Dear North Carolina Outward Bound School Community,
Fiscal Year 2025 proved to be both a successful and unprecedented year for North Carolina Outward Bound School (NCOBS). Following a great summer of changing lives through challenge and discovery, for the first time in the School’s history, one single stormHurricane Helene - impacted every NCOBS course area and physical assets. From Sunset Island in the Everglades to our base camps in Western North Carolina, the aftermath of the storm was felt strongly.
What emerged in the wake of Helene was nothing short of extraordinary. Students, staff, families, donors, and community partners came together with compassion, creativity, and an unwavering commitment to serve the NCOBS mission. Seventeen courses were cancelled or rescheduled, crews were supported, roads and trails were cleared, courses were rerouted, and eventually NCOBS resumed daily operations. With the help of our strong community, NCOBS was able to live what we teach, and at every
turn, we met the challenge with resilience, passion, and grace. From the aftermath of Hurricane Helene emerged innovation and new opportunities to expand our reach and deepen our impact.

Despite the challenges NCOBS navigated this past year, in this Impact Report, you will read about how we advanced our strategic plan, guided by five core pathways: Staff, Programs, Culture, Sustainability, and Impact. Across each pathway, NCOBS made significant progress in delivering our Program Progression Model, improving program quality, expanding access to the outdoors, and ensuring long-term sustainability.

This past year brought moments of disruption and moments of triumph, and through them all, our community stood strong. Thank you for your support of our students, staff, and mission.

Onward, Bea Armstrong Executive Director

Hurricane Helene hits Western North Carolina.
There were 66 people at the NCOBS Table Rock Base Camp, including students and administrators from Girard College in Philadelphia, adult semester course students, and NCOBS staff. A small number of staff and students were at the Cedar Rock Base Camp. All were reported safe with ample food supplies, water, heated shelter, and shower facilities. Both Base Camps had generators.

Evacuation efforts are underway.
The National Forest Service cleared four miles to a road washout that was impassable by car. Table Rock staff and the semester course students teamed to clear a path from base camp to the road washout. Staff prepared gear and lunches for Girard students to hike out the next morning.

OCTOBER 1
Girard students head home.
Table Rock Staff assisted the Girard students on a two-mile hike to the road washout. Cedar Rock Staff mobilized to meet the Girard Crew at the other side of the road washout with van transportation to meet their buses waiting in Morgantown, NC. The Girard Crew arrived home in Philadelphia and reunited with their families that evening.

Many heroes arose during and in the aftermath of Hurricane Helene. Here are just a few that NCOBS would like to recognize and thank for their extraordinary generosity, passion, and dedication:
The Dowd Foundation and The Glass Foundation were instrumental in NCOBS’s recovery efforts following Hurricane Helene. The Dowd Foundation provided funding support for key infrastructure projects at Table Rock, including a new student bathhouse, laundry facility, and the rebuild of its beloved ropes course.

The Glass Foundation provided critical support for Table Rock and Cedar Rock, providing funding to repair cabins, update staff facilities, and replace essential gear.
The generosity of these foundations helped NCOBS return to the field stronger and more prepared for the seasons ahead.

Forty wildland firefighters from Pacific Oasis, Inc. and PatRick Corporation volunteered at Table Rock Base Camp to help clear debris from Hurricane Helene and prepare the area for reopening. Over three days, the crew removed downed trees, branches, and brush from the roads and around buildings. They also felled several dead trees, leaving the wood neatly stacked along the roads.
From the base camps to remote locations, NCOBS staff jumped into action, working swiftly to ensure the safety and well-being of every student and staff member. Despite widespread communication outages and logistical hurdles, teams coordinated to account for needs, share updates, and provide support. Their steady presence, adaptability, and deep care for the community guided NCOBS through the storm and recovery.

“
I am stronger, I feel more capable, and I have more resilience... This trip helped me grow into the person I want to be. - Ivy F., Age 16

In FY 2025, NCOBS engaged 2,256 students in transformative learning experiences spanning 11,872 student participant days.
Participants ranged from youth and teens to adults, educators, veterans, and professionals. From the mountains of North Carolina to the Florida Everglades and the astonishing landscapes of Patagonia, Argentina, students have built confidence, resilience, and connections that will endure well beyond the end of course.

