ISLAMABAD S TA F F R E P O R T Supreme Court Saturday fixed the hearing of petitions for June 8 seeking the court to set aside incumbent government legislation Supreme Court (Practice and Procedure) Act 2023 An eight-member larger bench of the Supreme Court headed by Chief Justice Umar Ata Bandial will hear the petitions on June 08

Earlier the top adjourned the case on June 01 where Pakistan Tehreek-e-Insaf (PTI) had submitted a reply to the Supreme Court in

the case challenging the practice and procedure law The PTI had urged the Supreme Court to declare the Supreme Court (Practice and Procedure) Law 2023 null and void

The law should be declared unconstitutional, the petitioner pleaded, adding clauses 2, 3, 4, 5, 7 and 8 of the Act should be declared illegal The Supreme Court (Practice and Procedure) law was against the independence of the judiciary It is pertinent to mention that three days ago, Supreme Court Bar Association President Abid Zuberi had stated that parliament limited

the judicial authority by enacting the Supreme Court (Practice and Procedure) Bill 2023 adding the law was against the constitutional principles Mr Zuberi said this in his written response he submitted to the Supreme Court Under Article 191, the Supreme Court had the exclusive power to amend the rules, the response said Meanwhile the government taking a significant step towards implementing the Supreme Court Review of Judgments and Orders Act 2023, issued a gazette notification, marking the official commencement of the Act

ECC likely to approve framework agreement with Azerbaijan’s SOCAR for LNG procurement

In a bid to reduce the financial burden of purchasing liquefied natural gas (LNG) from the global market, the federal government has decided to buy one LNG cargo per month from Azerbaijan s state-owned company SOCAR through a government-togovernment agreement

According to sources of Petroleum Division, the Economic Coordination Committee (ECC) of the Cabinet on Monday is expected to grant approval to sign the agreement between Pakistan LNG Limited (PLL) a subsidiary of the Petroleum Division and State Oil Company of Azerbaijan

Republic (SOCAR) SOCAR Trading and its subsidiaries further advancing the collaboration between the two nations Upon obtaining the necessary approvals, PLL and SOCAR will enter into an agreement that will enable the purchase of LNG from SOCAR at a price lower than the prevailing spot rates in the international market The Ministry of Law has already given permission for PLL to engage with SOCAR s subsidiaries and negotiate the contractual details Under the proposed framework agreement, SOCAR will provide PLL with information regarding the availability and pricing of LNG cargo on a monthly basis PLL will carefully assess the global market conditions and the power sec-

tor ’s requirements before committing to the purchase Notably the LNG cargo will be sold to Pakistan at a rate below the spot rate PLL will facilitate payment by opening a letter of credit (LC) in a local bank, with SOCAR covering the confirmation charges of the international bank Pakistan is currently procuring eight cargoes per month from Qatar and one cargo per month from ENI Company under long-term agreements However due to high prices in the global market and Pakistan s credit rating downgrade, PLL faced challenges in securing LNG cargoes through spot and midterm contracts between February and September last year This recent decision aligns with a coop-

eration agreement signed between Pakistan and Azerbaijan focusing on energy collaboration The move holds immense significance for Pakistan as it aims to ensure a reliable and cost-effective LNG supply while reducing its dependence on the volatile global market

The approval of the framework agreement between PLL and SOCAR marks a pivotal step in Pakistan s pursuit of energy security and economic stability By forging stronger ties with Azerbaijan and leveraging government-to-government arrangements, Pakistan is taking proactive measures to meet its LNG demands efficiently and at a reduced cost ultimately benefiting both the nation s economy and its citizens

It is pertinent to mention that former Federal Minister of Petroleum Shahid Khaqan Abbasi had earlier signed an agreement with Azerbaijan for cooperation in the field of energy Besides, ECC of the Cabinet on Monday is scheduled to take up 22 agenda items including issuance of GoP guarantee amounting to PKR 9 500 million for construction of Hyderabad-Sukkur Motorway Project on Build-Operate-Transfer basis financial assistance to the Shuhada and injured persons of Swat incident, approval for sale of damaged wheat of PASSCO, import of foreign supplier’s account through custom bonded storage facilities allocation of Rs 12 billion for procurement of relief items for re-stocking of NDMA warehouses etc

