But this is changing Increasingly, action and funding for loss and damage is being seen a necessity even by developed coun tries Even so, compensation for historical emissions is still off the table In part, this is fair enough While we know early industri alising countries like the United States have emitted disproportionate volumes of green house gases, it s much harder to pin down how much climate change has contributed to specific events In Pakistan, for instance, the monsoon season has always been part of the region’s weather patterns It would be chal lenging to fairly allocate compensation if you don t know the amount a high emitting nation contributed to the disaster

The global implications of the flood crisis underscore the im portance of global support to preempt another disaster

These high costs will be felt heavily in cities, which are home to large poor and working class populations If history is any guide it could lead to urban unrest It will manifest differently in rural areas, which are home to around two thirds of Pakistan’s population Rural land ownership is wildly unequal and most residents own little or no land which compounds food insecurity In the longer term, this could exacerbate a public health challenge: stunting in chil dren attributed to poor nutrition

This is why the topic of compensation is fraught and contentious Despite its popular ity with some leaders of developing nations and climate justice advocates, the legal com plexities and potentially enormous sums in volved mean it’s never likely to get traction

Gentiloni: I m not a financial adviser In times o f g r e a t u n c e r t a i n t y, c a u t i o n i s d e f i n i t e l y n o t t h e worst advice My message as commissioner is: In this difficult situation in which we are exposed to t h e d a n g e r s a s s o c i a t e d w i t h b o t h i n f l a t i o n a n d r e cession, Europe must be prepared to take action We have to show the same determination we did in the fight against the COVID crisis For that, we need j o i n t E u r o p e a n i n i t i a t i v e s I f w e a r e s u c c e s s f u l i n demonstrating solidarity in the energy and natural gas crisis, we will overcome the difficulties

DER SPIEGEL: Many experts propose exclud ing investments in digital and the environment from the fiscal rules What do you think of that idea?

Gentiloni: These national reactions were neces sary and unavoidable But to the extent possible, they should be temporary and targeted The latter has not always been the case And it will also be difficult to limit their timespans Given the current situation, what government would dare put an end to aid programs that were only introduced a month ago? For countries that are already suffering from high debt loads, it could produce permanent budgetary problems

The problem is, the issue risks overshad owing crucial climate negotiations As the question of compensation is politicised, it stalls other areas of climate change action where we urgently need progress, such as se curing more immediate funding for people affected by climate fuelled natural disasters

If the flood waters recede soon enough, Pakistan can still avoid a worst case scenario, salvaging some agricultural land Most of Pakistan’s wheat and rice crops grow in Punjab province, which wasn’t hit as hard by the floods But given the sheer scale of the flooding, the most significant damage is already done The international donor community is al ready grappling with acute crises in Afghanistan and Ukraine, and donor fatigue remains a concern for Pakistan

Despite the improbability, some devel oping countries are strongly focused on com pensation That’s understandable, given their relatively minuscule emissions and the dis proportionate damage being done But it re mains a dealbreaker for rich countries

DER SPIEGEL: Sovereign debt is particularly high in your home country of Italy where it is the equivalent of 150 percent of GDP And yet some po litical parties are campaigning on lower taxes and higher pensions

Gentiloni: First, we should focus our efforts on maximizing our existing crisis instruments and adjust ing them to fit the new situation, like the Reconstruc tion Fund, for example And we still have some leeway But if the economic downturn becomes worse and begins affecting the labor market, we will have to reconsider In such a situation, it could become nec essary to consider further economic stimulus meas ures

WILL THE ISSUE OF COMPENSA TION STALL CLIMATE PROGRESS?

A food crisis in Pakistan would have international impli cations The country is the fourth largest global rice exporter, with buyers from China to sub Saharan Africa Any dramatic drop in exports will only add to global food insecurity fueled by reduced wheat exports from Ukraine, although high global rice stocks could soften the blow Pakistan also ex ports many non food crops, especially cotton

Perhaps most important is the legal prece dent set if rich nations explicitly compensated developing nations for losses due to climate change Legally, compensation is paid by a person, organisation or country to a victim So if rich countries begin to pay compensation, it could become a bottomless pit

DER SPIEGEL: On the other hand, the German government is opposed to your plan allowing the Commission to negotiate budgetary policy specifics with member states Are you still committed to that proposal?

Gentiloni: I don’t want to say anything about do mestic policy in Italy

DER SPIEGEL: Will EU member states really be able to maintain such huge spending programs?

than whole nations That s not the only problem Where would compensation go? Would it flow to the most affected communities, or would much of it be absorbed by central bureaucra cies?
