According to the notification, President Alvi gave approval to Kakar ’s appointment under Section 224-1A of the Constitution Kakar co-founder of the Balochistan Awami Party (BAP) will be the 8th interim prime minister of Pakistan

The Prime Minister s Office (PMO) and Opposition leader earlier Saturday announced that Senator Kakar was nominated as the caretaker prime minister of Pakistan

The much-anticipated announcement came after Prime Minister Shehbaz Sharif and Opposition Leader Raja Riaz evolved a consensus over Kakar s name for the coveted post during their third and final meeting in Islamabad

The prime minister and the leader of opposition then jointly signed the advice for the appointment of the caretaker PM and sent it to President Alvi for approval said a press release issued by the PM Office, adding the consultation process for the appointment of the caretaker prime minister was amicably completed

On the occasion the prime minister thanked the leader of opposition for the role in the parliament during the last 16 months and the cooperation extended in the consultation process

Balochistan Assembly dissolved as governor signs off CM’s advice

Balochistan Governor Wali Kakar on Saturday dissolved the provincial assembly following advice sent by Chief Minister Abdul Qadus Bizenjo

The Balochistan Governor signed the summary sent to him for dissolution of the provincial assembly and a notification in this regard has been issued

Earlier on Saturday Balochistan CM Mir Abdul Quddus Bizenjo signed the advice to dissolve the provincial assembly and sent it to the Balochistan governor for his approval

When asked about the caretaker cabinet he said no discussion was held today on it as the prerogative rests with the caretaker prime minister to finalize the names of the caretaker cabinet

It has been three days since the National Assembly was dissolved but it has yet to be decided that who will be the caretaker prime minister President Dr Arif Alvi had also asked both PM Shehbaz and Opposition leader Raja Riaz to give a consensus name for caretaker

PTI questions interim PM’s nomination process

LAHORE: The Pakistan Tehreek-e-Insaf (PTI) on Saturday raised questions on the nomination process of Senator Anwaarul Haq Kakar as the caretaker prime minister, expressing hope he will hold elections within the constitutionally-mandated timeframe

The PTI spokesperson underscored importance of upholding constitutional protocols transparency and timeliness in the upcoming elections

He underlined the weighty responsibility carried by Kakar in his new role, adding that the party hopes that the Balochistan Awami Party (BAP) leader will ensure a fair and transparent electoral process within the stipulated three-month period safeguarding the democratic and constitutional rights of the citizens

For the implementation of the spirit of the Constitution and the sustenance of democracy the spokesperson stressed free impartial, and transparent elections are of paramount importance

Earlier, the Prime Minister ’s Office (PMO) said that Kakar was named the interim PM following the final round of consultation between outgoing premier Shehbaz Sharif and Leader

In an official statement the governor s spokesperson stated that following the dissolution of the provincial assembly, the cabinet had been similarly dissolved However, he clarified that Bizenjo will continue to serve as the chief minister until the appointment of the caretaker chief executive

Like the National Assembly both Sindh and Balochistan assemblies held their inaugural sessions on August 13 2018 following their election in the July 25 general elections

The National Assembly was dissolved on August 9, three days before completion of its term while Sindh Governor Kamran Tessori dissolved the Sindh Assembly on the advice of Chief Minister Syed Murad Ali Shah on Friday a day before completion of its five-year term

The Balochistan Assembly completed its five-year tenure on Saturday (August 12) and the chief minister signed the summary of dissolution on the last day of the five-year term of the legislature

According to the Constitution if any assembly completes its term the next general election would be held in 60 days But if the term is not complete even by a single day the elections would be held in 90 days

It is to be mentioned here that the assemblies of Punjab and Khyber Pakhtunkhwa were dissolved in January this year However, the Election Commission of Pakistan (ECP) did not hold the election in the provinces in 90 days

The elections for these two provincial assemblies also expected to be held along with the other assemblies in the next general election

The Islamabad High Court (IHC) has granted petitioners a reprieve in the form of a stay order, forestalling the implementation of the super tax as stipulated by the Finance Act 2023 The petitioners have challenged the retrospective application of the newlyminted tax slabs for the tax year 2023 which have been imposed upon them brought forth through amendments in the Finance Act

