PARKING SMART Clear access. Safer neighborhoods. “Our goal is voluntary compliance through clear guidance, respectful conversations, and opportunities to resolve concerns before formal enforcement becomes necessary.”

Parking practices affect roadway access, neighborhood appearance, pedestrian safety, snow removal, wildfire response, and the ability of emergency vehicles to reach a property. A few simple habits can prevent most concerns before they become problems.

6 Ways to Park Smart 1

KEEP ACCESS CLEAR

Do not block subdivision roads, driveways, fire lanes, mail delivery, snow-removal routes, or emergency access.

3

PLAN FOR GUESTS & CONTRACTORS

Tell visitors and service providers where they may park, especially during gatherings, construction, deliveries, and winter conditions. 5

CHECK SPECIAL-VEHICLE REQUIREMENTS

Before parking or storing an RV, camper, trailer, boat, commercial vehicle, or similar equipment, review current PLPOA requirements and applicable government regulations.

2

USE APPROPRIATE PARKING AREAS

Park in approved, established areas serving the property. Avoid safety hazards and encroaching on neighboring property.

4

STORED OR DISABLED VEHICLES

Check that vehicle storage, operability, screening, and duration comply with the governing provisions that apply to your property.

6

RESPECT PROPERTY BOUNDARIES

Parking should not occur on another person’s property without permission. Use reliable property records and qualified professionals for boundary questions.

BEFORE YOU BUY, BUILD OR STORE

Review current parking requirements before buying a vehicle, planning an event, beginning construction, or arranging long-term storage. SOCIAL SHARE Parking smart keeps roads clear, neighbors safe, and emergency access open. Before guests arrive — or an RV, trailer or boat finds a long-term spot — take a minute to check the parking requirements that apply to your property. Learn more at www.plpoa.com. PLPOA DEPARTMENT OF COMMUNITY STANDARDS

EDUCATION FIRST How PLPOA will engage on parking concerns Community Standards staff use an education-first, fact-based approach while preserving the Association’s ability to address unresolved violations under its governing documents. 1 • Awareness & Outreach

2 • Initial Review

Seasonal reminders, FAQs and examples of compliant parking.

Staff review the location, conditions, available records and applicable provision before contacting an owner.

3 • Courtesy Contact

4 • Clear Written Guidance

When appropriate, staff begin with a respectful conversation or courtesy notice and invite questions, context or voluntary correction.

Staff identify the applicable rule, describe the observed condition, explain the requested correction and provide a reasonable opportunity to respond.

5 • Collaborative Resolution

6 • Consistent Follow-Through

Staff work with owners on practical next steps when circumstances warrant, including guests, tenants, contractors, weather, access or short-term hardships.

Contacts are documented, conditions rechecked, corrections acknowledged and matters closed promptly when compliance is achieved.

7 • Formal Enforcement When Necessary

Established notice, hearing, fine and legal-remedy procedures are used when education and voluntary correction do not resolve a verified violation, or when immediate health/safety conditions require faster action.

WHAT OWNERS CAN DO

Communicate early if a temporary circumstance may affect parking or access. Respond to notices by the stated response date, even if you disagree or need more information. Provide useful facts: photos, dates, vehicle descriptions, permission from a property owner or other relevant records. Be neighborly. A courteous conversation can often solve guestparking or access concerns before a formal complaint is needed “Questions and good-faith disagreements are opportunities to clarify expectations and seek a workable resolution.”

SOCIAL SHARE A parking concern doesn’t have to begin with enforcement. PLPOA Community Standards starts with facts, clear guidance and respectful communication, with opportunities for voluntary correction whenever appropriate. Questions? We’d rather talk early. www.plpoa.com. PAGOSA LAKES PROPERTY OWNERS ASSOCIATION

KEEP IT FACTUAL & SAFE

IMMEDIATE THREAT?

Reports should be factual. Do not confront others, enter private property, or interfere with a vehicle.

For an immediate threat to life, an active roadway danger, suspected trespass, or another matter within law-enforcement authority, contact the appropriate public authority.

Our Commitment to Fair & Respectful Administration PLPOA is committed to consistent documentation, courteous communication, reasonable opportunities for compliance, and enforcement decisions based on verified facts and the applicable governing provision.

Clear expectations. Respectful communication. Verified facts. A workable path to resolution.
