United States Agency for International Development (USAID) Administrator Samantha Power announced on Friday that Washington will provide an additional $20 million in humanitarian assistance to Pakistan to mitigate the effects of the devastating floods. “I’ve announced an additional $20 million for Pakistan. During my time here, I’ve seen the staggering devastation of the floods up close,” said Powerin a tweet. The USAID administrator also shared the details of her visit to the flood-stricken Dadu district, where she spoke with families “displaced by the floodwaters”. “One man said that in his 60 years, he has “never seen such a rainfall.” Young children shared how their schools had been completely destroyed, and they didn’t know when they’d be able to return,” said the administrator. The statement issued by USAID said: “Today in Islamabad, Administrator Samantha Power announced that the United States, through the US Agency for International Development (USAID), is providing an additional $20 million in humanitarian assistance to support the people affected by severe flooding in Pakistan resulting from heavy monsoon rains, as well as landslides and glacial lake outbursts, that have been ongoing since June.” The agency said that the additional support builds on the announcement made last week of $30 million being offered by the US in humanitarian assistance to Pakistan. The additional increase in the amount came hours after it was announced that the US military has initiated airlifting critical flood-relief items to Pakistan to support the populations affected by the catastrophic floods that still keep most of the country under water. On the arrival of the aid, Power said that it was being flown to Pakistan “through a new airbridge” that USAID and CENTCOM partnered to create. “It was an honour to meet members of the US military working alongside the Pakistani authorities and USAID’s team to rush supplies to those in the flood zones,” said the official. In a separate meeting with Chief of Army Staff (COAS) General Qamar Javed Bajwa, Power lauded the army’s efforts for assisting civil administration and flood-affected populations in rescue and relief efforts in areas hit by recent floods. The Inter-Services Public Relations (ISPR) said that during the meeting, matters of mutual interest and collaboration and partnership in humanitarian measures were discussed between the two officials. “The administrator expressed grief over the devastation caused by ongoing floods in Pakistan and offered sincere condolence to the families of victims.

Pakistan’s past is awash with martial laws. Did the Army uphold the Constitution? Gen Ziaul Haq had to assemble politicians to form a national Assembly which passed the 8th Constitutional Amendment in november 1985 to legitimize his martial law. Gen Pervez Musharraf did the same through the seventeenth Amendment in December 2003. After 2010, the country witnessed a new version of the Army’s interference in politics and that was through the intelligence agencies. Chiefs of Pakistan’s prime intelligence agency, IsI, remained implicated in manipulating politics favouring the PtI.
the IsPr has used an interesting excuse. the press release says: “regrettably, an attempt has been made to discredit and undermine senior leadership of Pakistan Army at a time when the institution is laying lives for the security and safety of the people of Pakistan every day.” It means that if the times were different, the criticism was possible.

Certain parts of the media were excluded through influencing cable network operators, certain newspapers were barred from delivering in the military cantonments and certain journalists and writers were harassed and banned. At that time, where was the Army’s commitment to uphold the Constitution? the point is simple: the IsPr has lost its credibility. Mere issuance of statements cannot serve the purpose. If Khan has apprehended that the new Army chief would be part of national politics, he is right. the whole country knows it. Only the IsPr is unaware
Another challenge, a necessary first step in fact, which is perhaps at the core of our many problems, is the current and historic absence of a government and opposition with a leadership structure that is committed to a reform agenda upon which there is consensus; one which is neither derailed nor abandoned until fully implemented over a number of years.

A similar rapid decline in the rupee’s value was witnessed around two months back when at its peak it hit almost rs240 per UsD, forcing the government to take measures such as banning import of luxury items, a restriction that was lifted once some stability had been achieved and an IMF breakthrough was clearly imminent.

