Thousands turn out for Light Up the Night!

OnacoolNovembereveningPleasantHillclosed downCrescentDriveandinvitedthecommunitytotake partinthereturnofLightUptheNight.Over2,500came outandenjoyedaneveningofmusic,dance,performances,activities,snacksandthelightingoftheHoliday Tree!

ChildrenlinedupforUbeHotChocolate,rodethe HolidayExpressTrains,listenedtoVictorianCaroling, wroteletterstoSanta,andmoreastheeveningprogressed.TheygotachancetoenjoytheStudioA Dancers,andthefantasticshadowpuppetryandstorytellingoftheFirelightTheatre.

EventheGrinchmadeanappearance,joiningSanta andMayorMichaelG.Harrisonstageafterthetreehad beenlit.Afterwards,theAfricanHighlifeBandtookthe stageandhelpedpeoplewardoffthechillwithsome greatmusicanddancing.

City Council to determine the appointment process to fill vacancy

FollowingtheelectionofCityCouncilMemberKenCarlsonto theContraCostaCountyBoardofSupervisors,andCarlson’ssubsequentresignationeffectiveDecember31,2022,theCityCouncil decidedatitsDecember5,2022meetingtopursueanappointmentprocessasopposedtoaspecialelectiontofillthevacancy.

Pleasant Hill Community Foundation recognitions at Celebrate Your Community

ThePleasantHillCommunityFoundation(PHCF)hosted its CelebrateYourCommunity onOctober20.TheCornerstoneAwardrecognizedthreepeoplefortheircontinued supportofboththePHCFandCelebrateYourCommunity. JasonandKathyOlsonaswellasJohnMatthesenwithDVC CulinaryArtshaveprovidedthedrinkandfoodeachyear. AlomaLevine,EventChair,said,“Aswereturnedtomeeting againinperson,wewantedtobesuretorecognizethose peoplewhohavebeenthecornerstoneforensuringthatour eventiswarmandwelcoming.”

TheDiversityCommissionwas thrilledtobepartofPleasantHillCommunityServiceDayforthefirsttime sincetheCommissionwasestablished inAugustof2021!Inadditiontothe manyotherelementsofdiversity, equity,andinclusion,theCommission wantstobringawarenesstothecommunity’ssocio-economicdiversityin thehopesofcreatingasenseofbelongingforallPleasantHillresidents.

TheDiversityCommissionpartnered withtheContraCostaCountyCoordinatedOutreachReferral,Engagement (CORE)ProgramtolaunchitsfirstCom-

munityServiceDay(CSD)projectwith KitsfortheHomeless.With60unshelteredresidentsinPleasantHill, commissionerswantedtoprovidesupportbyassemblingbackpackkits.The communitywasaskedtodonatethe followingitems:

Thisfall,thePleasantHillEducationCommissionlaunched ourschoolneedsinitiativetohelpconnectcommunity resourceswiththeneedsofourlocalpublicschools.We’ve beensothrilledwiththeresponseandexcitementthroughout thecity.We’veheardofstudent-ledinitiativestohostcollectiondrives,storiesofimpactfromeducatorsinourcommunity, andgreatconversationsaboutnotonlywhatisneededatthe schoolsitewe’reclosesttobutalsohowtothinkequitably aboutschoolsthroughoutthecityanddistrict.

ContraCostaWaterDistrictthankscustomersfor continuingtoconserveinContraCosta

It’sgoingtotakealotofrainandsnowthiswintertoundo threestraightdryyears.That’swhyContraCostaWaterDistrictinvestsinnewwatersuppliesandfocusesonimproving ourclimatechangeresiliency.Overthepastseveraldecades, CCWDhasbuiltandexpandedLosVaquerosReservoir,bought waterfromnearbywateragencies,andworkedtominimize waterlossesinthesystem.CCWDcontinueswatersupplyplanningbydevelopinganotherexpansionoftheLosVaqueros Reservoir,modernizingthecanalsystem,andreplacingmore agingwaterpipesthaneverbefore.Theseprojectsreduce evaporationandleaks.

