As a result, however, the country began spending millions of dollars on cement imports as local production could not sustain demand. “The turning point came in 2012 when the government called for a series of cement plants to be built locally, leading both national and foreign investors to construct new such facilities in different locations across the country.”
conomic diversification. Described by the World Bank as arguably the greatest challenge facing developing countries, small economies and landlocked nations that are primary commodity dependent, it is crucial to achieving sustained, job intensive and inclusive growth. For Ethiopia, such rings particularly true. Deemed the fastest expanding economy in the world after recording an annual GDP growth rate of almost 10 percent between 2008 and 2018, Africa’s third largest inland nation has been looking to consolidate on recent gains by bolDanilo Trugillo stering its infrastructure and public and private offering. Danilo Trugillo, the Country Manager of Dangote Cement Ethiopia, explains: “To support Ethiopia’s strategic plans and ambitions, the

Embracing the challenge and opportunity to make a critical contribution to Ethiopia’s sustained growth and development, the company earmarked $650 million for the construction of a flagship cement manufacturing facility at a 135-hectare site in Mugher – a town situated 83 kilometres west of Addis Ababa. Inaugurated June 3, 2015, the facility is able to produce 2.5 million tonnes of cement every year and accounts for 30 percent of the entire local market. “We’re proud to have stabilised the cement shortage and its resulting artificial price escalation here in Ethiopia,” Trugillo states. “Our plant has changed the cement business perspective of the country with regards to service in terms of product availability, price and quality. It plays a vital role in controlling the cement market of the country.”

UNENDING INNOVATION Indeed, the company has garnered a revered reputation as a result, underpinned by its emphasis on maintaining a best-in-class operation. The Mugher plant itself provides the evidence: it is the only cement facility locally to have vertical mills for its grinding processes and is uniquely run by a sophisticated robotics system, helping to ensure its products are in line with world class standards (32.5R and 42.5R). Meanwhile, all of its machinery and control systems have been delivered by high-class European original equipment manufacturers. Its in-house packaging facility that is currently under development and set to be functioning in March 2020, for example, will leverage Haver & Boecker’s ROTO-PACKERs and automatic loading bag technologies that have the capacity to load 6,000 tonnes of cement every eight hours. “Once complete, this facility will
produce approximately 60 million polypropylene cement bags per annum,” Trugillo affirms. “And in the cement plant our modern robotic laboratories strictly monitor product standards, and online gamma metrics system analysers are used from the raw materials stage right up to the final product.” Operating these advanced technologies are the company’s equally adept, highly trained staff that adhere to stringent quality assurance processes to likewise guarantee quality and consistency. Yet beyond those employed in technical positions, the company is responsible for the livelihoods of thousands of others. “Our factory creates employment opportunities for more than 3,000 people in permanent, contract and agencies directly and indirectly,” Trugillo states. “Moreover, there are 20 SMEs with more than 900 members combined benefiting from the company through job opportunities,

DANGOTE CEMENT ETHIOPIA PLC and between 50 and 100 people benefitting from job opportunities as daily labourers. “We also have a fleet of 420 trucks that is manned by our capable logistics team – critical to supporting our inbound and outbound supply chain, and further making sure of the smooth, seamless and reliable production and delivery of cement products.”
A SOCIAL STALWART Reducing imports and bolstering employment are not the only ways in which Dangote Cement is able to contribute to the Ethiopian landscape, however. Corporate social responsibility initiatives are also a major part of the organisation’s overall remit, the national division having invested more than $3 million in such programmes since inaugurating its plant four and a half years ago, including schooling improvements, supplying water to Mugher town, and building roads for Mugher and Inchini towns. “Another area in which Dangote Cement Ethiopia is unique is the fact that we are free from environmental pollution,” Trugillo reveals. “We undertake a major tree plantation project every year to balance the nature of our operations in the mining area and compound of the plant, and use new technologies which are unique to our plant that allow us to leverage old tires, plastic bottles of water and tattered bags of cement as a source of energy, subsequently minimising our environmental footprint pollution.” Indeed, such practices resonate particularly well at a local level, creating an aura of respect and appreciation around the enterprise. “Being one of the top foreign direct investment companies in Ethiopia, Dangote Cement is always the preferred company for vendors in the domestic scenario,” Trugillo explains. “It’s the company’s image and reputation that has helped to build trust, along with the transparency of 12 | Africa Outlook issue 80