Here has been a flurry of activity over the missing persons issue, and though there have been assurances aplenty from various governmental figures, it is by no means certain that the issue will be resolved. the highlight of the activity on Friday was Prime Minister shehbaz sharif’s appearance before the Islamabad High Court, and he told the court that a committee was investigating the matter and had held six meetings, and promised that the missing persons would be reunited with their families. Meanwhile, that committee, headed by Interior Minister rana sanaullah and comprising five other ministers, went to Quetta the day before, where it met families of missing persons, and persuaded them to end the strike they had been conducting for the last 50 days in the heart of the city. that visit illustrates a problem of perception. the issue started during the War on terror, and is indeed 21 years old, as the law mInister told the IHC. However, it is now being seen as primarily a Balochistan problem, because this method, which was used against militants, was then used against Baloch by local agencies. some were indeed militants, some separatists, but many were simply politically prominent. As an affected family member said, if they were guilty of a crime, there should be produced before a court and tried, but as the IHC observed, their forced disappearances were violations of the Constitution. the problem seems to be that the only persons willing to raise the issue were Baloch MnAs. While Baloch society has suffered grievously from this problem, they are not alone. there have been protests in lahore and swat, which indicate how far the disturbance is. successive Prime Ministers, with Mr sharif being the sixth, have promised to resolve the issue, but without success. It is almost as if someone’s blushes were being spared. there seems no sense in keeping a lid on the issue, now that the War on terror is over. the detenus’ families need some form of closure. Ideally, they should be reunited with their loved ones, but even being told of a grave would be better than the present silence. Children have grown up without fathers, parents have gone to graves. this nightmare must end, both for the detenus and those who wait endlessly for them.
A gigantic uphill task lies ahead both for the federal and provincial governments, as well as for the charitable organizations and philanthropists and Pakistan’s friends in need as far as the rehabilitation of the flood-hit people, who have lost all their belongings in the floods and rains, is concerned. We all from top to bottom would have to tighten our belts to help our people in distress in a continued and concerted manner for years together.
With the utterance, the reason behind the constitutional struggle which surfaced in the beginning of this year, became known. Khan and his cohorts wanted to appoint the COAs of their choice, which was denied by the no-confidence move filed by the PDM in the national Assembly. On April 10, the PDM ascended to the throne and took the country’s destiny in their hands. Khan tried to fight back with the demand of elections to make possible a comeback before november, but in vain. now, Khan is left with the choice of questioning the credentials of the prospective COAs who would not be of Khan’s choice. Khan’s speech was a pre-emptive move of a frustrated politician.

ItH the rupee depreciating against the Us dollar for a sixth consecutive day, losing close to rs11 in a week, all the gains made following the IMF eFF program resumption have been lost. Finance Minister Miftah Ismail made an all-out effort to successfully convince the IMF that Pakistan was indeed willing to play ball in exchange for a much-needed $1.27 billion, but the release of those funds have coincided with an increase in import payments and low inflow, resulting in a short lived rupee recovery. A number of administrative measures put in place by the sBP on commercial banks to moderate the opening of letters of credit and their retirement have also slowly been eased leading to increased outflow of foreign currency.
other organizations also came in to help the increasing number of people in great distress. the old proverb “ A Friend in need is A Friend Indeed” fully fits on these friendly countries and international organizations whose planes carrying relief goods are landing daily at Islamabad and Karachi Airports carrying much needed items like tents, medicines, dry edibles in huge quantities. besides making financial contributions also. these friendly countries include saudi Arabia, China, UAe, Qatar, Britain, UsA, Germany, France and Australia. the list of these countries is getting lengthier every day with more and more countries from around the globe coming to the fore with relief and rehabilitation goods in cash and kind for the growing number of flood-affected people of PakistanPakistan.andthe United nations joined hands to jointly launch “2022 Pakistan Floods response Plan” at a function organized by the Ministry of Foreign Affairs and the Un, at which an appeal was flashed for immediate need of $160 million for flood-hit people for providing them relief and rehabilitating them at the earliest.
O
resently Pakistan is passing through the most critical juncture of its politically chequered history. Most parts of the country, mainly sindh and Balochistan and some parts in Punjab and Khyber Pakhtunkhwa, have been inundated and submerged by unprecedented heaviest and deadliest rains and snap floods in the rivers caused by climate change, cloudburst and melting of the glaciers in the mountains.
Khan considered that, by acting in a certain desired way, Army generals were subject to prove their patriotism. this was the same patriotism the PtI kept on denying to the opposition. the Army also used to question the patriotism of others. now, it might have felt the boomerang effect of its own act.

More than 1200 men, women and children have already perished and still larger number of people injured and lakhs of people displaced as their houses, villages and towns have been swept away by onrushing floods and rainwater. standing crops over vast areas have been washed away, large numbers of trees uprooted, infrastructure like highways, roads, steel-made structures as well as livestock wealth all have been damaged and destroyed to the maximum extent everywhere.

nseptember 4, Chairman Pakistan tehrik Insaf (PtI) and former Prime Minister Imran Khan addressed a gathering in Faisalabad and announced that he wanted the appointment of the next Chief of Army staff (COAs) on the kind of merit not tilted towards the leaders of the Pakistan Democratic Movement (PDM) running the central government. He implied that the new COAs appointed by the PDM might be neither strong nor patriotic. He apprehended that certain PDM leaders would seek benefit of the new COAs’s appointment, due in november, to protect their ill-gotten wealth.