InadditiontoCCWD’sefforts,conservationbycustomers (that’syou!)hasbeeninvaluableinweatheringthisdrought. Lastsummer,customerswereaskedtoreducewateruseand theresultshavebeenimpressive!Thankyoutoourcustomers forfindingnewwaystoconserveinContraCosta!

CertainareaswithinPleasantHillhave beendesignatedasSpecialFloodHazard Areas(SFHAs)bytheFederalEmergency ManagementAgency(FEMA),meaning theyarewithinthe100-yearfloodboundaryasmappedbyFEMA.Thereare approximately700homeswithinthese floodzones.

A100-yearfloodreferstoafloodlevel with1percentorgreaterchanceofbeing equaledorexceededinanygivenyear. Thereisa26 percentchancethatastructurelocatedinaSpecialFloodHazard Areawillbeinundatedbya100-year floodduringthelifeofa30-yearmortgage.

OnJuly30,2022,theCityofPleasantHill,inpartnershipwiththe ContraCostaCountyLibrary,celebratedtheopeningofthenew PleasantHilllibraryat2MonticelloAvenue.Constructionofthe librarywasmadepossiblein2016throughthevoter-approved MeasureK,ahalf-centsalestax.

Thestate-of-the-artfacility'scollectionexceeds50,000new booksandboastsabevyofnewtechnology,including SustainableSmartTechnologyusedintheheating/coolingsystem aswellasenergyconservation.Thelibraryfeaturesamenities suchasamakerspacewithhigh-techlaseretching,3Dprinter,

Oak Park Boulevard and Monticello Avenue Improvement Project

AspartoftheCity's“green”initiative,amassivesolararraywas installedontheroofandgeneratesalltheenergyrequiredforthis netzero,carbonzerofacility.State-of-theartclimatecontrols responddynamicallytodatastreamedfromaweathermonitor ontheroof.ThelibrarywonaSustainabilityAwardin2021from theContraCostaWaterDistrictandContraCostaCentralSanitary Districtfortheproject'sextendeduseofrecycledwaterfor landscapingandbeatification.

MonticelloAvenuehasbeencompletelyreconstructedbetween OakParkBoulevardandSantaBarbaraRoadandservesasthe entrywaytothenewPleasantHillCityLibrary,Recreationand ParksAthleticFields,residentialhousing,andPleasantHillMiddle School.Theprojectprovidedpavementrehabilitationand construction,roadsidebenches,furniture,newsidewalks,ADAcompliantcurbramps,bicyclelanes,utilityupgrades,droughttolerantlandscape,anewtrafficsignalsystemandornamental LEDstreetlighting.Trafficsignagewasinstalled,aswasa RectangularRapidFlashingBeacon(RRFB)forapedestrian crosswalkonMonticelloAvenue.Themostchallenging engineeringaspectoftheprojectwasthedesignofthestorm drainsystem.Thisarealiesjustoutsideofthefloodplain,as definedbyFEMA.Stormwaterhistoricallysheet-flowedacross thenewlibrarysite,towardsGraysonCreek.Theengineering teamwastaskedwithdesigningasystemthatmimickedthe“predevelopment”floodplain.Theresulting,complexsystem consistsofaseriesoflargedrainageinlets,a100-ftlongconcrete

AdjacenttoDiabloValleyCollegecampus,theDiabloValleyPlaza shoppingcentermeasuresapproximately19acresinsize.Recent improvementstothepropertyincludedtheextensiveremodelof theexistingretailbuildingsatthecornerofGolfClubRoadand OldQuarryRoad.Thesiteimprovementsalsoincludednew landscaping,hardscapeandparkinglot,anew0.46-acredog park,aswellasanewwalk/bicycletrailalongGraysonCreekthat extendsfromGolfClubRoadtoChilpancingoParkway.