he foundation for the establishment of Derba MIDROC cement was laid down on February 13, 2006 with the objective to play a momentous role in turning around and transforming the Ethiopian cement manufacturing sector, which was then struggling with the shortage of supply and consequently unbearable prices. We joined the Ethiopian cement sector with a sizeable cement plant and state-of-the-art technologies. Scores have joined the sector since then including Dangote Cement Ethiopia, which is being featured in this edition of Africa Outlook. With our collective effort, the Ethiopian cement industry is currently experiencing increased supply and stabilised prices. Today, Ethiopia is also a net exporter of cement. We are committed to environmental and social protection from the get-go. This is evident in our environmental and social management plans and actions, which we executed (during the construction of our plant) as part of the regulatory requirements of Ethiopian laws, and also as part of the environmental and social standard requirement of the International Finance corporation (IFC), which was one of the lending banks involved in the financing of our current plant.
in community development activities, through our corporate social programmes, and we are also working together with our partners in the Ethiopian cement industry to partially replace the use of fossil fuels with biomass fuel alternatives. For those of you who are numbers and statistics enthusiasts, the following summarises us… We are based in Muger Valley, Ethiopia, approximately 70 kilometres northwest of the Ethiopian capital, Addis Ababa. Our plant was built with an investment outlay of around $500 million. We plan to double our production capacity, which currently is 8,000 tonnes of cement per day. We mainly produce OPC and PPC cement that meet the requirement of the Ethiopian National Standard. Currently, we command a 20 percent market share in the Ethiopian cement market and are expanding to markets in northern Kenya and Somalia. Haile Assegide Chief Executive Officer

our operations within the community and regulatory agencies from the government. “Our aim is to always be part of the solution in resolving national challenges, aiming to localise the main inputs of our work. This spans everything from the supply of spare parts and raw materials to fuels and other associated products and services.” Its staff unsurprisingly have a similar affinity for their employer, testament to a series of progression programmes that are tailored to each individual. AT THE HEART OF AFRICA’S ECONOMIC REVOLUTION In contrast to these international ambitions, however, there is still much to be done at the local level in a broader Ethiopian context.
The second GTP covering the period 2015-2020, focussed on the industrialisation of the country, is nearing its end and has slightly underperformed owed to different social, political and economic factors. As a result, Ethiopia continues to lag behind many of its African counterparts. “Cement consumption per capita in Ethiopia is still at 75 kilograms while adjacent countries like Egypt are already at more than 300 kilograms,” states Trugillo. “This does, however, show huge opportunity in Ethiopia for the medium term, should the number of projects that the government has

capacity to finance rise.” Pointing to a report which suggests that a possible increase can and will happen, the Country Manager is able to conclude our conversation with a degree of optimism, confident that not only the construction sector but the country as a whole is heading in the right direction. He affirms: “Ethiopia’s capital budget expenditure has been rising continuously during the course of the past 10 years, and total cement consumption will be increased further should the growth of urban populations be supported by a proportional
increase in incomes. “Naturally, the need for more housing and the associated infrastructure will cause construction demand to increase. And for me, Ethiopia’s high construction demand will stay at the heart of Africa’s economic revolution, with the industry predicted to grow by at least 15 percent in the next year. “For us at Dangote, the plan is to double capacity and become more aggressive in export markets. Looking longer term, the ultimate way for our company to be more competitive is to improve our productivity and reduce our emissions, so for the next three
years we’ll also be aligning with the country’s ambition to have a clean and resilient green economy. “It will certainly be a busy but exciting time ahead.”

Within its domestic markets, African construction is a booming industry, and Dangote Cement stands as a key player in the sector across many countries. The company is a subsidiary of the industry giant Dangote Industries Limited; an international, diversified and fully integrated conglomerate.