Armed Forces of Pakistan officers and jawans are also in the forefront to rescue the flood hit, provide the relief goods and reach out to distant flooded areas to the stranded people through helicopters and boats.
has carried the day: We are not slaves. Pakistan’s people have a right to ask and debate the appointment of the COAs and the Chief Justice of Pakistan, besides the performance of both the institutions, which are run on public money. Pakistan cannot afford any version of institutional sacredness.
there was an expectation that once the IMF restored the defunct program, loans from ‘friendly countries’ such as saudi Arabia and China would be approved as that was the explicit condition for any disbursements. All told, the government was expecting around $4 billion through various instruments as in flows which expectedly will take some time to be fully realized to make any meaningful impact on the foreign exchange reserves figure and in eventually the currency market. IMF’s nod has no doubt removed some of the political uncertainty associated with the current government as it provided economic legitimacy but the fundamentals of the economy and market forces only care for that up to a very small extent, evidenced by how soon the pressure is back on again. Pakistan is devoid of any dependable, sufficient and regular foreign exchange inflow streams. FDI remains at abysmally low to non-existent levels while exports, especially textile, dwarf in comparison to regional countries while any meaningful import substitution remains a pipedream. short of a long-term plan to grow and develop conventional and new avenues for foreign inflows, the country will continue to depend on handouts and forces out of its control to make imports cheaper.
Pakistan is fast reaching the point where the army has to shed its posture of a sacred cow. the decision about the appointment of a COAs may not be possible within the confined realms. the appointment should be open to public debate, as happens in many developed countries. Any prospective COAs must be asked publicly about his intent to participate in politics.
recently, the country has just narrowly escaped touching rock bottom of financial bankruptcy, despite the fact that the defence budget was increased in June by over 11 percent over last year’s. On the other side, taxes have soared, and inflation is at its peak. the economic survival of the middle class is at stake. the point is simple: any institution run by public money has to be answerable to the public, whether the institution is the Pakistan Army or the supreme Court of Pakistan. Both have to be brought into the public domain for scrutiny of their performance and acts related to Onedemocracy.sloganofKhan

and Whatunacquainted.thePakistan Army is not realizing is that it is failing to shed its Cold War mentality. During the Cold War (1945-1991), the Army remained a recipient of foreign military aid, which made it disassociated from the masses effortlessly. It acquired the posture of being beyond any accountability. the war on terror in Afghanistan is over and with that the era of foreign military aid is also concluded. now, the army has to rely on public funds; that is, the money which is made available to the Army after taxing the people. It is now solely the public money on which the Army runs, and thus it cannot shy away from accountability.
In response, on september 5, through a press release, the Director General Inter-services Public relations (IsPr) decried Khan’s statement as “defamatory and uncalled for”. the response also mentioned that Khan’s statement was an attempt to “discredit and undermine senior leadership of Pakistan Army”. It was the first time that the IsPr had to defend the patriotism of the Army generals.

Pakistan Floods response Plan highlighted the main humanitarian needs, the efforts and steps taken by the Pakistan Government to handle these challenges in collaboration with the Un and other partners, setting out a well coordinated and inclusive plan to respond to the needs of the affected people. the Plan was described as being holistic with a multi-sectoral approach covering the thematic clusters of food security and agriculture, health, nutrition, education, protection, shelter and non-food items, water sanitation and hygiene.
Over the past few years, what the PtI has done is to cross the lines and enter the areas considered prohibited. the targets are the two main institutions, the Army and the judiciary, which were considered part of the troika ruling over the country since 2018. no doubt, there was no need to question the patriotism or professional credentials of any general, as the IsPr said. there is however another side of the story. the Army remained involved in politics not through its soldiers, but through its generals, including the thisCOAs.iswhat Khan apprehended. He thinks that the new COAs would be part of national politics disfavouring him and his party. the IsPr has not refuted this apprehension, though the IsPr has mentioned that “Pakistan Army reiterates its commitment to uphold the constitution of the Islamic republic of Pakistan.”

