Van die redakteur Goeiedag en hartlik welkom by ons 92ste uitgawe van die positiewe gemeenskapskoerant OVERdeBERG.

AARTO set to roll out in the Overstrand Overstrand's senior traffic officers successfully completed their training for the new Administrative Adjudication of Road Traffic Offences (AARTO) system.

Al sit ek hier in die verre Kuwait in die Midde-Ooste, is dit nog steeds ‘n voorreg om hierdie publikasie vir julle saam te stel en te vul met positiwiteit uit die Overberg. In hierdie week se uitgawe is daar heelwat nuus. Ons gaan maak ‘n draai by die Patatfees wat verlede naweek op Napier plaasgevind het en ons gaan kyk by Laerskool Bredasdorp na een van hul oud-leerlinge wat ook nou die groen en goud van Suid-Afrika oor die kop kan trek! The course consisted of different modules covering the administrative procedures, purpose of the legislation, demerit points, discounts, and a list of all the offences and infringements impacted by the legislation. The rest of the traffic officers will start their training soon, in order to be ready before the Aarto system is introduced in the Overstrand on 1 January 2022. The points demerit system will be introduced nationally by 1 July 2022. The single most important aspect of Aarto is the introduction of driver demerit points for offences committed. Failure to adhere to Aarto rules should result in driving licence and vehicles suspensions or cancellation of licences or professional driving permits. Traffic offences such as speeding have been removed from the Criminal Procedure Act, and will become the responsibility of the Road Traffic Infringement Agency (RTIA) to manage South Africa’s road safety and driver compliance. Serious offences including drunk driving and reckless or negligent driving will still be prosecuted criminally. Source: Overstrand Municipality/FB

Kombuiskuier Jacques Louw

Pennekaas-perfeksie Bestanddele: 250 g pennepasta 200 g spekblokkies (kan vervang word met eiervrug) 8 spinasieblare skeut suurlemoensap 2 tamaties (in dun skyfies gesny) 500 ml melk 6 eiers ½ eetlepel mosterd of mosterdpoeier 300 g gerasperde Cheddarkaas Metode: Kook die pasta in soutwater vir 12 tot 15 minute tot al dente. Verhit die oond tot 180 grade Celsius. Braai die spekblokkies tot amper bros. Verhit die spinasieblare in die skeut suurlemoensap vir ‘n kort rukkie. Meng die melk, eiers en mosterd in ‘n mengbak. Smeer ‘n middelslag oondbak met olie, en plaas die pasta, spek/eiervrug, spinasieblare en tamaties daarin, en meng dit. Voeg 100g van die kaas by en meng. Giet die melkmengsel bo-oor – dit moet die pastamengsel net-net bedek. Strooi die oorblywende kaas bo-oor. Bak vir 40 tot 60 minute.

Sous: 3 eetlepels sojasous 1 teelepel bruinsuiker 1 teelepel suurlemoenskil ½ koppie groente- of hoenderaftreksel Metode: Meng al die sousbestanddele goed saam. Verhit 4 eetlepels olyfolie in ‘n wok of ysterpan. Roerbraai die groente vinnig saam in die warm olie, en voeg die sous by. Bedien met rys of noedels. Resepte & foto’s: RSG Resepte

Al 4 dogters swem persoonlike bestes in meeste van hulle items. Mienke eindig in die Top 5 in die vlinderslag, dogters 12 jaar. Milla wen ‘n silwer medalje in die 50m rugslag, asook ‘n brons medalje in die 50m vryslag in die dogters 8 jaar afdelings. Baie geluk met julle al 4 se deelname asook die mooi prestasies. Baie geluk aan Joy Hans van Laerskool Gansbaai, wat op Saterdag, 13 November aan die Boland Atletiekbyeenkoms by Dal Josaphat deelgeneem het ter voorbereiding van volgende jaar se Bolandbyeenkoms wanneer sy haar nuwe Hoerskool verteenwoordig. Joy se uitslae was as volg: Verspring - 2de; 75m Hekkies - 2de; Spiesgooi - 1ste. Sy sal dan ook gedurende Desember weer aan 'n byeenkoms deelneem. Ons gelukwense aan Carli Swart van Laerskool Gansbaai, wat op Saterdag, 20 November 2021 aan die Elim Perdryuithourit van 80km deelgeneem het en stof in die oe van ruiters (oud en jonk) geskop het. Sy het met haar deelname die vorige Springbokrekord gebreek, wat voorheen opgestel is deur 'n se-nior ruiter. Hierdie prestasie is veral besonders omdat Carli (O/13) nie sonder 'n volwasse mag deelneem in 'n hoer klas nie en moes sy dus as 'n junior ruiter in die O/14-klas deelneem met haar pa as ‘chaperone’ om te kan kompeteer teen al die senior ruiters. Alhoewel Carli nie erkenning kan kry vir hierdie prestasie nie (agv van haar ouderdom), sal die rekord wel aangeteken word en is dit haar persoonlike beste prestasie - beslis 'n prestasie van hoogstaande gehalte en een om op trots te wees. Inauguration of Cape Agulhas Municipal Council and Election of Office Bearers The first inaugural meeting of the newly elected Cape Agulhas Municipal Council took place on 22 November 2021 at the Community Hall in Bredasdorp. All Councillors took a binding oath to obey and respect the Constitution and the laws of South Africa and perform their functions and duties as a Councillor to the best of their abilities. Cllr Derick Burger was elected as Speaker of the Municipal Council, Cllr Paul Swart was elected as Executive Mayor for a second term and Cllr Raymond Ross was elected as Deputy Mayor. The newly elected Executive Mayor, Cllr Paul Swart announced the members of his Mayoral Committee who will chair the Section 80 Portfolio Committees. Members of the committees will be finalised at the next Council Meeting. The chairpersons are as follows: 10

