Senior Legislative Strengthening Advisor: Myanmar The National Democratic Institute for International Affairs (NDI) is seeking to hire a Resident Senior Legislative Strengthening Advisor for Parliamentary Programs to implement multi-year, multi-million dollar USAID and DFID technical assistance programs to strengthen parliamentary and electoral processes in Myanmar. He/she will report to the Sr. Resident Country Director and be responsible for implementing NDI’s USAID-funded parliamentary program as well as a sub-national focused DFID program in Myanmar with NDI’s Sr. Resident Director providing overall program guidance, financial oversight, and technical support. A well-qualified candidate will possess broad knowledge of national and subnational governance and the ability to administer program activities, finances, and personnel in a challenging environment.

This position is subject to USAID approval. This position is based in the capital city, Naypyidaw where NDI maintains a parliamentary project office and a Parliamentary Resource Center (PRC), with travel to sub-national areas, and monthly in-person check-ins with NDI Myanmar leadership and donors in Yangon, and is currently anticipated to start as soon as possible. Salary is commensurate with experience and includes a generous benefits package. Due to the unique living conditions in Naypyitaw, the Resident Senior Legislative Strengthening Advisor must live in a local hotel and there are limited facilities to support a family. As such, this post only allows accompanied adults. In addition, due to the parliamentary schedule the position requires an alternative work schedule while parliament is in session, primarily working during evenings during that time.

Duties and Responsibilities The Resident Senior Legislative Strengthening Advisor will: • Oversee program design, implementation, and evaluation to ensure NDI is meeting program goals; • Provide management and oversight of staff as well as international consultants; • Oversee the work of NDI’s Parliamentary Resource Center (PRC) staff and ensure regular and adequate support to MPS through the Center. • Coordinate with domestic and international partners in the implementation of joint programming; • Establish and maintain close working relationships with parliamentarians, government officials and civil society groups in Myanmar, as well as the US Embassy, USAID, UK Embassy, DFID, implementing partners, and local/ international non-governmental organizations;

• In close coordination with the NDI Myanmar main office in Yangon, ensure adherence to NDI Washington and Myanmar policies and procedures, as well as to funder/donor regulations, ensuring the integrity of all financial transactions; • Adhere to NDI Myanmar’s administrative and security procedures; • Promptly report on program activities and political developments in Myanmar that may affect program outcomes to the NDI Myanmar leadership, Washington, DCbased staff on a regular basis; • Oversee the development, review and timely submission of program-related materials, including regular reports that measure and evaluate program results.

Required Skills and Experience • Undergraduate degree in a field of study related to international development; graduate degree in political science, international relations, public policy, law, or a related field preferred; • A minimum of ten (10) years of experience working with parliament, and a total of fourteen (14 years of overall professional experience required); • Ability to live and work in a challenging political environment; • Experience in results-oriented program design, strategic planning, and program evaluation; • Demonstrated ability to work effectively with senior political leaders, election officials, parliamentarians, civil society organizations and members of the donor and diplomatic community; • Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy-makers; • Track record of innovative programming, and ability to build, expand and maintain a strong network of key local contacts; • Ability to identify and expand the network of parliamentary experts from different parliaments to make sure partners are exposed to various experiences, and different trainers/consultants profiles; • Positive attitude and a high degree of flexibility in working with various senior NDI Myanmar staff across cultural and gender lines;

• Proven capacity to meet program goals while managing financial, administrative, and security responsibilities; • An entrepreneurial attitude with regards to identifying timely and strategic program areas, flexibility and willingness to adjust the program, provide rational for NDI Myanmar senior management, the Institute’s staff and donors and address challenges in a timely manner; • Sound political and negotiation skills, and extensive experience working on parliamentary and political party programs; • Superior oral and written communications skills to effectively present information in a clear and persuasive manner in English; • Exceptional analytical skills for interpreting complex program and political issues; • Willingness and flexibility to maintain a different working schedule when Union Parliament is in session. • Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders. • Experience in implementing large USAID-funded international development programs strongly preferred; • Working knowledge of PC-based word processing and spreadsheet applications; experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired.
