lims to understand that the Quran is recitation not text So long as it is recited properly, how it is writ ten has no significance whatsoever Some of the older scripts not only have missing vowels but also dots on some of the consonants as per the norms of those days the spelling conventions and indeed the shapes of some of the letters have evolved too even today, the Quran is available in more than one script What makes it Quran is the recitation, not the script the Quran then in essence is not a text found in a ‘true’ manuscript lying somewhere; it is found among the millions of Muslims who have com pletely or partially memo rized it the obsession with manuscripts principally owes itself to how the bible got transmitted Sadly, this (transmission) is not the only issue where the Quran is seen to be comparable or akin to the bible this is a certain recipe for misleading one’s self and others Re grettably, the Muslims are not immune to this sort of error either one hears them introducing their book to non Muslims by saying: ‘the Quran is us Muslims’ bible the fact of the mat ter is that the two (including how they got transmitted) could not have been more different Unlike the bible the Quran was always open to the general public; at no time were its contents secret or exclusively in possession of a select few it was recited multiple times daily in congregational prayers from the very beginning, as well as in social gatherings every Muslim was always encouraged to memorize it and indeed needed to learn at least some portions of it by heart for his daily prayers Unlike the bible, it is in a language that has always been alive and vibrant apples and oranges!

there have been many commitments made by various countries and relief organisations, and even local players are claiming to have generated billions of rupees in donations all this is in addition to another set of billions that the government and its agencies have announced for relief activity even if one adds up the amounts mentioned in media headlines, it will surely run up to some astounding total Where does all this money go? apparently, nobody knows for sure just as nobody knows for sure where and on what exactly the aid was spent in earlier episodes National calamities lead to international sympathy due to the severity of the tragedy and the consequent loss of life and livelihoods heart wrenching photographs capture the scale of the misery like little else the accompanying image [related to the Jaffarabad area of balochistan (Sept 1) and snapped up by an international wire service photographer] is a case in point it haunts and it works aid starts flowing in not just for immediate relief, like tents, food, water, etc , but mostly for reconstruction and rehabilitation of the victims i have tried but failed to find the information about where all this money was spent and which government agency was assigned the task of keeping the accounts and to ensure proper utilisation it is time that some trusted agency was given the task to oversee the whole process in order to avoid mis appropriation of the donations and to ensure their proper utilisation Moreover, the office of the auditor general should step in to audit all the accounts including the amount received through telethon or such other platforms this is essential because after every catastrophe there have been accusations of misappropriation of funds and certain people getting rich overnight let us try not to have such accusations or audit objections this time at least this much we owe to the donors

Aside from this indirect diplomacy the U S has been in negotiations with the Talibs on how to release frozen funds to the Afghan central bank so as to help alleviate the grave humanitarian crisis plaguing Afghans for the past year But the challenge is to ensure that the cash is not diverted to strengthening the coer cive apparatus of the regime

Between the formal diplomatic channel via Qatar, Central Asian states like Uzbekistan, and others who are willing to help a modus vivendi can be established that allows the United States to limit the extent to which the Taliban will engage in radical behavior Meanwhile, it will be incumbent on American policymakers to counter outside spoilers both allies and adversaries whose support for a variety of Taliban factions is detri mental to U S interests

The possibility of North Korea conducting a nuclear test is not small, especially given what Pyongyang would see as relatively favourable circumstances Wash ington is preoccupied with the war in Ukraine and its ri valry with Beijing, while North Korea has the support of both China and Russia at the UN Security Council even if Pyongyang tests another nuclear weapon, the passing of additional sanctions at the UN would be un likely This allows North Korea the chance to continue with its provocations and lose relatively little as a result

The National Electric Power Regulatory Authority (NEPRA) on Monday notified a Rs4 34 per unit increase in the price of elec tricity under the head Fuel Charges Adjustment (FCA) of July 2022 According to a notification dated September 12, the price increase shall be applicable to all the consumer categories except Electric Vehicle Charging Stations (EVCS) and lifeline con sumers of all the Ex WAPDA power distribution companies (XWDISCOs) except K Electric The said adjustment shall be shown separately in the consumers’ bills on the basis of units billed to the consumers in the month of July 2022 by the XWDISCOs The DISCOs shall reflect the fuel charges adjust ment in respect of July 2022 in the billing month of September 2022 An official of NEPRA on condition not to be named said that power consumers of XWDISCOs will bear the additional burden of approximately Rs59 billion due to FCA of July Earlier, the Central Power Purchasing Agency (CPPA) on behalf of all power distribution companies (DISCOs) excluding K Electric had asked NEPRA to jack up the power price by Rs4 69 per unit On 31st August, NEPRA conducted a hearing to con sider the application of CPPA seeking Rs4 69 per unit hike in the power tariff on account of FCA of July It is relevant to note that the FCA of July is Rs5 55 per unit less than the FCA of June which was earlier fixed at Rs9 90 per unit by the authority The CPPA had earlier submitted that the total electricity generated with various fuels in the month of July was recorded at 14 150 91 GWh at a basket price of Rs10 7093 per unit The total cost of energy was Rs151 546 billion The power genera tion with hydel source was 4,976 93 GWh constituting 35 15 per cent while power production with coal fired power plants was 1,802 19 GWh which was 12 74% of total generation at a price of Rs20 2176 per unit and power production with high speed diesel (HSD) was recorded at 205 97 GWh which was 1 46% of the total power generation, at a cost of Rs27 8886 per unit in the month of July 2022 Similarly, power generation with RFO was 876 92 GWh which is 6 20% of total generation calculated at Rs35 6984 per unit, while the generation from gas based power plants was 1,466 41 GWh which is 14 603% of the total genera tion totaling Rs9 9585 per unit and the generation from RLNG was 2,119 55 GWh which is 14 98% of total generation at Rs28 2899 per unit Likewise, power generation from mixed sources was 16 92 GWh at a price of Rs4 7567 per unit genera tion from bagasse recorded at 40 63 GWh, the price of which has been calculated at Rs5 9822 per unit