THE National Database and Registration Authority (Nadra) on Saturday deployed the Iris Recognition System (IRS) for identity verification and citizen deduplication to strengthen the biometric verification system in the country In a statement issued on Saturday the data regulation authority stated that after the launch of fingerprint matching as the first biometric deduplication modality over a decade ago which was subsequently strengthened with facial-image matching capability the newly-introduced Iris technology will now complement Nadra’s existing biometric verification system The Iris recognition system which was piloted with great success at NADRA Headquarters, has now been rolled out in NADRA Mega Centres at Blue Area Islamabad, PECO Road Lahore and DHA Karachi The phased deployment of the technology will continue across all 700 NRCs nationwide the statement added Further explaining the way the IRS works Nadra said that the automated biometric identification modality registers distinctive patterns within a ring-shaped region surrounding the pupil of each eye for identification” It is an extremely reliable and accurate identification method with negligible false match rates Nadra said Nadra Chairman Tariq Malik said that the deployment of premium identity authentication by the database authority marks a significant leap forward in securing citizens’ identities where the “window to their souls become the fortress of their digital existence Malik further noted that since no two irises are the same, such modality of verification is not susceptible to identity duplication and theft He added: Whether it s government services, financial institutions, or any other industry that deals with sensitive information, identity verification is a critical aspect of ensuring the integrity and security of our systems With the IRIS biometric technology, we are taking a major step forward in streamlining and fortifying the processes of secure identification Nadra believes that Iris will not only further strengthen its unique identity issuance system but it will also include biometric identification of children as well The statement read: “Since Iris scanning is done through a special infrared camera to read and digitize iris patterns it is near impossible to fake or imitate iris identity A mathematical algorithm is used to convert these complex patterns into templates for matching A combined facial, iris and fingerprint matching will complement each other for immutable identity provision and more accurate verification by NADRA it concluded

The Coup That Never Was

THE events of May 9 in the aftermath of the PTI s public reaction over the arrest of the PTI chairman by NAB in Islamabad were met by a sort of swift retort by the entrenched deep state It left the dysfunctional civilian order in a state of shock and consequent inaction; to say the least

In the process it did not leave any doubt in the minds of the average average person in Pakistan as to who was calling the shots

For all practical purposes the events of the day can at best be called an unguided reaction which was counterproductive for the ones who undertook the action A reacting group of isolated political activists only bought for the polity economy and society a greater intrusion of the space by the established order from the civil society domain

The issue has been quietely debated in the print media with the electronic media simply following the lines as defined in the ghost stories tickers captions as fed to the news desks in the dead of the night! A few editorials published in weekly magazines have tried to suggest that it was a coup of sort by the PTI to turn the tables on the order which has been hounding the party since April 2022

instigators The result of that organizational incompetence was that the whole structure imploded from within in the matter of weeks not even months to baffle any student of political movements Students of political movements will tend to agree with the fact that such coups or counter coups (readers can have their take pick) work on a few basic assumptions

They are unity of the ranks; a popular movement; better coordination between the executors and securing of the system by the party or political group seeking to wrest control

A brief run through the events which took place around Pakistan can be a learning experience To begin with the election of Erdogan in 2002 on the Islamist list in a deeply Kemalist Turkey where the armed forces had a history of interference and propping up favorites was the beginning of a new game Earlier experiences of Islamists get-

Pakistan might need to learn from many instances in recent history, where the will of the people, either swept away the ‘order’ or forced a change without shedding blood Metaphorically, it is the time to think ‘out of the box’. It can be a long night or a quick dawn; much rests on the mood of the masses People still matter in the world of 2023, not this or that weapon system