The Group’s interests span a range of sectors in Nigeria (with its headquarters in Lagos) and across Africa. The core business focus of the Group, which started operations in 1978, is to provide local, value-added products and services that meet the ‘basic needs’ of the populace. T
he year 2011 marked a major breakthrough in the development of Zambia. After several years of impressive economic growth, averaging 7.4 percent a year between 2004 and 2014, the World Bank declared it a middle-income country, its copper mining and construction sectors contributing enormously to national GDP. Indeed, investment in largescale infrastructure projects is one of Zambia’s key strategies to fuel economic growth, the building sector witnessing something of a boom in recent years, despite overall economic growth slowing to four percent in 2018 and two percent in 2019 if estimates from the African Development Bank are proven correct. Since 2015, Dangote Cement Zambia has been a major supplier to the landlocked nation’s construction market. Part of the Dangote Cement family, the division is one of 10 country-based operations which between them form West Africa’s leading cement producer, turning over in excess of $2.2 billion and providing employment for 24,000 people. And the Zambia business hit the local market at just the right time, although the sector has reached an important crossroads according to Country Head and CEO Agostinho Henriques. “The cement industry in Zambia is going through a challenging period of time,” he says. “We have enjoyed a boom in the construction industry over the last two years that allowed the sector to work with high occupancy rates, but since the last quarter of 2019 we saw a clear downtrend in the volumes sold. “The boom was based on government debt that fuelled big infrastructure projects – however, right now, the Zambian government is rethinking its strategy and putting on hold new projects. Raised and educated in Portugal, he was destined to work abroad after beginning his professional working life at the world’s leading cork producer Group Amorim, a tenure which the multilingual executive describes as the perfect springboard to an international career. “In 2007 I made my entrance into the cement world when I joined Secil Group,” Henriques recalls. “With them I participated in two big projects in Lebanon and in Tunisia, and this adaption to diverse multicultural environments is what I believe pushed Dangote to invite me into their Pan African organisation.” 30 | Africa Outlook issue 82

THE CEMENT CONSUMPTION PER CAPITA IN ZAMBIA IS LESS THAN 90 KILOS, ONE OF THE LOWEST IN THE WORLD” BUILT ON QUALITY And, having been at the helm in Zambia since October last year, he has witnessed enough to be optimistic about the prospects for Dangote and the national cement industry more widely. “We are optimistic in the long term,” he continues. “The cement consumption per capita in Zambia is less than 90 kilos, one of the lowest in the world. Our industry is closely linked with the economic performance of the country, so consequently in the short term we are expecting some challenges. “But we expect after the 2021 Presidential election that there will be
a new uptrend. Zambia will become the regional platform for the cement supply in the sub-region that includes Malawi, Burundi and Zimbabwe.” Dangote is also very well-placed to compete for the tightening market share that Agostinho earlier referred to. The Country Head and CEO outlines several pillars to the company’s strategy which has enabled it to differentiate itself from competitors, the first and most important being the production of a premium product at an affordable price. Dangote’s own transport fleet of 300 trucks allows for a highly efficient logistics operation widely considered to be the best available, the Zambian plant producing 42.5R cement to compete against lower grade but more common 32.5R products. It is located in Ndola in the country’s Copperbelt province, the main industrial heartland where the copper mining industry is based. Served by a formidable limestone reserve of more than 240 million tonnes, the facility is able to produce 1.5 million tonnes of cement a year thanks to the work of its 1,150 employees. Major clients include importers from the likes of the DRC and wholesalers 32 | Africa Outlook issue 82
and retailers, a service which is also reliant on Dangote’s own transport fleet of 300 trucks, allowing products to reach their final destination in an efficient and accountable manner. This prompts Henriques to praise the important role played by the firm’s network of suppliers and partners, companies without which it would not be able to operate smoothly on a day to day basis. “We are a company that empowers local producers,” he says. “Therefore, the logistics chain is crucial for us. For example, we have to bring north 15,000 tonnes of coal per month, and our truck fleet can only transport 30 percent of those volumes. “Therefore, we have put in place
a partnership with Zambia Railways and several local transport companies to fulfil the remaining delivery requirements. And because Zambia is landlocked, we are also reliant on regional logistical routes to supply our plant with all of the spare parts that we cannot procure locally.” Henriques highlights the importance of transporting coal to the plant in Ndola, something which he is actually hoping to reduce as the company further utilises the power of alternative fuels. In a bid to reduce its carbon footprint, Dangote Cement Zambia is making use of other sources of energy, including sawdust, tyres, used oil and even damaged paper bags.