But even though it is called a gift of worship, Bangladesh is earning foreign currency by selling hilsa in India. those identified as staunch opponents of India-Bangladesh relations may be reminded that nothing is happening for free here. Fish is being exported in exchange for money. the export price of hilsa per kg is $10. In other words, silver hilsa is also fetching foreign dollars on fasting days.
Hasina’s hilsa diplomacy will get a big boost. Her Hilsa diplomacy will be considered with importance along with other types of diplomacy like the ping-pong diplomacy between the UsA and China and the cricket diplomacy between India and Pakistan.
OOD news for Bengal food lovers. A huge consignment of their favourite silvery delight hilsa fish, highly coveted by Bengalis, arrived in Kolkata’s adjoining Howrah wholesale fish market from neighbouring Bangladesh.
earlier, the Central Directorate of national savings (CDns) had launched a debit card. While card issuance itself was a hassle and the investors had to pay for it, the bigger issue was that the card was launched even though national savings has no AtM machine or network of its own. If the clients use the AtMs of various banks, they would have to pay a certain amount as service charge. Why was the card issued? What is the use of this card when the issuer does not have its own AtMs? the CDns and the federal finance ministry should pay attention to the issues that are causing inconvenience to the investors.
Bangladesh is the largest producer of hilsa. Bangldeshis make good profit by exporting this fish to India. West Bengal Chief Minister Mamata Banerjee requested Bangladesh Commerce Minister tipu Munshi, who visited India this year, to request Prime Minister sheikh Hasina to send hilsa to India this festive season.
A piece of hilsa is enough for a Bengali leaf. the taste of hilsa in Bangladesh is different as a result, its demand is also high as a result, traders are hoping that the business will be good this time as Hilsa comes much before Puja. We have seen this for ages. However, leaf hilsa is no longer just leaves. the silver grain of Padma showed a big surprise. A leap has risen to the table of diplomacy! Hilsa gave birth to Hilsa diplomacy. In the discussion of BangladeshIndia relations, the topic of Hilsa diplomacy keeps coming especiallyup.when the Prime Minister of Bangladesh visits India, the topic comes up. this time was no exception. Prime Minister sheikh Hasina Wajid went to India on a four-day visit on Monday. On the very first day of the visit, the topic of Hilsa came before her.
Climate change is a serious issue, but no one takes it seriously. Capitalists are only increasing the size of their carbon footprint, whereas deforestation, cutting down of trees and such other follies are having a negative impact on the planet.
the monsoon rains wreaked havoc across the country, from GilgitBaltistan and Khyber Pakhtunkhwa to sindh, southern Punjab and Balochistan. All this happened because of the failure of municipal policies and town planning. In many parts of Pakistan today, there is no properly managed sustainable drainage systems in order to help manage surface water runoff.

Hilsa is standing with equal importance against important issues like teesta! Playing a major role in the negotiations between the two countries. she answered many more questions on hilsa. she tried to say that India should come forward with an open mind in advancing diplomatic relations. If they didn’t come, they wouldn’t get Bangladesh by their side.
If the government and society do not take action now, the disaster will be worse in the future, and, again, it will be man-made.

Of course, after a few days, comes the autumn festival. In this biggest festival, Bengalis in India want hilsa very much. At other times, hilsa does not grow. they want hilsa in the special cooking of the puja. Forget the diplomatic battle and wait for the hilsa of Bangladesh. sheikh Hasina said at the event in Delhi that hilsa would be sent for the puja again out of respect for this simple wish.

Prime Minister Hasina is using ‘hilsa diplomacy’ to bridge the relationship between the two countries. she first used the hilsa gift for the then Chief Minister Jyoti Basu in 1996 before the signing of the Ganges Water sharing Agreement between Bangladesh and India. then, when Mamata Banerjee was the railway Minister in 2010, sheikh Hasina took hilsa fish for her.

