian Revolutionary Court has handed out long prison sentences to two women journalists over their coverage of the death in custody of Kurdish-Iranian Mahsa Amini last year, state media reported on Sunday. The death of 22-year-old Amini last September while in the custody of the morality police for allegedly violating the Islamic dress code unleashed months of mass protests across Iran, marking the biggest challenge to Iran’s clerical leaders in decades. Iran’s state news agency IRNA said Niloofar Hamedi and Elaheh Mohammadi were sentenced to 13 and 12 years in prison respectively on charges, including collaboration with the US government and acting against national security. Lawyers for the two journalists have rejected the charges. “They received seven years and six years each respectively for collaborating with the hostile US government. Then each five years in prison for acting against the national security and each one year in prison for propaganda against the system,” IRNA reported. Hamedi was detained after she took a picture of Amini’s parents hugging each other in a Tehran hospital where their daughter was lying in a coma and Mohammadi after she covered Amini’s funeral in her Kurdish hometown Saqez, where the protests began. IRNA said the “issued verdicts” were subject to appeal. If confirmed, the time the women have already spent at the Evin jail, where most political prisoners are held, would be deducted from the sentences, according to the judiciary’s Mizan news agency. A statement released by Iran’s intelligence ministry in October last year accused Mohammadi and Hamedi of being agents for the United States’ Central Intelligence Agency. “There is documented evidence of Hamedi and Mohammadi’s intentional connections with certain entities and individuals affiliated with the US government,” Mizan reported.
Afghanistan coach Jonathan Trott said on Sunday that his team is looking forward to renewing a “passionate” rivalry with Pakistan. Both sides are in desperate need of a win at the World Cup. Hamas says it took about 200 hostages during a deadly Oct. 7 rampage carried out from the Gaza Strip on communities and military bases in southern Israel, part of the biggest attack on the country since the 1973 Arab-Israeli war. Beijing and Manila traded blame on Sunday for two collisions between Chinese vessels and Philippine boats on a resupply mission to Filipino troops on a remote outpost in the disputed South China Sea. The incidents happened near Second Thomas Shoal in the Spratly Islands, a hotly contested region where Beijing deploys ships to assert its claims over almost the entire sea. A Philippine government task force said the “dangerous blocking manoeuvers of China Coast Guard vessel 5203 caused it to collide with the Armed Forces of the Philippines-contracted indigenous resupply boat” about 25 kilometres (15 miles) from Second Thomas Shoal. China said the “slight collision” happened after the resupply boat ignored “multiple warnings and deliberately passed through law enforcement in an unprofessional and dangerous manner”, state broadcaster CCTV reported, citing the foreign ministry. In another incident, a Philippine coastguard vessel escorting the routine resupply mission was “bumped” by what the Philippine task force described as a “Chinese Maritime Militia vessel”.
China, however, accused the Philippine boat of “deliberately” stirring up trouble by reversing in a “premeditated manner” into a Chinese fishing vessel. A video released by the Philippine military showed the bow of the Chinese coastguard ship and the stern of the resupply vessel briefly touching. The Philippine vessel continues on its course. It is not clear if there was any damage. A second resupply boat was able to reach the grounded BRP Sierra Madre and “successfully resupply our troops and personnel stationed there”, the statement said. “The National Task Force for the West Philippine Sea condemns in the strongest degree the latest dangerous, irresponsible, and illegal actions of the CCG and the Chinese Maritime Militia done this morning,” the task force said in a statement. It said the “provocative, irresponsible, and illegal action” of the Chinese coastguard boat had endangered the safety of the crew on the supply boat. China claims almost the entire South China Sea, through which trillions of dollars in trade passes annually, and has ignored an international ruling that its assertion has no legal basis. Second Thomas Shoal is about 200 kilometres (124 miles) from the western Philippine island of Palawan, and more than 1,000
kilometres from China’s nearest major landmass, Hainan island. China said “responsibility lies entirely with the Philippines” for Sunday’s incidents. As China moves ever more confidently to assert its claims to sovereignty over the waters, officials and experts have warned of
the potential for collisions. “This is exactly the kind of event that can happen given their dangerous manoeuvring,” said Jay Batongbacal, director of the University of the Philippines’ Institute for Maritime Affairs and Law of the Sea. Batongbacal said the Chinese coastguard
had deliberately hit the Philippine resupply vessel to see how Manila would respond and test the resolve of the Philippines’ longtime ally Washington. “You don’t accidentally hit another vessel out in the open ocean,” Batongbacal told AFP. US CONDEMNS ‘LATEST DISRUPTION’ The Philippine Navy deliberately grounded the World War II-era BRP Sierra Madre on the Second Thomas Shoal in 1999 to check China’s advance in the waters. The troops stationed on the crumbling ship depend on regular supply deliveries for their survival. The Philippines has outposts on nine reefs and islands in the Spratlys, including Second Thomas Shoal. US Ambassador to the Philippines MaryKay Carlson said the United States condemned China’s “latest disruption of a legal Philippine resupply mission” that put “the lives of Filipino service members at risk”. Manila and Beijing have a long history of maritime disputes in the South China Sea. Tensions flared in August when China Coast Guard vessels used water cannons against a Philippine resupply mission to Second Thomas Shoal, preventing one of the boats from delivering its cargo. A Chinese ship in April narrowly missed colliding with a much smaller Philippine Coast Guard vessel in the same area.