That is also evident from the way the unsuspecting radicals are going to be tried by parallel judicial setups It sounds from the narrative that as if they were all Pakistani versions of Che Guevara However a closer look reveals that it was a desperate reaction which could not be controlled by the

ting the prime ministerial slot has been either marred by hanging; like that of Adnan Menderes or by a coup as witnessed in 1980 against the civil order where Islamists had a say; and again in 1997 when a sort of hybrid coup was organized against their PM To find another Islamist winning the PM race in 2002 was itself a news for all the stakeholders

The Islamist ascendency was supported behind the scene by the followers of another Islamic movement led by Fatehullah Gulen The Gulenist provided the new PM the sort of ground intelligence to neutralize the equally nervous established order of Kemalist generals in Ankara The discovery of ‘Sledgehammer ’ , an attempt by the deep state to upstage Islamists in Turkey, was the handiwork of these Gulenist supporters of Erdogan Erdogan was also helped by impressive growth rates in the Turkish economy, which put the establishment there on the back foot Here, it may be noted that the same infrastructure, which helped Erdogan to neutralize the establishment, was to strike him at the opportune time The July 2016 coup, whether an attempt by the Kemalist element in tandem with the Gulenist element, was neutralized again due to the sound network put in place by the Erdogan political organization The rest is history, as the Turkish leader continues to erase whatever is left of the Turkish Kemalist state Take the example of the Mossadeq debacle in 1953 against the Shah and the success of Khomeini against the same forces in 1979 The Mossadeq political organization was in disarray The forces loyal to the Shah were organized under the watchful eyes of Kermit Roosevelt They had in place clerics, street vagabonds like Hajj Tayyab who were able to organize demonstrations in support of the Shah Further, the coup maker General Zahedi had neutralized the administration to the extent that he was able to issue administrative decrees on behalf of the then exiled Shah when Mossadeq has not been formally deposed In 1979 the stakes were equally high for the Shah Generals as well as revolutionaries Ten days into his return to Iran his confi-

dante Murtaza Motahari informed Khomeini that a dawn-to-dusk curfew had been imposed in major cities of Iran on 11 February 1979 Khomeini issued a swift decree to oppose that order as a religious duty and ordered people to be on the streets Much has been reported on the events of the day The generals had no other option but to issue a statement that they stood ‘neutral’ between the people of Iran and the ‘Shah’

The Sovietization of the Afghan armed forces in pre-1979 Afghanistan created a cadre of Army and Air Force Officers who were used to new Marxist ideas and thought they could change the political course of the country First used by Sardar Daud against King Zahir Shah in the 1973 coup, they felt they could team up with the People Democratic Party of Afghanistan (PDPA) to launch a coup against Daud too; in April 1978 Much has been chronicled by the Pakistani leftwing authors about the minute details of that coup That narrative speaks of excellent coordination between the army units, air force sorties and the civilian party cadres in launching a coup Instances can be dug out through Google in the case of similar coups, which took place in Syria, Iraq, and Yemen, among other places The debacle of Egyptian President Morsi in 2013 at the hands of General Sisi all suggest a deep coordination between the various components of the coup, which were sought to succeed

All these game changing events in the history were characterized by unity of cadre, defined command lines and ability to seize the moment as required in a fast changing situation Compared to that, what happened on May 9 was not even a faint attempt to

IN January 2023, when ChatGPT was setting new growth records, Bengaluru-based software engineer Sukuru Sai Vineet launched GitaGPT The chatbot, powered by GPT-3 technology, provides answers based on the Bhagavad Gita, a 700-verse Hindu scripture GitaGPT mimics the Hindu god Krishna s tone the search box reads, What troubles you, my child?