natural disasters are actually man-made disasters that are made worse by man-led mismanagement. they reflect failure on the part of those responsible to act in time and to be consistent in their acts.
We have technology that allows us to predict natural disasters before they happen, as well as to mitigate the damage and the consequent economic losses. If we still suffer, let us not blame nature for it.
On the other hand, Bangladesh has banned hilsa catching since August 2012. later, as a token of goodwill, Bangladesh lifted the ban on hilsa exports to India during Durga Puja in 2019. there are reasons. Hilsa-loving Bengalis are divided into two Bengals. this geographical separation was created through the Partition of Due1947.tothe partition of India, Bengalis of Bangladesh and Bengalis of West Bengal are living in two separate lands. But hilsa is caught mainly in Bangladesh. According to the information received, Bangladesh is at the top among 11 countries producing hilsa fish. About 86 percent of the world’s hilsa is harvested in Bangladesh. In the financial year 2019-20, 550,000 tons have been caught. the Bengalis on the Indian side of the Padma therefore look to
the monsoon season in Pakistan is becoming a routine affair, which was not always the case, and in order to avoid deadly floods, it is mandatory to have highly effective drainage systems in place to ensure free flow of water during and after downpours. relevant experts need to step forward and educate the nation whether or not we need more dams, and, if we need them, where and how many and of what size. Water reservoirs are apparently needed to save water for future use instead of letting it create disasters owing to bad governance and corruption.
Natural disasters or human errors?
tHe recent torrential rains have caused a massive disaster in sindh and Balochistan, resulting in floods, landslides, and other severe weatherrelated catastrophes. Quite a few politicians and civil servants have been heard trying to save their skin by calling it a divine punishment which is beyond human control.
the truth is that they are using religion for political ends to hide their apathy and failure in managing the affairs they are supposed to manage.
to make matters worse, people routinely throw trash into sewers, clogging them and preventing rainwater from flowing, causing the sewers to overflow. After a short spell of rain, it is usual to see flooded streets with trash floating around. such events lead to extremely unhygienic circumstances for local people and worsen the state of the environment. And what about those structures up north that were built right down the riverbed? We are not they man-made?
reCently, the national savings organisation asked its account holders to open a savings account so that the monthly profit may be directly credited to the account without the hassle of any physical interaction. this is all good, but the problem is that staff members at national savings centres do not have proper information of the procedure. As a consequence, investors are facing a number of issues in this regard. though the national savings has extended the last date for having functional accounts from Aug 31 to Oct 31, it should address the issues being faced by the people in this regard. the process needs urgent streamlining with a focus on client facilitation.
Woes of farmers
Many of the Bengalis of West Bengal were born in the territory of Bangladesh. the taste of hilsa eaten in childhood still remains in their mouths. the demand for this fish is also high in Odisha, tripura and Assam. But the Bangladesh government stopped the export of hilsa from 2012 to 2018 as the production was not consideredsincesufficient.2019, some amount of hilsa export has been approved only during Durgotsav (Durga Puja). But the demand is huge. the amount of production in Bangladesh has also increased now. Hilsa has become a part of diplomacy mainly due to the increase in hilsa catching in the country and the huge demand in India. there is a lot of emphasis on hilsa diplomacy now.

A look at Prime Minister sheikh Hasina’s current visit to India makes it even clearer. On this trip, her main request is teesta water. the waters of the teesta river, which flows between India and Bangladesh, are very important to Dhaka. Bangladesh has been trying for many years to ensure a fair share of the water of this international river. the Prime Minister has continued her efforts in this visit as well. And it is observed that she resorted to Hilsa diplomacy to explain the importance of the teesta water. she attended a diplomatic reception in Delhi on Monday. realizing the opportunity, the demand for hilsa was raised to her. laughing in response, the Prime Minister said, “you (India) are not giving us enough water, so I cannot give you hilsa fish right now.”
In other words, she made light of the moment by using the hilsa topic. When the field is ready, then directly make the difficult complaint. she made it clear that India was not giving its fair share of the teesta to Bangladesh. Bangladesh has goodwill. expressing goodwill, she tried to say that Bangladesh is able to provide hilsa to India but India is not providing water.
Following the announcement, the export of hilsa started from Monday. the first shipment has already reached India. It had 16 tons of hilsa. these hilsa were sent in four trucks through Benapole port. According to the Ministry of Commerce of Bangladesh, the government has approved the export of 2,450 tons of hilsa from Bangladesh to India during the Durga Puja season. 49 approved establishments will export till septemberMeanwhile,30. as soon as the first shipment reached the market in Kolkata, a frenzy has started for hilsa. the media there is spreading the news of Padma’s hilsa coming with excitement. According to the information given by them, the auction of hilsa started from tuesday morning in the Howrah fish market near Kolkata. And 8 and a half metric tons of hilsa were sold in the blink of an eye. From this, the interest of Bengalis in West Bengal in hilsa can be estimated. Will they ever realize that the Bengalis of Bangladesh are waiting for teesta water in the same way? there may be an attempt to create this understanding through hilsa diplomacy.