“We also decided to start the massive project of a tree plantation,” Henriques adds. “During the first few months of 2020, we already planted more than 5,000 trees as part of our strides to neutralise our carbon impact. We know that it’s a long and challenging path, but we are resolute about following it.” Indeed, a major objective for the remainder of 2020 and beyond is to make further progress towards becoming a truly sustainable entity. Its target is to replace 15 percent of its coal consumption by 2021, and plant well in excess of 5,000 new trees a year for many years to come.
COMMUNITY CUSTODIAN As well as operating with an environmentally sustainable mindset, the company is also serving as an 34 | Africa Outlook issue 82

The most obvious means is through direct employment, with 95 percent of its workforce being Zambian nationals who have the opportunity to work their way up the organisation thanks to empowerment-based management succession programmes. The Country Head and CEO is one of 34 expats at the firm. The others are
responsible for key technical positions, half of which Henriques is aiming to have filled by Zambians by 2022. This commitment is enshrined in a memorandum of understanding with the Chiefdom of Masaiti community, Dangote also helping to deliver socioeconomic prosperity in a number of other ways away from its business at the cement plant.

“We are fully engaged with the local community and have an annual corporate social responsibility plan to empower the surrounding area through social actions,” Henriques says. “These include community road repairs, water projects and supplying fertiliser to farmers, as well as school building works and other projects.” As part of International Women’s Day celebrations, the company donated an assortment of products to a local cooperative group, as well as sanitary pads to secondary schoolgirls, many of whom lack access to such products meaning they often miss out on valuable time in class.

Writer: Tom Wadlow | Project Manager: Joshua Mann espite facing political and economic instability in recent years, the Republic of Congo’s economy appears to be heading in the right direction. According to the World Bank, GDP growth for 2019 is expected to be recorded at 5.4 percent, an upward curve predicted to continue into 2020 and 2021, gaining an average of 1.8 percent per year for the next two-year period. This outlook is based on a strong oil and resource sector and a growth in investments – in 2018, around 17 percent of GDP derived from investment, a figure which is forecast to rise to 22.7 percent during 2019 to 21, assuming favourable oil prices and budget surpluses. It also requires a stable political picture. November 2017 proved to be a significant turning point, after a ceasefire agreement was signed between the Congolese Government and representatives of the former rebel leader Frédéric Bintsamou. Since then the country has benefitted from a period of peace and security, a status quo which is gradually seeing investors return to the country. Indeed, the non-oil sector also has its role to play, and 2017 also marked the entry of Dangote Cement, West Africa’s leading cement producer, into the Congolese market. “Operating as a business unit of Dangote Group in Congo, the largest conglomerate in West Africa and one of the largest in the African continent, it is important for us to play our part in the ongoing development of the country,” comments Afroz Ansari, the company’s Country and Plant Director. “We want to play a lead role in the writing of what is a constantly evolving development story here.” Ansari is very well-placed to lead Dangote’s growth and progression in Congo. The industry expert has a long CV of experience spanning 40 years, working for numerous cement production firms across the likes of India, Saudi Arabia, Oman and Tanzania before joining Dangote in late 2018. “After completing my university education, I opted to join the cement industry instead of the Indian railway sector,” Ansari recalls. “My first job in this space was as a trainee in production and quality control, gradually climbing up the ladder to reach a position of Plant Director/Country Director here in Congo.”
KEEPING CONGO BUILDING Ansari’s job is to ensure the continued success of the Congolese division. Its cement plant is the largest ever to have opened in the country and is located near Mfila, situated on the road between Pointe-Noire and Brazzaville, Congo’s two major settlements and home to more than half of the population.