RandomWayandPoshardStreet

TheCity'sstormdrainimprovementprogramprovidesthe installationofnewstormdrainfacilitiesand/ortheupgrade/repair ofexistingstormdrainfacilities.TheCitycompletedstormdrain inletrepairsonRandomWayandPoshardStreetinJuly2022.The stormdrainprogramlistisprioritizedtofavorprojectswithlower costimprovementsthatmayhavethegreatestimpacttoreduce localizedflooding.

Working on Oak Park Intersection

ThePleasantHillRoadSidewalkInstallationProject,completedin March2022aspartoftheMeasure-K-funded5-yearprojectlist, providesnewsidewalksonthewestsideofPleasantHillRoad betweenPleasantViewDriveandCumberlandDrive. Constructionofthissidewalkeliminatedthelastremaining sidewalkgapalongPleasantHillRoadbetweenOakPark BoulevardandGregoryLane,ultimatelyallowingstudentsinthe areatowalksafelyto/fromPleasantHillElementarySchool.This projectwasfundedbyMeasureK,andastatefundedSafeRoutes toSchoolTDAgrant.

2021Signage&StripingProject

VariousLocations

The2021Signage&StripingProject,completedinMarch2022as partoftheMeasure-JandGas-Tax-funded5-yearprojectlist providesnewtrafficstriping,markings,posts,signs,andraised pavementmarkersatvariouslocationsthroughouttheCity. Thesedevicesareimportantroadwayfeaturesandarerequired forthesafemovementofvehicles,pedestrians,andbicycleson theroadway.Topromotepedestriansafety,constructionofthe newsignageandstripingwas prioritizedprimarilynear thefollowingschoolsand trails:PleasantHill Elementary,Sequoia ElementaryandMiddle School,DiabloValley College,andtheContra CostaCanalTrail.

TheDowntownStreetscapeImprovementProject,locatedalong CrescentDrive,betweenBoydRoadandContraCostaBoulevard, willgivethedowntownavibrantnewlook,andimprovethe healthandwellbeingofourstreettrees.Theprojectwillremove andreplaceexistingdamagedsidewalkreplace55BradfordPear ; treesaugmenttreewellsizestoensuretreehealthandgrowth; ; upgradetheexistingirrigationsystemandsoil;andinstall permeablepavers.Theprojectwilltakeapproximately6-9 monthsandwilloccurinthreephases:Phase1(CrescentDrive betweenContraCostaBoulevardandCrescentPlaza),whichis expectedtobegininwinter2023;Phase2(CrescentDrive betweenCrescentPlaza andBoydRoad);and Phase3(Crescent Plaza).Thisprojectis fundedinpartnership withthedowntown propertyowner,and usesbothMeasureK andAssessment District20funds.

Improvements

AspartoftherecentlyapprovedCapitalImprovementProgram, theCityidentified$4.2MinfuturePedestrianandBicycle Improvements.Theprogramproposesanumberofbicycleor pedestrianrelatedimprovementsfundedwithnewMeasureK dollarsthattheCitywillimplementoverthenextfiveyears.Inthe currentfiscalyear(FY22/23),theCitybudgeted$500,000in MeasureKfundsand$152,000ingrantstoconstructTheTaylor Boulevard/CivicDriveandPathwayImprovementProject.The project,whichiscurrentlyinthefinaldesignphase,willinstalla newtrafficsignalattheTaylorBoulevard/CivicDriveintersection, newcrosswalks,andanewsidewalkonCivicDrivebetween TaylorBoulevardandthePoliceDepartmentdriveway.Other enhancementsincludeinstallationofADA-compliantcurbramps, LEDsafetylights,signage,andstriping.Theprojectiscurrently scheduledforconstructioninwinter2022.

