Former prime minister and Pakistan Tehreek-i-Insaf (PTI) Chairman Imran Khan on Wednesday announced start of ‘real freedom movement’ against the coalition government from Saturday.

The Lahore High Court’s (LHC) Rawalpindi bench on Wednesday suspended the contempt notices issued to former prime minister and Pakistan Tehreek-i-Insaf (PTI) Chairman Imran Khan and his party leader Fawad Chaudhry by the Election Commission of Pakistan (ECP) and formed a three-member larger bench to hear the case. The bench, comprising Justice Jawad Hassan, Justice Sadaqat Ali Khan and Justice Mirza Waqas Rauf, will now hear the case on September 29, 2022. ECC approves Rs10b for procurement, logistics of flood relief items
The Economic Coordination Committee (ECC) of the cabinet Wednesday approved funds of Rs.10 billion to National Disaster Management Authority (NDMA) for procurement and logistics of relief items for flood affected people. Moreover the ECC has directed to the Finance Division to immediately release funds of Rs.5 billion to NDMA. Federal Minister for Finance and Revenue Miftah Ismail virtually presided over the ECC meeting. The NDMA presented a summary for allocation of funds for procurement and logistics of relief items for flood affected people and apprised about devastation caused by the recent floods in Pakistan. In order to provide immediate relief to the flood affectees, NDMA started procurement on emergency basis costing Rs. 2.4 billion. Due to colossal damages, the already procured items are not sufficient viz-a-viz relief requirement in the flood affected areas. Therefore, NDMA placed orders for procurement of more items at cumulative cost of Rs. 7.113 billion, which are being procured in emergency to provide relief to affected people. Previously, NDMA was allocated Rs. 8 billion for procurement and logistics cost of relief items to the flood affected people. The amount was insufficient as the cost of only procurement has surpassed Rs. 9.5 billion. Besides procurement, NDMA is also undertaking logistics of all relief goods and materials provided by friendly countries. The ECC also considered a summary of Ministry of Commerce on clearance of stuck up consignments in light of office memorandum dated 22 July, 2022, 19 August, 2022 and 23 August, 2022 issued by Ministry of Commerce. The ECC approved the proposal and directed that the consignments of previously banned items that landed in Pakistan till 18th August, 2022 may be released at the rate of surcharge.

Health and nutrition stand out as the most important needs of the displaced population, she said. Sindh government on Wednesday said makeshift health facilities and mobile camps in the flooded areas had treated more than 78,000 patients in the last 24 hours, and more than two million since July 1. Out of them, six died, it said. Deaths from diseases aren’t among the 1,569 people who were killed in flash floods, including 555 children and 320 women, the disaster management agency said on Wednesday. A historic and intense monsoon dumped about three times as much rain on Pakistan as the three-decade average, which, combined with glacial melt, caused unprecedented flooding.

According to a press release issued here on Wednesday, about 14 relief camps were working in Kohlu, sibi, Dera Murad Jamali, Jafarabad, Naseerabad, sahabatpur and Jhal Magsi where cooked food was being provided to the flood victims along with other facilities. Ration packets were also being delivered by helicopters to the flood-affected areas. The recently established Antimicrobial Resistance (AMR) testing lab set up by the Livestock and Dairy Development Department of Khyber Pakhtunkhwa has started functioning to collect data on affects of antibiotics on animal health.
Livestock and Dairy Development Department had recently completed a baseline survey for collection of updated information regarding livestock population and livestock related enterprises in the province. This livestock survey would also be used as a relevant source for the selection of sampling frame, Dr Asad told APP. Khyber Pakhtunkhwa government, he added, had taken the initiative of formulating Antimicrobial Resistance (AMR) surveillance Plan to provide a framework for implementation of required interventions for AMR containment in animal health sector of the province. ‘Faithful to the Constitution’ is the key word together with being ‘Servant’. i have interviewed several of my friends. both serving and retired bureaucrats and armed forces personnel about these two aspects emphasized by the Father of the Nation, while they agreed with the concept they had no knowledge of the constitution nor considered themselves to be the servants of the people. Perhaps the islamic Republic of Pakistan is the only country in the world that had to formulate four constitutions (1956, 1962, 1972, 1973) yet the debate about a new document is ongoing. after 75 years of in-
uaid-e-azam muhammad ali Jinnah, the Father of the Nation, warned against the colonial mindset that persisted in most institutions that we inherited at the time of Partition in august 1947. While addressing the officers at the Staff College at Quetta in the year 1948 he said, “do not forget that the armed forces are the servants of the people. You do not make national policy; it is, we civilians, who decide these issues and it is your duty to carry out these tasks with which you are entrusted “. To the gazetted officers, he said; “You do not belong to the ruling class; you belong to the servants. make the people feel that you are their servants and friends, maintain the highest standards of honour, integrity, justice and fair play.” about the oath taken by the officers he said; “i should like you to study the Constitution, which is in force in Pakistan, at present and understand its true constitutional and legal implications when you say that you will be faithful to the Constitution.”
iSTORiCaLLY, Pakistan’s economy has shown periodic ‘boom-bust’ growth cycles. The for such volatile growth cycles included the wide-ranging economic challenges like shrinking of fiscal space, exchange rate pressure, mounting current account deficit, inflation, energy sector bottlenecks and the absence of a supportive environment for the private sector.