FY25 highlighted both the resilience of NCOBS and the strength of our financial stewardship as we navigated significant challenges, most notably the operational and fiscal effects of Hurricane Helene and having to cancel and/or pivot 17 courses. Throughout a year filled with storm recovery needs, NCOBS remained focused on integrating financial considerations into everyday decision-making, allowing the organization to manage resources responsibly while supporting our staff, students, and programs. These achievements were made possible in large part through the generosity of our donors and the steadfast support of our community partners, who stepped up at critical moments to ensure we could continue delivering our mission.

In the wake of Hurricane Helene came the opportunity to innovate. With more than seventeen courses disrupted, NCOBS staff leaned into creativity, adaptability, and long-standing partnerships to keep programs moving forward. In collaboration with the Daniel Stowe Conservancy in Belmont, North Carolina, courses for the Waccamaw and Charlotte Chapters of the American Leadership Forum (ALF) were successfully reimagined, allowing NCOBS to continue delivering meaningful experiences.

With ALF’s Charlotte chapter, NCOBS ran its first overnight program outside of a traditional course area and base camp setting. Participants shared an Outward Bound experience complete with navigation challenges, team initiatives, and solo reflection while camping overnight at the Daniel Stowe Conservancy. Despite changes, the core of the experience remained: challenge, connection, and growth.
These creative adaptations have broadened what is possible for future NCOBS programming.

“This is the perfect stepping stone as we are trying to reach more urban communities,” shared Jordan Gurkin, Outward Bound Professional Program Director. “It makes the outdoors more accessible and lessens the barriers to getting students on overnight programs.”

For over 25 years, NCOBS has partnered with Charlotte-Mecklenburg Schools to empower young people to initiate social change through the Charlotte Unity Project. What begins as a seven-day wilderness expedition—where students develop compassionate leadership, build resilience, and foster a strong sense of community—extends far beyond their time in the wilderness.
In Fiscal Year 2025, 42 students attended a weeklong wilderness expedition with NCOBS. Equipped with new skills and perspectives, students brought what they learned back home with them to implement Unity Projects that create positive ongoing impact in their communities. Projects ranged from planting gardens and cleaning the environment to organizing donation drives and spreading cheer to their classmates.

“Together, we are truly educating the whole child- their minds, bodies, and spirit through Charlotte Unity. The students learn life lessons in the woods... Let’s not relegate our learning to the pages of a textbook or a laptop. Let us venture into the wilderness, where we can learn about ourselves and each other, and about the world.”
DR. INGRID W. MEDLOCK, Chief of Staff and Community Engagement for Charlotte Mecklenburg Schools

Sunset Island, a small island just off the coast of Everglades City, Florida, has been home to NCOBS’s Florida programs since 1974.
From our unique base camp, generations of students have launched their journeys into the Ten Thousand Islands National Wildlife Refuge Islands to discover what it means to lead, to serve, and to grow through challenge. But today, Sunset Island faces growing risks of sea level rise, hurricane frequency, and ongoing maintenance needs that pose challenges to the long-term sustainability of this beloved island.
In Fall 2023, NCOBS launched the Sunset Island Task Force as part of our Strategic Plan’s Sustainability Pathway. The group was charged with assessing the site’s future and determining how to protect its legacy while preparing for the realities of a changing climate. After months of collaboration with expert engineering firm Brizaga, the task force presented its findings to the NCOBS Board of Directors. In March 2025, the Board voted “yes” to partially fortify Sunset Island against these impending threats.

Key components include selective site elevation, infrastructure upgrades, public utility connections, enhanced coastal protection, and further upgrades.

The approved plan focuses on a site-wide upgrade designed to enhance disaster resilience, operational reliability, and sustainability of the base camp.

Sunset Island has long been a place where students learn, navigate uncertainty, and grow through challenge.

With this investment, we are ensuring this legacy continues while ensuring student safety, minimizing environmental disruptions, and preserving the island’s natural learning environment.
