OVLC Working to keep Tax Incentives for CONSERVATION EASEMENTS permanent

A relatively new federal tax incentive for the donation of conservation easements has helped land trusts nationwide conserve an extra 535,000 acres of important lands in the first two years of its existence – a 36% increase over previous years. Although the tax incentive is set to expire at the end of 2009, there is an effort underway to make the incentive permanent.

The intent of this tax incentive has been to make the donation of conservation easements much more financially attractive for farmers, ranchers, and other owners of important conservation lands. It has achieved success by increasing the maximum deduction a

donor can take in a year from 30% to 50% of adjusted gross income (100% for qualified farmers and ranchers), and increasing the number of years over which this deduction can be taken from 6 to 16 years.

This tax incentive has benefited the Ojai Valley where the Ojai Valley Land Conservancy is currently helping landowners work towards donating conservation easements this year before the incentive expires.

Over the past several years, the Ojai Valley Land Conservancy has successfully worked with several Ventura River landowners to create conservation easements that protect key parcels along

the Ventura River. These partnerships significantly protect as much of Ojai Valley’s watershed as possible.

Unless Congress acts, this important conservation tool will expire at the end of 2009! Currently, there are two bills: the Conservation Easement Incentive Act (H.R. 1831) and the Rural Heritage Conservation Act (S. 812) –that would make the easement incentive permanent. There is bipartisan support for these landowner-friendly bills, although more support is needed. Earlier this year, members of The Sespe Fly Fishers graciously donated 35 trees (15 sycamores, 15 black cottonwoods, 5 coast live oaks) and their valuable time planting trees at the Confluence Preserve. Funds were provided by Patagonia founder Yvon Chouinard’s generous contribution to The Sespe Fly Fishers who donated it to help the Ojai Valley Land Conservancy’s restoration efforts along the Ventura River. This particular location is private ranch land that was donated as a conservation easement by the Wallevik family in 2004.

After the flood of 2005 washed several acres of this ranchland downstream, OVLC received grant funding to stabilize, restore, and protect the remaining streambank and ranchland. Planting these trees strengthens the streambank and provides valuable habitat benefits to both terrestrial and aquatic critters.

message from our new Executive Director, Greg Gamble

It has been a busy three months since I started work at the Ojai Valley Land Conservancy. My family greatly appreciates the warm welcome we have received from the community. My wife Darcy and I have enjoyed meeting many of you and look forward to meeting the rest of OVLC’s members and supporters.

Reflecting back on the last few months of immersing myself in the community and the work of the Ojai Valley Land Conservancy, the strongest and most frequent thing I have felt is “opportunity.” With the current state of the economy and its significant impact on contributions to non-profits, it may surprise you for me to say that. I’d like to tell you why I feel this way.

Success & Momentum. Since its founding, the Ojai Valley Land Conservancy has permanently protected land which is equivalent in size to 2/3 of the City of Ojai. On this land, OVLC maintains dozens of miles of trails, guides hundreds of hikers, and hosts thousands of visitors – school kids, hikers, bikers, and equestrians – every year. The Ojai Valley Land Conservancy has already protected 4 miles of the 15 mile long Ventura River, and we’re currently working on a project to protect an additional mile. We have several important projects underway around the Ojai Valley about which you will be hearing more soon. We’ve done all of this through the hard work of a talented staff and dedicated group of volunteers including our Board of Directors and so many others.

Good Projects & Great Vision. Despite past success, there are still many important lands to protect and a great group of private and public sector partners willing to help. We are in the process of developing a 10-year plan – including a 2020 conservation vision that we hope will be as clear as the name implies. This plan will help us focus on the protection of key lands with scenic, habitat, and recreational values in the Ventura River and San Antonio Creek corridors and other signature landscapes around the Ojai Valley.

Strong Partnerships. I regularly speak with donors who tell me that they want their gift to make an impact. Well, the success to date of the OVLC is the impact that supporters like you have enabled. The “opportunity” I see for the OVLC is really your opportunity to protect what we all love about this place for future generations. We hope to earn your continued support.

Euterpe Farms donates $1,000 in quarters!

