Sharif on Thursday said that the inauguration of MandPishin border market and 100 megawatt power Gabd-Polan power transmission line added a new chapter to Pakistan-Iran relationship

The prime minister, who along with Iranian President Ebrahim Raisi inaugurated the Gabd-Polan transmission line told the ceremony that the project would benefit the people of Gwadar and bring in the socio-economic development

He thanked the energy ministers of Pakistan and Iran and relevant organisations for their efforts to complete the otherwise halted project in the record time

The prime minister believed that there existed huge potential for bilateral energy and petroleum projects and expressed the hope that the two countries would make all-out efforts to tap the potential for benefit of the two people

Regarding the inauguration of Pishin-Mand border market he said such six markets would be developed in the region to usher a new era of progress

This would prove to be a milestone for bilateral relationship, he remarked

Prime Minister Shehbaz told the gathering that during his meeting with President Raisi earlier in the day he had discussed cooperation in the solar energy sector as the Iranian leader also assured cooperation

He said the delegations from both sides would visit each other to work out the solar energy projects

Pakistan ranks 145 out of 150 in terms of implementation of Islamic financial system

After the decision of the Federal Sharia court in April

2022 Pakistan’s banking industry is going leaps and bounds to convert its existing banking infrastructure to an Islamic one

However the implementation of said systems is revealed to have been in doldrums as Pakistan is ranked 145 out of 150 in terms of implementation of Islamic financial system

This was disclosed by Tariq Naseem, Head of Islamic Finance Department at Securities and Exchange Commission of Pakistan (SECP) during an interactive session/workshop on the Islamic Finance sector and SECP s Regulatory Sandbox held here on Thursday at the SECP Headquarters

He said that not a single Muslim country in the world ranks in the top 30 in terms of implementation of the Islamic financial system Malaysia is at number 33 and Pakistan is at number

Tariq Naseem added that Islamic finance was gaining public acceptance in the PSX He informed that the target to accelerate the growth of Islamic finance in regulated sectors includes implementing the proposal of Islamic stock trading re-activate commodity Murabaha facility at PMEX and ensuring availability of retail Sukuk

Whereas the government Ijarah Sukuk rules have to be amended to allow Asset Light Sukuk structures,

develop Shariah-compliant digital lending products and platforms allow Islamic social finance through the institution of Waqf allow Islamic crowd funding for resource mobilisation

He also informed that the asset size of 28 Modaraba companies in Pakistan is Rs 62 billion and there is no fullfledged primary law for the Islamic financial industry except Modaraba Ordinance in Pakistan, reflecting a big challenge for the SECP in implementation of Islamic finance in SECP s regulated sectors

In this regard the SECP is drafting a dedicated Islamic finance law

The commission has initiated working on developing a dedicated and full-fledged primary law (Financial Services Islamic Act) for the Islamic financial industry within the non-bank financial sector in Pakistan

The proposed law which may be called Islamic Financial Services Act may consolidate all the relevant provisions in one piece of legislation while serving as a reference point for the development of case laws in the judicial system The exercise s goal was to comply with the Federal Shariat Court’s ruling while also standardizing and improving the quality of Islamic goods and services

He informed that the SECP is organizing an international Islamic conference on May 29 in Islamabad to share the global experience of different Islamic countries

Responding to a query, he said that all banks are providing financial services except one international bank and trading through banknotes is not against Islam

The SECP also registers Shariah advisors who extend their services to various companies and products he concluded

THE Parliamentary Public Accounts Committee (PAC) has decided to write a letter to Prime Minister Shehbaz Sharif to remove the ban on domestic gas connections and start installation of a new gas meter

The committee also recommended scrapping the recently introduced fixed gas meter rent of Rs500 per month collected from natural gas consumers Chairing the meeting, Public Accounts