ContraCostaBoulevardImprovementProject

VikingDrivetoHarrietDrive

Theprojectwillconstructcorridor"completestreets" enhancementsalongContraCostaBoulevard(CCB),between VikingDriveandHarrietDrive.Improvementswillfollow previouslyadoptedlandscaping,streetlighting,and bike/pedestriandesigntemplatesalongthecorridor.Keyproject componentsincludenewtrafficsignalsatboththeCCB/Taylor BoulevardandCCB/AlanDriveintersections,newconcrete sidewalks,newlandscapingalongmedianandsidewalkareas, newbikelanes,pavementrehabilitation,andnewLEDstreet lighting.Theprojectispartiallyfundedwith$4.8MMeasureJ funds.Constructionisanticipatedtobegininsummer2023.

CityHallFountain

In2018,theCityofPleasantHillhiredanoutsideconsultantto performabuildingassessmentstudy,todetermineandbudget neededannualmaintenanceatourCityfacilities,includingthe CityHallwaterfeature.Thestudydeterminedthatthewater featurehasreachedtheendofitsusefullifeandshouldbe replaced.Thehighmineral(boron)andsiltcontentofwellwater usedtosupplythelakesystemhascausedextensivedamageto thefountain'soriginaltiles.Theprojectwillremoveold,damaged fountaintiles,andreplacethemwithanupdatedsystem, designedtobeimpervioustoabrasion.Thiswillprovideamore attractiveappearance,requirelessmaintenanceandextendthe lifeofthefountainfacility.TheAmericanRescuePlanAct(ARPA)fundedprojectwillbegininearly2023andwilltakeapproximately 12monthstocomplete.

City Hall Pond Plumbing System Repairs

ThepondatCityHall,constructedin1991asawaterfeature,was lastcleanedin2010.Since1991,bothkoiandturtleshavebeen introducedsuchthatthepondisnowmaintainedasanaquatic watersystem.Overtime,thecombinationofthemineral-rich wellwater,naturalsiltaccumulation,andexcessivealgae growthhavecorrodedexistingpipes,compromisedwater

quality,andreducedtheeffectivenessofthesystem.Mechanical equipmentneedstobeservicedandcleanedtoavoidfurther damagetothepumpsandpipingsystemsandextendthelifeof thesystem.Additionalworkwillincludetheremovaland replacementoftheconcretewalkwayfromtheparkinglotstothe CityHallBuilding,aswellasremovalandreplacementofbrokenIT conduitandcables.

Diablo View Storm Drain Improvements Project

AsubdivisionwestofPleasantHillRoadcomposedofDiabloView Road,WildwoodPlace,LimewoodPlace,andWildwoodCourt, collectsstormwaterrunoffintoapipesystemthatrunseast underPleasantHillRoadandintoaprivateditchandpipebefore flowingintoaroadsideditchonDiabloViewRoad.Thesystemis undersized,causingseveralpropertiesadjacenttotheprivate

ditchtobesusceptibletofloodingduringsignificantrainevents. TheCityprojectwillinterceptthestormwaterbeforeitreaches privatepropertythroughinstallationofnewstormdrainpiping andinletsalongPleasantHillRoadandDiabloViewRoadthat connecttotheexistingstormdrainsystem.Thisprojectisthe nextprioritylistedonthe5-YearStormDrainPlan,with completionexpectedinMarch2023.

MAINTENANCE PROJECTS

Gregory Gardens Storm Drain Improvement Project

TheStormDrainImprovementProgramprovidesforthe installationofnewstormdrainfacilitiesandtheupgradestothe existingsystem.Theprogramprimarilyaddresseslocationsof poordrainageorareaswithlocalizedfloodingproblems.Storm drainprojectsareimplementedpertheCity'sStormDrain ImprovementPriorityListand5-yearStormDrainPlan.Thisyear's project,theGregoryGardensStormDrainImprovementProject (completedinNovember2022),rehabilitated750linearfeetof existingstormdrainfacilitiesandhelpedtoeliminatealocalized drainageproblemalongMazieDrive,VivianDriveandPatricia Drive.