Furthermore, they have implored the IHC to mandate the collection of the super tax in congruence with its ruling on the application of the super tax for the tax year 2022 in Fauji Fertilizer Company Limited v Federation of Pakistan For those interested in the verdict in the case Profit has covered the matter in detail previously:

Court of Sindh held that it was inapplicable for the 2022 tax year and declared that the enhanced rate for certain specified sectors in excess of 4% was ultra vires being discriminatory This decision is currently subjudice before the Supreme Court Similarly, the Islamabad High Court (IHC) asked for the super tax to be written down The Lahore High Court (LHC) held that the application of a higher rate of 10% on specified sectors was ultra vires being discriminatory; however LHC upheld the levy of super tax for the 2022 tax year Through the Finance Act 2023, the Government introduced new slab rates for super tax for taxpayers with income in excess of Rs 35 crores As a result the highest slab rate of 10% is applicable to taxpayers from all sectors with income in excess of Rs 50 crores – thus eliminating discrimination Perhaps in an attempt to avoid allegations that it was discriminating against certain sectors, the Government decided to discriminate against everyone

“Our clients earn in billions ” states Ladha Previously they fell under the highest tax bracket and were subject to a 4% levy They remain in the highest bracket but are now subject to a staggering 10% levy, exclaims Ladha “For us, the situation is quite simple,” he continues “However, for companies that

have not experienced a change in their levy our argument might not hold water

If they were already expecting to pay 2%, 3%, or 4%, and that remains unchanged then there is no issue ” explains Ladha “However if their expected percentage levy has changed – for example if they were previously paying 2% and now have to pay 4% – then that becomes a point of contention How can you apply a difference of 2% retrospectively?”

“Different entities – depending on their income – might have different grounds for argument adds Ladha But the principle remains unchanged: a retrospective increase in the rate of tax cannot be allowed

To extrapolate from Ladha s example: all companies that have earned income in excess of Rs 35 crores can challenge the super tax on the same grounds as Ladha’s client This is because their levy has changed from 4% to either 6% 8% or even the 10% that Ladha is petitioning against Can companies across Pakistan anticipate reaping benefits from Ladha’s petition and IHC’s subsequent stay order in the same capacity as they could from IHC’s writedown of super tax in 2022? This question is an important one because companies irrespective of where they are in Pakistan can avail themselves of the reprieve granted by the IHC in its judgement in Fauji Fertilizer Company Limited v Federation of Pakistan National reprieve, or for Islamabad

The forum, 2023 Global Young Leaders

Dialogue (GYLD), invites about 150 international youths, scholars, representatives of embassies in China, and representatives of international organizations from nearly 30 countries to share their thoughts and opinions on topics such as intercultural communication climate change and sustainable urban development

The forum was held around the second anniversary of Chinese President Xi Jinping sending a reply letter to representatives of foreign participants at the Global Young Leaders Dialogue in August 2021

In the reply letter sent by Xi on August 10 in 2021 Xi hailed the active efforts made by foreign young people to deepen their understanding of China through visiting

THE election of the Church of Pakistan’s Lahore Diocesan bishop has been declared “illegal” and unconstitutional by the competent authority a spokesperson for the Church of Pakistan (CoP) said

“The Registrar Joint Stock Companies, Lahore has admitted our petition seeking annulment of the January 18 election of Reverend Nadeem Kamran as the bishop of Lahore vindicating our stance that the election was conducted in violation of the constitution and rules of the Church of Pakistan, CoP spokesperson Reverend Emmanuel Khokhar stated in a press statement on Saturday Rev Khokhar said the premier body of

the CoP the Synod had challenged Rev Kamran s election and sought de-registration of the Church of Pakistan Lahore Diocesan Council on the grounds that its office-bearers had committed an illegal action by conducting the bishop’s election without authorization from the Synod

“Office-bearers of the Diocese of Lahore have not only cheated their members but also lied before the competent authority that it was an autonomous body and did not come under the purview of the Synod