Committee Chairman Noor Alam Khan said that the fixed charges of Rs500 per month are also being collected from customers whose total bill doesn t exceed Rs1 500 per month He said that the poor simply cannot afford to pay such charges every month and called the charges illegal

The court has been informed that no retaliatory action was being taken against anyone and whatever action had indeed been taken was based on available evidence He, therefore, asked for some time to submit a response in this regard

The court declared that orders should be given to those who had been kept devoid of them under the MPO It further declared that the decision on the admissibility of the cases would be made on May 18 TLTP

FO R M E R Finance Minister Miftah Ismail has predicted a difficult few months ahead, starting with meeting $4 1 billion of debt servicing, in both amortisation and interest, even though foreign exchange reserves only stand at $4,4 billion That could only be managed if China was to roll over $1 billion in government lending, and if $3 1 billion owed to Chinese banks was also rolled over Dr Ismail did not mention that the plummeting export earnings and declining remittances made the problem worse He also pointed out that domestic debt had become equally unmanageable what with the provinces not increasing their low collections from agriculture real estate and services As a result the provinces eat up Rs4 5 trillion out of the annual federal tax revenue of Rs 7 5 trillion Even if one adds Rs1 5 trillion in non-tax revenue Islamabad will be left with just Rs4 5 trillion over Domestic debt servicing alone is touching Rs 6 trillion Dr Ismail pithily described a debt trap: having to borrow to service debt That means that all other expenditure, such as on civil administration and defence, will also be met by borrowing This is not just unsustainable in the long-run, but difficulties are created in the short run because of the mounting interest, which is set to go into new territory because of the IMF’s advice on how to fight inflation advice which has not worked so far

Meanwhile the government continues what seems to an interminable courtship of the IMF because the resumption of its programme would allow it to continue borrowing from the international money market Perhaps a symptom of the malady is that recourse to the IMF is not seen as a temporary emergency measure to help us out of a temporary difficulty, but as a permanent revenue stream At the same time, Pakistan seems to expect a free lunch It seems to expect the IMF to bail it out for purely economic reasons, and not to help the USA in meeting its foreign policy goals

It is no coincidence that it is China the USA’s main opponent to which Pakistan is looking for help Former COAS Gen Qamar Javed Bajwa had said there had been a shift of focus from geopolitics to geoeconomics Pakistan seems destined to remain in the debt trap if it follows the present policies

TH E PTI s chance of milking the arrest of its Chairman, Imran Khan, for sympathy, was lost because of the reaction to it as the party scrambled into damage control mode and tried to minimize the harm caused by the choice of targets of enraged activists

To put it baldly, the target was the military Perhaps the best symbol of this was the torching of the corps commander ’s residence in Lahore Another potent symbol attacked was the F86 Sabre flown by fighter ace M M Alam when he downed six Indian jets in a minute in the 1965 War which had been retired to the T-junction between Lawrence Road and Racecourse Road It was torched

There was an assumption that the PTI was the military s party Until his ouster, Imran Khan had been proud of the fact that he and the military leadership were ‘on the same page ’ The first wedge seems to arisen over the posting of the DG ISI whom COAS Gen Qamar Javed Bajwa wished to rotate out but whom Imran wished to retain Thus started a chain of events going back to October 2021, coming up to May 9, but still ongoing

One effect of that confrontation has been the development of a rather subtle argument: that the PTI is not really anti-the establishment but is angry at its role in dismissing the Imran government That means that one of the most consistent supporters of the PTI the officer corps of all three services is alienated from it But there too a dilemma develops Either the rage against the establishment visible on May 9 is the result of the PTI be4ing in cahoots with some really dangerous and virulent enemies of Pakistan or it merely expresses a sentiment that is out there on the street

Either way the results are not good for the establishment If the establishment carefully cultivated a party which could play a part in the hybrid arrangement of the civilian face of the establishment, and that part could be taken over by enemy agents, then maybe the establishment is in the wrong business Maybe its much-vaunted intelligence set-ups do not deserve their reputations

The other alternative is that there is now a spirit out among the masses ( on the street ) which resents the establishment If that is so, then there are few possible chances of the military intervening in politics

One of the strongest arguments in favour of military takeovers was their acceptability If that acceptability is not there then what will happen?

