WATER RESTRICTIONS

June 22, 2026

The PAWSD Drought Management Plan (DMP) sets trigger points for Voluntary drought procedures and four mandatory drought restriction stages from Low through Severe

The trigger points for Stage 2 – Moderate drought restrictions are any one of the following: Water level in Hatcher Reservoir, flow in the San Juan River, and the drought condition as listed in the National Integrated Drought Information System for our area.

The goal of Stage 2 – Moderate drought restrictions is to reduce water consumption throughout the District by 20 - 30% and encourage water conservation. Stage 2 – Moderate water use restrictions include: Irrigation limited to 9 PM - 9 AM; odd-numbered addresses may irrigate only on odd-numbered calendar days; even-numbered addresses may irrigate only on evennumbered days; irrigation is prohibited on weekends;gardens (e.g., edible and ornamental) may be hand-watered using a hose or drip irrigation; restaurants shall serve water only upon the request; and hotels are encouraged to replace towels and bed linens for new guests and at the request of existing guests.

The SWE dropped to zero on April 22 , 2026. nd -June 11, 2026 – Regular Board Meeting, the PAWSD Board of Directors voted unanimously to enter Drought Stage 2 – Moderate, per the PAWSD DMP, once Hatcher Reservoir and/or San Juan River conditions require such declaration

LAKEFRONT PROPERTIES

Dear PLPOA Property Owners,

One of the many benefits of living in Pagosa Lakes is enjoying the beauty of our lakes, open spaces, and natural surroundings. As we head into the busy summer season, the Department of Community Standards would like to provide a friendly reminder about the importance of observing lake high water line setback requirements when planning improvements on your property.

Lake setbacks were established as far back as the 1970’s in the Declarations of Restrictions to help protect water quality, preserve shoreline vegetation, maintain wildlife habitat, reduce erosion, and ensure that all property owners continue to enjoy the scenic beauty of our lakes. Structures, landscaping features, retaining walls, patios, fire pits, and other improvements located too close to the shoreline can negatively impact these important environmental and community resources. https://www.plpoa.com/learning-aboutplpoa/public-disclosures/governing-documents/

Before beginning any project near a lakefront property, homeowners are encouraged to review PLPOA setback requirements and obtain any necessary approvals through the Environmental Control Committee (ECC) process. Early planning can help avoid costly modifications, project delays, or compliance concerns later.

If you are considering improvements near the shoreline and are unsure whether your project meets setback requirements, please contact the Department of Community Standards before construction begins. Our staff is available to answer questions, review plans, and help guide property owners through the approval process, including the shoreline process. Unnecessary hardships and practical difficulty examples of conditions under which a variance may be considered:

Site topography or sloping conditions are atypical to the lot as compared to other similarly zoned lots: difficulty to stay within a height restriction challenges with allowing adequate drainage some other existing natural condition requiring extensions into the setback condition requiring extension into setbacks (e.g. large boulder or other immovable object, valuable stand of trees, etc.

Site geography creates difficulties in placing a home or other improvement within a building envelope (e.g., irregularly shaped lot)

When a change of circumstances since the Recording of the Declaration of Restrictions or an architectural standard has rendered such restriction obsolete: Laws restricting the power of the Association to restrict such Improvements (e.g., energy efficiency measures) Technological improvements to building materials.

In the judgment of the ECC, the Owner's application would enhance the attractiveness of the neighborhood, the Subdivision.

In any case, the ECC must determine that the activity allowed by the variance will not have any material adverse effect on the Owners and Occupants of neighboring Lots and of the community as a whole and is consistent with the quality of living intended to be promoted hereby throughout the Community.

Working together, we can preserve the natural beauty of our lakes while protecting property values and maintaining the quality of life that makes Pagosa Lakes such a special community.

Thank you for your cooperation and commitment to keeping our community beautiful.

Sincerely,

"Engagement, Education, and Outreach Through Community Standards"