Recently, the dead bodies of three mQm workers kidnapped years back were recovered from different parts of Sindh. The mQm being a crucial coalition member, interior minister Rana Sanaullah visited its party Headquarters where he reiterated that the state was responsible for recovering citizens made to disappear by force. The interior minister conceded that those who made citizens disappear violated the constitution and tarnished the country’s image. While admitting that the government had limited writ in this regard, the interior minister claimed that his government had a comprehensive plan to stop the occurrences. He was confident that this time the government would leave no stone unturned to fix the menace once and for all. Never in the country’s history have courts taken such tough stands against forced disappearances. it is time for the government to show spine instead of complaining about “limited writ”. in case the Pm fails to assert himself as the country’s Chief executive, his words would carry little weight with coalition partners, people or the courts.

We should learn from the world to redevelop water infrastructure including, dams, dikes, levees, tide gates, and physical barriers to prevent running and rising water from causing flooding. Other flood-reducing steps, such as the development of pumping stations and canals, can minimize the flood risk and reduce losses and can also reduce the intensity of floods.
We have numerous examples to learn, in Netherlands, while the River Thames of London is protected by large mechanical barriers built across the river, delta works along with a dam, Canada is protected through floodway defense creating a massive system of dikes, diversions, and floodways along with the Red River, Russia’s Saint Petersburg is protected by numerous dams, Chinese Yangtze River floods are controlled with dikes, polders, and other hard engineering measures in order to save their people from catastrophes. in order to minimize the devastating flood risk in Pakistan, numerous steps should be taken. These steps can be soil and water conservation, proper use of detention and flood storage areas, formation of new laws regarding the construction of homes and tourist resorts along river banks and seaside, and a high level of uncertainty regarding climate change urge Pakistan to go for small as well as large scale water conservancy projects and longterm flood control adaption plans. he climate crisis has accelerated at pace. When temperatures crossed 53C in Pakistan, the summer of 2022 turned our southern towns into the hottest places on the planet, melting our glaciers, burning our forests, scorching our crops. But nothing prepared the country for the biblical flooding that saw a third of Pakistan inundated by an ocean of water, surpassing even the 2010 disaster in magnitude and frequency.
Currently, much of the best-termed green financing often loses potency thanks to protracted periods of pipelining, during which time resilience needs on the ground change quantitively. Simplified, longterm climate financing instruments are needed to plug severe capacity deficits in the developing countries right now.
But this debate hardly affects the apportionment of responsibility. even if we measure cumulative emissions just from the 1992-2020 period, the US share is 19.6%, the high-income group’s share is 46.9%, and Pakistan’s share is 0.4%.

A second risk, however unlikely, concerns the Western response. The United States, the United Kingdom and France all possess strategic nuclear weapons. Any of them might take a Russian strike on Ukraine as a potential threat to themselves, triggering an exchange. This may be farfetched and none of the three might imagine it, but in a command center, fears are magnified. Given the limited value of tactical nukes and the potential disaster of strategic nukes, Russian nuclear threats are excellent psychological warfare (unless a Russian enemy takes the threat seriously) but cannot solve Russia’s military problem.
Scientific modelling now attributes the extreme flooding in our country to the climate crisis, and the catastrophe presents a clear warning to all those who have set their climate clocks to another few decades. Previously unthinkable doomsday scenarios began to look like the inevitable: Sindh and Balochistan provinces transformed into horizonfree planes of unbroken water, with no land to pitch tents on, no rooftops left to huddle on. More than 33 million people were rendered destitute; 1,500 people died while the country struggled, in shock, to pick up the pieces.
Geography provides few options for this, but the most likely ones are Moldova and Romania, two countries connected to one another. It could not be an overland offensive but would have to take advantage of the Black Sea, landing significant forces in Romania, a NATO member and host to an American naval force. To achieve this, the Russians would have to first use missiles to eliminate Ukrainian anti-ship missiles like those that sank the Moskva. having done this, they would have to achieve and maintain air or missile superiority over the Black Sea and then land and lodge sufficient force to compel Romanian forces into combat with substantial American forces. Given that there are American naval forces outside the Bosporus, and given that NATO’s mandate or sheer necessity would force the Bosporus shut, this would pose a serious threat to the Russians. Add to this an air attack on Russian forces, and this operation would likely fail.
Time is critical to the entire equation of remodelling global climate projections on this new, accelerated pace of change. On these new trajectories many of us, especially those nearer the equator, are hurtling towards new thresholds. This has to change.