StreetResurfacingProgram

The2022StreetResurfacingProjectidentifiedtheresurfacingof 41streetsintworesidentialneighborhoodsandtwo arterial/collectorstreetswithintheCity.Theprojectfunds consistedof$1.3MinMeasureKfundsand$2.7MinGasTaxFunds. Projecthighlightsincluded5.5milesofresurfacedstreets,and newpedestrianandbicyclestripingandsignageupgradeson projectstreets.

The Reserve by Ponderosa Homes Boyd Road and Pleasant Hill Road

Theprojectconsistsof17single-familyhomesandadditional inclusionaryhousingonanapproximately4.42-acresite.Though thesiteisstillunderconstruction,thedeveloperhascompleted mostofthetracthomesandsiteimprovements.Theestimated completionofprojectissummer2023.

Starbucks Drive Thru

Theprojectinvolvesconstructionofa 2,500-square-footStarbuck'scoffee shopat999ContraCostaBoulevard withadrivethrufacilitythatcanqueue 16vehicles.Theproposedbusiness hourswouldbefrom6:00a.m.to 10:00p.m.andwouldincludea14-seat outdoorseatingarea.Theestimated completionofprojectissummer2023.

ADA Improvement Program

AfocusoftheCity'sAmericanswithDisabilitiesAct(ADA) ImprovementProgramistoprovidefortheconstructionofADAcompliantcurbrampsthroughouttheCity.TheFY21/22and FY22/23ADAImprovementProjectinstalled20ADA-compliant curbrampsalongthenorthandsouthsidesofBoydRoad (betweenPleasantHillRoadandPattersonBoulevard)andfour morecompliantcurbrampsonOakParkBoulevardbetween KeatsCircleandStevensonDrive.Curbrampswereprioritized,as theyarelocatedalongschoolandpublicfacilitypedestrian routes.

LED Downtown Streetlight Conversion Project

Inanefforttoimprovevehicularandpedestriansafety,aswellas cutenergyconsumptionandgreenhousegasemissions,theCity hasupgraded62decorativeHighPressureSodiumVapor(HPSV) streetlightsalongCrescentDriveandCrescentPlazawithlight emittingdiode(LED)fixtures.ThisLEDtechnologygivesoffa clear,whitelightthatshinesbrighterandimprovesvisibilityfor vehiclesandpedestriansintheDowntownarea.SinceLED lightinguses50to75percentlessenergyandlastsuptofour timeslongerthanthe HPSVlamps,theCity simultaneously improvesenergy efficiencyandsaves money.TheCityhired ContinentalElectric, whichcompletedthe workinJune2022.

Theresidentialprojectincludes189multifamilyunitsranging fromthreetofour-and-a-halfstoriesinheight.Unittypesinclude studio,one-andtwo-bedroomfloorplansranginginsizefrom561 squarefeetto1,182squarefeet.Theprojectprovidesseveral amenities,includingthreecourtyards,aroofdeck,outdoor kitchenanddiningareas,loungeareaswithfirepits,alappool,a fitnesscenter,andaclubroomlounge.Ofthe304parkingspaces provided,288arelocatedinatwo-level,subterraneanparking garagewithanadditional16surface-levelparkingspacesfor guests.Inaddition,theproject provides60bicycleparking spacesonthefirstlevelofthe parkinggarage.Theestimated completionoftheprojectisfall 2024.

401TaylorBoulevard

Thisresidentialprojectincludes31detached,two-storyandthreestorysingle-familyunitson4.96acres.Thesingle-familyunits offerthreefloorplans,ranginginsizefrom2,316squarefeetto 3,015squarefeet,eachwithanattachedtwo-cargarageanda two-cardrivewayapron.Unitsarelocatedonseparateparcels thatrangefrom3,105to5,830squarefeetinsize.Sixteenguest parkingspacesandaminimumof63,000squarefeetofcommon openspaceislocatedonthesite.Sixofthe31residentialunitswill provideanAccessoryDwellingUnit.Theestimatedcompletionof projectisspring2024.

