The NTDC spokesman said that five towers of the 500 kV Port Qasim- Matiari transmission line were affected due to heavy windstorms near Nooriabad, Jamshoro district of Sindh in the first week of current month. The completion of rehabilitation works of said transmission line will resume evacuation of power from the 1320 MW Port Qasim Coal Fired Power Plant and 660 MW Lucky Coal Fired Power Plant to the National Grid.

Reserving posts connected with the affairs of a province for central services is a colonial scheme and was never incorporated in the constitutions of Pakistan. Police Service of Pakistan is a product of this scheme and requires an immediate constitutional interrogation. Finally in 2018, I touched the coal seam at the bottom of the first open-pit mIne at Thar which has now started to produce power. It’s a Public-Private joint venture between Engro and the Sindh Government, called SECMC (Sindh Engro Coal Mining Company). Finally Pakistan has started to use its own resources to generate inexpensive power. now the KBs are in the process of converting all plants operating on imported coal to the local variety, abundantly available at Thar. Imported LnG can also be replaced with SnG (Synthetic natural Gas) produced by aboveground gasification of Thar coal to get rid of the KBs. That is my next challenge to overcome the LnG ‘ Import Mafia ‘ and theirKickbacksKBs. Projects are unsustainable as their outputs cannot cover the inputs. The current decline will continue till such irritants are removed. Sovereign guarantees and foreign governments are also involved in this trap. A negotiated way out has to be found. In case of the IPP’s circular debt an attempt was made to renegotiate the agreements to reduce and finally eliminate this menace but it did not produce the desired results, and the expert finally left in disappointment. It now seems that for the life of these non-productive power plants the republic is stuck with these KB projects.

The problem has been such that former federal minister Murad Saeed has felt constrained to insinuate that the TTP has the support of powerful institutions, implying the intelligence agencies and the Army, with which his party has been clashing ever since its ouster at the Centre. He did not mention two things, however. First, that his party has been ruling KP since 2018, and if any institution has been giving the TTP support, it is with the support of the PTI’s provincial government. Second, that his party chief Imran Khan’s sympathies with the TTP were strong enough for him to be derided as ‘Taliban Khan’.

The general cadre of police comprising spying, operations, investigation, prosecution, administration and policy support should be replaced with specialized sub-cadres aiming at competitive and transparent vertical mobility. Specialization of police functions is as important as that of constitutional alignment of the service. How can a general cadre police officer be appointed in different federal and provincial specialized agencies to perform different challenging tasks?

Coded law of police needs constitutional reformation. There is a need to incorporate the state-citizen relationship in the coded law of police unlike the existing state-subject relationship of inherited colonial coded law. It is unfortunate that Punjab is presently without any enforceable act of policing as Police Order 2002 stands expired. The provinces are constitutionally required to legislate two acts regarding creation of the police service of the province and functions of police.

The Power of the police is not arbitrary in democracies. It always contains legal checks and balances. It is a balance act between the iron hand of the state and fundamental rights and liberties of the people. Our present mode of policing makes police an arbitrary expression of state power. It requires an equilibrium and this can be achieved by legislating an organic act and subsequently implementing it.

Why have a federal police service

There are civil service monopolies in the administrative corridors of power and the political executive hasn’t been able to dissect and lead the structures of administration. Consequently, politicians are dependent on the members of monopolist civil services to reform the services.Isthisnot a conflict of interest deploying members of so-called superior services to reform civil services? Monopolist services always hijack the process of reforms in order to avoid existential threat to their services owing to constitutional and structural anomalies. Ironically, It is even more astonishing to see the continuous trust of political executive in these monopolists to lead the administrative reforms. Is this not absurd for the political executive to choose a class of reformers those against whom actually reforms are required? Hence, the choice of independent reformers is the primary objective of the process of reformation.