DANGOTE CEMENT CONGO “Meanwhile, all operations from our central control room are coordinated using technology from Siemens – this is transforming our industry and differentiates us from other cement producers in Congo.” The Mfila site is able to draw on 144 million tonnes of limestone reserves, a long-term resource that will be important as Congo and the wider region bids to increase infrastructure building to cater to fast-growing populations. Indeed, all Dangote plants are designed to make higher-strength cements such as 42.5 and 52.5 grades – these will increasingly be required as the size and height of buildings increase in Africa’s growing and urbanising economies, Congo being one of them. This, as well as the Mfila plant’s strategic location, feeds into another competitive advantage in the form of Dangote’s supply chain network.

The group’s size and financial strength enable it to invest in strong distribution capabilities at costs unattainable by smaller and less financially secure competitors, and Ansari is quick to praise the critical role that all Dangote Congo partners and suppliers play in its ongoing operations. “Be it procurement or sales and marketing, the company’s supply chain operations are of the utmost importance, and all the time interdependent across the length of the operation,” adds Ansari. “Positive engagement with suppliers has and will continue to play a major role in success of our business. Local partners and import suppliers are identified and selected very carefully, and we always try to encourage the use of local companies where possible.”
A SUSTAINABLE, RESPONSIBLE FUTURE Such empowerment of local enterprise is typical of Dangote’s approach to doing business in Congo. Not only are local staff being empowered and trained to take over plant operations from the Chinese firm which built it, they are also encouraged to give back to the local
CONSTRUCTION community in the form of clean-up activities and other programmes which make up Dangote’s corporate social responsibility strategy. From conducting awareness and training schemes for neighbouring villages on education and health, to financing and supplying the construction of bridges, roads and school buildings, the company has been an active corporate citizen since arriving in Congo in 2017. In the summer of 2018, for example, it helped deliver a brand-new school building in Mfila, a facility which is able to accommodate 245 pupils. Dangote is also working hard on plans to develop a new hospital building in the area, a project which Ansari hopes will come to fruition within the next

Sticking to these principles will ensure the company leaves a positive lasting legacy on Congo, something which Ansari is determined to build in the coming years. The Country and Plant Director outlines four major objectives Dangote will be working towards through the rest of 2020 and beyond, two of them being to maximise the capacity at the Mfila site through a growth in sales and to diversify the product portfolio with new products.
The other two targets centre on energy. Not only will Dangote begin to make use of alternative, non-coalbased fuels, it will also adopt enhanced energy conversation practices in a bid to become a more environmentally sustainable operation. Ansari concludes optimistically: “Growth in regional demand is expected to be at around eight percent on a year on year basis – local as well as regional demand will be driven by government spending on infrastructure development. “Dangote will be striving to sustain and grow with improving operational efficiencies and cost management, despite low cement market demand versus production capacity. We will continue to improve our operations with continuous engagement of all internal and external stakeholders to ensure a long, prosperous future.”

DANGOTE CEMENT CAMEROON One of the company’s biggest challenges is power supply. Lots of countries within Africa have a poorly developed or non-existent electrical grid, however, Dangote has implemented internal generation capabilities to become self-sufficient in power. There are now on-site power plants at most of Dangote’s production facilities in Nigeria, Senegal, Tanzania and Zambia. Dangote Cement operates in a number of countries within the region, such as Nigeria, Congo, Ethiopia, Ghana, Senegal, Sierra Leone, South Africa, Tanzania, Zambia and of course, Cameroon.
CAMEROON OPERATIONS Cameroon is bordered by a host of African countries. To its west sits Nigeria, Chad its northeast, the Central African Republic to the east, while the Equatorial Guinea, Gabon and the Republic of the Congo are to its south. In Cameroon, Dangote Cement’s 1.5Mta cement grinding facility, with a dedicated jetty for offloading clinker directly to the plant in Douala, opened in March 2015 and was the first entrant in Cameroon’s cement market in 40 years. Currently, Dangote Cement imports clinker from third party suppliers. In time, it plans to import clinkers from its factories in Nigeria, guaranteeing higher-quality material. In Cameroon, clinker is ground with the local pozzolana additives and the primary product is bagged 42.5grade cement. Dangote Cement is of the highest quality and comparable to any quality cement brand globally. Cement from Dangote’s modern factories is sold in 50 kilogrammes bags, 1.5 tonne jumbo bags and in bulk tankers. Stringent quality assurance processes are put in place so that customers can be assured of receiving a high-quality product that meets all required technical standards.