Their claim that the CoP has no legal authority over the Lahore diocese because it was not a registered body has also been rejected by the competent authority Instead

the Registrar has endorsed the verdicts of the Sindh High Court and a civil court in Lahore that the CoP is a constructive trust and has constitutional oversight of the affairs of its member dioceses,” he said

The spokesperson said the Lahore diocese representatives repeatedly tried to mislead the competent authority about the CoP s constitutional powers and rules of election of a bishop but their claims were proven false at all levels

“We submitted evidence wherein the Lahore diocese has admitted that it was a part of the CoP and that the Synod convenes the election of bishop Moreover documentary proof showed that all previous elections of bishop were held according to the election rules of the CoP Synod, therefore, there was no truth in the diocese’s claims that it can conduct the election on its own ” he said Khokhar said the election rules claimed by the Lahore diocese had never been submitted to the Registrar s office and this act was contrary to the provisions of the registered constitution and provisions of the Societies Registration Act, 1860

President approves remission for prisoners on Independence Day

GUN violence is a contemporary global human rights issue

Of those who died 879 were teens and 170 were children At least nine mass shootings rocked cities across the nation over the weekend, leaving five people dead and 56 wounded, according to a national website that tracks gun violence

When it comes to promoting or patronising democracy and human rights across the globe the USA shows up faster than anyone But the same country displays utter negligence toward its multicultural society Unfortunately the country is facing a lot of human rights violation issues domestically at the hands of law enforcement agencies The rising trend of extrajudicial killing in several states also provides an unsafe situation in the USA American society is innately racially discriminatory The nation s black residents have endured appalling prejudice for a very long period According to The Washington Post, black Americans are killed by police at a rate that is more than double that of white Americans Black Americans however make up less than 14 percent of the country s total population

Numerous figures demonstrate the disturbing rise in gun-related violence including extrajudicial executions and hate crimes, as well as the systemic violation of human rights Along with these, police violence is becoming a daily problem for US society Additionally the government is failing to start or enact efficient policies A culture of impunity is equally prevalent in the case of extrajudicial executions The guardian of global human rights appears to be

Each year, a p p r o x i m a t e l y 40 000 Americans are killed by gunshot wounds, which is roughly equivalent to the annual rate of traffic deaths on American roads and highways With the murders caused by guns the accidental deaths caused by guns, and the law-enforcement killings caused by guns, the average comes out to more than 100 Americans killed by bullets every day The same number of deaths will happen tomorrow and the day after that and the day after that and every day until lawmakers come to their senses and do something about it Although there are many human rights violations and ethnic violence in the USA, it is advising on human rights in other countries It seems in the national sphere the USA itself has questionable actions that go against human rights and tends to bypass the existing international laws and norms when it comes to its interests Therefore, the USA itself is a violator,

Following this, the USA must maximize the protection of human rights, creating the safest possible environment for most people, especially those at the most significant risk If a state does not exercise adequate control over the possession and use of firearms in the face of persistent gun violence, it could breach its obligations under international human rights law. It is yet to make a very progressive decision regarding stricter laws

So, the USA should focus on its domestic condition while promoting the same policy in its human rights and foreign policy

and it is currently not able to "lecture" others about human rights To be the "lawmaker" of human rights the USA must give up its violations duality and the immoral aspects of its policy that raise questions against it One gunshot after another has shattered the A m e r i c a n Dream that all men are endowed with the u n a l i e n a b l e rights to life and liberty, and led people to reflect deeply on where the U S - s t y l e human rights are Some US politicians have long treated the American people s right to life with indifference Faced with growing gun proliferation, they have done nothing more than indulge in empty talk and prolonged debates while pointing fingers at the human rights conditions of other countries

THE few Zoroastrian families living in Peshawar before 1947 had established their cemetery on the then North Circular Road (since renamed Sunehri Masjid Road) in the Peshawar Cantonment area That cemetery is no more in use It was handed over to a private contractor who has turned it into a paid car parking lot There are reasons to suggest that the sprawling place should be put to better use such as say a public park

First the government is committed to respecting all faiths and their sensitivities As such turning the place into a public park would be more respectful of the choice than a commercial activity