Businessmen for easing import as Afghan transit trade rises to $7.3b LAHORE

The Federation of Pakistan Chambers of Commerce and Industry’s Businessmen Panel (BMP) has suggested the government to reduce the tariff rates on smuggling prone items to the lowest level to curb smuggling, as Afghanistan’s imports through Pakistan under the transit trade facility has gone up nearly two-thirds to $7.3 billion in the last fiscal year. The FPCCI former president and Businessmen Panel (BMP) Chairman Mian Anjum Nisar observed that the total elimination of smuggling only through administrative measures at the borders was difficult and the remedy lies in reducing incentive for smuggling by reducing tariff rates. Smuggling is eating vitals of Pakistan economic fabrics and needs to be curbed through fiscal and administrative measures. It renders industrial products uncompetitive and discourages legal imports thus make colossal losses to the trade, industry and government exchequer. Despite efforts of Federal Board of Revenue (FBR) with limited resources cannot control smuggling form boarders of Iran and Afghanistan. He said that elimination of smuggling, which is causing loss of billions of dollars to the national exchequer, could help reduce dependence on debts. Mian Anjum Nisar said that the government could save billions of dollars annually by eradicating the menace of smuggling. Then there would be no need for dependence on loans to meet the budget deficit, he added. The business leader said that smuggled goods through the borders of Afghanistan, Iran China, India and the Afghan Transit Trade form a chunk of the informal economy. He said that high rate of taxes and duties give way to smuggling. Therefore, there was dire need to bring down the rate of duties and taxes especially on smuggling- prone items. Pakistan has banned the import of black tea by Afghanistan through its territory. Data showed that in FY23 there was a 59% increase in Afghanistan’s tea imports compared to a 9% dip in imports in the case of Pakistan. Islamabad has also banned the import of tyres by Afghanistan. In the last fiscal year, the import of tyres by Pakistan decreased 42% but there was an increase of 80% in imports by Afghanistan.

