Greetings from the Chair

Dear reader,

You are currently holding something truly valuable in your hands—the future of the construction industry in Northern Finland.

If the concept of the Arctic Construction Cluster Finland is not familiar to you yet, after reading this publication, you will be informed about our association's goals and visions. Our purpose is to enhance awareness of the construction industry in Northern Finland and advance it both in the national and international markets.

I sincerely hope that this publication inspires you, whether you are a current or future professional in the construction industry, to join our extensive network and assist in breaking down the internal barriers within the industry.

Behind the Arctic Construction Cluster Finland, there are several other strong and experienced actors in the northern construction industry, including companies, authorities, and educational institutions, in addition to myself. The association currently comprises nearly 100 industry experts who either employ, advise, or educate the future visionaries of the construction industry.

I graduated as a civil engineer in the construction industry in Oulu in 1995. As a member of the cluster, I have been involved for over a decade before my current position. Being a part of the cluster is never a full-time job for our members; rather, it's a beloved hobby and passion.

In short, the Arctic Construction Cluster Finland is a network that can only bring benefits. However, it's essential to remember that to gain something from the cluster, one must also know how to give back. Engage in the activities of the sections, share your expertise, and above all, be active. Welcome aboard to help advance the expertise and innovations of the northern construction industry to the world!

CLUSTER'S BIRTH AND GROWTH STORY The Arctic Construction Cluster Finland was not established in 2001 by chance but in response to an unexpected situation. The impetus for the transformation of the cluster into its current form was driven by the fragmentation within the construction industry and changes in operating conditions in 2017.

The following dates are significant for both Northern Finland and the Civil Engineering program at the University of Oulu: in 2001, the program was discontinued, and in 2017, it was relaunched with the support of the cluster.

The discontinuation of education and the birth of the cluster The Civil Engineering program at the University of Oulu, which had been functioning since 1959, was phased out in 2001. This led to difficulties in expert recruitment and a decrease in research assignments, limiting the activities. At the same time, the construction industry fragmented further due to numerous corporate restructurings.

In response to these changes, the Northern Finland Construction Cluster was established with the signatures of seven influential entities in 2001. The immediate goal was to support the business community in its need for expertise during that situation. However, the main objective was to restore the Civil Engineering program in Oulu.

Becoming one of Northern Finland's largest construction communities The cluster achieved its goal in 2017 when, through a regulatory change by the Ministry of Education, the educational and degree-granting obligation for construction and civil engineering was reinstated at the University of Oulu after a hiatus of nearly 20 years. In this new situation and with the fulfillment of years-long objectives, the decision was made to 'completely rebuild' the cluster.

Its mission became the assembly of the diverse yet scattered construction industry into broad collaboration, supporting the acquired education, and the development of the entire northern education chain. A new aspect was the involvement of the authorities in cluster activities.

Thus, a unique entity emerged within the construction industry, a revitalized cluster of eight diverse sectors, acting as the umbrella for collaborative efforts in the northern construction sector. The interdisciplinary collaboration model now involves nearly a hundred experts or entities, with no visible boundaries.

Today, education and research in the field heavily rely on collaboration with businesses, given the demand within the evolving global landscape of business operations. This transformation is managed through education and research, as well as through extensive regulatory changes, where the authorities play a pivotal role. Needs and solutions are initially analyzed sector-wise and consolidated, after which the outcomes are disseminated for the benefit of the entire northern construction sector.

In contrast to an industryspecific community, cluster members can be from interrelated but different sectors, often geographically located in the same area.

The Arctic Construction Cluster Finland is divided into seven different sections based on industries and one cross-cutting team.

These sections highlight the educational, research, and analysis needs that drive the industries forward and seek solutions for them, implementing and disseminating them for practical use.

This goal-oriented and productive collaboration forms the cornerstone of the Construction Cluster's operations.

Considering all cluster participants and the future of the construction industry, one key objective of the Arctic Construction Cluster Finland is to increase the attractiveness of the field. The aim is to attract new students to the industry and enhance Northern Finland's appeal as an employer for recent graduates.