On its part, the international community needs to reduce carbon emissions for which it must go beyond the Kyoto Protocol. locally, environmentalists and the media should educate the public about the unnecessary risks that we face as we go about our daily lives.
WHIle monsoon has brought devastation for all, small farmers in sindh are perhaps the ones who have been hit the most. the floodwater from Jhal Magsi, Balochistan, enters the border of sindh, which today stands inundated, forcing the locals to move from these border areas. they have taken refuge in urban centres after walking several miles from their agricultural fields. After borrowing money from the local loan sharks, these poor farmers had invested a lot in purchasing seed on the condition that they would pay the loan back with compound interest. now, these farmers are being tracked by the loan sharks. the government is yet to provide relief packages to the poor farmers. the situation, as it stands today, will not only cause the peasants to be in heavy debt, but will also cause food insecurity, inflation and spike in prices of rice and wheat, giving the working class a tough time. the federal and provincial governments should come to the rescue of sindh farmers by granting them some relief in the shape of subsidies on seeds, fertilisers and agricultural machinery.
Disasters are not caused by nature, but by natural phenomena when man fails to realise the gravity of the situation, and refuses to pay heed to the warning signs that science and technology keep putting up. In simple terms, what we have seen in recent days is nothing but a man-made disaster, and one needs to be man enough to own it.

THE HISTORY OF IRAN'S NUCLEAR THREAT AGAINST ISRAEL
Saturday, 10 September, 2022 08 WORLD VIEW
This is a change in the definition of Israel’s red line for when it would need to act.
Rudd defines Xi’s worldview as “Marxist-Nationalist, because while his appeal to the party remains ideological (not least because ideology is the backbone of Leninist discipline), his appeal to the people is assiduously nationalist”. More precisely, he sees it, rightly so I believe, as “aiming to bring forward the collective consciousness of an ancient people to the politics of the present. In that sense, it is potentially much more potent a nationally mobilizing force than Mao Zedong Thought was half a century ago”.
its goal as time passes. Nevertheless, the sword is not yet up against Israel’s neck, as Meir Dagan, Barnea’s predecessor at the Mossad, and the architect of Israel’s covert sabotage campaign against Iran, once said.
as the red line for attacking. At the time, the thinking was that if the reactor is activated and then attacked, radioactive material would disperse into the nearby Euphrates River and Israel would be responsible for the consequences.Itwasable to set that red line because it had learned of the reactor before it was activated. Had Israel discovered the reactor after its activation, would it have not attacked? It likely would have, but it decided on an earlier red line because it had the opportunity.
Over the course of his career, he has met and talked many times with Xi Jinping, China’s current paramount leader. For him, Xi is an “impressive, knowledgeable, engaging interlocutor who rarely uses notes in his dealings with either foreigners or locals [… ] Like Mao, and to some extent Deng, Xi speaks his mind directly and forcefully”.

In The Avoidable War, Mr. Rudd writes in beautiful yet understandable, English style; clear, to the point, without the pomposity or verbose grandiloquence that so often plagues the historical work of former government officials (While it possesses other qualities worth noting, Henry Kissinger’s last opus, Leadership, is a good example of this regrettable tendency, formallyOnspeaking).onehand, Mr. Rudd “admires China’s classical civilization, including its remarkable philosophical, literary, and artistic traditions, as well as the economic achievements of the post-Mao era in lifting a quarter of humanity out of poverty”. At the same time, he has: “Been deeply critical of Mao’s depredations of the country during the Great Leap Forward of 1958, which left some thirty million from starvation; the Cultural Revolution, in which Mao eliminated his political enemies through stalinesque show trials, leading to millions of deaths and the destruction of priceless cultural heritage at the same time; and human rights abuses that continue to this day”. Mr. Rudd also lived for a number of years in the United states, writing that he is “Intimately aware of the differences between the two countries… [he has] also seen the great cultural values they have in common – the love of family, the importance that both Chinese and Americans attach to the education of their children, and their vibrant entrepreneurial cultures driven by aspiration and hard work”.