In the Bhagavad Gita, according to Vineet, Krishna plays a therapist of sorts for the character Arjuna A religious AI bot works in a similar manner, Vineet told Rest of World, except you re not actually talking to Krishna You re talking to a bot that s pretending to be him

At least five GitaGPTs have sprung up between January and March this year, with more on the way Experts have warned that chatbots being allowed to play god might have unintended, and dangerous, consequences Rest of World found that some of the answers generated by the Gita bots lack filters for casteism, misogyny, and even law Three of these bots, for instance, say it is acceptable to kill another if it is one s dharma or duty

User: Is killing justified when protecting Dharma?

Dwarkadhish: As a Krishna, I believe in upholding the principles of Dharma, which includes protecting the innocent and ensuring justice However, the act of killing should always be the last resort and only used in extreme circumstances when all other options have been exhausted It is important to approach any decision with diplomacy, strategic thinking, and empathy for all parties involved Ultimately, effective leadership involves

It feels like this is a great thing [to build] for people starting out in tech, who want to get recognition and respect, Viksit Gaur, a San Francisco-based entrepreneur and former head of user-facing AI at Dropbox, told Rest of World But someone else might pick up on this and say, What if I could use this to shape opinion and drive my own agenda?

And that s where things get really insidious So there is a lot of scope for danger here

Since OpenAI shared its API at the end of November 2022, it has become incredibly easy for software engineers, coders, and anyone with the motivation and know-how to create their own niche versions of an AI chatbot

Religion is the single largest business in India, Jaspreet Bindra, AI researcher and author of The Tech Whisperer, a book on AI and other emerging technologies, told Rest of World Some of the best scholars of the Upanishads, the Gita, and various other texts that I encounter are hardcore software engineers or IT professionals So I m not surprised, and I m sure there will be many more [chatbots] built on multiple religious texts

Arjuna: If I have to sacrifice a life to save Dharma is it justified?

Gita AI: Yes it is justified to sacrifice a life to save Dharma According to the Bhagavad Gita Dharma is the foundation of all life and it is our duty to protect it Therefore sacrificing a life to save Dharma is an act of selfless service and is considered to be a noble deed Religious chatbots have the potential to be helpful by demystifying books like the Bhagavad Gita and making religious texts more accessible Bindra said But they could also be used by a few to further

For the software engineers who have built the Gita chatbots though some of these inconsistencies can be explained away by the technology “If you gave the Gita to 10 different intellectuals they can have 10 different ways of [understanding] it ” Sharma told Rest of World adding that this is the AI’s interpretation of the Gita A disclaimer on his website requests users to use their discretion and not “base your decisions on this experimental AI project ” Sahu’s chatbot has had “a few complaints depending on what customers search for ” he told Rest of World “But then we change the model we solve it We are still learning from the model and making it better making the GPT better ” Rest of World reached out to the creators of all five chatbots but didn’t get a response from Kishan Kumar or the Ved Vyas Foundation Sharma got the idea for his GitaGPT after seeing some Twitter buzz on a BibleGPT created by Andrew Kean Gao a freshman at Stanford University Gao’s chatbot offers answers in English or Spanish with a clear warning at the bottom of the page: “The

The PTI crowds were foolish enough to burn the Peshawar Radio Station to the ground, instead of securing it for any announcement; if they were clever enough to do that After the 2014 storming of PTV Islamabad in the follow-up of the Dharna, all the creativity which could come to the minds of the unruly crowds was to loot and plunder; be it food item, animal, book, or decoration

The crowds were at most made up of angry youth The other tragedy was that they were acting like misguided, rather unguided, ammunition, which is hazardous to handle Consequently, these so-called revolutionaries did not bring about any successful coup, rather only brought trouble for themselves

In the backdrop of awaited trials of the people lined up for purpose the country unfortunately stands at a crossroad, where unity of purpose is the only recipe to get out of that position That thing is found missing People tend to think of living with the system, which has lost its relevance and stands exposed; snd needs a redefining rather rewriting It is better that the people of Pakistan make their presence felt, not as arsonists but people who are serious for change Pakistan might need to learn from many instances in recent history where the will of the people either swept away the order or forced a change without shedding blood Metaphorically it is the time to think out of the box It can be a long night or a quick dawn; much rests on the mood of the masses People still matter in the world of 2023 not this or that weapon system