Second, Peshawar, known as the city of flowers, is fast losing its sprawling public parks, and the metropolis has turned into a concrete jungle Over the last decade, Peshawar Cantonment has been denuded of its public parks

My pleasant association with Nisar Shaheed Park one of the biggest parks in the Defence Housing Authority (DHA) area goes as far back as 25 years starting since the late 1990s I started with a brisk walk of 4-5km every day shortly after I retired from government service

After 25 years, I have slowed down, and this year it has reduced to a gentle stroll Now I visit the park twice or thrice a week with a stick in one hand and the other hand placed on the shoulder of an attendant I feel sorry that no doctor can do the magic of reducing the weakness that my legs have contracted with my advancing age

However it is even more saddening to see the deterioration marking the once beautiful views of the park Its greenery is fading away, benches are broken, bathrooms have turned filthy, and there is no DHA staff one can talk to and lodge a complaint with SALIM AHMED KARACHI

EVERY day on the way to my university I give a short ride to students who are on their way to their respective schools and colleges I often ask them what they want to be in the future and I find it rather odd that most of them have no answer to that simple query

Recently, for a few days I started taking a count of such answers Of the six students I put the question to, only one was able to answer that; he wanted to be a doctor The rest of them just said they did not know Even the students of grade IX and X are totally clueless about their dreams their goals and their future We need to ponder what is going on What exactly are we doing wrong that has brought our youth to this unimaginative aimless pass? We are overburdening our children with loads of books and that is consuming all their energies, and making them dumb rote-learners who know nothing beyond the need to get good marks and grades My sister, who is in grade VIII, carries a 10kg schoolbag to school every day Most parents just tell their children to go for a specific field without asking about their interests or providing them career counselling I do not know why we are doing all this to our children What I do know is that we are not doing the right thing

IN the realm of international politics nations often find themselves navigating complex webs of alliances, rivalries, and strategic partnerships For Pakistan a country situated at the crossroads of geopolitical interests maintaining a delicate equilibrium between the USA and China has become an increasingly challenging task With both superpowers vying for influence in the region Pakistan finds itself caught between a rock and a hard place

Last month witnessed a noteworthy development in the USA s South Asia policy as it aligned with India in rebuking Pakistan for its association with terrorism This marked a significant shift indicating Washington s intention to deprioritize Pakistan in the region

Concurrently, Indo-US relations entered what can be termed a "transformational moment setting the stage for Pakistan to respond to the dynamics of great power rivalry

which opted to pursue one-on-one dialogue with the USA and other participating nations instead Former National Security Adviser Moeed Yusu, took the stage at the Boao Forum and called for a cooperative approach between the USA and China in tackling pressing global challenges such as climate change and debt distress, free from power politics

This message, considering Pakistan's substantial debt to China (comprising roughly 30 percent of its total $100 billion external debt) and the ongoing stalemate between China and the Paris Club on lending structure reform, holds great significance Yusuf's advocacy for dialogue and cooperation is both prudent and

The National Assembly Standing Committee on Foreign Affairs recently conducted a pivotal public hearing on Pak-US Ties in June 2023 where esteemed experts and practitioners shed light on the importance of diversifying and reorienting the multifaceted relationship between Pakistan and the USA Distinguished foreign policy experts, former diplomats, academics and over 130 students from various universities attended the hearing, and their insights highlighted the significance of fostering a friendly relationship with the USA while keeping Pakistan's own interests at the forefront Despite the talk of America's decline the experts acknowledged the USA s continued dominance in the military and economic spheres, making it vital for Pakistan not to deprioritize its ties with this global power However, they cautioned against becoming embroiled in the USA's proxy wars in the region emphasizing the importance of safeguarding national sovereignty

Highlighting Pakistan s strong bilateral ties with China, the experts underscored that deepening this relationship should not come at the cost of weakening its ties with the USA Instead they suggested that Pakistan capitalize on its economic potential and strengthen its internal order to secure a vibrant and productive Pakistan-US bilateral relationship

India is no stranger to periodic outbursts of violence

But the slow-burning horror in its northeastern state of Manipur has shaken the country and paralyzed its Parliament And there is no resolution in sight