Policing is a devolved subject all over the world. The Constitution organizes it provincially. Article 240 provides three types of services. Federal and all Pakistan services with their connected posts are regulated under an organic act of Parliament whereas provincial posts and services are to be regulated by an act of provincial assembly. All-Pakistan service is a common service to be raised on all-Pakistan or common posts of federation and provinces created under the subjects of Federal Legislative List Part II to be controlled by the Council of Common Interests according to Articles 153 and 154. There is no constitutional support of district police service but provincial police service can be devolved to districts by legislating an organic act and corroborating it with local governments.

Pakistan has great mining potential which remains untapped. In 2004, as Chairman Pakistan Science Foundation (PSF), I started the Thar Coal Project. As mining is a provincial subject I travelled to Karachi to meet the minister in-charge. The plan was to establish a mining company based in Karachi under the Chairmanship of the Chief Minister with federal funding.Theminister insisted on power generation despite my insistence to start digging for the 175 billion tons of ‘Black Gold’. Finally, to get his way he told me that he was more interested in working with a German Investor for power generation; he did not desire to get involved in mining. My term ended in 2005 but I kept going as the country was running out of the much needed fuel. It did not end here, and there were detours like the Underground Coal Gasification started under a retired but ambitious nuclear scientist which resulted in delays and wastage of resources. Currently the project is under nAB investigation.

The malaise of policing in Pakistan doesn’t require reforms but restructuring. The present structure of the police is against the federal parliamentary foundation of the constitution, hence it requires constitutional alignment. Law and order is a provincial subject according to Article 70 (4) read with Schedule 4 of the Constitution. Article 240 (b) of the Constitution empowers provincial assembly to legislate provincial posts and services. The Punjab Rules of Business, 2011 empower the Home Department of the province to raise police service. Unlike the legal position, police is organized centrally, namely through the Police service of Pakistan (PSP) hinging upon a few executive instruments. nevertheless, the existing central structure of police on a provincial subject defeats administrative federalism and provincial autonomy.

Zulfiqar Ali Bhutto’s (ZAB) nationalization policy in the 1970S created a gulf between the government and big business. Political intervention in the affairs of police requires lawful scrutiny. There is a difference between the political executive and politicians. The political executive is the leading part of the executive and should always lead the police according to law and processes. But, illegal political intervention by general politicians should not be allowed.

The government of Imran Khan decided to produce power from local sources like hydel and coal, and this policy should continue together with gasification to produce SnG. If Pakistan has to be made sustainable, KBs in all forms have to be eliminated, and hopefully after 75 years of independence all Khan Bahadurs should have perished by now. I know of one in Sharaqpur Sharif whose claim to fame is ‘Son of Khan Bahadur’. Hopefully this legacy will not be passed over to the grandson. Pakistan will be better off without such contaminants.

Elite capture in Pakistan

No country without standing on its feet can do any better on any front.

Sanctions came in a corollary to only get worse in 1998 when this country declared itself to be a nuclear power. With the ascent of the last dictator, the USA again started raining dollars, thanks to the 9/11 incident and the subsequent War on— or rather aptly War of— Terror. It is noticeable whenever the Army ruled Pakistan, the USA was magnanimous, but the civilian governments didn’t get along well with Uncle Sam. It in itself speaks volumes.

This unjust system of affairs may work for a short time before exploding the very country if the elite carries out these policies. Countries like India and Bangladesh have learned this simple lesson decades ago, yet our ruling mafia, both military and civilian, doesn’t want to take the burden because the poor are at their disposal.

Finally, the Western Bypass was not built to cater to a load that it is being subjected to these days, and this means possible problems in the future. There is no winner in the current equation.

This unjust system of affairs may work for a short time before exploding the very country if the elite carries out these policies. Countries like India and Bangladesh have learned this simple lesson decades ago, yet our ruling mafia, both military and civilian, doesn’t want to take the burden because the poor are at their disposal. It’s about time that as a country, our leaders should get together and map out a plan for inclusive growth so that one day our country will be progressive, developed and modern.

As regards dependency, the most poignantly dangerous issue comes from financial dependency, inter alia. Since the 1970s, the economy of Pakistan has been propped up by foreign aid. With the conclusion of the (un)holy war co-opted by unholy men, this country went to the birds financially, and by extension socially.