The firm is planning on opening more factories to support even higher demand in the future, both in Nigeria and other African countries. As part of its corporate social responsibility project, Dangote Cement Cameroon handed over Personal Protection Equipment (PPE) kits worth around 100 million CFA francs to the country’s Ministry of Public Health to support healthcare workers on the frontline against COVID-19. At the time, Abdullahi Baba, Country Manager, Dangote Cement Cameroon, commented: “These are important products for medical personnel. Dangote Cement is a corporate responsible company. Our concern here is the health of citizens.” Support materials handed over to the Ministry of Public Health include 15,000 masks, 10,000 shoe covers, 3,260 litres of chlorinated water, 120 thermo-flashes, 90,000 gloves, 100 sprayers and 1,440 packages of food supplements. The donation was intended to protect healthcare personnel on the frontline, was received by Alim Hayatou, the Secretary of State to the Minister of Public Health, in charge of the fight against epidemics and pandemics. This year, Dangote Cement has
ambitious targets. The firm plans to increase the capacity of its 1.5Mt/yr Douala cement grinding plant near the Cameroonian capital of Yaounde to 3Mt/yr. The Nigerian Guardian newspaper reported that the firm’s current expansion plan aims to exploit multiple trade routes within the African Continental Free Trade Area (AfCFTA). Aliko Dangote confirmed that the plant is its largest greenfield project in a neighboring country. “We don’t just share a border but also a long history of brotherly relations dating from our colonial days. Owing to the rich culture and history that we share; we have a better understanding of Cameroon. “Our desire to increase our investment with the Phase Two project is not just based on not only the fast growth rate of the Cameroonian economy but also due to the warm welcome extended to us and the enabling environment created by the government of Cameroon. Our choice of Cameron for this multi-billion-dollar investment is quite strategic. “Cameroon is the largest economy in Central Africa and is well endowed with abundant natural resources. The country also enjoys political stability, adequate security and growing infrastructural development. In addition, President Biya has created an enabling environment that has continued to attract investors both from within and outside the African continent.”

Sika is further expanding its presence in West Africa and starting operations in a new facility for mortars in Cameroon. Following the foundation of the national subsidiary in 2016 and the opening of a concrete admixture plant in 2017, the company is now investing in a new mortar manufacturing facility. hana has come an extraordinarily long way over the past three decades. Once impoverished and on the verge of economic collapse, fast-forward to the present day and the situation is unrecognisable. Yes, the onset of COVID-19 has disrupted growth and will cause some tremors, but the past few years have seen Ghana’s GDP grow at some of the fastest rates in the world, with gold, cocoa and oil among its key exports and drivers of prosperity. This has enabled its government to embark on ambitious infrastructure programmes. Driving a One District, One Factory policy, the idea is to create jobs through the setting up of factories and industries as the country embraces greater levels of industrialisation. One such industry is cement, a critical supplier to all infrastructure and building projects taking place across Ghana. “Ghana’s cement sector is both challenging and exciting at the same time,” comments Brice Houeto, Country CEO for Dangote Cement, the continent’s leading producer. “For example, the most basic cement raw material is limestone, and Ghana is not fortunate in the sense that it does not have large enough reserves for cement producers to draw upon. “However, the industry has been able to overcome this and the amount of construction going on here is above average compared with the rest of the continent, therefore we are seeing a sustained growth in cement consumption. “The number of players entering the industry is also increasing very quickly, which of course presents a challenge but means we operate in a dynamic and vibrant sector.” Indeed, Dangote can be credited for catalysing the competitive buzz seen within Ghana’s cement industry today. It entered the market in 2010, breaking a long-held monopoly and
introducing both a quality and large range of products not seen previously. Today, the company dispatches cement both in bags and bulk from its Tema facility (Greater Accra), an operation which employs around 1,300 local people and sells into the domestic market and nearby countries. Current capacity stands at 1.2 million tonnes per annum, a capacity that could be supplemented in case of a surge in demand by the group from other Ecowas production sites. STANDING APART For Houeto, there are two major reasons why Dangote stands above the competition in the Ghanaian market. “The first is simply about quality,” he says. “What we produce is unmatched, and Dangote is trusted and recognised as such by building professionals all over the country. “Second is our enormous logistics setup and capabilities. We have a fleet of over 1,200 trucks which are delivering products to customers, a capacity that is simply unrivalled and 54 | Africa Outlook issue 84
unheard of. So, not only do we make the best quality cement, we are able to deliver it more efficiently to every corner of Ghana than anybody else on the market.” Indeed, such has been the success of Dangote Cement Ghana, the Country CEO outlines plans to upgrade and optimise the operation. “Much of this work involves upgrading our processes and making improvements in productivity,” Houeto continues. “By the time this is completed, we anticipate making
productivity gains of up to 30 percent. “The COVID-19 outbreak has delayed things slightly, but we expect to complete phase one of our plans around November this year, assuming we’re able to start making progress again in September. “Phase two will begin in the first half of 2021 and involves redesigning the workflow at the plant, creating a clear distinction between the industrial and background support parts of the business. That will enhance both safety and productivity.” With the Tema upgrades now expected to be completed by around the end of 2021, Dangote is also planning to build a new grinding plant at Takoradi. Nestled on the coast around 230 kilometres southwest of Accra, it is designed to produce around half a million tonnes per year and will help the company to fulfil increasing demand in the local market.