his purpose as if he wished to be well-understood by his readers while underlining one last time the urgency and relevance of his latest magnum opus: “Its purpose is threefold: to explain, for a mainly American audience, how the worldviews now dominant in China and the United states are pushing the two countries toward war; to outline how such a war could be sparked, what it could actually look like, and what unintended world-changing consequences could flow from it; and to consider what could be done, in realistic terms, to prevent it”. The Honorable Kevin Rudd, Companion of the Order of Australia (AC), the author of this book, is the former 26th Australian Prime Minister. He held office as the leader of the Australian Labor Party from December 2007 to June 2010 and again from June to september 2013.
But make no mistake: There is no prime minister in Israel who would sit in the Prime Minister’s Office, receive intelligence that Iran has started building a bomb and not order action, no matter the price, the risk and the lack of training. This is a potential existential threat for Israel that needs to be stopped.
Ultimately, the judgment Mr. Rudd brings to bear on Us-China relations also reflects his personal loathing for jingoistic nationalism, which, following his own words, “regrettably, has become an increasingly
The last part of Rudd’s book is largely dedicated to America’s emerging strategic response to Xi Jinping’s China, the politics of the upcoming twentieth Chinese Communist party congress and what he calls the decade of living dangerously, in which he considers alternative futures for Us-China relations.

eyed on the many challenges and opportunities lying ahead (as of 2021). What is particularly interesting is that the reader comes to understand the current domestic drivers of China’s international policy behavior. For example, as Rudd explains: “Xi’s rise should not be interpreted simplistically as the triumph of a new form of authoritarianism over those who supported the party’s long-term democratic transformation. Rather, his ascent should be seen as part of a narrower party debate about the particular form of authoritarian capitalism that China’s new leadership now seeks to entrench”.
Whenlater.discussing red lines, there is one additional aspect that is important to point out: While the IDF has publicly said that it is working on a military option and that it hopes for it to be ready within the year, that is in reference to an ideal option, one that would be accurate, well planned and practiced.
If talk now is bluster, when would it not be? Israeli officials are not quick to lay down a clear red line. If there is one, it would likely be aligned with Iranian progress in building a bomb.
Cipher Brief Jean-Thomas nicole
Basically, the thinking then was that Israel and the world needed to stop Iran from even getting its hands on the ingredients for a bomb – fissionable material, advanced centrifuges and more. The red line was to stop the ingredients from being collected.
Iran is a threat, it is pursuing a nuclear capability, and continues to grow closer to
Also in the epilogue, Mr. Rudd reiterates
Back in the Netanyahu era, the sense was that the red line for Israel was enrichment at military-grade levels. Netanyahu said as much during the famous speech he gave at the UN in 2012, when he drew a red line over 90% on the picture of a cartoon bomb.
With Iran, Israel’s red line has fluctuated, sometimes due to operational success, sometimes due to sanctions, and sometimes due to diplomacy. There was a period in the mid-2000s when Military Intelligence announced every year that that year was the point of no return, and here we are almost 20 years

To navigate this uncertain future, Mr. Rudd therefore argues the case for a carefully managed strategic competition between the two giants, which is to say, “find[ing] a way to coexist without betraying their core Consequently, interests”.ifwefollow this line of thinking: “The purpose of this book is to provide a joint road map to help these two great nations navigate a common pathway to the future […] through a comprehensive realist framework anchored in the enduring principles of diplomatic negotiation, verification through intelligence, effective deterrence— and, most importantly, mutual respect”.

THE IRAN NUCLEAR RED LINE HAS MOVED
NMonday night, Mossad chief David Barnea boarded a plane from Israel to the Us. His trip is part of Israeli efforts to scuttle a return to the 2015 Iran nuclear deal and Barnea, who came armed with Israel’s latest intelligence assessments, used it for meetings with administration and intelligence officials as well as members of Congress.Fifteen years ago, at around the same time that Barnea’s plane left Ben-Gurion Airport, another group of Israelis took off for a destination abroad. They were four Israeli Air Force crews – pilots and navigators –who took off from northern Israel in their F16Is and made their way to a target in northeastern syria. There, just after midnight on september 6, they bombed and destroyed a nuclear reactor that North Korea was constructing for Bashar al-Assad.
On the one hand, Lapid is right to publicly threaten Iran and to present it with a clear and credible military threat. Deterrence is critical. On the other hand, the Iranians know that Israel is not close to activating a kinetic military option, and that part of what is behind this talk is the upcoming Israeli election. It is hard not to reach that conclusion after watching the Lapid-Netanyahu Twitter spat last week surrounding the security briefing Lapid was holding for the Likud leader. Lapid tweeted that he had offered the briefing so that when Netanyahu makes campaign movies he will know what he is talkingNetanyahuabout. didn’t remain silent. He
Looking back 15 years ago, then Israel set the activation of syria’s al-Kibar reactor
The reason for this shift is natural. Time has passed and Iran has managed to overcome the challenges that Israel placed in its path and, at the same time, master the technical know-how for the different components it requires. This was not always the case and, defense officials openly admit that without intervention, it is likely that Iran would have reached the stage it is at today, years earlier. Which is why the bluster coming right now from Israel is a bit misplaced.
a