The damage to military installations also indicates that there is a section of the population that no longer fears the military The military knows best that it is not the force of the military that matters so much as fear created by the impression of force That is one reason why, when called in to restore order, the military engages in a ‘flag march’ where not only the flag but weapons also are displayed s troops march through the troubled areas That flag marches had to

It might be noted that the other parties which were once linked to the military have come full circle, in that they developed an opposition to the military long before from their stints in power The PPP’s founder Zulfikar Ali Bhutto became Foreign Minister under Ayub Khan but became opposed to a military role in politics The PPP has still not forgotten that it was trued out of power in 1977, and it blames the military for its other ousters, and ultimately the assassination of Benazir Bhutto

Similarly the PML(N)’s leader Mian Nawaz

Sharif has come a very long way from 1981 when he began his political career as Finance Minister in Punjab Governor Ghulam Jilani s martial law Cabinet He too has experienced both dismissal and martial law with the addition of disqualification in 2016 Imran is just the latest in the series though he was perhaps the most obseqious of the three towards the establishment The military has been posed a peculiar challenge one that neither Bhutto nor Mian Nawaz posed that of making a choice of allegiance The military man s primary loyalty is towards his institution He then conflates it with patriotism The loyalty to the institution and patriotism then reinforce one another For the first time, loyalty to Imran has been introduced This was all right, so long as Imran was patriotic and pro-Army but now he is asking for loyalty to him to prevail over loyalty to the institution So closely is the institution identified with the country that he is asking for loyalty to him to prevail over loyalty to the country itself

It seems the military has already taken the only logical decision that it must not meddle in politics In a way, it is not important whether or not Imran’s government was a success or not Even if the most extravagant PTI claims are accepted the fact remains that he divided the loyalty of the military That is enough for the military to turn against him

However, that is a sort of taking part in politics

However the military should realize that the judiciary so long the junior partner of the military, has apparently now struck out on its own, not because of any other judiciary’s example or even the military’s but because of a vacuum

The PTI probably hopes that this vacuum would be filled by military rule That mat well not happen, not so much because the establishment is unwilling, as because the country is One of the key factors is whether the USA wants Pakistan delivered outside the Chinese orbit badly enough In turn that will be determined by whether the USA thinks it can get India to play the role in the region it had used Pakistan for

It must not be forgotten that the USA has got Pakistan to do its bidding when there is a military regime However, if the military loses the ability to take over, then who can the USA turn to? The once-reliable Pakistani establishment shows every sign of being in too much disarray to be able to deliver anything

Dollar smuggling is nothing new

E V E R since the United States of America fled Afghanistan and a new regime took office there we have been reading in newspapers about the US dollar being smuggled across the border from Pakistan I have no way of knowing what exactly is happening on that front, but I would like to share my personal experience of what life was like in a similar context about 30 years ago which might be relevant to the current situation I was sitting in the office of one of the bank branch managers in Peshawar I noticed that a person from the tribal belt sitting beside me was being treated rather royally and was being offered the choicest of snacks and refreshments Once the man left the bank I asked the manager out of curiosity the reason for such treatment For sure it was not a routine affair at all The manager, who had a friendly equation with me, said that the man in question had a massive account worth millions of rupees that he was keeping with that bank branch That was 30 years ago Today, people in such areas are coming to the banks with bags full of local money as well as dollars Just imagine how they have managed to accumulate so much money During my recent visit to the former tribal areas I saw just about everyone maintaining a US dollar account To my astonishment even the local payments were being made in dollar terms I know it sounds unbelievable, but that is what I personally saw Some banks have even opened ATMs for withdrawing dollars in far-flung villages Dollar is today’s currency in these areas and they are buying the currency in local markets Will the authorities care to investigate what is going on in those areas especially when we have a serious foreign exchange crisis and the country is struggling to not just maintain but also increase its reserves somehow? IN the modern age, access to the internet is widely regarded as an essential tool for communication, education, and economic participation There is also an argument to give it the status of a human right However in the context of fifth-generation warfare there is a growing debate about whether limiting internet access is necessary for national security or whether it undermines fundamental human rights