The ‘ASEAN Corner’ established by Institute of Strategic Studies Islamabad (ISSI) will be inaugurated on Monday during a formal ceremony by the Foreign Minister and ASEAN Envoys. Roundtable Discussion, titled: “Forging Partnerships: Exploring the Future Prospects of PakistanASEAN Relations” will be followed by the inauguration. The event is being organized by ISSI’s China Pakistan Study Centre (CPSC). The establishment of ‘ASEAN Corner’ at ISSI is based on the conviction that a deeper understanding of ASEAN and its role, place and relevance in the region and the world is of crucial importance. The initiative, agreed between ISSI and ASEAN Committee in Islamabad (ACI) during their structured
interaction in January 2023, is part of the efforts to forge a closer partnership between Pakistan and ASEAN. Presidential candidate of the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) for the upcoming polls of 2024 Muhammad Ali Sheikh has called for taking corrective measures as rapid escalation in debt is widely seen as unsustainable, yet serious steps are now vital to curb this alarming trajectory, by keeping check on government expenditure and high cost of debt servicing, as the federal government debt has surged to a staggering Rs64 trillion. Quoting the State Bank of Pakistan report, the FPCCI Presidential candidate nominated by the BMP, said that the federal government’s debt has soared by Rs14.5 trillion, constituting a substantial 29.2% rise compared to the same period last year. He said that the debt burden is gradually increasing because of insufficient tax revenue collection that forced the government to borrow from the domestic and external resources to finance the soaring fiscal deficit. In its monthly report on Foreign Economic Assistance (FEA), the Economic Affairs Division (EAD) said against its annual target of $17.6bn, total FEA in the July-September quarter amounted to $3.527bn when compared to just $2.234bn of the same period last year, an increase of 58pc. Total inflows recorded by the EAD in September came in at $321 million against $316m in August. Major FEA during the first quarter flowed in at $2.89bn in July soon after Pakistan reached an agreement with the International Monetary Fund (IMF) for a fresh short-term program. This FEA is in addition to $1.2bn released by the IMF on July 13 as the first tranche of the $3bn Stand-By Arrangement (SBA) and $1bn by the United Arab Emirates that are separately accounted for by the State Bank of Pakistan (SBP). The bulk of foreign loans reported by the EAD came from Saudi Arabia as a time deposit followed by a $508m guaranteed loan to Pakistan Air Force (PAF) by China National Aero-Technology Import & Export Corporation (CATIC). Of the remaining inflows included $490.48m from multilateral agencies and $324m from bilateral lenders. Another $204.5m flowed in from overseas Pakistanis in Naya Pakistan Certificates (NPCs).

According to an Express News report on Sunday, MQM-P leader Dr Farooq Sattar extended the invitation to Miftah Ismail during a meeting that took place at the residence of the latter two days ago. Discussions during the meeting covered a wide range of critical topics, including ongoing economic and political crises, with particular focus on the situation in Karachi and the forthcoming general elections. Miftah had previously stepped down from his role as the General Secretary of the Pakistan Muslim League-Nawaz (PML-N) Sindh and relinquished all subsidiary party positions in June this year. In a statement issued here, Kundi stated that the elections should not be postponed based solely on the wishes of a couple of political parties. The PPP leader emphasised that the Election Commission of Pakistan’s (ECP) decisions should be in line with the constitution, rather than influenced by the preferences of a select few. Kundi, who is also the PPP’s information secretary, pointed out that instead of continuously experimenting with the “selection” process, the ultimate decision should rest with the voters in a fair election. He asserted that the authority to choose and reject their representatives in the upcoming elections should lie solely with the people. Former federal minister Fawad Chaudhry has rejoined Istehkam-e-Pakistan Party (IPP) after a meeting with the party’s Chairman Jahangir Tareen. Reportedly, Fawad Chaudhary was not in contact with the party leadership without any intimation after announcement about joining of IPP soon after release from jail. However, in a special meeting with Jahagir Tareen, Fawad Chaudhry formally announced on Sunday to join IPP again. Moreover, the leadership of IPP also has decided to assign important responsibility to former minister for state Farrukh Habib in the party during a meeting with Farrukh Habib and Fawad Chaudhry. The politician held a meeting with IPP Patron-in-Chief Jahangir Tareen in which the decision was taken to award Habib a key position within the political party. However, the political party has not yet disclosed the details. On October 16, former federal minister Farrukh Habib had announced to part ways with the PTI and join IPP. He was among the founding members of PTI’s student wing – Insaf Student Federation (ISF) – and also served as the minister of state for information in Imran Khan’s cabinet.
Pakistan Tehreek-e-Insaf (PTI) leader Asad Qaiser has said that Nawaz Sharif’s speech was a charge sheet against his own brother’s 16month government. According to media reports on Sunday, Qaiser said that Sharif gave the figures of August 2022 when his brother Shehbaz Sharif was in government. “Mian Sahib and his party are behind the abuses of PTI, give a level playing field, conduct transparent elections, let the people decide,” Qaiser said. He also said that all parties, including Nawaz Sharif and PTI Chairman Imran Khan, should be given an opportunity to conduct election campaigns. Earlier, PTI, while reacting to the return of
PML-N leader and former Prime Minister Nawaz Sharif, said that today the state has buried law and justice with its own hands for the return of a national criminal. In a statement issued by PTI, it was said that the nation did not accept the regime change conspiracy, it will not accept the London plan and its goals. On the other hand, PTI leader Ali Muhammad Khan welcomed Nawaz Sharif on his return to the country while speaking in Geo News program Naya Pakistan. Talking in the program, Khan said that Nawaz Sharif is welcome but it would have been better if he came in a constitutional way. ECP gears up enlisting of one million officers for upcoming general elections ISLAMABAD