$1,000 in coins has been gathered and donated to OVLC from drinking water sales at the roadside stand at Euterpe Farms, a native plant farm located on Rice Road, owned by OVLC members Scott and Betsy Smith. The water is raised from a well on the farm by an 85 year old restored windmill powered by breezes sweeping up the Ventura River. The roadside stand now dubbed “Euterpe Rest Space” offers a drinking fountain for passersby. Fans

of the water can bring a bottle to fill and drop their quarters in the honor box. A selection of native and organic plants cultivated on the farm is also offered for sale. “The Ventura River Preserve is our neighbor. The farm is a portal between natural open space and the village of Ojai so we take our responsibility seriously as a steward of this buffer zone. We want to introduce people to the plants and animals of the river, and create a

Native Seeds of the VENTURA River

OVLC friends and neighbors Lanny Kaufer and Scott Smith will be your leaders and interpreters for a native seed collection walk along the river’s edge in search of native plants in seed. Lanny, a long time OVLC friend and local ethnobotanist will lead the way, identifying many of the native plants of the alluvial terrace area of the Ventura River. Scott Smith, OVLC neighbor and owner of Euterpe Native Plant Farm will discuss which plants are easily cultivated for use in the home landscape. Lanny and Scott will share their collective knowlege about fall

berries and seeds found in this unique plant community and how they are used by birds and wildlife as habitat. They will also point out some of the plants used by the Chumash people. Participants will learn to identify and gather seed, which will be used to cultivate new plants for future restoration on the Preserve. OVLC members will have an opportunity to take some seed samples home to start their own native habitats.

The moderate 2 hour walk will meander along the river at an easy pace with stops along the way. We’ll start at the Oso Road trailhead and make our way downriver, ending up at a demonstration table where Scott will share secrets of cultivation from seeds of commonly found native plants. Be sure to bring water, a snack, sunscreen, gloves and wear sturdy hiking shoes.

When is Moonlight on the Meadow?

We’ve postponed it ‘til spring

OVLC’s annual signature fund raiser, has been postponed until Spring. Last year was lots of fun for all, and we look forward to this one being even better.

The Conservancy puts on the Moonlight event to provide an opportunity for the community to come together in support and celebration of the Ojai Valley’s beauty and this year will be no exception. More information will be forthcoming in our December newsletter.

No need to miss out on the Moonlight auction though, as we will be holding our second annual online auction in November. See page 8 of this newsletter for more information.

So many ways to help

In Memory of dear friends...

Beth and Wes Kent were two people who knew the value of giving, and the true meaning of enough. A cozy and comfortable home in an Ojai mobile home park was enough to meet their personal needs during retirement, so that they could use their time and resources to do what meant the world to them. Their passion for Ojai and its people shined in everything they did in their retired years together. From driving a van and building Kent Hall for HELP of Ojai to partnering to preserve natural open spaces in Ojai for the enjoyment of generations to come, they volunteered their time and resources to many of Ojai’s nonprofits.

Former OVLC director Jim Engel fondly remembers Wes Kent as OVLC’s personal “Santa Claus”. Every year from 1991 until his passing in 2005, usually around Christmas time, Wes would come into the OVLC office on a chilly winter day to say hello and inquire about how our work was going. He would leave his yearly membership donation, feeling genuinely good about making a difference in the community.

Throughout most of their retirement years Wes and Beth gave what they could to help keep OVLC’s work thriving. By 1999, they became so excited by the preservation of the Ventura River and Ojai Meadows preserves, they wanted to do even more. Though they continued to bring their annual membership donation, they also contributed gifts of matured stocks to help provide much needed capital funding for the preservation of these natural open spaces for the community.

After Wes passed, Beth continued to show her support for the future of Ojai through her OVLC membership. This year, though sad to hear of Beth’s passing, we rejoiced when Christmas came in July through a bequest from the estate of Wes and Beth Kent to the Ojai Valley Land Conservancy. An inspiration to us all, these two were Ojai treasures in the truest sense. They gave all they could for the benefit of the community in life, and truly left a legacy for future generations through their bequest. They will always live on in fond remembrance.