That would mean that around $15 billion of the estimated losses resulted from climate change.

Jeffrey D. Sachs is a University Professor and Director of the Center for Sustainable Development at Columbia University, where he directed The Earth Institute from 2002 until 2016. Its problem consists of four parts. The first is that the Russians are deployed in Ukraine as they began the war, on salients vulnerable to flank attacks, which happened. A retreat into more defensible formations would make sense but would also have serious political consequences, as it would indicate another retreat after the one in the north earlier in the war. A second problem appears to be insufficient, poorly trained and unmotivated forces with which to mount a counterattack sufficient to force a major Ukrainian retreat. A third problem is the long-standing Russian/Soviet problem: logistics. In order to mount a counterattack, the Russians must have not only initial supplies but also massive additional supplies arriving reliably where they are needed. This leads to their fourth problem. U.S. satellites are providing constant, accurate intelligence on
The Russians must obviously change the dynamic of the war if they are not going to be forced into a political settlement. The key is to pose threats to the Ukrainians from multiple directions, both tactically and strategically. Indeed, their primary need is to diffuse U.S. logistics by creating a serious military threat to another American ally or directly attacking one. It is not clear that the U.S. would be unable to supply two fronts, but it might unbalance the U.S. and force it to reduce support for Ukraine, possibly opening opportunities for Russia.
ACTICAl nuclear weapons are built for tactical effect, not strategic effect. Strategic nuclear weapons, such as the ones dropped on hiroshima and Nagasaki, can devastate a large area, with both the blast and the nuclear fallout. The blast area would be devastated, and the fallout would increase the lethality and carry it a significant distance downwind. however, it must be remembered that regardless of casualties, neither city was completely abandoned, and both were populated and functioning at a reasonable level about a year after the bombs were detonated. The power of tactical nuclear weapons (depending on the type) is less than 1 percent of the hiroshima blast, and as important, they yield little nuclear fallout.
Pakistan has set ambitious targets for reducing reliance on fossil fuels, as well as afforestation, but we insist on a just energy transition for cutting greenhouse gases by 50% by 2030. While this means the cost has to be shared, it is not as if there’s no money in the system – big oil and gas firms are making huge profits while they enhance emissions, with no one holding their feet to the fire. Oxfam reports that less than 18 days of gas and oil titans’ profits can cover the entire $49bn of the UN’s global humanitarian appeal for 2022. It is not unreasonable to ask why countries with a negligible carbon footprint, like Pakistan, must pay for global warming catastrophes we had no part in creating.
The biggest single source of human-induced climate change is the atmospheric concentration of carbon dioxide emissions resulting from the combustion of fossil fuels (coal, oil, and natural gas). Because some CO2 molecules emitted into the atmosphere remain there for centuries, focusing on cumulative emissions over long periods of time is crucial.
By contrast, Pakistan contributed roughly 5.2 billion tons of CO2 between 1850 and 2020—roughly what the US emits each year. Its share of historical responsibility is therefore around 0.3%—far below its share of the global population (2.9%) and its burden of climate-related damage. While the US and other high-income countries are “net exporters of climate damages,” Pakistan and most other low-income and lower-middle-income countries are unwilling net importers.

True, there is some debate over what dates to use when assessing historical responsibilities. According to one view, cumulative emissions should be counted from around 1850, because that is when worldwide fossil-fuel use surged with early US and european industrialization. But another camp would start the clock much later, such as in 1992, when the world’s governments adopted the United Nations Framework Convention on Climate Change and committed to stabilizing atmospheric GhG concentrations “at a level that would prevent dangerous anthropogenic (human induced) interference with the climate system.”

