JOHN Wilkes the pioneer of media freedom in UK during the 18th century writing in the first issue of his newspaper North Britain on 5 June 1762 declared
The liberty of the press is the bright light of a Briton and is justly esteemed as the foremost bulwark of the other liberties of this country” The declaration has won universal approbation and adequately explains why media enjoys the status of the fourth pillar of the state A free media is a catalyst of social political, cultural and economic progress in a society and also regarded as a flagbearer of national morality, more so in democratic dispensations
However freedom of expression does not mean unbridled liberty or a licence to act like a loose cannon The exercise of the freedom of expression is, however, contingent upon adherence to the recognized social and professional ethics In other words, freedom with responsibility is the name of the game
The introduction of the private sector in the field of electronic media and the accompanying freedom of expression is probably the best thing that has ever happened in this land of the pure While it is heartening to see the media enjoying its freedom and guarding it zealously, it is equally disappointing to see the absence of the component of responsibility There is a discernible propensity to scandalize things rumour-mongering and playing favourites in disregard of the internationally recognized professional ethics; more so among the electronic channels It is quite an ordeal to watch the current affair programmes and talk shows, hosted by some uncouth and non-professional anchorpersons barring a few honourable exceptions yelling at the top of their shrilling voices at the panellists trying to rub in their peculiar perceptions and getting involved in a debate with them, instead of listening to their views on the questions put to them Being aggressive in approach is adorable but descending into an insulting mode is absolutely non-professional and detestable
They also lack the ability of a professional moderator to control the flow of the arguments as is evident from their nod to the shouting matches among the participants, presenting a spectacle of shindigs rather than serious fo-

It is an undeniable reality that most of the anchor persons are inductees from the print media and are not well conversant with the professional culture of the electronic media and the art of conducting panel discussions or talk shows Some even have not worked as journalists at all before landing into the arena That probably is the reason that these shows look more like entertainment stuff than forums for informative and educative debates Nobody would grudge an ambience of freedom for the media, but at the same time nobody would either welcome erratic and irresponsible conduct on its part The media must be mindful of the fact that the onus for preserving its freedom of expression is inextricably linked to the exhibition of responsible behaviour The media has a pivotal role in consolidati n g t h e g a i n s o f d e m o c r a c y a n d p r o m o t i n g democratic culture in the country Being a representative of the society it is incumbent upon the media to show unswerving dedication to the cause of democracy and the promotion of national interests These are indeed very serious issues and are required to be handled and c o m m a n d e e r e d b y t h o r o u g h l y p r o f e s s i o n a l a n d k n o w l e d g e a b l e i n d i v i d u a l s I n a d e m ocratic set-up the government is also under obl i g a t i o n t o e n s u r e a n u n f e t t e r e d p r e s s i n t h e country and its growth on healthy and professional lines While the media is a watchdog against the indiscretions of the government, the government is also a watchdog against streaks of und e s i r a b l e b e h a v i o u r b y t h e m e d i a T h a t r e l a t i o n s h i p n e e d s t o b e r e s p e c t e d a n d s t r e n g t h e n e d T h i s i s a n a g e o f s e l f - r e g u l ation and less intervention by the governments I n m o s t o f t h e d e v e l o p e d a n d d e m o c r a t i c c o u n t r i e s , t h e m e d i a w i t h t h e e n c o u r a g em e n t a n d s u p p o r t o f t h e r e s p e c t i v e g o v e r nm e n t s h a s t a k e n u p o n i t s e l f t h e r o l e o f ensuring adherence to the professional ethics and redressal of complaints against irresponsible non-professional unethical and erratic behaviour by any electronic channel or newsp a p e r T h a t n e c e s s i t a t e s p r o p e r p r o f e s s i o n a l
Neither the successive governments have made honest efforts to promote a genuine media culture in the country nor the media has shown the desired sense of social responsibility which is the demand of its profession. Both need serious rethinking if they are honest about taking the country forward
education in different disciplines of journalism, and training Freedom with responsibility is the name of the game Dr Robert Maynard Hutchison Vice Chancellor of Chicago University who headed Hutchison Commission formed in 1942 to make recommendations on the freedom of expression and media s obligations towards the society in the backdrop of growing calls by the US public for government intervention to check the indiscretions of the media and attempts by it to avoid intrusive government regu l a t i o n remarked freedom comes with responsibility: The report of the Commission submitted in 1947 is regarded as the Magna Carta of the modern concept of freedom of expression and the media’s r e s p o n s i b i l i t i e s towards society
It unequivocally emphasized the need for the media to provide accurate, truthful and comprehensive accounts of events act as a forum for exchange of comment and criticism present and clarify goals and values of the society and make sure that it projects a representative picture of the constituent groups of the society The report also reiterated the fact that society and public have a right to expect high standards of performance and as such intervention can be justified to secure public good
No wonder then that the ethical and professional codes of conduct drawn up by representative bodies of journalists in the democratic countries, the International Federation of Journalists, media associations, Press Councils in the countries where a self-regulatory arrangement is in place invariably espouse the principles of the Social Responsibility Theory propounded by the Hutchison Commission
I am confident that if the media keeps its part of the bargain and the government also truly creates an enabling environment for the media there would not be any tussle between them whatsoever That would be an ideal situation but regrettably it has never existed in Pakistan