on our costs, operational efficiency, and even more so our customers’ satisfaction, is huge.” Dangote’s support of local communities stretches far beyond providing opportunities for supplier companies. Not only does the company itself provide major employment opportunities through its Tema plant and 1,200-strong distribution fleet, it also engages various community stakeholders through programmes that are entrenched in sustainability. “Over the 10 years we have been in Ghana, Dangote has continuously increased its involvement with members of the community through many different activities,” Houeto says. “For instance, we have a greenhouse initiative which is about safeguarding the environment around us, and every year we partner with local forestry commissions to plant trees around the coastline in the Tema area. “Everything we do in the community is focused on sustainability, whether it is do with the water supply, developing schools or helping hospitals – a self-fulfilling reward of our daily job.”
OPTIMISTIC OUTLOOK Indeed, central to the Country CEO’s stance on Dangote’s commitment to communities is the impact such initiatives will have in the long term, the message very much being that the company is here to stay.
CONSTRUCTION
Having achieved the milestone of 10 years in Ghana, the firm has a strong foundation from which to further develop its brand and reputation, the clear disruption being caused by the COVID-19 outbreak only being a temporary hurdle to overcome. Indeed, the pandemic has forced Dangote to adapt to new and innovative ways of working, something Houeto is eager to embrace permanently. “Like many businesses, Dangote Cement Ghana had to learn to cope with the constraints of the pandemic,” Houeto says. “The health and safety of our personnel as well as our customers is of utmost importance. One of
the ways we found to preserve what matters the most was to fast-track working at home, so we digitalised our transactions as much as possible. “We have kept our employees safe and our customer service has not been weakened, and so I would like to take some of these new ways of working forwards, especially where digitisation has made us more effective.” This ‘new normal’ leaves Houeto optimistic, not only about Dangote’s own fortunes in Ghana but the wider economic picture and demand for cement as the company moves into its second 10-year chapter. He concludes the conversation buoyantly: “I can only see growth in
this industry over the next decade. Demand will continue to rise both in Ghana and regionally – the need for housing, schools and other vital infrastructure is going to increase. “Dangote entered the market at a very low base in terms of output and consumption, and there is so much space still to move into.”

ccording to the African Development Bank, Senegal is set to experience a wave of economic prosperity in the coming years. Having achieved an economic growth of 6.8 percent in 2017, the country is now forecast to expand a further seven percent this year, driven by a surging mining industry, new infrastructure developments, a widening energy supply and improved production services. With a population of 16 million people and an abundance of raw materials across the country, Dangote Cement has proudly been flying its flag in these Senegalese tailwinds for four years, both expanding its own productive capacity and aiding national economic development during this time.
Setting the standard
Entering the market in January 2015, Dangote Cement Senegal (DCS) currently operates a single major cement production facility in Pout, located 55 kilometres east of Dakar. “The Dangote Group itself is the biggest producer of cement across the whole continent, and despite the