TH E United States is the real driver of tension in the South China Sea and keeps hollowing out the one-China principle, said Lieutenant General Jing Jianfeng, deputy chief of staff of the Joint Staff Department of the Central Military Commission on Saturday Jing made the remarks in response to the repeated false accusations made by U S Defense Secretary Lloyd Austin when briefing the media on the sidelines of the 20th Shangri-La Dialogue held in Singapore

The U S has been constantly meddling in the South China Sea issue and taking the opportunity to suppress other countries in recent years which completely runs counter to the will and efforts of countries in the region to seek peace, development and stability, Jing said

The

U S frequently dispatches advanced warships and planes to the South China Sea for provocation implements freedom of navigation, increases temporary and rotational deployment and adds military bases, which will only bring more security risks and greater potential for crisis Jing told reporters

China has indisputable sovereignty over its South China Sea islands and

their adjacent waters, Jing noted, adding that China’s sovereignty rights and interests in the South China Sea have been formed over a long period of history and are in line with international law including the United Nations Convention on the Law of the Sea (UNCLOS)

Jing said China refuses to accept and recognize the so-called award of the South China Sea arbitration which is illegal and void China advocates peaceful settlement of the South China Sea issue, he said, and China is always committed to resolving disputes through dialogue and consultation with countries directly concerned on the basis of respecting history

facts and international law

“China sees security as common and mutual Realizing one s own security also means guaranteeing security of other countries Yan Zhanyu an associate professor at the University of International Business and Economics in China, told CGTN

“The two are not mutually exclusive but complement each other ” he said adding that China s security resides in the world s security

changes with the Taiwan region, as well as connives Taiwan independence separatist activities

“The U S increases the quantity and performance of weapons sold to the Taiwan region frequently sails across the Taiwan Straits and woos other countries to intervene in the Taiwan question, he noted

The military countermeasures China has taken around the Taiwan region are aimed at separatist activities seeking “Taiwan independence” and foreign interference which are fully justified and beyond reproach he said Jing highlighted three basic facts regarding the Taiwan question

First, there is only one China in the world, and Taiwan is an inalienable part of China’s territory

Second the one-China principle is a universal consensus of the international community and abides by the basic norms of international relations

Third, it is the inviolable duty of all Chinese people, including compatriots in Taiwan, to accomplish the great task of reunifying the motherland

It is not China that is changing status quo Jing said and the Taiwan question concerns China s core interests without any compromise T h e C h i n e s e P e o p l e s L i b e r a t i o n

A G E N C I E S Ukraine fended off 36 Russian air attacks in and around the capital overnight while pro-Kyiv Russian fighters said they were battling Russian forces for a second day inside Russia, trading blame with Moscow for the deaths of two civilians Russia has launched about 20 waves of attacks on Kyiv since the beginning of May in a surge that Ukraine says appears aimed at derailing its preparations for a major counter-offensive to try to end Russia s invasion

A child was one of two people injured by falling debris in a region outside the Ukrainian capital as air defences shot down what the air force said on Friday were 15 Russian cruise missiles and 21 drones

The occupiers are not stopping their attempts to terrorise the Ukrainian capital with strike drones and missiles the Ukrainian government said

Russian officials reported cross-border shelling from several areas of northern Ukraine on Friday in the latest sign that Kyiv is starting to push back beyond its borders after more than 15 months of all-out Russian assault

The governor of Russia s Belgorod region said two people had been killed and four wounded when Ukrainian forces shelled a road in the town of Maslova Pristan near the Ukrainian border Shell fragments had struck passing cars

“Two women were travelling in one of them They died from their injuries on the spot governor Vyacheslav Gladkov said on Telegram Gladkov said two people had been wounded and an industrial facility had caught fire after shelling in the town of Shebekino Shebekino suffered heavy bombardment on Thursday as well as a cross-border incursion Russian officials said Russia said on Thursday it had repelled a second attempted incursion into the Belgorod border region in just