In the foreseeable future no The current political battle in the country points to the fact that the only class that seems to be secure and the centre of all debate is the one called elite For instance, hundreds of opposition workers belonging to middle and lower-middle classes have been arrested by police, but no news channel talks about their fate But the same media is pretty concerned about the powerful few having high social status and influential family background They remain the centre of attraction and in the spotlight all the time It seems the biggest issue facing Pakistan now is whether such souls will be dealt with in accordance with law or otherwise There should indeed be justice for all, but why should the media focus only on the elite?
It shows the pathetic manner in which society tends to view and treat the middle and lower classes Such is the sorry state of affairs in Pakistan that they are forced to live a life worse than that of, say, insects
The people of Sindh and Balochistan are particularly disadvantaged as they have to endure skyrocketing inflation and poverty and perpetual tribalism feudalism and political parties that are indifferent to their sufferings and misery I have come across many people who till a few years ago were enthusiastic about changing the fate of the country and who wanted to play a vibrant and positive role in the process However, they are now the most depressed souls and want to leave the country Why would anyone want to live in a country that offers nothing but depression frustration hopelessness and elite capture? Wasting talent
I am a student at Harvard University and was lucky enough to receive a full scholarship from the university to cover my tuition and living expenses for my two academic years While I am extremely grateful for this generosity, I do remember how frustrating the process of finding scholarships had been for me I was accepted into the prestigious master’s programme for three consecutive years but funding was scarce to come by leading me to despairingly either defer or decline the acceptance each time At this moment I am the only South Asian enrolled in this programme and while two more very capable students from Pakistan have gotten accepted, they cannot find a way to pay for this education; therefore, they have deferred the acceptances till the next year This is heart-breaking, considering how rare such opportunities are to come by for hardworking intelligent students and how important it is for our country to be represented in a positive light at a coveted international university My cohort includes students from Indonesia China and Egypt and the governments of these countries have funded these students education without them having any political connections or overtly affluent backgrounds The question then arises: why can we not have such funds available to our students? I understand we are struggling economically and are severely disadvantaged but should this not be a point of concern for the authorities in any way, even if a few years down the road? Would they not want to see Pakistani students return to their country with a stellar education so they may make some difference?
The Pakistanis I have met at Harvard are mostly those who could fund their education themselves or take loans to pay off later But what should the students who cannot afford either option do? Those in power should pay attention to the matter As things stand currently, they suggest a rather sad state of affairs

SINCE the covid-19 pandemic, the world realized the importance of advanced technology and digital learning in all spheres of life People adopted and learned skills online for earning purposes and utilized such technological platforms for educational purposes too Therefore, video conferencing apps such as Google Classroom, Zoom, and Skype gained more popularity Given the increased demand for these apps it also enhanced the use of the internet in Pakistan introducing new methods for the apread of digital education for all However, these skills, the limited availability of the internet, and a limited understanding of the digital world were proportionately missing in the educational institutions of Balochistan Unfortunately this was the result of the limited services limited budget allocation and lack of training in both technical and digital domains for the students and staff of educational institutions in Balochistan
To prevail in better and advanced education Balochistan needs to upgrade the teaching methods for which finance and proper management are required There is a need for an efficient and implementable model which can be achieved through Public-Private-Partnership (PPP) for Balochistan s educational institutions to help overcome these gaps
The concept of public-private-partnership is framed as a best practice to achieve educational goals and is a legal contract be-
tween the government and the private sector
It creates an interdependence between the two parties making it obligatory for the private and government sectors to cooperate In this setup private stakeholders provide educational services and typically assume the role of service delivery and risk-sharing with the government for a certain period Meanwhile, given the presence of 3200 ghost schools, the government can finance or accommodate these private organizations with these buildings (of the ghost schools) Regarding the dysfunctional education s y s t e m o f B a l o c h i s t a n t h e m o d e l o f P P P seems to be a good policy option f o r a d v a n c i n g e d u c a t i o n i n t h e province Given this, in the current t i m e s e d u c a t i n g t h e n e w g e n e r at i o n r e q u i r e s a n u p d a t e d c u r r i c ul u m a d v a n c e d t e c h n o l o g y a n d technical training However all of them are lacking in this peripheral r e g i o n , b u t i t c a n b e a t t a i n e d b y adopting the PPP assistance To do so, the initial steps need to be acknowledged and worked upon part i c u l a r l y t h e p i l l a r s s u c h a s r e s o u r c e s c o l l a b o r a t i o n b e t w e e n stakeholders performance assessm e n t a c c r e d i t a t i o n a n d a c c e s s ib i l i t y, w i t h o u t t h e s e s t e p s , P P P cannot sustain
Since the province s economic conditions and education status stand at the lowest the literacy rate at 43 5 percent the highest in the country and the poverty rate at 71 percent Balochistan stands on the brink of an educational recession
To achieve quality education, the government must include private stakeholders to adopt and sign the PPP policy to ensure future prospects for the youth of the province The ultimate goals of this policy should be to provide reasonable fees for schools in the preeminent poor areas and to attain sustainable educational policies To utilize the resources and finance allotted to education, the government needs to counter corruption first for which the best method is to partner with private stakeholders By doing so the engagement of private stakeholders would prevent political involvement and political influence in the institutions re-
ticularly Sindh are also adopting the partnership policy Such a policy can help with corruption in Balochistan too and can introduce a new system of checks and balances for the institutions I n t h e c a s e o f B a l o c h i s t a n w i t h a n i n -