The Election Commission of Pakistan (ECP) has accelerated the preparations for the upcoming general elections and plans to enlist nearly one million individuals to fill essential roles for the elections. According to preliminary estimates, “There will be approximately 700,000 polling staff members, and the count may increase to around 900,000 to 1 million when including security personnel. The final number will be confirmed once the Election Schedule is announced,” the ECP sources told on Sunday. A list of presiding officers, assistant presiding officers and polling staff has been compiled, with a total of 10,7361 officers set to be deployed nationwide. In Punjab, approximately 54,706 presiding officers,
310,968 assistant presiding officers, and 160,445 polling staff will be assigned election duties. In the province, a sum total of 526,123 officers will be appointed. In Sindh, 20,315 presiding officers, 162,523 assistant presiding officers and 81,262 polling staff will be appointed, bringing the total number of officers in the province to 264,100. In Khyber Pakhtunkhwa, 16,525 presiding officers, 100,085 assistant presiding officers and 50,045 polling staff will be appointed, making a combined total of 166,655 officers. In Balochistan, a combined number of 50,491 officers will be designated, including 5,266 presiding officers, 30,150 assistant presiding officers and 15,075 polling staff. He urged people to register or rectify discrepancies in the voter lists to ensure their alignment with their Computerized National Identity Cards (CNICs) data by October 25, 2023. The Election Commission invoked the Elections Act, 2017 to freeze the voter lists on July 20, 2023. In order to simplify the process for the public, the lists were then unfrozen from September 28 to October 25, 2023, allowing all eligible individuals to either register, withdraw or rectify their information.

At the United Nations, Pakistan has stressed the need for resuscitating the two-State solution of Palestinian crisis for durable peace in the region, reported state media on Sunday. Speaking during a debate on the contributions of regional mechanisms for peace and security in the Security Council, Pakistan’s Ambassador to the world body, Munir Akram said a two-state solution is the only option for a durable peace in the Holy Land. Ambassador Akram expressed hope that that the UN General Assembly would take action if the Security Council fails to do so. He called for an immediate ceasefire besides unrestricted and sustainable humanitarian aid and access to the people of Gaza. He stressed on the need to ease their suffering and measures to prevent displacement both within and outside of the Gaza strip. Highlighting the shortcomings of the UNSC, Akram said that these issues arise mainly due to the veto power of the five permanent members. The UNSC, which holds the primary responsibility of promoting world peace, has failed to “stop the slaughter in Gaza” same as it has failed in Jammu and Kashmir, asserted the envoy. Akram proposed that UNSC failures be addressed by making it more representative and democratic. This can be done by enlarging the voice of the ma-