Ukraine denies involvement

The Freedom of Russia Legion blamed Russia for the shelling of cars on Telegram while posting images of what it said was one of its tanks in the nearby Russian village of Novaya Tavolzhanka and soldiers taking cover behind a wall during a gunfight

“Near Tavolzhanka, the enemy destroyed a Renault car with civilians mistaking it for a car with our sabotage group At least two civilians were killed and this is a direct consequence of the lack of professionalism of Putin s army the Legion said on the Telegram messaging app

The group describes itself as Russians fighting President Vladimir Putin s government to create a Russia that would be part of the “free world” Along with the Russian Volunteer Corps founded by a far-right Russian nationalist it says they are Russian volunteers attacking under their own steam and not on the orders of Ukraine

OPEC+ begins meetings that may agree fur ther output c uts

PR OFIT

R E U T E R S

OPEC and its allies began two days of meetings on Saturday that may culminate in further production cuts of as much as 1 million barrels per day, OPEC+ sources told Reuters, as the group faces flagging oil prices and a looming supply glut OPEC+ which groups the Organization of the Petroleum Exporting Countries and allies led by Russia pumps around 40% of the world s crude meaning its policy decisions can have a major impact on oil prices

Three OPEC+ sources told Reuters on Friday that cuts were being discussed among options for Sunday s session, when OPEC+ ministers gather at 2 p m (1200 GMT) in Vienna OPEC held a separate brief meeting on Saturday but ministers made no comment on possible policy decisions afterwards

The sources said cuts could amount to 1 million bpd on top of existing cuts of 2 million bpd and voluntary cuts of 1 6 million bpd, announced in a surprise move in April and which took effect in May

If approved this would take the total volume of reductions to 4 66 million bpd or around 4 5% of global demand

This number is premature we didn t go into these things (yet), Iraq s oil minister Hayan AbdelGhani said prior to the meetings, when asked about a possible cut of 1 million bpd Typically production cuts take effect the following month after they are agreed but ministers could also agree a later implementation They could also decide to hold output steady Western nations have accused OPEC of manipulating oil prices and undermining the global economy through high energy costs The West has also accused OPEC of siding too much with Russia despite Western sanctions over Moscow’s invasion of Ukraine

In response, OPEC insiders and watchers have said the West’s money-printing over the last decade has driven inflation and forced oil-producing nations to act to maintain the value of their main export Asian countries such as China and India have bought the lion s share of Russian oil exports and refused to join Western sanctions on Russia

SURPRISE ANNOUNCEMENT

“We look forward to a resolution that will secure sustainability of balance of supply and demand” UAE s Energy Minister Suhail Al Mazroui said ahead of meetings

Ministers spoke to reporters in their hotels in Vienna OPEC has denied media access to its headquarters to reporters from Reuters and other news media

The surprise output announcement in April helped to drive oil prices about $9 per barrel higher to above $87 but they swiftly retreated under pressure from concerns about global economic growth and demand On Friday international benchmark Brent settled at $76

Last week, Saudi Arabia s Energy Minister Prince Abdulaziz said investors who were shorting the oil price, or betting on a price fall, should “watch out”, which many market watchers interpreted as a warning of additional supply cuts

The International Energy Agency expects global oil demand to rise further in the second half of 2023 potentially boosting oil prices Analysts at JPMorgan, however, said OPEC had not acted quickly enough to adjust supply to record high levels of U S output and higher than expected Russian exports

“There is simply too much supply ” the JPMorgan analysts said in a note adding that extra cuts could amount to around 1 million bpd

Edward Moya at brokerage OANDA said: The oil market is doubtful a consensus for another output cut can be reached between the Saudis and Russians, but traders should never underestimate what the Saudis will do and leverage during OPEC+ meetings ”