A small state bordering Myanmar, Manipur has been rocked since early May by a fierce conflict between the Meitei and Kuki communities over land tribal status the drug trade and migration The fighting has left a trail of humiliation, injury and death Women have been publicly stripped, their dignity robbed by rival factions; in some particularly horrific cases they have been raped and murdered Countless lives have been uprooted with the ruins of people s property serving as grim reminders of the insecurity they face And, so far, the central government and opposition parties have made negligible progress in ending the horror and restoring

The conflict in Manipur didn t erupt overnight A complex web of factors has contributed to the current situation above all important demographic imbalances The Meiteis complain that they own just 10% of the state’s land despite comprising 53% of its population

Although the Kukis account for just 16% of the population together with the Nagas (24% of the population) they control 90% of the state s land Kukis maintain that 90% of their land is barren, rocky and hilly whereas Meitei lands are fertile and richly cultivated

The conflict is compounded by the fact that Kukis and Nagas who are mostly Christian enjoy tribal status under India s complex system of entitlements meaning that nontribals cannot purchase or settle in their lands The Meiteis, who are mainly Hindu (though also sometimes Christian), enjoy no such protections In March the Manipur High Court threw a lit match into the tinderbox The court directed the state government to pursue a 10-year-old recommendation to grant Scheduled Tribe status and the political and economic benefits that come with it to the majority Meiteis This triggered protest marches in Kuki areas in turn sparking violent assaults from some Meitei groups The situation quickly spiraled out of control As of early July, an estimated 120 people have died and 70,000 have been displaced to poorly provisioned camps Thousands of homes have been attacked and burned and hundreds of churches have been desecrated damaged or demolished The result has been total separation between the communities with Kukis fearing for their lives if they so much as venture into Meitei territory

Moreover the Meitei-led government is waging a “war on drugs that the Kukis allege is merely a pretext to uproot their communities and destroy their livelihoods The shadow of corruption has emerged as well: A prominent Manipuri police officer resigned from the force and denounced the Meitei chief minister of Manipur N Biren Singh of the Bharatiya Janata Party (BJP) and his government for interfering in drug investigations and sheltering certain drug lords

Yet another piece of the puzzle is the thriving revivalist movement aiming to restore Sanamahism the indigenous religion of the Meiteis along with the group’s original culture and identity more broadly Meiteis were largely converted to Hinduism in the 18th century by King Pamheiba under the influence of Bengali Brahmins Some, under the influence of missionaries adopted Christianity more recently

The Sanamahi movement wants Meiteis to abandon both of these new faiths and some of its members have been implicated in attacks on the property of both Hindu and Christian communities Some Sanamahis see their religion as a way of asserting their distinct identity and resisting external domination According to the 2011 Indian census just 8% of Manipur s population is Sanamahi But some sources put that figure much higher noting that many are not officially registered or have carelessly been classified as Hindu In any case the Sanamahi movement has been gaining adherents in recent years T h e l o n g - r u n n i n g c o n f l i c t b e t w e e n t h e M e i t e i a n d t h e K u k i over land identity aut o n o m y a n d r e s o u r c e s h a s b e e n a g g r a v a t e d by the ineptitude of the BJP chief minister and his party s lack of political will to pursue a r e s o l u t i o n S i n g h o rc h e s t r a t e d a p u b l i c d r a m a o u t s i d e h i s h o m e b y d e c l a r i n g that he would resign and then letting his supporters tear up his resignation letter What he has not done is promote dialogue, even with Kuki representatives of his own party

In fact, when opposition leader Rahul Gandhi of the Indian National Congress traveled to Manipur his efforts to meet both sides were impeded by the authorities When a combined delegation of opposition parties in the I N D I A alliance managed to visit, it produced a harrowing report on the crisis and urged President Droupadi Murmu to intervene Prime Minister Narendra Modi has remained silent on the tragedy Each day the conflict continues brings fresh reports of violence and killing Beyond the human tragedy the Manipur crisis casts doubt on Modi s claims of good governance and undermines the image of a decisive leader that he has been attempting to cultivate abroad The only way forward is prompt action to end the fighting Shashi Tharoor a former U N under-secretary-general and former Indian minister of state for external affairs and minister of state for human resource development, is an MP for the Indian National Congress He is the author most recently of Ambedkar: A Life (Aleph Book Company 2022)