On the essential strategic rationale for the concept of managed strategic competition, he develops further in the epilogue: “The best way forward may be relatively simple: a mutually agreed strategic framework for avoiding war while preserving a principled peace, and one that would need to be robust enough to provide clear-cut strategic guidance for both the political and military leadership of each country for the decade ahead. At the same time, it would need to be sufficiently flexible to deal with multiple contingencies as they arose.
Rudd understands Xi’s core priorities as “ten concentric circles of interest—starting from the most important, concerning Xi’s position in the party itself, and moving out to other domestic political priorities and then to his unfolding international aspirations for the country”. He summarizes them as follows: staying in power; maintaining and securing national unity; growing the Chinese economy; environmental sustainability; modernizing the military; managing China’s neighboring states; securing China’s maritime periphery in East Asia and the west Pacific; securing China’s western continental periphery; increasing Chinese leverage across the developing world; and rewriting the global rules-based order.
In the 15 years that have passed, the Middle East has undergone a tremendous transformation. The Arab spring, the American withdrawal from Iraq and Afghanistan, and the Abraham Accords. One constant throughout this time has been Iran, which like then and still today, continues to pursue a nuclear capability despite Israeli and international efforts to stop it.
But that has changed. Today, while such a move would be viewed as an act of war, it
For a time, that worked. sabotage, sanctions and the 2015 Iran deal all contributed to slowing down the program. The fact is that from that speech in 2012 until now – almost a decade later – the Iranians still are not known to have military-grade uranium. For that reason, it made sense to keep the red line at the enrichment and ingredients level since if Iran were to enrich uranium to 90%, there is no other purpose except for nuclear weapons.
The reason is that although Iran is unconstrained today with some parts of its nuclear program, it is not yet building a bomb, and as long as that is the case, Israeli military action will likely wait.
With regard to the goal of the cornerstone of [Xi’s] vision, the China dream, also often described “the great rejuvenation of the Chinese nation, or the restoration of China to the central role in global affairs it once held for five thousand years of continuous history”, Rudd offers a useful and sobering economic warning: “Unless China can sustain high levels of economic growth for the decades ahead, its national strength will falter, living standards will fall, and unemployment will rise, with potentially dire consequences for the party’s legitimacy in the eyes of the people”.

Nevertheless, when the meeting ended, the politicization of Iran continued.
would not immediately provoke a military response. The reason is that Israel would instead prefer to wait and see what the world would do and only then determine its next steps. This is because the red line has moved. Even with military-grade uranium, Iran would still need to take the gas and turn it into uranium metal, a highly complicated process that – together with assembling a warhead that could be installed on a ballistic missile that could reach Israel – would take at least two years.
Walking out of the Prime Minister’s Office in Jerusalem, Netanyahu’s staff had arranged for the TV stations to be outside. He told the reporters that he left the meeting more concerned than he had gone in. Let’s think about this for a minute: Does anyone really think that Lapid, Gantz or Netanyahu want Iran to become a nuclear power? Is there really any daylight between them? Based on a report in Thursday’s Jerusalem Post by Lahav Harkov, the Israeli pressure on the Us seems to be working and the Biden administration might be delaying any progress on a deal until after the midterm elections in November. If that is the case, then why fight about something everyone agrees on, especially when considering that the battle to stop Iran strikes at the core of Israel’s national security interests?
And while Barnea likely appreciated the timing of his flight and the anniversary it fell on, the mission that he was sent on this week by Prime Minister Yair Lapid was far from anything like what the four pilots and four navigators embarked on back in 2007.
Rudd also “spent a lot of time with many of Xi’s most senior officials, formally and informally, fleshing out the impressions [he] gleaned from across the Chinese system on how China views the world over many years”. Thus, he is well-positioned to offer a “reasonable representation of the strategic