Other than these emerging challenges, the province also faces more complex existing challenges in the shape of ghost schools ghost teachers and untrained staff The appointed teachers have limited knowledge of using digital services or rather do not have access to technological equipment at all
Regrettably, according to the Pakistan Bureau of Statistics the net enrollment rate during covid-19 drastically increased in other provinces of Pakistan However it decreased from 44 percent to 40 percent in Balochistan The main reason for it seemed to be the limited resources, non-availability

According to research the model of PPP has been quite successful in the educational field, with approximately 5834 schools running successfully in Pakistan Unfortunately, the stakeholders and responsible departments in Balochistan are mismanaged and lack administrative skills which creates a vacuum for corrupt elements In a region (Balochistan) where international organizations are so interested particularly with the United Nations Sustainable Developmental Goal, Education for All (EFA), the funds can be very well utilized for developmental purposes
To conclude it is evident through research and studies that PPPs are successful all around the world and are now practised in Pakistan s other provinces as well, with successful outcomes The Balochistan government should also adopt a partnership with the private sector to ensure quality and advanced education for the youth of Balochistan While drafting the policy of PPP the government should make sure that in the poverty-ridden province incentives and scholarships at a very primary level are granted to deserving students
The policy should also include vocational communicational and advanced skill development programmes for both students and teachers Moreover there should be no interference in the role and responsibilities of the private sector IN the economic conditions of the province, this approach of PPP can be very helpful to at least elevate the literacy rate and skill set in the province

AFTER months of tensions along the Blue Line separating Lebanon and Israel tents set up by Lebanese Hezbollah – in response to an Israeli border war project on occupied territory – may escalate into the largest conflict between both sides since the 34-day war of 2006 Lebanon and Israel are technically in a constant state of war frozen since August 2006 Despite both sides having largely held their fire since the mid-2000s a series of provocations has threatened to change the status quo in dramatic fashion In 2018, Lebanon’s Higher Defence Council announced that it had given orders to prevent Israel from constructing a multi-million dollar border wall on Lebanese territory to which Tel Aviv responded that the fence/wall was intended to be built on Israeli territory
In January 2019, after the Israeli military claimed it had discovered tunnel systems built beneath the border area with Lebanon Beirut filed a complaint with the United Nations Security Council (UNSC) to complain that the Israeli border wall was being built on Lebanese territory – violating UN resolution 1701 Tel Aviv and Beirut have never officially delineated a mutually agreed upon international land border Instead following the Israeli withdrawal from Southern Lebanon in 2000 the United Nations created the Blue Line to demarcate Lebanese and Israeli territory The United Nations Interim Force in Lebanon (UNIFIL), created in the 1970s, was then sent in to keep the peace between both sides, yet is criticized for its frequent inaction and ineffectiveness
In March of this year Aroldo Lazaro the head of Mission and Force Commander of UNIFIL complained about a lack of clarity of the Blue Line adding to tensions in the border area To make things worse, Israeli forces have been crossing the blue line to clear land on the Lebanese side of the border wall drawing protests from Lebanese villagers Israel also completed the construction of a border fence around the northern segment of the Ghajar village, which is inside Lebanon and clearly across the Blue Line As a result of these actions, which Beirut had already made the UNSC aware of years prior there have been standoffs between Lebanese and Israeli soldiers protests organized by locals and even reports of rocket fire
As of last year the Israelis began turning the normally quiet village into a tourist destination where thousands were encouraged to visit; this was also seen as a deliberate provocation from the Lebanese perspective In response to this, the popular Lebanese political and military organization Hezbollah decided to place tents on the opposite side of the Blue Line in a different part of the occupied Golan Heights known as the Shebaa Farms The area falls to the South of the UN s Blue Line and is actually disputed between Syria and Lebanon The presence of Hezbollah members inside the tent then drew threats of violent retaliation from the Israeli security establishment including Israeli Defense Minister Yoav Gallant According to a report in the Hebrew publication Walla News a strong effort was mounted from Washington to apply pressure on the Lebanese army and government to remove the tents Israel’s Channel 12 also reported on July 2 that the Israeli military had sent a warning to Hezbollah US envoy Amos Hochstein then rushed over on behalf of the Biden administration to meet with Israeli Prime Minister Benjamin Netanyahu to discuss the developing border crisis All US efforts to solve the dispute have revolved around Lebanon making concessions and have fallen flat Last week Hezbollah Secretary-General Seyyed Hassan Nasrallah delivered a televised speech in which he said that liberating Ghajar is the responsibility of the Lebanese people, state and resistance As for the prospect of removing the tents that had been placed in the Shebaa Farms area Nasrallah made it clear that they would not move and asserted that the tents were strategically placed there to bring international attention to the issue of Ghajar village, claiming that prior to the tent placement there had been no action internationally The issue here has been the completion of an Israeli security fence earlier this month that has in effect occupied a portion of Lebanese land The US government is currently stepping in to assume the position of mediator, yet enters all discussions with a clear pro-Israel bias Even as an ally of Israel, the US government should have foreseen this issue creating tensions knowing that Lebanese Hezbollah had announced their readiness to enter into a full-scale conflict with Israel last year; during the negotiations over demarcating maritime borders Yet, despite the protestations of the Lebanese government to the UN dating back to 2019 and the clear plans of the Israeli side to construct its border wall on Lebanon s territory Washington failed to pressure Tel Aviv to reconsider