CCWD District Gregory Gardens Water Main Replacement Project

ContraCostaWaterDistrict(CCWD)isscheduledtoreplaceand upgradeover2.5milesofagingwaterpipesintheGregory GardensareaofPleasantHill.Theolderpipesinthis neighborhoodhaveahistoryofleaks,whichresultincostly

repairsanddisruptivewateroutages.Whencomplete,thiscritical infrastructureproject,whichisfundedwiththewaterrates customersalreadypayfortheirservice,willimprovethewater servicereliabilityintheneighborhood.Toimprovefiresafetyand tomeetthelateststandardsforfireprotection,CCWDwillinstall additionalhydrantsintheneighborhood.CCWDanticipates constructiontobecompletedbythesummer2024.

Encroachmentpermitsarerequiredforanyencroachment within,on,over,orunderthelimitsoftheCityright-of-way. Constructionsuchastheinstallation,repair,orreplacementof sidewalks,driveways,curb,gutter,roadwaypaving,sewer laterals,utilitypoles,utilityconduitsandequipment,andwallsor fencesaresomeexamplesofworkrequiringanencroachment permit.Othertemporaryworkinvolvingtrafficorpedestrian controlsintheright-of-way,suchasvegetation management/treetrimmingormaintenanceofexistingutility facilitiesandotherinfrastructureisalsosubjecttothe encroachmentpermitrequirements.Feescollectedfromeach permithelptooffsettheadministrativeandinspectioncosts incurredbytheCityfortheencroachmentpermitprogram.City inspectionofencroachmentworkhelpstoensurepublicsafety andtheorderlyconstructionofworkintheright-of-wayin compliancewithestablishedconstructionrequirementsandCity standards.

TRANSPORTATION DIVISION

Traffic Signals in Pleasant Hill

Thereare49existingtrafficsignalswithintheCityofPleasantHill citylimits,42ofwhichtheCityoperatesdirectly.Threeadditional trafficsignalsarejointlyownedbutoperatedbyotheragencies, twowiththeCityofWalnutCreekalongGearyRoad,andonewith theCityofMartinezalongPleasantHillRoad.Fouradditional trafficsignalsareownedandoperatedbytheCalifornia DepartmentofTransportation(Caltrans)alongContraCosta BoulevardandMonumentBoulevard.Onefuturetrafficsignalis plannedattheintersectionofTaylorBlvdandCivicDrive,which willbringthetotalnumberoftrafficsignalswithintheCitylimits to50with43directlyoperatedbytheCityofPleasantHill.

TheCityisactivelybuildingpartnershipstoupgradeitstraffic signalnetworktotakeadvantageofgrantfundingopportunities,

includingtheactiveContraCostaTransportationAuthority (CCTA)–I-680SmartCorridorsprojectandCountywideSmart Intersectionprojects.Overthenext5-yearCIPtheCitywouldlike toreplaceoldertrafficsignalcontrollers,upgradecopper interconnectcableswithfiberopticsystems,expandsmart intersectioncommunicationscitywide,introducenewcloudbasedtrafficmanagementsystemstosupportlocalandregional datasharingcapabilities,anddevelopnewtrafficsignaladaptive technologyinpartnershipwithCCTAandthecitiesofConcord andWalnutCreek.

Futuretrafficsignalsystemupgradeswillenableexpandeddata collectioncapabilitiestotrackgrowthtrends,supportbicycleandpedestrian-focusedsignaltimingstrategiesandhelpexpand futureautonomousvehicleandotherSmartCitysolutions.

Tobeconsideredforaposition,submitanapplicationbythedeadline.The InterviewandNominatingCommittee, comprisedoftwoCityCouncilmembers, willreviewapplicationsandinterview qualifiedcandidates.Thecommitteewill thenforwardarecommendationtothe fullCityCouncilforfinalappointment.