Group’s broad scope, DCS is becoming an increasingly important part of the business in West Africa,” explains Luk Haelterman, Dangote Cement’s Country Head for Senegal. This strategic importance is largely owed to the 300 million tonnes of proven national limestone reserves – a key component in the production of cement that is sparsely found across the rest of the continent’s western coastline. Tapping into these reserves by setting up shop in Senegal, DCS has fundamentally transformed the cement market. “DCS in fact introduced 42.5-degree cement to the major market in Senegal upon entry, now considered to be the highest quality product available here,” explains Haelterman. “Prior to this, the cheaper 32.5-degree cement dominated the market – a grade that we ourselves do still produce alongside our higher quality product.” In the space of just four years DCS has more than consolidated its position, now accounting for roughly 26 percent of the local market and 20 percent of Senegal’s production capacity, producing 1.5 million tonnes of cement per annum.

Equally, the Company has maintained an annual growth rate of between 10-15 percent during this time, already approaching its total production capacity. This fast growth has largely been facilitated by not only its improved offerings, but also through its emphasis on supporting the local economy. “Our culture is Africa,” Haelterman states. “We have ensured that our image has been aligned with two key principles from day one: maintaining high quality, and taking a local approach in everything that we do.”

Such has been readily reflected in DCS’s preference on providing working opportunities to Senegalese talent, with the firm’s expat headcount having dropped from more than 200 in 2015 to just 17 today. Equally, DCS looks to source its materials locally where possible. opt for using mineral alternatives, but we ensure that we are actively supporting the local chemical industry by sourcing fosfor gypsum from our partners. “However, whilst we have an abundance of clay, limestone, and other materials in Senegal, some of the key elements of our production processes are simply not available in the country, so we need to source materials of foreign nature,” he adds. “But, even when we do so, the majority of the time these come through Senegal intermediates, allowing us to ensure that we stay committed to our Africa-first culture as best as a we can.”

Reaching new heights
Having positioned itself ahead of the competition, the Company is now looking to explore new investment opportunities and expand its existing capacity to accommodate for rising demand. “We are looking at how we can improve all the time,” adds Haelterman. The firm has already outlined a number of areas that it hopes to improve in the coming months. These include, bolstering its logistics capabilities, building additional warehouses, and introducing a new maintenance centre at its transport hub.

“We continually want to better ourselves, but we also want to help local industry in doing so,” Haelterman states. “For instance, we are currently working with local rail operators to see how we can help finance any new projects for them where they are lacking in funding.” Sustainability practices and environmental policy are also a major priority for DCS, and to this end the Company is exemplary.
CONSTRUCTION OF THE SOLIDARITY BRIDGE OF KEUR MOUSSA The villages of Ngomène, Seune Serrere, Seune Wolof, Fouloume, Ndeuye, Niakhip etc. were completely isolated during the rainy season. Dangote Cement Senegal proceeded with the construction of a new bridge with a width of 4.5 metres.
REHABILITATION OF THE ROAD OF NGOMENE VILLAGE We proceeded with the rehabilitation of the road, which during the rainy season was impracticable.
NEW VILLAGE OF GALANE As part of the relocation of the village of Galane, Dangote Cement Senegal has built on a spacious site surrounded by mango trees, a beautiful village comprising 44 individual houses, a health post, a primary school, a mosque, a sports field for young people , a market and a vaccination park for livestock. All homes were connected to water and electricity.

To solve its power needs for the Pout plant, the firm decided to build its own power plant, not only supporting its own production processes but also delivering to the grid. “Our power plant is helping to support the country’s energy requirements, and more recently we’ve also been looking at how we can use alternative sources of energy
to boost our sustainability practices,” Haelterman reveals. For the Head of Dangote Cement Senegal, a continual implementation of this Africa-first culture and a maintenance of these high selfimposed standards will be crucial to the Company’s growth moving forward.