The Finance and IT Committee - Cllr Karin Donald, the Infrastructure Services Committee - Cllr Gerhard Olwage and the Management Services Committee - Cllr Raymond Ross.

Cllr Dirk Jantjies was elected as the Chairperson of the Municipal Public Accounts Committee (MPAC). The Democratic Alliance (DA) and the African National Congress (ANC) each nominated a list for a seat on the Overberg District Municipality and the following Councillors were elected: Cllr Raymond Mokotwana (ANC) and Alderman Johan Nieuwoudt (DA). Vrydag 19 November 2021 “STRANDROOF” ALONG THE OVERBERG COAST: ORIENTAL PIONEER 1974 Continued from page 12 Fishermen were seen taking whatever they could lay their hands on. The chief plunderers are reputed to be two wellknown Overberg divers – as they say in the army, “no names no pack drill”. These buddies sailed around with a trawler from Gansbaai. They cut a section open on the landside (Port side) and through this hole removed fridges, freezers and any big or large equipment out of the relatively luxurious Oriental Pioneer. It is told that the trawler was greedily so heavily laden that some hours after leaving the scene of the crime, the trawler sank. Newspapers reported on the wrecking, pollution, the use of a 21-ton burner to burn up all of the 1100 ton of oil still aboard, and the “strandroof” that took place. With regard to the latter, one reads of “Souvenir hunters have stripped the entire ship of valuables” and “The Wreck will doubtless be gradually stripped of the little remaining moveable equipment by illegal salvors, and will eventually break up under the onslaught of the sea”. One Afrikaans newspaper wrote, “According to the police, vandals have been stripping the ship to the point that the salvage team found it tough to move their equipment and belongings into the cabins. All non-fixtures that trespassers were able to remove from the ship were immediately stolen. It would appear that most .

11 On the bright side, it is said that Cape Diving & Salvage eventually had a salvage team of twelve men on board the Oriental Pioneer, and they lived in luxury with high praise for the owner’s suite and master’s cabin. The generator that had been put on board, provided power for all the ship's lights, refrigerator, the washing machine (for the dirty overalls) and even bedside lights. Furthermore, the flame (see photograph of ship) apparently attracted large shoals of elf and mackerel so that during offwatch periods, the men had only to toss a line into the water to catch more than enough for themselves and shore-side visitors. The story has it that it was an “insurance job”. It is said that the captain wanted to beach the ship in the safety of the sandy bay, but had misjudged the location of the Northumberland Reef. His miscalculation resulted in the ship running up onto this section of the Reef. As the story is told, the captain then reversed the ship off the reef and tried to sail the ship around it and into the bay. During the period of uncertainty with regard to payments for any form of salvage, the locals started to plunder the ship. When it comes to attending an auction or wading out to a shipwreck with the intention to salvage artefacts, most people experience a strange form of behaviour. In the case of both auctions and salvage, one always sets out with the initial aim of acquiring something of sizable value.

At this author's first auction, the aim was to make a cheap purchase of one or more antique stinkwood tables but, after being cut down to size by economic reality, returned home with only one small silver teaspoon. Something had to be bought! The same reality shock was experienced when, in November 1982, four of us waded out through the waves to the wreck of the Meisho Maru. This Japanese trawler had run aground some 1.6km west of the Agulhas lighthouse. The motivation to gamble with one’s life to board and enter into a breaking up shipwreck was to salvage items of value, like the ship's radar or radio etc. We were too late. The ship had been stripped bare. Even to the point that wooden panels had been ripped off the cabin walls. Again, true to this unexplained behaviour, all four left with something, even if it was a small brass nail. Something had to be salvaged! Since 1673 with the loss of our first recorded marine loss, the Dutch Fluit Zoetendaal, the Overberg boasts many such stories of “strandroof” and the purchasing of items at the auctions that were always held on the beach opposite a loss. One such intriguing story of “strandroof” unfolded in 1974. On Monday the 22nd of July the 58,926 tons deadweight obo carrier, Oriental Pioneer, was reputed to have 12

Struys Bay and Gansbaai fishermen went out to the Oriental Pioneer with their chukkie boats and dropped off people to commence with the looting. The story is gleefully told of how one well-known fisherman broke into the store room situated in the bow section and found thousands of canisters of paint. It is reputed that he recovered so many tins of paint that, once stored in his garaged in Struis Bay, he was unable to close the garage door. Continued on page 11 overdeberg2020@gmail.com