TWELVE countries reportedly risk going bankrupt or defaulting on their debt payments, including Egypt and Tunisia in the Middle East According to recent data Tunisia s economy is facing chronic problems starting with public debt, which spiked to more than 80 percent of Tunisia's national income or the GDP - it was less than 40 percent in 2010 immediately before the Arab Spring

In addition the deficit in the current account (balance of trade) has climbed to 15 percent of GDP as prices of imported goods, like basic commodities and energy sources have increased sharply over the past 18 months due to global inflation and the effects of the ongoing RussiaUkraine war Together, these developments shot up inflation in the country to a record figure that exceeded 10 percent from January through April of this year Given the difficulties that Tunisia s economy faces it is worth examining whether there is an opportunity to dodge default

In 2011, much of the world watched with great admiration the Tunisian people pioneer the Arab Spring revolutions But following the political upheaval in the country was an economic slowdown that was later exacerbated by the impact of the Covid-19 pandemic

Weak investment led to a decline in economic or output growth resulting in a decline in job creation In light of these challenges, and to maintain order and security, the government implemented populist policies such as increasing fuel subsidies and basic goods

Under pressure from the strong Tunisia Labor Union, governments used to create jobs in the public sector without a real plan to fix the distortions of the economy This short-sighted way of handling the economy along with political conflicts that have only deepened since 2021 after President Kais Saied granted himself extraordinary powers, seemed to fast-track the country to economic failure

In terms of the balance of trade Tunisia is a net importer which means its imports are greater than its exports As inflation rates increased worldwide, this deficit has doubled in the last 12 months to about $1 9bn, the same amount as the IMF bailout proposal which has been rejected by the Tunisian president

In his speech on 5 April, Saied declared that he would "not hear diktats" from the IMF His rejection of the proposal largely stems from his unwillingness to cut down fuel and basic goods subsidies as well as the public sector payroll bill though his technocrat team expressed that there

is no choice but to go ahead with the IMF loan

agreement While the country s officials assert that Tunisians must rely on themselves , this noble objective is unfortunately not attainable in the short run They might think of some options like aid from Algeria and/or the African ExportImport Bank Afreximbank but even this would not solve the entire financing problem in Tunisia

It is worth stressing that the IMF loan is considered a green light for international donors and lenders from the European Union and Gulf Arab states to further assist Tunisia s economy

In fact, the current draft of the IMF agreement encourages the international community to show wider financial support for Tunisia highly needed in 2023-2024 as per Fitch the rating agency that downgraded Tunisia to CCC which is one step before a default

According to the WAPDA, statistics show that Tarbela Hydel Power Station has generated 3478 MW, Tarbela 4th Extension 1410 MW, Ghazi Barotha 1450 MW Neleum Jhelum 798 MW Mangla 305 MW while all other hydel power stations of WAPDA contributed 717 MW cumulatively Hydel electricity by WAPDA is the cheapest if compared with other sources of generation in Pakistan as the cost of WAPDA hydel generation stands at Rs 3 51 per unit Therefore, it has a significant impact on lowering the overall tariff

At present WAPDA owns and operates 22 hydel power stations with cumulative installed capacity of 9459 MW WAPDA is vigorously implementing a least-cost energy generation plan to enhance share of hydel electricity in the National Grid A number of mega projects are being constructed in hydropower sector scheduled to be completed from 2024 to 2028-29 in a phased manner These projects will double the installed generation capacity of country with addition of about 10 000 MW clean green and low-cost hydel electricity to the National Grid

It is pertinent to mention that after remaining inoperative for more than a year, the Neelum Jhelum Hydropower project has resumed electricity generation few days ago following the restoration of its tail race tunnel

The 969 MW-Neelum Jhelum Hydropower Project had started electricity generation in April 2018 Prior to collapse of its tail race tunnel last year, the project had generated more than 18 billion units of the electricity for the national grid