As climate damages increase, so, too, does the need for largescale, costly investments (including massive reforestation, flood control infrastructure, freshwater storage, and others) to protect societies against floods, droughts, wildfires, high-intensity typhoons, and other climate-related disasters. Climate-related tragedies such as Pakistan’s flooding are occurring with increasing frequency and intensity worldwide, in rich and poor countries alike. The current disasters are just a preview of what awaits us in the coming years and decades.
Now, consider an alternative way of assigning responsibility, based on countries’ respective contributions to climate change. This is how liability in the US and other countries generally works. If your neighbor damages your property through reckless behavior, you
Too often, rich and powerful countries deny their historical responsibilities— whether for colonialism, slavery, or climate damage. All countries are responsible for decarbonizing their energy systems and managing their land and ecosystems responsibly and sustainably. Yet the developing world will not forget the leading role that rich countries have played in creating today’s worldwide climate disasters. As climate-related losses rapidly mount, global demands for climate justice will only grow.
ROUND the world, 2022 has been a year of climate catastrophes, including droughts, floods, megafires, typhoons, and more. Among the hardest-hit countries is Pakistan. With torrential monsoon rainfall almost 190% above its 30-year average, extraordinary flooding has submerged one-third of the country and killed 1,400 people so far. But make no mistake: this is not only a “natural disaster”; rather, it is also the result of malfeasance for which high-income countries must bear major financial responsibility.
Pakistan’s floods can be clearly linked to human-induced climate change. Because warmer air holds more moisture, higher temperatures generally mean heavier monsoons. While monsoons have a natural year-to-year variation (being strong in some years and weak in others), the probability distribution is shifting toward heavier rainfall. The melting of himalayan glaciers due to rising temperatures may also be contributing to increased flooding, and the same is likely

Therefore, Russia’s other nuclear option is strategic: to destroy Ukrainian cities with a hiroshima-type weapon. This option has two weaknesses. The winds in Ukraine are variable and in eastern Ukraine, for example, blow to the northeast. A strategic nuclear detonation would send fallout blowing into Russia and in this example toward Voronezh, a strategic Russian city. Any use of a strategic nuclear weapon would likely affect Russian territory.

all forces, including logistical movements. In addition, U.S. artillery of various sorts is capable of cutting the Russian line of supply, leaving an offensive paralyzed. And finally, Ukrainian forces are sufficiently dispersed that a last-ditch tactical nuclear strike would likely impact the Russian offensive.
It would seem that Russia has been forced into a permanent defensive posture. If this were World War II, Russia would be able to rebound. But Russia has not fought a multidivisional war for 77 years. We saw the Russians open the war with three armored thrusts largely unable to cope with logistical problems and anti-tank weapons. In effect, they were forced to retreat from offensive missions, regroup and wind up in the position they are in. They are fighting an enemy in the same position, but one that does not have a logistical problem thanks to the U.S., which has also had its share of failure but whose most robust capability is logistics.
Of course, the Romanian gambit itself is highly dubious, but here we are assuming that Russia has been forced to the defense and that it is unwilling to abandon the war. Few options are attractive at this point, but the political cost of abandoning the war is enormous. If they must continue and the Russians can’t regain the initiative, then a hail Mary is the only option. The final option is one I wrote about before, which is massing forces in the east and then attacking Ukraine with new forces. That remains the most likely solution for Russia, assuming it can mass, train and motivate a large force. If not, Russia might achieve a poor draw, but it cannot impose its will on Ukraine.
There are perhaps other viable diversionary actions of sufficient significance to compel the United States to divert its forces, but all of them would be built on land movements at a time when Russia is hard-pressed. An attack on the Baltics would bring a significant Polish attack on Russia’s flank, and mounting an attack on Finland, for example, would be detected and anticipated. The same is true with Romania, but with somewhat lower opportunity.
Aside from the map of human misery that this climate emergency presents, the costs of rebuilding and adapting to such new extreme weather is a cause for anxiety. While the world begins forgetting, Pakistan still must wade through the relief stages of the crisis, with a new generation of climate migrants looking for shelter. Just providing for baseline disaster needs such as shelter and food requires immediate funding, leaving us no space to rebuild livelihoods or preserve crops. The rehabilitation effort stands to cost billions, while reconstruction estimates are ongoing. even in a disaster-free year, Pakistan typically loses 9.1% of its GDP to the compounding impacts of climate stress. early estimates suggest that figure could almost double due to medium-term losses from the superstorm.

Pakistan is not alone in being exposed to both high climate vulnerabilities and low readiness. Much of the global south, buffeted by climate impacts, supply chain interruptions and their high social costs, is looking now for a transfer of resources to go beyond promises – for robust financial mechanisms to actualise the adaptation we desperately need. Our asks are not adversarial, nor are we alone in this. Our goals are realistic, and premised on the

The world’s rich countries are like that polluting factory. They have deprived Pakistan of the long-term climatic conditions on which it has built its economy, homes, farms, and infrastructure. If there was a global climate court, Pakistan’s government would have a strong case against the US and other high-income countries for failing to limit climate-changing greenhouse-gas emissions (GhGs). But since there is no global climate court (yet), governments should act like one and allocate the attributable climate losses and damages to those countries that are historically responsible for them. Pakistan (and its neighbors in the himalayas) would of course have the core responsibility for sustainable management of the land, including reforestation and climate-safe infrastructure.