Given the queen’s visibility and longevity, it is understandable that many Britons feel a sense of sadness at this passing, though only the very few who actually knew her will be able to mourn the private person. Yet, we are repeatedly instructed that this death is a profoundly significant moment not just for the whole country but the Commonwealth and the entire world.

The pageantry and enforced reverence of “reigning” rather than “ruling” give plutocracy the legitimacy of “tradition”, even divine sanction of this entitlement. The politics of gargantuan wealth is really the most important nettle to grasp in relation to the British monarchy and the queen who lately sat on its throne. Described by the poet Percy Bysshe shelley as “only the string that ties the robber’s bundle”, the monarchy’s – and the royal family’s – ultimate service is to underline the entitlement of the rich and powerful to call the shots.

VER since Queen Elizabeth II passed away peacefully at a great age, the British public sphere has been engulfed by waves of cloying platitudes. On a seemingly interminable loop, we hear that she was the glue that held us together, a part of us that has been taken from us, and the only stable presence in our lives. What renders our social existence so fragile and unstable in the first place that only one woman, who we would never meet, could provide “continuity” and “reassurance”? You may not ask such questions, for the mildest dissent is immediately shut down. A handful of people have already been arrested merely for anti-monarchist placards or slogans.

Where the response is not outright denial, there is the suggestion that one can mourn the queen separately from the empire she headed as it disbanded slowly, though never entirely, from her accession onwards. One commentator believes her to be “the antithesis of stereotypes of Empire” and the sunny side of Britishness.

The “Commonwealth” to which she became deeply committed was not the antithesis of empire but part of the fudge by which the “great imperial family” overnight became a “Commonwealth of Nations” with the queen – and now Charles – at its head. This was not a retreat, the story goes, but a fulfilment of Britain’s original civilising mission.

WHAT IS THE ORIGIN OF THE SWEDEN DEMOCRATS? Founded in 1988, the sweden Democrats unified various elements in sweden’s far-right milieu, including fascists and white power proponents. “some of them also had ties to openly neo-Nazi movements,” said Johan Martinsson, a political science professor at sweden’s University of Gothenburg. Around the mid-90s, however, new party leadership publicly denounced Nazism. “Gradually, the party began to normalize and ban outright racism,” explained Martinsson, who has written an extensive paper on the party. Openly extremist members were ejected, and its platform reshaped. But according to Bulent Kenes, a persecuted former editor of a Turkish newspaper who has been living in sweden since seeking asylum since 2016, “They keep a hidden agenda.” He believes the party merely put a compassionate face on its neo-Nazi ideology in order to make it more socially acceptable.

The first years of her reign would also see tremendous suppression of anticolonialism in Cyprus, Malaya, and elsewhere. Through resistance, peaceful and violent, Britain was forced, colony by colony, to abandon the imperial project. Although she never distanced herself from either the British Empire or its atrocities, the queen is known to have accepted the reality of anticolonial nationalism – or, as Prime Minister Harold Macmillan called it, “winds of change”. This does not mean she gifted independence to subjugated states or that she eased them into nationhood.

WHAT DO THE SWEDEN DEMOCRATS STAND FOR? As for political scientist Martinsson, he defines the sweden Democrats as “mainly an anti-immigration party with a nationalist ideology” but shies away from describing it as extreme- or radical-right. “In economic terms, the party is more centrist and pragmatic, with a mixture of left- and right-wing proposals,” Martinsson said. Journalist Kenes, however, remains convinced that the party is a threat to democracy. He points to a recent review indicating that 214 sweden Democrat candidates who stood in the latest elections can be linked to rightwing extremism. The trouble with myths is that they prevent an honest reckoning with history or what Elizabeth II euphemised as “difficult episodes in our past” which she was clear should not be revisited. such an attitude simply consolidates Britain’s ongoing imperial amnesia and tendency to praise the British Empire without acknowledging the many harmful consequences that still shape the lives of millions today. The descendants of the enslaved and the colonised are repeatedly exhorted to “move on from this painful legacy”, to use former Prime Minister David Cameron’s words.