Aslam’s house in Nowshera district’s Risalpur was partially damaged after a hand grenade was thrown into the male guesthouse by an alleged militant of a proscribed outfit police said
While registering a report at the Counter-Terrorism Department (CTD) police station, Aslam said that he had received an extortion letter from the banned Tehreek-e-Taliban Pakistan (TTP) on July 1 last
According to Aslam the TTP militants had demanded Rs10 million in extortion threatening him with dire consequences if the money was not paid
The complainant said that later he also received phone calls from the numbers of neighbouring country Afghanistan to arrange the money or face “dire consequences”
Aslam also claimed that the militants later made phone calls from Pakistani numbers on July 21 and 26 threatening him that his entire family would be eliminated if the said amount of extortion money was not delivered immediately
He said the militants hurled a hand grenade at his house on Wednesday night after he could not arrange the money As a result, the house and the adjacent hujra were partially damaged However Aslam and his family members remained unharmed in the subversive act The CTD registered a case and started an investigation The CTD later released footage of a closed-circuit television (CCTV) camera in which a man could be seen hurling the grenade into the house and then fleeing Aslam is the PPP’s provincial leader and had contested elections twice on the party ticket but he could not make it to Assembly
This is not the first time reports of extortion from TTP have surfaced In October last year, senior Khyber
Pakhtunkhwa Minister Atif Khan allegedly received a letter from the proscribed outfit demanding Rs8 million as extortion The TTP is not only notorious for extorting people but it has also upped its attacks against the military since last year in November when it had ended the ceasefire with Pakistan
CTD Punjab arrests 10 alleged terrorists of banned organizations

The Counter Terrorism Department (CTD) has foiled a major terror plot by arresting 10 suspected terrorists linked with banned outfits during operations in different areas of the province
According to the spokesman on Friday the CTD Punjab conducted 132 intelligence based operations in different districts of the province to effectively deal with any untoward incident of terrorism, in which 134 suspected persons were interrogated and 10 alleged terrorists were arrested with weapons explosives and other prohibited materials

In Islamabad the central procession was taken out from Central Imam Bargah Sector G-6 and it passed through Sectors G-6 and G-7, with the city police, Frontier Corps and paramilitary Rangers deployed at various points along the route
As many as 1 685 security personnel were deployed across the city including five deputy police officers 14 deputy superintendents, 21 police inspectors and 177 officers besides 60 Rangers and 365 FC personnel Mobile services were suspended today from 1am to 10pm in these two sectors Services will also be partially suspended in Sector I-10 and adjacent areas from 6pm to 6am
Similarly, services are to remain partially suspended in Shahullah Dutta, Bari Imam Noorpur Shah and surrounding areas

The PTA also specified that mobile services will be partially suspended in Shah Latif Town Bhittaiabad Memon Goth Main Market and Bin Qasim Town among other areas Moreover, the Sindh government has imposed a ban on pillion riding across the province under Section 144 of the Criminal Procedure Code (CrPC)