At the same time, with recognized expertise, the cluster aims to increase its influence in decision-making. Particularly in regulatory changes and quality and value choices, collaboration with authorities adds value to the stakeholders.

In such cases, members of the cluster community can more strongly influence the future of their respective industries.

Cluster collaboration also enables export advantages for solutions, products, and expertise developed in Northern Finland.

Cluster's diamond structure by industry The Arctic Construction Cluster Finland is organized into seven different sections, each representing expertise from various sectors including businesses, authorities, and educational institutions in their respective fields.

The leaders of each section, the chairman and the vice chairman, represent their section in the cluster's board. The board, in turn, coordinates and aligns the issues raised by the sections into suitable goals and supports the development of solutions, for instance, regarding workforce needs, research funding, information flow, or publicity.

The Planning Section, for instance, has explored the readiness of recent engineering and architecture graduates for the workforce and its development from the perspective of design firms. Its members work in infrastructure, construction, and architectural design.

The Production Section comprises representatives from construction companies, educational institutions, as well as representatives from the building product industry and construction.

The section focuses on the development of education and institutional collaboration, material and energy efficiency, and the enhancement of BIM skills.

The Property Ownership and Project Management Section was established as a separate entity from the Production Section in 2019.It is crucial for the construction and real estate industry that the owners' perspective is considered in the development and teaching of the field. At the same time, it is important for property owners to stay engaged in the industry's development.

The International Trade and Cooperation Section strives to assess the current status of Northern Finland's construction companies' exports and actions that could enhance the competitiveness of regional players in the Nordic markets, for example, through education.

The Government and Regulatory Affairs Section may include a broad representation of officials from municipalities and state agencies in the construction and environmental sectors.

The Education and Research Section aims to support and advance construction education and research at all levels of education institutions. The section seeks to aid in the planning, design, and funding acquisition for new research initiatives and acquire pilot projects needed for research experiments. Additionally, the section supports the development of education in member institutions and the enhancement of their mutual collaboration.

The General Section, in many ways, supports other sections and actively participates in the organization's collective tasks and objectives, including administrative decision-making and resource acquisition. The section is responsible, among other things, for coordinating one of the cluster's main objectives - the development of the construction industry's attractiveness, with a specific focus on awakening

young people's interest in the construction sector.

The 'Healthy Spaces' team's work intersects various sectors within the cluster and seeks solutions to industry challenges by leveraging the expertise and results from other cluster sections.

Achieving and maintaining healthy spaces requires a holistic understanding at various stages of the construction process, whether it's new construction or renovation. Success involves effective procurement, design, production, and maintenance. The team's areas of expertise include at least renovation and maintenance, building services, indoor air quality, building health, and medicine.

STRENGTH IN NETWORKING – CLUSTER PLATFORM

The Arctic Construction Cluster Finland is a unique meeting platform for three different entities and their eight industries. These three entities, businesses, educational institutions, and authorities, constitute an active collaborative network within the construction sector. Participants are free to utilize this network for the benefit of the construction industry and regional development.

In each industry, there is a section that highlights the construction industry's landscape from the perspective of industry representatives. Communication between different industries works in a way that each section holds its own meetings three to four times a year. In the Board meetings held approximately six times a year, industry representatives take turns sharing new ideas and innovations generated within their respective sections. All cluster members are listed on the Arctic Construction Cluster Finland website, making it possible to directly contact representatives from different entities.

Being part of the Cluster's network provides opportunities to contribute to the planning of future innovations and participate in various other intriguing projects. The network is expected to be beneficial in achieving members' personal or company-related goals.

Through the Cluster, businesses can, for example, receive legal assistance from authorities or have interns join their teams. Students and educational institutions can find suitable clients for their theses or new teachers for their lecture halls. Authorities, on the other hand, get to hear what's happening at the heart of the industry and how new regulations are being perceived.

One of the most important principles of the Construction Cluster is that each member is represented equally. Whether it's an authority figure, a company executive, a construction industry worker, or a student: every opinion matters.