The personnel of Punjab Police and law enforcement agencies arrested 55 workers of the Pakistan Tehreeke-Insaf (PTI) from a party convention in Kahna area of the metropolis on Sunday, despite prior permission granted by the district administration. According to the party leaders, the authorities entered the site forcefully and raided the office of the PTI leader responsible for organising the event. During this operation, the police reportedly damaged office property by breaking windows and tore down PTI banners and posters. The district administration had initially declined permission to the PTI for holding the rally in constituency NA-123 Kahna, prompting the political party to seek legal recourse and approach the Lahore High Court. The court ruled that if PTI were not permitted to hold their gathering, then no one should be allowed to do so. PTI supporters and officials have decried the police’s actions, claiming that they had followed the proper procedures and obtained the necessary permissions from the district administration. Separately, in KhyberPakhtunkhwa, police suddenly intensified its crackdown against PTI leaders across the province with the homes of former provincial ministers Kamran Bangash and Anwar Zaib Khan being raided in Peshawar and Bajaur on Friday and both politicians being arrested. Similarly, the residences of former MPA Fazal Ilahi and Taimur Saleem Jhagra as well as PTI District President Arbab Sher Ali were also raided but they managed to evade arrest.

In view of the alarming rise in crime against women, the National Commission on the Status of Women (NCSW) has written a letter to Chief Justice of Pakistan Qazi Faez Isa, drawing “his attention” toward cases pertaining to violence against women. In the letter, penned by NCSW Chairperson Nilofar Bakhtiar, has highlighted the alarming issue of violence against women in the country. It describes the commission as a “statutory body to combat discrimination against women in Pakistan,” which is mandated to promote and protect social, economic, political and legal rights of women as guaranteed in the constitution and in accordance with Pakistan’s international commitments.” “Unfortunately, cases such as the deeply disturbing Noor Mukaddam murder case highlight the urgent need for a
comprehensive and effective response to address the crisis,” she said, recalling that the brutality of the Noor Mukaddam case had shocked the nation. Noor, 27, was found murdered in Islamabad’s upscale Sector F-7/4 on July 20, 2021. A first information report (FIR) was registered the same day against Zahir Jaffer — who was arrested from the site of the murder — under Section 302 (premeditated murder) of the Pakistan Penal Code (PPC) on the complaint of the victim’s father, Shaukat Mukadam, who is a retired diplomat. On Feb 24, 2022, an Islamabad sessions court had sentenced Zahir to death. The court had also found him guilty of rape and handed him 25 years of rigorous imprisonment and a fine of Rs200,000. It had awarded 10-year imprisonment to Zahir’s household staff Mohammad Iftikhar and Jan Mohammad as well. Referring to the case in the letter, the NCSW chairperson said Noor’s birthday,
which falls on Oct 23, served as a “somber reminder of the lives lost and the countless others at risk”. “On this occasion, I implore you to consider the larger implications of such cases on the safety and well-being of women across Pakistan. “The importance of speedy justice cannot be overstated. A prompt and transparent legal process provides victims and their families closure and deter potential perpetrators,” she said. Bakhtiar added that accountability was key to breaking the cycle of violence against women, and the CJP could influence a positive change. “I urge you to use your office to prioritise and expedite cases related to violence against women. Ensuring timely trials and appropriate punishment for the guilty can send a powerful message that such heinous acts will not be tolerated in our society,” she said. The NCSW chairperson added that a swift judicial response could contribute
significantly to changing the narrative surrounding women’s safety in Pakistan. Separately, NCSW spokesperson Fatima Batool told Dawn.com that the letter was drafted on Oct 18 and was finally sent to the CJP on Oct 21. RISE IN CASES OF GENDERBASED VIOLENCE In a report released earlier this year, the National Commission of Human Rights said around 63,000 cases of gender-based violence (GBV) were reported in Pakistan over the past three years, with some 4,000 being reported in the first half of 2020 when lockdowns were imposed to curb the spread of coronavirus. The commission, while quoting numbers from the human rights ministry said 80 per cent of these cases were related to domestic violence, while some 47pc of domestic rape where married women experienced sexual abuse. It cautioned that since the data was based on reported cases, the actual number could be much higher.

Yesterday, Istehkam-e-Pakistan Party (IPP) Additional Secretary General Aun Chaudhry landed in trouble for meeting PML-N supremo Nawaz Sharif at the airport. According to the party’s spokesperson, the IPP issued a show cause notice to its Additional Secretary General Aun Chaudhry in response to meeting Nawaz Sharif. The spokesperson said that an explanation had been sought from the party’s senior leader. IPP also dissociated itself from Aun Chaudhary’s meeting with former prime minister.