Firstly, it is pertinent to explain that the fifth-generation warfare is a new form of conflict that is characterized by the use of technology misinformation and psychological operations to achieve political objectives

This type of warfare is asymmetrical and non-linear and it challenges traditional notions of warfare and national security One of the key features of fifth-generation warfare is the use of the internet and social media to spread propaganda and disinformation, and the ultimate target is the uneducated young generation which has little knowledge regarding the use and misuse of modern social media technology They just use it

However proponents of limiting access to the internet in the context of fifth-generation warfare argue that it is necessary to prevent the spread of harmful information and propaganda that can be used to incite violence and promote extremist ideologies They argue that by limiting internet access governments can better control the flow of information and prevent the spread of harmful content

Furthermore the internet limitations can be implemented in a way that minimizes the impact on individual freedoms and that it is necessary to protect national security in the face of new technological and information-based threats

On the other hand, opponents of limiting access to the internet in the context of fifth-generation warfare argue that it undermines fundamental human rights including freedom of speech access to information and privacy

They argue that internet access is a basic human right that

should not be restricted except in cases of clear and present danger They further argue that internet limitations are often implemented in a way that disproportionately affects marginalized communities and that it can lead to the suppression of dissent and political opposition

Notwithstanding from a legal perspective the question of whether internet access is a fundamental human right is complex and has not been fully resolved While some argue that access to the internet is essential for exercising basic human rights such as freedom of expression, access to information, privacy, and the right to participate in cultural and political life, others argue that it is not a fundamental right in the same sense as for example the right to life liberty and security of person

Moreover some countries have recognized access to internet as a fundamental right while others have not

For example, in 2016, the United Nations Human Rights Council passed a non-binding resolution recognizing the importance of internet access for the exercise of human rights and calling on states to promote and facilitate universal access to the internet In 2021 the European Union recognized access to affordable high-quality internet as a fundamental right

Additionally proponents argue that access to the internet is necessary for individuals to exercise other fundamental human rights, such as the right to education, the right to work, and the right to health In today’s digital age many essential services are delivered online and without access to the internet individuals may be unable to access these services or pursue educational and employment opportunities Besides it also promotes equality and social inclusion In many parts of the world, access to the internet is limited to certain segments of the population, creating a digital divide that can exacerbate social and

economic inequalities Recognizing access to the internet as a fundamental human right would help to ensure that everyone has equal access to this essential tool, regardless of their background or socio-economic status

However, there are also compelling arguments against such recognition One argument against recognizing internet access as a fundamental human right is that it is not an essential tool for exercising basic human rights While the internet may facilitate the exercise of certain rights such as freedom of expression and access to information, these rights can still be exercised without access to the internet Recognition of internet access as a fundamental human right would be impractical and unenforceable Unlike other fundamental human rights such as the right to life and liberty access to the internet could not be considered an absolute right and there are practical and legal limitations to providing universal access to the internet Such recognition could place an undue burden on governments and private entities, who would be responsible for providing and maintaining access to the internet

Despite there BEING several international agreements that recognize the importance of internet access and the right to freedom of expression for example the Universal Declaration of Human Rights the International Covenant on Civil and Political Rights, and the UN Human Rights Council have all recognized the importance of freedom of expression and access to information yet it could not be given a status of absolute right in the context of fifth-generation warfare

The use of technology and social media in warfare raises questions about the ethical use of technology and the responsibility of governments to protect individual rights
