WORDS FROM OUR MAYOR As we come to the end of a difficult year, it’s time to look forward to the future, with hope for a safe and prosperous 2021.

Hope alone won’t improve the lives of the people doing it tough in Penrith. Decisive action has been taken by the COVID-19 Recovery Taskforces to accelerate recovery in our City.

Supporting our local businesses – shops, cafes, restaurants, tradespeople, producers or other enterprises – is a key priority. The #PenrithProud campaign encourages residents to keep our dollars in the local economy at this crucial time of year. Spending with our community’s businesses is a wonderful way to show your support.

Buying local also helps keep local jobs here in Penrith.

Also, this issue of Our Place has an excellent waste guide to assist you in sustainably disposing of the extra packaging often generated by Christmas. Council meets the much higher need for waste services over the holiday period with extra collections and drop-off days, so you can worry less about what to do with waste, and focus more on enjoying the festivities.

After a shocking year which has seen so many local shops, cafes, tradespeople and many more smallto-medium enterprises struggling to stay afloat, many residents are asking themselves – what can I do?

Buying local has never been more important.

The 200,000 residents living in Penrith City have the power, both collectively and individually, to put our dollars to work in the local economy.

Spending here at home will go a long way towards keeping businesses viable and ensuring they’re still going strong once the pandemic finally passes.

A new campaign called Penrith Proud is showcasing local enterprises which are open for business and in need of your support. You can find a handy list of them at penrithproud.com. au, and while we couldn’t include all of their stories here, it’s an honour to bring you a few.

Tatum is a homegrown Penrith girl who grew up learning from her dad, a caterer for Penrith Bowling Club.

Tatum eventually took the leap and established her own cafe, Platform T8 in Thornton. With a prime location just next to Penrith Station, the cafe was a hit, opening early to service sleepy commuters.

When COVID-19 reached Australia and the number of

people taking the train dropped drastically, Tatum resolved to weather the storm.

Platform T8 Cafe has stayed open for the customers who live nearby, many of whom are grateful for a local spot to take a break and grab coffee or lunch while working from home.

Over at Salon Kiin on High Street in Penrith, an initial shutdown didn’t stop staff from offering a premium experience. The salon offered tips via social media, took phone and online orders for products and delivered at-home treatments to clients’ doors. Early May saw a phased reopening with •7•

safeguards in place, which meant this award-winning local business could save many Penrith residents from embarrassing at-home dye jobs and haircuts. However, while they are now open, social distancing measures mean they can welcome far fewer clients than usual. For many of

CHRISTMAS IS POSSIBLY THE EASIEST TIME OF YEAR TO OVERDO THINGS – WE OFTEN EAT TO EXCESS, BUY TOO MUCH, AND ULTIMATELY GENERATE MORE WASTE THAN AT ANY OTHER TIME OF YEAR. So that you don’t need to trip over all those excess boxes, bottles and wrapping paper for weeks to come, Council provides convenient opportunities to dispose of that waste in an environmentally friendly way.

We’ll also be sharing tips online to help residents sort waste and minimise the amount of room this excess waste will take up in their bins.

Ten years ago, Penrith City paved the way in waste innovation, becoming the first metropolitan council in Australia to implement the sustainable Food Organics and Garden Organics (FOGO) system. This introduced our green-lidded bins, which allows organic material like garden clippings, bones, vegetable scraps and paper towels to be composted, keeping it out of landfill. Happy birthday, FOGO!

Residents can bring their real Christmas tree to Jamison Park where it will be collected and turned into mulch.

Residents are able to easily drop off excess household recyclables collected over Christmas and New Year, which perhaps you couldn’t fit into your yellowlidded bin – for instance, large items made of cardboard.

If you are disposing of an artificial tree, you can book a bulky waste collection or break it down to go in your red-lidded residual bin.

If you are disposing of polystyrene, it can’t be processed at these events but can be taken to Council’s Community Recycling Centre.

LIVEABLE CITY PENRITH CITY COUNCIL IS UPGRADING 90 PLAYSPACES ACROSS THE CITY, PLANTING TREES AND INSTALLING STRUCTURES TO CREATE SHADE AND LOWER THE AMBIENT TEMPERATURE.

By December 2020 about half the structures will be complete, while the trees will be planted in the autumn of 2021.

Council’s landscape architects, Elizabeth and Ken, discuss how they’ve gone about designing solutions to ensure our playspaces can be enjoyed and utilised all year round.

WHAT DO LANDSCAPE ARCHITECTS DO? We analyse a site to understand its aspect to the sun, what’s existing there already, its environment and heritage, the current and future uses.

Then we come up with a customised solution for the space, which in this case is a mixture of artificial and natural shade.

WHAT HAVE YOU DESIGNED FOR OUR PLAYSPACES? Historically playspaces were often built in the middle of a park, away from trees and in full sun. Many of us will remember the pain of going down a hot metal slide as a kid! Artificial sails and structures will have immediate impact, providing shade the moment they are built.

For the sails, we found a great cloth with over 98% UV coverage, which is the highest on the Australian market currently.

The trees planted nearby will eventually grow tall enough to provide shade for the sails and structures. Did you know that shade created by trees is cooler than shade created by anything made by humans? Once they’re big enough, the trees will shade the structures and further reduce the ambient temperature of the area.

WHY IS TREE PLANTING IMPORTANT IN PENRITH CITY? Across our communities we have huge gaps in tree canopy, which contributes to rising temperatures through the urban heat island effect. Some areas have more than others – suburbs like Emu Plains, Glenmore Park and Cambridge Gardens have 3040% tree canopy coverage, while others like Kingswood and Caddens have less than 10%. Council is working hard to re-green our City, planting thousands of trees over the coming years.

MORE FLEXIBLITY FOR HOMEOWNERS TO MANAGE TREES

Council has recently amended its policy on tree removal and pruning, to provide homeowners more flexibility in managing trees on their properties.

The following tree management works can now be carried out by homeowners without the need for a Council permit:

» Pruning or removal

» Pruning or removal

» Pruning of tree

of imminently dangerous trees – for instance, where a tree or branch could fall at any moment, causing a danger to families and their homes – based on written advice from a suitably qualified arborist

of dead trees or deadwood

» Pruning or removal of trees within 3m of a dwelling branches within 3m of a dwelling roofline, providing the largest cut is no greater than 150mm in diameter

Pruning any branches up to 50mm in diameter to maintain gardens and hedges

» Pruning low tree branches up to 2m from ground level, providing the tree is more than 6m in height and the largest cut is no greater than 150mm

» Pruning or removal of exempt tree species, in accordance with the exempt tree species list on Council’s website

Bonita Ely: Memento presents work that draws connections between human experience and the physical and psychological environments that we inhabit. Modern Art Projects Blue Mountains: Fabrik showcases work from a collective of five artists, spanning photography, soft sculpture, prints and installation.

Portraits of fans from Penrith City are currently displayed on the windows of The Joan, captured by celebrated photographer (and Panthers fan) Lyndal Irons.

THE PAST YEAR HAS SEEN OUR LOCAL COMMUNITY FACE UNPRECEDENTED CHALLENGES INCLUDING BUSHFIRES, FLOODING, NOT TO MENTION THE SOCIAL, EMOTIONAL AND ECONOMIC IMPACTS OF THE COVID-19 PANDEMIC.

It’s been a difficult time for many, but throughout all this adversity, the human spirit has shone through. In Penrith City, some incredible people have worked tirelessly to serve our community. There’s never been a better time to celebrate their generosity, selflessness and resilience of spirit.

Penrith City Council’s new community program, The Local Celebration Awards, aims to recognise and celebrate the people who are making a difference in Penrith, and nominations for the 2021 awards are now open.

Nominations can be submitted in person, online, by mail and video until 30 April 2021. The award winners will be announced in July 2021 and formally recognised at an event in August 2021.

UPGRADES

IN YOUR AREA SOPER PLACE SOPER PLACE IN THE CITY CENTRE IS BEING TRANSFORMED TO PROVIDE 600 MORE CAR SPACES, A MIXED-USE COMMERCIAL DEVELOPMENT AND VITAL GREEN SPACE FOR THE COMMUNITY TO HELP COMBAT PENRITH’S RISING URBAN HEAT.

The first stage – enabling works to prepare the site – began in August and will be completed in early 2021. Ageing stormwater infrastructure beneath the car park is being relocated and upgraded, along with sewer and high voltage electrical cabling, in a series of seven phases to help minimise disruptions to access and parking.

Three phases of work are complete so far, including the relocation of high voltage lines and sewer from under Woodriff Street North to Lawson Street along Soper Lane.

Draft designs for the new development include a multi-function space for the community at ground level, featuring a playspace and a basketball court. This shaded, shared space under the car park has the potential for family play,

performances, markets and music. Cooling initiatives within the proposed development include an extensive rooftop garden with judicious use of plants and cutting-edge green breathing wall technologies on the facade.

The second stage – construction – will begin in 2021 after community consultation and other DA processes are complete. Council is working hard to minimise disruptions for local businesses and the community as this transformation occurs.

ST MARYS

OUR PLACE IN HISTORY

THE REMAINS OF AN ENORMOUS FACTORY COMPLEX WHICH PRODUCED BULLETS, BOMBS AND OTHER WEAPONRY – INTEGRAL TO THE ALLIES’ VICTORY IN THE PACIFIC IN WORLD WAR II – CAN STILL BE SEEN WITHIN THE ST MARYS INDUSTRIAL ESTATE.

Production at the St Marys Munitions Filling Factory began in 1942, at its peak employing up to 2,000 people. As many men of working age were away at war, women made up a large part of this workforce.

For many of these women, it was their first ever paid employment.

They made a variety of munitions and explosives not only for the Australian Defence Forces, but for the US forces and for the Royal Navy.

On site were 17 miles of railway line and three train stations, the remnants of which remain today. There were 20 electrical sub-stations, 12 miles of tram tracks, two fire stations, 40 air raid shelters, and countless other facilities. A total of 850 buildings were dedicated to this operation by the War’s end.

When World War II came to its conclusion in 1945, so too did production, and the factory was decommissioned.

In the fifties, a new filling factory was built nearby, which was officially opened by then-Prime Minister Robert Menzies in 1957. This one remained operational in some shape or form until 1995, serving Australia’s needs through conflicts in Korea and Vietnam.

By then, many of the factory’s workers had established lives in the town of St Marys and stayed on.

If you’re curious to see how the 1940s women of the factory would have dressed, the Encore Historical Sewing group has recreated their uniform, which is displayed in Penrith City Library’s Research Room.
